Singapore - Construction Sector Overview • Due to scarcity of land, it is critical to make the best use of limited resources. • Contracts for the built environment are expected to be between $31 - $ 38 billion in 2014 • For 2015 -16 average construction demand is expected to be $ 25 to 34 billion pa • The Singapore Building and Construction Authority (BCA) has been working closely with industry partners to promote wider adoption of sustainable methods and materials in the built environment. • Housing Development Board (HDB) is the public housing agency playing a key role in sustainable development Working with Yorkshire and Humber businesses to encourage and support international trade

2015 SUSTAINABLE SINGAPORE BLUEPRINT •

Key objective of the Blueprint is improving resource efficiency and achieving zero landfill.

Two key focus areas of sustainable construction in Singapore are: – (a) recycling and use of sustainable materials; – (b) efficient design to optimise use of natural materials.

The masterplan is anchored by five strategic thrusts (ST) – ST - 1 Government taking the lead in adopting sustainable construction – ST - 2 Promoting sustainable construction in private sector – ST - 3 Building industry capabilities – ST - 4 Strategic profiling and raising awareness to generate sustained demand – ST - 5 Setting minimum standards through legislative requirements

Sustainable Singapore Blueprint New initiatives launched since 2009 include: •

- Smart city pilots with sustainable features at Marina Bay, Jurong Lake District and Punggol (Eco town) - Ambitious plans to ramp up public transport infrastructure - Renewed greening efforts to make Singapore a City in a Garden - Minimum energy and water efficiency standards for more household appliances - More Active, Beautiful, Clean Waters (ABC Waters) projects - A new Maritime Singapore Green Initiative - The 3R fund to encourage waste reduction and recycling - The Department of Public Cleanliness to integrate cleaning functions across the Government.

INCREASING PRODUCTIVITY • Productivity on Construction projects is about half as efficient as in the US. • Enhancing the industry’s productivity is a key focus for the Government and BCA • BCA has launched their ‘ Multi Skilling Scheme ‘ as part of their Construction Productivity Roadmap • Industry moving to more widespread use of technology, following the Governments decision to make the use of BIM mandatory on Government projects in the future. • Public Sector Construction demand likely to be $ 14 to $18 billion a year in 2015 and 2016, with approximately 60% of this from building projects • The CORENET e-Information System – is the central repository for building codes, regulations and circulars published by the various building and construction regulatory agencies in Singapore - eg BCA, HDB etc… Working with Yorkshire and Humber businesses to encourage and support international trade

SINGAPORE CONSTRUCTION PRODUCTIVITY WEEK • The Singapore Construction Productivity Week (SCPW) was held during National Productivity Month -13th to 16th October 2014 • Since the launch of BCA’s Construction Productivity Roadmap in 2011, the industry has made significant progress in adopting more efficient construction designs and methods • To date, more than 80% of the BCA Construction Productivity and Capability Fund (CPCF) has been committed to help firms improve their productivity through technology adoption, process re-engineering as well as workforce training and upgrading programmes. S$250-million Construction Productivity and Capability Fund (CPCF) • The Fund comprises incentive schemes that focus on workforce development, technology adoption and capability • Workforce Training & Upgrading - including Undergraduate Scholarship / Sponsorship (for full & part-time degrees, diplomas and apprenticeships) • Building Information Model (BIM) Fund – https://bimsg.wordpress.com/ • Mechanisation Credit (MechC), and Productivity Improvement Projects (PIP) • Capability Development - Construction Engineering Capability Development – eg Tiong Seng’ Integrated Construction Prefab Hub (ICPH) $36 million ( pre cast components ) Working with Yorkshire and Humber businesses to encourage and support international trade
