Changes Won’t Affect District’s Mission In 2016/2017 School Year by Michael Torelli Herald Staff

I

n just a few short weeks, the now-empty schools around Cheshire will be booming with life once more after students return from summer vacation. But in the days leading up to the start of the new school year, some administrators are familiarizing themselves to new environments within the Cheshire School District. “There’s been a lot of administrative turnover this summer,” stated Superintendent of Schools Jeff Solan, and he would certainly know. Solan, a mainstay in the Cheshire School System for over a decade, is beginning his first year as the District's superintendent, having been hired by the Board of Education in June and officially took over on July 1. In addition to Solan, there are several administrators beginning new positions this school year. Former Doolittle School Assistant Principal Kelly Grillo was hired as the new principal of

Norton School, replacing Mary Karas, while Scott Jeffrey, former principal of Essex Elementary School, was hired to replace Beverly Scully at Highland School. Both Karas and Scully retired at the end of last year, as did Cheshire High School Assistant Principal Richard Sansoucy. Since no replacement for Solan, who had served as CHS principal for four years before ascending to the superintendent's office, had been named, Sansoucy has offered to remain on as interim principal while being paid on a per diem basis. The Board of Education was expected to announce a new CHS principal during its Aug. 10 meeting, past press time. Despite changes in personnel, Solan said that the District's goals remain the same. “We’re going to retain our core values of putting our students first, working with the community collaboratively, and supporting our students,” he said. “… Some of the people will change, but the approach won’t.” School orientations, which al-

low parents to meet administrators, are scheduled throughout the next few weeks, with one having already taken place at Highland. As for the students, they can expect another enthusiastic year as well as interested and passionate faculty members, according to Solan. He said the District plans to continue its efforts to expand mastery-based learning, which provides personalized education for all students. One such way of expanding the method is through the District’s 1:1 learning initiative, which has already been implemented at Dodd Middle School. Students there were provided Google Chromebook laptops as a tool to help expand their knowledge of technology and provide resources not always offered simply through textbooks. “It’s almost impossible for a teacher to provide this myriad of resources to every student that’s in front of them,” explained Solan. sources online for research and studying. They are able to use the online world to supplement what they are learning in the classroom, Solan said. Grades six through 10 now have access to Chromebooks. Students at Dodd and CHS take their Chromebooks home each night and are responsible for their devices, according to Solan, who said that, so far, students have been respectful of the equipment. “Kids see that as different than a textbook because it does so much more than a textbook,” Solan said. At home, for example, students are able to use their Chromebooks for group projects. Before, students were limited to meeting in person or working on the projects at school. “It’s an incredible resource for learning that reflects the world today,” explained Solan. The Chromebook also prepares students for the technological world. He said the District is cognizant of other challenges that arise from the Internet and faculty aim to help students navigate those potential problems. “It’s not lost on our community

that social media ... make adolescent and childhood life much different for our kids than its ever been,” Solan stated. As such, the District will be focusing on ensuring students are emotionally ready to learn. “All of our students are people first,” he said. As for Solan, he said that, as Superintendent, he's especially looking forward to engaging with a particular portion of the School District “I’m most looking forward to meeting with our elementary community,” he said, adding that he is also ready to reconnect with his middle and high school-level colleagues. “It’ll be a new venture for me, and I’m excited about that,” Solan said. He said he has already visited the elementary schools, walking the halls and chatting with some of the students. Their demeanor is much different than those at Dodd or CHS, as they have a different level of enthusiasm and sometimes make unfiltered comments. “It’s cool to see the kids at their different developmental stages,” stated Solan.

Town Once Again Offering Eligible Students Free/Reduced Lunch

T

he Cheshire Public Schools have announced their policy for determining eligibility of children who may receive free or reduced price meals served under the National School Lunch and School Breakfast programs. Local school officials have adopted the United States Department of Agriculture’s (USDA) income eligibility guidelines following family size and income criteria for determing eligibility. The following income guidelines will be used in Connecticut from July 1, 2016 to June 3, 2017, for determining eligibility of participants for free or reduced price meals in the Child Nutrition Programs: The income calculations are made based on the following formulas: Monthly income is calculated by dividing the annual income by 12; twice monthly income is computed by dividing annual income by 24; income received every two weeks is calculated by dividing annual income by 26; and weekly income is computed by dividing annual income by 52. All numbers are rounded upward to the next whole dollar. Children from families whose income is at or below the levels shown are eligible for free or reduced-price meals. Application forms are being sent from schools to all homes with a letter to parents. To apply for free or reducedprice meals, households should fill out the application and return it to the school. Additional copies are available at the principal’s office at each school or on the school lunch web site. Only one application is required per household and an application for free or reduced-price benefits cannot be approved unless it contains complete eligibility information as indicated on the application and instructions. The information provided on the application is confidential and will be used only for the purposes of determining eligibility and for administration and enforcement of the lunch and breakfast programs. Note that the District may share your eligibility information with education, health, and nutrition programs to help them evaluate, fund, or determine benefits for their programs, auditors for program reviews, and law enforcement officials to help them look into violations of program rules. This information may also be verified at any time during the school year by school or other program officials. Applications may be submitted at any time during the year. For up to 30 operating days into the new school year, eligibility from the previous year will continue within the same local educational agency (LEA). When the carry-over period ends, unless the household is notified that their children are directly certified or the household submits an application that is approved, the children must pay full price for school meals and

the school will not send a reminder or a notice of expired eligibility. No application is required if the District directly certifies a child based on a household member receiving assistance from the Supplemental Nutrition Assistance Program (SNAP) or the Temporary Family Assistance (TFA) program. All children in these households are eligible for free meal benefits. Households receiving assistance under the SNAP/TFA programs will be notified of their eligibility and their children will be provided free benefits unless the household notifies the determining official that it chooses to decline benefits. If any children were not listed on the eligibility notice, the household should contact the District or school to have free meal benefits extended to those children. Households receiving SNAP or TFA benefits for their children should only submit an application if they are not notified of their eligibility by Sept. 9. If a child is not directly certified, the household should complete a free and reduced-price meal application form. The application for the SNAP or TFA households require the SNAP or TFA case number. The signature of an adult household member is also required. Children in households participating in WIC may be eligible for free or reduced-price meals. Please send in an application or contact the determining official for more information. When known to the District/ school, households will be notified of any child’s eligibility for free meals if the individual child is Other Source Categorically Eligible because the child is categorized as either: Homeless; runaway as defined by law and determined by the District’s or school’s homeless liaison. Households with children who are categorically eligible under Other Source Categorically Eligible Programs should complete an application and check-off the relevant box. Questions should be directed to the determining official. For any child not listed on the eligibility notice, the households should contact the school or determining official about any child also eligible under one of these programs or should submit an income application for the other children. Households notified of their children’s eligibility must contact the determining official or school if it chooses to decline the free meal benefits. If households/children are not notified by the district/school of their free meal benefits and they receive benefits under Assistance Programs or under Other Source Categorically Eligible Programs, the parent/guardian should contact the determining official or their school. Foster children that are under the legal responsibility of a foster care agency or court, are categorically eligible for free meals. A foster parent does not have to complete

Additionally, a foster child may be included as a member of the foster family if the foster family chooses to also apply for benefits. If the foster family is not eligible for free or reduced-price meal benefits, it does not prevent a foster child from receiving free meal benefits. Note however, that a foster child’s free eligibility does not automatically extend to all students in the household. Application forms for all other households require a statement of total household income, household size and names of all household members. The last four digits of the social security number of an adult household member must be included or a statement that the household member does not have one. The adult household member must also sign the application certifying that the information provided

If a parent is dissatisfied with the ruling of the determining official, he/she may wish to discuss the decision with the determining official on an informal basis. If he/she wishes to make a formal appeal, a request either orally or in writing, may be made to Jeffrey Solan, Superintendent of Cheshire Public Schools, 29 Main Street, Cheshire, CT 06410, 203-250-2400 for a hearing to appeal the decision. The policy contains an outline of the hearing procedure. Each school and the central office of the school district has a copy of the policy, which may be reviewed by an interested party. The Board of Education acts as a legislative body determining general policies for the control, operation, and maintenance of the public schools. The Board consists of seven elected members serving overlapping four-year terms. The Board operates under a committee system, with nine standing committees in areas ranging from curriculum to finance. A superintendent of schools is hired to execute board policies.

Important Information Regarding Local School Bus Routes

he bus routes for the 2016/2017 school year for Cheshire Public Schools, and for the Cheshire students attending Wilcox Technical School, Sound School, Lyman Hall High School and St. Bridget School, will be available on the Cheshire Public Schools website—www.cheshire. k12.ct.us/district-departments/ transportation— and will be updated periodically. The Board of Education Transportation Policy 3541 is also available on the Cheshire Public Schools website. In preparation for the first day of

school on Aug. 29, parents and students are asked to review busing information on the yellow post cards that are being mailed to them. Please note that the busing information may fluctuate; the most up-to-date information can be found on the District’s website. 1. All bus route stop times are approximate. Students should be at their appropriate bus stops approximately 10 minutes before the scheduled pickup time. The bus will not stop if the student is inside the house, garage, or on the front porch. Pickup times may

be adjusted during the first few weeks of school and can fluctuate from dayto-day during the school year due to issues such as traffic, weather, temporary road construction, etc. 2. Bus schedules for Cheshire Public Schools for the 2016/2017 school year are established according to the enrollment information available as of early August. Walking Distance: A student’s walking distance to school and walking distance to the bus stop, as defined in Section 2 of Transportation Policy 3541 of the Cheshire Board of Education, shall not exceed the following standards: Students who are in kindergarten shall not be required to walk farther than one-half mile to school or to the bus stop; students who are in grades 1 through 6 shall not be required to walk farther than one mile to school or to the bus stop; students who are in grades 7 through 12 shall not be required to walk farther than one-and one-half miles to school or to the bus stop. Walking distance means the linear measure from a point at the curb or edge of a public road at the student’s residence to a point at the nearest school building entrance; to a point at the nearest, safe entrance to the

school grounds located within one hundred feet of the school building entrance; or to the bus pickup/drop off area; or to the bus stop, if applicable. Walking Area means the area encompassed by the student’s walking route. The walking area may be paved or unpaved and is usually parallel to a public road and distinguished by curbing, drainage ditch, grass area, fencing, or other feature independent of any white line safety markings along the road pavement. Walking area includes sidewalks. 4. All written requests for transportation to and/or from a location other than your assigned bus stop (for daycare, student’s workplace, community program, or due to unique and individual hardship) must be made on a yearly basis using the form Available Seat Petition which is available

The Cheshire Public School System appreciates your patience while we address the large number of requests for changes that are received at the beginning of the school year. Board of Education Policy 3541 states, “Bus routes shall be established to provide the safest and shortest routes as economically as possible.” Based on this combination, transportation requests are addressed with highest priority being the safety of students, followed by routing changes caused by road construction, assigning bus stops for new students, reducing the routes that take longer

than 50 minutes after the first two weeks of school, and inputting these changes into the computer system. 6. In addition, parents are asked to pay close attention to the following policy of the Board of Education: Parents/guardians are responsible for the actions and safety of their children walking to and from and at the bus stop and to and from the school assigned. Please note that a parent, guardian, or responsible older sibling must be at the assigned bus stop of a kindergarten student or student with special needs when the bus picks up or delivers the student to and from school. Students in grades one through 12 will be dropped off at their bus stop regardless of whether or not a parent or designated individual is waiting for them. 7. When Cheshire Schools are closed for the day due to inclement weather, the Wilcox Tech and Sound School buses will not transport students to Wilcox Technical School or the Sound School, even if either school opens that day. Regarding all schools, in the event a delay or cancellation is not called, parents are encouraged to keep children home if they deem local neighborhood conditions unsafe for travel to schools. 8.
