Hate crimes, judicial reform, education among top 2024 issues South Carolina legislators have hate crimes, education and judicial reform on their minds as they prepare to head into the 2024 session after a year marked by some bipartisan agreement and a lot of polarization.
— and how this might make room for lawsuits against religious organizations. He told the Charleston City Paper that though he supports harsh penalties for violent crime, he questions why some groups, such as the LGBTQ community or anyone harmed by institutional racism — should “get more protection from the law.”
Hate crimes on tap — again

Lawmakers again will try to pass a hate crimes bill in South Carolina, the only state other than Wyoming without the law. While the S.C. House passed the bill last year, it’s on the docket in the state Senate and is expected to get scrutiny in 2024. House Bill 3014 calls for “an enhanced penalty of certain violent crimes when the offender intentionally selects a victim due to the offender’s belief or perception regarding the victim’s race, color, religion, sex, gender, national origin, sexual orientation, or physical or mental disability.” S.C. Rep. Wendell Gilliard, D-Charleston, who has been a staunch advocate for the bill, earlier this year praised bipartisan collaboration among House representatives. “This is a great way not only to honor the nine lives that we lost on June 17, 2015, but to all victims that have fallen because of a hate crime.” S.C. Rep. Jordan Pace, R-Berkeley, said he didn’t think the bill would pass the Senate. He added that he personally voted against the bill because he disagreed with its listing of sex and gender as “separate”
Some lawmakers emphasized the need to support public schools — in particular, by increasing pay for teachers and school personnel such as cafeteria staff. Rep. Chandra Dillard, D-Greenville, said the state must “continue to support public education, specifically the recruitment and retention of teachers.” State Sen. Larry Grooms, R-Berkeley, said a priority of his will be a bill currently sitting in the House. It’s called a “Parental Bill of Rights,” and it would require school officials to tell parents if their student has switched pronouns or is using a different bathroom. Moreover, it would necessitate parental permission for gender-affirming care for minors. In South Carolina, conservatives are also using “parental rights” to censor education materials: A Berkeley County chapter of Moms for Liberty made headlines this year after releasing a proposal to ban 93 books. Rep. J.A. Moore, D-Berkeley, however, said education improvements would not occur as a result of policies targeting a “culturally diverse education.”
A new way to pick judges?
Lawmakers from both parties said judicial reform is a top issue in 2024 — and a bill has already been prefiled to enact various measures. It would, among other things, ensure that two members of the Judicial Merit Selection Committee must be appointed by the South Carolina Bar and that a judicial candidate can’t withdraw their name after the committee has started its investigation.
Abortion may take a back seat in 2024
Despite a six-week abortion ban being passed after a lot of time spent on the issue in 2023, S.C. Sen. Katrina Shealy, R-Lexington, who voted against the bill, and Pace, who voted for it, said they weren’t confident abortion would be a priority during the 2024 session. Pace, however, noted that “as long as babies are getting killed in the womb, it’s going to be a big deal to me.”
Other issues expected in 2024
Other issues expected to be discussed in 2024 include the following: Affordable housing. Dillard said lawmakers will “continue to work on tools that advance affordable housing in our cities and towns, like inclusionary zoning,” and Moore echoed that sentiment, speaking of the lack of affordable housing — in particular, in CONTINUED ON PAGE 7

January: 1st Congressional District illegally gerrymandered, judges rule A panel of three federal judges ruled in January that South Carolina legislators racially gerrymandered the district’s map in a constitutionally required remapping in 2021. “The movement of over 30,000 African Americans in a single county [Charleston County] from Congressional District No. 1 to Congressional District No. 6 created a stark racial gerrymander in Charleston County,” the judges wrote. The case is now before the U.S. Supreme Court.
February: Haley launches presidential campaign at packed Charleston rally
Kiawah Island resident Nikki Haley, a former S.C. governor and U.S. ambassador to the United Nations under President Donald Trump, announced her presidential campaign to try to beat her former boss in
the 2024 presidential race. In the months since, she’s become a real contender seen by many as a more reasonable conservative than frontrunner Trump.
March: Lots of shootings every day In a March cover story, the City Paper drilled into data about gun violence and learned that the county had an average of three gun-related incidents per day in just one month.
April: Fentanyl overdose deaths increasing at startling rate
Illicit fentanyl is taking lives at a startling rate in Charleston County, energizing local public health professionals to say raising awareness that the narcotic can be present in recreational drugs is key to protecting people from a tragic end. Data showed more than a 25% increase in statewide overdose deaths from 2020 to 2021 with Charleston County’s death rate being third highest in the state. In November, senior projects editor Herb Frazier wrote a sad, gripping story about how the scourge of fentanyl is ripping apart family lives.

Former S.C. Gov. Nikki Haley launched her presidential campaign in downtown Charleston in February
Hundreds of people peacefully gathered June 24 in two locations to celebrate the dedication of the International African American Museum, a 23-year dream come true for former Charleston Mayor Joseph P. Riley Jr., who spearheaded the project. “This museum that we open today is a gift to our country and a gift to each of us and

The opening of the International African American Museum drew hundreds of people to celebrate the culmination of 23 years of planning and work our future,” Riley said during the opening ceremony. As a tribute to the hard work over years to bring the museum to fruition, the City Paper published Journeys, a special 48-page tribute and the Lowcountry’s only major publication that welcomed the museum. In a commentary, the newspaper noted how the museum is a really big deal for Charleston: “We are at a historical tipping point. … Now is the perfect time for a museum dedicated to telling generations of stories stemming from the lives of enslaved Africans brutally brought to what became the United States.”

June: Charleston Advancement Academy to close
A state charter school district board in January revoked the charter of the troubled Charleston Advancement Academy, a public charter school. In June, the school announced it would permanently close its doors. But that didn’t happen until the end of September when a judge ordered it to close.

September: School board dysfunction, secrecy blasted
Dysfunction among nine elected members of the Charleston County School District Board of Trustees sucked a lot of air out of the area’s news space throughout 2023 with stories about curriculum controversies, the mismanaged hiring of a new superintendent and more. But when the superintendent was put on paid administrative leave in September, complaints about the board, powered by a slim majority backed by the right-wing Moms for Liberty group, skyrocketed. In packed meetings, advocates hollered about dysfunction, secrecy and illegal executive sessions. After the new superintendent left in October and a new board chair was elected, things settled down, but the cauldron is still simmering.
September: ‘Forever chemicals’ in Charleston above proposed drinking water standards
News 12.29.2023
Reporter Lily Levin reported in September how local drinking water supplies included small amounts of so-called “forever chemicals.” Officials said, however, the water was safe to drink. In October, she reported about high levels of the chemicals in area fish. And in November, she talked with residents about their view of the impact of the chemicals.

November: Cogswell wins nail-biter of runoff to become new Charleston mayor
Former GOP state Rep. William Cogswell got 566 votes more in a tight runoff election of 27,350 votes to wrest the city leadership from two-term incumbent John Tecklenburg. Cogswell promised a new direction for the city. Tecklenburg said November: he continued to be as Burgess runs optimistic about the away with North city as he ever had. Charleston In other Charleston mayor’s race elections, voters Cogswell Former North reelected city council Charleston Police Chief members Keith Waring, Karl Brady, Boyd Reggie Burgess swept Gregg and Ross Appel, the last two of a crowded 10-way field which were unopposed. Newly elected in the city’s mayoral Burgess council members were Jim McBride of election, securing 59% Johns Island and William Tinkler of of votes. He will become the first new mayor West Ashley.
Toilet roll pole graces Charleston’s skyline. In this August story that became a talk of the town, the City Paper highlighted Charleston’s newest eyesore — a 113-foot 5G wireless communications tower that looks like three rolls of toilet paper atop a pole. It slithered into existence without anyone being able to do much about it, thanks to the Federal Communications Commission. ‘Spy’ balloon shuts down Charleston flights for 1.5 hours. As if the sensational double murder trial of Alex Murdaugh wasn’t enough to put South Carolina on the world’s radar of being a home to odd news. Then came the Chinese spy balloon shot down Feb. 4 off the S.C. coast after federal officials shut down air traffic in and out of Charleston and Myrtle Beach. Watch out for the school phone police. This September story by reporter Lily Levin highlighted how some schools are using a magnetized pouch called a Yondr bag to hold phones and block signals during school hours. School officials say Yondr improves instructional time by keeping students off devices. But guess who doesn’t like Yondr bags. Up or down for the Coburg Cow? The City Paper reached deep into its list of sources so you could meet The Caretaker, the guy who makes the decision on whether West Ashley’s famed Coburg Cow on Savannah Highway stays up during storms or comes down to protect it.

Goose Creek and North Charleston. Drug-induced homicide. One bill currently in the House Judiciary Committee proposes a penalty for “drug-based homicide,” which would allow the state to consider a homicide charge for people who, knowingly or not, supply fentanyl or a schedule one substance used in an overdose. Though the bill passed the Senate nearly unanimously, public health and harm reduction advocates have noted that it does not decrease overdose deaths and is an “inhumane” method of confronting the opioid epidemic. Mental health. Rep. Spencer Wetmore, D-Charleston, explained that mental health for children would be an important personal priority: “Our teachers want to teach, which means we must fund more support and services for students who need them.” She said the state could accomplish this task through grant funding from accredited nonprofits, which would keep costs conservative and reasonable. Dillard also expressed the need for the state to solicit more 988 suicide and crisis lifeline funding from the federal government. Constitutional carry. Grooms said in the new year, he’ll work toward striking the permit requirement to carry a weapon on public premises. Current law mandates a permit based on the owner’s age, training and background check status. According to Grooms, removal of this requirement to enact what’s known as constitutional carry would “restrict governmental interference on an individual’s right to self-defense.” Economic development. Sen. Sean Bennett, R-Dorchester, told the City Paper that one of his priorities would be to “continue to improve workforce development with a focus on increasing the labor participation rate. … While enjoying a very low unemployment rate, more and more citizens are either choosing not to enter the workforce or are unable.” Infrastructure. Given the amount of growth that South Carolina — and in particular, the Lowcountry — is experiencing, Charleston-area legislators also say they are looking to invest more in funding roads and projects to confront increased flooding. Medical marijuana. According to Shealy, medical marijuana will be a top priority of the session, but Pace said it depends on whether Sen. Tom Davis, R-Beaufort, who has been the main champion of the legislation, continues to push it. Pace noted that it was a “pretty conservative bill” with a variety of stipulations he felt were reasonable. Artificial intelligence (AI). Moore said AI will take the driver’s seat of his agenda, especially because it doesn’t seem to be a top priority for his coworkers. He expressed the importance of monitoring AI given its rapid, unprecedented acceleration, noting his perspective as a board member of a tech nonprofit. “We need a better understanding of where artificial intelligence is going.”

t won’t be long before Charleston and North Charleston, two of the three largest cities in South Carolina, have new leaders. So now as 2023 winds down, we should send a big, hearty thanks to two elected officials who have led these communities — John Tecklenburg for eight years in Charleston and Keith Summey for 29 years in North Charleston. Without their leadership, both cities would not be what they’ve become. Tecklenburg deserves a lot of credit for how he kick-started his tenure in 2016. He quickly brought people, organizations and money to provide emergency help to people facing homelessness. As he outlined last week in his first interview after he lost a runoff election, “What we’ve developed are Tecklenburg the resources to help people either when they’re homeless or at risk of becoming homeless to keep that time period as short as possible and to help people get to a better place.” Thousands have received aid — and a place to live. Tecklenburg also deserves credit for pushing the city to deal with challenges from rising waters by finding funding and pushing infrastructure drainage projects all over. Under his tenure, the city also built parks and passed a $70 million

referendum to pay for more of them. To top it off, the city is finally under contract to realize a dream — a safe walk-bike bridge over the Ashley River. In North Charleston, Summey has been helping people for almost four times as long, guiding a city that has grown to more than 118,000 people and now leads the state in retail sales. During his tenure, the police and fire departments have become more professional and, like in Charleston, there have been big investments in parks and recreation. North Charleston also landed Boeing, opened Tanger Outlets, built Riverfront Park and finally has a plan for a downtown waterfront. “One of the greatest blessings that I have is when I ride around Park Circle, and I see a couple of hundred kids on Summey the playground — see them out there playing,” he said recently. “That has not happened in Park Circle in a long time. And so I think it’s a culmination of everything.” So thank you, John Tecklenburg and Keith Summey. And to our two incoming mayors — William Cogswell in Charleston and Reggie Burgess in North Charleston: Let their examples guide your service — and give them a call every now and then for some advice.
CHECKLIST of community objectives
We encourage community leaders to act on these audacious priorities: 1. Deal with the water. Build a strong resiliency plan to harden infra structure and make smart climate change decisions about develop ment, roads and quality of life. 2. Fix roads, traffic. Repair and improve roads and reduce traffic. Speed up alternatives, including more public transportation. 3. Be smarter about education. Inject new energy into the broken Charleston County school board by focusing on kids, not national mantras. 4. Conduct public business in public. Be transparent in public business. Stop the secrecy. 5. Invest in quality of life. Build more parks. Have more festivals. Invest in infrastructure that promotes a broad sense of community. 6. Engage in real racial conciliation. If we embark on more conversations and actions on racial reconciliation, our community will strengthen and grow. 7. Develop fewer hotels, more affordable housing. Make Charleston a more affordable place to live for everyone. 8. Develop Union Pier at scale. Let’s not put ship-sized buildings on the coveted Union Pier property downtown. Instead, make what comes appropriate. 9. Build and follow a 50-year plan. Plan for the county’s long-term future and follow the plan. 10. Pay people more. Pay a living wage. Push South Carolina lawmakers to set a real minimum wage.
OPINION
South Carolina juries may assign financial responsibility to compensate the injured only to those listed on the jury form. But what if all at-fault parties aren’t on it? The answer is: The legislature has said it doesn’t matter. The jury must account for 100% of fault, but only to those listed on the form, no matter their degree of fault. We disagree, and it’s costing all of you. We call on the legislature to close these doors of injustice, then re-open them to transparency, accountability and responsibility so the jury can properly perform its constitutionally mandated duty. Here’s how the injury lawsuit game is played. The first move in lawyers’ vehicle accident playbook is to find out how much insurance might be on the table and who’s got it. They calculate percentages of fault amongst all the parties. Then they strategically choose who to ignore, who to sue and who to settle-out, releasing them and shifting their fault to others. The end game is to single-out and shift fault to the “deepest pocket.” Once that judgment-stacking accumulates to 50% or more, that party can be held liable for the rest. This process is abusive and a burden, forcing too many out-of-pocket and insurance payouts by vulnerable defendants. To worsen the threat and add leverage, increasingly, commercial vehicle operators face skyrocketing demands over the fear that a crafty fee-driven trial lawyer can inflame a jury into awarding a nuclear verdict. Business trucking is mandated to carry high levels of Insurance coverage, insurance. Most carry more because servicing industrial and consumer demand via public highways is arguably pricing and risk the riskiest, but most essential of all economic endeavors. management Insurance exists to provide compensation when mistakes or failures occur. But it’s unsustainable have become too to expect the “supply chain” to shoulder the fault or misfortunes of others — worse, to provide jackpots for unpredictable. victims and windfalls for lawyers. Insurance coverage, pricing and risk management have become too unpredictable. The market is roiling with companies leaving or limiting coverage and pricing — in this uncertainty across all lines, consumer and commercial. With every movement, each link in a product or service’s supply chain adds this insidious additional compounding cost. This predicament was ruled into law by a progressive-minded 1991 state Supreme Court and lingers due to flawed 2005 “compromise” legislation. In 2017, a different set of justices split over the bill’s intent and technicalities, but seemed to imply the status quo isn’t necessarily good, fair public policy. This time they deferred to the legislature to clarify and close the defective process. Senate Bill 533, the “S.C. Justice Act,” would answer that challenge by bringing accountability to the public record so juries can dispatch justice without prejudice via a complete jury form listing all at-fault parties. Its sponsors include the Senate’s president, its majority leader, every committee chairman but one, and a brave no-nonsense, non-lawyer Democrat. A majority sponsors. However, entrenched interests threaten to filibuster. They would stifle the state’s legislative agenda to block this critical reform. Our modern, complex, interconnected economy needs attorneys. But the current system is wickedly unfair and perversely incentivizes the monetization of mistakes. Rick Todd is Inaction has provoked a crisis for some and a slow but intensifying burn president and for others simply due to the nature of their operations. Certainly, a vicious CEO of the confrontational cycle for all. No conservative can call this responsible. No S.C. Trucking liberal can call this justice. Association, Our Senate must resolve to cure this specific injustice immediately which is based upon convening in January by adopting fair-share doctrines like our sister in Columbia. states. This will help preserve South Carolinians’ names on the doors of businesses and vehicles, and level not only our courtrooms, but the competitive playing field. Then, they owe a study of the whole “system.” We have a new slogan: “Nothing Without Trucking.” And there is nothing our legislature can do in 2024 that will have a more positive impact on public trust and social inflation than to “Fix the Jury Form.”

Cold brew from Sightsee coffee shop (left) and Husk’s savory beignet (right) are just two of the food and drink items that stuck out to our staff and writers this year
Our best bites and sips of 2023 By City Paper Staff It’s hard not to have a good meal out in Charleston. From indulgent fine dining restaurants to delightful little coffee shops, the city spoils its residents with good food and drinks. We polled our staffers and writers for their best bites and sips of the year. Here’s what stood out:
Ruta Smith, photographer
Shrimp ceviche at Pink Cactus The shrimp ceviche on crispy tostadas at Pink Cactus is so good! Every bite is perfect and has a spicy kick to it. Bexley surfboard at Bexley Fish & Raw Bar Bexley in Summerville has a Bexley surfboard, which is a great choice for the price. It’s loaded with great little snacks. I love sitting at the bar, and the service, food and team there is superb.

Double cheeseburger from Tully’s Tully’s operates from the window on the side of the Music Farm, normally on the weekend, which is the perfect time for a late-night burger. A messy smash burger, hot fries and a cold beer is the perfect meal to end a work day or to start weekend shenanigans. Its location is the perfect spot for people watching, too: You’ll see hundreds of people enjoying the Charleston nightlife at nearby Music Farm, Share House across the street, Dudley’s up the road and even just the crowds of (intoxicated) humans strolling up and down King Street. Cold brew from Sightsee If Sightsee isn’t in your coffee shop rotation yet, you’re
missing out. The cold brew at the little house on Line Street is cold (of course) with chocolatey notes and a natural sweetness for a balanced brew. It’s the perfect cup to either enjoy slowly while reading a book out on the patio or to chug right before getting to work to start your day. Chocolate chip cookie from Welton’s Tiny Bakeshop There’s just something about a delicious chocolate cookie that fills you with childhood wonder, and the cookie from Welton’s never fails to do the job. Maybe it’s the soft, crumbly texture of the cookie, the richness of the chocolate or that hint of salt contrasted with the sugar. Who knew something as simple as a chocolate chip cookie can have so much complexity?

White chocolate mousse from Sorghum and Salt Sorghum and Salt has been the go-to spot in my family for birthdays, anniversaries and other big celebrations because of its incredible options for both plant-based eaters (like my sisters and I) and more traditional foodies (my parents). The vegan chef’s tasting menu is hands-down the best vegan meal in Charleston. Each dish showcases the diversity of texture, color and flavor that plants can offer. And as my fellow vegans know all too well, “would you like to see a dessert menu?” is a question I’ve learned to automatically say no to. But at Sorghum and Salt, a most divine dairyfree option exists — and it’s like nothing you’ve ever tasted. Lemony, white chocolate mousse melts in your mouth, contrasted with salty popcorn powder and pistachios. Plant-based or not, this celebratory dessert is an absolute must try. Pussy Galore from Faculty Lounge There’s a certain sexy speakeasy atmosphere at the low-key, Huger Street bar, Faculty Lounge. Outside its red door, you must ring the bell before you’re allowed to enter. You’ll find a menu of carefully crafted cocktails with just as carefully crafted names, and my favorite sip of 2023 is no exception. The “Pussy Galore” combines your choice of liquor (tequila

Writer and chef Amethyst Ganaway said the chicken suya from Bintü was the best thing she ate all year for me, please) with spicy chili pepper-infused celery juice. The drink is served in a coupe glass with three seductive and salty olives. I highly recommend you sip on one with a lover in the bar’s dim and romantic light.

Prophet Coffee’s coconut cold brew Before opening its brick-and-mortar shop on Spruill Avenue this fall, Prophet Coffee was serving up hot and cold coffee beverages from its sprinter van’s window in the parking lot next to Nippitaty Distillery. On a hot spring day, I sipped my first coconut cold brew from the spot and knew we were in for a long love affair. Just sweet enough, the cold brew hits all
King BBQ’s moo shu pork (paired with a Shimmy Shimmy Ya) While I’m bound and determined to try everything on King BBQ’s menu, it’s hard to order something other than the moo shu chopped smoked pork when it’s so damn good. As Eater editor Erin Perkins wrote about King BBQ earlier this year: “Restaurateurs Shuai and Corrie Wang have a way of taking a well-worn idea and introducing a fresh touch that, for some reason, no one else is doing, and creating a spark.” Touché. And while King BBQ features plenty of good eats, its cocktail list is also pretty spectacular. Bar manager Amy Kallicragas created a martini she actually wanted to drink and ended up with one I really want to drink, too. Made with vodka, nori brine, dry vermouth and pickled hot pepper, this take on a classic martini is served over crushed ice which hits a refreshing note after all that spice. Husk Bar’s beignet Husk Bar had me at “savory beignet,” and chef Ray England’s creation is the perfect bite (or two). Made with country ham and creamy cheese, the pocket of delight pairs best with, well, any of the bar’s creative cocktails.
Amethyst Ganaway, cuisine writer
Chicken suya from Bintü Atelier The chicken suya from Bintü Atelier was probably one of the best things I’ve had all year. There isn’t a single thing on the menu that I don’t try or haven’t had, but the suya really brings in many of the flavors of West Africa in a bite. The crunchy peanuts, the hints of smoke and spice and the tender meat equal perfection.
Gabriela Capestany, cuisine writer
Smoked curry at Chubby Fish My return to the city was marked by the consistency and deliciousness of this dish. Three years ago, this was without a doubt one of my favorite things to order at Chubby Fish, and after moving back to Charleston from Hawaii this year, I can say that it tastes exactly how I remember: complex, savory, fresh and unlike anything you can find at any other restaurant in Charleston. Pre- or post-movie cocktails at Bar George My partner and I love independent movie theaters, and most weekends you can find us at the Terrace Theater on James Island. Bar George has been our favorite spot to enjoy a drink and recap the film we just watched. Its menu has a great variety of tiki-ish cocktails (something I have greatly missed since moving from Hawaii) at truly reasonable prices for how much of a punch they pack. The Cuttin’ Tais is a great introduction to balanced, boozy tiki cocktails, but try to grab the seasonal Pumpkin Spice Painkiller before it’s rotated off the menu.

Charleston’s art scene changed for the better in 2023 By Chloe Hogan The landscape of our local art scene is growing and changing for the better: In 2023, Charleston arts organizations and individuals boldly created more opportunities for creatives to make and show work. Plus, we’ve heard from new voices, both on the stage and behind the curtain. This year saw the creation of new artistic offerings, plus the expansion and improvement of those that already work to make our town more beautiful. In 2023, the Charleston City Paper profiled established and emerging artists of all ages and reported on artistic organizations’ anniversary celebrations, new programs and foundational shakeups. To refresh your memory, we’ve rounded up some of our favorite moments and changes of Charleston’s art scene in 2023. Here’s to another year of artistic growth in the Holy City!

New visual art offerings

In March, the Charleston art community was invited to the unveiling of world-famous digital artist Beeple’s new massive studio space in a Daniel Island warehouse off Clements Ferry Road. Since then, Beeple has hosted events at the space, including an April party in collaboration with the Gibbes Museum. The party was part of the museum’s annual, week-long celebration of the visual arts, Art Charleston, which launched in 2022 and saw great success in 2023. Over the summer, the College of Charleston hosted its first studio art immersion program for high school and rising college students. Led by professor and multimedia artist Cristina Victor, the program exposes young students to studio art as a discipline and a way to immerse themselves in project-based learning. This year saw the continuation of another exciting program for young artists: the Lightning Residency at Redux Contemporary Art Center. Since its start in June 2022, selected emerging artists

artists, art-loving individuals are making their own pop-up gallery experiences: Marie Carldous hosts the itinerant Gap Gallery, while Tim McManus celebrates art openings at his King Street space, Hed Hi Studio. Plus, there’s the newly announced Changeling Gallery by curator Minna Heaton.
More comedy, theater, drag
Charleston comedians agree the comedy scene here tends to ebb and flow, but this year marked an undeniably exciting moment. Rip City, the Saturday Night Liveinspired sketch comedy show has made locals laugh at monthly performances hosted at various venues since its return to the stage in late 2022. And stand-up comedians, once frustrated by the lack of open mics around town, have curated their own events — now Charleston enjoys a bustling comedy scene. North Charleston-based comic Josh Bates is taking it a step further, opening brand-new comedy bar Wit’s End on Rivers Avenue early next year. Queer-led theater company The Void, a group defined by intimate shows tackling subversive material, wrapped up its first season in 2023. And the Charleston Gaillard Center celebrated the production of its debut in-house theatrical production Finding Freedom: The Story of Robert Smalls, directed by JaMeeka Holloway.

By Andy Brack The creativity and pleasure bubbling from local bands sent music lovers to clubs and performance halls in droves in 2023 to enjoy a post-pandemic year of tunes. At the top of the list of highlights was the 2023 City Paper Music Awards, which featured 17 talented winning performers and professionals ranging from Grayson Little (Male Singer-Songwriter of the Year) to Song of the Year winner Caryn Egan, who also won Female Singer-Songwriter of the Year. Keep in mind, too, these major Lowcountry music stories of 2023 in a musical trip down memory lane:

The band recorded the album during its April 2022 performance at the New Orleans Jazz & Heritage Festival. “It’s a testament to our live performances — we put out our all in all,” singer Quiana Parler told the Charleston City Paper. “We leave it on the stage. We never tried to recreate a moment that we’ve done previously.”

June: Charleston jazz played a big role nationally
In a special issue celebrating the opening of the International African American Museum, former staffer Chelsea Grinstead explored the importance of early Charleston musicians to America’s jazz scene. She wrote, “Charleston played a fundamental role in the formation of American jazz music, yet the story is not often told in the same breath as New Orleans, Chicago or New York. Holy City jazz musicians and industry professionals illustrate the importance of our city’s contribution to the genre throughout the 20th century.” Rūta Smith file photo
June: One-of-a-kind opera premieres in Charleston
Holy City Arts and Lyric Opera offered a Charleston’s Holy City Arts and Lyric performance of As One, which explores Opera brought the famous chamber opera a transgender woman’s identity As One to the Queen Street Playhouse. It

August: Edisto Island bass player honored for music contributions
South Carolina paid a long-overdue tribute to legendary bass player James Jamerson of Edisto Island by naming the intersection at S.C. Highway 174 and Steamboat Landing Road in his honor. Jamerson, an Edisto native who died in 1983, had a distinctive one-finger style of playing the bass guitar that powered the soulful low end for a string of familiar Motown hits. He played with the Funk Brothers, an ensemble of studio musicians whose uncredited rhythms made household names out of the Jackson 5, Marvin Gaye, the Four Tops, Stevie Wonder, CONTINUED ON PAGE 22

It wouldn’t be a year of art in Charleston without Spoleto Festival USA. In 2022, the festival welcomed its first new director in 35 years, Mena Mark Hanna. Ahead of the 2023 festival, he told the City Paper a main goal for his tenure is to develop new works and find new ways to engage even outside of the 17-day festival period. That goal is already coming to fruition: In 2024, Spoleto will offer a new full-length chamber opera, Ruinous Gods, which is co-produced and co-commissioned by Spoleto Festival USA. It will explore “how mass displacement triggers profound psychological trauma among its youngest sufferers.” Thank you for supporting the City Paper and our arts coverage this year. The recent collaborations with Kruuk point to a potential for expansion in their business, Crawford said. “We want to eventually expand and have more people work with us and for us. For large projects, we would love to find some artists we can really trust and that can help to alleviate some of the physical labor.” Another idea Crawford said she hopes to explore in the new year: a Charlestonbased mural festival. “We are trying to plan a mural festival in Charleston right now,” Crawford said. “It’s in the works. We’re talking to some people and looking for nonprofits to sponsor us. We want to bring more creative murals to the city. That’s really what it’s about. It’s in the very beginning stages right now; hopefully we can do it in 2024.”

Christine Crawford (left) and Allison Dunavant started their business, Girls Who Paint Murals, in 2022
Last Week's Solution
Christine Crawford and Allison Dunavant, known by their business name “Girls Who Paint Murals,” blend their unique artistic styles together to paint murals in Charleston and across the state. Dunavant brings expert skills in painting portraits and figures, while Crawford has a knack for lettering and graphic design. Dunavant and Crawford are both artists and South Carolina natives. They were painting murals independently and following each other on Instagram when Dunavant first reached out to Crawford for mural painting help at the end of 2021. “Basically, Allison [Dunavant] had a mural and needed some help with it,” Crawford said. “She was like, ‘They need it done in three days. It’s the biggest wall I’ve ever done, and it’s really not my style at all.’ So I went to Hilton Head, and we just worked really well together. We had both been getting more murals on our own and started asking each other to help constantly. So eventually we were like, ‘Let’s work together. Let’s make this a business.’” Since officially launching Girls Who Paint Murals at the start of 2022, Crawford and Dunavant have created masterpieces on parking garages, supermarkets, taco restaurants, school hallways, hospital waiting rooms — and the list goes on. Most of their mural commissions happen in Charleston, where Dunavant is based. Crawford, who is based in Columbia, said they travel all over the state to complete their projects. “This year has been extremely busy. We did a mural for the city of Conway at a pool that they were revitalizing. Another one this year was at Clemson, which was really awesome because they gave us some creative freedom.” More favorite murals of the year, Crawford said, included a huge four-panel project at the Columbia Main Street city parking garage. In North Charleston, the girls collaborated with local street artist Riivo Kruuk to create a portrait with a charcoal drawing effect on the wall at Park Circle’s new eatery Odd Duck. Most recently, they made a massive Richard Pryor portrait for comic Josh Bate’s soon-to-open comedy club Wit’s End on Rivers Avenue, also a collaboration with Kruuk. “That one was really challenging. We usually use a projector to trace out our
