Thank you for the opportunity to submit a proposal regarding our Construction Management (CM) Services for the Abington Heights Middle School Renovation/Expansion.

CHA worked closely with Scranton School District (SSD) to develop a multi-year capital plan that integrated long-term financing and potential funding sources with the district’s general fund financial projections. This plan outlined project priorities, planning, and timelines for projects’ implementation and is updated at regular intervals for the district’s 15 educational buildings and administrative building. Since the development of the capital plan, CHA has managed various projects ranging in size and complexity from poor drainage areas restoration to multi-million dollar building wide phased renovations. The district has a wide variety of buildings, some of which were constructed over 100 years ago and are currently being renovated into 21stcentury learning environments. TUNKHANNOCK AREA SCHOOL DISTRICT

CHA is the single point of contact for all of Tunkhannock Area School District’s facility needs. From the comprehensive District Feasibility Study completed in August 2022 to the recent structural pool repairs at Tunkhannock High School, CHA has been instrumental in enhancing the district’s infrastructure. We successfully replaced the corroded steel support column in the high school’s pool area and upgraded the aging fire alarm system, ensuring safety across 201,000 square feet. Our expertise extends to the resurfacing of tennis courts, HVAC replacements at the Primary Center, and significant HVAC system upgrades in the high school and middle school gyms, auditoriums, and cafeterias. Additionally, we have modernized the high school’s exterior doors, all while maintaining cost efficiency and meeting project deadlines.

In 2000 CHA was able to serve as the Construction Manager for the next 24 years of projects such as the new Cheston and Palmer Elementary Schools, as well as the additions and renovations to March Elementary School, and the historic Cottingham Stadium. After the project’s successful and early completion, the district engaged CHA as their Engineer of Record and to serve as the Construction Manager for the next 10 large-scale addition and renovation projects. Over our 11-year and ongoing partnership, CHA and the CRSD developed capital planning to responsibly manage the district’s ongoing facility improvements. Today, CHA continues to serve as the District’s Engineer of Record as we recently commenced with the Master Planning and Capacity Study for the school buildings remaining to be renovated and to assess the ancillary buildings.

As Nazareth Area School District’s Facility Engineer for almost 30 years, CHA has planned, designed, and managed additions, renovations, and new construction for the district’s school and athletic facilities. In 2007, the District embarked on an athletic improvements plan to upgrade its existing stadium, add an athletic fieldhouse, add a new LEED Gold certified middle school with synthetic track and field, add new natural turf performance fields and install a synthetic turf baseball field. The baseball field was the final project completed in 2019. While installing the turf inside the district’s stadium, we also managed the replacement of a grass field with a new synthetic turf field inside the Nazareth Middle School track. This project was completed on time and under budget.

CHA was first engaged by the Pennridge School District in 2002 to manage the North Middle and High School additions and renovations projects. Following their successful completion, the district engaged CHA as their Engineer of Record through 2017. Over the 15-year partnership, CHA and the Pennridge School District (PSD) developed capital planning to responsibly manage the district’s facility improvements. This sound planning led to improved conditions in nearly every school in the district, including energy efficiencies, roof replacements, ADA compliance, environmental remediation, athletic fields and structures, safety and security, programming, teaching and learning, and other necessary upgrades.

UPPER MORELAND MIDDLE SCHOOL
Upper Moreland Township School District
CHA provided construction management services to Upper Moreland School District for a complex multiple-prime renovation of its aging middle school. The work included renovations to exterior athletic facilities and utilities, the pool, gymnasium, cafeteria, locker rooms, auditorium, library, and many classrooms, including science, family consumer science, industrial arts, and general studies classrooms. The project also included the installation of a fire suppression system, a new emergency generator, and other building-wide systems. We completed cost estimating services during the design phase for the architect and District and assembled the construction phasing plan. Several ideas, including the pre-purchase of materials, detailed phasing milestones, and creative methods for contractors to access work areas without commingling with students during the school day, resulted in a successful bid that was more than $1 million below budget.
Work on the first phase of classroom renovations was successfully completed during the summer of 2016. During the school year, work occurs in two shifts during the school day to avoid disruption to the educational process. Our leadership in the field ensured proper coordination between the multiple prime contractors, cooperation with school and Township officials, and a constant flow of information to the surrounding residential community during the work. A constant focus on the weekly schedule of work, as well as the overall project schedule by CHA, kept the project on track and the contractors focused on completing the most critical work during this surgical renovation.

STRAYER MIDDLE SCHOOL
Quakertown Community School District
Due to an increase in enrollment, CHA was retained by the Quakertown Community School District to assist with reviewing and planning their facility needs. Through a collaborative analysis with KCBA Architects, it was determined that the district needed a new middle school. New construction provided the district an opportunity to augment their existing facilities with state-of-the-art amenities while providing the necessary classroom space for the growing student population. During design, we provided cost estimating, design review, and value engineering services. Once construction began, we provided full-time on-site representation. Some unique aspects of the new building include a hybrid structural system and ground source heat pumps. Due to the low-lying area of the site, we proposed a building pad comprised entirely of engineered fill. This resulted in a clean, well-draining building pad on which the contractor worked without losing a single day on the schedule during 24 months of construction.
The hybrid structural system was comprised of both masonry bearing construction and structural steel frame. This system allowed for the efficient staging of trades in different areas of the site and offered a logical approach to phasing the core spaces of the building. During design, we provided input on the costs and constructibility of this design and managed the schedule of the prime contractors during construction. The Strayer Middle School includes classrooms, science labs and support spaces, an 800-seat auditorium, cafeteria, gymnasium, music and choral rooms, computer labs, and an enclosed courtyard that also serves as outside performance space. The project was completed on time with less than 1% in change orders.

PENNWOOD MIDDLE SCHOOL
Pennsbury School District
CHA provided construction phase management services for Pennwood Middle School and the site improvements. The existing building’s educational configuration was not conducive to learning, very inefficient, and lacked adequate HVAC. Thus, the project consisted of a full renovation of the existing 190,000 SF school and a 8,000 SF classroom addition. Within the project scope, the entire interior layout, existing electrical, mechanical, and plumbing systems were upgraded with new high-efficiency systems. The renovation included new lockers, finishes, a fire suppression system, and enhanced security for the students through the relocation of the Administration suite and a new secure main entrance system. Additionally, the site was reconfigured to allow for increased parking and efficient traffic flow for both buses and parents. The entire project was accomplished without disrupting the District’s educational program.
With CHA’s assistance in securing a $2M ACE grant, the school was renovated to achieve LEED Gold certification, which will help the district achieve greater energy efficiency for the school’s facilities.
CHA managed the final stages of the design, developed the front-end specifications, the construction phasing plan, and managed the bid process. In the field, we managed the day-to-day construction and continuously worked with school officials to ensure the proper separation between students and construction operations. During construction, we were the “go-to” source for all project information and direction, relaying information to the district, the contractors, the design team, and township code officials.

We collaborate with the project team for a sound project budget
The project budget is the driving force behind all decisions made on the project and sets the bar that the architect and the sub-consultants must achieve for the district.
The budget is not just a lump sum figure or a cost per square foot; it is an itemized, system-by-system breakdown that we assemble to determine the building budget. The project budget includes the site estimate that the civil engineer designs, the building estimate for the architect, and the mechanical/electrical/plumbing budget for the sub-consultants. We also assist the district in assembling the soft cost budget for the project. Our budgets are continuously checked during the project and changes are validated with the district and architect.
Determine overall schedule and phasing with the project team
We have completed middle school projects on similar timelines in Bethlehem, Northampton Upper Dublin, Colonial, Avon Grove, and countless Pennsylvania school renovation projects with exceptionally tight timelines. We are recognized experts in the planning of school renovation projects. Especially on renovation projects, we often suggest that “the design be dictated by the necessary construction phasing.” Upon approval, CHA works with the team to continuously collect schedule information and provide schedule updates at the regular design meetings and plot the project course until the design is completed, permits are in hand and bids are received. We recently completed Colonial Middle School and Avon Grove High School with KCBA as the architect. To ensure the construction schedule is achievable, we will provide the architect with insight regarding constructibility, phasing, and long lead items that could negatively impact the schedule during design. This includes input to expedite sitework and get the building out of the ground quickly in the first year, suggestions to speed the enclosure of the building making it watertight so that finishes can commence and language to assign responsibility to the contractor for temporary heating and cooling of the building to avoid conflicts and expedite completion.
We also work hard right from the beginning to identify the steps needed to successfully close out the project. Our pre-installation meetings for building systems focus on the common issues that plague other projects. We “begin with the end in mind” so that the completion, move-in and final acceptance is a manageable process for the staff and students of a renovated building and the punch list is as short as possible. It is imperative that a well-defined project schedule be established right from the start to ensure the project’s success. CHA helps clients identify critical activities for each phase, from schematic design through the completion of construction. A clearly outlined project schedule provides the guidance needed for each team member to perform tasks efficiently and remain on track. To aid in this effort, CHA provides construction phasing drawings that are included in the bid documents, so the contractors are informed of the required sequence of work from day one.

Keep everyone informed with ProjectMates and continuous reporting
CHA has employed a web-based software product called ProjectMates for more than 15 years during construction projects to keep everyone informed. The software can be implemented at no additional fee to the owner, it is easy to use and provides the district with a central repository for all project documentation. The ProjectMates software is interactive, meaning it is used for the contractor to submit requests for information and shop drawings which in turn the architect reviews. It stores meeting minutes and correspondence. It is used to generate non-compliance notices and record material testing reports. ProjectMates also holds job site photos, tracks costs, and reports on the status of all pending documents.
During the design phase, we will attend facilities committee and board meetings as needed to report on the project, inform the team of budget, schedule, and project issues, and work with the architect and district to make decisions. It is also commonplace for us to participate in community information sessions to share the project details with the school community and project neighbors. All of the Pennsylvania contractors have used this system countless times. It has proven to be the best for teams to exchange information and create a fantastic record document for the owner.
During construction, in addition to attending Board and Committee meetings as needed, we offer a written monthly report and regular photo updates. The monthly report offers details with respect to the work completed, project budget, and project schedule status. Our Dashboard Report Format quickly offers a financial, issue, and cost snapshot of the project at a moment’s notice. In the field, we also employ PlanGrid to record as-built details, photos, and project information.
We propose bi-weekly construction meetings during the work. CHA generates detailed meeting minutes that address all issues related to construction and distributes them to the entire project team.
Our documentation is a hallmark of our project management success. The district and its entire team will be informed throughout the life of the project.
CHA proactively works to keep all parties accountable to the schedule
Once construction begins, CHA will use the contractors’ critical path method (CPM) schedule to track progress. The CPM schedule is based on the milestone schedule established during the design phase. Upon approval of the asplanned work by all stakeholders, We review monthly schedule updates to ensure the schedule always reflects actual progress on the project. Monthly schedule updates are a prerequisite for progress payments to ensure the contractors’ compliance with the process. CHA continuously scrutinizes the progress in the schedule and the work in the field. If either is found to be lagging, action is taken with the contractors before delays in the overall schedule develop. Our site representatives will focus their efforts in all areas of work; examining how logic ties and durations change from month to month, reporting on how shop drawings and material deliveries impact progress, and identify how out-of-sequence work may be skewing the accuracy of the schedule. All these items will be documented in CHA’s monthly report which will detail the overall progress for the district.
CHA’s site representatives monitor progress in the field to ensure it adheres to the approved schedule while also continuously looking for ways to expedite the schedule. The schedule updates provided by the contractors are a continuous focus in weekly superintendent meetings and monthly progress meetings. Our scheduling efforts include the coordination of district furniture selection and installation, the installation and testing of building technology, and even the scheduling of teacher and administrator moves.
At times when the contractor begins to stray from the schedule, CHA seeks short interim recovery schedules. Quite often the secret to recovery is what will be done in the next week as opposed to determining how the next six months can be improved. While it is important to document recovery methods in the monthly update, CHA’s project manager will diligently work to get to the core of the issue and truly resolve the matter rather than allowing the contractor to artificially show recovery on the schedule in the absence of any real action. We continuously hold all parties accountable for adhering to the schedule. Here again, is where our experience with multiple prime contractors will be an asset. We have a tremendous ability to get the team around a table and resolve issues before they become project delays.

Quality Assurance and Control methodology is manifest in a principle we call C.A.D. This acronym stands for COMMUNICATION, ACCOUNTABILITY, and DOCUMENTATION Having completed hundreds of new and renovation educational projects, we know that our role as Construction Managers must excel in these three areas to provide school districts with the absolute best product.
COMMUNICATION includes maintaining open and continuous dialog with the owner, architect, contractors and regulators on the project goals, requirements, and milestones.
ACCOUNTABILITY introduces systems to prompt project teammates for action, remind them of requirements and introduce measures to obligate performance and conformance.
DOCUMENTATION is a core function to record all that occurs during the project and to collect all correspondence, test data, warranties, and operating data to provide the district with a complete building file to those who will operate the buildings for years to come.
In all areas of CHA’s Quality Assurance and Control Methodology: communication, accountability and documentation are at the core of our service. Why? Because it keeps the owner in control while reducing risk and liability and it works.
The essence of our Construction Management (CM) service is to ensure that the owner’s quality expectations for the project or a continuing group of projects are met and exceeded. CHA’s experienced personnel provides the district with licensed professionals, inspection personnel certified by the Construction Management Association of America or the Construction Standards Institute, and individuals with experience as tradesmen. The level of service from these individuals is unparalleled in the industry and respected by architects and contractors. Contractors often tell us that their pricing is more competitive on CHA projects because of the excellent construction planning and thought contained in the bid documents. This pricing advantage ultimately benefits the owner.
CHA’s materials testing services provide guidance in the field with respect to quality control. We establish protocols for testing, reviewing results, and reporting and correcting deficiencies for quality assurance. Our field personnel come equipped with their own laptop used to generate field reports and their correspondence. They provide written notices when deficiencies exist, and prompt action and coordination by way of meeting minutes and field bulletins.
Our inspection staff will track all work in their daily reports and maintain a continuous log of reports documenting nonconforming work, items requiring code clarification or inspection, and items that will inevitably appear on the punch list. Our approach is to track punch list items from day one to minimize the size of the list at substantial completion. This may be the greatest single service we provide as the district’s construction manager; to resolve problem issues before they turn into claims, delays, or major cost impacts. Here again, all issues will be logged into the ProjectMates database.
Quality control in the field also requires the ability to get answers and clarifications from the architect in a timely manner so that work can continue without delay. Our site representatives review questions with the contractors as soon as they arise and, if necessary, forward a request for information to the architect. These requests are forwarded electronically in ProjectMates, so they are received instantly by the architect to speed up response time.
A key role in the success of any project is quality compliance and control. Field quality assurance starts with the establishment of contractor criteria that will be used during construction and establishing up front the standard of quality expected from code and regulatory officials. This is accomplished by securing good documentation, having contractors prepare mockups and samples for approval, and involving all parties including the testing agencies, contractors, architect, code officials, and Owner to identify any issues early on. CHA promotes reviews of systems prior to, during, and after installation, and requires reviews and corrections by the contractor immediately, not at the end of the project.
Value Engineering (Cost Benefit Analysis)
Value Engineering (VE) process is continuous during the project both during design and construction. This means that we are always thinking of ways to reduce costs and increase value. Our formal Value Engineering studies are conducted in the SAVE (Society of American Value Engineers) format by a multi-disciplined team. We ask for the architect’s participation as well as that of the owner. Both are essential to the continual reinforcement of the project goals and the basis for design.
Our recent VE studies for Nitschmann Middle School identified over $3 million in savings and another study for the Wilson Area School District identified over $1M in savings. The VE studies for the Council Rock School District’s two new middle schools resulted in a combined savings of more than $4 million. VE studies brainstorm ideas for the project, identify first costs and lifecycle cost savings, and even include estimates of the work (and cost) required by the architect to implement ideas. Here again, our background as Facility Engineers serves us well. Our VE ideas save construction costs, ease maintenance, and maximize the life cycle of building systems.
Our value engineering and constructibility services improve the overall value of the building additions and renovations and eliminate ambiguities that would otherwise result in unnecessary change orders. The importance and timing of these services cannot be overestimated. Making changes to improve the project, ensuring the incorporation of all owner criteria, and correcting errors often costs nothing when undertaken in the initial stages of design. Our value engineering and constructibility services continually focus the design team and the owner on the cost of the work and the need to meet the owner’s project budget.
Here are just a few examples of how we review the entire project building systems. As we say, VE starts from the ground up.
HVAC SYSTEMS: We examine the system proposed. Is it correct for the building? Is it energy efficient and easy to maintain? Are multiple vendors provided to ensure competition? What is the control system? Is it consistent with the district’s desires? How are special spaces such as locker rooms ventilated? Is proper operator training provided? What is the warranty and how many spare filters/parts are provided?
SECURITY: More than ever, the design of security measures must be emphasized from day 1. Exterior features for secure travel routes, cameras and doors need to be integrated with the site plan, Interior door hardware, lines of site, restroom design and security doors all require scrutiny by our team and local emergency response personnel from the township and county.
LIGHTING: What are the specified lighting levels for building spaces? Are the fixtures specified energy efficient? How is lighting controlled? How many different lamps will the district have to stock? Are multiple lighting representatives specified to ensure competition on bid day?
ROOFING: What is the roof system proposed and how does the system, its warranty and its installation practices compare to others? Can bid alternates be used to increase competition on bid day? How do hot or cold applied systems impact the educational process?
EXTERIOR WALL CONSTRUCTION: What system is proposed? Are the construction details for flashing, windows, brick, block, and roof coping appropriate? Will the system protect the building from moisture? How much insulation and what type? Can the system be upgraded to provide greater energy efficiency? What are the exterior finishes and what alternates can be considered to ensure competitive pricing on bid day?
SITE GRADING AND UTILITIES: We challenge and support the architect on the most efficient cut/fill and grading options, the best and most cost-effective design and layout of stormwater systems and site utility efficiencies including electric, water, and even low-voltage systems.
STRUCTURAL SYSTEMS: The foundations and structural systems also offer large opportunities including simple strategies such as the use of trench footings, exterior and interior wall systems, load bearing masonry or steel walls, and of course, types of structural framing.
CHA’s Executive Summary of the VE study identifies the total savings available and suggests actions necessary to realize the savings. The follow-up from the VE study is often more important than the study itself. This is when decisions and consensus must be reached by the project team. Our Project Manager will lead the team through this process and document the decisions so that the project can continue moving.
The successful consideration of each of these types of items eliminates unnecessary delays and extra work during construction. The integration of these types of issues in the total project design is where true savings can be realized. Value engineering is not limited to the studies we perform; it never stops for the DEI team. We are always looking for ways to save the district money and increase the overall value of the project.
The key to exceptionally low change orders starts in the design phase
Our constructibility reviews during design are a multi-disciplined effort aimed at minimizing change orders, eliminating conflicts or ambiguities in the bid documents, and properly distributing responsibilities to multiple prime contractors. We conduct this review and then provide a written report of itemized drawings and specification comments along with suggested changes or corrections to the architect and owner. We prefer to meet with the architect and owner to review the comments and discuss their implementation. We then ask the architect to respond to each comment with their action for the project record. In this way, change orders are reduced or eliminated even before construction starts.
Examples of the content reviewed include:
• Compliance of architectural, electrical, mechanical, sprinkler, egress, and security systems for Owner criteria, constructibility, and maintainability.
• Conformance with and clear description of project phasing requirements and related public, staff, and operations traffic patterns.
• Coordination with multiple prime contract work performed under separate projects and work performed by the Owner.
Adaptability to Pennsylvania competitive bidding, including a review of the front-end contract documents, unit prices, and allowances.
Potential for delays resulting from long lead items, conflicts with other projects, or complex construction requirements.
• Clear assignment and coordination of work between multiple prime contractors.
The goal of the constructibility review is to ensure that the bid documents are clear and concise, a trait CHA projects are well known for. Eliminating these conflicts and ambiguities reduces the potential for change orders during construction. The result of CHA’s involvement and effort is an excellent set of bidding documents that attract competition for the project and result in project savings.
During construction, potential changes and their impact on the project cost are scrutinized closely by our project manager, the architect, and the owner. If a change is necessary, we work with the architect and contractors to mitigate the costs or reach the best value option. Next, pricing is sought from the contractor or directly from a vendor. We will provide you with a “ballpark” number or a completely independent estimate well before the actual proposal is received from the contractor. Once received, a detailed breakdown of the cost proposal is reviewed, comparing it to our own internal database. If the labor, materials, equipment, and markup are appropriate, the options are discussed with the Owner’s project team to select the most suitable course. Upon receipt of an approved proposal for the work, we assist the architect, owner, and contractor with a directive to proceed and get the work going. The details of this effort are maintained in a running change log that will be continuously available to the district. Quality documentation is a CHA hallmark. We will draft and issue change orders and construction change directives for the owner and architect’s review and issue final versions to the contractor.
Our efforts have resulted in remarkable success and value for public owners.
CHA’s organized commissioning and closeout process is invaluable

Our CM will coordinate the testing, activation, and adjustment of all systems right from the start. As soon as we mobilize, the lists of start-up activities are generated so that we are continuously reminding the contractor. We will schedule demonstrations and certifications required of the contractors to introduce district personnel to the various building systems. Final testing will also be monitored, and copies of warranties, spare parts, and manufacturer sign offs will be secured. CHA continuously maintains a checklist of all items required for facility start-up. This list is compiled at the beginning of the project and is used to manage the work. At the end of the project, the checklist is used to confirm that all specified items have been provided, as well as being
used as a pre-curser to the punch list. We will assemble a project start-up plan based on the design documents and coordinate the operational testing conducted by the contractor’s vendors and subcontractors, and the work of any third-party commissioning agents. We will coordinate the scheduling to train the maintenance staff and arrange for videotaping of the training. In addition, CHA’s furniture and technology coordination services will be managed by our site representatives. Prior to substantial completion, the operation and maintenance manuals, warranties, certifications, and final test data are organized into a concise package for the district’s use.
Similarly, for testing, balancing, and building commissioning, we oversee the work of independent commissioning agents on both LEED and non-LEED projects. We can even provide our own customized specification which communicates to the contractors how commissioning is going to take place and explains the role of the commissioning agent. The documentation generated by these agents is directly related to the operation of the building. We believe school districts are best served when this documentation is given to the CM first for review and is not subcontracted by the contractors.
In all aspects of quality assurance and control, COMMUNICATION, ACCOUNTABILITY and DOCUMENTATION are a common need. To control the work, the requirements need to be clearly communicated. When requirements are not met, parties need to be held accountable. To best protect the Owner’s interests during and after construction, the project must be exceptionally documented. Construction Documents Services:
We specialize in planning the work, our approach is to support the owner and architect with developing clear, concise, and complete bid documents, which will result in savings and a well-coordinated, successfully executed project. Our involvement will attract the best bidders with the most competitive bid packages. Our constructibility team of senior-level engineers and construction specialists will challenge the team to create value every step of the way.

Bidding/Procurement Phase Services:
A successful Bid Phase requires creating contractor interest and vendor interest and providing the best timing and clarity of documents. Our bidding strategy includes contractor outreach, informative pre-bid conferences, clear project milestones, multiprime contractor assignments, coordination, and management tools that will result in successful bids that are below budget. There will be no bid day surprises.

Construction Phase Services:
Our construction phase services are built on communication, accountability, and documentation led by a knowledgeable seniorlevel team that knows your project. We will have the team working collaboratively and diligently to deliver a quality project.
The School will be our first priority, with the construction site being our second; this allows us to meet the School’s needs to have the school open as soon as possible. We will manage the schedule, quality, budget, owner criteria, and risk to deliver a successful project.

Fixed Monthly Rate if construction term exceeds 25 total months: $30,000/month
Reimbursables: Our fee for Reimbursables is $30,000.00
Value Added Options:
We have a list of Value Added Options not included in the RFP that we would like to review or have you consider, including:
A) Grant assistance for solar and other opportunities.
B) Assistance with approval and permit fee reductions.
C) Assist with third party testing, and balancing RFP and management.
D) Closeout assistance.
For your convenience, we have provided our initial thoughts and value added approach following this fee proposal. Our promise is to work very hard on every aspect of our project to deliver value that will offset our fee and more
