ROCHESTER HILLS — Police in Rochester Hills are asking residents to keep a close eye on their bank accounts and credit cards after two men were arrested for allegedly stealing mail from homes in Rochester Hills. “A combination of heads-up citizenry and good police work were able to stop what clearly was going to be an expanding criminal enterprise that stole more and more personal identities,” Oakland County Sheriff Michael Bouchard said in a statement. Jaylen Boykins, 22, and Devon Bailey, 19, both of Detroit, were arrested by deputies from the Oakland County Sheriff ’s Office June 14 after a resident in the 500 block of Snowmass Drive

ROCHESTER — Back for a 68th year, Rochester’s Sidewalk Sales are a shopper’s delight, offering bargains galore and much more from downtown merchants. Beginning July 13, many downtown merchants will set up goods on tables and racks under tents along the sidewalk for this year’s event, which runs 10 a.m.-9 p.m. July 13-14, and 10 a.m.-6 p.m. July 15 along Main Street and various side streets in downtown Rochester. “It’s a fun summer activity to do,” said Jenna O’Dell, the events coordinator for downtown Rochester. “Whether you’re young or old, all ages can enjoy shopping downtown. ROCHESTER HILLS/ROCHESTER/OAKLAND TOWNSHIP — The Rochester Hills Public Library is giving patrons a fun way to beat summer boredom this year. The library’s new innovative items collection allows patrons to check out technology, toys, tools, household items, equipment and more. “This is our library of things, if you will. We call it the innovative items collection,” said Wendy Lehman, the head of youth services. “You can come in and check out a carpet cleaner or an electric guitar, a keyboard or a stud finder.” The library launched the collection two years ago, but staff say many patrons aren’t aware it’s available, and new items are being introduced often. “We have some really cool items, and a lot of people don’t know about them,” Lehman said.

ROCHESTER — Oakland University will establish the OU Center for Environmental Sustainability and Ethics, thanks to a $1 million gift from the Oakland University Credit Union. “OU is well-positioned to be a catalyst in developing education programs, research and policy recommendations as communities learn how we can work together to create a sustainable society and planet,” OU Credit Union President and CEO April Clobes said in a statement. The $1 million gift provides vital funds for the expansion of the university’s sustainability initiatives, according to OU President Ora Hirsch Pescovitz. “We are stewards of our resources, and responsible for making sure we continue

The collection includes everything from air compressors and headlamps to specialized cake pans and microscopes. Allison Sartwell, the head of adult services, said a few of the most popular items include sewing machines, an Oculus virtual reality headset, a set of night vision goggles, and a film and slide scanner. “Our goal with it was to give … patrons access to items that they would maybe want to use once or twice, but don’t want to own and store all the time, and a chance to try something out without buying it,” she said. Those hosting a summer backyard movie night can check out a projector and inflatable movie screen. There are many other gadgets, including moisture meters, an air quality detector, DVD players, CD players and more. Aspiring photographers can check out the lens kit for iPhones, a 360-degree camera, a GoPro Action Camera or a crystal ball photography kit. In the arts and craft category, patrons can bring home an artist easel, a craft oven, a cricut machine, a crochet kit, an electric fabric cutter, a microwave flower-pressing kit, a
sewing machine, a rhinestone applicator kit, a tumbler turner, and more. Parents can let their kids test out a five-piece large dinosaur toy set, an outdoor game, or even a video game console. “If someone doesn’t want their kids to have a PS4 all the time, they can let them try it for a couple of weeks,” Sartwell said. Under the new adaptability category, patrons can find an adaptive controller, color blind glasses and a color identifier, a large print keyboard for Mac computers, a lefthanded mouse, a voice amplifier and more. The innovative items are all housed on the second floor of the library, at the back, near the computer help desk. A valid Rochester Hills library card is required to check out all items, which must be returned to the innovative items collection desk only. Any items found in a drop box will incur a $5 fine. “These have a reservation system, so instead of putting a hold on it and getting it when it comes back, you reserve it for a specific time, which is great for some of the stuff that we have, like our party kit and our camping kit. ROCHESTER HILLS — Stoney Creek High School honors graduate Nolan Campbell was awarded one of two $2,500 Carl Parsell Scholarships during the 33rd annual Carl Parsell Memorial Golf Outing June 8 at Links of Novi. The fund was established in 1991 to continue the legacy of Parsell, a “law enforcement union movement pioneer.” Scholarships are awarded to Michigan family members of Michigan Association of Police, Michigan Association of Public Employees and Michigan Association of Fire Fighters union members. “Like Carl Parsell, I want to help defend the rights of others,” Campbell wrote in his 2023 Carl Parsell Scholarship application. “I plan to attend Grand Valley State University and study Computer Science with a focus in Cyber Security.” The Shelby Township resident’s future career was inspired by having parents in law enforcement. Campbell was also awarded a $3,500 Grand Valley State University Award for Excellence based on his GPA and SAT score of 2200, and a $5,500 Michigan Achievement Scholarship. Marisa Fisher, of Sterling Heights, was also awarded a 2023 Carl Parsell Scholarship. Funding for the scholarships is derived from an annual golf outing, with a total of $143,000 in scholarships awarded.
MEADOW BROOK THEATRE GUILD HOSTS MEET AND GREET
ROCHESTER HILLS — Sam and Ziad Kassab, in collaboration with Sen. Mat Dunaskiss, announce the sixth edition of the “Annual Salute Our Warriors” benefit to honor military veterans and active service members, and raise funds for The Fallen and Wounded Soldiers Fund 6-10 p.m. July 13 at 3910 Coachwood Lane. Each year, the event selects veterans to be honored. The funds raised aid Michigan’s injured soldiers with living expenses and support families of the fallen. “This is a really meaningful way to stand side-byside with our veterans, honor them, thank them, and give back to soldiers and families who have served and sacrificed tremendously to protect our freedoms,” co-host Ziad Kassab said in a press release. The goal is to raise $150,000. All proceeds from the event benefit The Fallen and Wounded Soldiers Fund, a 501(c) (3) nonprofit. WATCH Threatening drawing discovered at Stoney Creek High School
ROCHESTER HILLS — On June 2, a student at Stoney Creek High School found a threatening message and drawing written in pencil on a toilet paper dispenser in a female restroom. The student reported it to staff, who notified the school resource officer. The drawing was of a stick figure shooting another stick figure in the head with a pistol. School resource officers responded and initiated an investigation, including reviewing camera footage. No other students claimed knowledge of the drawing. There are no known social media posts made or other indications that the threat is valid, and there are no known witnesses or suspects. School administrators were advised. The threat was not considered credible. An investigation is ongoing.
Grass fire spreads to home
ROCHESTER HILLS — Deputies responded to a report of a grass fire in the 1100 block of Clear Creek Road at 5:23 p.m. June 1. Rochester Hills Fire Department personnel were on scene and saw that the fire had moved toward the home and spread to the exterior siding of the residence. Firefighters requested extra apparatus, and deputies assisted with traffic control. The fire was extinguished, with extensive damage to the grass around the home and flowerbeds, and the rear exterior of the home itself. All occupants of the home had exited the home prior to the deputies’ arrival. There were no injuries reported.
iPad stolen after Facebook Marketplace deal goes wrong
ROCHESTER HILLS — A resident in the 500 block of Yorkshire Drive posted an iPad Pro for sale on Facebook Marketplace. A male subject arrived to purchase the iPad at around 12:47 p.m. May 20. The man grabbed the iPad from the victim, assaulted her and ran off, according to a police report. The subject ran to an older model red Dodge minivan and drove off in an unknown direction. Deputies checked the area, with negative results. The victim refused medical treatment.

ROCHESTER HILLS — Deputies were dispatched to the 2200 block of Crooks Road for a man on the roof of a jewelry store at 7:13 p.m. May 20.
Fire reported in 3200 block of Kilburn
ROCHESTER HILLS — The Rochester Hills Fire Department requested the assistance of the Oakland County Sheriff ’s Office Fire Investigations Unit in the 3200 block of Kilburn Road for a residential structure fire at 8:31 p.m. May 20. No injuries were reported. A fire investigator arrived and began a cause and origin investigation, which was not complete at press time.
Ambulance strikes Jeep
ROCHESTER HILLS — Deputies responded to the intersection of Rochester and Tienken roads for a personal injury accident involving an Oxford Township Fire Department ambulance and a 2020 Jeep Cherokee at 6:52 p.m. May 22. The ambulance had been driving with a priority patient to a hospital and struck another vehicle at the intersection.The crash investigations unit responded and began their investigation. The Fire Department continued with their priority patient to the hospital. The driver of the Jeep Cherokee, a 69-year-old woman from Shelby Township, was transported to the hospital by the Rochester Hills Fire Department.
Rochester Hills, inside. The suspect stated he had permission to be there. He further admitted to climbing through a bedroom window. The subject had a valid felony warrant for probation violation and was arrested while deputies attempted to verify if a home invasion had occurred. The homeowner was reached and verified that the suspect was allowed at the address. The suspect was transported to the Oakland County Jail for lodging on his felony warrant.
Police investigate after man found dead in car
ROCHESTER HILLS — Deputies were dispatched to the 1900 block of Rochester Road on a report of an unresponsive man in a vehicle parked in the lot at 9:27 p.m. May 28. Deputies and Rochester Hills Fire Department personnel arrived at the scene to find the vehicle was locked. Responders made entry and found the subject, a 67-year-old man from Warren, deceased. Witnesses stated the vehicle was there for at least two hours. The Medical Examiner’s Office was contacted, responded and took possession of the deceased. The investigation is ongoing.

Man arrested with felony warrant
ROCHESTER HILLS — A neighbor called 911 to report a home invasion in progress in the 3000 block of Eastwood at 10 p.m. May 25. She reported the suspect was the neighbor’s relative, and he was wanted on drug and gun charges. Deputies arrived at the scene and detained the suspect, a 47-year-old man from
ROCHESTER HILLS — A traffic deputy running radar on eastbound M-59 initiated a traffic stop on a white Chrysler Pacifica at M-59 and Rochester Road at 9:27 a.m. May 31. When asked for his driver’s license, the driver, a 33-year-old man from West Bloomfield, handed the deputy a wallet containing identification. The driver told the deputy his license was suspended. The deputy also noticed a large stack of U.S. currency in the vehicle. The driver told the deputy there was $7,000 in the vehicle. The deputy asked the driver to step out of the vehicle, but the driver did not and instead accelerated away. The deputy terminated his pursuit of the vehicle and provided information on the suspect and car to neighboring agencies. Within hours, the suspect vehicle was located in the 5400 block of Twin Oaks in Sterling Heights. The owner of the wallet arrived at the substation, and it was determined that he was not the driver of the suspect vehicle. The deputy was able to obtain positive identification of the suspect driver. The investigation continues. — Mary Beth Almond

ROCHESTER HILLS — Deputies were dispatched to the 600 block of Sunlight Drive for an unlawful driving away of an automobile report at 7:41 a.m. May 25. The complainant, a 60-year-old man from Rochester Hills, stated his 2016 Mazda CX5 was parked in his driveway the evening of May 24. At 3:27 a.m. on May 25, there is video of the vehicle being driven away by an unknown person. The complainant stated the vehicle was left unlocked and the key fob was left in the vehicle, along with a wallet belonging to another family member.

Deputies arrived and saw a ladder to the roof, chained to the building. Contact was made with the complainant, who was also the building owner. The complainant stated he heard footsteps on the roof when no one was supposed to be up there. He reportedly yelled at the man on the roof, and the man got down via the ladder and drove off in a Honda CRV.

Mike Westfall, the vice president of university advancement at Oakland University, said the gift will provide seed funding for the creation of a Center for Environmental Sustainability and Ethics, a director of sustainability position, and the schematic design of a potential “living building” as a part of the Living Building Challenge. The Center for Environmental Sustainability and Ethics will work to advance sustainability initiatives in five major areas — academics, campus operations, biodiversity and green space, community and public engagement, and fiscal responsibility. The director of sustainability position will help the university navigate and enhance sustainability. “If you want accountability in anything, you need someone who is going to think about things 24/7, so that director position is absolutely important,” Westfall said. The schematic design for a proposed living building, according to Westfall, will provide the vision of what it would look like, the programming, and where it would be located. “Ultimately, a living building produces net energy, so at the end of the year, it will produce more energy than it will need. If you think about LEED Platinum (certified), this is that on steroids,” he said of Leadership in Energy and Environmental Design certifications. “There is a pretty rigorous certification process.” If the university ultimately decides to construct a living building, it would be the first one on a university campus in the state. Pescovitz said collaboration and ongoing input from faculty, staff, students and the
university’s facilities management team are keys to the success of the university’s sustainability initiatives. In January 2021, a preliminary assessment tracked the university’s sustainability practices in the areas of academics, research, facilities, utilities, energy, waste management, biodiversity, food and dining, institutional investments, transportation, wellbeing, and work. Last spring, Oakland University and Oakland County formalized a partnership that called for utilizing faculty experts in the development of a countywide sustainability plan. The county is in the process of hiring a consultant to oversee the plan. Until now, sustainability efforts on campus have been promoted by the Campus Alliance for Sustainability and the Environment, the facilities department, and the Student Congress. The OU Credit Union investment, officials said, allows for enhanced coordination of campus efforts within a strategic framework whereby the university’s progress in a range of sustainability areas can be measured and eventually earn accreditation from the Association for the Advancement of Sustainability for a comprehensive campus sustainability rating system. For the past six months, the sustainability strategy team has developed a framework that calls for input from faculty, students and staff throughout the process. Modeling sustainable practices in universities is important, according to Westfall. First, he said, universities have a significant impact on the environment due to their large carbon footprint and resource consumption. “By adopting sustainable practices, universities can reduce their impact on the environment and promote a culture of sustainability,” Westfall said. By modeling sustainable practices, universities can instill in their students a sense of environmental responsibility and prepare
them to address the challenges of sustainability in future careers. “I really believe students are responsible for educating the next generation of leaders and professionals in all professions,” he stated. Additionally, by modeling sustainable practices, the university can serve as role models for other organizations and commu-
nities in the area. “I think we can demonstrate that sustainability is not only important, but also achievable, and inspire others to take action toward a more sustainable future, Westfall said. Final Notice and Public Explanation of a Proposed Activity in a 100-Year/500-year Floodplain To: All interested Agencies, Groups and Individuals This is to give notice that the City of Rochester under Part 58 has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Rochester All Abilities Tot Lot under Michigan Grant Number B-22-CP-MI. The proposed project is located City Municipal Park in City of Rochester, Oakland County. The proposed project is to replace the existing outdated playground at the Municipal Park in the City of Rochester. The park entrance is located approximately 1,700 ft. north of the intersection of University Drive and Ludlow Avenue. The current playground area is approximately 12,000 sf. and the proposed playground will be within the footprint of the existing playground. The proposed project includes removal and replacement of the existing playground, removal and replacement of existing parking spaces with A.D.A. compliant parking spaces, installation of an A.D.A. path from the new A.D.A. compliant parking spaces to the playground area. Additionally, the new playground construction will include improvements to the storm water collection system within the area by installing an underdrain system. The existing and new playground are located within the 100-year floodplain. Approximately 12,000 s. f. or 0.27 acres of floodplain will be disturbed during construction. Temporary soil erosion control measures will be installed during the construction of the project to protect the Paint Creek. The proposed underdrain system beneath the playground area will consist of socked, perforated pipe with stone bedding which will filter the storm water prior to discharging into the existing storm system. This playground area at the Municipal Park is well known and frequently used by residents of the City of Rochester and it’s surrounding communities. With the replacement of the existing playground with new A.D.A. accessible features and updated equipment, the City of Rochester will improve the experience of the current park users and while attracting additional families to the park. This project is intended to increase the quality of life for the residents of the City of Rochester and its surrounding communities. City of Rochester has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: Installation of the new playground at same location of the existing playground to minimize the impact of additional floodplain area. Installing the new playground area with very minor fill within the floodplain, EGLE permit was obtained on April 20th, 2023 for the minor fill within floodplain. This project will have no impact to the exiting floodway, the proposed underdrain system was designed to be outside the floodway limits. Additionally, Archaeological Phase 1 study was completed for the project and no archaeological sites or materials were identified in the project area. City of Rochester has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. reported that a car with body damage pulled up to her mailbox and the occupants took her outgoing mail. When deputies arrived at the scene, they initiated a traffic stop on the vehicle and found mail from the caller, along with mail from 10 other nearby homes, inside. One of the suspects’ 1-year-old baby was in the back seat of the car at the time of the arrest and subsequently was turned over to Children’s Protective Services. The two men reportedly told detectives they were selling stolen checks for $20 each and stolen credit cards for $100. Police have since returned the stolen mail to the correct owners. Police are asking anyone who thinks they might have had mail stolen on or around June 14 to confirm that letters were delivered to their intended recipients. “Anyone in that timeframe who had placed outgoing mail in a street side mailbox should confirm that checks were received by the intended recipient. It’s also a good idea to monitor your credit cards, checking accounts and put a credit freeze in place,” Bouchard said in a statement. Boykins and Bailey face 15 charges — including five felony identity theft charges and 10 misdemeanor mail theft charges. Mail theft is a state crime, with the first offense resulting in a misdemeanor punishable by up to a year in jail, up to a $500 fine, or both. Subsequent offenses, or cases where fraud is involved, are classified as felonies, with the second offense punishable by up to five years in jail, up to a $1,000 fine, or both; and a third offense carrying up to 10 years, up to a $2,000 fine, or both. If convicted of the felony charge, Boykins and Bailey face up to five years in prison and a $25,000 fine, according to the Sheriff ’s Office.
