Datcher Senior Staff Writer The National Teachers Academy (NTA) is the latest sacrificial lamb slated to be on the chopping block if CPS and the Prairie District Neighborhood Alliance (PDNA) has their way. Located at 55 W. Cermak, NTA was opened in 2002 and shared partial land with CHA’s Harold Ickes Homes for eight years. Now that the neighborhood has welcomed new, more affluent neighbors—and the school has drastically improved-- some are pushing to transition from pre-K to 8 to K-12, which would reduce the boundaries for those allowed to attend NTA. The Harold Ickes Homes was built as a part of the Chicago Housing Authority (CHA) projects in 1958. In its heyday, Ickes Homes included 11 buildings and 1,000 families; its last building was vacated and demolished in 2010. Rapid gentrification from 12th Street to 35th Street bordering Chinatown extending to the Lake Meadows community has created a class war among many residents. As construction cranes hover over the areas of Cermak and Calumet, it is a clear indication of the economic changes anticipated by the residents and commercial businesses. Once considered underdeveloped and quietly overlooked—the South Michigan Avenue corridor was left dormant for decades. Throughout the 1950’s and 1970’s, it was vibrant and bustling with commercial retail businesses between an overflow of car dealerships and record companies that stretched within a 10-block radius. The recession hit businesses hard in the 1980’s and left the area riddled with transient hotels and empty storefronts.

National Teacher’s Academy School And a predominately African American community called the near South Side home since the Great Migration. Gradually, businesses began to identify the sleepy area’s potential as nightlife spots such as Chic Rick’s and later E2 nightclub would bring weekly attention to the area for young clubgoers. With the expansion and build-out of McCormick Place Convention Center and new Hyatt Hotel in 1998, plans were put in place by then-mayor Richard M. Daley to develop the area into a high traffic tourist destination. affordable housing residences gained wealthier new neighbors. The concern of which schools and with whom their children would intermingle with became a hot button issue. Nearly 12 years ago, South Loop resident and attorney. Robert O’Neill pitched a charter school for the neighborhood to address the issues of parents wanting a separate school within the neighborhood. He later formed a non-profit organization called Urban Assets to organize parents, local leaders and lobby school board officials. His attempts failed due to then-CPS Superintendent Paul Vallas saying the proposed school would “racially isolate” the area. According to the website, the PDNA is a non-profit organization, founded in 2006 by resident volunteers who advocate for neighborhood development, city planning, public safety and education. The group has pushed hard for NTA expansion into a K-12 high school for the last ten years because of limited seats at nearby Jones College Preparatory High School and the neighborhood grade school South Loop Elementary. The Local School Council President for NTA Elisabeth Greer says because of overcrowding concerns at South Loop Elementary, CPS and PDNA wanted to extend into NTA’s building a few years ago. “At that time NTA was under enrolled, the school did not have the Regional Gifted Center (RGC) program. They had about 500 students in a building that could seat 840 children. From our understanding, the local school council at South Loop Elementary voted among themselves to move their middle school into NTA.” Greer said, NTA’s then-principal Amy Rome was continued on page 04

not aware of the proposal and found out about it through a reporter who saw the CPS proposal. Greer says, “The proposal was straight out of the Jim Crow handbook. They said, ‘We want our children to have their own floor. We want them to have their own parking spaces. We want stagger and stop times so we don’t have to interact with the NTA kids who were already there.’ Principal Rome, to her credit, had to fight hard. She said, ‘How dare you talk about my school and basically colonize and never talk to me about it?’ Fortunately, the community came out in force. CPS ended up calling her and apologizing. It was a huge disaster and it was so racist and classist.” Audrey Johnson is a former resident of the Earl Ickes Homes. Her family moved there when she was five and she’s raised five children of her own—three have graduated from NTA with two currently enrolled. She admits the school has had its challenges struggling from a Level 3 school to now 5 points away from achieving a Level 1+ status—the highest score for a school to achieve. Johnson contributes a great deal to the efforts of former Principal Amy Rome’s dedication and commitment. “She was awesome, she was our principal. We took her through the neighborhood and we took her throughout the Ickes homes and introduced her to the management. We brought her to the residents; we tried to go to each and every unit to introduce her to the parents,” she said. “We took our teachers through the projects so they could see our living arrangements and what help and support we needed in there. Our projects honored them to the utmost and they respected them coming to our building.” Amy Rome was the school’s principal from 2006 through 2012, working diligently with training teachers to work with students in challenging Urban learning environments. The level of academic excellence combined with meditative methods have garnered remarkable results. The Defender reached out to NTA’s current principal, Isaac D. Castelaz, who was unavailable for comment regarding the CPS proposal. NTA Turns Around In 2007, CPS turned over management of NTA to the Academy for Urban School Leadership (AUSL). With a program designed for academically and advance children, the school’s curriculum has progressively helped the entire student body to excel in their academics and test scores. Close to 80 percent of NTA’s student body is Black and nearly 70 percent are from low-income households. Hannah Imam, a South Loop business owner, had her apprehensions in the beginning when she started searching for schools for her child. After a long conversation with the principal, she felt good about selecting NTA. “One of the things that I’ve noticed, they do look at the development of the students very comprehensively. It’s not about what happens in the classroom. For example, everyone in the school in the morning, they take what they call a ‘mindful minute’. Under the new CPS proposal, NTA grade students would be “grandfathered” in without having to relocate. They would not be required to relocate nor find another high school, but if the boundaries are decreased, 300 families—mainly low-income families-- would not be included as new applicants. Dowell admits the city is very segregated and the divide between both schools was created before she was elected in 2007. She’s faced with the diverse shift of residents who no longer represent one majority but several groups that are distinctly different in racial and socioeconomic backgrounds. “I think the proposal is not designed to segregate anyone. It’s designed to really create the kind of community that the South Loop is. The South Loop community is diverse. There’s all kinds of people who live in the area. I think the creation of the school—if this proposal was passed— would be reflective of the entire community.” Not backing down without a fight and a fair chance to be heard, NTA parents felt CPS played them to the left. Hannah Imam says, “We weren’t afforded transparency on this proposal until we held our own town hall. Three hours before our town hall took place, they released a letter admitting what their long-term plan was to shut our school down to turn it into a high school. At first, they were talking about boundaries. Now, publicly they’re decreasing NTA’s boundaries. We called them out and said, ‘We know what you’re trying to do. We know you’re trying to decrease our boundaries, label us as “unenrolled” and take us over as a high school.’ We called our own town hall meeting to address this.” Last week, a public hearing was held at South Loop Elementary to address these concerns among South Loop residents, PDNA and NTA parents. Both CPS representatives and Alderman Dowell was in attendance listening to heated arguments and passionate testimonies from both sides. The next public meeting will take place at NTA on July 10, two weeks after the school year ends, but parents are ready to engage a summer-long grassroots campaign to make their voice heard. Although the existing community near the old Ickes has changed over the last decade and is now comprised of 40 percent non-African American residents which includes Asian and Latino residents—Johnson says their new neighbors aren’t so new now. She says they were hesitant about NTA and what was within the walls of the school until they took a look. “They didn’t know about NTA. They were looking from the outside and when they came in, their mouths dropped. The school is awesome. They were worried about the color of our skin and that’s the problem now. The ones that are still going to South Loop Elementary are still worried about the color of our skin.” Living in the neighborhood for over four decades, she feels it’s more than new luxury housing developments, hotels and conventioneers. Johnson reflects. “The South Loop neighborhood for me is from 18th Street to 35th Street. This is our family—this is our community.” www.chicagodefender.com

Illinois Equitable Education New $75 Million School in Englewood Legislation Awaits to Open by 2019 Governor’s Signature By Lee Edwards Defender Contributing Writer

By Lee Edwards Defender Contributing Writer Advocates and supporters of equitable educational funding throughout Illinois secured a tentative victory from the state legislature -- all that remains is a few strokes from Governor Bruce Rauner’s pen to make it complete. The state legislature passed the Evidence-Based Funding for Student Success Act (SB 0001) in the Senate and House on May 31. The Act narrowly passed the Senate with 35 votes in favor and 22 in opposition, and the House had 60 votes in favor and 52 in opposition. The Evidence-Based Funding for Student Success Act, according to its synopsis, amends the school code and would take effect immediately with gubernatorial approval. Jade Jenkins, Illinois for Educational Equity regional strategy team member, said prior to the vote dozens of school district superintendents traveled to Springfield to lend their voices in support of the Act. She said that she’s been advocating for education equality for a long time and called the Act’s passage a “win for the entire state.” “I hope this inspires our teachers, our students, so that they can make changes in their society and make change,” said Jenkins. “They can advocate for themselves and make a lot of the issues, whether it be education or health; this wouldn’t have happened without the support of parents, teachers, and superintendents.” However, State Sen. Donnie Trotter (Dist. 17th) filed a motion to reconsider the vote on the same day of its passage. Jenkins said with the bill on hold, it provides advocates and supporters additional time to raise the level of support. Meanwhile, Illinois Secretary of Education Beth Purvis said, Rauner, while an advocate for equitable school funding, found several items in the Act he wants to augment before signing off on the measure. She said the governor’s suggested changes were based on the findings of his commission on equitable funding. Rauner commissioned the creation of the Illinois School Funding Reform Commission on July 12, 2016, to address inadequacies in school funding on a statewide level. Purvis highlighted three specific items for changes: •Per the findings of the Commission, Rauner would prefer a per-pupil funding model compared to the Act’s proposed base funding minimum. •According to Rauner, Chicago Public Schools must choose between its $215 million in pension costs and health care costs for retired teachers and a $250 million block grant. •Finally, Chicago Public Schools’ fund would be reduced to account for “unfunded pension liability costs.” Purvis explained one of Rauner’s primary concerns is that once he signs the Act and Chiwww.chicagodefender.com

Governor Bruce Rauner cago Public Schools’ hold is taken into consideration, the remaining funds would only make marginal improvements to the rest of the districts throughout the state. “The Governor respects the work of legislators like Representative (Will) Davis, Senator (Andy) Manar, Senator (Jason) Barickman, and Representative (Robert) Pritchard for their work to advance legislation,” she said. “His hope is that they will use the opportunity afforded by Senator Donnie Trotter, who has held the bill for consideration, to continue to compromise and find a solution that ensures that all 852 districts in Illinois are treated equitably.” State Rep. Will Davis (Dist. 30th), one of the chief sponsors of the bill in the house, said he’s been advocating for equitable funding in education since his first term in office. He called the bill a “vital first step” toward providing every school district the resources it needs to educate their students. He recognized too that with the eventual signing of the bill by the governor, proper funding will be essential for its success. He said accompanying bills along with the governor’s support will be pivotal. “If [Rauner] feels like he’s not ready to support some of the other spending areas, we certainly hope he is ready to support necessary dollars in K-12,” said Davis. Davis said he’s willing to visit any district that will have him to talk to residents about why the Act was supported. He said he’s been invited to participate in a town hall meeting with one of his colleagues, State Rep. Carol Sente (Dist. 59), in the northwest suburbs of Chicago about the Act on June 20. “We want to make ourselves available, we’re not hiding from this, we’re not hiding from anything we did, we feel strongly about the way we are supporting the kids throughout the entire state of Illinois, and if someone else has a question, because this was a very tough vote to take in some cases, we want to make ourselves available to answer any questions,” said Davis.

Chicago Public Schools’ announcement of a new $75 million school is being lauded as one of the single largest educational investments the Englewood neighborhood has witnessed in decades, according to school officials. CPS approved a proposal submitted by the Englewood Community Action Council for the opportunity to construct a new school on the same lot as the already standing Paul Robeson High School, 6835 S. Normal Blvd. The projected plan is to construct a new “state of the art” school building beside Roberson then demolish the older building before the start of School Year 2019-2020. The new school would combine Harper High School, 6520 S. Wood St.; TEAM Englewood Community Academy High School, 6201 S. Stewart Ave.; and John Hope Academy, 5501 S. Lowe Ave., which all rated by CPS as Level 2. CPS’ School Quality Rating Policy ranks schools on a 1+, 1, 2+, 2, 3 scale, with 1+ being the highest possible score. CPS Chief Executive Officer Forrest Claypool said the decision to move forward with the Englewood school was the latest in a series to make the community more vibrant for residents. He applauded the neighborhood’s elementary schools and added that local high school students needed “a good reason to stay in the neighborhood.” “Englewood children should not have to travel several miles and miles to find a quality high school experience,” said Claypool. “They deserve a modern high school with excellent academic programs.” Claypool said details like the school’s name, boundaries, safety, local resident’s involvement in the construction process, and more would all be discussed further in the months to come. Dori Collins, co-chair of the Englewood Community Action Council, said the organization was “hopeful” their proposal would be selected by CPS. She said the proposal was part of the council’s strategic education plan it adopted in 2011. It is her expectation that the council will be included in all phases of the planning process alongside CPS. “When we learned of the opportunity for the capital fund, we took advantage of that opportunity

to write for the proposal based on the needs of the children in Englewood,” said Collins. Collins said she and the coalition will continue to speak with the community to ensure that their voices are continuously heard throughout the process. She said two primary concerns she has are the safety of students and programs for students who aren’t college bound to enter the work force. Dr. Janice K. Jackson, CPS Chief Education Officer, described the announcement as “remarkable.” Jackson said based on her firsthand experience opening Westinghouse College Prep in the East Garfield neighborhood, she knows how a new school can completely transform a community for the better. “I can tell you despite all of the challenges that we faced as we come together and work together to figure out the vision, once that new school [is built, it] changes not only the trajectory for the students but it changes communities, and that’s why I’m so excited today,” said Jackson. “There’s thousands of children in this community who deserve a high quality high school.” Jackson echoed Claypool’s sentiment that there’s still more work to be done before completing the school. When asked about the current status of Harper High School, TEAM Englewood Community Academy High School, and John Hope Academy, she said the schools will remain open until Fall 2019. Alfrieta Hull, youth school counselor at Earle Elementary School, 2040 W 62nd St., sat in the front row alongside several of the students she chaperoned to attend the announcement for the school. She said she was excited that her students would receive first-hand information about what’s to come for the future. A few of the students asked questions during the press conference following the announcement. “When we got here we really didn’t know what to expect, but they’re really excited; initially they had conversations about other high schools across the city, but now they see they have an opportunity to go to a state-of-the-art high school right in their neighborhood,” said Hull. “Knowing that they will be the first group of students who have a chance to walk the halls, hopefully, that gives them a sense of motivation, inspiration, and encouragement.”

Raheem DeVaughn, Goapele Promote Women’s Sexual Health and Responsibility with the RISE Above Campaign By Shari Noland Defender Executive Editor Grammy nominated R&B recording artist Raheem DeVaughn and R&B, neo-soul artist Goapele joined forces with AIDS Healthcare Foundation (AHF) and Chicago-based South Side Help Center (SSHC) this past Saturday at The Park West in presenting “RISE Above,” a national sexual health awareness campaign aimed at women and girls featuring an intimate evening of music and engaging conversation. Inspired by the powerful and impactful poem, “Still I Rise,” written by the iconic artist, educator and author, the late Dr. Maya Angelou, the RISE Above campaign is focused on eliminating HIV related stigma by educating and empowering women of color about healthy relationships, sexuality and wellness. Also, the campaign promotes AIDS testing – HIV Testing day is June 27. According to current statistics from the Centers for Disease Control (CDC), 1 in 4 individuals living with HIV in the United States are women. Black/African American and Hispanic/Latina women continue to be disproportionately affected by HIV, compared with women of other races/ ethnicities. Of the total estimated number of women living with diagnosed HIV at the end of 2013, 61 percent (137,504) were African American, 17 percent (39,177) were White, and 17 percent (38,664) were Hispanics/Latinas. “Across our country, women of color, from all backgrounds, continue to be impacted disproportionately by HIV and other sexually transmitted infectious diseases. As we celebrate 30 years of service this June to communities across Chicago, we are pleased to have the opportunity to partner with these two amazing artists to be able to bring together Black women, and inspire them to break through the stigma, and become both sexually educated and empowered to ‘Rise Above HIV,’” stated Vanessa Smith, Executive Director, South Side Help Center. The Defender had a chance to talk with Raheem DeVaughn and Goapele right before the event to learn more about what they are trying to do through the campaign and what it means to them personally. Tell me a little bit about your journey to create this campaign, or being part of this campaign DeVaughn: I started my own foundation, For the Love Life Foundation, and HIV/AIDS was one of our top initiatives. That’s not to take away from the domestic violence piece or the homeless piece or the work that we do in those areas -the arts for education, scholarships, and stuff like that. But there’s a lot of things that plague our communities, as Blacks, as men and women. Chasing Grammys or getting an award, like that’s cool, but you know, we’re building a legacy at the end of the day, and none of us is gonna be here

Goapele: For me, I’ve always been interested in women’s health and girls and women’s empowerment. Any opportunity to come together and make it personal and open up conversations and figure out a way to change people’s lives so that we don’t just feel like statistics, but we’re actually like, let’s talk about what’s really going on so that we can change it. I’m game for it. AIDS is one of those things that off and on, I’ve wanted to get more involved with and I have a lot of family in South Africa. The statistics are crazy out there, and I’ve always just felt like: how can I be more involved and have an impact? So when I heard what the statistics were and that they were rising among young women of color and Black women, and I just felt like it was an emergency. Who has been coming to these events? DeVaughn: It’s women from all walks of life. We have some women with their daughters

and some who are old enough to be my grandmother, but they are still sexually active. But bigger than that, outside of the people who come, there’s a world and generation of youth who have to grow and have children and you know, repair it. We have to be conscientious of these things because a lot of these times, people don’t want to get involved until it does affect them. Do you find because the stigma sometimes associated with AIDS that it’s hard to get people to attend the events? Goapele: No, that was what a big part of this Rise movement was, to get rid of the stigma. Don’t have it be like, HIV/AIDS is this scary word and it just feels like it just affects them and I just want to be far from that. But let’s just, be real, any of us could put ourselves in a situation where we’re exposing ourselves and our bodies to so many things. And let’s just talk about it and have the conversations…even things like having free condoms and being able to just get tested where…maybe if you were scared, you could just go do it, get it over with, have it not be a big deal instead of like this scary thing that maybe you’re do-

ing by yourself or not knowing how to protect yourself. We’re trying to get rid of the heaviness. You both have kids, how have you approached the topic of AIDS and HIV? Goapele: I have a daughter who just turned 10. She’s always had a big mind and you know, been very aware and wanted to know about everything. For me, it’s just kind of like, giving her information as I can without putting my issues on her. I think it’s just starting off with having conversations about what’s your body, what’s your privacy, what are your own boundaries. Like let’s just start there before we’re even talking about disease; what makes you feel okay, what doesn’t. I think, part of it, and this is something as women honestly, sometimes we’re learning at the same level as girls as far as like what’s our own empowerment around our own self-image, around our sexuality, around even awareness of how we feel and how we’re valuing other people’s attention to us. Are we doing something because we want to? Or because we think somebody wants us to? So I think it’s a much larger conversation that just kind of starts with self-awareness and kind of slowly opens into sexuality. And then there’s like, these are so many things you can expose yourself to. But until then, just being scared of a particular disease, it’s kind of like, how to be present in your own body. DeVaughn: I have sons of varying ages and for me it’s a different approach for a lot of different reasons. Even in my upbringing, how I was raised. What I was typically taught was what it was to be a man versus becoming a man and understanding it and still transitioning in that. So for me, I’m already very candid and blunt as possible as can be, and where I won’t sugarcoat anything. To the point where they be like, “Dad, dad I don’t wanna…” At least you can’t say that we ain’t have the conversations. At least I know that they’re smart enough and they’re impressionable so you gotta start getting in that area now about everything under the sun. Because they have questions and they come home with questions about things that I didn’t have questions about when I was a kid; it was certain things that we weren’t exposed to, that they are exposed to. So my method with my kids, and just the village of kids, we go out to high schools and talk to kids and do community work and involve kids, what have you. It’s just really being raw and blunt, cut. Because the rawer you are and the more blunt you are, reality is, once they get outside that door that’s what the world is anyways. It’s raw, it’s blunt, it’s uncut. The Truth About AIDS in Women By Tracee Cornforth verywell.com Did you know that 20 million women worldwide are living with HIV (human immunodeficiency virus) and AIDS (acquired immunodeficiency syndrome)? According to the World Health Organization (WHO), fully half of those living with HIV/AIDS are these 20 million women. The U.S. Centers for Disease Control (CDC) reports that 159,271 adolescent and adult women had AIDS at the end of 2002. The extent of U.S. AIDS cases in adolescent and adult women almost quadrupled from seven percent in 1985 to 26 percent in 2002. The good news is that, despite these figures, AIDS cases in adolescent and adult women fell by 17 percent during this time and have leveled off as a result of successful antiretroviral therapies which help to prevent the progression of HIV to AIDS. Sadly, almost ten percent of AIDS cases reported to the CDC through December 2002 occurred in women who were aged 25 or younger. While women of Hispanic or African-American descent make

up less than 25 percent of the U.S. female population, they account for over 82 percent of AIDS cases in women.

How is HIV Transmitted? Worldwide, the primary method of HIV transmission is through heterosexual intercourse with over 90 percent of all adolescent and adult HIV infections occurring in this manner. In the U.S. heterosexual intercourse accounted for 42 percent of new HIV cases in 2002, while 21 percent of new HIV infections in women developed as a result of illegal drug use. While HIV infection may occur in both sexes during heterosexual intercourse, the risk for women is far greater. The exposure of vaginal mucosal tissue to seminal fluids during sexual intercourse is

the most likely culprit for this. In the early days of the AIDS epidemic, previous to the routine screening of blood and blood products for HIV antibodies, HIV occurred in some patients as a result of receiving blood transfusions and blood products. Other ways HIV is transmitted include: •Injection of illegal drugs, or sharing or using previously used needles •Male-to-male sexual intercourse •Contact with another person’s bodily fluids such as blood, semen, or vaginal secretions (Does not include sweat or saliva.) Please note that sexual intercourse includes vaginal and anal intercourse, as well as oral sex.

What are the symptoms of HIV/ AIDS? While both men and women experience

many of the same symptoms, women frequently must contend with some distinctively female signs of HIV infection such as: •Persistent or severe vaginal infections, particularly vaginal yeast infections. •Pap smears that indicate cervical dysplasia or other abnormal changes. •Pelvic infections such as pelvic inflammatory disease (PID.) Although women with HIV frequently experience these women’s health conditions, women without HIV also experience vaginal infections, abnormal Pap smears, and pelvic infections. Other signs and symptoms that may indicate HIV infection include: •Genital warts •Genital ulcers •Severe mucosal herpes infections Frequently, within a few weeks of infection, both men and women experience flulike symptoms. Others do not experience signs or symptoms of HIV or AIDS until several years later. This makes HIV testing imperative for continued on page 16

Cook County Commissioner Robert Steele Loses His Battle With Pneumonia at 55 By Mary L. Datcher Defender Senior Staff Writer On Monday morning, Chicago native and Cook County Board Commissioner Robert Steele lost his battle with pneumonia at 55. Illinois political circles were shaken at the news of Steele’s passing. As a second generation of the Chicago Black political movement, Steele was the son of former Cook County Board Commissioner and President Bobbie Steele. Our condolences and prayers extend to the family, loved ones and friends of Commissioner Robert Steele. The Cook County Board Commissioner would have turned 56 on June 29. Steele was inducted on the Cook County Board of Commissioners in 2006. Having graduated with a degree from Morgan State University in Baltimore, MD, over the years Steele worked as a Community Outreach Manager in Chicago’s Park District and as Executive Director of the Lawndale Business & Local Development Corporation. Statement from the Family of Commissioner Steele: It is with great sadness that we announce the passing of our beloved Robert Steele, President Pro Tempore for the Cook County Board and Commissioner of Cook County’s 2nd District. Following in his mother Bobbie Steele’s legacy of public service, Robert faithfully served on the County’s Board of Commissioners since his installation in 2006. Segregation in Chicago: Comparing Black & Brown Communities Sylvia Puente of the Latino Policy Forum discusses why Latino communities tend to gentrify before Black ones, how both can work together, and more. By Carolina Cruz City Bureau Sylvia Puente, born and raised in Chicago, is a long-time community organizer and policy expert. She is now the executive director of the Latino Policy Forum, which promotes Latino involvement at all levels of public-policy making. When it comes to segregation in Chicago, she notes several structural reasons that race groups live separately from one another. One is that Latino and African-American communities have been denied resources like high-quality education and public housing for years. Puente cites a recent University of Illinois at Chicago study, “A Tale of Three Sylvia Puente Cities: The State of Racial Justice in Chicago,” which found that racial and ethnic inequities are pervasive, persistent and consequential across all neighborhoods. The study shows that Latinos were the race group most impacted by the loss of manufacturing jobs, and that both Blacks and Latinos have much higher unemployment rates than Whites. It also finds that the gap between Black/Latino and White incomes has increased—in 1960, median family income for Whites was 1.6 and 1.4 times more than Black and Latino families, respectively. In 2015, those numbers jump to 2.2 and 1.7. One idea that Puente wants to extinguish is that when one minority group wins, the others lose. Here, she discusses changing demographics in Chicago and how Latinos and African Americans previously worked together to bring about policy change. Why are Latinos and African Americans segregated from each other in Chicago? Segregation didn’t happen by accident. There are physical barriers that really keep Black, Brown and White communities separate. When you look at how the Dan Ryan was constructed, there are Blacks at the east of the expressway and Whites at the west of the Dan Ryan. Neighborhood boundaries were constructed and just sort of reinforced like physical dividers with train tracks that separate Black and White and Latino communities. So how do you physically break down those barriers? That is still the question. You’ve said that Latinos are the buffer between White & Black communities. Can you explain what you mean by that? When you look at a map, Latino communities www.chicagodefender.com

are in between Black and White communities in most areas of the city. As the White population has declined in Chicago, those areas are being replaced by Latinos, putting Latino communities in much closer proximity to Black communities than 20 or 30 years ago. The city’s population is declining, and some say it’s because housing is unaffordable for minorities. Where are Latinos moving and why? I think it is not necessarily that Latinos are moving [away], but that as the Latino population has grown, many more people have settled in the suburbs. People are coming directly from their mother countries to settle in the suburbs, and that is what is really driving demographic change. Why is gentrification more evident in Hispanic neighborhoods than in African-American neighborhoods? Poor Latino neighborhoods are often seen as hip, cool and affordable for millennials, and staying close to the central city is a big factor. Nevertheless, White people moving into predominantly Black neighborhoods is now happening. If you look around the United Center stadium, around Garfield Park, even areas of Bronzeville, it is a more recent phenomenon in the past 10 years and I never thought I would see it. But the bottom line is that in Chicago, African-American communities are densely African-American, more than 95 percent Black. In Latino communities—for the most part—you don’t have that. It is usually 60 to 75 percent Latino, so those neighborhoods have always had White people living in them. What we see now happening in Pilsen is what we saw play out in West Town and Bucktown over the past 20 years: There’s still a big Latino population there, but it has been largely displaced. In regard to the political landscape, can you share a moment in recent history where members from the African-American & Latino communities came together for the same cause? The most positive instance where we saw the coming together of the Latino and African-American community was during the election of Harold Washington more than 30 years ago. Harold would not have won without Latino support. In 1986, we elected four Latino aldermen to the Chicago City Council. That block gave Harold the majority in Chicago’s City Council. For a short time, Latino and African-American communities worked together, and you saw the evolution of public policy in the City of Chicago to be more equitable for all communities, including African-Americans and Latinos. Why I Don’t Read Cover Letters By Gina B. Defender Contributing Writer

Okay . . . I have an unpopular confession to make. I don’t read cover letters. I’m not alone. Most of my peers and colleagues also c o m p l e te l y Gina B. ignore cover letters. Why? Because they’re all the same, really. “I was intrigued by your job posting. I have 15 years of experience in XXX field, seeking an opportunity where I can grow within a fine organization such as yours! I excel at managing cross-functional teams, and I’m a very strategic team player. I look forward to setting a time to speak where we can further discuss my background and how I’m uniquely qualified to be a good fit for this position.” If I had to spend 30 percent of my day reading these glorified form letters, I would hurl myself off of a bridge. All snark aside, if you introduce yourself via email and ask me to “please see the attached resume and cover letter,” I go straight to the resume, not only to avoid the torture of boring reading, but because that’s where I’m going to immediately find the answers to my questions about your experience and easily determine whether or not you’re a good fit for any of the roles that I’m recruiting. Traditional cover letters were essential during the time when it was customary to physically print out a resume on bond paper and mail it to companies and recruiters. Personally, I haven’t been recruiting long enough to have ever received one of those relics. Technology has evolved, but for some reason, the cover letter tradition has remained. If a jobseeker has budgeted a certain number of hours per week to a job search, that valuable allotment of time shouldn’t be wasted on writing cover letters. I have a friend who is in job-seeker beast mode, and insists on asking me about cover letters and probing me about what he should write. My first suggestion is to abandon the cover letter altogether, which is usually met with a blank stare. Inevitably he always chooses to proceed despite my professional opinion, so the next best suggestion is brevity, because his energy is better spent finding new job prospects than toiling over a cover letter

that will remain unread. I’m sure you’re thinking “I can’t possibly send my resume without an explanation.” You’re absolutely correct. What I do quickly read are the emails to which the resumes are attached. The cover letter has evolved from being a separate formal document to being an introductory email. When writing an intro, there are a few guidelines to follow: 1. If someone has referred you, it’s best to disclose that early in the email, if not in the subject line. Recruiters and internal hiring managers are more likely to pay attention to emails that come with the reference of a friend or trusted colleague. 2. Provide a primer on your background, but keep it brief, i.e. “I’ve been a VP of Marketing with Company X for the last five years, and I’m seeking a senior-level Chicago-based role in the consumer products industry.” Highlight any major recent accomplishments. 3. If you’re communicating with an internal hiring manager (rather than a recruiter), personalize the message to address the specific company. 4. Infuse some personality . . . but not TOO much personality. The goal is to move away from robotic job-seeker lingo (as exhibited in the example above), however you also don’t want to become too casual and unprofessional. 5. Anything more than two short paragraphs is too long. If I open a seven paragraph email from a candidate – especially one that I’ve never met – I’m immediately inclined to close that window and never return. Give recruiters enough information to make us want to know more and schedule time to speak with you. 6. Make sure that your contact information is evident and accurate. Include your contact number and email on both the email introduction and resume. This sounds like common sense, but you’d be surprised. Also, don’t forget to provide the hyperlink to your LinkedIn profile. Avoid including personal social media profiles, such as Facebook or Twitter – unless your tweets are solely professional. 7. Spend more time on your resume and prepping for your interview. If you still feel that there’s important outstanding information, include it directly in your resume in the career summary or objectives section. The celebration of this wonderful yet tragic event Brenda and Rick is a remindMcCain er of the suffering they overcame by those who oppressed them. Martin Luther King, Jr. once said: “Freedom is never voluntarily given by the oppressor; it must be demanded by the oppressed.” But freedom has a price that few are willing to pay or provide. Playwright Antoinette Nwandu’s depiction in “Pass Over” has a personal and political message; it is a very moving, emotional and thought-provoking play. The emotions you will feel will differ based on how you see yourself. It will cause you to rethink your humanity and cause you to wonder about the value of life when it comes to others. As you walk into the theater, you are unknowingly already witnessing a part of the play. Like other critics, we will not give away this pivotal plot that is already weaving its oppressed views. As you sit in your seat, you may wonder why these songs are being played, but after a while, you may just sit comfortably in your seat enjoying the

Whether they are bums living on the streets or just two young men with no place to go, they both are seeking to find solace with who they are and what they want to become. One block can be a prison to some and these two are seeking to leave-- but something is holding them from exploring their dreams. Nevertheless, Moses and Kitch are determined to “pass over” until the nightmares of their lives begin. If you missed it, and I’m sure you won’t if you saw the photo, Moses and Kitch are Black. As they joyfully talk about what they will do and where they will go once they pass over, gunshots are fired causing them to hit the ground and the fear of dying young rears its ugly head; however, they soon succumb to the real fear of living when a White cop comes to

remind them that they will never be able to escape his oppression. Moses and Kitch seem to be living the real-life movie of “Ground Hog Day” as each day they think about passing over, the reality that they may never make it from their block is very present. This year’s most thought-provoking & provocative play Directed by Danya Taymor, “Pass Over” is this year’s most thought-provoking and provocative play. The case of Jon Michael Hill (Moses), Julian Parker (Kitch), and Ryan Hallahan (Mister) are exceptionally remarkable and unsettling, which is a compliment to how well they pulled off their performance. We got a chance to speak with Jon Michael Hill and we can honestly say he is truly a great talent and

one of the most humble actors we have met. Rick was excited to meet him as the actor from the hit CBS show “Elementary.” Jon Michael’s role of Moses was compelling and with the name Moses (Deliverer), he is Kitch’s saving grace for making it out of a land filled with gunshots, violence, death and oppression. Julian Parker was amazing in his role as a young man seemingly lost in wonderland. His portrayal of hope and hopelessness will have you spinning up and down with emotions. Ryan Hallahan’s roles of peace-maker, policeman and one character who will leave you with a lasting image was masterfully profound, startling and unforgettable. Together, all three men perfectly set the stage for a scene that can only be described as emotionally powerful. I, Rick McCain, add this personal viewpoint. This play is about how Blacks are viewed and treated and will cause your emotions to spurI. I applaud Steppenwolf Theatre for having the gall to present such provocative plays that reach the soul of humanity. With this said, I’m always amazed by the reactions I receive as a Black man in the eyes of Caucasians who have seen the play. Without fail, someone who is non-Black will see me and notice I was at the play and share his or her feelings of guilt and despair. While I am extremely happy that the play brings out the emotions of these viewers and how moved they are, which is the goal of the playwright, I can’t help but ask myself, do they share the same feelings with those within their own race? I digress! How the play ends, well I will leave it up to you to go see it and tell us. For some, it can be a tragic reminder of how diverse we are while others may believe it shows how far we have fallen. Some will see it and be disturbed and angry while others will have a brush with reality and will display empathy, and some will go home totally indifferent. For us, it reminded us that united we stand, divided we fall is more than a quote; it was supposed to be a lifestyle we decide to choose if we all wanted to succeed. Funny how that word “all” never seemed to have passed over. We highly recommend this play, but be ready to ask yourself the question: is it indeed a wonderful life for all? We want our leaders in the community to feel welcome; we are all here to serve.” Mayfield Health Center has made new

renovations as of late and intends on bringing in new programing, according to Sanders. She said Wine Down Wednesday is one of their new events. The date of the next one will be announced. Sanders said she wants Mayfield to take a greater role in the community in the weeks and months to come. Sanders said she spoke with a pastor at a local community event with the intention of allowing him to utilize facilities and also participate

in volunteering and inspirational programs. Sanders along with other Mayfield staff recently attended The Leaders Network’s monthly meeting. The Leaders Network is a collective of clergy from the Austin and Oak Park community working cooperatively to address issues. She said she plans on continuing to attend meetings and find partners within the community whose goals align with the direction of Mayfield. Sherley McClain, director of nursing at Mayfield, who was in attendance at Wine Down Wednesday, said one of her goals is to make the facility feel as close to home as possible. She called the facility a “great place” and described the experience of being a community fixture as “wonderful.” She addressed the stigma facing nursing homes, too. She said that for certain individuals it’s easier for them to rehab injuries like a broken foot or broken leg at a facility like Mayfield. “The biggest way I’d say we all contribute is with our passion,” said McClain. “I think we all care about people, want to give something back to the community, we want to help these people feel the most at home in a non-home like environment.” Everest Healthcare, the parent company of Mayfield, operates multiple locations throughout the greater Chicagoland area.

Pain of Racism Can Sting More When Source Is Familiar By Errin Haines Whack Associated Press

Timothy Welbeck remembers being 24 and at work venting to colleagues in his majority White office about how police had pulled him over 22 times in 19 months — a phenomenon known among African-Americans as “driving while Black.” A White female co-worker whom he’d known for four years listened to his story and replied: “You drive too fast.” Welbeck felt betrayed. He considered her enough of a friend “to know that I don’t drive recklessly and I’m not a threat to law enforcement.” “This idea that you could know me, I express a legitimate experience to you, and somehow I’m to blame. I would expect a stranger to do what she did,” said Welbeck, now 35, a lawyer and Temple University professor living in Philadelphia. Racism in any form is painful enough for Black Americans. But when prejudice comes from someone they trust, or consider an ally, it adds salt to the wound. Experts call this the stress of racial disappointment: when people who are expected to understand injure minorities with offensive words or behavior. Some Blacks wrestled with this feeling earlier this month when Bill Maher, host of the late-night cable television show “Real Time With Bill Maher,” jokingly referred to himself as a “house nigger” during an interview with a congressman. To some, it seemed unlikely coming from Maher. His outspoken support of Black Lives Matter, and the way he railed against the racial undercurrent of the 2016 election that swept Donald Trump into the presidency, led them to consider Maher a reliable ally against racism. The backlash was swift. Calls for Maher’s firing ricocheted across social media. A week later, Maher had several Black guests appear on his show and he apologized, clearly aggrieved by his insensitivity. “It doesn’t matter that it wasn’t said in malice if it brought back pain to people. That’s why I apologize freely,” Maher said during the June 9 episode. “What made you think that it was cool to say that?” rapper/actor Ice Cube pointedly asked Maher during one exchange. “There was no thought put into it,” Maher replied. “I think it’s a lot of guys out there who cross the line because they’re a little too familiar ... and they think they can cross the line,” Ice Cube continued. “They can’t.” On his following show, Maher interviewed Breitbart News editor-in-chief www.chicagodefender.com

Maher challenged Marlow after he accused the media of lying about Trump supporters as being “racist, despicable and deplorable.” “But they have been,” Maher interrupted. “The president of the United States has retweeted White supremacists.” The Maher conversations highlighted a common teachable moment between Blacks and Whites in American society, where conversations on race remain uneasy and, sometimes, familiarity blurs boundaries. For Blacks, this is far more upsetting than bigotry from someone who obviously lacks egalitarian racial views, said Alexis McGill Johnson, executive director of The Perception Institute, a research consortium focused on racial bias in daily life. “We have a scheme in our brains for that,” Johnson said. “For people who talk the talk, when they don’t walk the walk, it makes us even more disappointed because we’ve raised our expectations that we have an ally. It takes us to a totally different place.” Maher is not the only White celebrity to have been in this predicament. In 2006, “Seinfeld” star Michael Richards launched a racist tirade after hecklers annoyed him during a Los Angeles comedy act. In 2013, celebrity chef Paula Deen lost endorsements and her nationally televised cooking show after admitting under oath as part of a lawsuit that in the past, she had used the N-word in reference to Blacks. Deen begged forgiveness in an emotional videotaped apology. “I want people to understand that my family and I are not the kind of people that the press is wanting to say we are,” she said. Symone Sanders, a political commentator who was a guest on Maher’s show, said in a later interview that such experiences can be jarring because Blacks set higher expectations of racial understanding for their friends. “In that moment, it seemed as though he really didn’t understand,” she said. Georgetown University professor Michael Eric Dyson, who has known Maher

for nearly two decades, sat down with Maher on the show in a moment of reckoning and remorse. “There was a comfort there around Black people that’s laudable on the one hand, but problematic on the other,” Dyson told The Associated Press in an interview afterward. “A lot of White people are not familiar with our culture. They’re not invested in the same way, and we’re not disappointed in the same way with them.” Such slights, however unintentional, can be hard to forget — particularly if they happen early in life. Sanders, the political commentator,

recalled feeling outraged after several White classmates skipped her 16th birthday party because their parents wouldn’t allow them to go to her majority-black Omaha, Nebraska, neighborhood, which one close friend from her cheerleading squad described by using the N-word. “I’d been to her house, she’d been to my house,” said Sanders, who added the two remain friends today. “It just reminded me that we were not the same, in the sense that I’m still a Black person in America and she’s still a White person in America.” It’s been 30 years, but Welbeck still remembers vividly the day his kindergarten class was assigned to draw self-portraits. Eager to portray his fair, African-American complexion as accurately as possible, Welbeck grabbed a peach-colored crayon and began to color. His White friend interrupted — and handed him a Black crayon. “You’re not White,” the boy said. “I was jolted by it,” Welbeck said. “I didn’t understand how he could look at that crayon, and look at me.”

Datcher Defender Senior Staff Writer The tides have turned and winds are shifting to another tiresome, draining and somewhat tedious Illinois gubernatorial election. Less than one-year from the primaries, the money battle has continued between Governor Bruce Rauner and J.B. Pritzker—both leaping into non-stop Mary L. Datcher television and radio ad spots. While Gov. Rauner hammers away at the creditability of the Democrats, it reminds us that no matter who comes out the victor—both of them will still remain filthy rich. So, who really loses? Congressman Bobby L. Rush has publicly pushed his support behind Chris Kennedy for Illinois governor. This is the part where we expect the Black vote to be diced and spliced and handed over in several pieces while Gov. Rauner glides back into his second term. Where did the days of “back-door” meetings and deciding on one candidate who could represent our community’s interest go? I guess that’ll come when the remaining Democratic candidates fall down like pins around the primary winner. Meanwhile, we are nearing 800 days without a budget passed and it is hitting everyone with rising property and a new beverage tax right around the corner. The sad part is some Illinois residents didn’t start crying foul until the possibility of their beloved Powerball and Mega Millions lottery games would be snatched away. Yes, folks—it just got REAL. Grandma’s Medicaid is being threatened but the possibility of not hitting the jackpot is on everyone’s radar. Where is the militancy of our community activist groups who would mobilize in real numbers like the days of the Black Panthers and its fearless Chicago leader, Fred Hampton? Maybe watching the life of the honorable Fred Hampton, Sr. on the big screen will inspire, engage and empower new independent thinkers. Antoine Fuqua is developing a film about Black Panthers leader Fred Hampton. In a report from Variety, the Training Day director will develop a film based on Jeffrey Haas‘ book “The Assassination of Fred Hampton: How the FBI and the Chicago Police Murdered a Black Panther,” which has been adapted by Chris Smith. The untitled movie will be a part of the first-look deal Fuqua has signed with Sony. We hope the family of Fred Hampton is included on distinguishing fact from fiction

By Tracee Cornforth verywell.com Symptoms that could serve as warning signals of HIV infection may go ignored because many women do not perceive themselves to be at risk. Symptoms include recurrent yeast infections (vaginal candidiasis), pelvic inflammatory disease, abnormal changes or dysplasia (growth and presence of precancerous cells) in cervical tissue, genital ulcers, and genital warts. Severe mucosal herpes infections may also accompany HIV infection in women. It is possible for a person infected with HIV to show no signs of infection. For women, the most common symptoms of exposure to the HIV virus are frequent or severe vaginal infections, abnormal PAP smears or pelvic infections (PID) that are difficult to treat. Within a few weeks of having been infected, many people have flu-like symptoms. However, in some cases, symptoms do not show for many years. As the infection progresses, some symptoms can include swollen lymph glands in the neck, underarm, or groin area; recurrent fever-including night sweats; rapid weight loss for no apparent reason; constant tiredness; diarrhea and decreased appetite; or white spots or unusual blemishes in the mouth. Reducing the Odds of Contracting HIV Since women constitute the most rapidly growing segment of the HIV-infected population in the United States, AIDS prevention is particularly important for women’s health.

HIV is transmitted through bodily secretions, like blood and semen. Using injection drugs, having unprotected sex with someone who has used injection drugs, having unprotected sex with a man who has had sex with another man and having multiple sex partners all increase the chances of acquiring HIV. According to the FDA, the best way to protect yourself against HIV is abstinence from sexual intercourse and illegal drug use. If you have intercourse, be sure it is with one uninfected partner or that you properly use barrier methods such as condoms and dental dams.

Treatment for HIV/AIDS Currently, there is no known cure for HIV/AIDS. The best treatment right now seems to be prescription “cocktails” or combinations of prescription drugs. These medications include those for antiviral treatment and other drugs, like oral antifungals to combat yeast infections, which fight diseases that take advantage of the weakened immune response of HIV-infected people. It is also important for HIV-infected women and their physicians to watch for pelvic inflammatory disease or other STDs through screening. Similarly, cervical cancer may be more common and progress more quickly in infected women; for this reason, women with HIV should have Pap smears twice a year to make sure cancer is detected and treated early.

Because we know that HIV, the virus that causes AIDS, is transmitted through bodily fluids such as blood, semen, and vaginal secretions, it’s easy to understand that high-risk behaviors associated with HIV/AIDS include: •Current use or history of illegal drug use utilizing hypodermic syringes •A history of having sex for drugs or money •Having unprotected sex with a man who has had sex with another man •Having unprotected sex with someone who currently or previously injected street drugs •A history of multiple sex partners, or having a partner whose history includes multiple sexual partners •Having unprotected sex with someone who has any of these risk factors Your risk for HIV increases if you have a previous or current diagnosis of hepatitis, tuberculosis (TB), or STDs, or if you received a blood transfusion or clotting factor between 1978 and 1985 when blood was not routinely screened for HIV antibodies. You don’t get HIV/AIDS by kissing, using the same utensils, hugging, through sweat or saliva, or the normal interactions of everyday life. While not a single case of HIV is traceable exclusively to woman-to-woman sexual activity, researchers cannot say with certainty that woman-to-woman sex is not a risk factor for HIV infection.

How can I protect myself from HIV/AIDS infection?

Protection against HIV/AIDS is virtually certain for anyone who remains sexually abstinent and never engages in the use of illegal drugs. That’s probably not going to happen for most so consistent and correct use of condoms and/or dental dams is imperative for those who are not in long-term monogamous relationships. Of course, while condoms and dental dams may offer your best protection against HIV/AIDS, you should be aware that condoms or dental dams are not foolproof. Condoms occasionally break and are never a guarantee of protection against HIV/AIDS, STDS, or pregnancy. Never try to “double protect” yourself by using both a male and female condom at the same time. This is likely to damage one or both condoms, thereby failing to protect either partner from HIV or another sexually transmitted disease (STD).

How do I get tested for HIV?

A simple blood test that checks for HIV-antibody is all that is required to determine whether you are infected. This test detects the presence of antibodies produced by the body in an attempt to fight HIV. If you believe HIV exposure has occurred, talk to your health care provider about HIV testing. While the average length of time from exposure to the presence of detectable HIV antibodies is 20 days, it can take as long as 6-12 months in some cases before antibodies are present. Your health care provider may recommend testing at one month, three months, six months, and one year after exposure. In addition to your own physician, your local health department, STD clinic, or family planning clinic can help you get tested. It is important to remember that just because a couple is composed of two women, neither party is immune to HIV. HIV can be transmitted when infected blood or vaginal secretions come into contact with a woman’s genitals, mouth or with open cuts anywhere on the body. Hence, it is important that when making physical contact to cover the hand with a latex glove. Nothing should be inserted directly in the vagina or around the genital area or anus after it has been in a woman’s vagina. This can spread vaginal infections and STDs. Oral sex between lesbians may still pose a threat for HIV transmission. A dental dam, a split latex glove, or condom is recommended as safety precautions to be used during lesbian sex in order to protect both parties.
