Connecting With ISF

Chiefy and Kweku Nduom take on the leadership at ISF. By Kai EL’ Zabar, Defender Executive Editor Research contributed by Nicholas Thompson When regulators closed Chicago’s Highland Bank, a small lender in Chicago, making it the second U.S. bank failure of 2015 following 18 closures in 2014, the status of Blitack-owned banks appeared dismal, leaving two remaining African-American-owned banks in Chicago. Illinois Service Federal, a South Side lender whose roots span from the Great Migration when African-Americans moved to Chicago and other Northern cities from the segregated South in search of social political and economic opportunity. Blacks discovered once they had put down roots in Chicago, that racism existed in layers. Many were denied loans by obligatory banks. So other Black-owned banks, including the recent failures, and Seaway National Bank, the second remaining Black-owned bank in Chicago, followed in the 1960s and 1970s to make business loans to African-Americans. The importance of these banks speak for themselves given what they do. Illinois Service Federal’s headquarters is in Bronzeville on Dr. Martin Luther King Drive, and it has a second location in Chatham. It continues to serve the community as it did at its start, mainly by providing mortgages to homeowners. About $30 million of the $50 million in loans on its books in 2015 were home loans. More than 14 percent of those mortgages were dangerously delinquent, according to filings with the Federal Deposit Insurance Corp. ISF also lends to churches and nonprofits. From 2012 to 2014, Illinois Service Federal suffered nearly $9 million in net losses. The losses wiped out about twothirds of its capital. The financial breakdown could easily be because of persistently high unem-

Unlike many other banks, Illinois Service Federal keeps all the mortgages it makes on its own balance sheet rather than selling at least some of them in the secondary market, exposing them to a direct hit from the effects of the recession. So it shared the struggle to survive like many other small banks, some of which have failed. However, for the recent past CEO Norman Williams, making sure that Illinois Service Federal’s doors stayed open was personal. He understood the value and importance of the bank’s contribution to the underserved community it served. Founded in 1934 by 13 African-American men as a depositor-owned lender, it served the credit-starved Bronzeville. In 2015 it found itself in a financial desert and was in need of $7 million to survive. Just in case it seemed surreal, a federal consent order issued April 16, 2015, secured the fact that it was reality and placed pressure on the $110 million-asset lender to shore up its capital or face “corrective action” from the U.S. Office of the Comptroller of the Currency. The risk was clear: Without a cash infusion, Illinois Service Federal was on the brink of closure and transfer of its deposits and loans to another bank.

Power Meetings

Norman Williams proved to be resourceful and his commitment formidable. Even as he continued to seek potential investors, ISF had hired investment banking firm Stifel Nicolaus and law firm

Vedder Price, both in Chicago. In his heart of hearts he wanted the bank to remain Black-owned if it survives. That would require new African-American owners to invest alongside whatever institutions came in. Perhaps it was his tenacity or his 40 years spent at the bank growing it, developing and enhancing its growth and simply nurturing it back to vibrancy, breathing new life into it that drove him to stay focused. Whatever the impetus, Williams was clear, while others thought that they were too old school, he knew that banks’ old ways could be a virtue as well. From his perspective, realistically the size of the investment was not insurmountable and the risk was fairly measurable. He saw that the banks’ circumstances made for a solid business model. Fast forward to 2016, Illinois Service Federal had been for sale since April 2015 when a federal consent order forced it to convert from its depositor-owned model to shareholder ownership; the bank was seeking investors and now needed some $10 million in new capital to stay afloat. “Once a mutual friend of Norman Williams and Dr. Papa Kwesi Ndoum saw an opportunity for both to benefit, they met, the process began,” and according to Dr. Ndoum’s son, N. Kweku Nduom, 37, who is vice president of business development and finance at Groupe Nduom, said, “It quickly became obvious that if the bank was to be saved we (the Groupe Nduom) were the best way to go.” Kweku, who divides his time between Accra, Ghana, and the Washington headquarters of the family’s International Business Solutions, made it clear that, “Our connection was no coincidence, but rather the Groupe Nduom had been looking to get involved in banking in the U.S. We’ve been looking since 2013,” he said. So Groupe Nduom of Ghana, a conglomerate that operates businesses in West Africa, the U.S. and the United Kingdom, invested the money into the Illinois Service Federal Savings & Loan Association, killing two birds with one stone. They saved the bank and it remained Blackowned. The new owners are members of the Nduom family whose patriarch, Papa Kwesi Nduom, 63, was one of the first African-American partners of Deloitte & Touche, working in Milwaukee, before relocating to Ghana in West Africa in the 1990s. There he invested in hotels and other enterprises, eventually turning the family’s disparate holdings into Groupe Nduom. His sons, N. Kweku Nduom and P.W. Chiefy Nduom, are managing the family’s investment in Illinois Service Federal. Their father is the bank’s chairman. Further, the acquisition of Illinois-Service Federal Savings Bank (ISF Bank) follows the regulatory approval by the U.S. Office of the Comptroller of the Currency. The Board of Directors of ISF Bank last year approved the adoption of a Plan of Voluntary Supervisory Conversion and Stock Purchase Agreement with the Nduom executive members, pursuant to which the bank converted from the mutual form of ownership to the stock form of ownership and issued newly authorized shares of its common stock to the investors in a recapitalization transaction. conversion and recapitalization was a crucial step in the turnaround of the bank, whose inability to rise from the economic downturn of 2008 had buried them in under the financial conundrum. The fortunate outcome marks a new beginning for the bank, which will enable it to sustain the rigors of financial stress that have plagued many communities in Chicago and continue to provide much-needed banking services and access to credit. Based on the economic and political state of our country, the bank is as needed as it was in 1934 to provide financial services and drive redevelopment in the African-American market. “We believe in a comprehensive approach to neighborhood revitalization including housing, schools, businesses, and not-for-profits, all important assets which ISF finances and sustains across Chicago’s communities,” said Williams. “By continuing to serve individuals and institutions with mission-driven capital, ISF will grow and thrive along with the city.” The vision is clear. “This is a major step for Africans, especially Ghanaians to start businesses here in the Black community, and find our niche,” Dr. Papa Kwesi Ndoum, the company’s president/chairman, told a town hall meeting of Ghanaians and African-Americans in Chicago recently. “In the Jewish community, they find a way to help each other, and they have moved on. The Chinese start with little and move on, and the Koreans also come here and move on,” he noted. “So, we have this idea: What is it about African-Americans, Africans, specifically Ghanaians? . . . The African has talent, the African-American has talent, the Ghanaian has talent; the problem is lack of opportunity.”

Old With the New

These business-savvy and visionary men knew that it was important to purchase a Black-owned bank in the Black community because it was about connecting, which is what banks are supposed to be about, says Chiefy Nduom, 33, vice president and general counsel of Groupe Nduom, who lives in Washington, D.C. and Chicago. “We were aware of the advantages that could be taken to set the bank back on track that most Black banks are not.” Unfortunately, the effort to inform them is not made, according to Chiefy. For Groupe Nduom the timing is perfect in terms of their vision and the need of the community. They are interested in revitalizing the community, which includes Bronzeville. Kweku said, “As our vision goes we want to do the same thing here that we do in Ghana, and it is in fact a lot easier to manifest in Chicago than it is in some of the rural places where we are doing what we intend to do here. There we have to actually build an infrastructure from the foundation, wiring, and implementation of power sources, so this is a much smaller challenge.” As he spoke, Kweku was emphatic that it be clear that they want to make sure that the community

www.chicagodefender.com

understands that they are here and that they believe in investing in the community; also, to assure those who are thinking that they are at the end and want to give up their homes that ISF is willing to assist them in saving their property. As a strategy, Cheify says that they have a history of customer service (they treat their customers with respect), “so we want to continue that even through social media. The question is how? Also it can be a great marketing tool to reach potential customers. Our goal then is to make sure that we maintain the tradition of customer service excellence and pair it with social media.” The way he sees it, being a small bank, which he calls a hyper-local institution, is an advantage for what they want to accomplish, which is to integrate social media, with personal relationships, customer service excellence, family tradition, excellent banking.” Not to divulge their secrets, Chiefy explained that a lot of what they have in motion pertains more to reorganizing and managing the inner working of the banking process to assure that the bank never finds itself in the position of at risk again. He said, “One thing we know for sure is that people are concerned about their hard-earned money, their businesses and so the technical and regulatory excellence and excellent customer service has to be intact.” For him there’s no doubt that as a bank they have to operate at a level of excellence. He also shared that, “We’re hands-on, so we are always working. For example, we get into an Uber and we ask the driver questions looking or seeking out a connection that might bring him into the bank or connect him to the community, which in turn leads him to the bank.” “So one Uber driver told us that he bought and sold properties. We asked him if he actually renovated properties and did he use contractors, and he said ‘no’ because he didn’t know where to begin. So we engaged in a conversation that helped to connect him to the missing link of his life dream. As we got out of the Uber, he asked if he could take a selfie with us.” He continued, “We are always talking about what we do . . . and looking to see how we can inspire or help those reach what they aspire to. As bankers we are supposed to be connectors.” Kweku added that, “There is a children-focused program that we have initiated, so we’re going to really push that and a lot more fun and interesting ways to engage youth.” The bank’s main office is at 4619 S. King Drive, and its Chatham office is at 8700 S. King Drive Groupe Nduom, through its subsidiaries Coconut Grove Hotels, GN Bank, Ghana Growth Fund Company, Yorke Properties, Sterling Management Services, and Ghana Media Group, focuses on tourism, investment advisory and management, financial services, technology, media, management consulting, and sports sectors. The company is based in Ghana.

South Side’s burgeoning middle-class communities over three decades ago, the communities of Chatham, Auburn Gresham and Greater Grand Crossing tackled the decline of small businesses, shattered housing market and increased crime. The first-of-its-kind collaborative effort is designed to strengthen the communities and set them on an upward path in the 21st century economy. With a new plan in hand, the key community stakeholders involved have identified six areas of investment: human capital and work force development; business development; housing; public safety; support services and amenities; and civic capacity and institutional environment. Over the past three years, the initiative has become a work-inprogress for Congressman Bobby Rush. “I am proud to announce the launch of the Greater Chatham Initiative,” said Rush. “This is an enterprise that is near and dear to my heart. It represents the tangible results of leadership and stakeholders working creatively for two years towards the common goal of improving the economic viability and quality of life for those who live and work on Chicago’s South Side. With its tremendous potential, the Greater Chatham area is a great place to implement GCI’s new and ambitious program,” he said. GCI originated in the spring of 2014 after a stray bullet killed special education teacher Dr. Betty Howard within a short distance of Congressman Rush’s district office in Chatham. In response to the tragedy, Rush convened a summit of city stakeholders from all sectors of the community and called for a unified effort to address the violence head-on to develop a greater plan for neighborhood redevelopment and economic growth. Sitting in the front row of the packed theater, Mayor Emanuel added his support and resources. “We are working with the community and for the community to reinvent, rebuild and revitalize the Greater Chatham area and the entire South Side of Chicago. Through the Greater Chatham Initiative, we can strengthen the entire city, because the City of Chicago is only as strong as each of our neighborhoods are strong,” said

Businessman Michael Sacks, Chairman and CEO of GCM Grosvenor and a key funder of GCI has made the commitment to assist and underwrite the group’s effort to bring more economic stability to the South Side neighborhoods. In addition, to his support, ComEd has vowed to contribute to these efforts. “Our goal is to enhance these communities as places of opportunity and choice,” said Marlow Colvin, Leadership Committee CoChair and Vice President of Government Affairs at ComEd. “GCI will connect residents, businesses, and other assets to the regional economy, in turn attracting and retaining working and middle-class African-American families to these communities.”

Key Role in Economy

Colvin says Greater Chatham plays a key role in Chicago’s economy, but is threatened. ComEd and its parent company, Exelon, are confident the initiative will help Greater Chatham to succeed — to become a place where diverse communities and businesses can live, thrive and grow. William A. Von Hoene Jr., Senior Executive Vice President and Chief Strategy Officer at Exelon, said, “We are proud to partner with

GCI by providing a $300,000 grant over three years, while ComEd provides a $90,000 grant toward work force development.” The Leadership Committee has selected Nedra Fears as GCI’s Executive Director. Fears will coordinate and manage more than 30 programs and partnerships, including the Greater Chatham Workforce Center, Neighborhood Housing Resource Center, and Expanded Out-of-School Elementary-Age Youth Programming. Terry Peterson, Leadership Committee Co-Chair and Vice President of Corporate and External Affairs at Rush University Medical Center also spoke at the program. “Once a bastion of thriving households, tightly knit social bonds, good schools and safe streets, Greater Chatham has been underperforming recently, challenged by the loss of middle-class jobs, a frozen housing market, and changing neighborhood demographics,” said Peterson. “The time is right to set a new course for Greater Chatham – and for Chicago.” In dedication to her memory, the family of Dr. Betty Howard was in attendance to commemorate this effort to bring more economic development, community resources and move toward a safe environment to benefit its residents. www.chicagodefender.com

Setting the Record Straight: Hillary and the Crime Bill

E NOTES By Kai EL’Zabar

Defender Executive Editor I read that earlier this year Minister Louis Farrakhan addressed the Nation of Islam and basically instructed them not to fall for Democratic presidential candidate Hillary Clinton’s “crap” on African-American issues because she and her husband, former President Bill Clinton, are responsible for mass incarceration of Black people. I must admit that I was not there to hear him speak, but given what I read I have to question his intent. Even if what he said were true, what alternative does he provide for a people living in America under the current system? So they don’t vote for Hillary Clinton. Is that not a vote for Donald Trump? I hope that you see that whatever you may think about Hillary Clinton. Further, we can’t start holding wives of presidents accountable for the actions of a president. We just can’t lest we consider that they are both running for president. But I want to discuss the law at issue, the Violent Crime Control and Law Enforcement Act of 1994 — a law by the way that was at the time supported by many African-Americans who thought that it would in fact do what Bill Clinton claims, “because of that bill we had a 25-year low in crime, a 33-year low in the murder rate.”

Modest Effect on Crime

According to independent analyses, the bill had a modest effect on crime rates. It did, however, band certain assault weapons, provided funding for tens of thousands of community police officers and drug courts, and mandated life sentences for criminals convicted of a violent felony after two or more prior convictions, including drug crimes. The mandated life imprisonment without possibility of parole for those who commit federal violent felonies if they had two or more previous convictions for violent felonies or drug-trafficking crimes were known as the “three-strikes” provision. I have to give it to Hillary Clinton, whom I sat down with for an interview last week, for coming straight. She said, “ I choose my words carefully, because I don’t want to make promises I can’t keep.” So let’s put it all on the table, no sound bites, but let’s examine this argument.

In a speech at an NAACP convention in Philadelphia in July 2015, Bill Clinton acknowledged that tougher incarceration provisions in the bill were a mistake. “I signed a bill that made the problem worse,” Clinton admitted. Democratic presidential candidate Bernie Sanders voted for the 1994 crime bill but is not held accountable. On the other hand, Hillary Clinton was not in the Senate at the time and did not vote on the bill. She did speak favorably of the bill, however. In August of 1994 she addressed the Ninth Annual “Women in Policing” Awards in New York, “When my husband ran for president, he said, over and over again, that we had to try new ways to solve problems, we had to break through a lot of old thinking. . . . And particularly with respect to crime, there is a human answer. There are practical answers. There are ways of getting the job done. And we are very pleased that the mayor has joined with the president and the administration, so that we are at the point where we will have a crime bill that truly will make a difference.”

Blacks Supported the Bill

At the time, there were many Blacks who felt the same way as Hillary Clinton and in fact supported the bill. The question is who knew the impact it would have on the Black community? People just wanted to feel assured that something was being done about crime, and the “three strikes” provision made sense at the time to the people. As a matter of fact, Blacks in particular, seniors still push and push for this sort of legislation that will take would-be criminals off the streets, according to the Chicago Defender’s ongoing dialogue with Chicago aldermen. When asked about the law during a Democratic debate on March 6, Hillary Clinton said that “there were some

Letter to the Editor Conflict resolution, faith in Lord are keys to ending violence It was the Pentecostal celebration of 2015 when I first heard the term “conflict resolution.” Now here we are one year later, and violent crimes in Chicago have gotten worse. Webster defines the word “crisis” as a difficult or dangerous situation that needs serious attention. Most people would agree that the violence in Chicago has reached the crisis level Many of us are praying about this crisis in our churches. The Bible says in Mark 11:24, “Therefore I say unto you, what things soever ye desire when ye pray, believe that ye receive them, and ye shall have them.” We believe that God is going to help us to stop the violent crimes, at the same time, faith

At the time, there were many Blacks who supported the 1994 crime bill. aspects that worked well,” including violence against women provisions, but she was clear that other portions related to increasing incarceration “were a mistake.” Hillary Clinton also has been criticized for using the term “super predator” in 1996 to describe kids with “no conscience, no empathy,” though it is a phrase she has since said she regrets using. To be clear, the conversation never addressed race, nor did the term “super predator.” Minister Farrakhan said, “Mass incarceration came about under the Clintons, don’t forget that. They call my young gangbangers super predators. . . . This is what she said about you and she didn’t just say it — it became law and policy of the U.S. government under Bill Clinton and his wife.” However, according to experts, Farrakhan’s claim that the bill resulted in mass incarceration gives too much credit to the 1994 bill. Factually without works is dead. We have to do our part. Jesus Christ has given us power! We can still positively impact our communities. Why don’t we, the church, step up and intensify the battle against this crisis? speaking, the trend toward increased incarceration began in the early 1970s, and quadrupled in the ensuing four decades parroting the declining employment and the eroding public schools. The report states, “In the 1980s, convicted defendants became more likely to serve prison time.” Experts told us the law exacerbated the trend, but to lay the blame for the incarceration trend entirely, or even mostly, at the feet of the 1994 crime bill ignores the historical trend. And one last question, how do you refer to gangbangers? The name brings with it a certain image and connotation. The dictionary defines it as a member of a violent street gang. How To Get Your Letter To The Editor Published The Chicago Defender is able to print about one out of every three letters it receives. Here’s what you should do to increase your chances of having your letter published. 1. Your letter must carry three pieces of basic information to make it from the starting line: your full name, your hometown and a voice telephone number at which we can reach you. This includes e-mail letters. Including your work phone number – if you can take calls there – speeds things up. Usually, we don’t even read anonymous letters. 2. Please print or typed double-spaced. 3. Keep it short. We suggest an upper limit of 300 words, but shorter is better, and we try to condense every letter. We do edit all letters for length, clarity, and taste. Writing “Do not edit” on your letter usually guarantees that we won’t … but we won’t print it either. 4. Help us verify your factual information. A letter that says, “According

It’s okay to comment about news stories, our editorials, columns, photographs and all kinds of news decisions made by the Chicago Defender. It helps us if you give a publication date for the thing that caught your eye. You also can respond to other letters, but make it about the issues instead of a personal attack on another letter writer. 6. Writing, “I dare you to print this, you Uncle Toms!” on your letter doesn’t really affect your chances of getting published. 7. We usually don’t consider more than one letter from a writer every 30 days, and we do keep track. 8. We don’t print poetry. 9. Lots of groups ask members to send “campaign letters” to their local newspapers, but we don’t print them. Usually the first one we get on a given subject gets through, but when we see that a campaign is going on, we cut them off. We don’t print form letters, nor “third person” letters, such as “an open letter to the President.” 10. There are three ways to submit letters: • by fax to 312/225-6954; • by e-mail to editorial@ chicagodefender.com; and • by mail to Letters to the Editor, the Chicago Defender, 4445 South King Drive, Chicago, IL 60653. we age, our bodies may become less able to process certain carbohydrates. When my son was an infant, the pediatrician explained that I should start him on rice cereal and only transition to wheat when he was at least 12 months old. The reason given was that wheat is harder to digest than rice. However, wheat and gluten are not the only culprits. Nature has fine-tuned our bodies to flourish on whatever kinds of foodstuffs our ancestors ate. Because my ancestral origins are from West Africa, I have come to develop a diet high in rice, millet bread, yams and other grains or vegetables common to West African societies. The benefit has been dramatic. Without starving myself, or suffering any hunger pangs at all, 50 pounds have melted away. And laboratory tests no longer put me in the pre-diabetic range. So, how does one get rid of the foods we crave the most? It is not as difficult as it may seem. Research shows that when you don’t take the first bite of the forbidden, your brain seems unable to re-create the craving for wheat products or whatever else your specific diet forbids. For instance, if you eat eggs for breakfast rather than a bagel, you are more likely to have the will power to stay away from wheat-foods. Try substituting other carbohydrates for wheat. The point initially is not to count calories, but to remove the offending type of carbohydrates from the diet, experimenting with other foods until one is found that does not spike cravings. Invest in a rice cooker, and try experimenting with different grains found in the health food store. Start fresh and re-create your diet and lifestyle, eat right and keep moving. Walk, run, dance, jump, sweep your hardwood floors, vacuum your carpet, mop your tiles, just keep moving — and see your body transform.

What our bodies crave the most are the substances we metabolize poorly.

Chicago State Has a Top-Notch Pharmacy Program By YD Avila Defender Contributing Writer There’s a secret on the South Side of Chicago — it’s Chicago State University’s College of Pharmacy, which has been lauded for its top-of-the-chart status. This new state-of-the-art, comprehensive program is considered one of the best programs in the nation and was recently recognized by the American Association of Colleges of Pharmacy as having the 10th highest underrepresented minority student enrollment in the country. The program, created in August 2008, quickly established a tradition of excellence in education, training, scholarships, service and research with particular emphasis on producing pharmacy professionals who are skilled in positively affecting the health care needs of a global community. What separates CSU’s College of Pharmacy from others is that it has one of the most impressive teaching facilities in Illinois. With funding from Walgreens and CVS, the College now has 2 new stateof-the-art lecture rooms filled with high-technology equipment; a top-quality professional pharmacy teaching laboratory that has the ability to teach students compounding procedures and patient care skills, like counseling and screening; and their research laboratory has equipment for basic science investigations. In addition to this, many of the pharmacy students work side by side with professors on basic and clinical science research projects. All of this to ensure that all students receive the best of science, clinical and research experience in the State of Illinois. Last month, CSU Pharmacy graduates decided to continue their education and advance careers through a residency program that is highly competitive in the nation. Immediately after graduation, 14 students from the class of 2016 chose the path of residency, with a 70 percent rate for those who applied. 64.5 percent is the na-

tional average for being successfully matched as a resident at top health-care facilities around the country. This is unprecedented. What’s even more significant, CSU Pharmacy students are in the community reaching out and providing over 6,000 hours of service to over 900 patients. This major achievement is a commitment to service, to the community and to the program that is commendable. It’s no wonder the CSU Pharmacy College is proud to boast that for seven consecutive years the students have been awarded the prestigious Alberta Schweitzer Fellowship, headquartered in Boston. Empowering pharmacy students by creating strategic partnerships through win-win strategies that deliver measurable results is critical to the program and enhances the vision and values of the student’s knowledge. Right now, partnerships with Walmart, Walgreens and CVS allows students to get hands-on experience, which translates into establishing a pipeline of diverse and talented students who will operate and help these companies meet their goal of serving the global community. The high demands of quality health care mean you must always be prepared for what’s to come, and explore research and consider all opportunities. Chicago State University’s College of Pharmacy is accredited by the Accreditation Council of Pharmacy Education (ACPE). Students who complete the fouryear professional degree program Chicago State has a nationally recognized pharmacy training program. (with 62 prerequisites semester hours) are awarded the Doctor of Pharmacy (PharmD) Degree. The College embraces a holistic approach when selecting candidates for admission. Factors considered when selecting candidates include the applicant’s academic record, Pharmacy College Admissions Test (PCAT) scores, letters of recommendations, extracurricular activities, work and volunteer experience, a written personal statement and motivation for a pharmacy career. Numbers reveal bleak realities about arrests By Ken Hare Defender Staff Writer The numbers cited, 18,041, 14,994, 4,636, could easily be the population totals of some of Chicago’s surrounding suburbs, but they’re not. These are the numbers of youth who have been arrested by the Chicago Police Department in 2014, 2015 and 2016, respectively. The Chicago Defender couldn’t help but notice that out of these statistics emerge some startling patterns regarding attorney representation, racial disparity, and potential legal culpability. Specifically, we’re talking constitutional and civil rights, according to attorney Standish Willis. For example, in 2014, out of the 18,041 youth arrested, 17,386 were eventually charged with a crime, but only 25 had an attorney. Out of the 14,994 arrested in 2015, 14,399 were charged and only 31 had an attorney present at some point while in custody, according to Chicago Police records. But race, by far, is the most compelling. In 2014 alone, a staggering 14,106 youth arrested were Black, 3,095 were Hispanic, 528 were white and only 49 were Asian, records show. Again, in 2015, enough Black youth to populate a small town or an entire penal system were arrested: 11,318. Hispanics came in at a distant second with 2,836 youth arrested, 505 whites and 54 Asian teens. By 2014 comparison, for every Asian teenager arrested, 287 Black teens were arrested: for every white teenager arrested, 26.7 Black teens were arrested: compared to Hispanics it’s 4.5 to 1. This pattern continued in 2015 with 209.5 Black teens to 1 Asian teen. 22.4 to 1, compared to white teens, 3.9 to 1 for Hispanic teens, The Chicago Defender wanted to know: What was driving these numbers? And, how could our judicial system starting with CPD sell off the futures of an entire generation — and nobody says a word?

40 Years Ago — the Same Old Thing

The Police Accountability Task Force (PATF) recently completed its four-month study of the culture surrounding the CPD. In a 190page report, they laid bare what the above accused would rather you not know anything about: that the patterns and practices of racism and abuse at the hands of the CPD go back for decades and continues to this day. Case in point, in the early 1970s, CPD found itself facing allegations of police brutality, particularly in 10 July 06 - July 12, 2016 • THE CHICAGO DEFENDER

African-American communities. Congressman Ralph Metcalfe called for a “blue ribbon panel” to report on the misuse of authority. The panel found that CPD used fatal force more frequently than in other big cities and that 75 percent of those killed were Black. It also noted that “false arrests, illegal searches, and psychological violence occurred daily in exchanges between police and minorities and young people.” Fast forwarding to today, the PATF report says “Of the 404 shootings by police officers between 2008 and 2015, 299 of them, or 74 percent of the victims shot or killed were Black.” Thus, little has changed since the early 1970s, the report stated. The report also goes so far as to suggest the “implementation of citywide ‘Know Your Rights’ training for youth,” is necessary. Douglass Bevel, son of historic civil rights leaders James Bevel and Diane Nash, who played a key role in bringing Dr. King to Montgomery, Alabama, believe that the numbers are being driven systemically by the attorneys, correctional facilities, and contractors that service the justice system. He insists that the prison industry profits off the inmates from cheap labor to phone calls to commissary items. “The powers that be have no incentive to change it,” he says. “For us, it’s the lives and the futures of our young people. For them, it’s their money tree.” Vicki Cassanova-Willis, a human-rights advocate who works for the First Defense Legal Aid (FDLA), sees this as human-rights abuse. “Anytime anyone gets arrested in Chicago, it’s your constitutional right to remain silent and you have a right to representation, to legal representation if you’re arrested. We have a free hotline you can call anytime day or night, 24/7, 365 days a year. We have an attorney who will find you at any police station and protect your rights not to be interrogated without a lawyer present,” she says. Despite the law saying you have a right to make a phone call, she insists that Chicago Police continue to violate the spirit of the law by not allowing people to make that phone call. It’s selective and doesn’t work the same way in every community. If you or someone you know gets arrested, you can contact the FDLA for free representation at 1-800-Law-Rep-4 or 1-800529-7374. The Land of Lincoln - Facing A Challenge By Ken Hare Defender Staff Writer Indeed, the Land of Lincoln is experiencing some problems and some of them are even self-inflicted. No state budget for the past year with no end in sight appears to be contributing to the shuttering of social service organizations and non-profits that service the most vulnerable of our society, especially the seniors and youth. Some youth, particularly those who depend on these services for support, have very little access to resources outside of the help they may receive. “This is a critical issue in our communities right now,” says Bronzeville resident Shaida Shariff, who’s seen a spike in juvenile delinquency in her ward. “With nothing to do and no support, what can we expect?” she says. “They’re bored.” Located about two hours outside of Chicago, Lincoln Challenge Academy (LCA) has been assisting at-risk-youth for the past 22 years. Born out of the 1993 Defense Authorization Act for the National Guard, the Bureau was tasked to conduct a pilot youth intervention program. Its purpose: to determine if life coping skills and employability of a high school dropout could be significantly improved through participation in a life skills program using a military model, according to their public affairs officer, Aaron Ritter. The 17.5-month program, which accepts 16 to 18 years of age, has graduated 14,400 cadets since its start 22 years ago. According to their press release, there are eight core components of their program, which includes academic excellence, health, hygiene, physical fitness, job skills, life coping skills, responsible citizenship and service to the community. Rosalie Peoples shared with the

One participant credits the Youth Group with showing her how to express her feelings and work through any anger issues. Chicago Defender how the program benefitted both of her sons. Her youngest, Nate, attended ChiArts High School and she noticed his grades started dropping and he started skipping classes. The breaking point, she says, came “when his dean suspended him for coming into class smelling like marijuana.” She and her husband enrolled Nate immediately into the program. He was off the same week and paired with Sargeant Holmes, who she says “talked with him like he was his own son.” And LCA isn’t just for males. Seventeen-year-old Imani Torres, who just graduated in April, says her attitude was “very rude.” “It changed a lot after the program. I learned how to listen and process other people’s points,” she says. She credits the Youth Group with showing her how to express her feelings and work through any anger issues. Torres has just enlisted into the U.S. Air Force, she told the Defender, which isn’t surprising considering 12 percent of the graduates enroll in the military, while 34 percent pursue higher education and 49 percent move into employment. Her grandmother, Dawn Hernandez, heard about LCA through a friend and is pleased

Program’s Criteria The program requires potential enrollees to live in a campus-like setting, and the cost of the program is free, according to Ritter. However, potential applicants must meet certain requirements, including but not limited to: •Legal citizen and resident of Illinois •Withdrawn or dropped out of high school at time of registration with no GED •Unemployed •Drug-free before arrival (Not a detox program) •No pending court cases, no felony convictions •Can’t be awaiting sentencing or be an adult on parole or probation •16-18 years old at start of class •Volunteer only, not court-ordered LCA considers an investment in the youth is an investment in the future of Illinois communities. “The cost to society without this program could be much greater if our youth are lost to unemployment, welfare, drugs, gangs or the judicial system.” On July 17, applications for the January 2017 class will start being accepted. The cost is free. Current federal legislation covers the cost of the program, which comes out to be $14,000 per cadet, but the program still accepts donations and volunteers. If you know about any youth who could benefit from this type of mentoring, share this information and have them contact LCA at 312842-7729 or visit their website at www.lincolnschallenge.org. LCA has six recruiting offices throughout the state of Illinois. THE CHICAGO DEFENDER • July 06 - July 12, 2016 11

ENTERTAINMENT

Sir the Baptist: Bronzeville’s Bad Boy of Gospel “It felt like I was getting this crazy opportunity like Jay-Z giving me a hat or performing for the biggest crowds — having people go crazy over this Bronzeville sound.”

Mary L. Datcher Defender Arts & Entertainment Editor Bronzeville runs through the veins of Sir the Baptist — a preacher’s kid who has deep roots in the church and is grounded in music. William James Stokes is the son of the legendary Dr. James Benton, founding pastor of Bright Star Baptist Church, a longtime staple on the South Side of Chicago. His unique musical style fusing gospel, hip hop, soul and jazz has taken him on the road, entertaining thousands of festival attendees with over 2 million plays on Spotify and Tidal. His single, “Raise Hell,” was released in 2015 and has raised many eyebrows, as his non-traditional approach to testifying through his music pulls no punches with an occasional ‘f’ bomb thrown in for added measure. The father of two said he’s not afraid of rattling the saints as long as his message is impactful and honest. “To go back to Thomas Dorsey, I remember in a documentary — he said he couldn’t get his music into the churches because he had this sound that was influenced by

blues and jazz. We don’t want you to bring that in the church. I had a similar pushback, ‘What is this? Why are you bringing this hip hop progressiveness into the church?’,” he said. “I feel like it’s needed, not only needed for gospel but church period is becoming irrelevant to the next generation.” The music scene in Chicago has cultivated a breeding ground of young artists making noise across various genres of hip hop from drill, trap, conscious and organic soul — it all stems from the influence of Black musicians and artists. Stokes recognizes the history

and although his peers may not be aware of the musical shoulders they stand on, part of his mission is to educate his generation on this very point. Performing at festivals such as Bonnaroo, his 20-festival run in the next three months is mind-boggling and he carries these influences from home wherever he travels. He looks forward to hitting the stage in his backyard at this year’s Lollapalooza. “It felt like I was getting this crazy opportunity like Jay-Z giving me a hat or performing for the biggest crowds — having people go crazy over this Bronzeville sound. I’m able to take this migration music to be able to spread the culture around. The people go crazy at whatever festival,” he said. “Jazz is my original love because I was in love with the era my dad come from, the swing era.”

Trail of Festivals

He said traveling to various festivals with faces from different races staring back at him, forces them to see a part of what he’s studied from the legendary greats. “I just love to incorporate all of this stuff. Just bringing the Coltrane

Sir the Baptist connection to show that you don’t have to be a rebel in this way, you can still connect to various liberties you have or somebody before you. It’s healthy — as artists.” His manager, Jay Cohen, says it was a no-brainer when he first heard Stokes’ music and thought it would take at least two to three years to gradually work the project. “It was the opposite. It’s a benefit because it can go several different ways — he can go on a pop tour, it can go on something more hip hop — there are different lanes. It can’t go strictly gospel but there’s different ways where the fans can grasp onto it and understand it,”

said Cohen. “In a music industry where it’s so much of the same, each one of those different markets seems to grasp the different parts and appreciate it.” With his and his family’s commitment to community work, Stokes lives in the shadows of the city’s daily violence and the ripple effects of its damage to young lives. He admits, the voices of the new generation have brought fresh faces to the streets in the wake of police misconduct cases in Chicago, but more has to be done. “I’m really connected to the deeper question. It leads itself to more questions, it ultimately comes down to ‘Do I feel like police brutality is a problem?’ I feel like we have some work to do. Before we can tackle this the way we want to, we got to do more work — we have to look at ourselves and we have to look at America.” The Atlantic Recording artist is planning to spend time over the summer in the Deep South, exploring the Gulf areas in Mississippi and Alabama, connecting more with his father’s family. Having recently collaborated with Tony Bennett’s composer Lee Musiker and his hit single, “Raise Hell” is the title song for the upcoming feature film — Birth of A Nation. He continues to release singles such as “Wake Up” and “Creflo Almighty Dollar” as he prepares for the anticipated full-length of PK: Preacher’s Kid. No matter how critics of his music categorize, Sir the Baptist’s mission circles back to his family. “I think fatherhood is so important. The only way to contribute to that outside of my family is what my dad did for me. He took the walls out of mind and let me go. That’s why I’m in this robe right now, reflecting my dad but in my own way,” Stokes reflects. “I hope my kids can do that and I hope to contribute to the fatherhood in my community. I have to do it justice.”

To address your health concerns, the Veggie Fest presents two expert physicians from Chicago who will share their insight about how your diet impacts your health, quality of life and longevity. Dr. Kim Allan Williams Sr., MD, president, American College of Cardiology, chief, Division of Cardiology, Rush University Medical Center; and Dr. Terry Mason, MD, chief operating officer, Cook County Department of Public Health, will both be presenting their case for healing through a plant-based diet at Veggie Fest 2016, at 1:30 p.m. on July 23 and 24. The research is solid and the results are real. This is a lifestyle change that can change your life. Dr. Williams will speak on “Nuwww.chicagodefender.com

trition and Heart Disease: Taking the DIE out of Diet,” on Saturday, and on Sunday, Dr. Mason will discuss, “The Public Health Approach to Breast Cancer.” Both speakers will be in the main tent. Arran Stephens, CEO, Nature’s Path Organics, will talk on Saturday, July 23, 5 p.m., on “Global Warming and the Impact of PlantBased Solutions.” He will also address how and why the vegetarian/ vegan lifestyle has propelled the organic food industry from being barely a blip on the radar not that many years ago to a billion-dollar food industry, growing exponentially every year. Veggie Fest Chicago is one of the largest vegetarian food and lifestyle festivals in North America. The two-day festival, which drew record-breaking crowds of over 35,000 people from around the world last year, will be held on July 23 and 24 at the Science of Spirituality Meditation Center, 4045 Naperville Rd., Lisle, IL 60532. 11 am to 8 p.m. With a huge international food court; health professionals speaking on diet, lifestyle, and environmental issues; engaging food demos by restaurant owners, chefs, and authors; an incredible children’s tent with face painting, clowns, and crafts; live music from some of Chicago’s best bands; over 100 vendor booths to explore; and free admission and free parking, Veggie Fest has become a highly anticipated summer event in the Chicagoland area. RECIPE

Black America Donna Battle Pierce Syndicated Columnist, (Black Press Syndicate) Recently, I came across a book on my library shelf that brought back very sentimental feelings. “We’ve come a long way together,” I whispered aloud as I dusted off the first book I purchased after deciding to exchange my journalism beat from business and fashion to food. Don’t get me wrong, I was already a big cookbook collector when I made this career shift. And during this time in the mid-1990s my recipe collections had already passed what friends and family described as “an alarming stage.” But this book, Cook’s Ingredients edited by Adrian Bailey, described by the publisher as the “ultimate international shopping guide… offered facts for recipe lovers, with clear photographs and info about where”these primary foods originated, how they are produced, what nutritional values that have and how they are prepared for the table.” As it turns out, I’m not the only one still filled with gratitude for this simple book’s clear professional guidance. Someone who shares my timeline

when it comes to culinary focus had posted an appraisal on Amazon last year amid other 5-star reviews. “I was using this book in the mid part of the ‘90s while going through culinary school…20 years later I still have and refer to this book.” I remember my purchase very clearly. It was truly a turning point. My adult son was a small boy on summer vacation from grade school when I bought this book from a downtown bookstore and returned to my kitchen overlooking the Missouri River. I remember turning to the index to pick a berry before tweaking this breakfast bar recipe that could tempt my little guy into thinking it was a dessert…and finding information about currants, gooseberries, loganberries, cloud berries, huckleberries…and more. “Originally wild, this somewhat tart great is now grown commercially,” Bailey had written about blueberries in the illustrated fruit chapter, adding: “They are in season in midsummer.”

Breakfast Blueberry Bars 1 cup fresh blueberries 3/4 cup, plus 2 tablespoons flour 1 teaspoon each: baking powder, salt 1/3 cup unsalted butter, softened 1/3 cup packed brown sugar 1 egg, lightly beaten 1 teaspoon almond extract 3/4 cup each: old-fashioned oatmeal 2 tablespoon oat bran 1/3 cup each dark chocolate chips, optional

Heat oven to 375 degrees. Toss blueberries with 2 tablespoons of the flour in a medium bowl. Stir in baking powder and salt; set aside. Beat butter and sugar in a large bowl with a mixer on medium speed until creamy, about 4 minutes. Add egg and extract, beat an additional two minutes. Reduce mixer speed to low; slowly add oatmeal, bran, remaining 3/4 cup of flour and chips if using. Stir in reserved floured blueberries and remaining flour. Transfer batter evenly to a 8-inch square baking pan lined

with parchment paper or sprayed with baking spray. Firmly tap pan on counter to eliminate any air pockets. Bake until mixture firms completely and browns around the edges, about 12 to 15 minutes. Remove from oven. Cool pan completely on wire rack. Cut into about 16 squares. Donna Pierce is a 2015 recipient of a Harvard Nieman Foundation Visiting Fellowship who is currently working on a cookbook about historic Black recipes and cooks. She is the former Assistant Food Editor and Test Kitchen Director for the Chicago Tribune and Contributing Editor for Upscale Magazine.
