Ontario’s energy minister was in Chatham Monday to learn more about the proposed voluntary merger between Entegrus Powerlines Inc. and St. Thomas Energy Inc. Glenn Thibeault, Ontario Minister of Energy, met with Chatham-Kent Mayor Randy Hope, St. Thomas Mayor Heather Jackson and utility staff from both municipalities at the Entegrus office in Chatham, where Thibeault expressed his and the government’s support of utilities finding efficiencies through mergers in an effort to keep energy costs affordable for customers. “Our government continues to look for ways to help lower electricity costs for Ontario families and businesses and to support improved local utilities. I am pleased that both municipalities involved recognize these potential benefits for their ratepayers,” Thibeault said in a release. Thibeault said he knows other parts of the province will look to this merger as an example of utilities working together to keep costs in check.

The merger, which has been approved by both utility boards and municipal councils, still must go before the Ontario Energy Board, an independent body with the mandate to protect energy customers. Jim Hogan, CEO of Entegrus, said that he anticipates going before the OEB in January of 2018 and if approved, “the merger will make the combined utility the 11th largest in Ontario, serving close to 60,000 customers in Southwestern Ontario. “Together, Entegrus and St. Thomas Energy would run an organization that our shareholders can be proud to invest in, our employees can be proud to work at and our customers can be proud to know that we’re providing the best possible service at a price that is both fair and reasonable,” Hogan added. When asked about the reduction in energy distribution costs, Hogan said he anticipates that if the merger is approved, Entegrus would be able to flatline rates for eight to 10 years for businesses and homes, and would then see a rate reduction of about $30 per household. Both companies expect to hit the ground running

if the merger is approved by the OEB. All parties agree the companies have similar visions and values, and a commitment to safety, with both utilities consistently achieving industry standards in meeting conservation standards set by the IESO, service reliability and customer service. The head office for the merged utility would be in Chatham, according to Hogan, and frontline staffing would remain the same. It would be majority owned by the Municipality of Chatham-Kent, followed by the City of St. Thomas, with Corix, a leading provider of water and wastewater infrastructure and services throughout Ontario and North America, remaining a minority shareholder. Unlicensed installer fined $1,500

Nine months after a botched furnace installation into a Chatham home, the installer finally saw his day in court. Cong Minh Bui received a $1,500 fine and two years’ probation last week at provincial court south of Chatham Tyler Charlebois, spokes-

man for the Ontario College of Trades (OCT), said Bui pleaded guilty to charges under Part 3 of the Provincial Offences Act. “He wasn’t actually licensed to do the work of a compulsory trade,” Charlebois said. “Just like in any probation, he is not allowed to perform the tasks of a compulsory trade. If he was to go and look at becoming certified

in that trade, that would be a different story.” Bui’s penalty came more than three months after the company who sent him to install the furnace and air conditioning system, Green Planet Home Energy, pleaded guilty to two charges related to the Ontario College of Trades (OCT) section: “No person shall employ or otherwise engage an individual to

perform work or engage in a practice that constitutes engaging in the practice of a compulsory trade unless the individual holds a certificate of qualification in that trade that is not suspended or unless the individual is an apprentice in that trade and is working pursuant to a registered training agreement that is not suspended.”

On Oct. 16, according to Charlebois, the company sent Bui to a home on Given Road home to install a furnace and air conditioner. One problem. Bui does not hold a valid certificate of qualification for either electrician or refrigeration and air conditioning system mechanic, according to the OCT. When Bui installed the furnace and air conditioner, homeowner Larry Gadal wasn’t aware of this. But upon seeing the damage done to the exterior of his home, combined with the fact the furnace couldn’t adequately heat the house, he received a rude awakening. Gadal told The Voice previously that Green Planet had been very aggressive in its sales pitch for the heating and air conditioning system, offering a long-term lease of the units, with no cost to install, with monthly payments of $158 a month for 15 years. The installation went badly. “They did a horrible job. They drilled five holes through the wall before they got it where they wanted it,” Gadal said. “If they didn’t hit the right spot, they’d just move over.” When the cold weather hit, he learned the furnace couldn’t even heat his

home to 20C. As a result, he called the company and told them to come and get their furnace. He also called local heating and cooling company Absolute Comfort, who ripped out the Green Planet system and installed a new furnace, for a greatly reduced cost. By late January, Green Planet and Bui faced charges. In April, Green Planet pleaded guilty and received two $300 fines. Charlebois said the OCT has the public’s best interest at heart. “Our goal is to look at compliance. We protect the public’s interest and make sure those doing the trades are actually certified to do the work,” he said. But the first line of protection, and the best, he said, is the public itself, specifically the person who is having work done. “Whether you are a business who is subcontracting or a homeowner who is bringing someone in, check the person’s qualifications. Don’t assume the person is certified,” he said. “Ask to see their licence. All of our members carry identification cards that shows what they are capable of doing.” He added anyone can go online to www.collegeoftrades.ca and check to see if a tradesperson is qualified.

Swifter action required In April of this year, a home on Hiram Street in Wallaceburg was gutted by fire and the Fire Marshall’s office began an investigation. While the investigation progressed, the gutted home became a haven for rats who were feeding on the abandoned food left in and around the home, much to the disgust of the neighbours. Now, three months later, rats are becoming a problem, with one neighbour finding a dead rat in her backyard where her two small grandchildren play. It is understandable, during a fire investigation, that evidence in the home has to remain undisturbed, but surely a health and safety issue like an infestation of disease-carrying vermin like rats shouldn’t be left to continue unchecked. Rats multiply very quickly and are carriers of disease that can be spread to neighbourhood pets, and they put children and vulnerable persons in danger of bites. There should be some mechanism in place, that once the authorities are aware an abandoned property has an infestation problem, the issue is brought to the attention of the owner; and if the owner won’t immediately clean up the property, the municipality should make sure it is cleaned up, and bill the property owner. To leave rats in a crowded neighbourhood as a health hazard seems not only disgusting but irresponsible. And although current municipal bylaws and regulations seem to tie the hands of officials, it is time to look at changing the rules so that health issues like rats overrunning a fire-damaged home can be dealt with before it becomes a problem. Because someone has objected to the demolition order, the municipality finally put on the home, neighbours now have another waiting period before anything can be done and their frustration is understandable. Regardless of the objection, the rat problem should be dealt with because once the bulldozers come in, the rats will be scattering in all directions, looking for a new place to call home. Would you want it to be your house?

Staffing should trump equipment Sir: Re: Layoffs at Chatham-Kent Health Alliance Yes, again The Chatham-Kent Health Alliance is in the news, this time for the recent round of layoffs and retirements that won’t be replaced. The reason is cost cutting because of, as I understand it, excessive spending in recent years past. Of particular concern to me is the reduction in staff at the Chatham emergency department. I have had, at one time or another, to use this department with one wait as long as two hours personally. I have heard of others waiting up to six hours to get assistance.

Laying off or not replacing retired staff in this department is not in my opinion a good idea. There must be some other way to cut costs at our hospital, without cutting much needed staff? I know it is probably a good thing to have all the current and state-ofthe-art equipment such as a CT scan and MRI machine. State of the art, though, means big bucks to keep these equipment features in operation. Perhaps it would be more prudent to keep staff on duty rather than expect the state-of-theart equipment to be paid

for by a shortage of much-needed nurses and other staff? Windsor and London all have this equipment. When I was in need of serious surgery years ago, with assistance, I had to travel elsewhere. Even with the C-K Health Alliance current equipment, I have heard they still have to send people out of our city for further testing elsewhere. When I have had to use special services in health care recently, I have also had to go out of town for that need. As a smaller urban and

rural centre, hit hard by a lot of unemployment, it seems that we cannot keep spending money on equipment that our population maybe need, but can’t really afford, at least for the current time. I know the fundraisers for the C-K Health Alliance have tried every means to raise money for these tools to avoid these layoff situations. Still, I think that keeping on nursing staff is just as important as upgrading equipment at times when financing for this equipment may not be readily available.

Sir: Like most people, I was reviled and disgusted by serial killer Elizabeth Wettlaufer’s recent court appearances. She was, after all, a nurse who was supposed to care for the people she murdered. For somebody like me, rapidly advancing to the age of 80, it presented a certain loss of

faith in the province’s long-term care system. The families of the murdered people need our prayers. So does Wettlaufer. It’s difficult, I know. I’m sure a lot of people will scoff. But I believe Jesus’ statement from the cross,

“It is finished,” meant that the penalty for sin had been paid in full. The word translated “it is finished” is one word in the Greek: tetelestai. This is a wonderful word. Tetelestai was stamped on receipts to mark them as “paid in full.”

And when a convicted criminal had completed his sentence and was freed from prison, a sign reading “tetelestai” was nailed to the door of his house as a token that he no longer owed a debt to society

Coasters to cruise into C-K July 27 The Chatham Voice

The Chatham-Kent Children’s Safety Village and C.M. Wilson Conservation Area will play host to the 2017 Canadian Coast to Coast Classic Vehicle Tour July 27. The tour is stopping for one night in Chatham-Kent. It’s a free public event. This is a “trip of a lifetime” for coasters, Jerry Tremblay, Canadian Coasters member from Chatham-Kent who trav-

elled with his wife early June to meet with the Coasters in B.C. to begin the journey, said in a media release. Classic vehicles are driven all the way from the west coast to the east coast. The coasters will rest for the night at C.M. Wilson Conservation Area and display their vehicles for the general public to view from 5 p.m. to 8 p.m. It’s the 50th Canadian Coaster tour, coming as Canada celebrates its 150th birthday.

Construction delays The Chatham Voice

The reconstruction of McNaughton Avenue and Murray Street in Wallaceburg was to have been finished by the end of last week, but municipal officials said unforeseen delays have pushed it back to late August. According to the municipality, during the excavation phase, areas of insufficient road base and abandoned sewer lines were discovered that have caused delays in construction. The completion date for this project is now being extended to Aug. 25. This extension allows for the contractor to move forward with the reconstruction in the most effective and efficient way

to ensure quality and public safety are priorities, according to municipal officials. Despite the delay, the contractor has assured the municipality that all lanes of traffic will be open for WAMBO Aug. 11 to 13. Base asphalt, temporary line painting and all sidewalks will be in place prior to the event. Also, all construction barricades and fencing will be temporarily removed to allow all residents and visitors the ability to travel freely. Following this event, the contractor will be completing any remaining surface asphalt, line painting and any outstanding restoration.

Hwy. 40 overpass work on time The Chatham Voice

Construction on the Highway 40 overpass at the 401 is proceeding well. This according to Minis-

try of Transportation personnel. Ministry officials say the timeline remains intact, as the target date for overall completion is the summer of 2018.

But the overpass is still scheduled to be reopened in November. Recent work on that part of the project forced the closure of Hwy. 401 in both directions for three

nights last week. Ministry officials say the closures were needed to allow for the demolition of the old overpass and for the installation of new bridge girders.

The 401 will again be closed at night next spring, officials say, to allow for surface paving of

the interchange ramps. About 70 people are working on the project.

About 32 kids aged five to 13 took part in the camp, learning songs, choreography and respect for themselves and others at the MCBN camp at Evangel Church last week.

In what is the fulfillment of a dream come true for a Chatham family and founders of Make Children Better Now, the organization partnered with Evangel Community Church to present the first annual MCBN Sing, Dance and Act summer camp held recently at the church on Sandys Street. Mike Neuts said 32 kids aged five to 13 signed up for the one-week camp, learning songs, dancing and acting – activities that were near and dear to his son Myles’ heart before he died in 1998 after being found hanging on a hook at school, unconscious. The MCBN Foundation was named after Myles, and Mike and Brenda Neuts began educating children and adults about the effects of bullying on both the victims and the bullies themselves. “About 13-14 years ago, when I was talking to our lawyer, I had a dream at that time for this type of camp and it has finally happened,” Neuts said. “We offer breakfast, lunch and a healthy snack with a field trip to the Wallaceburg theatre and the Thamesville splash pad.” Each day of camp, the kids rotated through learning songs, breaking down the lyrics of songs like

“True Colours” and “I’ll Stand By You,” and learning choreography to go with the songs. Local singer/ songwriter Crystal St.-Denis helped with teaching the songs, and Lisa Morris, with co-op student Zach Stallaert, helped teach dance moves to the kids who performed before their parents on Friday at Evangel Church. “This church has been a great partner to us,” Neuts said of Evangel Community Church leaders. “They partnered with us and provided the rooms for us to run the camp. They have been so good to us.” Tied in with the Respect Revolution, a troupe that tours various schools and functions in the province with Neuts to bring the message of respecting yourself and others, several of the campers were part of the touring group. Neuts said next for them is a concert in Tecumseh Park on July 26 where the Respect Revolution troupe will be singing to live music, something he said they are busy preparing for. The fifth annual MCBN Golf Tourney is gearing up for Sept. 9 at the Willow Ridge Golf Club south of Blenheim. A labour of love 120-year-old pumper heading home

When you do excellent work, your reputation tends to precede you. That’s the case for Stan Uher of Blenheim, whose work restoring old vehicles is known across the nation. That’s how he landed the task of restoring a 120-year-old horse-drawn firefighting pumper for Dawson City, Yukon. Uher said the story began in Ingersoll, as he refinished a 1927 fire truck for that Ontario community, and video taped the restoration work. A copy of that video made it to Fort Saskatchewan, Alta. and Uher wound up restoring a 1930 fire truck for that town. In 2015, one of the Fort Saskatchewan firefighters was in Dawson City where, while on a tour, he saw the 1897 Clapp & Jones pumper and was told the fire department was looking to have it restored. It was earmarked to head to a U.S. restoration firm, but the firefighter gave Uher’s information to the fire department. “I first saw it the last day of August 2015. It was

mostly complete, but with 120 years of weathering,” he said. “But one of the most challenging parts is that it had been partially disassembled a few years ago. Still, mechanical logic dictated how things go together.” His experience restoring vehicles might give him an edge in such logic. “I’ve been doing this all day, every day, for 37 years,” he said. It’s his attention to detail that gets Uher’s work noticed. He tries to find the exact paint colours and detailing used on a piece when it rolled off the assembly line. In the case with the pumper, he said some elbow grease did the trick. “I was able to scrape off layers of paint to find the original gold leaf paint detailing. And during the process, I found the original graphics,” he said. “What you’re looking at is exactly as it was when it was brand new.” As for the original colour, Uher said it wasn’t easy to find due to the multiple layers of paint on the pumper, which was used up until the 1940s. He said he found the colour underneath a bracket that

had never been removed. Such painstaking effort takes time. With the Clapp & Jones pumper, Uher said he spent more than 1,400 hours restoring it. As tedious as the task was, he said he’s spent more than double that time on a number of vintage automobiles he’s restored over the years. “But nothing that had this much dazzle.” Restoration efforts also take money. The 19-month restoration project, with a price tag of an estimated

“The project was funded through the volunteer firemen’s association in Dawson City. These guys for 25 years never kept a nickel of what they made. They put it all in a fund to restore this,” he said. “They are all invested. They’ve got their hearts and souls in it.” It’s something Uher understands. He said when he finishes one job, it’s not always easy just moving

onto the next. “Every project is super gratifying for me, and I get a little sad too. I’m sad when they leave because they’ve been here so long,” he said. “They become part of the family; part of the fabric.” The next part of the family for Uher is a Chatham-built Gray-Dort, owned by a Manitoba man. GrayDorts are a specialty of Uher’s, as he has one of his own.

Of leaks, flying cats and sarcasm It is said the best-laid plans of mice and men often go awry. The same is true for plans that aren’t all that detailed. Case in point for me – a man, not a mouse – came on the weekend. I rose early Saturday morning with the intention of replacing some fluorescent lighting in our basement with newer LED pot lights – purchased locally, of course, at the Lighting & Accent Gallery. Yard work would follow, weather permitting. But as I shifted several items around and went to go into the furnace room, I noticed a glimmer on the floor. There was a leak. The water heater valve at some point had started dripping, and it had leaked into about a third of the furnace room. It was at this point I realized I had forgotten to replace the head of our mop. Old towels served as a necessary backup. I soon had most of the water soaked up and a pan in place to catch the drips. A message to Cindy at Absolute Comfort quickly told me it was a valve issue, but there was nothing in their shop to fix the problem so it would have to wait until Monday morning. No problem. I could empty the water pan repeatedly until then. With the water mostly sopped up, I shifted other items to my downstairs office space, which abuts one wall of the furnace room. I was greeted by an expanding area of soaking carpet. It was time for some heavy-duty fire power – the shop vac. All this time, my lovely daughter, Brenna, was blissfully asleep upstairs, my wife was at work, and the cat was doing his absolute best to get in my way. I woke the kid – the vacuum would likely have done the trick anyway – and asked her assistance. As she gathered her composure, I went down to start sucking up water. Finn, the cat, was gnawing on the end of the vacuum pipe. I knew of an easy way to fix that – turn on the vacuum. He jumped about three feet in the air and scampered upstairs in a flash. One problem solved. I put the squeegee attachment on the vacuum and went to work. Enter my intelligent kid. I asked her to take over and set about checking the furnace room again. Upon my return to the teen, she said she didn’t think it was picking up much water. I had to admit she was right. So I removed the squeegee element and had the attachment so it would sit flush on top of the carpet and set to work sucking up water.

more quickly. We put a fan in place on the office side, and brought the shop vac to the furnace room to suck up any remaining water there. No sign of the cat, as he opted to steer clear of the basement. Apparently, he hates vacuums. Eventually, I started working on the basement lighting. When I asked for Brenna’s help with some wiring measurements,

she saw my project and calmly asked, “Do you know what you are doing?” I just shook my head. I received honest concern and a bit of sarcasm in one short sentence. The apple indeed has not fallen far from the tree. But after I cut my holes in the drop ceiling, installed the pot lights and cleaned up, she returned to the basement to check

on my progress. Brenna left, impressed. It turns out her dad did pay attention in high school electricity class, and knows how to turn off a breaker to safely work on simple electrical wiring! Rain put the yard work on hold. The next morning, I added a dimmer for the lights and really impressed the kid.

Family keeps in time with Canada Gillier family came to Chatham-Kent in 1867; celebrate 150th too

Whenever Canada celebrates a milestone birthday, it seems the Gillier family isn’t far behind. Just as the nation enjoyed its 150th birthday recently, the Gilliers will gather Aug. 6 to mark the 150th anniversary of the year the clan came to Chatham-Kent. Family member Beth Gillier, 59, said her ancestors Sebastian and Margaret Gillier emigrated from Alsace-Lorraine in 1853 to the Niagara Region, eventually settling in Harwich Township along the tracks of the Great Western Railway in 1867. Shortly after that, Sebastian Jr. and wife Mary (Zimmer) set up their home along the Blind Fourth Line. Gillier said a cousin still farms the original family farm, and another works the land of Sebastian Jr. The Gilliers are part of a large community of people of Germanic ancestry that live in Harwich Township. Those of Catholic faith helped get St. Joseph’s Church in Chatham built, she said. Gillier said the last time the family gathered officially was 50 years ago, to celebrate the centennial. “The family doesn’t often do reunions. We probably had one in 1967, but other than that, we haven’t had an official reunion since,” she said. As for this gathering, Gillier said it really started to take shape in February. “My cousin and friend Mary Clare Latimer, we’re neighbours, thought it would be cool to have the party. This February, we said we’d either have to do something or shut up,” she said. And so they reached out to the clan. “We’re just all happy we got the family to come out for a party. It will probably be the last one, as my children’s generation seems to be more removed from it.” Gillier added even if there is a bicentennial bash, she likely won’t see it. “I won’t be around for another one if it’s every 50 years,” she joked. The Gilliers are a relatively close-knit bunch, with rich history in local agriculture. Gillier said the family is mostly located in and around Chatham-Kent, but some members will be coming from as far away as Calgary, Kentucky, Pennsylvania and Michigan – as well as from across Ontario – to attend.

“The family has spread out over the years,” she said. “But the majority of the family does still live in Chatham-Kent or close by in Southwestern Ontario.” Still, Gillier admits there will be people in attendance she has never met before. However, many live within a few roads of one another, she

said, with Fairview Line and Mull Road being the epicentre. “I pretty much went to school with all of our cousins,” Gillier said. Being so close geographically, the families helped one another out. “As teenagers, we worked on all these farms,” Gillier said. “We’d go from one Gillier fami-

ly to the next. Take the corn off, go to the next family and take the corn off.” As close as the family has been over the years, Gillier said she hopes she and the other organizers of the family reunion haven’t missed anyone.
