Council voted unanimously to introduce a proposal to set up a cost-recovery process that would affect nonemergency EMS runs to certain specialized residential living facilities — such as ones for assisted living, independent living and nursing care — in the city. “We are experiencing a disproportionate use of our service at these certain facilities that have the capability to

A recent action by the Sterling Heights City Council took another step toward making it easier for police to track suspects’ license plates. The City Council voted 6-1 March 7 to allow the installation of roadway cameras that read license plates along certain roads in the city. Councilman Michael Radtke was the lone dissenting vote. More specifically, the proposal approves a revocable license between Sterling Heights and Macomb County to install the cameras on poles in the public rights of way along roads that are under the Macomb County Department of Roads’ jurisdiction. According to a city document, the Department of Roads has jurisdiction over Metropolitan Parkway and Dequindre, Hayes, Mound, Schoenherr and Utica roads. In 2022, city officials debated the inclusion of funds in the 2022-23 budget to fund the leasing of Flock Safety license plate reader cameras that would monitor roads and pick up vehicles’ license plate information. Last year, Sterling Heights Police Chief Dale Dwojakowski said the cameras don’t enforce red lights, don’t

Sterling Heights police are celebrating their role in the arrest of a Pontiac man who they say is responsible for having a large stash of dangerous narcotics disguised as prescription pain pills, and also allegedly selling some of those pills. Sterling Heights police said their narcotics team started investigating the case in early February, adding that the investigation took place both in Macomb and Oakland counties. The Sterling Heights Police Department called the suspect a “large-scale local drug dealer” and accused him of possessing 18,000 fentanyl pills that looked like

have facial recognition, don’t record live footage and only store data for 30 days. Last August, the council approved an agreement with Flock Group Inc. to gain access to the system, officials said. During the March 7 meeting, Radtke suggested that the council pull the item off the consent agenda for separate discussion. He said he is “stridently against the Flock camera system” due to privacy concerns and said Canton Township recently turned down the camera idea “after the residents realized … how invasive it was to their privacy.” According to Sterling Heights City Manager Mark Vanderpool, law enforcement agencies use the Flock cameras to read license plates when trying to track down people with outstanding warrants or fleeing criminals on the loose. Vanderpool explained that the system is widely used throughout the U.S., by the Michigan State Police and in nearby counties and cities. He added that Sterling Heights police already have access to information from Warren’s Flock camera system as part of a mutual aid type of agreement. “There have been countless examples

of where criminal activity has been quickly abated and resolved through the use of Flock camera systems,” Vanderpool said. “It cannot be used for any other purpose. There are very rigid requirements, much like the (Law Enforcement Information Network) system, that if a police officer misused or abused the system, they would face disciplinary action, and it’s quite severe.” When asked how many cameras would be set up in the city, Vanderpool said there would be “multiple” and that “we certainly don’t want to identify locations.” According to the city document in the board meeting packet, the city plans to have 22 cameras, and 10 of those will be along roads under the Macomb County Department of Roads’ jurisdiction. Mayor Pro Tem Liz Sierawski said she still favors the system’s use “because of the need to use technology to the best of our abilities.” “I know that, yes, it can be interpreted by some as maybe a possible invasion of their privacy,” she said. “But at the same time, it’s also a tool that we can use to help in an emergent situation.” Find out more about the Flock Safety camera system by visiting FlockSafety.com. City gives update on AICC construction progress

Sterling Heights officials gave a brief update March 13 on construction related to the American Islamic Community Center project at 5005 15 Mile Road, between Ryan and Mound roads. According to Community Development Director Melanie Davis, she recently talked to the City Development Department about the AICC site, which had its official groundbreaking in August 2020 but has not opened yet. “And from what I understand, it’s not uncommon for a construction project to take multiple years to complete from start to finish,” Davis said in an email. “City representatives have reached out to the builders whenever there have been any reported issues with the construction site, and they have been responsive to getting the issues resolved.” Jeff Chehab from the AICC did not reply for comment by press time.

Eisenhower, Stevenson-Ford dance teams shine at Nationals in Florida

SHELBY TOWNSHIP/STERLING HEIGHTS — Following a successful dance season for both Eisenhower High School and Stevenson-Ford United, both teams were spotlighted on national stages in Orlando, Florida. While the team dynamic was different for both squads, each team shined at nationals.

Eisenhower

A prestigious dance team in the state of Michigan, Eisenhower had another impressive showing when it mattered most. From Feb. 3 to 5 at the ESPN Center in Orlando, Eisenhower competed at the Universal Dance Association National Dance Team Championship, competing against teams all across the country. At the varsity level, Eisenhower took first in hip-hop and second in jazz, bringing the school’s championship total to 12 in its successful history. The junior varsity team earned fourth in pom and fifth in jazz, while the junior high level tallied third in jazz and fifth in pom. “We’re so proud of them,” Eisenhower coach Maria Chodnicki said. “Four out of five of our coaches are Eisenhower alumni, so it was great to be back as coaches this year from being alumni of the program. Just to give back; we love this program. It’s changed our lives in the most positive way.” A first-year coach at Eisenhower after dancing at Michigan State University, Chodnicki danced all four years at Eisenhower. Transitioning to a new coach and graduating seniors, Eisenhower dance overcame the adversity to bring home the hardware. Chodnicki said the team’s confidence was a key factor this season. “I’d say our strength was probably focusing on ourselves,” Chodnicki said. “I think we all knew it was going to be a big challenge and we all had really huge shoes to fill, but our strength was not comparing ourselves to anyone else but what was best for ourselves and our team to help them succeed.” The three dance levels competed at three meets this season with varsity claiming first place at each competition. Junior varsity and junior high both earned top-three fin-

Chodnicki said the team understands the distinguished history of Eisenhower dance, and that history only encourages the team members to be a part of that success. “All of our alumni support us,” Chodnicki said. “They come to our competitions, our send-offs, and they pop into our practices. A lot of them are on prestigious college programs, so our girls and our team are very inspired by them and look up to them for motivation.”

Stevenson-Ford United

Competing for the first time as a united team, Stevenson-Ford United had a different set of obstacles than Eisenhower faced this season. The once rivals became teammates, but it didn’t happen overnight. “At first, it was a little rough because we’re rivals,” Stevenson-Ford coach Kristina Robinson said. “They were used to competing against each other. Over the summer, there were some bumps for sure. As we continued to work together over the summer, they started to form close bonds.” By the end of the season, the varsity team looked like a well-oiled machine on the dance floor. At the Dance Team Union National Championships in Orlando, Stevenson-Ford United took third in pom, sixth in game day routine, and 13th in jazz. After struggling in its first regional matchup, the team continued to progress, eventually earning first in pom and game day at the second regional meet at Henry Ford II High School, and the team capped off the reSee DANCE on page 13A

MAX DEXTER Utica Ford II swim and dive earn MAC-White championship SOPHOMORE EARNS ALLSTATE HONORS SPORTS STERLING HEIGHTS/SHELBY TOWNSHIP — Utica Henry Ford II had been longing for a spot at the top of the Macomb Area Conference-White, and in 2023, behind a strong cast of experience and youth, the team came for more than just that. Going a perfect 5-0 in the league and topping it off with an impressive first-place performance at the MAC-White Championship Feb. 24-25 at Grosse Pointe North, Ford II showed why it’s one of the strongest teams in the MAC. Ford II, which collected two gold, five silver and three bronze medals in the MACWhite Championship, was led by sophomore standout Max Dexter. Dexter was electric at the MAC-White meet, earning first in the 100 and 200 free, and he was the lone Ford II swimmer to qualify for the Michigan High School Athletic Association Division I State Finals.

“Max has a lot of natural talent in swimming,” Ford II coach Austin Bateman said. “He just knows how to move through water; he’s kinesthetically aware in the water. If you tell him to fix the tiniest thing, he knows how to fix it.” Bateman and his coaching staff, which includes Brendan LaGorio, Kelly Patterson, Luca Massman and Loren Houston, were named MAC-White Coach of the Year, but they weren’t the only ones to earn MACWhite honors on the team. Dexter earned the MAC-White Most Valuable Player award this season, qualifying for states in the 50, 100 and 200 free. Dexter finished his 2023 campaign in impressive fashion, earning all-state honors at the MHSAA Division I State Finals at Calvin University March 10-11. Dexter finished eighth in the 50 free. “It was a great state meet with lots of talented swimmers,” Dexter said. “I felt as ready as I could have been.” Ford II’s success was reliant on its strong senior class headlined by Joey Melaragni, David Hurlbert, Dylan Hadrian and Andrew Middlebrook.

METRO DETROIT — People refurbishing their homes this spring might be getting rid of old furniture and replacing it with new items. But if that old furniture is still in good shape, don’t throw it out with the trash — the nonprofit Furniture Bank of Southeastern Michigan can use it. The Furniture Bank supplies families in need with essential furniture pieces, such as beds, mattresses and kitchen tables with chairs. Furniture Bank Executive Director Robert Boyle, of Grosse Pointe Woods, said demand always increases in the spring, and that’s especially true this year, with more than 100 families on a waiting list for furnishings — a figure that’s twice as high as it was only four years ago at this time. The Furniture Bank will collect essential items in good condition from homes across metro Detroit at no charge if these items can be placed in a garage or on a porch, or they will charge a flat fee of $50 to collect any number of essentials from inside the home. Essential items include mattresses, box springs, dressers, end tables, nightstands, coffee tables, sofas and loveseats (excluding reclining sofas and sofa beds), dining room or kitchen tables (excluding glass or heavy marble), dining room or kitchen chairs (in sets of at least two), and living room chairs. The Furniture Bank will also collect as essentials up to five bags or boxes of smaller housewares, such as towels, pots, pans, silverware, lamps, bedding and other basics; the Furniture Bank cannot accept clothing. On April 1, the collection flat fee will increase to $75. Because the need for beds, mattresses and box springs in good condition is so high, Boyle said, the Furniture Bank is currently

waiving its fee to remove these items from inside a donor’s home. He estimates that they had more than 300 people waiting for mattresses at press time. “We are one of the few charities in town that will take gently used mattresses and box springs,” Boyle said. For essential items that are structurally damaged, stained, torn, badly worn or damaged by pets, they will haul these items away for $75 per item, whether it’s inside or outside the home. For fees ranging from $75 to $100 per item, the Furniture Bank will also pick up nonessential items from inside or outside of homes, including desks, bookshelves, armoires, china cabinets, buffets, sofa beds, reclining sofas, entertainment centers and TV stands. Proceeds from fees support the work of the Furniture Bank and enable it to hire professional movers to safely remove furniture. Inflation has hit everyone’s pocketbooks, but some people are better positioned to handle higher costs than others. “Hyperinflation disproportionately affects people in need,” Boyle said. Furniture — even used furniture — is an expense many families can’t afford. “Buying furniture means you may not be able to pay your rent or your utility bill, so we continue to see higher levels of referrals,” Boyle said. Of the families the Furniture Bank assists, 90% have an annual income of $20,000 or less, Boyle said. Of those families, he said 70% to 80% have household incomes of $10,000 or less. Getting a good night’s sleep is essential to health and, for children, essential for learning and develop-

ment as well, and adequate rest is not possible when people are sleeping on the floor. The Furniture Bank is life changing to people like Jerika Jones, of Harper Woods, who lost everything after a divorce, the floods of 2021 and a devastating car accident — she was helping her stranded daughter on the side of the freeway last summer when an 18-wheeler slammed into their vehicle, badly injuring them both and leaving Jones unable to work. Jones and her children — two sets of fraternal twins, ages 15 and 22 — had been sleeping on air mattresses and sitting on the floor before the Furniture Bank was able to supply them with real beds and furniture. A gently used leather chaise lounge also now occupies Jones’ bedroom — it’s been ideal for her because of her back injury. “We’re making good strides and picking up our life one day at a time,” Jones said. In spite of multiple unfortunate incidents, Jones maintains her faith and positive

oxycodone pills, including the imprinting of an “M30” marking on them. Police said the Sterling Heights narcotics team conducted a “high-risk search warrant” in Pontiac, which reportedly led to the discovery of the pills. The pills were collectively worth around $450,000, at street value. “These pills had the strength to kill a single person with just one dose,” Sterling Heights Police Lt. Mario Bastianelli said in a March 6 statement. Police reportedly arrested Miguel Angel Rosario-Nieves, 31, from Pontiac. He was later arraigned at the 50th District Court in Pontiac on the charge of controlled substance, delivering/manufacturing narcotics/ cocaine, 1,000 or more, according to the MiCOURT database. The database added that his bond was set at $500,000 cash or surety. “Due to the outstanding and diligent work by our undercover officers, there is no doubt that thousands of lives were saved by this arrest and the recovery of these fake oxycodone pills,” Bastianelli added. “The Sterling Heights Police Department prides itself on protecting our commu-

nity and arresting people like Mr. Rosario-Nieves who choose to poison our society for monetary gain.” Rosario-Nieves’ listed attorney, Paulette Michel Loftin, could not be reached for comment by Rosario-Nieves press time. During the March 7 Sterling Heights City Council meeting, Councilwoman Maria Schmidt congratulated the police and the undercover narcotics division for making “two significant drug arrests” in a few weeks’ time. One incident was the reported fentanyl discovery, and the other was the recent arrest of a Detroit firefighter accused of selling drugs. Audi stolen during test drive

Police heard that a white Audi Q7 was stolen the night of March 5 outside a bank in the 4000 block of 17 Mile Road, near Ryan Road. The vehicle reportedly had been advertised on Facebook Marketplace, and the seller met with an assumed buyer outside the bank. The seller reportedly gave the other person the keys to test drive the vehicle, but the assumed buyer reportedly didn’t come back, even after an hour. Police told neighboring jurisdictions to be on the lookout for the vehicle.

Robbery reported on Churchill

A robbery incident was reported on Churchill Drive, near Canal and Schoenherr roads, March 4. Police did not give additional details about what transpired. UCS students use art to relieve the daily stress of student life BY KARA SZYMANSKI kszymanski@candgnews.com

SHELBY TOWNSHIP/STERLING HEIGHTS — Utica Community Schools teachers and counselors are using art to help students learn to take a break from everyday stress after school. Working with a local youth advocacy agency called KnowResolve, which works to promote mental health and prevent suicide, UCS teachers and counselors are using KnowResolve’s Detour Project to introduce expressive art concepts to help students cope with life as busy teenagers. The Detour Project grew out of KnowResolve’s Youth Advisory Committee during the early stages of the COVID-19 pandemic. KnowResolve executive director Dennis Liegghio said the idea started about 10 years ago, though it did not advance past the idea stage. “But at the height of the pandemic,” he said, “we got together with the teen council, and we just had one idea, and that was, ‘How do we connect people to mental health through the arts?” He said the Detour Project is about taking a break. “We are all under a lot of pressure and we all have very high expectations of ourselves, maybe we are prone to perfectionism or just feeling stressed. This is supposed to be the antithesis for all of that,” Liegghio stated in a UCS press release. The program is currently taking place from 2:15 to 3:15 p.m. Tuesdays at Henry Ford II High School in Sterling Heights and from 3 to 4:15 p.m. Thursdays at Malow Ju-

nior High School in Shelby Township. There are plans to expand to other schools. An example of the program in action occurred recently at Henry Ford II High School. Students relaxed by cutting images out of magazines that represented their interests and lives, and then they each put together a collage. In another example, students used watercolors to fill in random designs and words they created on a blank page. Liegghio said that, in addition to the stress relief and the self-expression, there are numerous studies that support the brain activity and brain functions that happen during the creative process, specifically with the collage. “You are relaxed, and you are in the moment. You are practicing mindfulness, but at the same time, your brain is making dozens of decisions to figure out which images you want. You are accessing subconscious parts of the brain, you are improving decision making skills, and you are doing something mindful — all at the same time in a way that is the opposite of overwhelming,” he said in an email interview. Henry Ford II junior Karl Cook, who made a collage, said he worked with Liegghio in the past and loves everything he is doing with the Detour Project. “I love the push for art. I think art and creativity are two of the most important things for young people, and I think they are missed out on a lot nowadays. I think that the experience today tells a lot about yourself, and I don’t think you notice it until you share what you have made. I think it is very relaxing,” Cook said in an email.

PRESENTATION FOCUSES ON VAPING, SOCIAL MEDIA PRANKS STERLING HEIGHTS — Sterling Heights Police officer Duane Casbar has a message for students who post prank threats against schools on social media. They could face criminal charges for their actions. “There could be fines or a year in juvenile jail. It could be a year on probation, a 10-year jail sentence, or a $20,000 fine. It is ultimately up to the judge,” said Casbar, also the Sterling Heights High School resource officer. Casbar was among a panel of school personnel at the teen vaping awareness and social media consequences workshop Warren Consolidated Schools held March 7 in the Sterling Heights High School Performing Arts Center. “A lot of these (pranks) get sent out at night. Now we’re getting multiple calls at 11 o’clock at night and we have to start our investigation. We want to make sure we can solve it before school starts,” Casbar said. “Some of the kids, they think it’s funny. It’s not funny at all. We have to take everything seriously.” Students also can get into trouble if they forward prank school threats on social media to their friends and classmates. “If you forward it, now you’re creating a panic,” Casbar said. Casbar shared the stage with guest speakers Natalia Waske, of CARE of Southeastern Michigan; Warren Mott High School counselors Candice Erickson and Alecia West; and Warren Police officers Darryl Bagiano and John Talos. Bagiano is the Warren Mott High School resource officer, and Talos is the Cousino High School resource officer. CARE of Southeastern Michigan offers services and programs that focus on substance abuse prevention; parenting; teen outreach and services; mental and emotional health; and other areas vital to personal and community well-being.

“Over the past year, I have spoken with many parents who are simply overwhelmed because their children are addicted to vaping and using social media,” district Superintendent Robert Livernois said. “I hope the event brings forward a continued conversation about this. We truly love our kids and we want them to be successful and healthy. I think the biggest prevention in our schools is to help our parents understand what to look for. It’s a place to start. There’s that fine line in wanting to trust your children and wanting to protect them.” The district has endured several social media prank threats this school year. One suggestion from the panel is for parents to conduct random cellphone checks with their children. “There are different apps out there and you can monitor your kids,” Casbar said. “You can restrict their apps. Parents that say, ‘Oh, my kids would never do this,’ I can guarantee that’s the kid that’s doing it.” Students are reminded that if they hear about any potential threats they should contact school personnel immediately or their local police department. Bagiano also advised contacting the OK2SAY program at michigan.gov/ok2say. OK2SAY allows anyone to confidentially report tips on criminal activities or potential harm directed at Michigan students, school employees or schools without having to give their name. “It’s anonymous and it’s worked well in the past,” Bagiano said.

respond to these residents,” Sterling Heights Fire Chief Kevin Edmond said. Edmond added that Sterling Heights’ population is aging, so he called this issue a growing concern. City officials said the Fire Department has seen a rising trend of 911 calls for nonemergency matters at these facilities. These calls often involve lifting someone who has fallen and can’t get back up easily, due to weight, disability or age. Another in-demand service is nonemergency ambulance transport, officials said. City officials say these services are expensive, are risky for injuring staff and take away critical manpower, especially when the Fire Department has to juggle simultaneous calls. As a result, city officials are proposing new fees as both a deterrent to abusing the system as well as a way to recoup some of the expense for nonemergency runs sought by these facilities. Assistant City Attorney Don DeNault Jr. noted that some cities throughout the U.S. have enacted such a policy, including Bloomfield Township, which did so in 2019. Currently, the proposed fees are set at $500 per nonemergency response or transport and $800 per lift assist. Those fees would be set in the city’s annual appropriations ordinance, so they could be adjusted over time as needed. The fee would be billed to the facility and not the individual resident being treated, DeNault said.

DeNault said the city typically gets around 240 lift assist requests a year. If $800 were charged for each one, the city would get $192,000; if a 30% reduction in cases happens, it would get $134,400, he said. And he also said the Fire Department does around 400 nonemergency responses annually, which would net $200,000 annually, or $140,000 with a 30% reduction in cases. DeNault said the city wouldn’t recoup all of the costs through the fee schedule, but the point is to “sort of stop the subsidy and recover enough to make the city almost whole for the use of these services.” “And then, obviously, the fees, in addition to being a cost recovery mechanism and helping the taxpayers not have to bear this burden, but also it’ll be a potential deterrent — we hope — for 911 misuse,” DeNault added. Edmond explained that, among Sterling Heights’ 26 elder care facilities, the Fire Department is only interested in billing places that are assisted living centers or that have skilled nursing staff. “We’re not looking at imposing a fee on our elderly residents if they live at Schoenherr Towers,” he said. “We’ll more than help them and assist them in any needs that they have, because they don’t have that medical staff onsite to take care of them.” Edmond added that an appeals process — overseen by an internal committee of registered nurses who are also paramedics — would also be established for anyone who disputes a fee. ing to train facilities and nursing schools on what constitutes an emergency. Mayor Pro Tem Liz Sierawski said she is very much in favor of the proposal. She said she is the director of nursing for a Jesuit priest retirement center in the Springfield Township/ Clarkston area, and her center never calls emergency services for lifting assistance or nonemergency medical transport because her staff is trained to use equipment to lift patients. “There’s no reason for these facilities, who charge people $3,000-plus a month … not to be able to have the equipment appropriately and not to be able to take care of the patients,” Sierawski said. “They’ve got the money. They’ve got the time.” Councilman Henry Yanez and Council-

man Michael Radtke also supported the proposal, though they both said the fees were too low. Councilwoman Maria Schmidt asked whether the fee could escalate for frequent violators. Edmond said the fees could be adjusted in the future. While the City Council successfully introduced the proposal, it has to approve it a second time to formally adopt it. That vote was scheduled for March 21, after press time. Edmond said that should the council give final approval, the city would then send letters to all local, relevant facilities informing them of the policy change. Then in April, the Fire Department would start a “soft rollout” and start billing the “very egregious” offenders, he said. “Ultimately, these are things we don’t want to be putting in our lungs,” Waske said. Waske displayed a chart that explained how nicotine leads to addiction. “Nicotine rewards the brain by releasing dopamine, the ‘feel good’ chemical. When nicotine wears off, the brain craves more,” the chart stated. “The brain learns to depend on nicotine to regulate mood and cause addiction.” Kids try vaping for many reasons, including curiosity and peer pressure. “Vaping is the smoking of teens now. We don’t really see cigarettes anymore,” Bagiano said. “There are vaping pens. They come in all kinds of shapes and sizes. Some (kids) charge them in their laptops.” “People (vape) when they are stressed,” Waske said. “Using vape increases the risk of future addiction to other drugs.” According to Waske’s presentation, vaping is linked to bronchitis, chest pains, coughing, headaches, insomnia and more. She also showed images of colorful advertisements on vaping products that target kids. Regarding the teens who vape, parents need to ask the question, “Why does my son

or daughter vape?” Erickson said. Waske is among the CARE representatives who works with students that have either quit vaping or are making the attempt. “The person who is smoking must be ready to quit. There is peer support,” Waske said. “We meet and learn different coping skills, and how to stand up to their peers and be firm.” Tonya and Bryan Hudson, whose daughter attends Sterling Heights High School, were among the parents who attended the workshop. “It’s a very strong topic. I think there’s a need in the community,” Tonya Hudson said. “We as parents need to know what’s out there. We need to keep our eyes and ears open about it.” “I think (vaping) is part of a subculture,” Bryan Hudson said. “The students who are using have their own subculture.” The colorful packaging on vaping products really opened his eyes. “When I think about nicotine, I don’t think about products that look like candy,” he said. “That’s almost an attack on our youth.
