What's is Really Behind Police in Black History has continued to reflect the tragic consequences for African America’s since slavery of the law as a tool to oppress; from the civil rights marches, the forming of the Black Panther Party of Self Defense in 1966, and today urban communities have become impossible to ignore as protests' continue addressing police misconduct even to:

the Protest Tens of thousands of black people since the 1866 birth of the Ku Klux Klan in Pulaski, Tenn. have been lynched, burned alive, beaten to death and mutilated by whites. The 1980 riots in Miami's "Liberty City" and the 1992 L.A. riots involving the Rodney King verdict were again expressed in Ferguson, Mo. Pay attention to this history of brutality and criminalization of the humanity of black people and law enforcement.

Educating Chicago youth continues to be a blame game as the governor, the mayor, teacher union and the public go at itAS Chicago Public Schools has announced the layoff of 62 employees, 17 of them teachers, citing its efforts to stabilize its finances by eliminating $85 million from school budgets; Mayor Rahm Emanuel’s handpicked Board of Education is set to meet to vote on whether or not to expanding charter schools in neighborhoods.

CPS announcing the move, the school district said those laid off include 43 full-time and 19 part-time employees. Chicago schools CEO Forrest Claypool says the fact the cuts are needed is unfortunate for the district's students, principals and teachers. In announcing the layoffs, school officials pointed to the failure of Gov. Bruce Rauner and the Legislature to come up with a school funding plan. They come as the school (Continued on page 7)

According to the SBA's Office of an estimated 7% of U.S. business owners are black, up from 6.2% in 2007. It says the rise isn't statistically significant. Gus Savage,

a six-term Democratic congressman died Oct. 30 the night before his 90th birthday. Frequently confronted with accusations that he was race-baiting or anti-Semitic, Mr. Savage gave no ground. “Racism is white,” he said. “There ain’t no black racism.” Mr. Savage said he began his career in activist politics and journalism after serving in a segregated Army unit during World War II. One of his early publications, the American Negro, was a protest magazine that was among the first to print a photograph of the mutilated body of Emmett Till, a Chicago teenager who was lynched in Mississippi in 1955 after reportedly flirting with a white woman. Mr. Savage said he ran the image before

Jet magazine and the Chicago Defender, although it was those larger black publications that sparked national outrage over Till’s death. In 1965, Mr. Savage founded Citizen Newspapers, a small chain of Chicagoarea weeklies that railed against the city’s Democratic machine, personified by Mayor Richard J. Daley. With that maverick sensibility, Mr. Savage supported the political rise of Harold Washington, a friend and college classmate who became Chicago’s first black mayor in 1983. He was the acknowledged leader of the independent progressive black political movement and the architect behind the election of a black mayor. Savage twice ran for Congress unsuccessfully before winning an open seat in 1980. He became the first African American to represent the district.

announced his resignation as Chicago’s 4th Ward Alderman. Burns will taking a position with Airbnb as the Senior Advisor and Midwest Director of Policy. This comes as a surprise to the public however Mayor Rham Emanuel publicly wished him well in his next endeavor. The Mayor is expected to take steps to fill his seat, requiring candidates to fill out an online application lead by Alderman Michelle Harris (8th Ward), Chairman of Rules and Ethnics. A commission of community leaders will narrow down final applicants. Community activist and chair of the National Black Wall Street Chicago,Mark Allen said the resignation will lift up another "traditional" problem pointing out that many Independent and former Aldermanic candidates will soon be raising their usual hell when the Mayor appoints someone from the existing 4th Ward Organization. He also added Cook County Board President still carries the strongest political weight and probably none of the former candidates will get her political blessing for appointment;

Demonstrations coordinated by the Chicago Teachers Union (CTU), Grassroots Education Movement (GEM), Alliance to Reclaim Our Schools and others throughout Chicago protests of CPS’ “Broke on Purpose” “CPS) challenges are a revenuebased problem because two of the three biggest cost drivers are things that have to be paid: pensions and debt service (which includes the swap termination payments),” said CTU President Karen Lewis. “The third biggest cost driver is charter school proliferation—and though they’ve promised to halt charter expansion there is a state commission that can override their decision. There are no guarantees.” Claypool said “We will continue working to find a deal that keeps

your children inside the classroom where they belong.
We will not be deterred from working with CTU towards an agreement for the sake of our children and their education. “Despite facing unprecedented financial challenges that threaten our classrooms, we had reached a tentative agreement with the CTU leadership.” “We’ll have to cut $100 million from school budgets in order to help decrease our deficit. Lastly, we cannot afford to continue the current practice of paying both teacher and employer pension payments.” Alderman Dowell who has voted in favor of the $113 million TIF surplus of which CPS gets $60 million feels changing the State of Illinois funding formula and/or using income taxes instead of property taxes to sustain our schools.

fter seeing Hillary Clinton in person the other day while she visited the Bronzeville community in Chicago, I was not surprised at why young people and older people, for that matter, with free thinking minds are not that interested in her campaign. She appeared dry and like 30 day -old bread, that you realize you have in your cabinet when you're looking to prepare a much anticipated peanut butter and jelly sandwich. She was very unappealing, to me at least. On the same day, Bernie Sanders opened up an office in the south loop. I didn't get a chance to visit his grand opening, so his appeal is still a mystery to me, in terms of his physicality, image and personal style. And please don't act like it's issue oriented substance that black folks are really voting for! Because when have our issues ever been seriously addressed and fulfilled during a president's white house occupational short term visit? To black people, image matters! Especially after coming off a near 8 year-run with President Obama, a black man with swag, who's super cool, handsome, lovely wife and smart kids. Therefore, how can blacks, in general, and young social media junkies see Mrs. Clinton, who's stiff like a card board box, robotic and deep into the status quo platform, as someone they even wanna vibe with? Hillary's biggest issue is trying to capture black America after we've had a taste of probably the hippest trip ever in the White House. Bernie, being equal in age to Hillary, at least has energy. She has very little energy. Hillary is like a stalled old Buick in your dad's driveway that the neighbors are trying to jump start with cables.

Blacks who hope to continue benefiting from her potential presidency are trying to shove the Clinton clan (Bill) down our throats, again. She's just not a tasty appetizer, before dinner salad, entree or dessert. Blacks shouldn't be to blame for that! And Bernie, even though he's as far as you can get from President Obama, he's not the scripted Clinton. Sanders is saying things that sound like how young people communicate today on social media. That's how Trump is appealing to America. Remember, on social media - everything goes. No script. Very little concern. Just log on to your lap or desk top or ignite your smartphone and deliver your thoughts regardless how outrageous! The world is moving at a rapid pace with social media mechanisms dominating the conversation. Good, bad or indifferent, this is the environment we live in..... and simply, Hillary has not captured that space, yet! And finally on Hillary, to bring out Sandra Bland's mom to pimp that tragedy, how shameful. If you really wanna help, go directly to Texas, and hold a Sandra Bland Rally, and demand justice! We'll all join you...... Both presidential candidates, anold white man who's motives are still unclear to me, and an-old white woman, who's husband destroyed black lives, are starving for Negro votes. Bernie and Hillary will collectively get some positive hits, but who'll get the lion's share is uncertain. Maybe we're select another black man, Willie Wilson. Until the next edition..... Peace and One Love. I Write to Differ..... NOTE: Listen to Carl West, who'll be live at the Auto Show today from 10 am - 11:30 am, hanging with Perri Smalls on WVON 1690AM.

Dear Readers,

hicago was one of the centers of black journalism, having at different times several black-owned newspapers, from 1919 there was the Chicago Whip, Chicago Bee, Broad Axe, and the Half Century Magazine. The most influential of the Chicago publications was the Chicago Defender, with nationwide circulation founded by Robert S. Abbott in 1905. The Chicago Defender had a major impact on Black History thought and development in America by its combination of news pertinent to blacks nationwide in conjunction with strong editorial viewpoints on a wide variety of civil rights issues. The "Great Migration" of 1910 to 1920 was due in large part to editorials published in the Chicago Defender urging blacks to leave the oppression of the South for greater opportunity in Chicago and the North. From my time working for the Chicago Defender naturally a lot was learned. But it was not my intentions to a publisher. Its inception it was an organizing tool at first site, Chicago Street Journal, (formerly South Street Journal), based from the Mid-South community on 43rd and King Drive it has been an organizing tool from the Bronzeville Political Pac, the 47th Street Business Association, Involved in political campaigns, organizing public housing, and even this publisher running for alderman. But Harold Lucas describes the newspaper toilet room time, and Phil Jackson said it’s a newspaper not of the norm. At times more feared than loved. It has been best of times and eviction times, wisdom and typo’s headline “If we don’t work, no ‘boby’ work. It has been the light of issues to the ‘Lake Front Aldermen, darkest of friendships to the threats of aldermen to sue, and former mayor Richard Daley blocked it from advertising money from St. Elisabeth Church. And then others block its advertising funds. Then others and others. (Read the Bought and Sold story on page 4) This reminds me of John Sengstacke embracing the term Uncle Tom newspaper.

Will and could Chicago Street Journal take the stand as Mr. Sengstacke? At times the thought is there. But as an alternative all of those directions led to the birth of Black Wall Street Chicago and now there are over 50 across the country and five different organizations with the name in Chicago and 14 Districts claimed. Black Wall Street Chicago was founded by this newspaper on the premise of Malcolm X, “At least establish the businesses in your own community, before it is too late.” As it was in the spirit of Tulsa, Ok. Our readers are dedicated and know our value and trust our vision. We are always seeking ways to bring the readers the best our communities have to offer. We would be remiss if we overlooked polices and its importance to our society; so we your establishment to be a part of our growth and featured in the pages of CSJ. Regardless what part of Chicago you are, for this new name is Chicago Street Journal. Saturday March 12, will be Summit XXVII, we will be connecting with the community of 75th Street on an economic plan of action. We are requesting your role as a partner in building the Black Wall Street Districts of Chicagoland. Take for example on Taylor Street; you may know the one where public housing was the third populated of Black people 10 years ago. Now it is one of the vital business strips of young people enjoying the fruits of economic growth, no bars on the windows, shops open 7 pm like it was noon time, another Rush Street. We are proud to join

Alderman Rod Sawyer in making this happen. Not one of the 14 Black Wall Street Districts equals the vitality of growth that Taylor Street has. Not one! Not yet. But it’s coming. The future of Chicago Street Journal at time was like going to the emergency room with no doctors (or leadership with no medicine). However, we hold our heads up high to heal the pain of yesterday news from evictions to sabotage. This newspaper is your sons and daughters trying to take a stand like the other one. So send us your love. Protect our independence, and give our readers the needed knowledge we need your presence. CSJ is normally a free publication. But our readers keep telling us such as Rev. Theo Taylor, "Sell it for dollar" Now is the time we ask. If everyone reading this right now gave $1, our non-stop publishing would be done. If CJS is useful to you, please take one minute to keep it on the streets and online and growing. We serve 1,000s of readers over the years, but operate on a fraction of others. We believe knowledge is a foundation. A foundation for human potential, for freedom, for opportunity. Please extend to us as your partner with support and improve CSJ and meet us Saturday March 12, 11 pm noon at. Thank you

Childhood Best Friends As adults we are continuously reminded that there is not enough time in a day to conquer everything you set out to do - especially nurturing friendships or reconnecting with childhood friends. We just do the best we can. But through a child’s mind, time seems to be never ending especially when you’re having play dates with friends. Take a few seconds to reflect on your memories of being a child. Who was the friend or friends that made the most positive impact on you? With what friend or friends did you experience the happiest and most unforgettable moments of your childhood? As your mind reveals the answers to my questions, there is a good reason why the special friend or friends left an inspiring imprint in your heart – it’s because of the good and positive way they made you feel. They helped you progress emotionally as well as to self-confidence, communication, and social skills. These are the same universal traits we want and hope for all children to experience and culti-

vate. It’s important for children to have friendships just as it is for adults. I asked the Cole Cutie Kid’s (Callista, Sienna, Zander, and Mazen) how they felt about having best friends. Callista said, “So good! It’s like having a twin!” Sienna said, “Good!” Zander and Mazen both said, “It feels really, really good!” Mazen also said, “You can play with them a lot.” Zander also said, “They’re very nice to you. I care about my best friends.” The Cole Cutie Kids have been best friends since daycare and continue to teach one another how to be good friends. They are learning and developing good and positive social skills that will continue to blossom into their teenage years. I encourage parents and grandparents to ask their children and grandchildren the following questions: Do you have a best friend or friends? How does your best friend or friends make you feel? Listen to your child’s or grandchild’s answers. Encourage their positive friendships with others. Make time to coordinate play dates and fun activity events. Be a host and invite your children’s friends over for a party. Parents, as you already know, it’s never too late to reconnect with your childhood friends, meet new friends or nurture the friendships you have already. The friends who truly make you feel good and show you they care are the ones to treasure for a lifetime. Eva Cole, Columnist, Writer, Author, & Voice-Over

Jonathan is among six other candidates for this covenant post, currently held by Langdon Neal, who is expected to retire at the end of December. came clean and revealed to its citizens their dirty little secret. "For far too long, the city of Chicago has operated at a level that is steeped in mediocrity and has not elevated to a higher place in which it needs to. We can fix that. Right now," expressed Calloway. William lives in the South Shore neighborhood. He's a 25 year-old film student at the Illinois Institute of ArtChicago, who has been organizing “die-ins” through a group he calls Christianaire. His first-ever protest was NATO in Chicago. Since then, he has protested many times since, sometimes twice a day, and in every part of the city. If not for the efforts of activist Calloway and journalist Brandon Smith, video of Chicago Police Officer Jason Van Dyke firing 16 fatal shots at Laquan might still be in the hands of investigators and attorneys, not the public.

Chicago One of Most Expensive Cities to Work, Live Worldwide: Report A recent report named Chicago as one of the most expensive cities in the world to work and live. In its recent Live/Work Index, global real estate services provider Savills measured the combined cost of residential and office rentals per person and per year, according to the report. Chicago ranked 14th out of 20 cities that were studied by Savills researchers. The cost to live and work in Chicago averaged to $44,700, according to the survey, up 10 percent from five years ago. However, it could be considered a bargain compared to the other cities that ranked higher on the list. London was named as the most expensive city to work and live, according to Savills. The average living and working cost totaled to $112,800, nearly 20 percent higher than five years ago. Following close behind is New York with an median cost of $111,300 per person, and Hong Kong, with an average price of $103,200. San Francisco, which ranked sixth on Savills’ ranking, saw the biggest year-to-year cost of living increase, up 13 percent and up 49 percent from five years ago, according to the report. Researchers tallied the total cost to live and work in San Francisco at $66,300.

eneath a carefully constructed pretense of concern for racial justice, Chicago Mayor Rahm Emmanuel has long been a dedicated corporatist “law and order” enemy of Black America. During his time as a top political operative in the archneoliberal Bill Clinton White House, the notorious bully Emmanuel (later to be nicknamed “Rahmbo”) was a driving force behind the 1994 federal “three strikes” Clinton crime bill. That draconian measure helped make Bill Clinton “the incarceration president” and contributed to a significant increase in the monumental hyper-imprisonment and criminal marking of Black Americans. Among other terrible things, the law put 100,000 more officers on the streets, allocated $10 billion for new prison construction, and eliminated Pell Grant funding for inmates pursuing college degrees while in prison. Prior to that outrage, Emmanuel joined up with Bill Daley to lead Clinton’s passage of the North American Free Trade Act (NAFTA) – a critical investor rights measure that helped capital drain millions of jobs away from industrial regions where impoverished Black populations desperately needed paid employment. NAFTA-encouraged deindustrialization notwithstanding, Emmanuel was a leading force behind Clinton’s vicious 1996 “welfare reform.” The “Personal Responsibility and Work Opportunity Reconciliation Act’s” elimination of poor families’ former entitlement to basic family cash assistance has wreaked havoc on Black families stuck in jobless ghettoes ever since. As Barack Obama’s original White House chief of staff, Emmanuel consistently steered policy rightward, towards the interests of the nation’s predominantly white 1% and contrary to those of America’s disproportionately nonwhite lower and working class. As Mayor of Chicago, Emmanuel moved quickly to shutter 54 public schools in lowincome Black and Latino neighborhoods in the largest deliberate mass school closure in history. Emmanuel’s schools chief provided principals with a guide on “how to handle civil disobedience and to report the names of any teachers and students involved in protests.” The schools closure program has always been a big taxpayer money grab for wealthy Emmanuel allies seeking to build private charter schools in the wreckage left by public school closings. Emmanuel has stonewalled on numerous abusive and criminal practices on the part of his city’s police force. He flatly denied the Chicago Police Department’s operation of an illegal “black site” detention facility (Homan Square) where thousands of mostly Black and Latino suspects have been “disappeared” and forced into false confessions. The Black Site hellhole

Curi * Emmanuel demonstrated a complete ously enough, Emmanuel seems to have at least

momentarily lost the outward loyalties of the city’s Black bourgeois elite. As Glen Ford notes on Black Agenda Report, reflecting on mass, Black youth-led protests that took place in Chicago’s tony Michigan Avenue shopping district: “It seemed as if the protective shield of Black mis-leadership Class collaboration that has for the last 30 years insulated white mayors from the wrath of Chicago’s outraged Black rank and file, had suddenly been stripped away. Black ministers joined militant youth in marching down the city’s ‘Magic Mile’ Michigan Avenue shopping district, demanding that heads roll for hiding video evidence in the death of 17 year-old Laquan McDonald, shot 16 times by Officer Jason Van Dyke. For 400 days. But the community’s rage could not be contained. The Black Caucus of Chicago’s Board of Aldermen demanded that Police Superintendent McCarthy resign. So did Rev. Jesse Jackson and even Bobby Rush, the sellout Black Congressman who has been a dependable servant of the Emanuel administration. The strength of the movement in Chicago can be measured by the fact that so many elements of the Black collaborationist political class have been forced to take a stance in opposition to Mayor Emanuel and the white corporate forces that he represents, and ultimately to compel the mayor to fire his favorite cop.” Soon, however, the misleaders can be expected to resume their normal role of collaboration with the city’s predominantly white and corporate masters. As Ford notes: “The young people that are soldiers of this struggle understand that movements are defined by their demands. In a joint statement by the Black Youth Project 100, We Charge Genocide, Assata’s Daughters, the #LetUsBreathe collective, and a Black Lives Matter chapter, they declared that ‘Indicting cops does not change the policies that promote the violence and trauma inherent in the Chicago Police Department.’ They want Rahm Emanuel’s resignation, too. The Black Youth Project also demands defunding of the Chicago police, and investment of those dollars in the Black community. They call for reparations for slavery, Jim Crow and mass Black incarceration; an end to all profit in the criminal justice system; a guaranteed income for all; a federal jobs program, and freedom from discrimination for all workers; and an end to displacement of Black people through gentrification…. These are demands for social transformation – demands that will put the young activists on a collision course with the Black Misleadership Class who are the first line of defense for the white ruling class, and who will soon close ranks in Chicago and elsewhere to try to stop this movement.” The fight for racial justice in Chicago, as across the nation, requires rank and file class struggle within the Black community itself. The white, Latino, and Asian working class could learn from that. Last December, Paul Street spoke in Chicago (with Bruce Dixon) on U.S. Imperialism and the 2016 Elections with the Illinois Coalition for Peace, Justice, and the Environment. He spoke on Rahm Emmanuel, Laquan Mcdonald and the Racist Mass Incarceration State at the Open University of the Left,

As reported in the Chicago Defender, taking advantage of the Black community’s increasing disillusionment with Democratic Governor Pat Quinn, Rauner enlisted the services of some high profile Black community leaders including Rev. James Meeks, Pastor Corey Brooks, N’Digo Publisher Hermene Hartman, and Dr. Willie Wilson to act as surrogates for his campaign. Rauner appointed Brooks to the Illinois Toll way Board. While Brooks will only collect an annual salary of $31,426, Rauner won the election, appointed Meeks to his transition team, and eventually appointed Meeks to become the Chairman of the Illinois State Board of Education (ISBE). Meeks’ critics claim that the appointment was political payback for selling out the community. For Meeks, serving as the Chairman of the ISBE, which administers billions in school grants, allowed him to have a direct say in the education process. Chicago Baptist Institute a Historical Landmark in for Sale $15 Million

Ebonie Caldwell, of Ebonie Caldwell Realty Portfolio - A Real Estate Development and Marketing Company, has announced the sale of the Chicago Baptist Institute, a historic landmark building at 5120 S. King Drive, for $15 million. The three story building is approximately 55,000 square feet and with an additional attached lot for sale estimated around 35,000 square feet. “Bronzeville has indeed experienced a great deal of revitalization over the last three and a half decades as result of an influx of middle and upper -class African-American professionals along with the possibilities of the Obama Presidential Library being located across the street in Washington Park. With its unique history and location, in the Bronzeville & Washington Park area while being located a few blocks west of Hyde Park this historical building is in a residential market area that is recovering at a fast pace. Planned developments and growing business owners along with a re-emerging nightlife, flagships and franchises is being added to the community’s growth. With its unique history and location, recovering residential market, planned developments, and steadfast business owners whose fortunes are inextricably tied to

the community’s growth, it’s becoming increasingly apparent that Washington Park and Bronzeville are reemerging neighborhoods bound to bloom bigger than it was before in the 50's and 60's. Chicago Baptist Institute was organized in 1934, under the united sponsorship of the Chicago Baptist Association, the American Baptist Publication Society, the American Baptist Home Mission, and Black Baptist Pastors and Churches of Chicago. The Institute began its work in one room on the second floor of the Supreme Liberty Life Insurance Company building, located at Thirty -Fifth Street and South Parkway, now Dr. Martin Luther King, Jr., Drive. The student body numbered fewer than forty persons. From this humble beginning, the Institute, under the academic leadership of Dean Leroy R. Mitchell, grew from less than forty students to approximately four hundred. The work was arranged in three departments :the Leadership Training Department, the Missionary Training Department, and the Seminary. Later, a fourth department was added which offered courses of study for the benefit of students with educational deficiencies. In September, 2011, Dr. Willie Wilson was appointed Chairman of the Trustee Board. Under the guidance of Dr. Willie Wilson, our school was named Chicago Baptist Institute International .In addition, our school has also come out of an enormous financial dilemma .Dr. Wilson has introduced our school to various organizations and ministries that have been instrumental in assisting us in our academic and Christian growth and exposure. Mr. James Floyd was also named the new president of Chicago Baptist Institute International. Moving on to higher educational ground, on May 29, 2013, Rev. Dr. John T. Gray was named president of Chicago Baptist Institute. On September 30, 2013, Dr. Joseph Henry was appointed Academic Dean. Ms. Caldwell said this is the perfect opportunity for a boutique hotel or residential community development due to the massive real estate expansion and the exposure this neighborhood will be getting from the Presidential Library being located in Washington Park or Jackson Park,” says Caldwell.

Many joined to welcome Pope Francis to the U.S. and at the White House and witnessed the first address of a Pope to the United States Congress. However, others called the question of the Catholic Church in its role in slavery. "As a Roman Catholic who once studied to be a Catholic priest, I have been excited since Pope Francis took over as the leader of the one billion Roman Catholics in the world," said State Representative LaShawn Ford. "I have also been hopeful that he would challenge the leaders of the church and her followers to be stronger voices for fairness and justice in the world." "The many problems in the world today are the result of evil and hate amongst humanity, said Ford.”The Catholic Church has a moral obligation and responsibility to teach about and then confront hate and evil. The Church must also be united with other faiths to fight for equality and justice, praying for a better world." In speaking of safeguarding our planet, Pope Francis said, "The urgent challenge to protect our common home includes a concern to bring the whole human family together to seek a sustainable and integral development, for we know that things can change," also noted in his recent Encyclical Letter Laudato Si'.

Let us treat others with the same passion and compassion with which we want to be treated. Let us seek for others the same possibilities which we seek for ourselves. Let us help others to grow, as we would like to be helped ourselves. In a word, if we want security, let us give security; if we want life, let us give life; if we want opportunities, let us provide opportunities. The yardstick we use for others will be the yardstick which time will use for us." "This reminds me of being my brother's/ sister's keeper," said Ford. "The Pope's outgoing leadership shows him to be a moral leader with a conscience, working to make the world a better place for all. After all, less evil and hate make it easier to be a Catholic following Christ. It is my hope that while the Pope is spreading the Good News in America that he challenge the consciences of all people to work for, among many things, a fairer system so we may educate children in America equally. Opportunities for a high quality education that is equal and is proven to meet the needs of our children will help to eliminate much evil and hate." Accident coincident

There are still Christians prepared to uphold the traditional Christian line on slavery. In 1996 Charles Davidson, a devout Christian Senator from Alabama, said that slavery had been good for blacks, and pointed out that the practice had biblical approval, citing the traditional prooftexts such as Leviticus 25:44 and 1 Timothy 6:140.

Main Message by Pastor Cornelius Clark (Jacobs House Church)

By Margaret Herbers A monthly tradition of the American Clergy Leadership Conference (ACLC) is the prayer breakfast, an event that brings local clergy of all faiths under the same roof to pray together, share messages and, of course, enjoy breakfast and fellowship. Here are the highlights of the first prayer breakfasts to take place this year in Chicago and Atlanta. MC: Dr. Willie Weston, Sr. — ACLC Illinois Co-Chairman The first monthly ACLC Prayer Breakfast of 2016 in Chicago was held on Tuesday, January 19. The program was hosted at the Cosmopolitan Community Church, where Dr. Henry O. Hardy is the pastor emeritus. The featured speaker was Pastor Cornelius Clark, the pastor of Jacob’s House Church in Chicago. About 140 clergy attended the program. Raised in a musically gifted family, Pastor Clark has a special calling. Not only does he lead a powerful worship of God, but also he also

inspires believers to walk in the Principles of Truth and to cultivate their own personal relationship with the Lord. His vocal talents secured him a role in the 1992 motion picture Leap of Faith, starring Steve Martin and Debra Winger, and he has been the featured vocalist on several gospel music projects, including programs with Edwin Hawkins, Bishop Larry Trotter and Bishop T.D. Jakes. Pastor Clark brings a fresh wind of preaching and teaching to the Body of Christ, helping to change the face of what the traditional church calls “ministry.” His message on Tuesday was well received, and the audience thoroughly enjoyed the program and fellowship. Starting in 2003, the ACLC of Illinois has held a Prayer Breakfast every month, not missing a single month in thirteen years. These dynamic gatherings, hosted by a different church each month, are now averaging 200 participants per breakfast.

The ACLC Prayer Breakfast in Chicago affords an opportunity for prayer, fellowship and receiving God’s word from leading spiritual leaders from Chicago and from around the country. Keynote speakers have included Dr. Ki Hoon Kim, Archbishop George Augustus Stallings, Dr. Michael W. Jenkins, Dr. Clay Evans, Pastor T.L. Barrett Jr., Dr. Stephen J. Thurston, Rev. Leroy Elliot, Bishop Larry D. Trotter, Bishop W. James Campbell, Minister Louis Farrakhan, Rev. Otis Moss III, Dr. Robert M. Waterman (Brooklyn, NY), Bishop Jesse Ed-

here is America today in what can be in the words of Dr. Martin Luther King? This mock Q&A from President Barack Obama to the community streets. America in view by what could be related to his words of yesterday. Let us begin... abrupt conversion experience, religion has been real to me and closely knitted to life. In fact the two cannot be separated; religion for me is life. .It is quite easy for me to think of a God of love mainly because I grew up in a family where love was central and where lovely relationships were ever present.

RC: This is Black History Month, as head of The Christian Leadership Conference, now a holiday in your honor, a monument, streets and buildings and even with Stevie Wonder song sang to many birthdays. What are you thoughts about yourself? King: I'd like somebody to mention that day, that Martin Luther King, Jr., tried to give his life serving others. I'd like for somebody to say that day, that Martin Luther King, Jr., tried to love somebody. I want you to say that day, that I tried to be right on the war question. I want you to be able to say that day that I did try to feed the hungry. I want you to be able to say that day that I did try in my life to clothe those who were naked. I want you to say, on that day, that I did try, in my life, to visit those who were in prison. I want you to say that I tried to love and serve humanity. R.C. What about the title of Drum Major of peace? King: Yes, if you want to say that I was a drum major, say that I was a drum major for justice; say that I was a drum major for peace; I was a drum major for righteousness. And all of the other shallow things will not matter. I won't have any money to leave behind. I won't have the fine and luxurious things of life to leave behind. But I just want to leave a committed life behind. And that's all I want to say. R.C. Besides your strive to continue your service; Having you got sort of weary? King: I don’t mind telling you … sometimes I feel discouraged. I felt discouraged in Chicago. As I move through Mississippi and Georgia and Alabama, I feel discouraged. Living every day under the threat of death, I feel discouraged sometimes. Living every day under extensive criticisms, even from Negroes, I feel discouraged sometimes. Yes, sometimes I feel discouraged and feel my work’s in vain. But then the Holy Spirit revives my soul again. RC: Religion has been a very substance of your life, how was this developed? King : Even though I have never had an

RC: Here in Chicago we have more churches than businesses, and more social ills in communities where most of the churches are. There is a critical taste in the minds of many with the religious leadership being political tools. Being a preacher what is your assessment of that? King :. ..As a preacher... I must admit that I have gone through those moments when I was greatly disappointed with the church and what it has done in this period of social change. Science investigates religion interprets. Science gives man knowledge which is power religion gives man wisdom which is control. The apparent apathy of the Negro ministers presented a special problem. A faithful few had always shown a deep concern for social problems, but too many had remained aloof from the area of social responsibility. Much of this indifference, it is true, stemmed from a sincere feeling that ministers were not supposed to get mixed up in such earthly, temporal matters as social and economic improvement; they were to "preach the gospel" and keep men's minds centered on "the heavenly." But however sincere, this view of religion, I felt, was too confined. RC: As you know we are now have the first African American President of the United States, Barack Obama. In the words of the late James Brown noted for “Say it Loud’ I am Black and Proud” a reinforcement of Black Power. Should ‘Black Power’ be acknowledged with President Obama?

needs the white man and the white man needs the black man. However much we may try to romanticize the slogan, there is no separate black path to power and fulfillment that does not intersect white paths, and there is no separate white path to power and fulfillment, short of social disaster, that does not share that power with black aspirations for freedom and human dignity. We are bound together in a single garment of destiny. We must stand up and say, "I'm black and I'm beautiful," and this self-affirmation is the black man's need, made compelling by the white man's crimes against him. I am not interested in power for power's sake, but I'm interested in power that is moral, that is right and that is good. RC: During your life you were known as an extremist. Not like Malcolm X, but still an extremist even among some Black people. There is a group of activist in Chicago by the name of VOTE (Voice of The Exoffenders. Their leaders are Paul, Mark and Joseph. So happens, names represented in the Bible. Some would call them radicals and others say its courage. Then others say they need to watch what they say and how they do and say things. How do you assess them? King :. When you are right you cannot be too radical; when you are wrong, you cannot be too conservative.... Was not Jesus an extremist for love --"Love your enemies, bless them that curse you, pray for them that despitefully use you." Was not Amos an extremist for justice -...Was not Paul an extremist for the gospel of Jesus Christ -- "I bear in my body the marks of the Lord Jesus." Was not Martin Luther an extremist -- "Here I stand; I can do none other so help me God." Was not John Bunyan an extremist -- "I will stay in jail to the end of my days before I make a butchery of my conscience." Was not Abraham Lincoln an extremist -"This nation cannot survive half slave and half free." Was not Thomas Jefferson an extremist -- "We hold these truths to be selfevident, that all men are created equal." So the

question is not whether we will be extremist but what kind of extremist will we be. Will we be extremists for hate or will we be extremists for love? Will we be extremists for the preservation of injustice--or will we be extremists for the cause of justice? In that dramatic scene on Calvary's hill, three men were crucified. We must not forget that all three were crucified for the same crime--the crime of extremism. Two were extremists for immorality, and thusly fell below their environment. The other, Jesus Christ, was an extremist for love, truth and goodness, and thereby rose above his environment. RC: So is going to jail in your case an example of that.

King: I submit that an individual who breaks a law that conscience tells him is unjust, and who willingly accepts the penalty of imprisonment in order to arouse the conscience of the community over its injustice, is in reality expressing the highest respect for the law. RC: On the point of Malcolm X. What was the relationship of you two if any? King: I met Malcolm X once in Washington, but circumstances didn't enable me to talk with him for more than a minute. He is very articulate … but I totally disagree with many of his political and philosophical views — at least insofar as I understand where he now stands. I don't want to seem to sound selfrighteous, or absolutist, or that I think I have the only truth, the only way. Maybe he does have some of the answer. I don't know how he feels now, but I know that I have often wished (Continued on page 17)

used up all of our money for bail, and about 300 remained in jail, and I felt personally responsible. It was then that President Kennedy telephoned my wife, Coretta. After that, my jail conditions were relaxed, and the following Sunday afternoon -- it was Easter Sunday -- two S.C.L.C. attorneys were permitted to visit me. The next day, word came to me from New York that Harry Belafonte had raised $50,000 that was available immediately for bail bonds, and if more was needed, he would raise that.

RC: People still question your stance on to continue talking about ‘love thy neighbor’, turn the other cheek. Are you about tired of that?

that he would talk less of violence, because violence is not going to solve our problem. ... I feel that Malcolm has done himself and our people a great disservice. Fiery, demagogic oratory in the black ghettos, urging Negroes to arm themselves and prepare to engage in violence, as he has done, can reap nothing but grief. You know, right before he was killed he came down to Selma and said some pretty passionate things against me. And that surprised me because after all it was my territory there. But afterwards he took my wife aside, and said he thought he could help me more by attacking me than praising me. He thought it would make it easier for me in the long run. R.C. They was a program a few years ago honoring you, in which your children did not acknowledge Harry Belafonte. What is your take on that? King: Over 400 of our followers had gone to jail; some had been bailed out, but we had

King : ... And I'm going to talk about it everywhere I go. I know it isn't popular to talk about it in some circles today. I'm not talking about emotional bosh when I talk about love, I'm talking about a strong, demanding love. And I have seen too much hate. I've seen too much hate on the faces of sheriffs in the South. I've seen hate on the faces of too many Klansmen and too many White Citizens Councilors in the South to want to hate myself, because every time I see it, I know that it does something to their faces and their personalities and I say to myself that hate is too great a burden to bear. ... And the beautiful thing is that we are moving against wrong when we do it, because John was right, God is love. He who hates does not know God, but he who has love has the key that unlocks the door to the meaning of ultimate reality. RC: Let us talk about some domestic issues. Presidential candidate millionaire Donald Trump and the former one Mitt Romney said he do not care about the rich nor the poor. There are those of us that can not see a future, men from young to old selling loose squares to make ends meet. Chicago has transformed over 40,000 black families from Public Housing over the last 10 years as it has build the “White Wall Street” around the Loop, as the poor were an eye soar to the city; And so Stephanie Gathin once said, ‘What the city has done to Black people here in Chicago is a total shame of the leadership.” How do we address the issue of the poor? King Jr. Today the poor are less often dismissed, I hope, from our consciences by being branded as inferior or incompetent. We also know that no matter how dynamically the economy develops and expands, it does not eliminate all poverty. The problem indicates that our emphasis must be twofold. We must create full employment or we must create incomes.

People must be made consumers by one method or the other. Once they are placed in this position we need to be concerned that the potential of the individual is not wasted. New forms of work that enhance the social good will have to be devised for those for whom traditional jobs are not available. RC: That point is external issues, what about internal? Such as Clarence Thomas and even for the most part Chicago Aldermen that have not address the Parity Legislation for contracts where Black receive only 11%. And have not addressed it for years as elected officials? King : ., If a city has a 30% Negro population, then it is logical to assume that Negroes should have at least 30% of the jobs in any particular company, and jobs in all categories rather than only in menial areas. from a 1968 Playboy magazine interview Speech in Memphis, April 3, 1968, the day before King was assassinated

In the end, we will remember not the words of our enemies, but the silence of our friends..... Our lives begin to end the day we become silent about things that matter. ….. "Cowardice asks the question - is it safe? Expediency asks the question - is it politic? Vanity asks the question - is it popular? But conscience asks the question - is it right? And there comes a time when one must take a position that is neither safe, nor politic, nor popular but one must take it because it is right."…. Nothing in all the world is more dangerous than sincere ignorance and conscientious stupidity... The hottest place in Hell is reserved for those who remain neutral in times of great

February 26, 2016 Page 17 system in America known as Capitalism. Through this economic system you have been able to do wonders. You have become the richest nation in the world, and you have built up the greatest system of production that history has ever known. All of this is marvelous, but Americans, there is the danger that you will misuse your Capitalism. I still contend that money can be the root of all evil. It can cause one to live a life of gross materialism. I am afraid that many among you are more concerned about making a living than making a life. RC: I have to remind people like Mark Allen, Paul McKinney, Mack Grover and Revin Fellows about the “N” word. There is store in African, and Taiwan using it with your name . How do you address the word that once was considered a harmful and hateful word among black people and now

it is developing a new meaning of acceptance. What is the physic of the word? King: Like an unchecked cancer, hate corrodes the personality and eats away its vital unity. Hate destroys a man's sense of values and his objectivity. It causes him to describe the beautiful as ugly and the ugly as beautiful, and to confuse the true with the false and the false with the true. As long as the mind is enslaved, the body can never be free. Psychological freedom, a firm sense of self-esteem, is the most powerful weapon against the long night of physical slavery. …… And, with a spirit straining toward true self-esteem, the Negro must boldly throw off the manacles of self-abnegation and say to himself and to the world, "I am somebody. I am a person. I am a man with dignity and honor. I have a rich and noble history. RC: American is still presently in two wars, which the President is close to ending. He will be known for taking down Bin Linden and Gaddafi filling President Bush mandate to “Get Even” with a growing hatred of what happen on the 911 day. What is your take on war? King: As I have walked among the desperate, rejected and angry young men I have told them that Molotov cocktails and rifles would not solve their problems. I have tried to offer them my deepest compassion while maintaining my conviction that social change comes most meaningfully through nonviolent action. But they asked — and rightly so — what (Continued on page 30)

Donnell Robinson Staff Writer CHICAGO – In the wake of the police scandal that engulfed the City of Chicago after the November release of a controversial video of a white Chicago police officer fatally shooting 17-year-old Laquan McDonald, protesters continues to be staged at numerous demonstrations calling for the resignations of Mayor Rahm Emanuel and State's Attorney Anita Alvarez, as well as for the Police Department to be open and fair. At the fourth and final meeting of Mayor Emanuel’s task force on police accountability when about 40 protesters disrupt it on Feb. 25, 2016 by taking over the stage at Sullivan High School in Rogers Park. The protesters questioned the legitimacy of both the task force and the Police Department Attempting to defuse more turmoil, Mayor Rahm Emanuel appeared before the Chicago City Council to personally apologize for the death of McDonald. "...I am sorry", fired Police Supertindent In addition the Mayor said he welcomes the Attorney General as they opened a civil pattern or practice investigation into CPD, pursuant to the Violent Crime Control and Law Enforcement Act of 1994. However, the outcry and Emanuel dismissing Police Chief Garry McCarthy, protestors moved to chant "impeach Rahm" "Rahm resign" and Rahm must go" as well as "too little too late." Bishop James Dukes and other African American pastors have said Emanuel should resign. “We do not want bacon and eggs; we want justice; we want reBishop James sources, we want accountability, and we want incluDukes sion,” said Dukes, a pastor who has been a familiar face at many protests rallies after the release of police dashboard camera video showing Officer Jason Van Dyke shooting McDonald 16 times in October 2014. The office of the medical examiner in Cook County-Chicago diagramed the body of Laquan McDonald. It detailed how each of the 16 bullets entered and exited the body - the head, the shoulders, the torso, the neck, and the arms. The autopsy diagram made the teen seem like a type of target practice for Officer Jason Van Dyke. Fourteen months after the death of McDonald, Van Dyke, was charged with first degree murder in the fatal shooting. Alavarez did not charge Officer Van Dyke until she knew that the video would be released due to a cook county circuit court order. The city fought to conceal the video, contesting the Freedom of Information Act lawsuits by independent journalists, by the Wall Street Journal and by the Chicago Tribune. The mayor pushed the City Council to vote for a $5 million settlement to the McDonald family before they had even filed a lawsuit. The settlement apparently included an agreement to keep the video secret.

Ask for a Receipt when being stopped and frisk by Chicago Police Department? A number of aldermen have stated that they were either mis-led or lied to by the City's Corporation Counsel. A judge set bail at $1.5 million after prosecutors charged him. Following the arrest the city released dash cam videos a result of a court order that shows the teen, being shot by Van Dyke. State Representatives LaShawn K. Ford and Mary E. Flowers introduced legislation (HB4356) that would create a process for the Recall of the Mayor of Chicago. However, Paul McKinney, questioned the House Bill saying the bill would not apply to Mayor Emuaell second term. The Mayor stated that he did not see a video that he so fought to repress; but has not stated that he was not aware of the video's content; The mayor says this was the act of one bad police officer who will now face a jury of his peers. Joining the protester, Jesse Jackson of RainbowPUSH proclaimed "This is not simply a case of one bad cop. Nine police officers were on the scene, yet not one reported the police violence. Instead, a police union spokesman alleged that McDonald lunged at the police with a knife. That false statement went unchallenged. Why?"

First year Aldermen David Moore (17) and Carlos Ramirez -Rosa (35) hold news conference calling for expanded investigations of Mayor Rahm Emanuel's administration and its knowledge of the Laquan McDonald case. The investigations also would include a hearing before the Chicago City Council.

IPRA cannot interview the officers involved in this incident while the federal and state criminal matters are pending. CHICAGO (CBS) – A new study by the American Civil Liberties Union has revealed Chicago police are among the nation’s leaders in the use of the controversial “stop-and-frisk” practice, leading even New York. Until the mayor and courts put a stop to it, New York was known for its aggressive stop-and-frisk tactics, in which police officers stop and question a pedestrian, and frisk him or her for weapons or other contraband. Now, according to the ACLU, Chicago police officers are doing the same thing on a routine basis. According to a report the ACLU will unveil Monday, Chicago police made 250,000 stops that did not lead to an arrest last from May to August last year – more than four times the number in New York during the height of its use of the stops, during the same four months in 2011. “You’re stopping and frisking a lot of innocent people, with very little productive outcome,” said ACLU Illinois legal director Harvey Grossman. into the Burger King manager's strong claim that CPD officers deleted 81 minutes of facility video of events surrounding the killing of McDonald” said Craig Washington a leader of COAL. In a press release submitted by CPD early 2015 summer, after the Baltimore and Ferguson riots, leaders of varying ranks began meeting with residents as the Department officially launched a neighborhood outreach tour to gather feedback and foster ongoing dialogue necessary to build and sustain trust with communities throughout the city, mainly, the Black community. Department members of all ranks, from CAPS officers to the Superintendent, started participating in outreach sessions that were held well into the (Continued on page 19)

February 26, 2016 Page 19 Aldermen Greg Mitchell (7th) and Michael Scott, Jr. (24th) joined together to ensure the garbage collection fee included in the 2016 budget is capped at $9.50 per household through 2019. Beginning in 2016, the City will implement a first-ever garbage collection fee of $9.50 per household per month, paid only by households receiving garbage collection services provided by the Department of Streets and Michael Scott, Jr. (24th) Sanitation. As part of the 2016 budget that was approved by City Council in October, 2015 the City’s garbage fee will be capped through 2019. The $9.50 fee will cover approximately one quarter of the City’s garbage collection costs and is similar to what residents living in buildings of five or more units currently pay for private collection. “During the budget process, I considered the possibility of the garbage collection fee passing. At that time, I started collaborating with Alderman Scott on ways to protect our respective constituents. As a result, we came up with the idea of a cap to ensure the $9.50 Greg Mitchell (7th) garbage collection fee will not increase over the next four years,” says Alderman Greg

Mitchell. Along with a fee cap, the 2016 budget requires that the City provide a separate and unique fund for the garbage fee revenue. The fund will receive all revenue from the proposed garbage fee and, in turn, cover a portion of garbage costs for the city-provided service. The separate and unique fund solely for garbage fee revenue will ensure that this revenue is being used only for garbage collection services, not other city expenses. “Throughout this budget process, I’ve heard many of my residents say they want to make sure the garbage fee is actually going to pay for garbage services, not some other city service,” says Alderman Michael Scott, Jr. “I understand their concerns, and I am glad the City Council worked with the Administration to create a separate fund for the garbage fee revenue that is clearly earmarked to pay for garbage collection.” The garbage fee takes effects January 1, 2016 and will be applied to the City’s water bill for each household receiving streets and sanitation garbage collection services.

summer. Upon Chicago Street Journal inquiring of their findings, a spokesperson replied they have no information on the findings that was done under former Superintendent Garry F. McCarthy administration. News sources DNA later obtain the report under McCarthy. After months of pushing for former Superintendent Garry McCarthy's ouster, Alderman Leslie Hairston (5) believes the protests forced the mayor to ask for his resignation. Hairston says the administration's decision to fire Detective Dante Servin for the shooting death of 22-year-old Rekia Boyd and arrest of Jason Van Dyke for the first-degree murder of McDonald was too little too late. "We need to have a clearance sale in the police department and get rid of everyone who McCarthy brought with him," says Hairston."They're all a part of the problem." Chicago Department's chief of detectives resigned from his post amid a series of resignations following the release of the McDonald shooting video.

CHICAGO — More than 780 Tasers are on their way to the Chicago Police Department, according to the city. The new Tasers mean police will now have access to 1,481 Tasers, according to a city news release. All officers responding to calls will receive a Taser at the start of their shift. Mayor Rahm Emanuel announced late last year that more police would receive Tasers and training in how to use them. At the time, interim Supt. John Escalante said 21 percent of the Police Department was trained to use Tasers and he wanted to double that. The push to use more Tasers came after police shot and killed Bettie Jones and Quintonio LeGrier on Dec. 26 in the Austin community.

Hairston says the problems with the city's police department are systemic and she points to a "blue code of silence" that has allowed police misconduct going back to Jon Burge and the recent promotion of Constantine "Dean" Andrews. The chief of detectives, whose promotion McCarthy announced in October, is accused of creating a false witness statement in the murder of David Koschman by Mayor Richard M. Daley's nephew—Richard Vanecko. The Mayor seeks community input into the next police chief. The Chicago Police Board says it will be forwarding its three finalists to Mayor Emanuel early March and sources close to the process say Cedric Alexander is among the top candidates an African-American chief from Georgia is among the front-runners for the job. Emanuel would not confirm the candidates’ names, but did not discount Alexander as a possibility. Alderman Roderick Sawyer prefers a Chicago candidate. “I’m not saying the gentleman from Atlanta or any other applicant out of state or out of city would not be a good superintendent, but my preference quite honestly would be someone in the department,” he said. “Additionally, my personal prefer-

ence, I think it’s time to see a woman there.” Hairton says she would like to see a younger police commander from Chicago appointed superintendent. Hairston believes the current system stifles younger African American officers who may have new and effective ideas about public safety that encompasses all of Chicago. Organizers are still fighting for civilian oversight of the police board, in order to hold the administrators in law enforcement accountable. This elected community police board would also work to bring to justice any law enforcement officer convicted of crimes against citizens.

The Task Force on Police Accountability recommended a new City policy on the release of evidence, including videos, in police

-involved shootings and other serious incidents. The Mayor said he will embrace their recommendations. However, Emanuel’s quick decision to back a plan to keep police videos secret for up to 90 days already has some people saying his trust-building campaign starting off on the wrong foot. Now Emanuel has signed off on a compromise that does little more than limit the amount of time that the code of silence has to operate. Bishop Dukes said “This can't be business as usual.” “If Chicago is to heal, the truth must come out.” Jonathan Anderson, who heads the Society of Professional Journalists’ Freedom of Information Committee, said there’s little doubt withholding videos and records of police shootings for up to three months is still too long and can only breed distrust.

Police Department," said Basileios Foutris, attorney for the LeGrier family. "First you shoot them, and then you sue them." “Soured relations between the police and the communities they serve are one of the most challenging issues of our time," Attorney General Loretta Lynch said addressing the riots that erupted in Baltimore after the death of Freddie Gray in police custody. This is just one of long line of Blacks killed, inexplicably, in brushes with the law. In July 1966, James Baldwin published “A Report from Occupied Territory,” a despairing essay in the Nation contemplating race relations in American cities. Describing the deep sense of alienation and despair in the black community, Baldwin wrote: “The children, having seen the spectacular defeat of their fathers . . . cannot listen to their fathers and certainly will not listen to the society which is responsible for their orphaned condition.” Fifty years later, it’s heartbreaking and infuriating to read those words and realize how little has changed. Chicago in 2015 approved $55 million in what it called reparations of innocence. And likely not the last, as just last December young 19 year old Quintonio LeGrier was killed and his neighbor were accidentally killed by Chicago police. Malik Ismail, an international traveler, historian and activist pointed out that, Like prosecutors, police officers are tasked with making the society safe. Sometimes their zeal leads them to cross the line and use the power of their badges to make a case that otherwise would not be tribal. The numbers show the laws and the police killings target one group of people, “Because they're defenseless and more vulnerable than others” says Everoloyce MCullough, south side community activist that works with the street organizations. “The actions of the police is attributed to obvious racism, as well it should; but even worse than that, this state of the city also reveals the government from the one deal it is also “Capitalism”. Said McCullough says, “Police brutality

goes farther than physical harm. When then State Senator Barrack Obama pass the “Driving While Black’ law in the State of Illinois, that law meant, ‘don't do it any more’. SSJ in an interview with Senator Obama, ask him what about the innocent that we unjustly incriminated that cause him to pass a ‘Driving while Black law.’ Obama responded. “ The law does not cover that.” McCullough says police brutality remain with a bigger picture of the law enforcement; concerning the crimes police did that are not caught on video? The innocent people from a simple traffic ticket that builds up

Quintonio LeGrier (left) and Officer Robert Rialmo (Right) to get ones car impound and license taken away? Or the stop and search that leads to a compound warning in a data system; the traffic court when one mainly see mainly Black people. McCullough continue to say police killings do get attention, but innocent people made out of criminals or cash cows must be addressed as well.” It is likely that there are many other "LaQuan McDonalds" and officers like Jason Van Dyke never caught on video and the public will never know their names. “ Now look at those in Cook County jail 90% are Black and half are innocent but no funds to put up bail.” A big problem with blacks, especially black males, is that this system is design to get them into the system early on in life and mark them with a felony on their record thereby allowing them to be legally discriminated against without actually saying they are discriminating against them because they are black. But if you follow the data, even though whites are just as likely to commit crimes as blacks are, they are less likely to be pulled over, charged or prosecuted for these offenses. So if it seems only black men are convicts, that’s only because white men aren’t pursued by the justice system. Michelle Alexander identified this scheme in her book “The New Jim Crow: Mass Incarceration in the Age of Colorblindness”. She should how the government (system) has devised a way to keep men of color in a perpetual state of second classed citizenry in order to continue the cheap/ free labor from the days of slavery. Even if we change the system today and it became fair, we still have millions who have gone through the system who are still shackled by having the term felon on their record for an offense occurring over thirty years ago. Cook County Commissioner Richard Boykin (D- 1st District) Earlier 2015, partnered with Congressman Danny K. Davis to ask the Justice Department to open an investigation into the police detention facility in Chicago known as 'Homan Square.' It is well known and documented that the CPD has detained over 7,000 individuals there. It is also well known that a high number of those detentions involved the delay or denial of access to counsela clear civil rights violation. “Capitalism is a big picture of

innocent people is the example of economic injustice. Ismail said overall, the observation of many Blacks believe the issue of

police brutality against Blacks in America is a major problem. In fact, a good number of people feel this is an issue, which if allowed to fester, will become a major fissure in the fabric of America. But again and again it is no new news: The profound findings of the Kerner Commission, which former President Lyndon B. Johnson established to study the root causes of the 1967 race riots. "Our nation is moving toward two societies, one black, one white — separate and unequal," the commission famously warned. "Segregation and poverty have created in the racial ghetto a destructive environment totally unknown to most white Americans," it reported, adding that the media had "not communicated to the majority of their audience — which is white — a sense of the degradation, misery and hopelessness of life in the ghetto." The City of Chicago Police Leaders aware of the tension early summer of 2015 the CPD met with residents across the City to Gather Feedback CPD leadership, including former Superintendent McCarthy, First Deputy Al Wysinger, newly appointed Deputy Chief of Community Policing Eric Washington participated in outreach sessions at churches on the City's south and west sides including the Apostolic Church of God, St. Martin De Pores, St. Sabina, Mt. Calvary, and others. "We had a wonderful and productive event," said Cortez Trotter of the Apostolic Church of God and Executive Director of the Woodlawn Public Safety Alliance. "Our com-

munity members and neighbors were able to ask questions of the officers and talk about the issues they face, and were receptive and addressed our more pressing concerns. It really helps strengthen the relationships between the public and our police." Many would point to a radicalized system of justice and not just a case of bad apples. Police misconduct and prosecutors derailing accountability of the police existed long before any present administration arrived and will likely thrive as a culture way past their departure under the code of silence of police departments all over the country. Police brutality is a crime that is has been surfacing in the news recently. Some people are just starting to realize that these injustices against the black community really occur, while others are well aware. However, the injustices towards African Americans, mainly target black males Key Findings:

questions about the current state of black entrepreneurship: Why do so many other ethnics do so well now in business in the Black community? Is Chicago's business culture institutionally biased against promoting AfricanAmericans into business with a progressive Plan of Action community by community, and ward by ward? Where is the next generation? “We’ve gone backwards,” Rogers said. “Today, only one minority company is represented in Chicago’s top 25.” Although it was not always been this way the growth and prosperity of Black Metropolis was directly tied to the rapid growth of the black population, particularly during the Great Migration of the 1920’s had nationwide publicity as a model of black achievement. The deterioration of the financial base occurred when white businessmen who previously had ignored the black community began to realize its economic potential. The introduction of established white chain stores and commercial enterprises gave insurmountable competition to the independent black business district and progressively siphoned off its energy and self-supporting financial base. Black Wall Street Chicago (BWSC) formed May 19, 2007, by (South) Street Journal by publisher and Editor Ron Carter celebrating the birth and economic agenda of Malcolm X. Carter said, “It adopted its name in the honor and spirit of Black Wall Street of Tulsa, OK, with the directives in sustaining and increasing black business.” Since it formed there has been 14 Districts in its name and four organizations baring the name. Nationally, from its radio program from 2008 to 2010 produced by Sonja Perdue of Chicago Black Business Network, over 50 BWS’s has started thought out the U.S.A. Plan of Action from Summit XXVI on November 21, 2015 main direction targeted property/land acquisition and the district’s plan of action for 2016. The plan is to catch up with other communities in Chicago represented in the Chicago Metropolitan Area Plan (CMAP) 2040 for the 14 BWSC Districts in Chicagoland. Carter said, “BWSC must target our agendas together the same way it was done on west Taylor Sheet and the new 'white wall streets' of Chicago’s near south and west sides.” Roland Davis, a real estate driven businessman and head of BOPS Chamber of Commerce offered a campaign designed to invite black businesses to locate or relocate to available commercial spaces in districts in his role of securing 5,000 homeowners for property ownership. Davis addressing the summit said that, “Poverty is the issue of crime and social ills. Where is the next generation; continuing to protest police brutality and Stop the violence marches? Maywood Voted as a BWS District In the 1970s several of Maywood's industries transferred out of the region, including the village's major employer, American Can Company. The village's retail base also declined, as Montgomery Ward and Sears, Roebuck department stores left the main shopping street, Fifth Avenue. Somewhat offsetting these losses, in 1969 Maywood had gained the Loyola University Medical Center, including the Stritch School of Medicine. In the 1990s, Maywood began to rebound from the economic decline of the previous decades. Trying to attract new industry and businesses, the village established a tax increment financing district on the former site of American Can Company, which was leveled in 1997. Economic change has been accompanied by demographic shifts, as Maywood's African American population increased from 3 percent in 1930 to 82 percent in 2000. Whites and Hispanics constitute 10 and 11 percent of the population, respectively, and live in the village's integrated northeastern section.

oral runoff campaign, Mayor Rahm Emanuel have presented a clear road map for how they will spur African-American business growth by reforming the city's contract process, complying with minority set-a-side requirements and creating special investment pools and incentives to assist aspiring entrepreneurs and existing business owners. Mayor Emanuel did pen a piece published in the Perspective Section of the March 10, 2015 Chicago Tribune entitled, “Rahm Emanuel: Forget right to work. Create a right to thrive.” In the editorial, the Mayor unveiled a concept called Right-ToThrive Zones in his neighborhood economic policy speech earlier this year that he believes will spur neighborhood development and create neighborhood jobs. Zones will be established for the city’s most economically depressed neighborhoods. Rather the Mayor’s focus to the objectives of the Black Wall Street main task is for the Summit to collaborate with the Chicagoland community businesses and strengthen the economic base among Black Americans. what’s missing from the Mayor’s Right-To-Thrive Zones are immediately disruptive strategies that specifically benefit African-American entrepreneurs and fast track the reversal of these past discriminatory economic policies. This is important because African-Americans

strongly desire to regain control of our neighborhood business districts so we can begin using the proceeds to heal, strengthen and protect our communities. Harold Lucas, heading the 43rd Street Black Wall Street District said the Bronzeville community has be identified the Forum Building on 43rd and Calumet is a targeted support project. Once established the Forum can hold banquets over 2,000 attendees, where those African American organizations, churches and so forth can turn their dollars over to help address crime and give the youth a base of economics in their communities where they can see the generation before them showing examples for them. Bernard Loyd is the owner in which we support to secure the needed support. With the African American buying Power said to be approaching $1 Trillion, other ethnic groups were creating businesses in more since 2008, the number of African Americans becoming entrepreneurs actually declined. cated they will do the same in the House. At the same time BWS-C is waiting on a reply from the Mayors’ office on his formal support of the Black Wall Street District for Chicago. With the big picture Carter said it has been conveyed that the quarterly summits cannot be idle while increasing numbers of businesses face the risk of closing due to the monopoly of others. “This is why we are brining the summits to each district introducing it to the community at large. Carter pointed out Chicago 2020 plan did not include the stability of Black businesses “The Black community should be represented as China Town, Little Village, Greek and Italian Town is represented in Chicago.” Chicago can be different. Carter says there are folks, who are ready to move this special interest forward, even when there is opposition. “But we'll need the resources to do it -- to pay

for the campaign, bring in more organizers to put together grassroots events throughout the community for the Black Wall Street District of 75th Street.” “And we'll keep at it, because we know that the work we're doing together right now can make the lives of hundreds and an example to the U.S.A. for the sustaining and increasing black business better for decades to come. The quarterly summits (of X set for October 31) is not the leader in conceptualizing, advocating and/or implementing economic partners but to accelerated investment, job creation, black economic empowerment, in reporting cooperation of the overall economic growth and development targeting on Measurable Outcomes as they pertain specifically to Increasing and Sustaining Black Businesses. Ongoing proposed economic strategy between government, business, labors and business organizations are expected to emerge from each summit session moving forward on 75th Street as well as the other districts.

But they don't live in the community and their only interest is to come in and get the money out’. Rev. Chicago United Unveils Plans to Fuel Job Creation through Minority Business Business advocacy group aims to double its Five Forward Initiative™ participation PRNewswire/ -- Chicago United announced the expansion of its Five Forward Initiative, designed to strengthen the local economy and enhance job creation by supporting a stronger Chicagoland minority business enterprise (MBE) community. The advocacy organization is aiming to secure participation of 50 Chicagobased corporations and 150 local minority suppliers by the end of 2015. The Five Forward Initiative is focused on creating strong collaboration between Chicago's business and MBE communities and nonprofit, civic and other strategic partners. Coordinated access to technical assistance in areas including business planning, opportunity identification, workforce development and access to capital will ensure that local minority businesses will meet the needs of Chicago's corporate community with innovation and expanded markets. The first phase of the program included 21 corporations that reported spending an aggregate total of over $350 million in 2014 with selected MBEs, an 82% increase over the numbers reported in 2008, the first year of the program. These MBEs increased their staffing levels to support their contracts and the subsequent economic activity further enhanced employment. Job creation was measured by the University of Illinois for the early adopters of the program. Total jobs creation measured by the program grew from 1,955 in 2009 to 4,781 jobs in 2014. "Creating a more inclusive and business-friendly environment for MBEs is one of Chicago United's main priorities as we understand the pivotal role it plays for the larger, regional economy," said Gloria Castillo, president and CEO of Chicago United. "Generating economic growth of MBEs will not only create jobs in communities of color, allowing these businesses to increase capacity, grow in scale, and become capable of facilitating larger contracts; it will also drive regional economic growth."

One sees screaming youngsters and angry adults fighting hopelessly and aimlessly against impossible odds. And deep down within them, you can see a desire for self-destruction, a kind of suicidal longing. Occasionally Negroes contend that the 1965 Watts riot and the other riots in various cities represented effective civil rights action. But those who express this view always end up with stumbling words when asked what concrete gains have been won as a result. At best, the riots have produced a little additional anti-poverty money allotted by frightened government officials and a few water sprinklers to cool the children of the ghettos. It is something like improving the food in the prison while the people remain securely incarcerated behind bars. This is leading a few extremists today to advocate for Negroes the same destructive and conscienceless power that they have justly abhorred in whites. It is precisely this collision of immoral power with powerless morality which constitutes the major crisis of our times.

about Vietnam (Iraq)? They asked if our own nation wasn't sing massive doses of violence to solve its problems, to bring about the changes it wanted. Their questions hit home, and I knew that I could never again raise my voice against the violence of the oppressed in the ghettos without having first spoken clearly to the greatest purveyor of violence in the world today — my own government. … Returning violence for violence multiplies violence, adding deeper darkness to a night already devoid of stars... Nonviolence is the answer to the crucial political and moral ques-

R.C. There is this concern of ‘Black on Black crime’ and Blacks are just pone to crime more than others. Is there a justification for it? King: It is incontestable and deplorable that Negroes have committed crimes; but they are derivative crimes. They are born of the greater crimes of the white society. ...Let us therefore continue our triumphal march to the realization of the American dream…. for all of us today, the battle is in our hands... The road ahead is not altogether a smooth one. There are no broad highways that lead us easily and inevitably to quick solutions... We are still in for the season of suffering... How long? Not long. Because no lie can live forever... our God is marching on.

a young man. Do you regret it? King: I never will forget one night very late. It was around midnight... the telephone started ringing and I picked it up. On the other end was an ugly voice. That voice said to me, in substance, "Nigger, we are tired of you and your mess now. And if you aren't out of this town in three days, we're going to blow your brains out and blow up your house." I’d heard these things before, but for some reason that night it got to me. ...But if physical death is the price that a man must pay to free his children and his white brethren from a permanent death of the spirit, then nothing could be more redemptive. This is the type of soul force that I am convinced will triumph over the physical force of the oppressor. R.C. For the most part there will be no other you. So what can others do? King: You don't have to have a college degree to serve. You don't have to make your subject and your verb agree to serve. You don't have to know about Plato and Aristotle to serve. You don't have to know Einstein's theory of relativity to serve. You don't have to know the second theory of thermodynamics in physics to serve. You only need a heart full of grace, a soul generated by love. And you can be that servant. R. C. I recall the day you were killed. While I was a paperboy one night delivering the Chicago American newspapers on the south side of Chicago; I looked to the west north and notice an orange glow. There was a riot going on. As I got home, I ask my mother, ‘What is going on?’ Whatever her answer was, my thoughts were, when I grow, I will not have to deal with all this because all the racist white people will be dead. But yet, still today the same issues. King: I know you are asking today, "How long will it take?" Somebody's asking, "How long will prejudice blind the visions of men, darken their understanding, and drive brighteyed wisdom from her sacred throne?" Some-

body's asking, "When will wounded justice, lying prostrate on the streets of Selma and Birmingham and communities all over the South, be lifted from this dust of shame to reign supreme among the children of men?" Somebody's asking, "When will the radiant star of hope be plunged against the nocturnal

bosom of this lonely night, plucked from weary souls with chains of fear and the manacles of death? How long will justice be crucified, and truth bear it?" I come to say to you this afternoon, however difficult the moment, however frustrating the hour, it will not be long, because "truth crushed to earth will rise again." How long? Not long, because "no lie can live forever." How long? Not long, because "you shall reap what you sow." How long? Not long, because the arc of the moral universe is long, but it bends toward justice. R.C. Thank you Dr. King for your time

again.

R.C. A little spin here on UFO. Do you think they are real? King: Recently, the press has been filled with reports of sightings of flying saucers. While we need not give credence to these stories, they allow our imagination to speculate on how visitors from outer space would judge us. I am afraid they would be stupefied at our conduct. They would observe that for death planning we spend billions to create engines and strategies for war. They would also observe that we spend millions to prevent death by disease and other causes. Finally they

tions of our time; ... Mankind must evolve for all human conflict a method which rejects revenge, aggression, and retaliation. The foundation of such a method is love.... Our scientific power has outrun our spiritual power. We have guided missiles and misguided men. R.C. This year as years before, police have been found not guilty of wrongful deaths. Just in the case of your assignation riots happen, with the theme for justice. But riots happen not just in America for justice. As a result the governments do address some actions. Can’t you see some benefit from riots? King: The riot is the language of the unheard...I want to stress this. The futility of violence in the struggle for racial justice has been tragically etched in all the recent Negro riots. Yesterday, I tried to analyze the riots and deal with their causes. Today I want to give

would observe that we spend paltry sums for population planning, even though its spontaneous growth is an urgent threat to life on our planet. Our visitors from outer space could be forgiven if they reported home that our planet is inhabited by a race of insane men whose future is bleak and uncertain. R.C. I must ask you this. It is somewhat odd. But using today at 39 years old; you are young enough to be my son. you died as
