Reminder: Keep Storm Drains Clear If you have a storm drain in front of or beside your home, please make sure to keep it clear of leaves and debris to keep our street drainage flowing. Flooding has occurred in the past due to clogged drains. CHAPEL GLEN, INC. - MINUTES - Oct 6, 2015 ANNUAL HOMEOWNERS MEETING (Church of the Nazarene) I. Meeting called to Order by Chuck Carufel, Pres; Members present: Jeff Loop, Trent Hinshaw, Jason Eldridge, Bryan Hayward, and Pat Fox II. Financial Report: 2015 operating costs are running within or under budget – 11 delinquent properties have been turned over to our lawyer for legal recourse - $26,354 in delinquent fees have been collected; The 2016 budget was presented, discussed, and approved by Homeowners with final approval coming from the Board III. Committee Reports Architecture: The role of the Architecture Committee was explained E-Chatter/Communication: Lynette Rowland will assume responsibility for the Chapel Chatter and CGHOA distribution list from Lisa Bigley – Lisa has done an excellent job moving us forward into the electronic age; There are approximately 250 residences represented on CGHOA and a similar number utilizing Next Door Neighbor – an additional 55 residences receive the Chapel Chatter by mail Clubhouse: The clubhouse is averaging 6 paid and 6 complimentary uses pre month; Deck and concrete facings in need of repair are being researched for quotes and are part of the new strategic plan; The clubhouse remains in good operating condition through normal maintenance and special repairs when required Greenbelt: Over 300 of the dead ash trees have been removed thanks to a logger who has given us a better than market price - some of the stumps will be removed – much cleanup work, grading, and reseeding remains; Clearing of brush piles and invasive plants remains an ongoing effort through formal and informal work sessions and our year old chipper has been a great asset for this effort Lake: The lake remains in good condition while the depth of the lake continues to be a long term concern Pool: Our Pool season was very successful and the key people working with the Pool were recognized by name; The pump was replaced prior to the pool opening and a new landline was installed to meet regulations; Improvements have been made to the pool house bathroom, deck, and diving well; New signs will be posted for liability purposes; We will not be using a pool cover this year; Voting on the new assessment and strategic plan are critical for keeping our pool opened and well maintained and repaired Security & Crime Watch: The purpose of our monthly Crime Watch meetings was reviewed; A review of our paid patrol procedures was explained to Homeowners IV. Old Business: Pat Fox has helped Chapel Glen receive a new tree grant from Keep Indianapolis Beautiful – trees to be planted in Oct of 2016; The new Directory is still in process - please communicate updates to Mike and Kathy Dryer V. New Business: The Long-Term (strategic) Plan and Special Assessment as developed by a group of Home owners was discussed and explained - all questions were answered - due to the recent agreement with the tree removal company - the plan will be revised but the need for an assessment remains; The New Assess ment passed 244 Yes vote and 21 No votes VI. Special Note: The Board wants to thank the Homeowners who participated in constructing the Strategic Plan and canvassing the neighborhood and also everyone who voted - we are confident the new assessment will allow Chapel Glen to move forward as a premier neighborhood and protect the equity in our homes 3
Want To Plant a Tree? By: Robert Eddleman Now that most of the ugly and Hazardous dead Ash trees have been removed several homeowners might want to plant a replacement to honor a friend or neighbor. HOA president Chuck Carufel has asked some of us and the Greenbelt Long Range Planning Committee to develop a tree planting plan. The plan will include desirable species to plant and distance to plant away from sidewalks to avoid the age old problem of root upheaval of the concrete walk are two considerations. This plan will be ready by spring. It will also include species not to plant like the invasive Bradford Pear, Sawtooth Oak and Autumn Olive. Buying a tree to honor someone or as a memorial is not all that expensive. The Marion County Soil and Water Conservation District has an annual tree sale. Most come in 3 gallon pots and sell for $25.00 each. These trees are usually about ½ inch diameter and 3 to 5 feet tall. Many of those that were planted in the Greenbelt in 2003 to 2005 were of that size and now are up to 25 feet tall and 4 inches in diameter so they grow fairly fast. To give you a better idea the large Bur Oak in front Chapel Glen School was planted by Rafael Porto as his 4-H Forestry project in 2004. It was in a 5 gallon container and slightly larger at planting. Larger trees (1 ½ to 2 inch diameter and ten feet tall like the ones we will get from Keep Indianapolis Beautiful) generally cost about $75.00 to $125.00. The soil in the Greenbelt is excellent for almost all native Indiana deciduous (those that lose their leaves in the fall) trees. Some of the more common ones I recommend are the Oaks, Maples and Hickories. Other large trees I like are Black Walnut, Northern Pecan, Kentucky Coffee Tree, American Beech, Black Gum and Tuliptree. Small trees for our area include Red Bud, Blue Beech, Flowering Dogwood, Kousa Dogwood and Yellowwood. Some species that are not now found in the Greenbelt but that are very desirable are Sassafras, Persimmon, Service Berry and American Chestnut. If you are interested in planting a memorial tree within the greenbelt stay tuned for additional information in the early spring of 2016.
