Magical mystery bus

If only his father could see this. A bus Reg DeNure had painstakingly restored to the image of what his late father, Ivan, once drove, recently returned from Hamilton where it was wrapped in
psychedelic colours and utilized in the filming for a second season of a fantasy program for a popular streaming service. Why the mystery in the magical mystery bus? DeNure signed a non-disclosure agreement with Mercury Productions. Until the show airs, he can’t say
much, if anything, about it. What he can say is he likes the swirling colours on the 1942 Dodge bus. DeNure purchased the vehicle in 1993 as an homage to his dad. “It is identical in the size and shape to the first bus he operated between
Tweed and Peterborough,” he said. But the bus he purchased wasn’t in a remotely comparable condition to Ivan DeNure’s first bus. In fact, its owner at the time had been using the bus as a deer-hunting cabin.

Legal pot producers are struggling

While local medical cannabis producer AgMedica Bioscience Inc. restructures due to a funding shortfall, industry and market experts predict other marijuana companies in Canada will face similar challenges before things improve. Earlier this month, AgMedica sought and was granted protection under the Companies’ Creditors Arrangement Act, accord-
ing to court documents. Donna Husack, vice-president of human resources for AgMedica, said problems are widespread across the industry. “We are facing the same issues that are affecting many of our competitors in this new and emerging industry: rapid growth, evolving regulations, access to capital, product supply and demand imbalance, and inadequate distribution channels,” she said in an e-mail.

Cash for new arena set aside by council The Chatham Voice
Thanks to a motion by Chatham-Kent Councillor Doug Sulman, the public is being kept informed on each step of the proposed arena complex project, including its costs. In October, council di-
rected staff to submit an application for funding from the province and federal government under the Community, Culture and Recreation Funding Stream for a twin-pad entertainment centre and multi-sport complex based on maximum proj-
ect cost of $60 million. Then in November, Sulman asked for reporting on “all funds spent or committed to be spent for any matter whatsoever relating to the proposed arena complex.” The motion was approved by council. At the Dec. 9 council
meeting, staff put forward a report on the cost incurred to date on the project, at a total of $65,493. The report summarized the costs as $61,957 for architectural design work and $3,536 for consulting services for the grant application.
Staff reported the application was submitted Nov. 12 and the province would assess and approve applications within eight weeks. The project, if approved, would then move to the federal government for review and approval, a process expected to take
two to four months. Council has committed to funding up to $18.5 million from reserves if the grant application is approved, with the remaining portion of the $60 million coming from senior levels of government.

But in the meantime, Husack is correct in saying other companies are hurting too. Aurora is seeking to save nearly $200 million in expenses; Hexo cut a quarter of its once-800strong workforce. While neither of these companies is headquartered locally like AgMedica, Stuart McFadden, head of economic development for the Municipality of Chatham-Kent, sees the pain.
“You are sitting on inventory and you can’t turn it into capital. It’s going to crunch your business,” he said, citing the current lack of retail outlets as a concern. “I stay in very close contact with the groups locally. We’ve got all kinds of product, but there is just nowhere to send it to get it into the marketplace. It’s disappointing.” He pointed at senior levels of government as to the main problem points

They invested heavily to try to create a new economy and jobs. These aren’t people who went in with the wrong intentions.” Husack said AgMedica will weather the storm. “A successful restructuring will require an improvement in the economic structure of our operations. The process we’ve initiated provides the time and ability to implement those measures,” she said. McFadden thinks the company will endure as well. “I think they will still be there. It’s just going to look a little different. We’ll do our best to support them,” he said. Canniff also believes AgMedica will persevere. “The industry is going through an adjustment

Legal biz blocked There is a running joke that a project or program can be working just fine in the private sector, but give it to government to run and all the profit-making goodness grinds to a halt. The way senior levels of government have handled the roll out of the legalization of marijuana – both the feds and their constantly changing rules and deadlines and the Ontario government for their lack of approval of more retail stores – has been nothing short of a disaster. Left hanging while government tries to regulate the cannabis industry to death before it leaves its infancy are the legitimate cannabis producers such as local AgMedica, who have responsibly grown their crop and company since 2018 in Chatham-Kent. With only 24 retail stores across Ontario, compared to 350 stores in Alberta, producers have very limited places to sell their licensed product, and even though the government initially said the price would be below what people pay on the black market, that reality hasn’t come about either. Illegal sales of cannabis and cannabis products seems to be booming as people who may have never tried marijuana before are seeking it out now that it is legal. What they aren’t finding is places to buy it legally. The Ford government has said it will start in January to accept new applications for retail cannabis stores, with the intent to have approvals start in March, but for some cannabis producers, it may be too little too late while they try to keep investors on board. AgMedica has indicated that with some restructuring, it will be around, which is good news for its employees and for the community. It is incredibly unfortunate, and most likely frustrating for them, to have to jump through all the government hoops and regulations only to have to sit and wait for the promised retail opportunities to appear. For the public, waiting for retail opportunities is also a problem, with many turning to growing it themselves or seeking out illegal sellers, who seem to have no problem running their business at a profit. Then again, government doesn’t overregulate illegal grow ops and distributors, does it? Instead, the feds and the province collectively erected roadblock after roadblock in front of legal producers.

Rail line should not be sold Sir: I spoke at the last council meeting, asking council to reject the proposed sale of the assets of WDC Rail, the legal name for the rail line that runs from north of Wallaceburg through Dresden to Chatham. I did this not because I believed that the line would ever operate again; clearly there is no demand for that route; but because I believe the track should be converted into a multi-use trail, a policy that Council has supported on the Entegrus property south of Chatham. But selling the line would prevent this and deny access to it for both current and future generations of residents and tourists.
The sale also presents a number of other problems which were never addressed when the item was reached on the agenda. The most important of these are the future of the Black Bridge in Chatham and preserving rail access to Wallaceburg and the future of the Wallaceburg swing bridge. The Black Bridge in Chatham is a useful way to cross the Thames River, and while it has a bad reputation, it could be re-decked to include a better cycle track and possibly a single lane car bridge. It would open up the east end and present a useful north-south route – but this was never discussed.
Preserving rail access to Wallaceburg has been identified as important in rebuilding the community’s industrial sector, the part of the route that should be kept is the connection to the CSX track at Highway 40 north of Wallaceburg through to the industrial area of on both sides of the Sydenham River, and that means the retention of the Wallaceburg swing rail bridge – but this to was never discussed. While an offer of $5 million sounds like a lot of money, it must be remembered that the rails alone are worth around $3 million, the track ballast is valuable and perhaps is worth $1
million and so you are selling a strip of land 46 kilometres long and perhaps 10 metres wide, for perhaps $1 million to $1.5 million, and, as mentioned earlier, denying access to it for both current and future generations of residents and tourists – forever. I had hoped that council would decide not proceed with the sale and to begin consultation with residents to discuss possible future uses for this rail line. They chose instead to sell the property, and not to consider the points I had raised. As the song lyrics say, “You don’t know what you’ve got ’till it’s gone.” John Willatt Chatham

Affordable homes project gets green light

Chatham is one step closer to the construction of approximately 30 small, affordable homes on Taylor Avenue after council voted in favour of the Opportunity Villages Community Land Trust project. John Norton, General Manager of Community Development for the municipality, wrote a report to council Dec. 9 with the recommendation that the Opportunity Villages Community Land Trust project, to be located at 10 Taylor Ave. in Chatham, be approved for a series of grants or benefits including: • Grant of $380,000 to assist with payment of construction costs, planning application fees, building permit fees, and PUC development charges (estimated municipally related fees are $180,000); • Property Tax Increment Equivalent – Grants to be paid over a 10year period at 100 per cent per year of the municipal portion of property taxes and to be paid only after the Land Trust has paid all property taxes owing); • Cash-In-Lieu of Parkland waived subject to the Opportunity Villages Community Land Trust entering into an overall agreement between the municipality and the Opportunity Villages Community Land Trust, as prepared by Legal Services. This agreement will require mile-
stones be achieved before funding is provided, including provision of a Business Plan, Governance Plan, and other terms and conditions, to be reviewed and signed off by the CAO, CLO, and CFO of the municipality. The grants are to be funded from the Strategic Reserve. The land trust was formed to address the shortage of affordable housing options in C-K, which has been making it difficult to attract and retain entry-level employees, Norton wrote. The Opportunity Villages Community Land Trust is a volunteer board of citizens and professionals brought together to look at solutions in absence of ongoing government subsidy. Opportunity Villages is proposing to offer housing as a home rather than as an investment vehicle, including smaller, energy-efficient buildings priced well below average price available to a wide variety of households with shared amenities in each development. The homes will be sold with the freehold tenure of land being held in a Community Land Trust. Norton noted this type of ownership has been successfully used in developments. They do not permit renting of units and protect units from being resold at full market prices, while providing secure ownership and residency, allowing for long-term financing and some cap-

Funding to combat human trafficking The Chatham Voice
There is good news in the fight against human trafficking in Ontario, including funding for specialized services for survivors. The Ontario government is developing a new strategy to combat human trafficking that will be coled by Sylvia Jones, Solicitor General and Jill Dun-
lop, Associate Minister of Children and Women’s Issues. The strategy is part of Ontario’s commitment to protecting women and children and combatting gender-based violence, sexual exploitation and abuse. As a first priority, Ontario is committing $20 million in annual funding for victim supports and anti-human trafficking
enforcement initiatives. According to statistics compiled, approximately two-thirds of police-reported human trafficking violations in Canada occur in Ontario and more than 70 per cent of human trafficking victims identified by police are under the age of 25. The Highway 401 corridor is used to transport young women and men to different locations
where they are forced to provide sexual services to johns for money. The average age of recruitment into sex trafficking is 13 years old. “Every day across Ontario, young women and children are being lured into human trafficking by criminals who rob them of their safety and dignity,” said Premier Doug Ford in a media release. “I want to thank Solicitor
General Jones and Associate Minister Dunlop for leading the development and implementation of our new, stronger, cross-government strategy to raise awareness of these disgusting crimes, ensure survivors get the supports they need, and bring their traffickers to justice.” “During discussions across the province, frontline workers and
survivors of human trafficking told us there is a need for consistent and reliable funding,” said Dunlop. “We are taking action to respond to what we heard. This annual investment for dedicated anti-human trafficking initiatives will ensure victim supports are available on an ongoing basis, and that critical prevention and enforcement actions continue.”

Karen Kirkwood-Whyte spoke in support of the project after Norton’s presentation. “I’ve been working for the last three or four years with a group of folks in Chatham-Kent around what started to be a tiny home community but that evolved over the last year, particularly the last nine months,” Kirkwood-Whyte said. “There are numerous members
of the community who have been meeting quite actively over the last nine months and I want to thank them for their patience in waiting for this item to come before council.” The councillor centred out Steve Pratt, Rose Linseman, Chris Arnold, Barb de Forno and Ron Male, who were in the audience to support the project. “This is the first of its kind affordable home ownership project in Chatham-Kent and we hope,
will serve as a model for similar projects in other communities throughout Chatham-Kent. The group has already identified properties and Wallaceburg and Wheatley that could be set aside for a similar initiative if the will is there,” Kirkwood-Whyte noted. The approval from council and the upfront funding of the grant amount will be used to leverage funding from other sources for the project and to secure the property on Taylor Avenue.

“It was a disaster when we brought it home,” DeNure said. Restoration efforts at Chatham Coach Lines took two years – done when there was time in the company garage and son Brent, then a teenager, had the time to assist on the project after school. They tore it down and rebuilt it, finishing with a light blue paint job. “We showed it off in parades and static displays. We’ve been doing it for years,” DeNure said. And then Mercury Productions came a calling, looking for a vintage vehicle to use in their unnamed show. “They’ve used some of our stuff in other shows and commercials,” DeNure said. “We’ve had half a dozen or more of our vehicles down to Toronto this year.” But in late 2018, the company focused on the 77-year-old Dodge bus. “They came down about a year ago and looked at our stuff. They called back
and asked about the bus and asked if they could wrap it,” DeNure said. He readily agreed. He likes the look so much he’s kept it in the wrap after the bus came home. “We’ve got a nice picture of the way it was. Let’s leave it the way it is now. New funding for seniors health programs was announced recently by Rick Nicholls, MPP for Chatham-Kent Leamington to help the many seniors who face financial and other obstacles in accessing programs and services that support health and well-being. Ontario is investing $14.1 million to support more than 300 Seniors Active Living Centre programs in communities across the province. Locally, $375,380 will be spread out between Blenheim & Community Seniors Group, Club De L’Age D’Or Le Foyer Pointe-Aux-Roches, Leamington and District Half-Century Centre, Maple City Centre for Older Adults, Morpeth Heri-
tage 60+ Club, Ridgetown and Area Adult Activity Centre, Tilbury & District Seniors Adult Centre Association, and Wheatley and District Friendship Club Inc. “This funding will go a long way in helping seniors across Southwest Ontario stay active and socially connected, while also preventing social isolation,” Nicholls said in a media release. “Seniors Active Living Centres provide a hub for seniors and their families to build positive connections and encourage physical activity. In doing so, benefits come to the whole community’s well-being”. The senior population in Ontario is the fastest growing age group. By 2023, there will be three million Ontarians over the age of 65.

All aboard for holiday fun
Blenheim Rotarians donate special ride The Chatham Voice
Blenheim Rotary Club has partnered with Family Service Kent to help continuously improve the community by donating an accessible vehicle that can hold two or three passengers using wheelchairs and four walk-on passengers. Rotary is the largest and the oldest Service Club in the world and takes an interest in the concerns of our community as well as in the special needs of individuals.
This mandate is a perfect fit with Family Service Kent’s vision that every person within Chatham-Kent should have the opportunity to achieve his or her full potential. The donated vehicle, which was previously used for Rotary projects in Blenheim, will allow individuals and families age 0-60 to have an affordable, accessible transportation option to access destinations outside of Chatham-Kent, a service which had not been offered in the past.

Knitting drive donates locally By Sarah Schofield sarah@chathamvoice.com
It started with an idea in February to collect mitts, hats and gloves for those in need; less than a year later, drive co-ordinators Dave and Kim Turnbull have collected approximately 367 items – the majority handmade by local knitters. Resident manager of Grandview Apartments on Grand Avenue East with his wife Kim, Dave decided he wanted to do something for the community around Christmas, while getting others involved at the same time. “He said, ‘Why don’t we do a drive and see if we can meet a goal of 500?’ I thought that was a lot, but before we knew, it we had donations of wool,” said Kim. Word soon spread within their apartment building and into the community where a handful of determined individuals began knitting and crocheting. So committed were the group that one particular knitter in her 90s kept working throughout her hospital stay. Reaching out on Face-
book’s Marketplace for materials, the Turnbulls were blown away by the kindness of those willing to donate yarn or offer deep discounts once they learned what they were trying to accomplish. “It was so nice. It just shows how generous people can be when they want to give,” said Kim. Now with the items ready to go to local organizations to be distributed to those in need, participants and the Turnbulls are already saying they are on board for next year. “The biggest needs we have are for donations of wool and yarn, preferably from smoke-free homes,” said Kim. Interested in learning how to knit, Dave wants to host a class next year at least once a month in the apartment building to help those who may not know and want to contribute. “I’ll show you the first item I make,” said Dave. “It may look like this though,” he added as he laughed, making a triangle shape with his hands. Hope Haven now aged 2 and going strong The Chatham Voice
At Chatham Hope Haven, clients and volunteers celebrated two years in operation recently. The staff who supervise in the evenings are all volunteers. There are more than 70 men and women who give their time in various ways to assist the homeless at Hope Haven. The biggest requirement is for volunteers to be good
listeners. Often, it is just someone who will take the time to listen, that makes all the difference for the homeless men who find themselves in need of a helping hand. Wanda Bell, general manager, said the haven received word from the fire department and city building inspector that they are officially allowed to have more than 10 men sleep in the building. The Chatham Comfort Inn is once again offering its “Room at the Inn” program in keeping with the spirit of the holiday season. “Room at the Inn” provides complimentary accommodations to those from outside of the immediate Municipality of Chatham-Kent who are visiting friends or loved ones at Chatham-Kent Health Alliance over the holidays. Reservations must be initiated with Admitting Department personnel of CKHA by

The “Room at the Inn” program is offered from December. 24 through Dec. 26. “Being away from home during the Christmas season may not be a choice,” said Sheila Bateman, general manager of the Comfort Inn, said in a release. “We offer these accommodations to help bring families together during the holidays. It can be a difficult time when a family member is ill. Getting a good night’s sleep is most helpful for patients’ families. The hotel is only a few minutes

Dries is a resident of Chatham and holds a Masters of Business Administration from the Rotman School of Management, University of Toronto, and an Honours Bachelor of Arts, Political Science and Business Administration from Wilfrid Laurier University. She has progressive career experience in a number of diverse roles including consulting, communications and corporate human resources.

At least two-thirds of low-income seniors do not have access to dental insurance. The new OSDCP will support Ontario’s seniors by increasing funding for dental services in public health units, community health centres, Aboriginal health access centres, and investing in new dental services for underserviced areas and mobile dental buses. Ontarians aged 65 and over with a net income of $19,300 or less or a couple with a combined annual income of $32,300 or less, and without existing dental benefits, will qualify for the OSDCP.

My name is Greg Simpson, minister at St. Andrew's United Church. I want to personally invite you to join us at Chatham Capitol Theatre for a traditional family-friendly Christmas Eve celebration. Normally we would hold this service in our beautiful and historic sanctuary, but this September we began restoration work to ensure that the St. Andrew's Church building would continue to serve the people of Chatham for a century to come. Unfortunately, it cannot be completed by Christmas Eve as we had originally planned. This is when a Christmas miracle occurred. We reached out to the community, and the Capitol Theatre responded by welcoming us to hold our service there. To Suit Your Fancy offered to share decorations, musicians from around Chatham agreed to join us to share their gifts. Volunteers and employees have stepped forward to offer their time on Christmas Eve so that there’s a service for the whole community to be part of. This has created a beautiful opportunity for a community Christmas Eve service. Perhaps you haven’t been part of this tradition before, or perhaps it’s been a few years, or perhaps you wondered which service you might attend this year. Come and enjoy a string quartet, hand-bell choir, chancel choir, and other musicians. We will sing familiar Christmas carols, read the Christmas story and wonder aloud how the messages of Christmas fit in our own lives.
