Chatham Kent Gay Pride Association’s second annual PRIDE event kicked off Saturday with a parade from the Chatham-Kent Civic Centre to festivities in Tecumseh Park. Several community groups, including police, EMS and fire personnel, churches, banks, non-profit organizations and some area politicians all took part in the parade with colourful floats, rainbow flags and gear. The PRIDE event encourages inclusivity and support for members of the LGBTTQ community.
Chatham Capitol Theatre staff worked with the local business improvement area to move a couple of benches in Chatham’s downtown, a move that has some people, including the folks who paid for the benches, unhappy. Janine Carr of MADD C-K said the organization placed the benches there in the fall of 2017. The effort was part of their 30th anniversary celebrations, and cost about $5,000. “Through fundraising efforts of our own, we are proud to have benches where people could reflect on lost loved ones,” Carr said back in 2017. “The Capitol Theatre seemed like the perfect place.” Lesley Grand, manager of the theatre at the time, agreed.
“So many people who come here for the various events will use them,” she said. “And the benches are used by people just walking up and down King Street. It’s a good reminder about the message from MADD, and it helps get the Capitol Theatre a little more noticed.” But current theatre manager Heather Slater said the benches were causing problems, and the plan to move them had been in the works for some time. “They have become a gathering place. Some days, two or three people, some days, six,” she said. “And the benches happen to be in front of our marquee windows where we place our advertisements,” she said. Furthermore, Slater said “a lot” of the theatre’s patrons were commenting on people gathering at the benches and that some said they did not feel safe.

Backyard Mission - 2019
For the past 11 years, First Presbyterian and First Christian Reformed Churches have undertaken a joint mission project right in our own “backyard” – the City of Chatham. This year’s project took place on August 9th and 10th. A team of over 50 volunteers transformed the exterior of two houses on Forest Street this year. The work included scraping and painting, landscaping, building ramps, steps and walkways as well as general clean-up to the exterior and yards. This is done free of charge as an outreach of love and compassion to the homeowners. In addition to our volunteers, we are very grateful for local businesses who have partnered to provide building materials and supplies, paint and painting supplies, garden supplies and plants, items for clean-up as well as providing snacks, meals and beverages for our team. homeless people sleeping on the benches. Shettel said Hope Haven opens its doors from 7 p.m. to 7 a.m., so overnight sleeping is not an issue, but it is a problem at other times. Carr remained skeptical. “The homeless shelter puts them out at 7 a.m. When I go by at 8 a.m., if they are still tired, they’d be there,” she said. “I’ve never seen any homeless person sleeping on the benches, ever.” Local resident Hans van der Doe commented on the issue on social media. He said he made frequent visits through the area at various times during the day and night and didn’t spot anyone sleeping on the benches. “Either I keep missing them, they run when they see my

Meanwhile, Slater said moving the benches has already solved the problem for the theatre. “It’s only been a few weeks, but we haven’t had any troubles since.” But Carr doesn’t think just moving the benches will solve much, if anything. “What’s going to happen when Mama Maria’s (restaurant) complains? We didn’t solve the problem,” she said. “Instead of moving the benches, we should address the issue. Our homeless issue is 15-17 men. How do bigger cities handle it? They have many more homeless than we do.”

EPA case delayed 60-plus days Attorney General’s office may wade in

Chatham-Kent’s Christine Burke will have to wait a couple of months to see if her charges against several wind turbine companies, a provincial ministry and its cabinet minister, will continue through the court system. In mid-July, Burke, with the assistance of Toronto lawyer Eric Gillespie, took her plight to an Ontario Justice of the Peace who determined there are “reasonable and probable grounds” to bring charges under the Environmental Protection Act (EPA) against Ontario Environment Minister Jeff Yurek, the Ministry of the Environment and three industrial wind companies with projects in Chatham-Kent — Pattern Energy Group, Samsung Renewable Energy Inc., who operate the North Kent Wind 1 and 2 projects in the former Dover and Chatham townships,
and Engie Canada Inc. which operates the East St. Clair wind farm. Burke, a well owner in the East St. Clair wind farm project area, brought the complaint to the courts. She had her first day – well, mere minutes, actually – in a packed courtroom Aug. 14 at Provincial Offences Court on Communication Road just south of Highway 401. All parties involved agreed to a 60-day adjournment, and court will resume on the matter on Oct. 30. The adjournment came at the request of Brian Wilkie, a representative of the Ministry of the Attorney General. He said the Attorney General has a supervisory capacity over all court matters and he was appointed to review the disclosure materials from the prosecution (Gillespie and Burke) and prepare a memorandum to determine whether his ministry should get involved.

Gillespie said nothing out of the ordinary occurred during the brief court appearance. “Today, we all know the Ministry of the Attorney General had lawyers present here. That is because any private prosecution anywhere in Ontario is always reviewed by the ministry, and they decide, as Mr. Wilkie, the lawyer, said, whether to intervene or not,” he said. “They can chose to participate; they can choose to not participate and allow us to conduct the prosecution, which has happened

in cases we’ve conducted in the past; or they can choose to say, ‘We think these matters should be withdrawn.’ It’s entirely their discretion.” Gillespie said the latter course is not something he has often seen. But should the ministry opt to kill the court proceedings, he said there is a limited opportunity to appeal. “If the ministry’s decision is that the prosecutions not proceed, then our role as counsel is complete,” Gillespie said. “It is possible to appeal

the decision in a different forum. But that would be a decision that could only be made after we see what their rationales are.” He anticipates hearing back from the Attorney General’s office with its initial assessment prior to the Oct. 30 court date. The adjournment will also provide one of the defendants, Pattern Energy, with the opportunity to be served by the courts. They are named in the case, but had not received a summons by the court date. Gillespie said he does
not know what happened. ““In a private prosecution matter, the service of documents is done through the courts,” Gillespie explained. He said he would look into what had happened. Gillespie said Burke had compiled more than 2,000 pages of disclosure material in the case. He shared the material with lawyers representing Engie, Samsung and Yurek and the Ministry of the Environment via USB thumb drives.

A case for patience After compiling data for seven years, Chatham-Kent resident Christine Burke – along with a packed courtroom – saw our legal system in action last week. Or make that inaction. After a matter of minutes before a Justice of the Peace, Burke’s case got pushed back until the end of October. But that is the legal process at work. Since this is a private prosecution, a Ministry of the Attorney General representative stood up in court to request a 60-day adjournment while AG officials review the disclosure. Gillespie knew this would happen and said as much to a gathering of concerned citizens outside provincial offences court last week. Burke has to be patient, and so too must everyone else. As frustrating as it has been for well owners such as Burke to see their water sources go bad after large-scale wind farms were erected in parts of Chatham-Kent, patience has worn thin for many. But it is required in our legal system, especially in the case of private prosecution. Given the detail of Burke’s information, and the history of the number of wells that have gone bad after the turbines were erected, this case should continue.

Finally, an in-depth investigation Sir: Excellent article by Mary Beth Corcoran in The Voice of July 25 regarding the water wells promise for a health hazard investigation. Finally, a year later, they now have a real investigation at I’m sure a tremendous cost. They have an environmental health scientist,
an epidemiologist and a toxicologist, so let’s hope with all the wells and people involved, they don’t come up this time with such negative answers as before. Surely, it must be plain to see what has caused so many wells to be affected.
If one of the wells is tested and they come up with it positive, that it is not fit to drink, then surely it means the rest are the same, instead of testing 189 wells. It doesn’t personally involve me, other than everyone, especially here in Canada, should have
safe drinking water. I hope those involved will be compensated for the money they have spent to be sure they had safe water to drink. And let’s hope it doesn’t take one more year to find out. Ruth Draper Chatham

at the same time when a sprightly woman hurried up. “Can I help you?” she asked with a smile. I struggled with male pride and then let her wheel in my bin.
“Thank you very much,” I said to her. “I’m sorry if I seem to be so helpless, but I am 81!” “So am I,” said my new friend. “I live in a Chatham care facility and

Inventory down, home sales up The Chatham Voice

Outside the court building, Gillespie thanked members of the public for attending. “There are people here from Chatham-Kent. I believe there are people here from other communities that have been affected by industrial wind turbine projects,” he said. “It’s great to see everybody. The support is appreciated.” He stressed this is just the beginning of the legal process in the matter. “Today is just the first step in the entire process. We are very comfortable that things are proceeding as usual,” Gillespie said. “We’ve done this somewhere between 40 and 60 times. This is just standard operating procedure.” According to court documents obtained by the media, the three respondent companies are charged under the EPA with “unlawfully discharging contaminants, including black shale and potentially hazardous metals into the natural environment
in an unlawful manner that caused, or is likely to cause, an adverse effect.” Both the Ministry of the Environment and the minister have been charged for allegedly “failing to take all reasonable care to prevent the installation and operation of the wind turbines” at the wind farms, which resulted in the well water contamination. Gillespie said the sitting minister is named for two reasons, despite the fact the turbines were constructed under the oversight of the previous Liberal government. “The problem is ongoing and as a result there is, certainly in the view of many people, an opportunity for the government today to act to help the individuals that are being affected,” he said. “Secondly, the only party that a court can make a directional order in relation to is somebody who is in power now. The court can’t order somebody who has no authority anymore to do something to clean things up.”

RISE helps Haitians work their way out of poverty By Bruce Corcoran bruce@chathamvoice.com
Chatham-Kent’s Emily Hime said her first trip to Haiti representing her reshaped charity was both heartbreaking and a huge success. Hime, who for years ran Maison Ke Kontan children’s home in the impoverished nation, expanded the charity’s scope and renamed it RISE House. With her board of directors, she has established a charity that expanded to support families. While down in Haiti, Hime helped kick off a new business program for adults. Participants learned how to start their own business and even received micro loans to help get them started. “The launch of the business program was so successful and so inspiring. I’m looking forward to the next one,” Hime said. She said all six participants graduated and received microloans to begin their businesses. Another business class will launch at the end of September, she added, with programs running monthly after that. The trip was an eye opener, even for Hime, who has seen what Haiti can throw at its people. “It was also a difficult trip as we journeyed through the lives of our participants and visited their homes. That was
heartbreaking – seeing the reality they face on a daily basis.” As much as Hime enjoys helping others, seeing the living conditions in Haiti isn’t easy, she said. “We visited and saw the suffering – extreme poverty, inhumane conditions,” she said. “We visited one family – he is a single father of four as the mother abandoned the children. All five of them are crammed into a small little room. They have no belongings other than a tattered bed that was infested with bed bugs. She said the kids couldn’t go to school last year, as the father had no money. He is disabled and unable to walk. “Another family we visited opened the gate off a main road. Behind the gate was a small village of tiny tin homes. They showed us their ‘home.’ It was the size of my bathroom back home. It was a dirt floor,” she said. “They had no food. When they came to our program they hadn’t eaten in a week.” Hime said RISE is putting the family, and everyone living in that area in the same conditions, on a wait list for their future business programs. “We want to change this. No one should be living in these conditions and suffering the way these people are suffering,” she said. “There are

zero options for them. No government support. No homeless shelters. No soup kitchens. They literally just sit there and starve. And they are so desperate to work and for an opportunity to change their situation. We saw that in our program. They still have so much hope, even though they’ve been struggling day in and day out just trying to survive. I don’t know exactly how to put it into words but it brings tears to my eyes every time I think about it.” In terms of the business program, Hime said the adults were driven to succeed. “The participants were so enthusiastic and eager to learn and participated in discussions,” she said. “They also all had plans for their businesses and expressed their dreams

He said her passion to help the people of Haiti is contagious. “I was always fascinated by the work that Emily did in Haiti to start with, hearing her stories of her trips from the past, it was something that I always wanted to be a part of in some shape or form. When I was provided the opportunity to go, I couldn’t turn it down,” he said. Seeing what the people endure in Haiti made him appreciate what we Canadians have, he added. “First hand experiencing the hardships that these people face on a daily basis makes me beyond grateful for the things we truly take for granted on a daily basis. As a whole, the experience was easily the most emotional journey I’ve experienced, however, the most re-
warding,” Herder said. In once instance, he said everyone at the RISE House celebrated simply because it was their turn to have electricity. “I’ve seen some extremes in conditions, yet one thing remains – everyone here still works together,” he said via a social media post while he was in Haiti. “If you asked someone for directions back home, they’d turn the other way and ignore you, probably tell you to ‘eff yourself.’ Here, not only will you get directions, but they probably will jump on a moto and make sure you arrive safely.” Hime said the immediate focus for RISE is to raise money this month to cover their rent in Haiti, which is due at the beginning of September. As well, RISE is starting an English program. Hime said it would run for three consecutive months, and classes will be offered for adults and children. It all takes money, and RISE has ongoing fund-

Hime said there are monthly sponsors who support RISE House, and the charity holds events as well. “We are hoping to find local businesses that would be interested in sponsoring our program as well, which will allow us to continue to run our program and offer our loans to our graduates,” she said. The next fundraising effort was to take place this
week in Windsor, as RISE planned another Locked in Haiti event where participants reached out to friends and associates to raise money to help them “escape.” RISE held a similar event in Chatham at Locked In, and raised more than $8,800. Rapid access clinic opens for CKHA Clinic helps combat various addictions By Bruce Corcoran bruce@chathamvoice.com
To help fill the gaps in treatment for addiction, the Chatham-Kent Health Alliance (CKHA) has opened its Rapid Access to Addiction Medicine (RAAM) clinic. Officials celebrated with a ribbon cutting Aug. 13, but the clinic has been open for a little over a month, and as of the ribbon cutting had already worked with 16 patients. RAAM personnel anticipate seeing upwards of 100 patients a year. Lori Marshall, president and CEO of the CKHA, said the RAAM clinic was badly needed here. “We identified gaps in care and addiction ser-
vices. We needed to pursue these kinds of services in the community,” she said. “It takes us along the path of harm reduction.” Marshall said opioid poisoning/overdose emergency room visits across Ontario are up 73 per cent. In Chatham-Kent, ER visits are up seven per cent, she added, just for substance abuse. Marshall said the problem is systemic, as residents of Chatham-Kent are prescribed and dispensed opioids at 1.5 times the provincial average. “Sixteen thousand residents (of C-K) were dispensed opioids in the last year,” Marshall said. mind, the alliance sought to offer the RAAM to give those with addictions rapid access to help. “People can just walk in,” Marshall said of the clinic, located at 47 Emma St. “You don’t need a referral.” She added doctor referrals would also be accepted.
Anyone aged 16 and older can simply walk in. The hours are 2 p.m. to 4 p.m. Monday, Wednesday and Friday. The CKHA RAAM clinic joins 55 others around the province, according to Dr. Rizwan Raffiq, director of mental health and addictions programs for the CKHA.
He said the clinic is badly needed here. “These patients are very deprived of resources and are ending up shunned,” he said. “The RAAM provides evidence-based treatment quickly. We catch them when we can help them.” In terms of the high percentages of opioid dis-

West Nile found in Dresden mosquitoes The Chatham Voice
Chatham-Kent Public Health officials say they recently learned that mosquitoes collected from a trap located in Dresden have tested positive for West Nile Virus. West Nile Virus is mainly transmitted to people through the bite of an infected mosquito. Most people infected with the virus have no symptoms at all, or they have flu-like symptoms such as fever, headache, body aches and fatigue. Those with more severe illness may experience stiff neck, nausea, difficulty swallowing, vomiting, and lack of co-ordination or paralysis. Anyone with the sudden onset of these severe symptoms should seek immediate medical attention. The chances of getting West Nile Virus from an infected mosquito are low. The risk of severe illness increases with age, as
well as those individuals that have compromised immune systems. Protect yourself and your family. Protective measures include: • Wearing protective, light-coloured clothing, including long-sleeved shirts, long pants, and socks. • Using insect repellent containing DEET and follow the label directions. • Staying indoors when mosquitoes are most active (dusk to dawn). • Ensuring that all door and window screens are tight and free of any holes. Residents should also take the time to eliminate mosquito-breeding sites by removing any standing water from their property. The Ontario government has nominated three transit projects in Chatham-Kent for funding under the Investing in Canada Infrastructure Program. Chatham-Kent Leamington MPP Rick Nicholls announced Aug. 16 that the Ontario government is investing close to $1.8 million in four transit and road infrastructure projects; three in Chatham-Kent and one in Leamington by nominating them under the Public Transit stream and Rural and Northern stream of the Investing in Canada Infrastructure Program (ICIP). “Building and maintain-
ing great roads, bridges and transit infrastructure will help people who rely on our roads and public transit to get to work and home safely. We are working closely with our municipal partners, families and small business to build needed infrastructure in our community,” said Rick Nicholls. The projects are now with the federal government for final funding decisions as they are reviewed for eligibility under the ICIP program. Some projects could begin as soon as fall 2019. If approved, the nominated projects will be eligible for total funding of more than $5.8 million from the federal, provincial and municipal governments. Chatham-Kent Mayor
Darrin Canniff said he was surprised by the announcement but is grateful for the timely influx of cash, if approved, to help move the area transit strategy forward. Under the terms of the ICIP program, local municipalities and the provincial and federal governments each contribute one third of the cost, making the total value of the Chatham-Kent projects at $4.8 million. The C-K projects include rehabilitation of the transit terminal and bus shelter, the purchase of public transport vehicles and transit information and technical upgrades. “Providing efficient, affordable public transit is an important goal of the

Habitat for Humanity Chatham-Kent volunteers remain busy these days at the 2019 home build on Wood Street. On Saturday, the volunteers built and erected the walls for the home, and organizers anticipated the trusses and sheeting for the roof would arrive this week. Four children and their loving aunt will move into the home when it’s complete. Cassadi Pryor and her nieces Brooklyn, 10, Kailyn, 8, and nephews Gavin, 14, and Isaiah, 12, will benefit from the build. Habitat home beneficia-
ries are required to put in the sweat equity in their homes, as they put in many hours helping to build the dwelling and must pay a mortgage. Pryor was on scene on Saturday. Habitat’s Melaney Austin said Pryor is dedicated to her nieces and nephews. One of Austin’s jobs is working with the benefitting families. “They spend so many hours building sweat equity,” she said. Habitat for Humanity C-K provides a permanent solution by building modest homes and selling them to families with an interest-free, geared-toincome mortgage. Anne Taylor, volunteer
co-ordinator for Habitat C-K, said work on the home is proceeding well, but any additional assistance would be appreciated. “We can always use more volunteers, especially at the Re-Store. Our Re-Store volunteers typically come here to help,” she said of the build. Habitat C-K’s Re-Store, located on Riverview Drive, resells donated building materials, as well as home furnishings and appliances. Taylor said volunteering for Habitat C-K is a good move for students, as they get to set their own hours and can accumulate their needed volunteer hours for their high school at their own pace. The dedication came on what would have been John’s birthday. The room offers a private place for people to choose beds, furniture and other necessities to help rebuild their homes and their lives.
Loads of Love showcases new referral room

Loads of Love in Chatham recently unveiled its new room where referred clients can discreetly choose items that will help put their lives back together. Kevin Broadwood, president of Loads of Love in Chatham, said the new room offers referral clients the opportunity to help rebuild their lives with some privacy and dignity. In the referral room, the clients can choose beds, furniture and other necessities, and also load up the items via a side door. “It’s about more integrity, more privacy and so they can feel really comfortable,” he said. “When you are here, it can be really distracting. Many don’t want to be seen here.” Broadwood said Loads of Love dedicated the room to the late John Cornelius, a volunteer at Loads of Love who led the charge to develop the room. “It’s his dream; his passion. He was the heartbeat of this,” Broadwood said. “Today would have been his birthday.” Susan Cornelius, John’s widow, was moved to tears. “He would have been so proud. Thank you for picking up where he left off,” she said to Broadwood
and gathered Loads of Love volunteers. The referral room helps clients in more ways than one, Broadwood said. “The referral room provides not just furniture, but a sense of stability, and reinforces their hope they can move forward and get on with their lives,” he said. The items referrals receive are of need, not want, Broadwood added. “We give them free beds, and whatever products we have in the room they can choose from. Beds, furniture, items of need, clothing dishes, bedding.” Broadwood said 25 agencies refer clients to Loads of Love for assistance. That includes the Chatham-Kent Women’s Centre. Karen Hunter, executive director of the women’s centre, was impressed by the new room, and thanked Loads of Love for its ongoing support. “They provide a lot of beds, dressers and other important items for our clients. It helps them move into their own place,” she said. “They are a wonderful community partner for our clients.” Broadwood said about 15 individuals and companies donated time, product or discounted their product to help set up the referral room.
