Greenhill Road Extension Hudson Road to West 27th St. The Greenhill Road Extension Project consists of extending Greenhill Road from the end of the existing two-lane pavement near Hudson Road to West 27th Street, a distance of approximately 1.2 miles. The new roadway will involve the construction of a two-lane roadway facility through the project corridor, with turn lanes at existing and proposed intersections. The project also includes widening of West 27th Street from the new Greenhill Road intersection to Nebraska Street (approximately 1,800 feet) and a connection to West 31st Street (approximately 350 feet). A roundabout intersection will be constructed at the intersection of University Avenue and Greenhill Road based on a traffic study for west University Avenue as presented to City Council on October 6, 2014. The project will include new roadway construction, a reinforced concrete box culvert at the West Branch of Dry Run Creek, drainage improvements including low-impact drainage features, recreational trail and pedestrian accommodations, right-of-way acquisition and intersection improvements. The final design of the project will be completed this year with a planned letting date in early 2016. Construction will begin in 2016 and be completed in 2017. The estimated construction cost for the project is approximately $5 Million. Approximately 65% of the project cost will come from Federal Transportation funding. Once completed, the project will significantly improve event traffic flow to the University of Northern Iowa events at the UNI-Dome and McLeod Center. This roadway will also relieve traffic congestion at intersections along Hudson Road for traffic from the far western areas of the city.
Cedar Falls has launched a new community-wide strategic planning process appropriately titled, “Future Forward: Cedar Falls 2025.” A planning team of twenty-eight individuals from all sectors of the community has undertaken the challenge a charting the course needed for transformative growth. Efforts will build upon Cedar Falls’ 2020 plan and the community’s strong history of plan implementation, as well as include multiple opportunities for public input relating to the vision for Cedar Falls in the year 2025. The planning team is co-chaired by Kris Hansen – Western Home Communities and Therese Kuster-Mudd Advertising. The University of Northern Iowa’s Institute for Decision Making is facilitating the planning process which will occur June 2015-February 2016.

And it’s all downhill from here! The planning is nearly complete and we’ll be ready for approximately 18,000 guests when RAGBRAI stops in Cedar Falls and the University of Northern Iowa on Wednesday, July 22. As an overnight stop, we’ll host thousands of participants, a perfect opportunity to share our civic pride and invite visitors to come again. It will take nearly 1,000 volunteers to provide an excellent experience for riders and their support teams. Areas of need include hospitality, vending, beverage garden (must be 21), campgrounds hosts, entertainment, etc. Volunteers can choose times and roles by registering on the volunteer form at cedarfallsragbrai.org. In 2007, the most recent RAGBRAI stop in Cedar Falls, nearly 2,100 requests for lawn space or residential accommodations were met. This is one of the most unique aspects of RAGBRAI and a great way to take in the whole experience. Those interested in hosting riders at your home should register on the host housing form at cedarfallsragbrai.org. July 22 will be a busy day on Cedar Falls streets, please be on the lookout for bicyclists and if you join them, follow these safety rules: Share the road with cars, trucks, motorcycles. Bicyclists have the same rights and responsibilities as motorists. Always ride in the same direction as other traffic and close to the right edge of the road. Pay attention to traffic laws, signs, signals, and pavement markings. Come to a complete stop. Search left, right and left again for approaching vehicles before entering a street from a sidewalk, driveway, roadway or alley. Slow down and yield to people walking in a crosswalk or when riding on or across sidewalks. When making right hand turns, stay as far to the right as possible. Signal, watch for people walking, and turning vehicles, and turn when it is safe. When making left hand turns: • Always look over your left shoulder first to check for vehicles behind you. • Signal, and when the way is clear, merge to the left lane or close to the center of the street. • Wait for oncoming traffic, then turn when it is safe. • Left hand turns should only be done by cyclists with traffic experience. Even veteran cyclists will walk their bikes across busy intersections. Cedar Falls Community Television, Channel 15, is your home for local programming. Channel 15 televises City Council & Planning and Zoning Commission meetings each month connecting citizens with local government issues. We also produce several shows each month so the viewers of Cedar Falls can be informed and entertained with locally produced content. These shows include Currents Up Close, Veterans of the Cedar Valley and Serving the Valley. Cedar Falls Community Television televises many local high school and college athletic events each month so that Cedar Falls residents can enjoy local games and events on Cedar Falls Channel 15. This season marks our seventh season as the production crew for the Panther Sports Network. This year’s PSN schedule includes four UNI Football games and up to six other UNI athletic events. SUMP PUMP INSPECTION PROGRAM UPDATE This spring the City started a sump pump inspection program. Here are some FAQ’s about the program: 1. Why is the City doing this program? The City is being pressured by the U.S. Environmental Protection Agency (EPA) to reduce the volume of clear water that enters the sanitary sewer system. Removing residential clear water connections to the sanitary sewer is an important part of the City’s response to the EPA. 2. What is an inspection? An inspection is targeted only at clear water sources. It should be completed in fewer than 15 minutes; many take as few as 5 minutes. The inspector will observe exterior grading, roof drains, sump pit/ pump, and seepage collection system if present.
3. Where is the program beginning? The City has been divided into colored ‘sectors’ for the purpose of this program. Purple and Gold sectors are first, followed by Blue, Indigo and Turquoise. Other sectors will follow throughout 2015 and 2016. If applicable you will be notified by mail when it is time to schedule an inspection. 4. Is an inspection required? Yes, inspections are required for all owneroccupied homes built in 1970 or later. As an alternative, homeowners may choose to hire a licensed plumber to perform the inspection, at the homeowner’s expense. Or homeowners have the option to pay a $100/ month surcharge on the utility bill if they choose not to have an inspection.

Summer Yard Waste Collection and Drop-Off Schedule On July 1st the schedule for curbside yard waste collection will change to an every other week collection during the summer months. Yard waste will be collected from July through September on the following dates: July 6, July 20, • Aug. 3, Aug.17, Aug.31 • Sep. 14, Sep.28, The schedule for the transfer station will not change. Yard waste will be accepted exclusively on Mondays and throughout the week in smaller quantities. Beginning in October, yard waste will be collected every Monday for the months of October and November. A reduced rate of $5 per dump will be charged during this time.

Densifying-A Solid Waste Alternative With the recent expansion of the main recycling facility, and the assistance of the Iowa Department of Natural Resources, the city will soon begin a program to recycle expanded foam material commonly called Styrofoam. The City was awarded a $20,000.00 Solid Waste Alternatives Program (SWAP) grant to help offset the cost of the equipment used to densify the material into a recyclable commodity. Residents will soon have the option to drop off Styrofoam materials at the main facility and two remote locations, Green Hill water tower and UNI power plant. Watch for the additional containers to be placed sometime in July. Residents are asked to bag small packing “peanuts’ to prevent them from escaping the container. This Styrofoam Densifying Project was prepared with the support of the Iowa Department of Natural Resources Agreement Number 16-G55002FL. Cost-Cutting Collections As a cost saving measure the City of Cedar Falls will soon begin a pilot project for one sided automated refuse and yard waste collection. This one sided collection program will be implemented on “loop” type streets with light residential traffic. Residents in the pilot areas will be receiving instructional letters with information including when the program will begin and where to place receptacles on their collection day. It is estimated that the savings in the pilot areas will amount to 40% fewer miles driven, a 30% reduction in collection time, reduced fuel usage and reduced equipment maintenance, all in an effort to control collection costs. This pilot program will operate for a six month period. During that time data will be gathered to determine actual cost savings of the program. If the program is deemed successful, additional areas will be added as they are identified. Details of the pilot program will be posted on the City’s web site at www.cedarfalls.com

SWIM LESSON INSTRUCTION
OLDER BEGINNERS: This class is for children between nine and fourteen years of age who have never had swim lessons. BEGINNING DIVING: This class is for children between the ages of nine and sixteen, who meet the prerequisite skill levels listed for GROUP 7: Students will be taught the proper approach, takeoff, forward dive, backward dive, reverse dive and forward dive ½ twist. INTERMEDIATE AND ADVANCED DIVING: This class is for those having the skills taught in our diving class who want to learn more advanced dives.
Our swim lessons are designed by our staff to help promote water safety for our participants at a young age. It is our hope that participants meet with success early and often in our swim lesson programs and develop a love and respect for the water. Competitive oriented skills have been moved to the more advanced groups. The Recreation Division will do everything possible to see that at least 10 lessons are held, but we cannot control the weather. ADAPTED AQUATICS: This class is for children between five and ten years of age with special needs.

Are You Paving? Do you plan to redo your driveway or parking area? If so, a land use permit is needed. This includes if you are removing and replacing existing hard surfaces or changing from gravel to pavement. The permit is to assure these improvements meet City code. The application is on-line at www.cedarfalls.com/landusepermit and should be submitted along with a $25 fee to the Planning & Community Services Division. Reviews typically are complete within a day. The areas of review generally include: • Does the driveway width match the width of the garage? • If so, is it at least 3’ from the property line? • If not, is it further away from the property line (10% of the lot width)? • Is the parking in a permitted location? (Residential allows it only in the rear or side areas.) • Does the rear yard have some open space? (It cannot be totally covered with parking.) • Is there adequate access to the parking? Are the stalls sized appropriately? • Is a parking area/lot at least 5’ from the property line with landscaping around it? Attention Registered Rental Properties Owners of registered rental properties that are single or duplex units are required to provide information about the rental by August 16, 2015. The baseline information needed is part of a form that can be found at www. cedarfalls.com/existingrentalform. This requirement comes as part of the changes to the rental code that were adopted in February 2015. The goal is to gather information that, to date, has not been recorded regarding rentals including aspects such as: • Owner’s representation of the number of occupants. • Number of bedrooms. • Amount and type of parking (gravel or paved). • Availability of the garage for parking. • Size of the lot. • Zoning of the lot. This baseline information will be kept with the records for each rental. It centralizes property records with the rental permit for future reference, should a concern arise on the compliance with zoning, occupancy level or other aspects. CODE ENFORCEMENT INSPECTING GRASS COMPLAINTS As our seasons change, so does the focus of Code Enforcement. During the months of summer, Code Enforcement staff has been busy on tall grass and weed complaints. Cedar Falls would like to remind residents of the city to cut their grass on a regular basis. The City Code prohibits grass and weeds exceeding more than 12 inches in height. If staff discovers a property in violation or if a complaint is filed, a letter will be sent to the property owner instructing them to mow their yard. If this violation is not corrected within the designated timeframe, the City will perform the work and the cost will be assessed to the property owner.

Shrine Bowl to Return to Cedar Falls The 43rd annual Shrine Bowl is returning to Cedar Falls this year and Community Main Street and the downtown are helping to celebrate! On Saturday, July 25 at 9:30 a.m. a fun, lively, and family friendly parade, featuring Shriners from across Iowa, the football players, and the cheerleaders will take place down Main Street from seventh to second street. Following the parade from 10:30 a.m. – 11 a.m., an autograph session on Main Street will take place as players will be available to meet their fans.

Cedar Valley Gran Fondo and FondoFest In partnership with the Iowa Bike Coalition, downtown Cedar Falls will host the inaugural Cedar Valley Gran Fondo and FondoFest on Saturday, August 22. Registered riders will have the option to bike a 100 mile, 60 mile, or 30 mile course, which provides an opportunity for riders of any skill level to participate. Routes will begin and end in downtown Cedar Falls and include great stops in area communities along the way. The Gran Fondo Cedar Valley is more than just a ride; we’re also hosting a full-scale FondoFest street festival with live music, craft beer, family fun and more after you finish! ALL Black Hawk County residents are welcome to bring approved household toxic materials and electronics (fees may apply). This event will be held at the new Cedar Falls Public Works Complex (2200 Technology Parkway). Follow the signs from the corner of Hudson Road and Technology Parkway to the drop-off site. Approximately 40 volunteers are needed to help unload items, direct traffic, survey participants, and make this event run efficiently. Items such as lawn chemicals, rechargeable batteries, fluorescent light bulbs (compact and tube), propane tanks, old gasoline, mercury thermometers, clogged aerosol cans (including aerosol spray paint), and much more will be accepted for safe disposal. Each vehicle/household can recycle two Cathode Ray Tube monitors/televisions for free. Additional CRTs are $5 each. Fundraising for Sculpture Project Begins The Cedar Falls Public Art Committee (CFPAC) has kicked off its drive to raise funds for the Ridgeway Avenue Illustration only. Sculpture Project. The goal is to raise the $100,000 to complete the project by November 1, 2015. A special fund has been established through the Cedar Falls Community Foundation so that donations will be tax deductible. Donations can be made online using PayPal through the CFCF’s website by selecting Public Art from the drop-down menu. Since 1999, the CFPAC has installed public art across the city, enhancing and complementing the vibrant cultural scene of the community. This project will result in the largest piece of public art in the Cedar Valley, located at the intersection of West Ridgeway Avenue and Chancellor Drive. It is hoped that it will become a monumental landmark for the city and add a cultural identity to the Industrial and Technology Parkway similar to what the art projects on Main Street have done for downtown. The sculpture is being designed by worldrenowned sculptor Richard Hunt, who has completed more public sculptures than any other artist in the country. Happy Birthday Blue Zones One year into the sustainability phase of the Cedar Falls Blue Zones Project and our community is continuing to make great strides improving overall well-being. Along with the 8,564 Cedar Falls citizens that have pledged to improve their personal well-being, many civic and faith based organizations have made commitments and changes supporting Blue Zones Project initiatives. Over the last year Blue Zones Project staff, interns, and volunteers have been invited and participated in 42 events in the Cedar Valley to educate on Blue Zones Initiatives. Cedar Falls has 32 Designated Worksites, 8 Designated Restaurants, 4 Blue Zones Schools, and 2 Blue Zones Grocery Stores. The newcomers to that growing list include: Kryton - a Blue Zones Worksite, Hansen Elementary - a Blue Zones School, and Pita Pit - a Blue Zones Restaurant. The City of Cedar Falls also passed a Vending Policy supporting 50% of vending machine contents on city property where youth sporting events are held be healthy options. Ginger Thai and the Cedar Falls Hy-Vee store participated in a video to showcase successes. This video is used to help other states like Texas, Hawaii, Florida, and others learn how Blue Zones Principals help businesses and their patrons make the healthy choice the easy choice and increase the bottom line. Quarterly, Blue Zones Project Worksite Lunch and Learn events are held for business leaders looking to increase well-being for employees not yet engaged with the project and Blue Zones Designated Worksites to share best practices. The January 26th event had 30 participating companies hosted by designated worksite MidWestOne Bank. The May 14th event had 35 participating companies hosted by designated worksite, grocery store, and restaurant Hy-Vee. May 5th and 6th in Des Moines a few of the Cedar Valley Blue Zones Project leadership team attended a Living Proof Summit with other leadership teams from other Iowa communities, and 6 additional communities from other states all working towards Blue Zones Certification. Mayor Jon Crews, Kevin Blanshan (INRCOG), and Jackie Preston (Pathways) were presenters for the event where Governor Branstad applauded the cities that are making a difference in well-being and Blue Zones author Dan Buettner shared best practices. As Cedar Falls Blue Zones Project continues to track results, many Cedar Falls employers have shared successes with one of the largest employers, University of Northern Iowa, seeing many measurable changes in well-being to include increases in Employee Wellbeing program participation. Bio-metric screening participation is up 69% since last year, and 183% from 2 years ago. Live Healthy Iowa 10 week challenge is up 25% this year over last, and 224% when comparing this year to two years ago. Also, over the last two years they have gone from zero subscribers to their employee well-being list serve to 273 employees “opting-in.” Water bottle refill stations have been prominent around campus for over two years. They just passed 1,000,000 refills in the last month. This past year UNI has been preparing for a bike rental program launch. Students worked during the spring and fall semesters over the last year to fix about 30 bikes that were impounded last summer. These bikes are going to be used by student government in a bike share program that they hope to launch later this summer. In the residential dining area they focused on creating an atmosphere to “make the first choice the healthy choice” for customers. They added fresh vegetables as sides. They offer half portions of popular entrees and they continue to do education about not taking as large of portion sizes. By changing these environmental factors, it helps foster students to make life-long positive forming habits. In the retail areas, they have incorporated selling fresh fruit and vegetables in more areas. Cedar Valley Blue Zones Project efforts continue to nudge improved well-being throughout our communities.
