On behalf of the School District of Palm Beach County, it is my pleasure to welcome you to our community and to our schools. The School District of Palm Beach County has been a top-rated urban School District by the Florida Department of Education since 2005, leading the State with the highest percentage of “A” and “B” rated schools this year. In addition, our District is fully accredited by Advanced, the world’s largest education community using International Standards and we are the 3rd largest School District in the world to receive this distinction. However, we are continuing to grow and improve year after year as our graduation rate climbs, the achievement gap narrows, and more students continue to matriculate on to top-notch colleges and universities. More than 11,000 students graduated from Palm Beach County schools this year, earning nearly $100 million in scholarships. We have a vast array of choice programs and career academies, and top-notch neighborhood schools - some consistently ranked among the best in the country by Newsweek and The Washington Post (among them are Suncoast, Dreyfoos School of the Arts, Atlantic, Boca Raton, and West Boca high schools). Additionally, 14 schools throughout the District at the elementary, middle, and high school levels, offer International Baccalaureate (IB) programs or diplomas. The School District of Palm Beach County, in partnership with the University of Florida, recently launched a three-year reform effort to build a “best-in-class” educational program in the vital STEM subject areas of science, technology, engineering, and math – leading the State in this effort. To bring it all together, our school system collaborates with more than 1,300 local business partners to ensure we offer the right mix of programs that will cultivate a skilled workforce to sustain the economic vitality of Palm Beach County in the future. As always, I look forward to working with our many dedicated volunteers, partners, employees, and parents to make the 2013-14 school year a success as we continue our mission of helping each and every student reach their highest potential. Connecting Education to the Business Community

When a national disaster recovery firm, needed to hire new insurance adjusters fluent in Spanish as well as English, Workforce Alliance provided recruiting assistance. In the past year, Workforce Alliance has helped Palm Beach County employers find the right people in a wide range of industries. Each year, Workforce Alliance has been instrumental in placing thousands of job seekers, from entry-level positions to the executive suite. Workforce Alliance also provides training for employed workers, helping them to upgrade their skills. Through specialized career development and consulting services at three career centers in West Palm Beach, Boca Raton and Belle Glade, Workforce Alliance offers more than 100 classes and workshops each month for job search and job skills training. Financial assistance may also be available for employers to train eligible new employees for needed skills. Participating businesses also receive free recruitment and pre-screened referrals of candidates. Last year, Workforce Alliance awarded approximately $2.5 million in training incentives to employers and job seekers. By working closely with government agencies, local communities, other organizations and businesses, Workforce

Alliance encourages growth in the business community that also helps increase the demand for workers. The ultimate goal of Workforce Alliance is to improve the lives of those working, and seeking to work, in Palm Beach County. Many other workforce training programs are provided in conjunction with area colleges and universities. For instance, Palm Beach State College offers training programs in the life sciences in its 91,000-square-foot BioScience Technology Complex. “Palm Beach State College is committed to helping businesses grow and succeed through education and training,” said Dennis Gallon, Ph.D., president. That commitment to workforce education extends throughout the Palm Beach County School District as well. AID AND OTHER RESOURCES FROM THE FEDERAL GOVERNMENT The federal government offers a number of financial aid programs. Besides aid from the U.S. Department of Education (discussed below), you also might get aid for serving in the military or for being the spouse or child of a veteran, tax benefits for education, an Education Award for community service with AmeriCorps, and/or scholarships and loan repayment through the Department of Health and Human Services’ Indian Health Service, National Institutes of Health, and National Health Service Corps. The U.S. Department of Education awards about $150 billion a year in grants, work-study funds, and low-interest loans to more than 14 million students. Federal student aid covers such expenses as tuition and fees, room and board, books and supplies, and transportation. Aid also can help pay for other related expenses, such as a computer and dependent care. Thousands of schools across the country participate in the federal student aid programs; ask the schools you’re interested in whether they do! Federal student aid includes: Grants — financial aid that doesn’t have to be repaid (unless, for example, you withdraw from school and owe a refund) Loans — borrowed money for college or career school; you must repay your loans, with interest Work-Study — a work program through which you earn money to help you pay for school Use FAFSA4caster to get an estimate of how much aid you might receive from the U.S. Department of Education. This free money can make a real difference in how affordable your education is. Florida Bright Futures Scholarship Program The Florida Bright Futures Scholarship Program consists of three award levels: Florida Academic Scholars (FAS) Florida Medallion Scholars (FMS) Florida Gold Seal Vocational Scholars (GSV) Each award level has its own academic requirements, award amounts and funding length. A student may receive funding for only one award; the highest award earned will be selected. In addition to meeting academic requirements, students must also meet the general eligibility requirements for receipt of state aid. The basic academic requirements for each Bright Futures award level include: 16 credits in specific core courses: Math, English, Natural Sciences, Social Science, World Language (FAS/FMS only), Physical Education (GSV only), Fine and Performing Arts (GSV only), Achieving the required Grade Point Average (GPA) for the desired award level Achieving the required SAT, ACT or PERT test scores for the desired award level As the academic requirements vary somewhat between award levels, you may check www.floridastudent financialaid.org for specific information regarding the award level you wish to earn. Scholarship criteria are subject to annual legislative review. Meet with your high school guidance counselor to discuss your progress toward meeting the initial eligibility requirements. This site allows public high school students to review their academic progress toward meeting Bright Futures initial eligibility requirements and their progress toward meeting State University System course requirements for admission. Evaluations will be based on current program requirements and transcripts received from a student’s high school.


Continuing Education ADULT & COMMUNITY EDUCATION Palm Beach County’s Adult and Community Education classes provide opportunities for improving skills used at home, at school, at work and in the community. Classes are broken down into two groups. Adult Education includes Adult High School/Credit Lab, ESOL, Family Literacy, and GED. These are academic classes designed to help adults learn English, earn a GED, go to college, or gain the knowledge and skills necessary to advance to a meaningful career. Community Education offers elective classes in a variety of areas and interests, including art, cooking, computers, crafts, dance, fitness, foreign languages, music, sports and many more. Classes vary in length, with many classes lasting 4-8 weeks. Students are asked to pay a fee for Community Education classes to cover the cost of instruction and materials. Both kinds of classes are offered in 25 Community Schools conveniently located throughout Palm Beach County. Online Education HOW CHANGE CAN OCCUR THROUGH ONLINE EDUCATION Online education, offers specific skills, knowledge, and experience to reach a particular industry or career path. It is catered to self-starters and do-it-yourself individuals who have a clear goal in mind and don’t need to be babied in the process of getting a degree. In essence, they broaden the state of education by shifting away from academia to more real-world applications and by simply having a clear purpose. While higher education online shares similar costs in tuition to a four year university, many people save thousands of dollars a year because they can attend classes from home and do not have to pay for room, board and commuting, which can really add up for universities in the center of a metropolitan area. Online education also benefits those with inflexible work or home schedules, but most importantly, it gives education a decisive and utilitarian purpose.

ONLINE EDUCATION NUMBERS Online education is on the rise. According to a report by Sloan Consortium published in 2013, there was over 6.7 million students learning online. About two-thirds of for-profit institutions claim online learning is critical to their long term strategy, and three-quarters of education institutions report that the recession has increased demand for online courses and programs. According to a study from the National Center for Education Statistics in 2012, thirty-seven percent of all 2-year and 4-year institutions reportedly offered college-level degree or certificate programs designed to be completed totally through distance, online education. With nearly thirty percent of higher education students now taking at least one course online, more students are starting to see the benefits of online education. Some take a variety of online and face-to-face courses during their higher education experience, perhaps taking online course over the summer to get those extra credit hours. Others who can't afford an intensive four year educational experience utilize the flexibility of online programs to take courses as they have money for it. As online programs and institutions gain more credibility, enrollment will be expected to increase. Many steps have already been taken to level the playing field for online education. In 2006, the Higher Education Reconciliation Act (HERA) ended the 50-percent rule, which had previously denied online students equal access to certain federal loans. With increases in both funding and status, it is only a matter of time until online education becomes an established norm, hopefully for the betterment of education as a whole.

Schools are assigned a grade based primarily upon student achievement data from the FCAT. School grades communicate to the public how well a school is performing relative to state standards. School grades are calculated based on annual learning gains of each student toward achievement of Next Generation Sunshine State Standards, the progress of the lowest quartile of students, and the meeting of proficiency standards. School grades utilize a point system. Schools are awarded one point for each percent of students who score high on the FCAT and/or make annual learning gains.

FLORIDA COMPREHENSIVE ASSESSMENT TEST ® 2.0 (FCAT 2.0) The Florida Comprehensive Assessment Test® 2.0 (FCAT 2.0) is a criterion-referenced test that measures student achievement of the Next Generation Sunshine State Standards. All Florida schools are required to teach the Next Generation Sunshine State Standards, and the FCAT 2.0 provides parents, teachers, policy makers, and the general public with information regarding how well students are learning these standards. Revisions incorporated in FCAT 2.0 include an increase in rigor, based on the State Board’s adoption of new achievement level standards for the FCAT 2.0 Reading, Mathematics, and Writing, as well as the endof-course exams. The transition from FCAT to FCAT 2.0 began in the spring of 2011 with FCAT 2.0 Reading (grades 3-10) and Mathematics (grades 3-8) and was completed when FCAT 2.0 Science (grades 5 and 8) was administered to students in the spring of 2012. Results from the statewide assessment program are the basis of Florida’s system of school improvement and accountability. Student achievement data from the FCAT 2.0 are used to report educational status and annual progress for individual students, schools, districts, and the State. Florida’s school grades are currently based on the percent of students meeting high standards and the percent of students who make learning gains. Elementary and middle schools are assigned a school grade based primarily on student achievement data from statewide assessments. For high schools, 50 percent of the assigned school grade is based on the statewide assessments and 50 percent is based on components other than statewide assessments. IMMUNIZATIONS Florida Certificate of Immunization, Form DH 680, is the only document that the schools are permitted to accept as proof of immunization. Provide parents with sufficient information on whether their child is reading at grade level and whether the child gains at least a year’s worth of learning for every year spent in the charter school. The charter schools’ mandatory and optional purposes are stated in Florida Statute 1002.33 subsection (2). In addition, charter schools must fulfill all of the requirements set forth in Florida Statute 1002.33 Charter Schools subsection (9). Who is eligible to go to a Charter School? A charter school in Palm Beach County, Florida shall be open to any student covered in an interdistrict agreement or residing in the School District of Palm Beach County, Florida. However, in the case of a charter lab school, the charter lab school shall be open to any student eligible to attend the lab school as provided in Florida Statute 1002.32 or who resides in the school district in which the charter lab school is located. What is the enrollment process for a charter school? The charter school shall enroll an eligible student who submits a timely application, unless the number of applications exceeds the capacity of a program, class, grade level, or building, in such case, all applicants shall have an equal chance of being admitted through a random election process. Home Education

Home Education is a parent-directed educational option that satisfies the requirement for regular school attendance. Parents register with the Home Education Office, maintain a portfolio of student work and daily logs, and submit evaluation results annually in accordance with state laws.

WHAT IS HOME EDUCATION? A student must be of school age to be enrolled in Home Education as specified in section 1003.21, Florida Statutes (F.S.). The law requires the custodial parent(s)/guardian(s) of home education students to: Submit a Notice of Intent to establish a home education program (section 1002.41 (1) (a), F.S.) Maintain a portfolio containing work samples, reading list (title, author) and a log of educational activities. Provide an Annual Evaluation and submit the evaluation results to the Home Education Office annually, no later than your anniversary date. Preserve each student’s portfolio for two years and make it available for inspection by the Superintendent’s designee, with a 15-day written notice (section 1002.41 (2), F.S.) Submit a Notice of Termination to conclude the home education program (section 1002.41 (1) (a), F.S.) Home Education students may access instruction, if eligible, at their zoned school if the class is related to an extracurricular activity (section 1006.15, F.S.) the student participates in and/or relates to the student’s Individual Education Plan (IEP) for Exceptional Student Education (ESE). In order to begin this process, contact your zoned public school. If a home education student enrolls in a public school within the School District of Palm Beach County, grade placement and credits will be determined by the school administrator(s) according to district policies (district policy 8.14). The student’s curriculum, portfolio, official transcripts (e.g., accredited correspondence programs), and annual evaluations may be reviewed at the school prior to placement or credit decisions. If your child is currently enrolled in a public or private school, please complete the withdrawal process prior to enrolling in Home Education. In order to begin this process, contact the school your child attends. The School District of Palm Beach County does not provide a diploma, books, curricula, or materials for home education students. Off-Adoption Textbooks (books no longer used in our district schools) may be available to the public by contacting your local school. The FCAT is one of 5 options of the Annual Evaluation for home education students. Students with a prior pattern of public school nonattendance may be subject to monthly portfolio reviews in accordance with Florida law (section 1003.26, Florida Statutes). and Voluntary Pre Kindergarten

VOLUNTARY PRE KINDERGARTEN Voluntary Prekindergarten Education Program (VPK) is a FREE educational program created to prepare every four-year-old in Florida for kindergarten and build the foundation for his or her educational success. The VPK program offers each child an opportunity to perform better in school and throughout life by offering quality programs that include developmentally appropriate curricula with a focus on early literacy skills, accountability, manageable class sizes, and increased teacher credentials. All eligible four-yearolds can participate in a VPK program option. VPK’s vision is that Florida’s children are eager to learn and ready to succeed when they enter kindergarten. VPK’s Mission is to ensure that all children are intellectually, emotionally, physically, and socially ready to enter school and ready to learn, fully recognizing the crucial role of parents as their child’s first teacher. The School District of Palm Beach County (District) participates in the Florida Voluntary Prekindergarten (VPK) Education program by offering both school year and summer programs at select elementary schools. Students may participate in either a school-

year 540-hour free VPK program or a summer 300-hour free VPK program, but not both. Summer VPK is typically offered over a 40-day period during the summer from 8:00 a.m. until 4:00 p.m. Children are eligible if they are 4-years-old and did not use a VPK Certificate during the school year. Specialized Instructional Services (SIS) program is available to children with disabilities who have current individual educational plans (IEP) and is delivered by specialized providers determined by the Department of Education. This program type is tailored to address the identified needs on a child’s IEP developed by the local school board. The VPK/Parent Fee Enrichment Program is offered in a limited number of schools. SELECTING THE RIGHT CHILD CARE FACILITY Remember that you are your child’s first teacher so when deciding which childcare facility is right for you? It is important that you focus on the individual needs of your particular family. Before you begin researching your options, consider the following: Budget: How much money do you have budgeted for your childcare needs? Hours and location: What childcare facilities are close to your home or work? Do they operate during the hours you need care? General Questions: What ages does the facility accept and what specific services do you need? 2 4

Some centers will accept non-potty trained children, sick care and transportation services for school-aged children, while others will not. Make sure a facility can meet all of your needs. Is religious affiliation or instruction important to you? What type of accreditation, licensing and ongoing professional development training does a center and its caregivers provide? What are the typical caregiver-to-child ratios? What is turnover like? Caregivers who come and go make it hard on your child. Getting used to new caregivers takes time and energy that could be spent on learning new things.
