Province makes good on its well-water promise

A year after making a campaign-trail promise to contaminated water well owners in north Chatham-Kent, the Ontario PC government announced a health hazard investigation into the black water
and its potential health impact. Lambton-Kent-Middlesex MPP and Minister of Labour Monte McNaughton made the announcement from Countryview Golf Course Friday afternoon to a few invited families whose wells were filled with black sediment
after wind turbine construction began in Dover and Chatham townships. The black particles have been identified as Kettle Point Black Shale and are known to contain toxic heavy metals. “This is a comprehensive investigation into the water well situation here in
Chatham-Kent. This is an independent expert panel assembled that is going to operate outside of government. These are five scientists who have the background to do that, including a local voice with local geologist Keith Benn and four toxicologists,” McNaughton said at the

Despite the heat and predicted storms, the Blenheim CherryFest had line ups for the rides and sold-out food vendors. Organizer JP Huggins said although the number of people visiting CherryFest wasn’t record setting, it was still a big success for those who did attend, and for the vendors. “It was a very hot three days, with the threat of thunderstorms that might have kept some people away, but we only had light rain one afternoon. of Information request to get a copy of the report from the ministry. The five-member panel doing the investigation is tasked with determining if the well water and the sediment it contains are safe for human consumption. Members include local geologist Dr. Keith Benn, environmental health scientist Dr. Glenn Ferguson, epidemiologist Dr. Shelley A. Harris who specializes in exposure measurement, toxicologist Dr. Ron Brecher and toxicologist Mark Chappel.
Denise Shephard, representing Wallaceburg Area Wind Concerns, said she was thankful the government was acting on its principle of safe drinking water for all Ontarians and thanked McNaughton for following through on his promise. “This study is expected to ensure that chemical analysis of the composition of the black shale particles in the well water is done and reported in a public manner. We will be closely following the studies to ensure its legitimacy and stan-
dards,” Shephard said in her remarks. “The people of the former Dover and Chatham townships have experienced groundwater quality and water interference problems quite long enough. These families have sadly experienced health effects and a decrease in their quality of life and deserve the support of municipal, provincial and federal governments.” There was no timeline given for the how long the panel will take to release a final report.

Health-care model could soon change By Bruce Corcoran bruce@chathamvoice.com
Chatham-Kent is one step closer to having an Ontario Health Team. According to officials with the Chatham-Kent Health Alliance, the province named our area as one of 31 that have been approved for the full application process. Local health organizations came together this spring to work to apply to have a C-K Ontario Health Team (OHT). The OHTs will in some ways replace the Local Health Integrated Networks (LHIN) put in place by the previous government. Lori Marshall, president and CEO of the CKHA, said an OHT, however, is much different than a LHIN. “A major difference is an OHT is made up of organizations that currently deliver care and service. While the LHIN does deliver home and community care, its overarching role is about planning for the system,” she said. “Health teams are truly made up of front-line providers.” Marshall said a key reason the Ford government is setting up the OHT system is the concept of following medicine. “OHTs will potentially break down some of the barriers to collaboration that
have existed in the past,” she said. “This is about seeing if there are different things that can be done to allow patient flow and transitions to improve.” When fully functional, the OHT model will include; primary care, hospital care, rehabilitative care, home and community care, long-term care and mental health and addictions. Marshall said the province indicated the C-K OTH application was able to demonstrate a strong commitment to varied components in the service model. “They felt we had a high degree of readiness. It’s been a collaborative process involving multiple organizations and community partners,” she said. “The strength of our proposal relied on the strength of the collaboration and trusting relationships that have been fostered across Chatham-Kent.” Marshall said the initial application involved assessing what services were offered by which organizations. Now, the work is to understand what is involved in the full application process to the province. “This is going to challenge us to think about how we take the great foundation we have and build on it and say what we are actually going to do,” she said. “We will
target specific interventions and what we expect the outcome will be.” The first effort by a C-K OHT would be to focus on older adults with chronic disease and those who are frail and have complex needs. “The challenge is to define a population that would be sufficiently specific that we could target some strategies on, but also a large enough population that they do touch multiple organizations,” Marshall said. “This is the natural extension of the current health links group that focuses on the individuals in our community who are very intensive in terms of resources.” The following partners are committed to the next stage of planning: Chatham-Kent Community Health Centres; Chatham-Kent Family Health Team; CKHA including Mental Health and Addictions; Chatham-Kent Hospice; Erie St. Clair LHIN Home & Community Care; March of Dimes Canada; St. Andrew’s Retirement Residence; Thamesview Family Health Team; Tilbury District Family Health Team; and Westover Treatment Centre. TransForm Shared Service Organization is committed to provide procurement and digital infrastructure to support C-K OHT.

Finally It took a year, but the Ontario government has kept its promise to get some answers for contaminated well owners in Chatham-Kent on the safety of their water. It has been a long, emotional struggle for people who are hauling water in to cook and bathe with after their perfectly good wells began clogging with black sediment after the wind farm companies began construction in Dover and Chatham township. Fear of what the black shale, which is known to contain toxic heavy metals, is doing to the long-term health of them and their children has been incredibly stressful for families. Add to that having to haul water during cold winter months because the expensive water tank you bought is frozen. All they want is answers and they are tired of being shoved from one level of government to the other to get them. Now that an expert panel of toxicologists has been convened, their analysis of the water and black shale particles – and its short and long-term health effects – should answer the biggest question. While a local geologist is on the panel, there is a glaring absence of experts who have already started the process of confirming the presence of black shale, and more importantly, the amount of black shale in the water samples. Dr. Joel Gagnon and the GLIER Institute at the University of Windsor is already working on the black shale issue, but was not included in the announcement. With his specific expertise and his graduate students looking at study grants, we hope the panel will reach out to him for the data he has already collected. The answers people are looking for also need to address the why in addition to the what. Why did perfectly good wells get clogged with black sediment after turbine construction began and why are they still going down? Is the source water aquifer permanently damaged? Why has the Ministry of the Environment blatantly ignored the problem? If the damage is permanent, who is going to pay to have water lines installed so these people can begin to live normal lives again? People in Chatham-Kent shouldn’t have to live in Third World conditions when it comes to water. All levels of government should be concerned when it comes to drinking water, and our medical officer of health shouldn’t blow off the concerns of more than 189 well owners.

bought our first home. Times and things change but I believe accountability and integrity should be the way to go. The people living in the Chatham-Kent are caring,

Feds announce family benefit increase here By Bruce Corcoran bruce@chathamvoice.com
The federal government picked Chatham-Kent as the place to announce an incremental increase in its Canada Child Benefit (CCB) July 17. Jean-Yves Duclos, Minister of Families, Children and Social Development, made the announcement in the gymnasium of the Chatham-Kent YMCA, with young members of the summer camp program at the Y looking on. In fact, he briefly played games with the kids before making the announcement. Duclos said the riding of Chatham-Kent Leamington, where Conservative MP Dave Van Kesteren is retiring this year, was an excellent place to make the announcement the Trudeau government is upping the CCB two years ahead of schedule. “This is a perfect example of a middle class community that
has grown its economy in the past couple of years,” he said. “About nine families out of 10 receive it (the CCB) in Chatham-Kent alone.” Those nine families will receive an average of about $200 more a year, he added. Duclos said a typical family with two children earning a combined $55,000 a year received about $700 per month from the CCB. That will go up another $30 per month. The benefit is designed, Duclos said, to provide lower and middle-income parents with more money to help pay for things such as food, sports programs and music lessons for their children. “Young families typically have lower wages as they start their careers. This is when the money is tight and we want to help them. The price of everything is going up and the plan is to index it (the CCB) to keep increasing it with the cost of

Wainwright returns to C-K

Bluesman Victor Wainwright can’t wait to come to Chatham-Kent again, this time to play outdoors as the headliner for the Shrewsbury Ribs & Blues Festival. Wainwright, who performed in late March at the Kent-Belgian-Dutch-Canadian Club at the invitation of the Canada South Blues Society, brings his band The Train with him again. “That was a wonderful time,” he told The Chatham Voice of his last visit. “Those people treated us super well. We loved the enthusiasm of the crowd. We’re looking forward to getting that again.” Wainwright is a Grammy nominated performer who grew up in Savannah, GA watching his grandfather perform, and ultimately followed in his footsteps. “He covered a lot of Jerry Lee Lewis and Little Richard. All that stuff was considered roots music,” he said. For Wainwright, those roots go deep and are the foundation for so much more. “I’ve equated the blues to a church. It wouldn’t be the walls or the steeple or the bells that make a church. It’s the people inside that make it a church,” he said. “For the blues, it’s not any particular
note or an experience; it’s what’s inside; what you are trying to say with your emotions. That’s where it’s coming from.” His heavy influences naturally gravitate to his family members, but extend beyond. He cites BB King and other “guitar heroes” as influences as well, but admits the “iconic piano players” held his attention the most. From there, he expanded his scope. “Through the discovery and the grace of the Internet, I was able to look up people such as Pine Top Perkins and others to see what influenced those people,” he said. Wainwright said he sets his tour dates and locations to the seasons. He now calls Memphis, TN home, and enjoys being a little further north at this time of the year. “I’m from Memphis. It’s about 100-plus degrees right now,” he said. “That’s why we like to tour further north in the summer.” On Saturday, Wainwright said The Train will perform as a fivepiece, adding a sax to the fun. “We’re going to be performing a lot of songs off our Grammy-nominated record, the self-titled ‘Victor Wainwright

We stretch around.” Expect to hear classics from the likes of Jerry Lee Lewis and Cab Calloway, among others. “It’s usually a whole lot of fun. We include humour in our show,” he said. “I hope the crowd gets up and gets dancing right up to the front of the stage. Wainright said the summer brings with it family time, and a chance for musicians such as himself to perform to a more diverse age group. “One of the things I love about outdoor festivals is we get the opportunity to see whole families. We don’t get that in bars or other venues,” he said. “We get the chance to see children getting interested in music. It’s awesome.”
