Our People CHA’s mechanical, electrical, plumbing, and fire protection leadership is supported by a team of talented professionals who have a passion for designing systems that promote efficiency and sustainability.

Erik Wolfe, PE, LEED AP Erik has more than 20 years of experience in mechanical engineering, project management, and business development. He has worked on data centers, transportation hubs, libraries, schools, maintenance buildings, museums, offices, and various other facilities. His duties encompass building heating/cooling load calculations, equipment sizing and selection, system design, building automation control diagrams, operation sequences, project specifications, building condition assessment reports, shop drawing review, RFI response, and site inspection. Erik also develops work plans, manages daily operations, prepares staffing projections, responds to proposals, and oversees project budgets and accounting.

Frank Iuliano Frank has over 25 years of experience in project management, design, and construction for state, federal, municipal, and private industry projects. He has worked on several high-profile projects over the past five years, including multi-disciplinary building renovation projects for state agencies involving the management of a multi-disciplined team of consultants while meeting an aggressive design and construction schedule. In his current role as Project Team Leader, Frank is responsible for overseeing mechanical and electrical staff.

Jeremy Lazzara, PE Jeremy has more than 15 years of experience in the design and specification of heating, ventilation, and air conditioning systems. He has worked with numerous public and private clients on a wide-variety of facilities. Jeremy brings a wealth of knowledge in all aspects of HVAC, plumbing, and fire protection systems.

Joe DeLaBruere, PE Joe has more than 17 years of experience providing electrical design services for water and wastewater, sports, governmental, and industrial facilities. He brings a wealth of knowledge in power distribution, emergency/standby power, lighting, fire alarm, and security systems.

Jamaica Armory Renovation The CHA team was selected to provide design and construction services to rehabilitate and expand the Army National Guard Armory located in Jamaica, NY. The 180,000+ SF multi-story facility will undergo a complete interior modernization and rehabilitation of the building, along with repairs to an exterior masonry wall that is in close proximity of tracks operated by the Long Island Railroad.

Location

CHA led the design effort providing project management, HVAC, electrical engineering services, along with overall technical quality oversight of multiple subconsultants. This was a very fast-paced design project that was designed in under 18 months. With a construction budget of $100M, this project design was completed on schedule with bids that came in under budget.

Project Type

The project includes a 41,000 SF Readiness Center addition and 140,787 SF alteration of the existing National Guard Readiness Center and Vehicle Maintenance Shop that supports training, administrative, and logistical requirements. The Readiness Center includes a Vehicle Maintenance Facility (VMF) which supports all vehicles assigned to the facility for operational management, preventative maintenance, and scheduled repairs on all vehicles. This includes inspection, general repairs and replacement of major assemblies, lubrication, fluid changes, tune-ups, tire rotation, painting, welding, upholstery repair, testing, cleaning, storage and retrieval of parts, and fabrication of minor parts. This facility is designed to meet industry standards as well as local, state and federal building codes and designed to meet a life expectation of a minimum of 50 years in accordance with DoD Unified Facility Code (UFC 1-200-02). The design includes requirements for individuals with disabilities, as well as anti-terrorism measures.

Albany Capital Center CHA was commissioned by the Albany Convention Center Authority to provide planning and engineering design services for a new conference facility located in downtown Albany. Referred to as the Albany Capital Center the 82,000 SF facility is a five-story structure with three levels of parking below grade and two levels of conference space above the parking structure. The Capital Center features a ceiling of thousands of LED lights capable of millions of color combinations and expansive, flexible space that can accommodate trade shows and a wide variety of events – all designed by CHA. The Capital Center brings together flexible, functional space with a design that harmoniously joins Downtown Albany’s historic architecture with the government buildings of the Empire State Plaza. CHA’s engineering design of the Capital Center not only connects Albany’s past, but represents the promise of the future.

New York State Fairgrounds Exposition Center CHA was part of the design-build team led by Hueber Bruer and The Pike Companies for the design and construction of the Exposition Center at the New York State fairgrounds site. The 136,000 SF facility is the largest event space north of New York City between Boston and Cleveland. The Exposition Hall, located on the ground level, is a multi-function space capable of hosting equine events, motocross, indoor sports, and trade shows. The remaining space includes a concourse and supporting facilities, which include rooms for event workspace, meetings and conferences, restrooms, a concession stand and catering space, and an outside balcony. Located in the heart of the 375-acre Fairgrounds, the Center’s design is modern, but draws inspiration from the Fairgrounds’ rich architectural heritage.

Van Nest Building Cable Lab Office Renovation The existing 21,000 SF Cable Lab area at Con Edison’s Van Nest Building 2 is undergoing a gut renovation to create an open plan office and collaborative space, bathrooms, locker and muster rooms. The preliminary program is comprised of approximately desk and seating space, two conference rooms, mustering spaces, reference tables, men’s and women’s locker rooms, bathrooms, pantry, utility room, LAN rooms, and two copy rooms. The façade design includes large insulated window glazing at three locations where roll down shutters will be de-activated and an existing concrete ramp will be demolished. A new ramp with new façade roll down shutters will be provided for service to the warehouse/ stores. The scope of alteration and renovation work includes demolition of the existing Cable Lab; new interior partitions, ceilings, insulation and finishes throughout; new sewer, plumbing, mechanical, electric power and lighting, low-voltage data, fire safety and access control systems; main utility service connections and alterations; new bathroom fixtures and equipment; interior signage package and new furniture in accordance with Con Edison standards.

George J. Otlowski, Sr. Center for Mental Health Care CHA provided design services for the replacement of the HVAC and hot water systems at the George Otlowski Mental Health Center located in Middlesex County, New Jersey. CHA was initially hired in 2012 to perform an evaluation the HVAC systems within the facility. That evaluation report, along with other project successes in Middlesex County, led to the award of this project with an estimated net revenue of over $300,000. This project will evaluate multiple systems alternatives, including geothermal, as well as perform a Life Cycle Cost Analysis in order to provide the optimum solution for the County.

Alternate Care Facility CHA supported the Haugland Group in an emergency Design-Build of an acute care facility conversion at the Westchester County Center (WCC) in response to New York City’s need to increase hospital care capacity. This United States Army Corps of Engineers project included 48 individual acute care rooms within the WCC arena and 52 additional rooms within four large tents (13 units per tent) erected within the arena parking areas. A total of 100 acute-care level beds in all. The facility was up and running in three weeks from Notice to Proceed. CHA quickly responded and provided engineering support over the initial weekend such that the contractor was able to begin construction activities within hours of receiving the Notice to Proceed. CHA continued to provide onsite and back-office engineering support throughout construction.

The Marshall Student Housing The project included redeveloping two existing parcels in the heart of the University Hill district of Syracuse on South Crouse Avenue. The 8-story, 21,000 SF (footprint) mixed-use development features a pedestrian promenade greeting residents with approximately 18,000 SF of retail shops and support space, and an outdoor restaurant with seating. Amenities include a 24-hour monitored lobby, a fitness room, laundry room, and storage. The upper floors consist of 168 units offering a mix of studio, one-bedroom accessible units, and two- and four-bedroom units with a total of 287 beds. The modern luxury lofts are fully furnished and each bedroom comes with its own private bath.

JM Wright Vocational Technical High School CHA was part of a team to redesign the JM Wright Vocational Technical High School. Our services included mechanical, electrical, plumbing, structural, and site utility design. The project consisted of a new two-story entry addition and renovations to the 200,000 SF building. Features include a new water service site, sanitary piping and manholes, upgraded electric service, high efficiency gas heating, a new air conditioning system using air cooled chillers, standby generator power, sprinkler system, plumbing systems, electrical distribution, and high efficiency lighting. The project received a LEED Silver rating and was the recipient of an Institutional Award of Merit by the Connecticut Green Building Council.

Albany International Airport Parking Garage CHA led a team for the design of a new parking garage at Albany International Airport. The project is the first major construction project at the airport funded by the Governor’s Upstate Airport Economic Development Revitalization Competition.

Location

Parking demand at the Albany Airport International Airport at peak periods significantly exceeded capacity. The Albany County Airport Authority took this opportunity to expand parking that would enhance the traveler experience and reshape the way drivers arrive at the airport. The garage provides 1,050 spaces, expanding the parking capacity by 20 percent. The new facility features an elevated pedestrian walkway connected to the terminal, which is temperature controlled, and a new vehicular entrance directly off Albany-Shaker Road to Level 3 of the garage. Additional features include rooftop solar panels located on the pedestrian bridge, and a state-of-the-art PARCS System with automated space detection, real-time monitoring and license plate readers facilitating a ticketless entry system.

Regional Maintenance Facility The original NYS Department of Transportation’s Regional Maintenance Facility was constructed in 1958 along the Cayuga Inlet on prime waterfront property. Due to operational inefficiencies, the maintenance facility was relocated to free up over seven acres of prime waterfront property to allow mixed-use development.

Location

A site adjacent to the Ithaca Tompkins Regional Airport was selected for the construction of a newly upgraded facility. CHA and Foit-Albert Associates have completed the design of a new 33,000 SF building that allows for the storage of all vehicles and equipment inside, new utility systems, vehicle lifts, wash bays, workshop space, dedicated storage for parts and consumable materials as well as employee facilities. The facility design includes a 5,000 SF cold storage building, an 8,000 SF salt storage building, and a fueling facility. The building design incorporates attractive, low-maintenance facades, geothermal HVAC, and solar panels on two of the three buildings.

CHA worked with the NYS Department of Transportation, NYS Office of General Services, NYS Department of Environmental Conservation, the Federal Aviation Administration, and the Town of Lansing to complete SEQR and fast-track the design and permitting process to meet an aggressive project schedule in order to obtain construction permits in nine months.

Manhattan Psychiatric Center CHA provided schematic design services related to the renovation of the Manhattan Psychiatric Center to accommodate Forensics clients and integrate with new building systems. The project involved the renovation of nine inpatient floors and three program floors. CHA provided design of HVAC, fire protection, electrical and security systems.

Teterboro Campus Generator Design The project included the design and installation of a 130 kW generator with a FEMA grant. The existing generator only fed the emergency lighting. The new generator was designed to include the boiler plant. FEMA required that the generator (installed at elevation 6.2) be raised above the 500-year flood elevation of 11.5. CHA designed a work platform to accommodate code required maintenance access to the generator’s electrical devices and maintenance access points around the generator.

Administration Building HVAC CHA was retained by New Kent County to complete the design of a replacement HVAC system for the County administration building. The administration building is a two-story structure that was built in the 1970s without air conditioning. Air conditioning was added in the 1980s which consisted of a conventional boiler/chiller system. A variable refrigerant flow system was installed in the building around 2013. This system has been plagued by installation and maintenance issues and is not operating as intended. The County has determined that the HVAC system must be replaced and desires a reliable economic and maintenance friendly system that will operate in several zones. The project was completed on a fast-track schedule with a four week design period.

Whitcomb Court Boiler and Hot Water Tank Replacement CHA provided professional mechanical (HVAC/plumbing) and electrical (power) services to RRHA for the replacement of boilers and domestic hot water tanks at Whitcomb Court. Whitcomb Court is the first of three communities requiring boiler room replacement work. There are 74 buildings in the community with 31 requiring new heating boiler system replacement and 50 requiring DHW system replacement. The original buildings were constructed in the 1960s. Heating and DHW systems were replaced in 1986 and some as recent as 2018. The boiler rooms reflect several generations of modifications as pumps, expansion tanks and other equipment has been replaced over the years. The piping within the building apartments is original and is, in most cases, described as “tender.” CHA calculated heating loads for each building to size the equipment properly and performed code review of the new systems. Design, permitting, and construction documents were developed for the mechanical and electrical systems required for the boiler and domestic hot water tank replacement.
