By Mary L. Datcher Defender Senior Staff Writer These past 12 months have been a final countdown to President Obama’s administration as he takes his final bow two days from this published story. For many Americans, it is a bitter pill to swallow, but for millions who voted for President-elect Donald Trump, it is a “change” they hope will bring refuge to their ==beefs with Washington D.C.’s routine structure. The fascination with our 44th U.S. president began long before he took his first oath of office on that cold January morning in 2009. As a summer intern, Obama worked at the law firm of Sidley Austin in 1989, where he met a smart, rising attorney, Michelle Robinson, and on their first date, they went to see Spike Lee’s Do the Right Thing — as the beginning of a courtship that would lead them both down the wedding aisle. They were two individuals with a common goal of starting a new life together as husband and wife. Michelle, a native of the South Side of Chicago and from a two-parent household, raised with her brother in a Black working-class community. Obama, who grew up in Hawaii with his mom, sister and grandparents between there and Indonesia with little contact with his Kenyan father until his college years. A college graduate of Columbia University, Obama earned his law degree from Harvard Law School with a mission to do something greater than just work as a career attorney. His travels have allowed him to relate to various cultures, and as a biracial man, he has experienced the hardships of racism from both white and

African-American people. But instead of letting it handicap him, he used his challenges to connect with people from all cultures and backgrounds.

The Beginning His move from New York to Chicago for three years in the mid-1980s as a community organizer, working as the director for the Developing Communities Project, would take him throughout the far South Side communities. His work would help him set up several programs, assisting residents with job training, tenants’ rights and college preparation tutoring. It was in Chicago where Obama began to understand firsthand the disparities of low-income communities through his travels in the Greater Roseland area. Throughout his time at Harvard Law School, his star rose. He was selected as the editor of the Harvard Law Review and in his second year became the first African-American president of the law review. His return to Chicago to begin a new life with his bride was the beginning of a journey that would transform his path into writing his first book. During his time as a lecturer teaching constitutional law at the University of Chicago, he published Dreams from My Father: A Story of Race and Inheritance in 1995. A year later, he ran as a Democrat for Illinois State Senate — winning a seat in the 26th district. The Obama family had settled in the South Side community of Kenwood. He would serve in the state Senate for eight years, mentored under the guidance of elder senator and Majority leader Emil Jones Jr. In 2004, Obama decided to run for U.S. Senate, an open seat vacated by Republican Peter Fitzgerald. He had made

friends in some of Chicago’s most powerful and influential circles, encouraging him to make a bid. It wasn’t until the nation was able to experience firsthand the power of his words at the 2004 Democratic National Convention in Boston as the keynote speaker. The man with the funny name became a symbol of representation for Illinoisans who wanted diversity and fair representation. Although he was a junior senator, many felt he represented a refreshing change with a sense of sharp intellect and oratorical ability to touch those without a voice. With the help of political consultant David Axelrod, and 70 percent of the votes, he rolled up his sleeves to become the second elected African-American U.S. senator to represent Illinois. Obama was the third Black elected U.S. senator in nearly 140 years.

Yes, We Can The constraints of President George W. Bush’s final term was an economic hardship that was hitting middle America to the core. The damage of the 9/11 terrorist attacks made Americans feel vulnerable, and the rampant predator loans on new and present homeowners was rearing its ugly head. The young senator from Illinois knew the time was right to make his move. In front of the Illinois state Capitol, where his political career began 12 years prior, Obama announced his candidacy for the Democratic presidential nomination in February 2007. He would run against then-New York U.S. senator Hillary Rodham Clinton, the former first lady. His strategy would play on the same continued on page 04

platform as then-Arkansas Gov. Bill Clinton’s presidential run against President George H. W. Bush. Obama would enlist a young following of savvy and digital-minded followers. Just as the MTV generation helped Clinton to win in 1992, the viral generation would reach beyond traditional campaign marketing. Obama’s organic method of branding would be empowering and uplifting — giving hope to millions of Americans who felt financially handicapped by conservative-enforced laws and favors. As he engaged first-time voters, he lit the rallies everywhere he traveled, recruiting cross-generations of citizens young and old. He would beat Sen. John McCain, winning with 52.9 percent and the Electoral College, becoming the 44th U.S. president. In addition, Obama’s victory would make history as the first African-American U.S. president.

Making Strides to Recovery As he took the oath of office on Jan. 20, 2009, the long road ahead would be filled with speed bumps left over from the Bush administration and re-enacted by House Republicans. The Obama administration dug their heels in the dirt, and, laden with the task of saving a disastrous economy — the worst since the Great Depression — he put forth a plan. Within the first 100 days of his presi-

dency, a $787 billion stimulus bill was passed to help short-term growth. Major banks were on the brink of bankruptcy and were given loans along with the auto companies to help resuscitate the industry. Because Wall Street was reckless in its practices, new regulations were put in place to prevent future deals made through predatory lending. President Obama’s closest advisers included long-time friend Valerie Jarrett and campaign manager David Axelrod, who joined him in Washington D.C. Former Congressman Rahm Emanuel became his chief of staff, bringing his unique “noholds-barred” style to the capital. As the Obama administration swiftly moved to save the U.S. economy, the resistance to his leadership was evident in the Republican Party. The majority rule in Congress by the Democrats was a thorn in their side. He built a solid cabinet to deal with the established structure in Washington, including former U.S. Sen. Hillary Clinton, offering a position in his administration as secretary of state. Obama understood the importance of having the smartest players in place that have long and credible relationships. Clinton was an international player and respected among most world leaders. As we reflect on the major achievements of President Obama, there are countless efforts that he has made over his eight years in office. The soundbites do him no justice.

Affordable Care Act Nothing could be more evident than his mission to pass the Affordable Care Act, giving Americans an open market to accessible health care. Obama signed the bill into law March 2010. In the new law, no health care provider can deny coverage based on pre-existing conditions, in addition to allowing children under 26 years old to be under their parents’ plan. This added relief for college students who often are faced with the challenge of student loans and life-changing adjustments. Those opposing ACA, nicknamed “Obamacare,” went on a public campaign promoting the plan as a “government takeover.” Since the Affordable Care Act was enacted, close to 20 million Americans have signed up for health care through the marketplace. Federal funding has assisted local states to provide care for low-income residents and children. Obama signed the repeal of the military’s “Don’t Ask, Don’t Tell” policy, allowing openly gay troops to continue to serve in the Armed Forces to upholding samesex marriage throughout the country. Under his term, they found and destroyed Osama bin Laden and helped bring about the downfall of Muammar Gaddafi, shaking up extreme Islamic groups throughout the Middle East. But as President Obama fought for a bipartisan collaboration, he was faced with the country’s growing tension of racism, police brutality and homeland terrorism.

He’s revealed this to us through grief for the young victims of Sandy Hook, and his emotional rendition of ”Amazing Grace” at the memorial service of nine African-American church members killed by a disturbed white gunman. In each tragedy and triumph, our president connected with us in the most familiar and human way possible.

Family and Fatherhood As father and husband, his love and respect for his wife, Michelle, and daughters Malia and Sasha are genuine examples of what a good man exemplifies. During his two terms as the nation’s leader, there have been no scandals linking him in an embarrassing role or position. At times, when his critics have blatantly shown disrespect — questioning his U.S. citizenship and accusing him of being Muslim — he showed calm and grace. Not having a regular presence of his own father does not account for the steady number of male mentors and advisers Obama sought throughout his career. He would be the first to admit his own growing pains included various vices and experimentation — his truth only makes him more human. It makes him one of us. As thousands of people stood in Grant Park, witnessing history as the Obama family took the stage thanking millions of voters on that historical election night in 2008, millions will be watching them take their final plane ride on Air Force One on Jan. 20. It is the end of an era, but a reality of knowing his legacy, his work and his commitment will live on. www.chicagodefender.com

Red Line on Track to Get $1.1 Billion in Upgrades By Erick Johnson Defender Staff Writer The CTA will receive a $1.1 billion federal grant to upgrade the Red Line in what will be the largest project in the department’s 69-year history. The federal grant was approved after Mayor Rahm Emanuel rushed to submit an application in November before President-elect Donald Trump takes office Jan. 20. To earn the federal grant, Emanuel matched the required local contribution by creating a new special taxing district, which was approved by the City Council in November. The district is expected to generate more than $851 million over the next 17 years. The CTA is also expected to borrow $428 million in bonds. “This type of investment in transit is an investment in Chicago residents and neighborhoods, connecting them to jobs, education and more. I want to commend everyone who worked throughout this process to make this project a reality,” Emanuel said in a statement. The upgrades will go toward rebuilding several train stations on the north end of the Red Line. The stations include Lawrence, Argyle, Berwyn and Bryn Mawr. The stations are at least 90 years old. The upgrades also include building a “flyover” for the northbound Brown Line tracks that intersect the Red and Purple Line tracks near Belmont Avenue. The flyover will allow the CTA to operate up to 15 additional trains per hour on the Red, Purple and Brown Lines. CTA officials said the flyover is expected to eliminate one of the biggest bottlenecks in the entire rail system. They hope the flyover will help ease overcrowding. The Red Line is one of the busiest CTA routes, accounting for some 30 percent of the systems‘ eight train lines. With a 24-hour service over decades of operation, CTA officials say the Red Line is literally crumbling. Some parts of the Red Line have been patched to hold portions together. Over the last 20 years, CTA officials say, over $50 million has been spent repairing slow zones on the Red Line. CTA officials say the upgrades could extend the life of the Red Line for at least 60 years. CTA officials say tracks are at least 100 years old. www.chicagodefender.com

The upgrades will go toward rebuilding several train stations on the north end of the Red Line. The stations include Lawrence, Argyle, Berwyn and Bryn Mawr. The project, which is expected to create 6,000 jobs, is scheduled to begin in 2018 and could take up to five years. “The RPM project is an important and necessary development in our community,” Ald. Harry Osterman said in a statement. “Each weekday over 22,000 residents use these and the other stations in our ward to access the Red Line. The embankment and viaducts that make up this section of the Red Line are significantly deteriorated and difficult to maintain. Additionally, none of these stations are currently ADA accessible and they will need to be fully reconstructed to accommodate this, making one of the great assets in our community accessible to more of our residents.” The achievement is the latest development in the ongoing effort to improve the Red Line. Emanuel has promised to extend the Red Line from 95th Street south to 130th. It’s a $2.3 billion project many South Side passengers say is long overdue. Last November, the CTA Board approved $75 million for the expansion.

The Laquan McDonald case could be dismissed if a judge believes that murder charges should be dropped because prosecutors used confidential statements to build their case. For that reason, attorneys for Officer Jason Van Dyke said their client should not be tried for killing 17-year-old Laquan McDonald. The request was made on Jan. 10 during pre-trial hearings at the Leighton Criminal Court building where the defense team scored a major victory in getting access to McDonald’s juvenile files after a judge denied their request twice. Perhaps the biggest development of that day was the defense’s request to dismiss arguably the most high-profile shooting case in Chicago history. Van Dyke’s attorneys sought to have the case dismissed, arguing that Cook County prosecutors improperly used the officer’s statements as part of their case. Judge Vincent Gaughan will decide on the request on or after Feb. 3 when Special Prosecutor Joseph McMahon responds in writing with his argument on why the case should be kept in court. Van Dyke killed McDonald after shooting him 16 times on Oct. 20, 2014. Cook County State’s Attorney Anita Alvarez brought charges against Van Dyke 13 months later, one day before a dash cam video that contradicts police officers’ account of the incident was released, sparking protests in Chicago and in cities around the country. The Chicago Police Board is deciding whether to fire four police officers who were with Van Dyke when he killed McDonald. However, Gaughan during pre-trial proceedings said he wants to put those proceedings on hold until a decision is made in the criminal case. But Van Dyke’s attorney, Daniel Hebert, alleged that prosecutors and an FBI agent presented statements from Van Dyke and the other officers to the grand jury that indicted Van Dyke with murder. Herbert argued that because those statements came from the Independent Police Review Authority, they are protected by an old law that prohibits government workers from being forced to incriminate themselves in legal proceedings.

Juvenile Records In addition to seeking to have the case dismissed and charges dropped, the defense team finally won approval for McDonald’s juvenile record after their request was denied twice during earlier attempts by Juvenile Judge Patricia Martin. But on the third attempt, Gaughan granted the defense team’s request, but did not explain the reason behind the decision. Gaughan did mention that the defense was interested in what medications McDonald took before he was killed. In the past, Chicago Police said McDonald was on PCP, a drug commonly known as angel dust. With seven drug-related arrests since he was 13, McDonald was a ward of the state who reportedly lived a hard life. Since the pre-trial proceedings began, there was concern that Van Dyke’s attorney would attempt to prove that McDonald was a troubled young man who eventually brought about his own downfall. The decision to release McDonald’s juvenile files came despite a state law that keeps them confidential and closed to the public. But in some cases, a judge may release a restricted portion to the news media and other parties if a compelling interest outweighs the privacy rights of the child. Justice Department Agreement With CPD Faces Challenges By Erick Johnson Defender Staff Writer The agreement to negotiate a consent decree has been signed and the findings are out, but will the Chicago Police Department finally change its ways? It’s a concern that’s on the mind of Chicago’s Black leaders and activists who are watching the department ‘s next move after the city negotiated a court-enforced consent decree that has the potential to change the practices and culture of Chicago Police in ways not seen before. But as the Senate prepares to confirm conservative Alabama Sen. Jeff Sessions as the new U.S. attorney general, there are concerns the CPD agreement will have little impact on a department that’s in desperate need of reform. There are 21 police departments in the country who are currently under consent decrees after years of committing civil rights violations. Most of them were signed during President Barack Obama’s administration, a historic record for the DOJ. Sessions has publicly expressed his opposition to consent decrees. The Republican has said that he will “clean house” at the Justice Department if he is confirmed as attorney general. Civil Rights leaders are concerned that he will be less likely to enforce consent decrees if he heads the nation’s highest law enforcement division. Consent decrees in other cities have produced mixed results, but once they have expired, there is little accountability in making sure police departments keep such reforms in place. In Chicago, an “Agreement in Principle” to implement reforms was reached Jan. 13 after Mayor Rahm Emanuel signed a document once the DOJ released a blistering 164-page report that concluded what Black leaders have been saying all along: that the city’s law enforcement is racially biased and used excessive force on minorities for decades. The findings were presented at a packed press conference at the Dirksen Federal Building where Emanuel and Police Superintendent Eddie Johnson stood quietly as U.S. Attorney General Loretta Lynch said the Chicago Police violated the constitutional rights of civilians and engaged “in a pattern of excessive force in violation of the Fourth Amendment to the Constitution.” As the findings were being presented, activists staged a demonstration outside the building shouting “No Justice, No Peace!” The report came as Chicago kicked off the three-day Martin Luther King holiday weekend. The damning report adds more worries for Superintendent Johnson, who heads a department that is plagued with low morale as senseless shootings continue to rock the city. The 13-month investigation reportedly was one of the largest of its kind in U.S. history. Launched after a dash cam video

Datcher) was released showing Officer Jason Van Dyke shooting 17-year-old Laquan McDonald 16 times, the investigation of the 12,000-member police force included trips to all 22 of the force’s districts. Federal officials interviewed 1,000 community residents and more than 90 community organizations. Thousands of CPD documents, including policies and procedures, training materials, investigative and disciplinary files were examined. The investigation went as far back as 2011. Despite the large scope of the investigation, some leaders were worried that the probe was rushed. Lynch wanted to complete the investigation before she leaves office as President-elect Donald Trump puts a new attorney general in place. Lynch, who was sworn in as attorney general the day of shooting victim Freddie Gray’s funeral on April 29, 2015, announced her findings one day after she traveled to Baltimore where city officials signed a consent decree after an investigation found similar civil violations in the police department there.

Black Leaders Vindicated While the investigation ends months of speculation, it vindicates Chicago’s Black leaders who had been calling for a federal investigation into the police department long before the McDonald scandal broke. Emanuel initially labeled the investigation as “misguided,” but reversed course as anger and suspicions of a cover-up at City Hall intensified. Many wanted the controversial police detention facility at Homan Square to be part of the probe because of alleged human-rights abuses. However, the facility was left out of the investigation for un-

known reasons. According to the report, Chicago Police officers shot and used Tasers on fleeing suspects who posed no threat. They also used excessive force against juveniles, the report states. Another finding said officers used force to retaliate against and punish individuals. Officers also shot at vehicles without justification, according to the DOJ report. In addition, the report concluded that officers failed to accurately document and review police officers’ use of force. Officers were also cited for failing to de-escalate situations or use crisis intervention techniques to reduce the need for force. The report said in some cases, officers initiated foot pursuits without a reason for believing the person had committed a serious crime. “In these cases, the act of fleeing alone was sufficient to trigger a pursuit ending in gunfire, sometimes fatal,” the report concluded. “During subsequent review, almost without exception, officers’ reports in these events were accepted at face value, even where there was contrary evidence.” The report also cited a case where a man had been walking down a residential street with a friend when officers drove up, shined a light on him and ordered him to freeze because he had been fidgeting with his waistband. When the man fled, three officers chased him and began shooting during the pursuit. They unleashed 45 rounds of bullets and several struck and killed the man. The officers claimed the man fired at them during the pursuit, but no gun was ever found on the victim. In the Black community, the story is a familiar one in recent police shootings where officers killed the suspect who

they claimed had a weapon that was never found. In two of the most recent cases, the officers were stripped of their police powers and placed on administrative leave pending an investigation. One of the officers, John Poulus, shot and killed two unarmed suspects in separate cases where no gun was ever found. “The failures we identified in our findings – that we heard about from residents and officers alike – have deeply eroded community trust,” said Principal Deputy Assistant Attorney General Vanita Gupta, head of the Civil Rights Division. “But today is a moment of opportunity, where we begin to move from identifying problems to developing solutions. I know our findings can lead to reform and rebuild community-police trust because we’ve seen it happen in community after community around the country over the past 20 years.” The findings reinforced another report that was released last year. The report, by the Police Accountability Task Force, concluded that the CPD was infested with racism and that sweeping reforms were needed to correct years of racial bias. While Lynch praised Emanuel’s own reforms to change the police department, the report said more training was needed to correct the problems. “These are some serious problems, and they bear serious consequences for all Chicagoans.” Lynch said. “The system and policies that fail ordinary citizens also fail the majority of CPD Officers who risk their lives every day to serve and protect the people of Chicago.” To clean up the department and correct longstanding problems, the DOJ and the City of Chicago agreed to negotiate a court-enforced consent decree. www.chicagodefender.com

Gina B. By Gina B. Defender Contributing Writer Like most people in our society, I wear many hats. I’ve been a dating and relationship columnist for several years. I’ve also been an executive recruiter for a similar, if not longer, amount of time. In addition, I’m the founder and chief alchemist of a natural body product company, Naturals by Gina B. And then, of course I’m a daughter, significant other, crazy Godmother, and 1/6 of Six Brown Chicks. But it’s not enough to take on a ridiculous amount of tasks (which appears to be my core competency). The trick is learning to manage them all well. I rarely succeed, but it’s fun trying, and I’m willing to share what I know and help as I grow. Land the Plane If you find yourself having issues with both dating and interviewing, consider your style. In college, during one of the moments of being verbose AF, one of my English professors stopped me and said, “Land the plane!” which was his way of telling me to stop providing ridiculous details and get to the point. I initially thought he was being rude, but I soon realized that he had done me a favor. Truly, less is more, and his is advice that applies across the board. I’ve since given the same guidance to candidates and my friends who complain about their one-and-done dating issues. If you’re in the interview process, keep in mind that the recruiter or hiring manager has allocated a specific amount of time to learn about you and determine your qualifications for a role. If you talk incessantly, the interview will end without the interviewer having all of his/her questions answered, and will therefore consider you less seriously for the position – if at all. In one of my most memorable interviews, I asked one question, and my interviewee rambled for 22 minutes. Normally I can control candidates, and after about minute 11, I knew that I couldn’t present her to my client, but she was so fascinat-

ing that I just let her prattle on, in awe. If you’re dating, having diarrhea of the mouth is also an unattractive quality. Who wants to consider a relationship with someone who talks endlessly? In both cases, you’re just nervous. I get it. There’s a lot at stake. You really want a job. You really want a relationship (or at least a second date). But what you don’t want is to bore the living hell out of your interviewee or your date. Also, if you’re talking too much, you’re not listening, which is important in both dating and interviewing. I have two suggestions to keep yourself in check: 1. Calm down! Don’t let your nerves derail your opportunity. 2. Practice delivering the answers to key questions. That’s right . . . do this at home, by yourself, in front of the mirror. If you plan succinct answers to standard interview (or dating) questions, you will be far more eloquent and articulate when it truly matters. If you have a wordy friend in need of assistance, tell them to land the plane! It’s much nicer than telling them to shut the hell up. If you have any questions, reach me at columnista@ymail.com.

After the report was released last Friday, I was having a dialog with one of Emanuel’s confidants, as we periodically do, and I asked his views on the report -may I add, a report that most white reporters acted as though what was detailed was news to them. Really? Carl D. West Because most of the Black and brown community were completely aware of it all. We didn’t need the Department of Justice to present their yearlong findings. This information has been known for decades in certain communities. And if there are mainstream news professionals who didn’t know about these atrocities happening in select communities that they cover, they should be fired! The one main question I’d like Rahm to answer is not about the DOJ report. It speaks for itself. Police brutality and cops getting away with alleged murder has been going on under the mayor’s watch and prior to his 5th floor leadership. He knows it. I knew it. The Black and brown communities also knew it. But this is not my one question. It goes along with these horrific occurrences reported, but it’s much deeper than that to me. I asked for any one of Rahm’s blind loyalists who continue to tout his goodness and express that he really cares about the Black community to tell me how come it has taken him six years — two years into his second term, and approaching a possible third term — for him to invest in the Black community? This I need to know! I can openly admit that over the last six months, Emanuel has made small progress. Yep, Rahm has been sharing some money and creating opportunities. He has done some things that I’m happy about. He has finally shared with some professionals who should’ve received favor from him during his first term. Today, he’s moving in the right direction on a few things. He still is nowhere near out of the woods in terms of people completely disliking and distrusting him. And he only has himself to blame!

Governor Rauner Signs Lead Testing Bill Gov. Bruce Rauner — joined by Rev. Jesse Jackson, State Sen. Heather Steans and state agency directors — signed legislation to protect Illinois children from possible exposure to lead in drinking water. “Today is about our future, about making sure our students are not exposed to lead poisoning,” Rauner said during the bill-signing Monday. “This shows what is possible when we work together. It is a step in protecting our children from the devastating effects of lead exposure.” “Lead in the paint and in the pipes threatens the health and the futures of far too many children,” Rev. Jackson said. “This is a life-saving bill. I applaud Governor Rauner for signing it.” SB 550 will ensure proper health protections are in place to protect children. It provides the requirement for schools and daycares to sample for lead contamination from sources of potable water in school buildings. The oldest school buildings — those constructed before Jan. 1, 1987 — must complete water testing by the end of 2017. Schools constructed between Jan. 2, 1987, and Jan. 1, 2000, must complete testing by the end of 2018. Daycares constructed on or before Jan. 1, 2000, and serve children under the age of 6 will also be required to conduct testing. Further, parents and guardians of students must be notified of elevated lead results.

Obama Grants Commutations to 209 Prisoners WASHINGTON — President Obama on Tuesday announced 209 grants of commutation, bringing the total number in his eight years in office to 1,385. The recipients include American Civil Liberties Union client Chelsea Manning. Of the 209 commutations, 109 were granted to people serving life without parole. Robert Booker had no criminal history when he was sentenced to life without parole for a nonviolent drug offense. The

ACLU featured Booker in “A Living Death: Life Without Parole for Nonviolent Offenses.” “I was sentenced to death, not life, if you ask me,” Booker said in his 2013 interview for the report. “You’re just waiting until that day you die.” Booker has been in federal prison since 1995. His four children have grown up without him, and he has never met his grandchildren.

Datcher Defender Senior Staff Writer The picture of style, taste and class are adequate descriptions of the First Lady of the United States, Michelle Obama. Married to the 44th president of the United States, Barack Obama, a common word that is used by friends and people who come into contact with her is “kind’” Her upbringing was humble and her hometown of Chicago is proudly mentioned everywhere she travels. The daughter of Fraser and Marian Robinson, she and her brother, Craig, were raised in a small home on the South Side. Michelle’s ability to read at a young age encouraged her to take accelerated courses in grade school, eventually moving on to attend Whitney M. Young Magnet High School. Graduating at the top of her class as salutatorian in 1981, she attended Princeton University, graduating cum laude with a B.A. in Sociology. She earned her J.D. at Harvard Law School in 1988. Michelle arrived back home to work as an associate at the law firm Sidley Austin, where she met an intern working there during the summer. The intern and future husband, Barack Obama, soon began to date and after two years of courtship, the couple married on Oct. 3, 1992, at Trinity United Church of Christ. Not the first in the family to work in government, she left corporate law to work as an assistant to Mayor Richard M. Daley in 1991. Later, she became the executive director for the Chicago office of Public Allies, a non-profit organization that helped young adults develop job skills. Joining the University of Chicago in 1996, Michelle joined as associate dean, promoted to executive director of community relations and external affairs in 2002 and later appointed as VP for Community and External Affairs at the U of C Medical Center. She was a steady presence for her husband throughout his political career. As all eyes were on the future First Lady from her roaring speech at the Democratic National Convention in 2008 to the ceremonial walk up Pennsylvania Avenue on inauguration day, Michelle Obama was the one to watch. With her awareness of healthy eating, she created an 1,100 square-foot vegetable garden in a section of the White House South Lawn. She and her family have made a concerted effort to visit D.C.’s homeless shelters and public schools, welcoming local residents to participate and not feel isolated. The First Lady’s fitness program for kids, the “Let’s Move” initiative, is celebrated among athletes promoting health and wellness. Both she and the president have hosted numerous functions at the White House, both traditional and non-traditional, broadening their reach across generational and cultural lines, in addition to her relentless support of military families. Tax Filing Season is Upon Us By Constant W. Watson III Defender Contributing Writer The Internal Revenue Service announced that the nation’s tax season will begin Monday, Jan. 23, and reminded taxpayers claiming certain tax credits to expect a longer wait for refunds. The IRS will begin accepting electronic tax returns that day, with more than 153 million individual tax returns expected to be filed in 2017. The IRS again expects more than four out of five tax returns will be prepared electronically. Many software companies and tax professionals will be accepting tax returns before Jan. 23, and then will submit the returns when IRS systems open. The IRS will begin processing paper tax returns at the same time. There is no advantage to filing tax returns on paper in early January instead of waiting for the IRS to begin accepting e-filed returns. The IRS reminds taxpayers that a new law requires the IRS to hold refunds claiming the Earned Income Tax Credit (EITC) and the Additional Child Tax Credit (ACTC) until Feb. 15. In addition, the IRS wants taxpayers to be aware it will take several days for these refunds to be released and processed through financial institutions. Factoring in weekends and the President’s Day holiday, the IRS cautions that many affected taxpayers may not have actual access to their refunds until the week of Feb. 27.

Keep Copies The IRS also reminds taxpayers that they should keep copies of their prior-year tax returns for at least three years. Taxpayers who are changing tax software products this filing season will need their adjusted gross income from their 2015 tax return to file electronically. The filing deadline to submit 2016 tax returns is Tuesday, April 18, rather than the traditional April 15 date. In 2017, April 15 falls on a Saturday, and this would usually move the filing deadline to the follow-

ing Monday — April 17. However, Emancipation Day — a legal holiday in the District of Columbia — will be observed on that Monday, which pushes the nation’s filing deadline to Tuesday. The IRS still anticipates issuing more than nine out of 10 refunds in less than 21 days, but there are some important factors to keep in mind for taxpayers. Beginning in 2017, a new law requires the IRS to hold refunds on tax returns claiming the Earned Income Tax Credit or the Additional Child Tax Credit until mid-February. Under the change required by Congress in the Protecting Americans from Tax Hikes (PATH) Act, the IRS must hold the entire refund — even the portion not associated with the EITC and ACTC — until at least Feb. 15. This change helps ensure that taxpayers get the refund they are owed by giving the IRS more time to help detect and prevent fraud. As in past years, the IRS will begin accepting and processing tax returns once the filing season begins. All taxpayers should file as usual, and tax return preparers should also submit returns as they normally do — including returns claiming EITC and ACTC. The IRS will begin releasing EITC and ACTC refunds starting Feb. 15. However, the IRS cautions taxpayers that these refunds likely won’t arrive in bank accounts or on debit cards until the week of Feb. 27 (assuming there are no processing issues with the tax return and the taxpayer chose direct deposit). This additional period is due to several factors, including banking and financial systems needing time to process deposits. Constant W. the federal agency’s findings on the Chicago Police Department. Opening the press conference to a packed room of reporters and media outlets, U.S. Attorney General Loretta Lynch held back no punches as she made it clear there is a racial bias throughout the CPD, with a scathing report that outlines years of distrust between the Black community and the police force. ABC-7 political reporter Charles Thomas asked Attorney General Lynch, will the DOJ follow through on their findings when the

Trump administration takes over. Lynch said it would be committed. We will see, but with the possible confirmation of U.S. Sen. Jeff Sessions taking over the DOJ, there is much doubt this will be a ”major” commitment to change the culture of CPD’s long history of misconduct. Although both Mayor Emanuel and Supt. Johnson weren’t happy campers and looked uncomfortable at times when Lynch was reading parts of the report, Emanuel said they were committed in making the necessary changes to regain community trust and recruit more officers. Gov. Rauner and Rev. Jackson Allies? Meanwhile, after a successful meeting with Gov. Bruce Rauner a couple of weeks ago, Rev. As an added bonus, the governor addressed attendees at the breakfast, where in the past, public officials rarely made commentst. It’s clear the Republican governor is not afraid to reach into our community, and with the latest hire of Vince Bass as the new Illinois Director of Public Engagement, some say his approach will be more grassroots, reaching out to a younger group versus the same “old” guard. And eating a healthy diet helps keep your body strong and fit. Start with the basics: Eat plenty of fresh fruits and vegetables, lean protein sources, low-fat dairy, whole grains and a few beneficial fats. And it doesn’t hurt to know how many calories you need every day. Then nibble on these sexy superfoods, which are extra high in nutrients needed for sexual health.

1. Non-Fat Yogurt

Dairy products are rich in vitamin A that’s essential for beautiful skin and calcium for strong bones and healthy hair. Plus, people who consume dairy products every day seem to have less difficulty maintaining a healthy weight. Non-fat yogurt has all the benefits of milk, plus the friendly bacteria found in yogurt are probiotics that help keep your digestive system working normally. Tip: Enjoy some plain non-fat Greek yogurt mixed with fresh blueberries, chopped nuts and a little honey for additional protein and vitamins.

2. Citrus Fruits

Citrus fruits contain lots of vitamin C. Eating an orange gives you all the vitamin C your body needs for a day, plus it helps to increase absorption of iron from vegetables and legumes that your body needs for energy. Vitamin C also helps keep your skin beautiful by keeping the connective tissue under the skin strong, slowing down the formation of wrinkles. Tip: Eat an orange every day as a healthy snack or drink orange juice with meals. And perhaps hand-feed a few slices to your significant other?

3. Berries

The beautiful pigments that give berries their colors also contain phytochemicals that work as antioxidants to protect your skin, which may help you age more gracefully. Blueberries and cranberry juice may also help prevent bladder infections. Berries are also low in calories and rich in vitamin C and potassium. Tip: Make a fruit smoothie with a banana, plain yogurt, frozen blueberries, sliced strawberries and a splash of cranberry juice. Or dip a few fresh strawberries in dark chocolate for a romantic treat.

4. Salmon

and zinc protect your skin from getting dry by keeping moisture in the skin cells. The beneficial fats in salmon may also be good for muscle and nerve function. Tip: Go out for salmon sashimi at a romantic sushi restaurant or grill a salmon steak at home. Not into salmon? Tuna is an excellent choice as well.

Deep-fried, roasted, pan-fried, grilled, sauteed, boiled or steamed . . . any way we prepare it, the sweet and tangy flavor of fresh Gulf shrimp shines through the roster of shellfish varieties at the top of my favorite list. Always wild-caught — never farmed — Gulf, or similar warm-water shrimp don’t fall far from that favorite rank when I buy frozen, as many of us far away from the Gulf have learned to appreciate fully. For me, this Scampi recipe classifies as a true Creole blend of Southern, African-American and soulfully influenced Italian-Americans. Surprised? During my first trip to Italy, I verified this only-in-the-States, Italian-American dish, named by southern Italian immigrants after their very small regional “scampi” lobsters recalled from their homeland. If you’re turning to frozen shrimp (thawed in the refrigerator overnight) for this dish, this may be the season to consider jarred garlic. Why? Fresh reached peak season last July. To my taste, the over-wintered bulbs available in the market seem harsh and a bit bitter.

5. Black Beans

Legumes contain protein, iron and zinc. Black beans are also a good source of biotin, a B vitamin that’s important for healthy skin and hair. They’re also rich in fiber, which can help you stay slim and keep your digestive system functioning properly. Tip: Serve black beans as a side dish with dinner.

6. Walnuts

Walnuts contain polyunsaturated fats, and they’re also rich in alpha-linolenic acid, the plant version of omega-3 fatty acids. They’re also an excellent source of protein, and eating just a few walnuts helps to keep you feeling satisfied between meals. Some research studies have suggested that the phytochemicals in walnuts help keep prostates healthy in older men. Tip: Eat a handful of walnuts with a fresh piece of fruit for an afternoon snack.

7. Tomatoes

Tomatoes are rich in vitamin C and a phytochemical called lycopene, a relative of vitamin A that helps keep a man’s prostate healthy. Lycopene is thought to protect skin from sun damage, and getting adequate amounts of lycopene may keep your skin smooth and supple. Tip: Eat fresh raw tomatoes or make tomato bisque, and serve it with a fresh salad and crusty whole grain bread.

8. Dark Chocolate

You may believe that eating chocolate improves your mood. Research isn’t clear on that, but dark chocolate may have a little super power. The phytochemicals in dark chocolate could possibly improve blood flow to all the parts of your body, including the brain and the sex organs, which is an important component of arousal. Tip: Enjoy one ounce of dark chocolate (not Dutch-processed) every night.

9. Water

Although water isn’t really a nutrient, it’s necessary for your health — your body contains a lot of water. Not only is water good for your insides, it’s also essential for smooth, healthy skin. Plus, water has no calories, so it’s perfect for watching your weight. Tip: Drink water with a slice of lemon or lime instead of sugary soft drinks.

Creole Shrimp Scampi 1 pound large Gulf shrimp, thawed, if frozen 2 tablespoons olive oil, 1 tablespoon unsalted butter 4 to 5 cloves garlic, minced or 1 tablespoon minced garlic 2 tablespoons each: chicken broth, tomato paste 1 to 2 tablespoons Creole seasoning 3 tablespoons chopped fresh parsley Juice of 1/2 lemon Peel and devein the shrimp; set aside. Heat olive oil and butter in a cast iron skillet over medium high heat, stirring until butter melts. Stir in the minced garlic, stirring 1 minute. Stir in 1 to 2 tablespoons of Creole Seasoning blend, stirring 30 seconds. Stir in the shrimp, chicken broth and tomato paste. Raise the heat to high; cook, stirring 2 to 3 minutes while some of the liquid evaporates. Lower the heat to a simmer. Cook, stirring and turning shrimp 1 more minute. Remove from heat. Add lemon juice and parsley; toss to coat shrimp with parsley. Serve. Makes 3 to 4 servings. The effort is to show solidarity against certain biased and racially charged statements that have been demonstrated throughout President-elect Trump’s campaign and transition period. The multiple women advocacy groups brought together will be a part of a nationwide alliance to address issues that are threatened to be opposed by the majority Republican Congress. According to the website, womens121marchonchicago.org, “We support women’s/human rights. We are activists, seasoned and new. We are people of varying economic, educational and social situations. We are immigrants of all statuses. We are native and indigenous. We are people of diverse gender identification and sexual identities — LGBTQ, hetero, and other.
