n behalf of the School Board of Palm Beach County it is my pleasure to welcome you to our community and to our schools. The Palm Beach County School District is committed to providing every student a worldclass education. Palm Beach County has earned an “A” rating from the Florida Department of Education for seven consecutive years, the only urban school district in the state to earn that honor. We are getting better each year as our graduation rate climbs, the achievement gap narrows, and more kids matriculate to college. Palm Beach County offers a wide variety of public school choice at both traditional and charter schools. We have numerous magnet programs, career academies, and top-notch neighborhood schools, some consistently ranked among the best in the country (Suncoast is #9 and Dreyfoos School of the Arts is #40 in the most recent Newsweek ranking). Whether your child has special gifts, special needs or special interests, we know he/she is special and we have a special place for him/her. Education, from early childhood and K-12, through graduate school, is a vital part of the community’s future. More and more schools offer International Baccalaureate (IB) diplomas, dual enrollment with Palm Beach State College, and all high schools have numerous Advanced Placement (AP) courses. As a Palm Beach County native, a graduate of our public schools, and a parent of two public school children, I am committed to ensuring that our school system grows ever stronger. Palm Beach County School Facts & Figures There are 187 public schools in Palm Beach County including one (1) new school: Everglades Elementary. In addition, a list of schools that have been modernized/replaced can be viewed by visiting www.palmbeachschools.org/Community/—click on the “School Information” tab then “School Projects.” Palm Beach County is the 5th largest school district in Florida and the 11th largest in the continental US with 171,692 students (K-12, Alternative & Charter Schools) during the 2010-11 school year. Palm Beach County schools grade’s are among the highest in the state with 102 schools earning A’s, 27 schools earning B’s, and 27 schools earning C’s (excluding Alternative & Charter Schools). The School District of Palm Beach County has earned an “A” rating from the Florida Department of Education for the seventh consecutive year based on student performance on the FCAT. The District has thirty-two (32) Charter schools as of July 1, 2010. The Home Education Office registered and ensured statutory compliance for 4,600 students in FY10. Our program continues to lead the state in size and students qualifying for Bright Futures scholarships. 4

There are 171 Choice Programs which include magnets, career academies and choice schools and programs in 70 elementary, middle and high schools throughout the county. Over 33,000 students participate yearly. Community volunteers (37,036) provided academic assistance to students through the Volunteers in Public Schools (VIPS) program. There are 924 business partners offering resources to increase academic achievement. The Department of Exceptional Student Education (ESE) assists the schools by providing a free and appropriate public education for all students with disabilities, ages 3-21. There are 34,031 students in all ESE programs. This includes 7,896 students in the Gifted program. Many of these ESE students are mainstreamed into regular classes. The District has built 85 new schools in the past 11 years, winning national design and construction awards. One (1) new school is opening this year. Our district has 50,083 computers (5 years or newer) available to teachers and students arranged in a combination of networked

computer labs, distributed workstations and standalone computers. There are twenty-six (26) Adult & Community Education school sites, including one full-time Adult Education Center and one Virtual Education program. During the 2009-10 school year, 25,000+ community members participated in Community Education programs. Adult Education served 9,630 students, English for Speakers of Other Languages served 16,328 students, Credit Recovery served 3,595 students, and 1,585 residents earned GED diplomas. Approximately 18,500 (excludes new KG or 12th graders who have graduated) students are in English for Speakers of Other Languages classes. Languages spoken, 150; different countries and territories of birth, 196. Classes are also held for adults. After School Enrichment Programs are provided for 16,500 students in 97 of our schools, 3,500 students in 36 middle schools. Summer Camps are provided in over 40 of our schools during the summer months. Thirty-three (33) teachers earned National Board Certification during the 2009-2010 school year, bringing the District’s total number of nationally certified teachers to 737.

Atlantic Community High, Boca Raton Community High, Dreyfoos School of the Arts, Dwyer High, Olympic Heights High, Palm Beach Gardens High, Park Vista High, Spanish River High, Suncoast Community High, Wellington Community High and West Boca Raton High are celebrating their distinction of being among the top in the nation. Child Care & VPK Selecting The Right Child Care Facility Which childcare facility is right for you? It really depends upon the individual needs of your particular family. Before you begin researching your options, consider the following: Budget: How much money do you have budgeted for your childcare needs? Hours and location: What childcare facilities are close to your home or work? Do they operate during the hours you need care? What ages does the facility accept? What specific services do you need? Some centers will accept non-potty trained children, sick care and transportation services for school-aged children, while others will not. Make sure a facility can meet all of your needs. Is religious affiliation or instruction important to you? What type of accreditation, licensing and ongoing professional development training does a center and its caregivers provide? What are the typical caregiver-to-child ratios? What is turnover like? Caregivers who come and go make it hard on your child. Getting used to new caregivers takes time and energy that could be spent on learning new things.

Voluntary Pre Kindergarten Voluntary Prekindergarten Education Program (VPK) is a FREE educational program created to prepare every four-yearold in Florida for kindergarten and build the foundation for his or her educational success. The VPK program offers each child an opportunity to perform better in school and throughout life by offering quality programs that include developmentally appropriate curricula with a focus on early literacy skills, accountability, manageable class sizes, and increased teacher credentials. All eligible fouryear-olds can participate in a VPK program option. VPK’s vision is that Florida’s children are eager to learn and ready to succeed when

they enter kindergarten. VPK’s Mission is to ensure that all children are intellectually, emotionally, physically, and socially ready to enter school and ready to learn, fully recognizing the crucial role of parents as their child’s first teacher. The School District of Palm Beach County (District) participates in the Florida Voluntary Prekindergarten (VPK) Education program by offering both school year and summer programs at select elementary schools. Students may participate in either a school-year 540-hour free VPK program or a summer 300-hour free VPK program, but not both. Summer VPK is typically offered over a 40-day period during the summer from 8:00 a.m. until 4:00 p.m. Children are eligible if they are 4-years-old and did not use a VPK Certificate during the school year. VPK school locations and registration start dates will be announced in January 2011. All students requesting services will be given a space; however, seats will be limited at specific school sites. Specific school sites are subject to change based on student demand. Evidence of Physical Examination Students, grade K-12 entering a Florida school for the first time, must present evidence of a medical examination performed within twelve months prior to their initial enrollment. Parents must provide a written notification of any health/medical problem that requires staff awareness and/or supervision for their child. Medical Treatment Form should be completed, if needed Evidence of Immunization Florida Certificate of Immunization (Form DH 680). Permanent medical exemption (if immunization is contraindicated for one or all). IMMUNIZATIONS All new students seeking entrance into a public school in Palm Beach County are required by Florida Statute 1003.22 and School Board Policy to present, at the time of entry, valid documentation of the Florida Certification of Immunization (DH 680) that they have received the required immunizations against the communicable diseases as identified by the Department of Health. The DH 680 form can be obtained from your health care provider. The student’s complete name, date of birth, and the name of the student’s parent/guardian. All vaccine dates with the month/day/year. Name of the physician or clinic; physician or clinic address; signature (or signature stamp) of the physician, nurse or the physician’s authorized designee; or the County Health Department stamp, nurse’s signature, and the date the form was signed and issued. Electronic signatures from FL SHOTS are valid. The Florida Certification of Immunization – (DH 680) – includes sections for temporary and permanent medical exemptions. Temporary Medical Exemptions must have an expiration date. Permanent Medical Exemptions must specify which vaccine the student is exempted from and the valid clinical reason for exemption. Permanent Medical Exemptions must be signed by a physician (M.D. or D.O.). Copies of Florida Certification of Immunization (DH 680) can be accepted. If a hardship exists for parents transferring students, according to statute, it is permissible to allow 30 school days for the transfer of records. The Certificate of Religious Exemption, (DH 681), is available only through the Palm Beach County Health Department. It is not available from private physicians. Only an original DH 681 will be accepted at school sites. Note: Homeless students without immunization and physical exam documentation must be enrolled and receive a 30 day exemption. Follow-up with these

PHYSICAL EXAMINATION REQUIREMENTS All new students seeking entrance into a public school in Palm Beach County are required by Florida Statute 1003.22 and School Board Policy to present, at the time of entry, valid documentation that they have received a health examination performed within one year prior to the first date of entry. Out-of-state physical exams for school entrance are permitted if they list all of the components included on the State of Florida School Health Entry Exam Form (DH 3040). A copy or facsimile of a completed and appropriately signed DH 3040 Form is acceptable. However, every effort should be made to have the original documents on file at the school. Physical examinations, which have been performed on or after January 1, 2003, must be presented on the new DH 3040 form (6/02 version). Physical examinations are required for Palm Beach County students entering grades Pre-K, Kindergarten and 7th and must be presented on the DH 3040 form. Physical examinations are required for all out of state and/or out of country transfer students regardless of grade, when they are first entering Palm Beach County Schools. Physicals performed in another state are acceptable if they include all components covered on the DH 3040 form. Out of state physical exams must be identified with the student’s full name, documented “head to toe” assessment, and provider’s signature and stamp. The parents/guardians must also complete and sign page one of the DH 3040 form. Out of state physicians are able to complete the DH 3040 Form and may receive a copy of the Form by contacting Maureen Schour, Palm Beach County Health Department, at 561-671-4168. Transfer students from within the State of Florida should present records that reflect physical examinations having been performed for at least grades Kindergarten and 7th. The Florida Comprehensive Assessment Test (FCAT) The Florida Comprehensive Assessment Test, or the FCAT, is the standardized test used in the primary and secondary public schools of Florida. First administered statewide in 1998, it replaced the State Student Assessment Test (SSAT) and the High School Competency Test (HSCT). The FCAT (Florida Comprehensive Assessment Test) is administered in the Spring of each year to all public school students in grades three through eleven. Students in grades three through ten are required to take the reading and math portion every year.[1] Private and parochial school students are not required to take the FCAT; most of these schools administer another standardized test instead, such as the Stanford Achievement Test, which is similar to the FCAT NRT, formerly taken by public school students. FCAT Science is administered annually to public school students in the fifth, eighth, and eleventh grades. In the fourth, eighth, and tenth grades, public school students take the FCAT Writes exam (formerly called “Florida Writes!” and “FCAT Writing+”); unlike the other tests, the FCAT Writes exam is administered in early February to allow adequate time for scoring before the end of the school year. Students’ results from the FCAT are compiled to generate a grade for each public school under Florida’s A+ Plan. Under this plan, public schools receive a grade from A to F, depending on student performance and the degree to which the bottom 25% of the school has improved compared to its past performances. The higher a public school scores, the more funding it receives.

Charter Schools

he School District of Palm Beach County is the sponsor of 32 charter schools. The Charter Department provides academic, financial, operational and technical assistance to these charter schools.

What is a Charter School? Charter schools are public schools that are a part of Florida’s program of public education. The School Board of Palm Beach County is the sponsor of the charter schools located in Palm Beach County, Florida.

What are the charter schools’ statutory guiding principles, purposes, and requirements? Charter schools’ guiding principles include the following: 1. Meet high standards of student achievement while providing parents flexibility to choose among diverse educational opportunities within the state’s public school system. 2. Promote enhanced academic success and financial efficiency by aligning responsibility with accountability. 3. Provide parents with sufficient information on whether their child is reading at grade

level and whether the child gains at least a year’s worth of learning for every year spent in the charter school. The charter schools’ mandatory and optional purposes are stated in Florida Statute 1002.33 subsection (2). In addition, charter schools must fulfill all of the requirements set forth in Florida Statute 1002.33 Charter Schools subsection (9).

Who is eligible to go to a Charter School? A charter school in Palm Beach County, Florida shall be open to any student covered in an interdistrict agreement or residing in the School District of Palm Beach County, Florida. However, in the case of a charter lab school, the charter lab school shall be open to any student eligible to attend the lab school as provided in Florida Statute 1002.32 or who resides in the school district in which the charter lab school is located.

Continuing Education Adult & Community Education Palm Beach County’s Adult and Community Education classes provide opportunities for improving skills used at home, at school, at work and in the community. Classes are broken down into two groups. Adult Education, which includes Adult High School/Credit Lab, ESOL, Family Literacy, and GED, offers classes at no cost. These are academic classes designed to help adults learn English, earn a GED, go to college, or gain the knowledge and skills necessary to advance to a meaningful career. Community Education offers elective classes in a variety of areas and interests, including art, cooking, computers, crafts, dance, fitness, foreign languages, music, sports and many more. Classes vary in

length, with many classes lasting 4-8 weeks. Students are asked to pay a fee for Community Education classes to cover the cost of instruction and materials. Both kinds of classes are offered in 25 Community Schools conveniently located throughout Palm Beach County. These schools offer a variety of educational services for students of all ages and stages of life. Contact your local community school for specific information regarding registration and classes.

ome schooling offers parents the flexibility to choose the best educational method for their children. The spectrum of home schooling models runs from unschooling, also called self-learning or child-led learning, to a structured “school at home” type of environment. In addition, there are many schools of thought, fostered by educators such as Raymond and Dorothy Moore, John Holt, Maria Montessori, Charlotte Mason, and many others. Explore the different methods and styles of home schooling. You’ll be inspired, intrigued, and equipped with the tools to make the best educational choices for your own family. To be home schooled in Palm Beach County parents need to adhere the following guidelines: A student must be of school age to be enrolled in Home Education as specified in section 1003.21, Florida Statutes (F.S.). The law requires the custodial parent(s)/guardian(s) of home education students to: Submit a Notice of Intent (click for optional form) to establish a home education program (section 1002.41 (1) (a), F.S.) Maintain a portfolio containing work samples, reading list (title, author) and a log of 10

educational activities Provide an Annual Evaluation (click for optional form); see Statutes and Frequently Asked Questions and Answers) Submit the evaluation results to the Home Education Office annually, no later than your anniversary date Preserve each student’s portfolio for two years and make it available for inspection by the Superintendent’s designee, with a 15-day written notice (section 1002.41 (2), F.S.) Submit a Notice of Termination to conclude the home education program (section 1002.41 (1) (a), F.S.) Support groups provide assistance regarding curriculum, instruction, educational activities, annual evaluators, and other educational needs. To receive a list of support groups, call the Home Education Office at 561-434-8052. Home Education students may access instruction, if eligible, at their zoned school if

the class is related to an extracurricular activity (section 1006.15, F.S.) the student participates in and/or relates to the student’s Individual Education Plan (IEP) for Exceptional Student Education (ESE). In order to begin this process, contact your zoned public school. If a home education student enrolls in a public school within the School District of Palm Beach County, grade placement and credits will be determined by the school administrator(s) according to district policies. The student’s curriculum, portfolio, official transcripts, and annual evaluations may be reviewed at the school prior to placement or credit decisions. The School District of Palm Beach County does not provide books, curricula, or materials for home education students. OffAdoption Textbooks may be available to the public by contacting your local school. The FCAT is one of 5 options of the Annual Evaluation for home education students. Call (561) 434-8052 between January 1 and February 15 if you wish to preregister your child (grades 3-11) for the FCAT.

Private Schools T

ypically, private schools are owned, operated and governed independently of any government. Religious bodies or independent boards of trustees can operate private schools. Private schools also receive funding primarily from nonpublic sources, including tuition payments and often other private sources, such as foundations, religious bodies, alumni or other private donors. In contrast, state and local education agencies (districts) and publicly elected or appointed school boards govern public schools. At some schools, parent/teacher organizations or similar groups also play a role. Choice is another defining characteristic of private schools: families choose private education, and private schools may choose which students to accept. Financial Aid/Scholarships

inancial aid is more than just student loans. There are grants available from Federal, State of Florida and College sources. Aid is available to full-time or part-time students in all of our two-year programs and most shorter term vocational courses.

Federal Student Aid Federal Student Aid, an office of the U.S. Department of Education, ensures that all eligible individuals can benefit from federally funded financial assistance for education beyond high school. They consistently champion the promise of postsecondary education to all Americans —and its value to our society. Federal Student Aid plays a central and essential role in supporting postsecondary education by providing money for college to eligible students and families. Partnering with postsecondary schools, financial institutions and others to deliver services that help students and families who are paying for college. 16

Today, Federal Student Aid performs a range of critical functions that include, among others: Educating students and families on the process of obtaining aid; Processing millions of student financial aid applications each year; Disbursing billions of dollars in aid funds to students through schools; Enforcing financial aid rules and regulations; Servicing millions of student loan accounts, and securing repayment from borrowers who have defaulted on their loans; and Operating information technology systems and tools that manage billions in student aid dollars. The federal student aid programs are authorized under Title IV of the Higher Education Act (HEA) of 1965, as amended. They include federal grants, loans and work-study programs. Florida Bright Futures Scholarship Program The Bright Futures program allows Florida high school seniors with “academic merit” to earn a scholarship ment to any public college/University in the state. This scholarship does not apply if the student chooses to attend college outside the state of Florida. Many private colleges in Florida offer Bright Futures recipients fully-paid tuition. A certain SAT score or ACT score and high school GPA is required to earn a Bright Futures scholarship. The scholarship only applies to undergraduate coursework (unless some graduate level classes are required for a bachelor’s degree). Summer semesters are currently not eligible for bright futures funding, even though most Florida Public Universities require at least six credits to be earned through summer study. This requirement can generally be satisfied by Advanced Placement or CLEP examination.

hen FPL needed to hire workers for its new power plant in western Palm Beach County, Workforce Alliance organized successful job fairs in its Belle Glade center. “We are investing in training to develop and expand the skilled workforce in Palm Beach County,” said Kathryn Schmidt, president and CEO of Workforce Alliance, the non-profit organization that manages job-training programs throughout Palm Beach County. The demand-driven model from Workforce Alliance is aimed at satisfying the needs of both current and prospective employers, particularly those in the life sciences, aerospace, aviation and engineering, financial services, hospitality and other service industries, added Schmidt. In the past year, Workforce Alliance has helped employers find the right people for hospital programs, construction projects, pre-school centers and a host of service industries. Last summer, Workforce Alliance provided job training to 1,010 young adults, putting hundreds of them to work. “That provided a direct economic stimulus of more than $3 million,” said Rick Hemming, project director. Workforce Alliance also provides training for employed workers, helping to upgrade their skills. “Today, employers need workers who can do multiple tasks,” said Steve Craig, executive vice president. “By increasing employee skill sets, businesses can remain competitive in their markets.”

As a partner with the Business Development Board, Workforce Alliance also provides recruiting and screening services for relocating and expanding companies. “More and more businesses are contacting us for assistance,” said Schmidt, “reflecting an increasing awareness of our services.” Many workforce training programs are provided in conjunction with area colleges and universities. For instance, Palm Beach State College (formerly Palm Beach Community College) offers training programs in the life sciences in its new 91,000-squarefoot BioScience Technology Complex. “Palm Beach State College is committed to helping businesses grow and succeed through education and training,” said Dennis Gallon, Ph.D., president. That commitment to workforce education extends throughout the Palm Beach County School District as well. Last year, more than 30,000 students took

advantage of the district’s Magnet and Choice programs, and Career Academies, which benefit from ongoing partnerships with the business community. In addition, U.S. News & World Report recognized three

magnet schools in its “Best High Schools 2009” ranking: Alexander W. Dreyfoos Jr. School of the Arts, West Palm Beach; Atlantic High School, Delray Beach and Suncoast Community High School, Riviera Beach.
