$130 MILLION IN INVESTMENT EARNINGS FOR STATE PORTFOLIO DURING MAY
$90.9 million earned for cities, school districts through Illinois Funds
The State Treasurer’s Office made a record $130.1 million in investment earnings from the state investment portfolio in May, Illinois Treasurer Michael Frerichs announced.
Treasurer Frerichs is the state’s Chief Investment and Banking Officer. He is responsible for investing state revenue in the state investment portfolio. So far in Fiscal Year 2024, Frerichs’ Office has earned more than $1.3 billion for the state portfolio.
“Every dollar we earn in interest is a dollar that lawmakers don’t have to raise in taxes,” Frerichs said. “The State Treasurer’s Office cannot solve all of our problems, but we can be part of the solution.”
Also in May, nearly $90.9 million in gross investment earnings was earned for cities, villages, school districts, counties and other units of government that take part in the highly rated Illinois Funds local government investment pool the State Treasurer’s Office operates. So far in Fiscal Year 2024, the Office has earned more than $973.6 million for the Illinois Funds, which has received the highest rating of AAA from Fitch, a national credit ratings agency.

Pritzker Administration Announces Additional State-Supported Shelters for New Arrivals
STATE SUPPORTED SHELTERS ADD CAPACITY TO HOUSE UP TO 2,000 PEOPLE
CHICAGO — Additional State-supported shelters are beginning to serve New Arrivals in Chicago. Two new shelters, operating as part of the City of Chicago’s existing shelter system, will prioritize families as they transition to independent living. This is in addition to a State-supported shelter in Little Village, bringing the total of State-supported and funded shelters in Chicago to three, with a total combined capacity of 2,000 people.
These latest additions to shelter capacity advance the State’s commitment to a joint funding plan with Cook County and the City of Chicago to address the ongoing humanitarian crisis presented by the arrival of over 43,000 New Arrivals from the U.S. southern border.
Hyde Park Shelter
A former hotel shelter that was previously used to quarantine New Arrivals from measles is serving as a facility for standard shelter operations now that the outbreak has passed. The hotel has been retrofitted to serve as a more traditional shelter site.
Under the guidance of public health officials, the State-funded quarantine shelter was decommissioned for quarantine in early May, allowing the State to transition the site to a shelter for families, with a maximum capacity to house 750 people.
Midway Shelter
Buildout for the next State-supported shelter at a former hotel on the Southwest side of Chicago began last week. The plan is to begin moving in families in July. This shelter has a maximum capacity of 950 residents.
Little Village Shelter
In addition to the newest shelters, IDHS opened a State-supported shelter at a former CVS in Little Village at the beginning of the year. At this shelter, and at all New Arrivals shelters across Chicago, IDHS provides shelter residents with a variety of wraparound services and supports to enhance independence and onward movement. This shelter can house up to 300 people.
Addresses of the above shelters are not being shared broadly due to public safety and privacy considerations.

She became a recording artist in 2015, after a friend of hers posted a video of her singing in 2014. In less than 24 hours, the video, which was posted on Facebook, went viral. Everything she posted afterward received just as many views, posts and messages. In 2015, she signed with Tyscot Records and released “Keys to My Heart” in 2016.

The National Gospel tour is part of McDonald’s Black & Positively Golden movement, which aims to foster community through positivity and empowerment.

This year’s concert series is the 18th Annual Inspiration Celebration Gospel Tour. The tour began on April 26th in Nashville and ended on June 29th in Atlanta.
Babineaux has been impacting people’s lives with her music through her YouTube channel and her videos, as well as her performances and albums. She said she wanted to be part of I Got Away because she always wanted to collaborate with other Gospel artists in a concert setting, so when she got the call to be part of the concert series, she said yes immediately.
“I have always loved Anthony Brown & Group TherAPy, Deitrick is like a brother to me. I’ve done stuff with him on numerous occasions. I knew I wanted to be a part of it. Also, being the only female amongst these heavy hitters, it was a no brainer,” she said.
Babineaux said that during the tour series, God was doing tremendous things, and she was happy that she got to be part of it. Some of those things included people being delivered and being blessed. She said watching people stand in the rain and wait two hours just to get into the venue to see the concert because they wanted to have an experience
Babineaux loves Chicago and it feels like home. She said performing in Chicago during Juneteenth was the icing on the cake for her. She said she can’t wait to come back to the city. Throughout the tour, she found herself watching the other performers’ sets all the time. She considers herself a member of Group TherAPy, she knows all the dance moves and songs. She was always out there supporting her tour mates.
Babineaux is going to take some time off after the tour to rest. Then, in August, she will be releasing a new single and a full project by the end of this year or the beginning of next year.
“I am excited about the songs I have birthed with this new project, which is about things I’ve been through the past two years of my life. I’m excited to see what God is going to do with that, and for people to hear my story,” she said.

The summer meals and LunchStop programs will be offered at hundreds of school locations throughout the District, including all summer program locations. Meals will be available at outdoor LunchStop locations across the District. Indoor meals are available based on when individual schools host their summer programs on varying dates.

Summertime Call for Increased Attention to Prevent Alzheimer’s Wandering
As summer approaches and more people engage in outdoor activities, it’s crucial to raise awareness about the risks of wandering for individuals with Alzheimer’s disease. Alzheimer’s can impair a person’s ability to recognize familiar places and faces, leading to wandering, which is not only common but potentially lifethreatening. The Alzheimer’s Association urges caregivers, family members, and the community to take preventive measures to ensure the safety of those affected.
Understanding the Risk: Alzheimer’s disease can cause individuals to lose their sense of direction and familiarity, making them susceptible to wandering. Statistics show that six in 10 people living with dementia will wander at least once, with many doing so repeatedly. This behavior can occur at any stage of the disease, and its unpredictable nature adds significant stress for caregivers and family members.
Warning Signs of Wandering:

“As our schools continue to operate as year-round community hubs, it’s important that District families have access to nutritious meals between the end of the school year, and the start of the upcoming school year,” said CPS CEO Pedro Martinez. “When students are consuming healthy foods, it stimulates the brain and keeps them safe and ready to learn.”
Students who participate in summer programs, or who live in the area served by the summer program, will be able to access free meals – both breakfast and lunch – at their summer program site throughout the summer. The summer meals program is made possible through the Summer Food Service Program (SFSP), a program administered by the Illinois State Board of Education (ISBE)
In addition, all Chicago children between the ages of one and 18 can access free and nutritious meals through the District’s LunchStop program. LunchStop will be offered at outdoor locations throughout the District. Children must be present to receive a meal and will need to consume the meal onsite. The LunchStop schedule is 10:30 a.m.-12:30 p.m. Monday-Friday, through August 9.
Families can find a Summer Meals or LunchStop location near them via the District’s Summer Meal Finder.
“While District students are eager to get the summer underway, proper nutrition remains a requirement at CPS,” said CPS NSS Executive Director Jason Mojica. “Thanks to the collaboration with District vendor partners, we’re providing wholesome and nutritious meals for CPS kids.”

Gov. Pritzker Signs SB1, Creating the Department of Early Childhood
CHICAGO -- Governor JB Pritzker joined elected officials, early childhood advocates, and education leaders to sign Senate Bill 0001 into law, officially establishing Illinois’ new Department of Early Childhood. The new state agency, first proposed by Governor Pritzker in October 2023, will focus exclusively on early childhood programs and services for young children, improving equity and accessibility for families and caregivers.
“Our state-funded early childhood programs operate across three different state agencies, putting an unnecessary burden on those families looking for support and on those providing the support that’s needed,” said Governor JB Pritzker. “I am very proud to usher in the beginning of a new era for early childhood education and care in Illinois – as we create the Department of Early Childhood. Once fully implemented in 2026, this new agency will make life simpler, better, and fairer for tens of thousands of Illinois families.”

Currently, services for young children are housed in three separate agencies: the Illinois State Board of Education (ISBE), the Illinois Department of Human Services (DHS) and the Illinois Department of Children and Family Services (DCFS). Navigating the current system is complex and inefficient, often leaving service gaps and challenges for historically underserved communities. With this new agency, early childhood programs will be unified to improve ease and availability for families and providers seeking state resources, including:
The Early Childhood Block Grant at ISBE, which funds Preschool for All and the Prevention Initiative programs
The Child Care Assistance Program, Home-Visiting programs, and Early Intervention services at DHS
Day care licensing currently managed by DCFS.
The transition will be led by education expert Ann Whalen, who has a
background in education policy and teacher retention, and the Department of Early Childhood will begin administering all new programs in FY27 (July 1, 2026). Until then, programs will continue to be housed in legacy agencies as the State works with educators, parents, providers, and stakeholders to design the ideal framework and practical rollout for the new agency.

The Frederick Douglass-Daniel O’Connell Global Internship Program is a collaboration of Ireland’s Department of Foreign Affairs, the African American Irish Diaspora Network (AAIDN), and the Council on International Educational Exchange (CIEE) designed to honor two iconic leaders in the global movement for freedom, equality, social justice, and economic mobility by preparing students from diverse backgrounds for future and career success.
The fifteen 2024 Douglass-O’Connell Global Interns were selected from a highly competitive pool of exceptional students, and each receive full funding for their internship placement, academic program, housing, and airfare, as well as a living stipend.
The program is named in celebration of Frederick Douglass’ transformative visit to Ireland in 1845 during which he met and was profoundly influenced by the famous Irish reformer Daniel O’Connell who expanded Frederick’s worldview and commitment to advancing social justice for all.
During their eight weeks in Ireland, the 2024 Douglass-O’Connell Global Interns will intern with a host company that aligns with their skills and career goals, attend lectures on Irish history and culture, and participate in extracurricular and networking activities in Dublin, Cork, and Belfast.
Upon arrival in Ireland, the interns spent the weekend building a foundation in the legacies of Frederick Douglass and Daniel O’Connell. They visited Glasnevin Cemetery, the resting place of Daniel O’Connell; attended a lecture and dinner with Dr. Phil Mullen, the head of Black Studies at Trinity College Dublin; enjoyed a lecture on Irish history and culture from program historian, Prof. Christine Ki-
nealy; and took the Frederick Douglass Walk in Dublin.

The Legacy of The Greensboro Six
In 1955, one week after Rosa Parks was arrested
for refusing to give up her seat on a Montgomery bus, six Black men led by Dr. George Simkins started a local movement of their own by defiantly playing a round at the whites-only Gillespie Golf Course. They were later arrested, convicted of trespassing and spent 15 days in jail. Seven years and numerous court cases later, their actions led to Gillespie desegregating and later, seeing The Greater Greensboro Open (now the Wyndham Championship) become the first PGA TOUR event in the South to welcome a Black player (Charlie Sifford).
Today, Gillespie is home to First Tee - Central Carolina, a national youth development program using the game of golf to create life-changing opportunities for local youth on and off the course. It also has the distinction of being the first course in North Carolina to offer PGA HOPE (Helping Our Patriots Everywhere), a national program leveraging golf to enhance the wellbeing of active-duty military and veterans and is one of the only courses in the Triad catering to players with spinal injuries and disabilities through adaptive equipment and free programs.

HIGHLIGHTS EVIDENCE-BASED PROSTATE CANCER SCREENING GUIDELINES FOR BLACK MEN
LOS ANGELES, PRNewswire -- In its ongoing work to address health disparities for Black men related to prostate cancer, the Prostate Cancer Foundation (PCF) announced newly published guidelines for prostate cancer screening for Black men in the U.S.
One in six Black men in the U.S. will be diagnosed with prostate cancer in his lifetime (vs. one in eight white men). Black men are more likely to be diagnosed at a younger age, with more aggressive disease, and are more than twice as likely to die of prostate cancer.1
After determining there was an unmet need for guidelines for prostate cancer screening specifically for Black men, in January 2023 PCF convened a panel of experts in the social determinants of health, racial disparities, epidemiology, and the diagnosis and treatment of prostate cancer to review the literature and establish guidelines.
The expert panel recently published its recommendations and guidelines for prostate cancer screening for Black men in NEJM Evidence. The new guidelines do not replace but rather complement current U.S. guidelines for early detection of prostate cancer.

The expert panel formulated the following Prostate Cancer Foundation 2023 Guideline Statements for Prostate Cancer Screening in Black Men in the United States:
Since Black men are at high risk for prostate cancer, the benefits of screening generally outweigh the risks.
Prostate-specific antigen (PSA) is a blood test that should be considered first-line for prostate cancer screening. Some providers may recommend an optional digital rectal exam in addition to the PSA test.
Decisions about PSA testing depend on individual preferences. Black men should engage in shared decision-making with their health care providers to learn about the pros and cons of screening.
“The thought leaders PCF convened have given Black men and their doctors evidence-based guidelines from which to make shared decisions about screening for prostate cancer,” said PCF President Gina Carithers. “By widely sharing these guidelines, we can help reduce death and suffering from the disease in this underserved population.”
The panel comprised 19 investigators representing primary care, urology, medical oncology, radiation oncology and methodology (clinical trials and epidemiology), half of whom identified as Black. In addition, three Black patient advocates with a history of prostate cancer shared their personal experiences. William K. Oh, MD, of the Division of Hematology and Medical Oncology, Tisch Cancer Institute at Mount Sinai, and Isla P. Garraway, MD, PhD, of the Department of Urology, David Geffen School of Medicine, University of California Los Angeles, served as Guideline Chairs.
The investigators completed a comprehensive literature search. From 1,848 unique publications, researchers narrowed their review to 264 relevant studies. The review was guided by six key questions about whether Black men should be screened for prostate cancer, what they should know about how screening is conducted and how to make informed decisions about screening, at what age Black men should start being screened and what age should they consider stopping PSA screening, and how family history and genetic risk should figure into
For Black men who elect screening, a baseline PSA test should be done between the ages of 40 – 45. Depending on the PSA value and the individual’s health status, annual PSA screening should be strongly considered.
Black men over age 70 who have been undergoing prostate cancer screening should talk with their health care provider about whether to continue PSA testing and make an informed decision based on their age, life expectancy, health status, family history, and prior PSA levels.
Black men with an even higher risk of prostate cancer due to a strong family history and/ or known carriers of high-risk genetic variants should consider initiating annual PSA screening as early as age 40.
