Hello, Class of 2036!
New city manager hopes to help Roseville grow, attract families BY MARIA ALLARD allard@candgnews.com
ROSEVILLE — Once a month, members of the Eastpointe-Roseville Chamber of Commerce meet for a “coffee hour” to network and share information. The monthly get-togethers are free to chamber members — many of them business owners and from nonprofit organizations — while nonmembers pay $5 per meeting. This month’s meeting, held March 7 at the Community Choice Credit Union in Roseville, gave new Roseville City Manager Ryan Monroe the opportunity to introduce himself and receive feedback from attendees. At the Jan. 10 Roseville City Council meeting, the council members appointed Monroe as the new city manager. He had previously been the city’s chief of police. At the coffee hour, Monroe said that, along with his city manager duties, he also will serve as Roseville’s police commissioner. Monroe’s family has deep roots in Roseville. Five generations of his family have lived in the city — even before it was called Roseville — including his great-great grandfather, who lived on a farm on Little Mack Avenue. As city manager, Monroe wants to “make Roseville attractive to bring families to our community.”

Macomb County prosecutor charges Eastpointe mayor with fraud EASTPOINTE — The latest event in a long line of controversies involving Eastpointe’s mayor has her facing a fraud charge in district court.
Eastpointe Mayor Monique Owens was arraigned March 9 in the 41B District Court in Clinton Township on one charge of false pretenses $1,000 or more but less than $20,000, which is a five-year felony. “Mayor Monique Owens allegedly fraudulently applied for a grant under the
‘CARES ACT’ in November 2020,” the Macomb County Prosecutor’s Office said in a press release. “Owens received $10,000 from the Macomb County grant.” In April 2020, Macomb County received $152 million through the federal CARES Act — an acronym for the Coro-
navirus Aid, Relief and Economic Security Act — which was then spread throughout the county. Owens, 39, was arraigned by Magistrate Ryan Zemke, who set a $10,000 personal bond. See MAYOR on page 13A

Letter from page 3A
Earl noticed some students and teachers, including herself, had a hard time adjusting to being back in school full-time. To help with the transition, Earl came up with an idea. She organized a school project in which teachers wrote notes by hand to students letting them know how much they inspire them to teach every day. Teachers picked one student to recognize and were encouraged to write down their thoughts regarding how that particular student motivates them. Community Choice Credit Union even donated card stock that included the Roseville Middle School logo on the front and the message “Be The Reason” on the back. About 50 staff members — including teachers, custodians, counselors and secretaries — participated. After writing their personal notes, the staff members met face to face with their students in the media center, where the letters were unveiled. The staff acknowledged students for their “kindness, intelligence and awesomeness.” The students’ reactions were videotaped. Several of them were so touched and surprised by their teachers’ kind words that they broke down in tears. Some of the teachers grew emotional as well. There also were smiles and hugs. “We have over 88 minutes of video coverage,” Earl said. “I wanted their true expressions from there. (The students) need to know that we care about them, we love them and we’re here every day for them.” Earl added that, for some staff members, it was hard to choose just one student, so they honored up to four. Roseville hoops overcomes injuries to find success BY JONATHAN SZCZEPANIAK jszczepaniak@candgnews.com
ROSEVILLE — Injuries are a part of the game, but some teams catch the injury bug more than others, and it’s a heavy obstacle to overcome. It presented both positive and negative factors for Roseville boys basketball coach Gregory Boler and the squad. “It hurt us a lot because we never had our starting five for 10 games straight, and even five games straight,” Boler said. From a continuity and performance perspective, it was a heavy downside for Roseville. In their district semifinals matchup with Grosse Pointe South, Roseville was without junior standout guard Jalen Mosley, senior guard Brian Hunter and senior forward Amare Snowden. It was a tough pill to swallow losing Mosley and Hunter, both first team all-conference selections in the Macomb Area Conference-Red, and Snowden, an all-conference honorable mention, for the South matchup, but Roseville’s young core came ready to play. “They didn’t want to lose,” Boler said. “I let the underclassmen speak before the game, because I normally let the seniors speak, and they made a promise to them like, ‘I’m gonna bust my butt for you; I’m not going to let this be your last game.’ I think they went out and tried to do what they told the seniors they’d do.” See HOOPS on page 15A

A colorectal screening saved my life.
When Deborah’s severe stomach pain wouldn’t go away, she was referred to a Henry Ford Health gastroenterologist and underwent a colonoscopy. This screening revealed a near-obstructing colon cancer that required surgery, then three months of chemotherapy. At her follow-up colonoscopy, the cancer was gone and she is now on a five-year screening plan—and back to working her full-time job as a caregiver at a senior assisted living facility, spending time with her five grandchildren, and resuming a crafting and woodworking business with her daughter. four-year felony; carrying a concealed weapon, a five-year felony; two counts of felony firearm, a two-year felony; and possessing a weapon in a weapon-free school zone, which is a 93-day misdemeanor. The suspect, who remains lodged in the Macomb County Juvenile Justice Center, had a preliminary hearing March 7 in front of Macomb County Circuit Court Chief Referee Linda Harrison. The juvenile’s next court date is scheduled for Wednesday, March 29, in front of Macomb County Circuit Court Referee Anthony Scotta. On March 8, Roseville police named Deandre Demon Parks, a Roseville resident whom the Police Department and Prosecutor’s Office have identified as 19 years old but who the Macomb County Jail lists as 18 years old, as a suspect for allegedly being involved in supplying the suspect with the firearm. Parks was out on bond for a felony weapons charge and has had numerous contacts with Roseville police, according to a press release. Parks was facing charges of carrying a concealed weapon and receiving and concealing a stolen firearm for the previous case. After an investigation, he was being charged with carrying a concealed weapon, a fiveyear felony, in connection with the March 6 shooting. He was arraigned March 7 in front of 39th District Court Judge Alyia Hakim, who released him on a personal bond. While Parks was already out on bond for his previous charges, Roseville Deputy Police Chief Mitch Berlin said he was likely released on the new charge because they are separate cases. However, he deferred to Parks’ attorney, David Sinutko, for more informa-

tion. Sinutko declined to comment. On March 10, the Macomb County Prosecutor’s Office added the charge of possession of a firearm in a school zone, a fiveyear felony. Parks was again arraigned in front of Hakim in the 39th District Court. The Prosecutor’s Office requested a $50,000 cash or surety bond, no 10%, a steel cuff tether and a mental health assessment; the judge set his bond at $10,000 cash or surety and allowed for a 10% bond, denied the request for a mental health assessment, and ordered a GPS tether if Parks were to be released. On March 9, Macomb County Prosecutor Peter Lucido announced a two-step plan to address gun crimes, which involved a mental health evaluation. “As a condition of bond in assaultive felony gun cases, assistant prosecutors will ask judges to check the box to request an assessment and recommendations by the Macomb County Community Corrections Department to help determine if defendants pose a potential risk to the community,” the Prosecutor’s Office said in a press release dated March 9. According to court records, Parks posted bond and was released from the Macomb County Jail with a tether. A probable cause conference and preliminary exam that were scheduled for March 15 and 22 were rescheduled for April 19 and 26.

“Our biggest strength is convenience. We have affordable housing. Business is here. Public safety is here,” Monroe said. “This town can grow. People are moving north. We have to be competitive with our neighbors. We need to do things to get people to move back. “I’m here to help anyone anyway I possibly can,” the city administrator said. “I really hope to do some great things. I’ve got a great staff, and there are some new opportunities.” He used the city of Warren as an example. “They have an ice skating rink and a splash pad,” Monroe said. He did not say that Roseville will get a splash pad or ice rink, but the idea is to explore other possibilities for the city. During the meeting, Monroe gave a brief update on the Sacred Heart Catholic Church property on Utica Road. The Archdiocese of Detroit owns the property, and the land is still up for sale. Occasionally, City Hall will get a call from someone who wants to know what will happen to the building. “We’ve had some people talking about developing it,” Monroe said, but at the moment “there are no plans, nothing official at this time. Hopefully something will be going in there soon.” Monroe also responded when asked if any changes were made at the intersection of Martin Road and Barkman Street after a Roseville Middle School student, Julia Wallace, was struck by a car on her way to school April 26.
Credit union holds book drive, offers teacher grants
In recognition of March is Reading Month, the Roseville Community Choice Credit Union location, 20778 13 Mile Road, is holding a book drive until March 28. New and used books can be dropped off at the credit union during business hours. The books will be donated to the Roseville Public Library. In addition, Community Choice Credit Union is accepting applications for its teacher grants program. The credit union will award 10 $500 grants to K-12 educators that can be used for the purchase of supplies, software or other tools to help promote financial education in their schools or classrooms. The deadline to apply is April 15. To apply, visit communitychoicecu.com and scroll down to the “Helping Michigan Teachers” section. Winners will be announced during the week of April 23. Recipients can attend the Community Choice Foundation Scholarship Award Ceremony in-person or remotely in May. Teachers do not have to be members of the credit union to apply. — MARIA ALLARD After the incident, the engineering firm Anderson, Eckstein and Westrick Inc., based in Shelby Township, conducted a traffic study at the intersection. Since that time, two school crossing signs with LED flashing lights on Martin Road at Barkman, one facing east and one west, have been made more prominent. In a follow-up interview, Roseville Community Schools Superintendent Mark Blaszkowski, who was not present at the coffee hour meeting, said a third lane was added for parents dropping off and picking up students at the middle school. “We have three lanes to get more traffic off Martin Road,” he said. “It shortens the time of pickup, and there will be less traffic over long periods of time.” The pavement crosswalks on Martin Road were repainted to be more visible. Blaszkowski said volunteers also are watching over the intersection before and after school. Wallace was hospitalized
for several months and has not returned to school, according to Blaszkowski. Wallace reportedly, though, attended the school’s Christmas band concert in December, as she was a member of the band at the time of the incident. “We’re ready whenever she is,” Blaszkowski said of her return to school. “She’s still got a long road to go.” The Eastpointe-Roseville Chamber of Commerce’s next coffee hour will be held at 9 a.m. April 11 at the Holiday Inn Express, 30300 Gratiot Ave. in Roseville. Moe Lietz, creator of the nonprofit organization Sparkle Network, will be the guest speaker. Sparkle Network helps charities in need, and Lietz will discuss the upcoming Utica Palooza event set for June 17 in Utica. The fundraiser will honor the senior community and remember loved ones who were lost to Alzheimer’s disease or other forms of dementia. Utica Palooza will in-

Macomb County Prosecutor Peter Lucido said he’s disappointed that an elected official would be facing a charge. “Although innocent until proven guilty, the mere fact of somebody being charged sheds a light for not only the community, but also the county,” he said. “It’s a negative effect. It’s disturbing that we have individuals who would take advantage of a system of trust.” Richard Albright, city attorney for Eastpointe, said the case is a personal matter, and he didn’t expect it to impact any of the city’s operations. “Until I hear otherwise, I believe Mayor Owens will continue attending City Council meetings and events and that city-related matters involving the entire City Council will continue as usual,” he said in an email. Owens’ attorney, Scott Weinberg, could not be reached for comment.
Charge is latest controversy involving mayor
In early 2022, a complaint was filed against Owens by former Eastpointe Arts & Cultural Diversity Commission Chair Alysa Diebolt, who stated that Owens violated the city’s ethics ordinance by calling the city’s public safety director to be present at City Hall during an incident in February 2020.

shelter-in-place procedure when the shooting occurred. With a shelter-in-place, students take refuge in designated areas. “Nobody could come into the buildings, and nobody could leave,” Blaszkowski said. The middle school students had already been dismissed for the day. Steenland students, however, still had 10 minutes left of the school day with parents waiting outside to get their children. They had to wait until the shelter-in-place was over. “We know it was inconvenient,” Blaszkowski said, adding that while a few parents complained, the majority were OK with the wait. The shelter-in-place lasted for about 45 minutes to one hour. The superintendent said that, even though the middle school students had already been dismissed, the shelterin-place was directed because of after-school activities and also for staff who were still in the building.
The ethics complaint was dismissed, but the City Council voted 3-1 to censure Owens at an April 2022 meeting. The motion was introduced by Councilman Cardi Demonaco Jr., Diebolt’s husband. In June 2022, Owens filed a request for a personal protection order against Councilman Harvey Curley after she said he assaulted her during the opening ceremonies of the annual Cruisin’ Gratiot on June 18. Before the request was ultimately denied by Macomb County Circuit Court Judge Rachel Rancilio Sept. 23, at the Sept. 6 City Council meeting, Owens attempted to prevent two Eastpointe women from speaking about Curley during the meeting’s public comment section, leading to her arguing with the two women. Toward the end of the meeting, a third woman attempted to criticize Owens’ treatment of the others, but she and Owens ultimately ended up arguing as well. The Sept. 6 meeting ended after fewer than 20 minutes, when the city’s four other council members stood up and left amid the arguing. The three women, along with another complainant who claimed to have had a similar experience with Owens during a City Council meeting in March 2022, filed a lawsuit in U.S. District Court in November, alleging Owens violated their First Amendment rights. The lawsuit was filed through Philadelphia-based nonprofit Foundation for Individual Rights and Expression. On Dec. 7, “The plans we have in place work to keep our kids safe. We waited for the police to give us the all-clear,” Blaszkowski said. “Some of the kids knew there was something going on because they saw all the police cars. Teachers tried to keep them as calm as possible.” Students were not in school the day after the shooting, March 7, because of an alreadyscheduled professional development day. “It was very, very emotional for our staff,” Blaszkowski said. “The professional development day gave us a chance to talk with staff.” The accused shooter had been a student in Roseville Community Schools for two months but was no longer attending school in the district. The student who allegedly provided the gun is a current RCS student. Blaszkowski said he was released from custody March 14 and will go before the Board of Education for an expulsion hearing at a time that was yet to be determined at press time. “Any student in Michigan possessing a firearm must be brought to an expulsion hearing,” Blaszkowski said. “We’ll be taking care of that.”
U.S. District Court Judge Terrence G. Berg issued an injunction that states that “members of the public may direct and/or express comment, criticism or praise to and regarding public officials.” The injunction is to remain in effect until the disposition of the lawsuit or until there is another court order. While junior forward Anthony Scott and senior guard Terrence Partridge, both all-conference honorable mentions, served as the veteran leaders, injuries opened the door for sophomore guard Todario Payne, freshman guard/ forward Jadarius Payne and sophomore Michael Chude to make an impact early. It was a back-and-forth game throughout the entirety of the contest, with Roseville’s defense rising to the occasion, but turnovers ultimately ended up being the downfall of Roseville’s season as South earned a 49-45 win. It was Roseville’s closest game against South this year, after going 0-2 during the regular season and losing by 10 or more in both games. While the loss had a sour taste for the departing seniors and Boler, there was a wave of excitement for what’s to come for Roseville basketball. “I was upset that we lost because I really like these seniors, but I got really excited the next day thinking about the future,” Boler said. “We got some really good kids in Roseville, and it’s about
keeping them in Roseville.” It all starts with Mosley — not just because he’s the primary ball-handler and a first team all-conference selection, but because he will be the undisputed leader of the team next season. Mosley showed his dominance this season, tallying 24 points in Roseville’s first round 57-54 win in the state tournament over a strong St. Clair Shores Lakeview team. Learning from Partridge, Snowden and Hunter, Mosley will be a strong senior leader alongside Scott in 2024. “I’m ready for it,” Mosley said. “I’m going to lead by example, and I think I can be a coach on the floor next year.” A coach on the floor this year, Snowden was exactly what Roseville’s frontcourt needed to strengthen the defense. Snowden, a University of Wisconsin football commit, entered later in the season after Wisconsin gave the green light to play and made an immediate impact alongside Scott. A leader on the gridiron, Snowden was able to man the court like a defensive back in coverage. “Amare was just vocal; he came into basketball like he had been there
all year,” Boler said. “When we locked down defensively towards the end of the season, it was because of his leadership.” Partridge was battling a knee issue all season but continued to showcase his veteran leadership both on and off the floor. A team captain for Roseville, Partridge will be missed in the backcourt. “Even when he was hurt, he was on the bench cheering the guys on,” Boler said. “At practice, he was teaching the guys plays and the defensive concepts. Terrence was a bright light this year.” Roseville continues to improve each season and will look to be a force in the MAC-Red behind a core of seniors and young talent. A major improvement for Roseville has been keeping the talent at the school, and that continues to be a primary focus for Boler. “When they come to talk to us, they’re excited about looking at the trophy case and seeing what years, and it’s current years, you can see some district trophies,” Boler said. “They’re excited about that, and they think, ‘Hey, maybe we can help get them over the hump.’” Call Staff Writer Jonathan Szczepaniak at (586) 498-1090.

ST. CLAIR SHORES — At 6:19 a.m. on Feb. 26 in the 21000 block of Harper Avenue, a burglary occurred at a business. When officers arrived, they were met with an employee who said he arrived at work and discovered the glass on the back door had been smashed. The owner was on the phone with the employee and said he pulled up a video showing two men entering the business at 6:19 a.m. They reportedly stayed for around 10 seconds before fleeing the scene. The adjacent building also had a window smashed, but the suspects couldn’t get through because it was reinforced with plywood. An employee from that business said the owner would arrive later that day and could get the video footage.

A store employee told police the suspect hid the bottle under her jacket and when store employees confronted her, she tried to push past them to flee the scene but was unsuccessful. The employees brought the suspect to the back of the store and contacted police. Police said the suspect could be facing a charge of third-degree retail fraud in connection with the incident.
Resident is victim of check fraud
GROSSE POINTE FARMS — A Grosse Pointe Farms woman filed a report with police Feb. 23 after someone fraudulently cashed her check for almost $17,000 for a home generator. The woman told police she mailed the check Jan. 25 to a business’s address in Novi, but the check came back to her. When the woman called the company, she spoke with a male employee with whom she had had previous positive dealings who gave her a different Novi address to send the check to, telling her the business had moved. The woman put the check back in the mail
either Feb. 7 or 8 but realized something had gone wrong when someone else from the company called her to ask her about her payment. The victim learned from her bank that the check had been cashed and endorsed with the signature of someone who was neither the company owner nor the person with whom the woman had spoken on the phone. The suspect could be facing a charge of forgery of checks, police said. The investigation was ongoing.

SHE TOOK A STAND BY KEEPING HER SEAT METRO DETROIT — “The Rebellious Life of Mrs. Rosa Parks”
is a film about Parks’ involvement in the civil rights movement, based on the bestselling biography by Jeanne Theoharis of the same title. It was recently screened at the Detroit Institute of Arts to a sold-out audience. “For years, the significance of her moment on the bus was minimized by groups claiming that she was simply tired that day, and just wanted to sit down,” said Elliot Wilhelm, the Detroit Film Theater’s curator of film. “Instead, the documentary demonstrates — factually and eloquently — that Rosa Parks was fully aware of the leadership, strength and humanity that moment embodied, and she continued to demonstrate that dedication to justice, equality and decency for the remainder of her life.” The film was followed by two panel discussions with the film’s executive producer, Soledad O’Brien; Michigan Secretary of State Jocelyn Benson; American Federation of Teachers President Randi Weingarten; the film’s directors, Yoruba Richen and Johanna Hamilton; and Rosa Parks’ grandnephew, Lonnie McCauley. The screening was co-presented by Soledad O’Brien Productions, the American Federation of Teachers, The League, Freep Film Festival, and Friends of the Detroit Film Theatre.
