In Chicago, along the Dan Ryan and Kennedy expressways, it is normal to be greeted by the homeless holding up signs for help. Many have turned the underbelly of I-94 into their makeshift homes. Upon closer examination, people holding signs can readily be assessed to be homeless, unemployed or drug dependent, but many suffer from the battles of mental illness. These are the obvious among us, but there are many among us; hidden in the workplaces and classrooms – independently functioning in the shadows of normalcy. In the last twenty years, we’ve witnessed victims of fatal shootings at schools in Columbine, Denver, Sandy Hook, Connecticut, Virginia State Tech and most recently Umpqua College in Roseburg, Oregon. In many of these cases, the alleged shooter, typically a young white male, is deemed to be suffering from some type of mental illness according to main stream media accounts. We often wonder what drives a person to commit such heinous acts of violence. Yet, whenever there is a murder or shooting committed in Chicago by Black or Hispanic men, it is almost never linked to mental illness, no matter the circumstances. As the Cook County Jail population exploded, it seemed to include more cases that involved individuals that suffered from some form of mental illness. Mental Illness - It is often a topic that has

Mental Healthcare: Blacks Should Not Feel

SHAME been avoided in Black households for generations: whether out of embarrassment, lack of financial assistance, proper healthcare or shame—it has become a slow and silent killer in our community. What’s in the dark must now come into the light. According to the National Alliance on Mental Illness (NAMI), one in every five adults in the U.S. experiences a mental health condition and one in every five children ages 13-18 have or will experience the same. However, within the Black community the numbers concern 18.6% of Black Americans compared to 19.3% of White Americans dealing with a mental health condition according to a race study conducted in 2012. Six mental health care clinics closed in 2012 by the City of Chicago in predominately Black communities that included Auburn Gresham, Back of the Yards, Beverly/Morgan, Northtown/ Rogers Park, Northwest, and the Woodlawn

neighborhoods. Therefore it’s no surprise to see the recent uptick in panhandling throughout the city. The state-run mental health facility, Tinley Park Mental Center, also suffered serious budget cuts when their hospital was closed in 2012 under Governor Pat Quinn without much warning, displacing patients with few alternative solutions. Lydia Healthcare located in Robbins, Illinois is a for-profit clinic that has felt the increase of patients as a result of budget cuts to the regional health care system. CEO, Susan Simonsen, has owned and operated the 412 bed clinic, which employs 160 staffers since her father purchased the building 25 years ago and housed mostly seniors at the time. Eventually it converted into a full-service mental rehabilitation clinic. See Mental Health, Page 7

CHATHAM FIGHTS TO RESTORE ITS LEADERSHIP IN BUSINESS AND HARMONY Robert T. Starks

Defender Contributing Writer Writer Richard Lindberg in his 1997 book Ethnic Chicago, describes the Chatham community as “a quiet, tree-lined ‘suburb within the city,’ is bounded by the Dan Ryan Expressway to the immediate west and Cottage Grove Avenue on the east. This bungalow-belt neighborhood was once an ethnic melting pot of Swedes, Irish, and Germans. Now it is almost

entirely Black and the home of developer and writer Dempsey Travis [now deceased], former Illinois Comptroller Roland Burris, and many other leaders from the Black professional class.” Chatham is Community Area 44, some 10 miles from the Loop, conveniently accessible via major transportation arteries and public transportation. Since the 1950s, it has been home to some of the most successful Blacks in the city. Indeed, Chatham was hailed

as one of the most solidly middle class Black communities in America. It was not only a beautiful residential community of majority homeowners, but also the neighborhood that contained some of America’s most successful and nationally recognized Black businesses. Among these businesses were Johnson Products, Soft Sheen, Travis Realty, Seaway National Bank, Independence National Bank, Illinois Service Federal Savings and Loan. Thus, within one Chicago neighborhood, Black Enterprise Magazine in the 1980s could list some of the top Black financial and manufacturing institutions in the nation. Real Estate Developer and historian Dempsey Travis often described Chatham as the “jewel of the Southeast Side of the city.” Chatham began as a suburb of the city in the 1860s along the Illinois Central Railroad tracks and was eventually annexed in 1889, it was primarily occupied by Hungarians, Irish and Italians. By 1940, the population had swelled to more than 37,000 and included a large Jewish population. It was not until the 1950s that Blacks began to move into the community. While Black movement into most Chicago white communities was marked by strife and violence, Chatham experienced a comparatively smooth transition. Churches and civic organizations in the community facilitated an atmosphere of relative calm while there was rapid white flight elsewhere. In 1930, the total population was 36,228 with only 10 Blacks. By 1960 out of a total population of 41,962, 26,756 or 64 percent were Black. The 1990 population was 36,779 with only 363 whites and 36,307 Blacks or 99 percent. By 2000, the population had increased to 37,275 with a smaller white population and Blacks at 98 percent. However, by 2013 according to Chicago, IL. Demographics, Chatham had a population of 32,973 with 98 percent Black, median age of 38.9 and a population density of 10,860 per sq. mile which is less than Chicago’s average density of almost 12,000 per sq. mile in other parts of the city. In 2013, Chatham had according to City-Data.com, a median household income of $34,915 with an average household size of 2.4 persons. In 2010, the average estimated value of a single family homes was $165,000. Thus, Chatham still holds on to its status as a major Black middle class community. However, by 2000, many of those nationally recognized businesses and Black professionals had left. While many pundits have speculated as to the reasons for the decline in its reign as one of the most dominate Black communities in Black America, most residents overwhelmingly agree that the increase in crime since the

1990s is a major factor, as well as the flight of younger professionals to the suburbs and other more affluent neighborhoods in the city. While Chicago with 59,000 is second only to New York’s 155,000 in the number of Black owned businesses, “it’s still like being the tallest short person in the room,” says Steven Rogers of the Harvard School of Business. Many of those 59,000 businesses in the city are now smaller than the giants that commanded national attention in the 70s and 80s like Johnson Products, Soft Sheen, and Independence Bank all located in Chatham. These businesses have all been sold to white owned corporations. Experts like Professor Rogers have attributed much of this disparity to the changes in the corporate finance system. The decline in the number of Black banks and lending institutions, can be attributed to the inability to secure the finances necessary to grow existing businesses and to secure funds for startups from white lending institutions. This has become even more severe in the wake of the 20082009 national economic meltdown. “The recent economic crash also cannot be overlooked. Anecdotal evidence suggests that Chicago’s Black business community has taken an even greater blow than white-owned businesses. Before the recession, Chicago had 17 banks either owned by minorities or focused on lending to minorities. Six failed. And as banks have failed and credit has tightened, minority entrepreneurs have found working capital harder to come by,” says Crain’s Chicago. Chatham’s loss in this regard is especially great if you count the Black owned construction companies. At the height of the 70s and 80s, three Black owned construction companies were located in Chatham. None of them have survived. William Garth, Sr., CEO and Publisher of the Citizen Newspaper and Chairman of the Chatham Business Association points to the number of second and third generation Black college educated young people “who have relocated in Atlanta, Houston and other southern cities where they have better job opportunities than in Chicago. Further, many of them have moved to the suburbs, especially the south suburbs. Chatham suffers from that movement.” At the same time Mr. Garth is quick to remind us that Chatham is now attracting white residents who have found that they can buy excellent homes at bargain rate prices compared to the costs of comparable housing on the north side of the city. Residents ultimately point to the rise in crime as a reason for the decline in the neighborhood. Many attribute

some of it to the economic downturn combined with the razing of the high rise public housing and the movement of many of those residents into Chatham and surrounding neighborhoods. “A prominent example of the change in the community is the present condition of Cole Park which is across the street from my house. I have served on the Cole Park Advisory Council for many years and we have watched the park move from one of the most peaceful family centered parks in the city to now a hangout for roaming groups of young people who are not in school and/or jobless. It is difficult to persuade the young residents to participate on the park Advisory Council and get them involved, in the meantime, the neighborhood crime is increasing,” says Thomas E. Wortham, a former policeman whose son Thomas the IV was killed in the driveway of his home in 2010. From August 24th to September 23rd of this year, there were 54 violent crimes, 144 property crimes and 83 Quality-of-Life crimes in Chatham. Amongst the 54 reports of violent crimes were 21 robberies, 15 batteries, 13 assaults, 3 homicides, and 3 sexual assaults. Property Crimes included 101 thefts, 31 burglaries, 8 motor vehicle thefts, and 4 arsons. Residents are especially concerned about the rise in the reports of Quality-of-Life crimes that include 40 narcotics arrests, 38 criminal damages and 5 prostitution. This represents a 20 percent increase from last year. “Chatham ranks 14th (tied) among Chicago’s 77 community areas for violent crime reports in the time period,” reports CRIME IN CHICAGOLAND. In response to this myriad of problems, 43 years ago Chatham business owners formed the Chatham Business Association (CBA). CBA located at 800 East 78th Street is chaired by William Garth and focused on Small Business Development, Microlending (access to capital), IT Ambassadors to connect business owners with the access to technology and marketing, CBA Juniors to involve youth in the policy making process and expose them to youth development. Ms. Melinda Kelly, Executive Director of CBA says that the major purpose of the institution is to “move the Chatham community into the 21st Century as a healthy, prosperous and unified community with strong businesses.” She is joined in this effort by Veranda Dickens, Chairman of Seaway National Bank, Mr. Joseph Caldwell, Tailorite Cleaners, and others who are working in cooperation to realize this dream. Black Chicago is betting on the success of the turnaround of Chatham because the revival of Chatham will lead the way to the revival of the Black business community as a whole in the city. www.chicagodefender.com

away with it. Sure she walked away from CPS a month or so before her contract was up for renewal. Did she think she’d get away with it? And if she did, how stupid is she?

What A Disappointment It was a sad day in Chicago for Black folks when the news came down that Barbara Byrd-Bennett, the former CEO of Chicago Public Schools plans to plead guilty to corruption charges announced last Thursday. Mouths dropped and those of us who were holding on to the last bastion of hope, cried “say it ain’t so.” The long-awaited indictment comes six months after CPS revealed the federal probe by divulging it had received grand jury subpoenas seeking an array of documents on the SUPES contract. Soon after, Byrd-Bennett took a paid leave of absence and then resigned in May. What makes this so terrible is that she did what she did at the expense of our children’s education. And further, the handling was so careless and reckless at best. I will say this, I’m in agreement with Mayor Emanuel who said, he was “both disappointed and saddened by the details around the charges. I think when people serve the public, they should uphold the trust the public puts in them. At least based on the details around the charges, that wasn’t the case here.” What makes me even more angry is that when first approached by the investigators Ms. Byrd-Bennett acted as if she assumed that she’d get

Gary Solomon, her boss at SUPES used his power of persuasion with the Emanuel administration to help get Byrd-Bennett hired into Chicago’s top educational position. Shortly after, he sent an email allegedly laying out the rollout of what amounted to a multi-million dollar bribery scheme. Who in their right mind does that? Anyone with any sort of technical sense or savvy knows that all emails can be traced—that most likely your company has spyware that can check your hard drive at any point. So why would anyone correspond via their work/professional email accounts? Do these people not believe that fat meat is greasy? Or are we to believe that they are so arrogant as to think that they would never be caught? For goodness sake, they set up a scheme that would raise a red flag. Byrd-Bennett headed a CPS committee set up to evaluate no-bid contracts. They initially balked at awarding SUPES, her ex employer, a noncompetitive deal, but less than a month later approved the plan. They presented a contract which involved a training program for principals and other mid-level administrators that greatly expanded a pilot program from 2011. A short time later, in October 2012, the board awarded the first $2 million contract to SUPES, records show. Red flag, red flag, red flag! Gary Solomon, the owner of SUPES Academy and a consultant with long ties to the Emanuel administration, assured Byrd-Bennett that trust accounts had been set up in the names of two of her young relatives in December 2012. Each of the two accounts would be funded with tens of thousands of dollars, federal prosecutors alleged. The cash would be Bryd-Bennett’s once

So it had to have been their plan all along before she was hired by CPS. We have to assume that, because, Solomon lobbied on Byrd-Bennett’s behalf, who was the lead trainer at SUPES at the time she was hired as chief education officer in April 2012. And only two months later Solomon sent his first email to Byrd-Bennett (now reduced to BB as she will be referred to here on) citing the plan.

The secret bonus was just one part of a massive scheme outlined in a criminal indictment Thursday charging BB, 66, with steering nobid contracts worth more than $23 million to SUPES in return for promises of up to $2.3 million in kickbacks, other perks and a job.

“It is our assumption that the distribution will serve as a signing bonus upon your return to SUPES,” Solomon wrote, according to prosecutors. “If you only join for the day,

U.S. Attorney Zachary Fardon revealed that BB is cooperating with investigators and plans to plead guilty to the charges and testify if necessary. What more is there to reveal? Is it possible that the CPS committee that granted the contract is party to the scheme as well? Will others be indicted soon? I am so annoyed with BB for her stupidity, lax in judgment and her lack of regard for the children whom she failed. So I must agree with Fardon who referred to the motive in the case as flat-out “greed,” calling BB, “a public official who compromised her integrity … by looking to line her own pockets.”

Being a solid presence in the South Suburbs for many years, Ms. Simeonsen states that, “With the closings of the mental health agencies, family members are starting to bring family members to the emergency room, which will stop soon because we are working with Managed Care. Managed Care providers are telling us that we need to keep people out of the hospital and have them stabilized here. I’m fine with that but if they are in a crisis, I can’t have them here because we’re not a ‘crisis stabilization’ facility. I can have a crisis unit but it costs more money than the State is paying us. So, it’s always a vicious cycle.” Since, the facility is not controlled by the State or County administrators, they often accept what they prefer to call ‘consumers’ not ‘patients’ without the pressure of payment. Often they receive people that have either gone off of their medication(s) and require stabilization to be restored to functionality. Also there are cases where family members have been hurt in some way and seek the clinic as a last resort. The stigma that this carries with some African American families when a loved one is suffering from mental instability – depression, bipolar syndrome, or schizophrenia is either ignoring the behavior or replacing it with a faith base remedy. Further, often the mentally ill, seek means outside of medical help and fall into drugs, alcohol and deviant behavior oftentimes appearing as an individual who is wild, when all the while their behavior is manic or schizoid. Their indulgence is an attempt to bring them balance. Being aware of what mental illness symptoms look like is key in being able to seek help for yourself or loved ones. Ronald Robinson, Community Relations Director at Lydia Mental Healthcare is also a parent whose son suffered a brain injury in an automobile accident, noticed an immediate change in his mental stability. Robinson said, “My son bounced around from five different facilities. Everyone in my family said, ‘Bring that boy home, he’ll be alright. We can pray over him, he’s not crazy.’ He came here to Lydia for six months but now he’s living independently. He will always have challenges but he’s still here and able to take care of himself.” Praying away the illness is what some of us heard was the remedy for those with mental issues when growing up. Because of the stigmas that were associated with mental illness—touched, a little slower than others, knocking out the demons Blacks deny it when they recognize the behavior. The unfamiliarity of how to cope can put further pressure on those without knowledge and proper education of helping friends and loved ones. In many cases, as seen by the Cook County justice system it’s often too late to prevent a crime by a person experiencing mental instability until they are incarcerated. According to Cook County Sheriff, Tom Dart – the county jail is the largest mental health facility in the country with 30 percent occupancy held by inmates that are in need of mental health treatment. Bukky Mitchell, an Admissions Director for Lydia Healthcare, who worked with his office in the past and is currently working to assist with the mentally ill population, states, “There are so many people that are far gone mentally that when you are sitting with inmates for a short period, you know something is not quite right. By the time we are called, inmates are high risk,” Mitchell said. “In the State of Illinois if a person is rated www.chicagodefender.com

‘high risk’, we are required to provide a private room. If we don’t have any available, guess where they end up? Back on the streets or in the jails again.” In 2015, Health & Disability Advocates (HDA) conducted a review of the Community Health Needs Assessments (CHNAs) which was completed by Chicago hospitals required by the Patient Protection Affordable Care Act (ACA). In parts of the review, socio-economic factors contributed to making treatment options less available to African Americans. According to the U.S. Census Bureau, as of 2012, 19% of African Americans have no form of health insurance. Although, the Affordable Care Act is making it easier and more affordable to get insured, most clinics still rely on Medicaid to cover low-income patient’s expenses. Also in the report were some concerns by the State’s review of Chicago’s Department of Public Health’s performance on submitting payment claims which are required to be submitted to IDHD in order to be reimbursed for services rendered. In 2013, Chicago’s score on submissions to be reimbursed decreased to 52 percent, and from May 2014 to May 2015, it dropped to a dismal 26 percent. The states requirement is that providers maintain a 70 percent billing submission rate and when it falls below 50 percent, there is a suspension of Medicaid payments. In order to be reinstated, a Plan of Correction is required and must be supported by either another on-site review or desk audit that demonstrates improvements are occurring according to the HDA review. This can also mean CDPH’s mental health clients are not receiving the standard and necessary care and that staffing may not be adequately paid thereby jeopardizing the overall quality standards that providers are required to have when joining these health care systems. When the City closed six mental health centers in mid2012, it simultaneously awarded $500,000 in funding to seven agency partners to increase community capacity for psychiatry services for uninsured persons. The funded agencies are: Community Counseling Centers of Chicago (C4), Human Resources Development Institute (HRDI), Lutheran Social Services of Illinois (LSSI), Metropolitan Family Services, Mt. Sinai Hospital, Pilsen Wellness Center and Thresholds. An eighth partner, Mercy Hospital and Medical Center, was also funded when an additional $500,000 was awarded in 2013, and again in 2014. Upon review of the City of Chicago 2015 Budget proposal, there is an effort to expand the school-based health centers that serve Chicago students – 13 centers out of the 30 SBHC centers. We reached out to Mayor Emanuel’s office as to how many of these health centers are located in predominately African American communities and will they include mental health services for people? Budget spokesperson, Molly Poppe said, “By 2019, the City plans to open five more school-based health centers through strategic investments of e-cigarette tax revenue and TIF funds. Each new center will provide comprehensive primary care and mental health services,” Poppe said, “The location of the new school-based health centers have not yet been identified, but the City will choose locations in low-income communities that are medically underserved as defined by census data and other federal data.” As the State budget stalemate continues to stretch the needs in underserved communities gripped with this silent and gradual killer in the African American community, advocates such as a NAMI is providing necessary education to the community. The statistics provided showed that 10.3% of Black females and 6.6% of Black males will use Mental Health services compared to 21.5% White Females and 11.3% White Males with even a lower number of Hispanic females 9.2% and Hispanic males 5.5%. So, while more people have signed up under the Affordable Healthcare Act and others qualify for Medicaid assistance—the challenge in the African American community is recognizing the need for mental health treatment. Part of the problem is the cultural disconnection among African Americans refusing treatment due to a lack of African American mental health professionals. Only 3.7% of members in the American Psychiatric Association and

1.5% of members in the American Psychological Association are African American. What will it take before we pay close attention to the behaviors of those close to us that raise red flags? And, why is it considered ‘normal’ to occasionally ‘snap off’ on a girlfriend, boyfriend, family member or through social media when the lines of venting or letting off steam is acceptable in our society? When are the lines crossed and how do we properly identify what is acceptable and what is a cry for help? In society, where unruliness in the classroom can lead to either immediate discipline or childhood

medication—critics believe there is still a cultural and educational disconnect in our Black community. Regardless, assistance beyond the home, school and church in receiving professional care is vital to make the correct psychiatric analysis for those living with mental health challenges. It is not ‘their’ problem, it is ‘our’ problem. The stigma of therapy being a ‘rich’ and White problem or economic burden is not the case with community base centers there to assist. Our community must take the necessary steps to acknowledge the problem, seek help and accept and work with the outcome, which in the end can save a life.

In high school, Brownlee was in Orchestra, the Show Choir and Madrigals. Classical music was coming for him. He attended Anderson University in Indiana for undergraduate school. Thinking past that graduation date, he set his sights on performance as a life choice. There were only three schools that he was interested in attending, the last being the world famous Juilliard. Upon not receiving an audition slot at any of the three, he began to look at his other option, Law. Just as he was about to make that decision to move away from performance, he received an audition slot for

Indiana University. He took it, he got in and the rest is history. Well, not quite. His preparation in undergrad with classical music was deficient in languages. To become an opera singer, one must have Italian, German, and French, and so, another year was tacked on to his studies. Blessings. While at IU, he pledged Kappa Alpha Psi, and dug his heels into his training in a program that is known for sinking or swimming. Brownlee swam! Because of the size of the Performance hall at IU – which rivals many Tier One opera houses, he got to perform often and honed the skill set which is much sought after today. Brownlee’s voice is known for its ease, its high lined tone, his ease in singing those notes that can easily sound shrill. His mother must have laced his throat with honey! It is this tone that made way for the role of the Prince. Brownlee was happy to join this production because it was like rejoining a family. Dandini (Vito Priante), plays the valet to the Prince. They exchange roles and are very much like Simi and the Eddie Murphy Prince in “Coming to America.” They created some of their most comedic moments between them. Something

that only happens with trust and history between performers. Asked if the Prince is his favorite role, “Well, probably, the Barber of Seville. I have performed it in Tokyo, Milan, Vienna, Berlin. My first contract for Barber was at La Scala. Upon hearing that I had been signed, Virginia Opera pulled me in quickly to perform the role. So, I really had two debuts, one, La Scala, because the contract was signed with them first, and two, at Virginia, where I performed it first.” “The Barber of Seville pays my bills” was delivered with a lovely, sly smile. Brownlee is the father of a two small children, so paying the bills is important! Earlier this year, Brownlee took on the role of a modern giant, Charlie Parker, in the opera, Yardbird at the Philadelphia Opera House. The role was written for him and his voice. Asked if we might see this piece here in Chicago. Silence. A smile. I am smiling, waiting, for the next time that I might get the chance to hear Lawrence Brownlee on stage. Defender Contributing Writer There is always such an anticipation when one sits down in one of America’s grand opera houses. Chicago is blessed to be home to one of the most beautiful opera houses, the Lyric Opera. The offering this afternoon, was the opening of Cinderella. I thought what a wonderful opera to bring my daughter to, to introduce her to my love of the opera experience. We started by walking midway down to the mezzanine and exploring the costumes and costume sketches for the show. She remarked on the “magic” of moving from these simple sketches to the beautifully made ball gowns before us. Upstairs, we took our seats, staring up at the magnificent ceiling and walls of the Lyric Opera House. Lyric Opera of Chicago purchased the 1929 Civic Opera House in 1993. Maintaining the sumptuous beauty and renovating the house to ensure a state-of-the-art facility well into the upcoming century was the doing of the Lyric. The house is the second oldest opera house in the nation and the second largest – just a few seats smaller than the Met in New York. The lights dimmed. The shimmer of light in front of us. sat, we could see the tip of the baton of the conductor, Sir Andrew Davis. The overture began, and as I glanced at the face of my daughter, I knew that we were to be in for a lovely afternoon. But wait, what? The opera began, we met the two horrible sisters and Cinderella. We quickly met the Stepfather of Cinderella. Yes! Stepfather. We looked at one another and quickly realized that this was not to be the Cinderella we knew. Yes, she was sweeping, yes, she was in tattered clothes and her sisters were swathed in every garish color of the rainbow, yes, there were mice as her only friends. But a stepfather? This was clearly not to be the Disney Cinderella that we all grew up with. Something seemed so new, so modern, the start of a tale of today. The next thing that hinted at a distinct change from the Cinderella that we’ve all known was the introduction of the Prince. Our Prince appeared, but in disguise. He appeared dressed as his valet, Dandini. A working man. He is in search of his future Princess. But he desires a future Princess who might actually want him for himself and not for his wealth and power. He meets the querulous two sisters and then

Cinderella. Eyes lock. They exchange furtive glances. You know the rest. They are smitten. The valet and the scrub girl. A match made.

But the Prince is obligated to search the kingdom for the right match. A ball is scheduled. Yes, some things are as you remember. The sisters prepare. The father dreams of great position and wealth. He has squandered the inheritance due Cinderella by her deceased mother. Marrying off one of the sisters is the only way to save face. Much comedy ensues, Cinderella is given the ability to attend the ball by Alidoro, the Court’s Wiseman. Alidoro has some magical powers, but mostly wisdom, and has seen the inner beauty of Cinderella and tells her that this is God’s wish that she attends the ball. Right. No Fairy Godmother. So, the rest of the story you know. The Prince and the valet reveal their deception, the two young lovers know who they are to one another. All is right in Cinderella’s world. She even embraces her Stepfather and forgives her evil sisters for their bad behavior. The story is redeemed. The girl gets the Prince. The lights dim, the characters recede into the shadows, a spot comes up on Cinderella with her broom. Alone. A dream? A memory? A wish? She gives us an “it’s alright” smile and continues on with her life as she knows it. My daughter looked at me before the curtain came back up and said, “What just happened???”

Defender Contributing Writer The National A. Philip Randolph Pullman Porter Museum located in the Chicago National Park Service’s Pullman National Monument, will host the first Annual Ida B. Wells Book and Arts Fair October 17 & 18, 2015, from 12pm. – 4pm. The Book Fair is the dual celebration of Ida B. Wells’ work and the symbolic gesture of solidarity with the UK in recognition of Black History which they celebrate during the month of October. Some of Chicago’s finest authors will be present at the Book Fair: and will highlight the book Ida: In Her Own Words: The timeless writings of Ida B. Wells from 1893, Compiled and Edited by Michelle Duster her great-granddaughter. Lionel Kimble Jr. Ph.D., author and historian, Bernard C. Turner, and Michelle Duster, an accomplished author in her own right, will present and read from her two books that are compilations of Wells’ works which also includes. “Ida from Abroad The timeless writings of Ida B. Wells from England in 1894” David Peterson Jr., President of the Pullman Porter museum stated, “our continuing efforts to cultivate the international Tourism Development initiative along the south lakefront region from Bronzeville to Pullman; we recently discovered that black history in the UK is celebrated in October.” He continued, “Armed with that fact we decided that we would celebrate in solidarity with the UK and launch the first Annual Ida B. Wells Book and Art Fair, highlighting Wells’ writings. One might say there is no connection between the Pullman community and Ida B. Wells, why Pullman? However, stating so would be like saying because the Pullman Porters did not live in the Pullman community, there is no connection. Their employment with the Pullman Company, resulted in the creation of America’s first Black Labor union. A little known fact is, Wells provided strategic assistance to the Brotherhood of Sleeping Car Porters (AKA) Pullman Porters during their early organizing days in Chicago. That connection has been documented in at least two books, one of which is an Anthology of Respect: The Pullman Porter National Historic Registry, the preface was written by Lerone Bennett. 10 Oct. 14 - Oct. 20, 2015 • THE CHICAGO DEFENDER

“There is also a long standing connection between the Bronzeville community through the collaboration with Bronzeville visitor information Center and the National A. Philip Randolph Pullman Porter Museum and our cultivation of international tourism,” said Dr. Lyn Hughes the museum’s founder. “This is a fantastic example of cultural entities and individuals coming together in a social entrepreneurial effort. What better way to perpetuate our heritage than through books and the Arts,” she stated. On Sunday, October 18th, A New Deal for Bronzeville Housing, Employment, and Civil Rights in Black Chicago, 1935–1955 by Lionel Kimble Jr. Ph.D. will also be highlighted. He will discuss the Great Migration of the 1920s and 1930s, and how southern African Americans flocked to the South Side Chicago community of Bronzeville, the cultural, political, social, and economic hub of African American life in the city, and the Midwest. Kimble’s book demonstrates how these struggles, led to much of the civil rights activism that occurred from 1935 to 1955 in Chicago; and how this working-class activism and culture helped to ground the early civil rights movement. This event also has something for children too! On Saturday, October 17th, Tate and His Historic Dream (A children’s book) Bernard C. Turner and Michelle Duster will be featured.. The book gives children the opportunity to go on a journey with fourth grader, Tate, where he meets and interacts with 28 different historic people. Turner and Duster feel that “Learning history builds a sense of pride in who you are, where you came from and what you can achieve.” The authors meet and greet attendees and will be on hand to autograph their books. Domestic Violence Affects Every Member of the Family Eleana Elan Defender Contributing Writer

vere physical violence by an intimate partner. Mothers trapped in abusive relationship often stay because they are bound to the abuser for immediate survival because he or she is the provider. They stay because they fear their lives and the care of their children. They are often isolated from family and friends and have no connection with the outside world. Their abuser has become their eyes and ears to the community. They continue the cycle because at that point it’s all they know. Most often the victims are forbidden any contact with anyone other than their abuser. Abusive partners use fear and intimidation to establish power and control over another person, including the threat or use of violence. The dependency is mostly psychological and the fear of the abuser is stronger than any physical restrains may have ever been. Most disturbing is that it affects families from all walks of life regardless of income, race or religion which impacts the safety and well-being of individuals and communities. Abusers are often mentally ill and in need of counseling as much as those they abuse. They can become extremely dangerous if their control over the abused is threatened in any way by anyone outside of themself. It doesn’t matter if it real or imagined, the abuser will retaliate and strike out at the abused for certain blaming them for the interest of their welfare from anyone. They may even go after the individual or individuals who have expressed or demonstrated interest in their abused partner, whether it be, the mother, brother, welfare authorities or police. This is just another reason the abused do not defy their abuser. Depending on their psychosis the abuser can be strategically dangerous or reactive. While most domestic violence does not end in homicide, too many lives are lost each year in Illinois when a domestic violence situation becomes fatal. Illinois Coalition Against Domestic Violence/ICADV, works diligently to end incidents of domestic violence-homicide. However, recent funding cuts and the State of Illinois’ inability to pay domestic violence service providers in a timely manner has had several negative impacts for survivors of domestic violence and their ability to seek safety for themselves and their children.

Domestic violence is best understood as a pattern of behaviors–including physical, sexual and psychological attacks as well as economic coercion—used by one person against another (adult or adolescent) to gain, maintain or regain power and control in the relationship. Batterers use of a range of tactics to frighten, terrorize, manipulate, hurt, humiliate, blame, often injure and sometimes kill a current or former intimate partner. Abusers controlling behavior’s purpose is meant to undermine the victim’s independence, make him or her feel bad about themselves, and get them to take the responsibility for whatever is wrong. Often there is a long period of controlling behavior that begins with dating relationships and is initially interpreted as love by both abuser and victim. These behaviors include: verbal messages of “star-crossed” love: “You’re the only one that understands me.”, “I can’t live without you.”, “I could never love anyone else.”, “We will take care of each other’s every need.” Examples of this would be: sexual jealousy that grows to extreme proportions very quickly, including obsessive focus on prior relationships or becoming extremely angry when prior relationships are even hinted about; accusing other men of looking at him/her or flirting with him/her; telling the victim what he/ she should wear, who they can talk to, and that the abuser’s opinion is always the right one; making scenes or being critical of the victim’s family and/or friends; doing things that sabotage the victim’s getting together with family/ friends; doing things that sabotage her employment like refusing to get a car repaired so she has transportation, going back on agreements to provide child care and/or other parenting obligations. Some authorities believe that when there is violence in the home, every member of the family is affected. The impact changes the way in which life is perceived and certainly ones expectation of love and relationships. Young girls growing up in an abusive household grow up to be women who follow the pattern of abuse they have witnessed. The sons often become the abuser. Defender Contributing Writer Long before she taught me how to bake, I remember watching my grandmother puree fork-tender, sweet potatoes through a potato ricer, all the while thinking how lucky I was to be so close to the “world’s greatest cook.” Recently, when I noticed a similarly admiring gaze coming from my wide-eyed niece, a clear picture came to mind of the future: There she was, a grownup, confidently instructing yet another generation of cooks. This is the recipe my grandmother developed and described as Yam Pound Cake during her long ago October trip to visit her oldest daughter (my mom) and her daughter’s baby (me) after a bountiful Midwestern sweet potato harvest. My grandmother, a native of Mobile, Alabama on the Gulf Coast, fond of describing her culinary style as “South of the South,” first cooked the sweet potatoes “in their jackets” to prep the vegetables, often incorrectly referred to as yams, for this delectable dessert. No need to peel before halving them and placing them in the ricer before pressing out the puree. As my grandmother said, “sturdy ricers work miracles.” What is a ricer? They are equally available in “gourmet” cooking supply shops and second-hand

stores, You can substitute hand-held potato mashers or even puree potatoes in a food processor, but like my grandmother, I also count hand-held potato ricers among my top five “indispensable” cooking tools. Should you be in the market for this tool which makes mashed sweet potatoes and white potatoes light and lump free, select only those with “ricing” holes on the side as well as the bottom to produce evenly smooth long vegetable strings. (I’ve been very disappointed with results from ricers lacking side holes on the stainless cups.) When the occasion calls for quiet elegance, I prepare my grandmother’s cake the way she did back in Mobile, by lightly dusting a completely cooled cake with confectioners’ sugar shaken through a wire strainer. But on occasions when I’m in a “down-home” mood, I finish the cake with the glaze my friend, author Dori Sanders, recommended a decade ago when we were roommates at a food writer’s conference in Charleston. (Sanders is the author of two novels and the cookbook, “Dori Sanders Country Cooking,” (Algonquin Books, 1995.)

Sweet Potato Pound Cake 3 cups flour 2 teaspoons baking powder 1 teaspoon each: baking soda, ground cinnamon, salt 1/2 teaspoon ground nutmeg 1/4 teaspoon ground: allspice, ginger, mace 1 1/2 sticks (3/4 cup) unsalted butter, softened 1/4 cup vegetable shortening 1 1/2 cups granulated sugar 1/2 cup packed dark brown sugar 2-3 large sweet potatoes, cooked, mashed, about 2 ½ cups Heat oven to 350 degrees. Combine the flour, baking powder, baking soda, cinnamon, salt, nutmeg, allspice, ginger and mace in a medium bowl: set aside. Beat the butter, shortening and sugars with a mixer on medium speed, beating until light and fluffy, about 3 minutes. Add the pureed sweet potatoes, beating until blended. Add the eggs, one at a time, beating well after each addition. Set aside. Slowly add the reserved flour mixture to the creamed mixture, two to 3 tablespoons at a time, beating just until combined. Add the almond extract. Spoon batter into a large greased and floured 12-cup bundt pan; smooth the top. Holding both sides of the filled pan; lower firmly on a cutting board, stovetop or other resilient surface to even batter. Bake until the top browns into a rich golden color, cake begins to show signs of pulling away from the sides of the pan and an inserted knife comes out clean, about 55 minutes to 1

4 eggs, at room temperature 1 1/2 teaspoons almond extract hour. Cool on a wire rack 10 minutes. Use a dinner knife to gently loosen all of the cake from the sides of the pan. Invert on to a cooling rack to let cake slide out of the pan. Cool completely on the rack. Peach Glaze: If desired, mash 1/2 cup of drained peaches with the back of a fork in a small bowl; stir in 1 cup confectioners’ sugar, 1 teaspoon of almond extract and 2 tablespoons of cream (or milk, if desired) to reach the consistency of a glaze. Drizzle the mixture over the top of the cooled cake. Makes 12 servings. 1 1/2 cups granulated sugar 1/2 cup packed dark brown sugar 2-3 large sweet potatoes, cooked, mashed, about 2 ½ cups 4 eggs, at room temperature 1 1/2 teaspoons almond extract

Should the City Council approve the Mayor’s massive property tax increase on October 28, 2015, many Chicagoans will find themselves dealing with payment shock starting next year. The average home valued at above $250,000 will see an anticipated increase of $500, over time, added to their tax bill. For African American taxpayers that narrowly survived the financial crisis in 2008, and continues to this day for some, this could be the tipping point. www.chicagodefender.com

The appeals process is fairly simple and doesn’t necessarily require you to hire an attorney. It’s a one page form to fill out and can be done with relative ease leading to potential savings on your tax bill. There are two different forms, one residential, and one for condos. The appeal can be filed online, but, if you don’t have a computer, you can call 312.603.7550 and request a copy to be mailed. When you receive your form, there are three sections to fill out: the identification of taxpayer, nature of appeal/identification of real estate, and comparable properties section. There are 8 reasons to choose why your property reassessment should be lowered and they are listed on the form. For my netizens, you can file your appeal online; first, identify your township which can be found on your tax bill or you can look it up online.

Directions: Go to: www.cookcountyassessor.com, click on search, scroll to property and click, you can search by your fourteen digit Property Index Number (PIN for short), or

street address. Enter your information, click search and if all goes well the next screen should be your property address with a highlighted PIN number. Click on the highlighted PIN and a photo of your property will pop up (pop ups should be enabled on your device). Scroll down to the middle of the page and you should see the township. Note the township and go to Appeals at the top left of the page and click. The last and only township in Chicago currently open will be South Chicago. It extends from Wacker Dr. on the northside to 39th street on the southside, east from the lake, back west to the Chicago River. Once you’ve filed your appeal it can take up to 60 to 90 days to receive a response. The supporting documents you submit with your appeal will be carefully reviewed during the appeals process. Keep in mind that not everyone who files an appeal will receive a lower assessment value. In addition, there are special exemptions for seniors, veterans and disabled persons that work better than a reassessment, if you qualify. These exemptions can be filed January to March, April at the latest. They include the 2014 Senior Citizen Exemption, the 2014 Senior Freeze Exemption, Disabled Veterans’ Standard Homeowner Exemption, Returning Veteran’s Homeowner Exemption and the Disabled Persons’ Homeowner Exemption. To assist all property owners, the Cook County Assessor Office (CCAO) has an appeals process that you should consider if you find yourself facing an increase. What’s an appeal you might ask? An appeal is a formal request for the review of your property’s assessed value. The appeal is only available if the township is currently being reassessed. Townships are geographical areas that relates to the location of your property.
