SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

But the legal battles between the state and the White House over immigration policy continued along other fronts this week as well. The Justice Department filed a new suit against the state of Illinois, Cook County and the city of Chicago over their respective “sanctuary” jurisdiction laws that restrict local law enforcement agencies from cooperating with federal immigration enforcement actions.

Meanwhile, Democrats in the Illinois House passed a series of resolutions Wednesday – amid a walkout by the Republican caucus –condemning the Trump administration for a series of actions taken in the opening weeks of the new administration.

“I am pleased the court has granted our request for a nationwide preliminary injunction and refused to let ‘the beacon of light’ that is the rule of law darken,” Raoul said in a statement after the judge’s ruling. “The 14th Amendment was enshrined in our nation’s Constitution more than 150 years ago, and since then, the right of an individual born in this country to be a citizen of this country has been uniformly recognized.”

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

“What’s coming out of Washington, D.C. can be summed up in one word: fascism,” House Speaker Emanuel “Chris” Welch, D-Hillside, said during a speech on the House floor as he chastised Republicans for walking out. “They should be here to speak out against fascism. We cannot be silent.”

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

Speaking at their own impromptu news conference outside the House chamber, however, Republicans accused Democrats of ignoring more urgent issues facing the people of Illinois.

The order came one day after a federal judge in Maryland, ruling in a separate case, likewise issued a nationwide restraining order.

Sanctuary status

Meanwhile, even as the birthright citizenship case was proceeding, the Trump administration continued its offensive charge on immigration policy. The administration filed its own lawsuit in federal court in Chicago against the state, Cook County and the city of Chicago, challenging what are often called “sanctuary” laws that the administration argues are intended to shield undocumented immigrants from federal law enforcement.

“Illinois is broke and people are leaving,” Rep. Chris Miller, R-Hindsboro, who attended the Jan. 6 protests in Washington, said during the news conference. “It’s all because of bad public policy, and we aren’t addressing the kitchen table issues that Illinois citizens are interested in. We aren’t talking about safety and security, we aren’t talking about quality education, we aren’t talking about economic opportunity.”

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

The debates on the House floor Wednesday evening, and the legal developments Thursday, illustrated the deep partisan chasm that exists between the Democratic-controlled state government of Illinois and the Republican administration of President Trump, particularly over the issues of immigration and the rights of undocumented residents.

During his first day back in office Jan. 20, Trump issued a flurry of executive orders, including some meant to follow through on his campaign promises to crack down on immigration, both legal and illegal, into the United States.

Among those was one entitled “Protecting the Meaning and Value of American Citizenship” that purported to deny citizenship to certain people born in the United States to parents who were either not lawfully present in the country or were lawful but temporary residents.

The suit challenges two state statutes: the 2017 TRUST Act, which prevents state and local law enforcement officials from assisting the federal government with civil immigration enforcement; and a 2021 amendment to that act, known as the Way Forward Act, which prohibits law enforcement agencies from detaining individuals solely based on an immigration detainer or civil immigration warrant.

It also challenges the city of Chicago’s Welcoming City Ordinance and a Cook County ordinance, both of which, the suit alleges, inhibit the ability of local law enforcement to provide assistance or information to federal authorities engaged in immigration enforcement.

The suit argues all of those laws conflict with numerous federal immigration laws, including the recently-enacted Laken Riley Act, which mandates the federal detention of undocumented immigrants accused of theft, burglary, assaulting a law enforcement officer and other violent crimes.

The suit also cites the supremacy clause of the Constitution, found in Article VI, which states that federal laws and treaties of the United States are the “supreme Law of the Land,” regardless of any state laws to the contrary.

“The United States has well-established, preeminent, and preemptive authority to regulate immigration matters,” the suit states. “This authority derives from the United States Constitution, numerous acts of Congress, and binding U.S. Supreme Court precedent.”

That order was immediately challenged in federal courts around the country, including one filed in Seattle that Illinois Attorney General Kwame Raoul joined on behalf of the state, along with the states of Washington, Oregon and Arizona.

Gov. Pritzker Announces Launch of BEACON Children’s Behavioral Health Portal

CHICAGO -- Governor JB Pritzker and the Illinois Children’s Behavioral Health Transformation Initiative (CBHTI) announced the public launch of the BEACON (Behavioral Health Care and Ongoing Navigation) care portal, a centralized resource for Illinois youth and families seeking youth mental health services and care, including state agency support and community-based programs. BEACON is now live for use by Illinois residents and can be accessed at beacon.illinois.gov.

“The BEACON Care Portal is central to transforming children’s behavioral healthcare in Illinois,” said Dr. Dana Weiner, Chief Officer for Children’s Behavioral Health Transformation Initiative. “By giving parents and caregivers a single place to access information and assistance for youth mental and behavioral health problems, we are empowering families to meet their own needs in their own communities. We are grateful to Governor Pritzker for prioritizing children’s mental health and for inspiring us to develop innovative solutions to complex challenges.”

In the portal, parents and caregivers can learn which community-based resources are available nearby and which state-funded programs youth may be eligible for. These programs might include outpatient counseling, schoolbased services, wraparound services to help support families caring for youth with complex needs, or residential treatment services. BEACON also provides assistance in organizing information about a child’s care and connecting families with the services, including communica -

tion with state agency representatives.

The platform had a soft launch in the fall of 2024 and has been utilized by state agency representatives, physicians, mental health practitioners, and school personnel, who have offered real-time input to shape, refine, and improve the service.

The BEACON portal allows a parent or guardian to obtain information about a range of services, from a simple listing of available programs offered by the state, to community-based services in their area, to the assistance of a Resource Coordinator who can help identify additional resources for children in need. The portal also provides access to Parent Navigators who can provide further assistance, particularly in connecting families to school-based services.

In complex cases that may require the in -

volvement or services of more than one state agency, a Resource Coordinator may refer the case to a Clinical Specialist who will coordinate those services and facilitate communication with the child’s caregivers.

Parents and caregivers have the option of sharing information about their child’s situation and needs if they wish; the more information provided, the more BEACON can offer resources and guidance about specific services for that child’s needs. All information is strictly confidential in accordance with privacy and data security rules and regulations. Information is stored on a secure, encrypted platform that is not accessible to Google or anyone that has not been given explicit consent by each individual caregiver.

Cases that are open in BEACON will remain open until a child has been connected to an appropriate resource. The parent or caregiver will remain informed at each step along the way.

JOLIET, Ill. – When Joliet resident Chris Springer sought ways to help others this past holiday season, she turned to her neighbor, State Rep. Natalie Manley, (D-Joliet), for suggestions. That’s when Springer and her family decided, rather than buying Christmas gifts for themselves, to spend their money on donations to the upcoming Stepping Stones’ Recovery Home for Women & Children.

Stepping Stones’ new Recovery Home will provide a crucial lifeline for women battling addiction while also ensuring the safety and well-being of their children. This licensed recovery home offers a level of accountability and support unmatched by unlicensed peer homes.

“Giving back to others is very important to me, so I asked my children and my siblings if they would make a contribution to this fantastic project that Natalie [Manley] shared with me,” said Springer. “I’ve always been a strong advocate for new mothers, and after hearing more about Stepping Stones’ mission today, I’m honored to have collected donations. I look forward to helping again in the future.”

The new facility will feature seven apartments, allowing mothers to gradually reintegrate into independent living. Children from birth to six years old will be accommodated, ensuring they receive the love and support they need during their mothers’ recovery journey. The ongoing construction was made possible in part by a grant achieved by Stepping Stones with the assistance of Rep. Manley.

“For women who battle sobriety, the complexities of motherhood add an immense layer of difficulty,” Manley said. “This new home will provide a safe, supported environment for these women to heal and rebuild their lives, all while maintaining a strong bond with their children. NNPA Launches National Public Education Campaign

Washington, DC: The National Newspaper Publishers Association (NNPA), representing the Black Press of America, has announced the planning and implementation of a national public education and selective buying campaign across the nation in direct response to those corporate entities that have dismantled their respective Diversity, Equity and Inclusion (DEI) commitments, programs and staffing.

“We are the trusted voice of Black America, and we will not be silent or nonresponsive to the rapid rise of renewed Jim Crow racist policies in corporate America,” stated NNPA Chairman Bobby R. Henry Sr. “The Black Press of America continues to remain on the frontline keeping our families and communities informed and engaged on all the issues that impact our quality of life.”

At a recent convening of NNPA member publishers and editors, a united resolve was reached that each member publication of the NNPA will begin a national public education campaign coupled with the release of research data on those America companies that are engaging in efforts to sanction racial injustice, inequitable polices, divisive

leadership, and economic apartheid in America.

“We note forthrightly that Black Americans spend $2 trillion dollars annually as consumers of products and services throughout the United States,” NNPA

President and CEO Dr. Benjamin F. Chavis Jr. emphasized. “We now must evaluate and realign to question why we continue to spend our money with companies that do not respect us,” Chavis continued.

“This now must come to an end. These contradictions will not go unchallenged by 50 million Black Americans who have struggled for centuries to ensure equality, fairness and inclusion in our nation’s democracy.”

These last few weeks this new president’s executive orders have been wreaking havoc across the world. It has caused me great concern, how about you?

When Vice President Harris officially declared the 2024 election results, I had no doubt that our nation was in for some significant changes. However, I did not expect them to be so fast, furious, and ferocious.

I must admit, not in my wildest dreams would I have ever imagined that the powers of the U S Department of Justice would be so greatly diminished that both the 1965 Voting Rights Act (which was never ratified into law) and the1964 Civil Rights Act would no longer be strictly enforced.

Believe-it-or-not y’all, the way of life that we have known for the past sixty years may be ending abruptly. We cannot stand idly by watching our rights compromised. We must be tactical and strategic in holding on to and gaining additional control of the most valuable commodity in the world – real estate.

If you think about it, this nation became the richest in the world by the theft of land and the theft of labor from people of color. Now, these thieving ungrateful folks that have benefited from their stolen bounty for centuries, dare to think themselves superior. They had better recognize and we had better organize. In the words of the Isley Brothers, “We Have Got Work to Do.”

We as people must recognize our common-unity and work together to ensure that our ownership of real estate in our communities increases, not decreases – by any means necessary. We must no longer allow corporate scavengers or money-groveling politicians to take control of land/real estate in our communities that we currently own. We must become the LORDS over our land; our right to vote may depend on it. That’s what’s next.

USPS HONORS ICONIC JAZZ MUSICIAN with Black Heritage Stamp

A dedication ceremony for the stamp was held at the George and Joyce Wein Jazz & Heritage Center in New Orleans.

Joining Barksdale for the ceremony were Norman Robinson, former journalist and master of ceremonies; Quint Davis, Festival Productions, Inc. CEO; Elvis Costello, singer-songwriter; Irma Thomas, vocalist; and Toussaint’s children, Clarence Toussaint, and Alison Toussaint-LeBeaux.

“His music has touched the hearts and homes of so many, and now, through the release of a commemorative U.S. Postal Service stamp, his image will continue to inspire and connect with those same people in a deeply meaningful way,” said Toussaint-LeBeaux on behalf of the Toussaint family. Toussaint, a true son of New Orleans, possessed a unique musical talent that transcended genres. songs — including “Fortune Teller,” “All These Things” and “Southern Nights” — have become timeless classics, covered by numerous artists and featured in films and television shows. He seamlessly blended elements of R&B, funk, soul and jazz, creating a sound that was both deeply rooted in the city’s rich musical heritage and yet undeniably original.

He received numerous accolades throughout his career.

In 2013, President Barack Obama recognized Toussaint with the National Medal of Arts. Previous honors included induction into the Blues Hall of Fame in 2012, the Songwriters Hall of Fame in 2011, the Louisiana Music Hall of Fame in 2009, and the Rock & Roll Hall of Fame in 1998. In 2022, the New Orleans City Council renamed Robert E. Lee Boulevard in honor of Toussaint, who lived on the 4-mile-long thoroughfare during the last years of his life.
