Illinois’ Top Elections to Watch Chicago Defender Editorial Board If you ask an average American who’s been tuned in to the news, they will agree that we are in full political overload. There is a sense of anxiety that has many of us looking forward to the election to be over. However, Illinois has some of the most highly watched campaigns, and our community’s vote rests on the hopes of high voter turnout to affect hopeful change. The Chicago Defender Editorial Board has compiled key political races that will impact the African-American community in both county, state and federal legislation. Some of the key candidates met with our editorial staff to discuss their platform and how it will benefit key communities of color in the areas of health care, education, public safety, economic development, environment and transportation growth. Our endorsement of the candidates is based on their history of interacting with our community, understanding of our concerns and issues, the diversity of their daily staff, education and health care initiatives, legislation that includes the building, investment and long-term equity standing that creates jobs within our communities. One of the most controversial campaigns that rose to national attention is the Cook County state’s attorney office in which Democratic challenger Kim Foxx defeated incumbent Anita Alvarez in the primary race. Kim Foxx State’s Attorney for Cook County — Defender Endorsed Perhaps the most dramatic shakeup in the election is Kim Foxx as candidate for state’s attorney for Cook County. Young, smart progressive and experienced, she comes to the table with fresh ideas. After the explosive release of the Laquan McDonald tape last November, the lack of trust in Anita Alvarez and with the reputation of the state’s attorney’s office in the sewer, the people weighed in at the polls. Kim Foxx emerged the Democratic Party candidate and faces off with Republican candidate Christopher Pfannkuche. Foxx is forthcoming about her life experience, and is adamant that her life experiences are in part why she’s the best candidate for the position. Most of the youth who enter the criminal justice system share more in common with her than they do her opponent. She wants to use that insight, as well as her experience in the criminal justice system to work diligently to improve the way we handle youth who are often victims of a system stacked against them. Foxx says that as a state we have neglected large portions of the office that have a huge impact upon our community. She says, “We talk a lot about 26th and California when we talk about the
Kim Foxx school-to-prison pipeline, the pipeline gushes out at 26th and California; where it starts is in our child protection division — children in foster care before we even get to the criminal justice system, and the state’s attorney’s office is a part of that, but we haven’t invested in it.” So Foxx says that she wants “to focus on changing how we navigate our youth through the system, which will require a major overhaul including how we look at the real victims who then go on to victimize others.” Reflecting, Foxx says, “The power of the state’s attorney’s office is huge — it reaches far and deeper than the criminal justice side. This is what most people don’t know.” She wants the people to know and understand that it is the state’s attorney’s office that files allegations as to whether a kid enters foster care, whether the kid has been abused and neglected; who recommends whether you go home to a parent. Foxx says that we must be accountable for the harm that is caused when we make wrong decisions on the front end, which inevitably show up on the back end. “We’ve seen that for instance regarding Laquan McDonald,” she adds. McDonald entered DCFS as a foster care child, who had been sexually abused, with learning issues, unmet trauma issues and the system watched him crash and burn. Foxx says that we focus on the death and not on his life. “And there is a role for the prosecutor’s office and what has happened is that we’ve kept our hands off,” she says. “So one of the first things I would do differently is really put a focus and energy into revitalizing our juvenile justice bureau, and calling to attention the impact it has, particularly on communities of color. The juvenile detention center, 94 percent of the kids there are African-American and Latino, 80 percent are African-American — 8 out of 10 kids are African-American in that place. “And we have to stop focusing all of our attention on once they become adults and oftentimes, almost irrevocably, broken and start working on prevention on the front end.”

What has come up again and again is the question of the racist approach, to how the state’s attorney’s office has addressed cases. Foxx says, “The way that it bears out . . . People talk about the racial components of it like a paranoia theory when there is actually data. The problem is that the past state’s attorney did not believe in transparency. The way you get to dealing with institutional racism is by opening up the books and look at how the office treats everybody. Let’s just look at the books.” Finally, Foxx says, “One of the things that has been lacking is a real open conversation about racism in the criminal justice system, whether than accepting that’s just the way it is . . . well, why is that? We have to have that conversation. Once in office, that is exactly what I plan to do. “Of course, all this would come after first assessing the entire office of the state’s attorney, examining closely what works and what doesn’t, identifying talent within the department and determining how to best assign them to enhance the advancement of the office to run more efficiently and successfully.” U.S. Rep. Tammy Duckworth, Illinois Democratic Senate Candidate – Defender Endorsed Democratic U.S. House member Tammy Duckworth represents the 8th Congressional District of Illinois and is running for a seat in the U.S. Senate. She will face Republican incumbent Mark Kirk, Libertarian candidate Kenton McMillen, Green Party candidate Scott Summers, Constitution Party candidate Chad Koppie and Veterans Party of America candidate Chris Aguayo. Duckworth — a U.S. Army veteran — has a platform focused on veteran advocacy, small business opportunity, infrastructure investment, and cutting government waste and fraud. One of our biggest concerns was her lack of presence within the African-American community. As we near close to Nov. 8th, we understand this race is a crucial one for the Democratic Party to gain control of the U.S. Senate. Just recently, President Obama was in Chicago making an appearance at a fundraiser in her honor — showing support for his former Veteran Affairs official. Speaking with the Chicago Defender, Duckworth understands she has a great deal to learn outside of her North Suburb Congressional District when it comes to working with the African-American community. “I’m very proud of my work with homeless veterans. In fact, I’ve been out there working with homeless veterans for a very long time. Some of the groups that have received grants. You don’t have a job, you can’t pay the rent, you start couch surfing and then you end up on the streets. That’s when your medical care goes untreated.” Her preparations in covering Criminal Justice Reform, Gun Violence, Law Enforcement and Community Relations as well as increasing assistance for Pell Grants were very thorough, and she spoke in detail to issues that serve our community. Duckworth currently serves on the Armed Services Committee, including the Subcommittee on Readiness and the Oversight and Government Reform Committee, including the Subcommittee on Information Technology and the Subcommittee on Transportation and Public Assets, on which she is ranking member. She also serves on a select Committee on the Events Surrounding the 2012 Terrorist Attack in Benghazi. U.S. Representative Robin Kelly D-2nd District – Defender Endorsed U.S. Congresswoman Robin Kelly represents Illinois’ 2nd Congressional District and has focused on economic development and public safety since her election in 2013. As a junior congressional representative, she has moved in a quicksilver pace, bringing key initiatives to the forefront — public safety, health care and economic development. Having a district that covers Cook County’s south suburbs to more rural areas in Kankakee County with one of the state’s largest agricultural regions, economic development is a necessity. “We have to invest in underserved communities. When I say underserved, I don’t just mean poor communities. I feel in the south suburbs, we’re underserved because of who people think live there. They put us all under one umbrella. In the south suburbs, we don’t have the Macy’s, the Nordstrom’s, etc. Not just retail, where are the tech companies? I feel like it’s all connected and we need to do a better job in investing in underserved communities.” Kelly recently sponsored the Urban Progress Act of 2016 to expand economic opportunities, improve community policing and promote common-sense gun violence prevention in underserved communities and co-sponsored the Making College More Affordable Act to create an income-contingent repayment program for Federal Interest Free Education Loans for undergraduate students. Prior to her work as a U.S. representative, Kelly worked as community relations director in the Village of Matteson before being elected to the Illinois House of Representatives, where she sponsored bills to support economic development, increasing the minimum wage and protecting consumers from fraud. She then served as chief of staff of the Illinois state treasurer’s office and chief administrative officer of Cook County. Kelly currently serves on a number of key committees such as Foreign Affairs Committee and its Subcommittee on the Western Hemisphere and Subcommittee on Terrorism, Nonproliferation, and Trade. Recently, she became co-chair of the Caucus on Black Women and Girls, which she created with representatives Bonnie Wat-
son Coleman of New Jersey and Yvette D. Clarke of New York. Her mission is to open up opportunities to young students, preparing them for various jobs in tech, engineering and solar energy. “We started the STEM Academy to wet the whistle of 6th, 7th and 8th graders. To show them doctors and lawyers — there’s a whole world out there. It’s possible for them to do this. We’ve had people come in to do coding and the last thing we hosted, they spoke with astronauts from the International Space Center. We’ve also exposed them to different energies like solar and wind.” As Kelly faces Republican candidate John Morrow for a 2016 re-election, Kelly’s platform focuses on low-income housing, gun control, small businesses, protecting seniors, and supporting the needs of middle-class families.

However, we also have a lot of organizations that we owe money to that can’t wait for their place in line to come up.” In April, she announced that pay to Illinois elected officials would be delayed and that lawmakers would have to “wait in line” for their checks just as organizations and small businesses throughout the state have to do the same. Munger took this action a step further when she proposed a “No Budget, No Pay” legislation in August to further encourage Illinois lawmakers to pass an annual budget. The bill would require lawmakers to pass a balanced budget before the state pays their salary, affecting both the state’s constitutional officers and members of the General Assembly. Her stance has been straightforward on outlining the numbers on where money has been spent and the cause of why areas of need such as education, human service and health care are suffering in Illinois. “Pensions ought to cost our state about $2 billion annually for contributions from the state into the pension funds. This year, they’re going to cost $8.5 billion, next year, $10 billion. We bring in $32 billion of revenue into the state. Currently over a quarter of our state’s budget is going into the pension funds,” Munger explain. “Next year, it’ll be close to a third. If you’re spending that much in that area, it’s hard to have money to pay for education, public safety, human services — all the other things you want the state to fund. That has been going on for years for promising benefits that were never paid for — 3 percent of compounded costs in allowances.” Illinois Treasurer Michael Frerichs — Defender Endorsed Almost halfway into his first term as Illinois treasurer, Michael Frerichs is fitting into his role like a glove as he moves into managing the state’s investment portfolio. The treasurer’s office has the heavy responsibility of managing about $25 billion of the state’s investments. What does this mean for Illinois residents? The task of the treasurer’s office is not to pay bills owed by the state — that is the role of the Illinois comptroller’s office. Although both have much to do with taxpayers’ money, the treasurer’s office finds ways of smartly investing in order to receive returns, while the comptroller’s office deals with paying bills owed to agencies and state vendors. “We’re the chief investment officer. We try to make investments for the long term to get a good return but without any certainty, not knowing when we need to have money available and how much and what kind of funds might be rated to pay some of these bills — we couldn’t make as many long-term investments as we would like, which means we sacrificed returns,” said Frerichs. For every $1 spent to run the office, the office nets $28 for the state’s residents. Born and raised in downstate Illinois, Frerichs hails from the small farm town of Gifford. “My family were all farm people — dirt farmers. They didn’t own the land. When my father turned 18, his father told him, ‘Jim, we can’t support you, so you have to get a job.’ He started driving trucks — a Teamster. My mom’s family was into farming,” he said. “Neither parent went

“Enough! That’s enough!” When we had talked too much nonsense or were not making sense, that’s what my father would say. “Enough!” And right now I’ve had it, and if you’re honest with yourself, I hope that you have too. I’m talking about this Republican rubbish from the Republican presidential candidate and those party members who, for some ill-fated reason, feel compelled to continue to throw their support behind him. He has broken all of the rules from politics to correctness, social graces to just plain civility, and still there are Blacks, Hispanics/Latinos, Muslims, women, veterans, disabled and all the others who are undecided and/or actually supporting him. The question is how did we get here? Or is it that we never left? The blatant display of total disregard for others, lack of interest in others’ quality of life and absence of empathy and compassion for those not as privileged as himself or the rich is his choice. But for those who fall within those circumstances, it’s baffling that they
can somehow rationalize why they should vote for him. Clearly, Black people should recognize the lies, the classism that spills over into the racist territory and impacts their lives specifically. He didn’t rent to Blacks and was sued for housing discrimination. Most importantly, however, is the lack of interest from our millennials, who are so disillusioned about the importance of voting. I get it. However, for them to think it’s OK not to vote is criminal. Do they not get the value of the vote? Do they know why Malcolm X said, “The Ballot or the Bullet?” “Do they not care? Do they not connect the dots? Three things: 1.) Your no vote is a vote. 2.) Your vote does count. 3.) You owe those whose shoulders you stand on to vote (the Blacks and others who marched, were beaten with billy clubs, attacked by dogs, spat on, hosed down, lynched, tortured, thrown at with glass, fruit, eggs, etc., for the right to vote.) Do you not understand that by not voting you lose your voice to speak? You better talk to some of the incarcerated, who wish that they could vote. Having a voice in who the decision makers are regarding your quality of life is one of the most invaluable aspects of why you vote. Ideally, we select candidates who best represent our interests. That’s why big corporations hire lobbyists to push their interests by influencing the elected officials to see it their way.

It’s important in leveling the playing field. However, it’s not enough that you go vote, but more importantly that you stay actively involved with the political process — meaning that you must continue to participate by staying aware of what your elected representatives are doing. How are they voting, what they vote on, and who they support. You need to stay involved. And if your representative (president, senator, congressperson, etc.,) does not follow through on what they promised during the campaign, confront them. Let them know that they have veered off course, demand an explanation. Make sure your friends and colleagues of the same mindset know as well. All of you have to call, petition, write, email, do what you must to confront them and have them know that they need to listen and heed to your demands or they can look forward to not being re-elected.
How To Get Your Letter To The Editor Published The Chicago Defender is able to print about one out of every three letters it receives. Here’s what you should do to increase your chances of having your letter published. 1. Your letter must carry three pieces of basic information to make it from the starting line: your full name, your hometown and a voice telephone number at which we can reach you. This includes e-mail letters. Including your work phone number – if you can take calls there – speeds things up. Usually, we don’t even read anonymous letters. 2. Please print or typed double-spaced. 3. Keep it short. We suggest an upper limit of 300 words, but shorter is better, and we try to condense every letter. We do edit all letters for length, clarity, and taste. Writing “Do
You have the power. Yes, “POWER to the PEOPLE,” is real. It’s not an empty slogan or tagline lacking substance. It is, on the other hand, a statement of political value if embraced and understood by those who hold the power. Politicians love their offices, the sense of power, so they want to stay in their positions. And they can if you want them to. So let’s look at Anita Alvarez for example. She just got too big for her britches, and so full of herself. She didn’t listen. And . . . My generation understood the Power of the People and moved legislation using that power. We also understood that contrary to popular belief that "The Revolution Will Not Be Televised,” as Gil Scott Heron said regardless of modern technology, that the act of revolution still requires people, whether they are fighting in combat or as the puppet masnot edit” on your letter usually guarantees that we won’t … but we won’t print it either. 4. Help us verify your factual information. A letter that says, “According to the January issue of Speak Out, youth are more likely to rally and march than to engage in dialog,” will get printed before one that just says, “Youth rally and march but don’t engage in dialog.” 5. It’s okay to comment about news stories, our editorials, columns, photographs and all kinds of news decisions made by the Chicago Defender. It helps us if you give a publication date for the thing that caught your eye. You also can respond to other letters, but make it about the issues instead of a personal attack on another letter writer. 6. Writing, “I dare you to print this, you Uncle Toms!” on your letter doesn’t really affect your chances of getting published. 7. We usually don’t consider more than one letter from a writer every 30 days, and we do keep track.

to college, none of my four grandparents went to high school. They had to drop out in 6th, 7th grade to work on the farm. It was a big thing growing up.” But with the encouragement from his teachers, and determined to be the first from his family to attend and graduate from college, Frerichs was accepted to Yale. “I fought with my dad. I took out a lot of student loans and paid them back over time.” He graduated and spent two years in Taiwan where he taught English to young students. Returning home, he launched his own technology business, elected to the Champaign County Board and served as Champaign county auditor. In 2007, as a Democratic, Frerichs was elected to the Illinois Senate, representing the 52nd District, which covers the East Central district— Champaign, Danville, Georgetown, Gifford, Rantoul, Thomasboro and Urbana. He is all too familiar with dealing with bipartisan dealings in Springfield and says the budget stalemate is making it very difficult for state agencies across the board. “For a year and a half, we’ve gone without a real budget in place. That’s never happened before in Illinois. This is unprecedented. There’s some people that’s come in with an ideological agenda and they’ve refused to compromise. That makes it really tough for government to work.” Frerichs’ office has diligently worked with banks and other neighboring states to drive down interest rates for families investing in college savings for their children. “One of my goals was the amount of fees families were paying for college education. We just think if you want to improve the state, if you want to improve people’s livelihoods, you need to give them an opportunity to better themselves, you need to set expectations to put them on that pathway to success.” Another helpful attribute is the “cash dash” website, which gives residents easy access to check on unclaimed property and money owed to them. Since taking over as the chief finance officer of the state, he has integrated the staff to resemble the diversity of the state. It was also important to translate this to the financial institutions Illinois worked with as well. “They didn’t look like the rest of the state. Total assets, brokered through MWVD firms. Before I came in, it was 1.4 percent in total. A year later, we’re at 60 percent. Now how is this possible? Because we established a person whose job it was to go out to invite people to bid for our work.” Working with certified Minority, Women, Veteran and Disabled (MWVD) firms was the challenge. After years of many being turned down for contracted work and resources provided, Frerichs’ team decided to turn this around. In fiscal year 2016, nearly 60 percent of the office’s investment assets were brokered through MWVD firms. The rise of assets brokered by these firms rose from $925 million in www.chicagodefender.com

State Representative Candidate Juliana Stratton D-5th District (Unopposed) As we move into the general election, one state district had tails wagging throughout the primaries — the Illinois State Representative seat in the 5th District. A race that became one of the most expensive campaigns with each candidate garnering support from various unions and political super PACs. The victor — attorney and Bronzeville resident Juliana Stratton. Stratton is the Democrat running unopposed in the Illinois House of Representatives District 5 general election, after defeating incumbent Ken Dunkin in the Democratic primary. Stratton is a proponent of equal opportunity, access to justice, and improved community resources, bringing over 20 years of experience in dispute resolution and systems reform to her prospective role. Currently working as director of the Center for Public Safety and Justice at the University of Illinois at Chicago, Stratton works to introduce both sworn and civilian law enforcement supervisors to the philosophy of procedural justice. Previously, she served as administrative law judge at City of Chicago Office of Administrative Hearings, deputy hearing commissioner at the City of Chicago Department of Business Affairs & Consumer Protection, executive director at the Cook County Justice Advisory Council, and executive director at the Cook County Justice for Children. “I think it’s important that I’ve always been committed to public service. This wasn’t a lightbulb moment. I saw this as an extension to what I’ve already done.” She is also president of JDS Mediation Services Inc., a consulting group that provides mediation, training on constructive conflict, and consulting on collaboration and strategic partnerships. Currently Stratton serves as the director of the Center for Public Safety and Justice. “I had the support of Democrats around the city and state. President Preckwinkle, I was grateful to have her support, Secretary of State Jesse White was a huge supporter, Sen. Dick Durbin was one of the ones that stepped up very early. I had the support of aldermen in the district. It was broad based and I was grateful of their support.” President Barack Obama endorsed Stratton, saying that she “will bring a new voice to Springfield as state representative.” “What I tell them, my job as a state representative is focus on the representative part of that title, and that is to represent what their best interests are. I’m not naive to the fact that is room for negotiation, there always is if we’re going to solve problems, there’s room for compromise if we’re going to solve problems. As a legislator, I think the role is to

Cook County Circuit Court Clerk Dorothy Brown is celebrating her fourth primary election win this year as she moves toward Nov. 8 – hoping to move toward another four years of serving Cook County residents. She faces off with Republican candidate Diane Shapiro, who ran unopposed in the primaries.
The pressure of a federal investigation, lack of party support and a proposal presented by some Cook County Board of Commissioners to eliminate the elected role of the Circuit Court clerk to consolidate into an appointed position have drawn additional tension and raised questions of hidden agendas. Brown has experience and an impressive resume as an attorney, and is a certified public accountant. She holds a master’s degree in business administration. She served as the general auditor for the Chicago Transit Authority (CTA) for nine years. Soon after, in 2000 she was elected to the Cook County Clerk of the Circuit Court office, where Brown oversees a work force of 2,100 county employees. Under her administration, some her highlights have included upgrading the filing system to include E-filing, introduced credit card payment system for bail bonds, raised awareness of $16 million in unclaimed mortgage foreclosure surplus funds for homeowners and implemented an online ‘Protection of Order’ E-form for victims of domestic violence. One of her most recognizable achievements is her annual Second Chance Adult & Juvenile Expungement Summit and Ex-Offender Job Information Seminar, which have grown to attract thousands of attendees, assisting second-chance adults and young individuals with adequate legal resources on-site to begin the process of clearing their criminal records over time. The Louisiana native’s relentless work ethic and discipline have earned her the respect of many constituents with and without the visible support of the Democratic Party. To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment. Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted. PROPOSED AMENDMENT TO ADD SECTION 11 TO ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE SECTION 11. TRANSPORTATION FUNDS (a) No moneys, including bond proceeds, derived from taxes, fees, excises, or license taxes relating to registration, title, or operation or use of vehicles, or related to the use of highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, airports, or to fuels used for propelling vehicles, or derived from taxes, fees, excises, or license taxes relating to any other transportation infrastructure or transportation operation, shall be expended for purposes other than as provided in subsections (b) and (c). (b) Transportation funds may be expended for the following: the costs of administering laws related to vehicles and transportation, including statutory refunds and adjustments provided in those laws; payment of highway obligations; costs for construction, reconstruction, maintenance, repair, and betterment of highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, airports, or other forms of transportation; and other statutory highway purposes. Transportation funds may also be expended for the State or local share of highway funds to match federal aid highway funds, and expenses of grade separation of highways and railroad crossings, including protection of at-grade highways and railroad crossings, and, with respect to local governments, other transportation purposes as authorized by law. (c) The costs of administering laws related to vehicles and transportation shall be limited to direct program expenses related to the following: the enforcement of traffic, railroad, and motor carrier laws; the safety of highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, or airports; and the construction, reconstruction, improvement, repair, maintenance, operation, and administration of highways, under any related provisions of law or any purpose related or incident to, including grade separation of highways and railroad crossings. The limitations to the costs of administering laws related to vehicles and transportation under this subsection (c) shall also include direct program expenses related to workers’ compensation claims for death or injury of employees of the State’s transportation agency; the acquisition of land and the erection of buildings for highway purposes, including the acquisition of highway rights-of-way or for investigations to determine the reasonable anticipated future highway needs; and the making of surveys, plans, specifications, and estimates for the construction and maintenance of flight strips and highways. The expenses related to the construction and maintenance of flight strips and highways under this subsection (c) are for the purpose of providing access to military and naval reservations, defense-industries, defense-industry sites, and sources of raw materials, including the replacement of existing highways and highway connections shut off from general use at military and naval reservations, defense-industries, and defense-industry sites, or the purchase of rights-of-way. (d) None of the revenues described in subsection (a) of this Section shall, by transfer, offset, or otherwise, be diverted to any purpose other than those described in subsections (b) and (c) of this Section. (e) If the General Assembly appropriates funds for a mode of transportation not described in this Section, the General Assembly must provide for a dedicated source of funding. (f) Federal funds may be spent for any purposes authorized by federal law. EXPLANATION The proposed amendment adds a new Section to the Revenue Article of the Illinois Constitution that provides revenue generated from transportation related taxes and fees (referred to as “transportation funds”) shall be used exclusively for transportation related purposes. Transportation related taxes and fees include motor fuel taxes, vehicle registration fees, and other taxes and user fees dedicated to public highways, roads, streets, bridges, mass transit (buses and rail), ports, or airports. Under the proposed amendment, transportation funds may be used by the State or local governments only for the following purposes: (1) costs related to administering transportation and vehicle laws, including public safety purposes and the payment of obligations such as bonds; (2) the State or local share necessary to secure federal funds or for local government transportation purposes as authorized by law; (3) the construction, reconstruction, improvement, repair, maintenance, and operation of highways, mass transit, and railroad crossings; (4) expenses related to workers’ compensation claims for death or injury of transportation agency employees; and (5) to purchase land for building highways or buildings for to be used for highway purposes. This new Section is a limitation on the power of the General Assembly or a unit of local government to use, divert, or transfer transportation funds for a purpose other than transportation. It does not, and is not intended to, impact or change the way in which the State and local governments use sales taxes, including the sales and excise tax on motor fuel, or alter home rule powers granted under this Constitution. It does not seek to change the way in which the State funds programs administered by the Illinois Secretary of State, Illinois Department of Transportation, and operations by the Illinois State Police directly dedicated to the safety of roads, or entities or programs funded by units of local government. Further, the Section does not impact the expenditure of federal funds, which may be spent for any purpose authorized by federal law. FORM OF BALLOT Proposed Amendment to the 1970 Illinois Constitution Explanation of Amendment The proposed amendment adds a new section to the Revenue Article of the Illinois Constitution. Deadly Diseases That Strike Blacks More By Eleana Elan Defender Staff Writer Health care disparities heighten disease differences between Black and white Americans. It’s been established that there are several deadly diseases that Blacks have a greater propensity for which they suffer with greater intensity. The reality is that there are some arbitrary issues that are present in the way medicine is practiced in America, and in which it doles out health care. Close examination reveals the very volatile issue of race and what race means. At the end of the day, all of us acknowledge that race is a very poor physiological construct. That something is less likely to be genetic. It is more likely to have to do with socioeconomics and political issues of bias as well as physiological and genetic issues that go into that same bucket. Some racial differences are mere nuances. But there are real issues of disparity as a consequence of race, and there are issues relative to racism that operate in a very broad context. Yet, we’re nowhere near the end of the fight. Some numbers: •Diabetes is 60 percent more common in Black Americans than in white Americans. Blacks are up to 2.5 times more likely to suffer a limb amputation and up to 5.6 times more likely to suffer kidney disease than other people with diabetes. •African-Americans are three times more likely to die of asthma than white Americans. •Deaths from lung scarring – sarcoidosis – are 16 times more common among Blacks than among whites. The disease killed former NFL star Reggie White at age 43. •Despite lower tobacco exposure, Black men are 50 percent more likely than white men to get lung cancer. •Strokes kill four times more 35- to 54-year-old Blacks than whites. Blacks have nearly twice the first-time stroke risk of whites. •Blacks develop high blood pressure earlier in life – and with much higher blood pressure levels – than whites. Nearly 42 percent of Black men and more than 45 percent of Black women aged 20 and older have high blood pressure. •Cancer treatment is equally successful for all races. Yet, Black men have a 40 percent higher cancer death rate than white men. Black women have a 20 percent higher cancer death rate than white women.
Why? Genes definitely play a role. So does the environment in which people live, socioeconomic status, and, yes, racism. Science indicates that all humans have the same physiology, are vulnerable to the same illnesses, and respond to the same

But there are unique issues that affect Black Americans. There is no better time than now for Americans to face these issues and move to transform the way health care has traditionally been managed. In Dr. Herman Bell, D.O.’s autobiography, he calls on physicians to be more impassioned, particularly where health disparities are concerned and how they impact our communities. He reminds us that the evil origins of institutionalized racism seep into our everyday lives and reminds doctors to spend more time recognizing the disparities and addressing them with their patients – as it pertains specifically to them – to empower and give the responsibility of their well-being back to them.
Black Americans and Lung Disease As recently as 2005, the American Lung Association reports that Blacks suffer far more lung disease than whites and other respiratory related diseases

Black Americans and Sickle Cell Anemia
•Heart disease and stroke disproportionately affect African-Americans. Why? •The more aggressive and higher incidence of heart disease in Blacks is set in motion by the very high incidence of high blood pressure Blacks experience. This predisposes Blacks to more heart disease, kidney disease and stroke. Blacks are much more likely to experience heart failure without having a previous heart disease. The focus on high blood pressure in Blacks as a preventive measure is important as it forces heart failure. •Clinical trials show Blacks and whites
•This, clearly, is a genetic disease that has little to do with the environment. Yet, even here – with a killer disease – social and political issues come into play. •The cause of sickle cell anemia has been known since the 1950s. Yet, sickle cell anemia has not had the funding and research attention it deserves. •There are actually more Americans with sickle cell disease than with cystic fibrosis – 65,000 to 80,000 vs. 35,000 to 40,000 – but the amount of money spent on cystic fibrosis research outstrips sickle cell anemia.

Black Leaders Worried as Cook County Recorder of Deeds in Danger of Being Eliminated By Erick Johnson Defender Staff Writer It’s a referendum that has stirred racial tensions among Cook County’s Black, white and Latino commissioners. Outnumbered, Black commissioners are concerned as voters begin deciding on a referendum that could affect many Blacks as it aims to eliminate the office of the Cook County recorder of deeds. The referendum appeals to thousands of weary Cook County voters who are fed up with big government and wasteful spending. If it passes at the polls Nov. 8, it will be the end of a department that for nearly three decades has been led by prominent Black officials and used as a stepping stone to promotions. It could also put the future of many Black Cook County employees in jeopardy. Blacks have held the top job at the recorder’s office for 28 years. Carol Moseley Braun, the first Black woman in the U.S. Senate, held the position in 1988. She was succeeded by Jesse White, who is now Illinois Secretary of State. Eugene Moore succeeded White before and Yarbrough was elected to head the recorder’s office four years ago. The controversial referendum asks
whether the Office of the Cook County recorder of deeds should be eliminated and its duties and responsibilities transferred to Cook County Clerk’s office by 2020. White and Latinos commissioners say yes, but their Black counterparts are urging voters to say no. Money is tight in Cook County government. Officials are scrambling to downsize Illinois’ largest county government by trimming budgets and finding ways to cut costs. Their latest target for the chopping block is the Cook County recorder of deeds, the second-largest of its kind in the nation. It’s headed by Karen Yarbrough, a Black woman. With a $12.6 million budget, her office has about 160 county employees, many of whom are reportedly Black. But on June 29, by a 10-5 vote, the Cook County Commission voted to put a referendum on the November election ballot asking voters whether to fold the recorder of deeds office into the Office of the county clerk, which for 36 years has been held by David Orr, who is a white Democrat who briefly served as mayor when Harold Washington suddenly died in office in 1987. While 10 white and Latino commissioners voted to put the referendum on the ballot, all five Black county commissioners voted against it, saying the move was
racist. Yarbrough also opposes the referendum. One of the Latino commissioners who approved the referendum was Jesus “Chuy” Garcia, who campaigned heavily in the Black community during his bid for Chicago mayor in 2015. The vote came one month after Cook County Circuit Court Clerk Dorothy Brown prevailed when a proposal to turn her position into an appointed one was rejected after dozens of Black residents and leaders protested. The Cook County recorder of deeds is smaller than the county clerk’s office, whose $35.2 million budget is three times larger. The clerk’s office has 228 full-time employees, but during election season, it hires nearly 10,000 employees, according to its website. The Cook County recorder of deeds handles property ownership records and liens. The clerk’s office maintains birth and death certificates as well as legislative records. The clerk’s office also handles elections for 120 Chicago suburbs. County officials want the clerk’s office to take over the duties of the Cook County recorder of deeds to save $800,000. Four years ago, Commissioner John Fritchey wanted the referendum placed on the bal-
lots, but the proposal fell just one vote shy of getting passed. Fritchey’s efforts succeeded the second time around. Black employees reportedly make up a chunk of the recorder of deeds staff. If the referendum passes at the polls, many may lose their jobs as positions that overlap will most likely be eliminated. Yarbrough’s position will also be scrapped, though she would still be able to serve a second term. While Fritchey says the referendum is about reforming government, Black commissioners at the June commission meeting were skeptical about the proposal, and insist that the referendum has racist undertones. They also point to the achievements of Yarbrough, who has made advancements in automating the office and fighting mortgage fraud and helping war veterans. “This is an all-out attack on Black elected officials,” said Commissioner Richard Boykin. “It was Dorothy Brown last month, and it’s Karen Yarbrough this month, and they happen to be two Black women officeholders.” Rumors say that both Brown and Yarbrough’s positions yield power in the politcal game and could be the reason for the attacks.

Voters Go to Polls as Early Voting Begins By Erick Johnson Defender Staff Writer The final stretch of a long and intense election season kicked off last week as thousands of voters across Chicago cast their ballots as early voting begins for the Nov. 8 general election. Low voter turnout remains a concern in the Black community even as race and police brutality issues continue to fuel heated campaigns of candidates running for local, state and federal offices. With longstanding issues facing Chicago’s Black community and the nation, voters will once again voice their frustration at the polls in an election that’s likely to shape the city’s future. With the elections just over two weeks away, voters right now are casting their ballots at the Chicago Board of Elections’ new “Super Site” at 15 West Washington, the site of an old Walgreens store. The early voting site, which opened Oct. 11, has more than 100 touch screens and was created to meet the demands of voters who want to avoid the rush and crowds on election day. Just several hundred yards away from the super site in the Loop, another early voting precinct at 69 West Washington was flooded with 17,000 voters during

peak periods on opening day, Oct. 10. Election officials say that location has been equipped to handle 4,000 people daily. On Oct. 24, the Chicago Board of Elections Board will open 50 additional early voting sites throughout the city, including the South and West sides. Early voting at all sites ends Monday, Nov. 7. At Chicago State University, an early voting site will open on the campus at the Cordell Reid Building on Nov. 2. For the first time, young voters who turned 18 before the general election were allowed to vote in the primaries during election season. There will also be early voting sites on the campuses of UIC and Northeastern Illinois University. With the super site, officials hope to alleviate heavy crowds at peak times during the early voting period. “During the final week of early voting we often saw huge lines, and sometime people would just give up and just put it off until election day,” said Chicago Elections Board Chairwoman Marisel Hernandez. “We want to make sure everyone who is encouraged to use early voting can do so as conveniently and easily as possible.”
Early Voting in Suburbs
In Chicago’s suburbs, early voting begins Oct. 24. To vote, one must present at least two
IDs, with one showing the applicant’s current address. Although the deadline to register to vote online expired Oct. 11, residents can still register to vote in person at the loop super site at 15 West Washington. In the Black community, residents are registering to vote through social organizations that are having their own registration drives to boost voter turnout. The Rainbow PUSH Coalition is holding its online registration drive on its website Rainbowpush.org. Residents can simply click on the link “register to vote.” Thousands of residents have been mailed applications to vote by mail. It’s a three-step process that allows voters to mail in their ballots instead of traveling to polling places. The deadline to vote by mail is Nov. 3. With police brutality and economic issues affecting Black communities across Chicago and the country, the election season has been divided along racial lines. Several candidates who have vowed to address these problems remain in heated political races. The biggest race involves Democratic presidential candidate Hillary Clinton and Republican challenger Donald Trump. Blacks are expected to support Clinton in her bid to become the nation’s first female president.
In Illinois, Congresswoman Tammy Duckworth is trying to unseat Republican incumbent Mark Kirk, who has compared President Barack Obama to drug dealers after his authorization of a $400 million payment to Iran in exchange for the release of American prisoners. Cook County states’ attorney candidate Kim Foxx, who defeated incumbent Anita Alvarez in the Democratic primary, still needs to win against Republican candidate Christopher Pfannkuche. Foxx is riding on a wave of success with the help of angry voters who protested the handling of the Laquan McDonald case that boiled over in November when a video was released showing Officer Jason Van Dyke shooting McDonald 16 times. Alvarez drew heavy criticism for charging Van Dyke with first-degree murder 13 months after the shooting occurred. To keep her job as Cook County Circuit Court clerk, incumbent Dorothy Brown needs to defeat Republican challenger Diane Shapiro, who is viewed as the underdog. Despite questions about her character, Brown still won big in the primary without the support of the Cook County Democratic Party. Voters will also decide whether to approve a referendum that calls for eliminating the office of the Cook County recorder of deeds and transferring its duties and responsibilities to the larger Cook County clerk’s office. Black leaders oppose the referendum, saying it would hurt Black employees, including its head administrator, Karen Yarbrough.

OCTOBER 21 On Friday Oct. 21 at The National Museum of Puerto Rican Arts & Culture (NMPRAC ) at 10 a.m. Felipe Luciano will deliver a keynote address to the audience about Black Brown unity in a changing America. NMPRAC is at 3015 West Division Street, Chicago Illinois. Goodman Theatre seeks journalistically savvy and theater curious 10th and 11th grade girls to apply for its “Cindy Bandle Young Critics” (CBYC) program — now in its 10th year. Offered completely free of charge, CBYC is a seven-month program designed to immerse and introduce young women to the world of theater and journalism. A joint venture between the Goodman and the Association for Women Journalists (AWJ) Chicago, the young critics attend bimonthly Saturday workshops in the Alice Rapoport Center for Education and Engagement, where mentors help them develop a critical voice and hone professional journalism skills. CBYC participants also interview Goodman artists and staff members for feature stories and attend press opening nights. Straight Talk: Black/Brown Unity Chicago is stepping out of the darkness and into the light in an unprecedented collaboration to set in motion the movement that will enhance race relations among Black and Brown peoples. The DuSable Museum of African American History has joined forces with the National Museum of Puerto Rican Arts & Culture (NMPRAC) to present the first-ever timely and provocative panel discussion, Straight Talk: Black/Brown Unity in a Changing America. The event will take place on Thursday, Oct. 20, from 6 p.m. until 9 p.m. at the DuSable Museum, 740 East 56th Place (57th Street and South Cottage Grove Avenue) in Chicago. The program features keynote address by Felipe Luciano, the prolific writer, author, civil rights activist and original member of the Last Poets is one of the most dynamic Latino public figures who brings his eloquence, vision and passion for social justice to the discussion, providing in-depth insight and compassion for the struggle. The panel will engage in dialogue that will bridge the gap about the uniqueness and similarities of the Black/Brown experience and focus on the commonalities shared in a country where both are subjected to social and racial injustice and inequality. Sophia King: The New Face of The 4th Ward By Mary L. Datcher Defender Senior Staff Writer Since former Ald. Will Burns resigned his seat in March, a search for the right person to fill the position was another task placed on Mayor Rahm Emanuel’s plate. Several names were submitted and similar to a LinkedIn request, detailed applications were reviewed by a diverse panel of community stakeholders. By April 13, Harriet’s Daughters President Sophia King was named the 4th Ward alderman. A longtime resident of Kenwood, the wife of notable House DJ and attorney Alan King — residents were familiar with King’s community involvement. But in the beginning, she wasn’t too sure about applying for the role of councilwoman even when the texts and calls from friends encouraged her to consider applying. “Another friend of mine told me — you’ve done this; you’ve done this — we need somebody like you to do this. I was still a little apprehensive. She told me to call her back and I never did. So, she told me to talk to someone else. The more I would talk, it started to become an energy that I couldn’t explain. It was outside of me. I started to be more intrigued,” she said. “The process was moving forward. I didn’t know that I was going to apply. I had three days to put in an application. That train was moving so I put in my application. That’s kind of how that happened. Even the application was very detailed. We had rigorous interviews. At each point they would cut and I would make the elimination.”

Sophia King Now, it has been over 100 days since taking the oath to fulfill her obligations to represent the residents of a ward rich in Black history and gradually dealing with the reality of gentrification at its doorstep. Born in Colorado, King was raised between Mississippi and Evanston, Ill. She attended the University of Illinois at Urbana-Champaign, earning her bachelor’s degree, and later her master’s in education and social policy from Northwestern University. After marrying at a young age, she and her husband moved to the Oakwood community. There both her daughters were born at Michael Reese Hospital. She’s witnessed the gradual transition of the area from the retail development to the demise of the Ida B. Wells homes. “I am very conscious of that. I’m an advocate of affordable housing — even on a national level. After the housing crisis, after Fannie and Freddie taking the brunt of the housing crisis, the right wing framed that crisis and made them the fall guy. They’re still the only entity that’s still in conservativity,” said King. “I think the first responsibility is really to those people without a voice. I think that’s the alderman’s responsibility. Most people aren’t really paying attention or really engaged. Those people that are engaged, at least they’re educating themselves and
they understand. I think people put trust in their local leaders. at the end of the day, they are trusting us to make decisions on their behalf. Those people that aren’t at the table, are trying to make ends meet or trying to raise their kids — they’re looking to us to make sure that their voices are heard when they’re not there.”
4th Ward Strategic Plan
The junior alderman has laid out her signature 4th Ward Strategic Plan that will help the diverse array of communities come together in preparation for new developments, opportunities and building the lines of communications to best benefit all residents. She says, “It gives you a template on what’s important, but it also gives everyone an opportunity to see that together and move forward together. Also to see the resources that are there and make those transparent. “Prioritize your goals with your resources because we know resources aren’t limitless. It’s important to come up with those priorities together and to direct the resources and priorities together.” With the old Michael Reese Hospital on sale by the city of Chicago, the new Mariano’s supermarket in full upswing and other potential projects being considered in King’s ward, she is gearing up to have the right team in place to guide them in a
Sophia King positive direction. “My style is to involve more community input — it takes more time. It’s a lot of work. It’s easier to say, we’re going to do it this way and keep going forward. On the front end, be meaningful about having meetings — scheduling for more time makes for a seamless process in the end.” Her involvement in establishing Ariel Community Academy, a CPS K-8 grade school with Ariel Investments in 1996, is another initiative that she’s proud of, along with the family’s friendship with President Barack Obama and first lady Michelle Obama. “When I think about our neighborhood schools, they should look on the outside like we expect the education to look on the inside. That said something — when your neighbors are keeping their yard clean, that makes you keep yours a little cleaner. I think people respect that. As long as the standards are high, our community will respect those standards.”

Lunch with Chicago poet Augustine Lehmann was a special occasion. Seated across from each other in a second-floor Michigan Avenue restaurant, we spoke about the wave of migration history she had witnessed firsthand between 1906 and 1970 when millions of Black individuals and families left the familiar South to carve out better lives. Lehmann’s family moved from Mississippi to settle in the Chicago’s Lilydale neighborhood near State and 95th Street. Next-door neighbors moved in from Tennessee. “Our block was filled with newcomers from dozens of places,” she said, adding that sharing regional recipes brought the neighborhood together. When our restaurant server delivered a cheese-topped golden circle of cornbread to our table in a cast-iron skillet, we both re-

Shrimp Cornbread marked that the shredded cheese baked to a shaggy top crust was different from other cornbread we’ve known. “Sounds delicious, too” Lehmann said later, when I described the shrimp cornbread from my grandmother’s long-ago, Gulf Coast kitchen. “Something as simple as cornbread can offer a delicious cultural exchange when we learn to appreciate and pass down the unfamiliar flavors and textures baked into traditional family dishes, Lehmann said. I’m looking forward to the poem. 3/4 cup all-purpose flour 3/4 cup yellow cornmeal 2 teaspoons sugar, optional 1 1/2 teaspoons baking powder 1 teaspoon baking soda 1 tablespoon sweet paprika
1/2 teaspoon each: ground dried thyme, ground cumin, onion powder, garlic powder Freshly ground black pepper to taste 1/2 stick (1/4 cup) plus 2 tablespoon unsalted butter 2 small celery ribs, very finely chopped 1/2 each: small, finely chopped: onion, green bell pepper 2 garlic cloves, minced 1/2 to 1 pound uncooked Gulf shrimp, peeled deveined, coarsely chopped 3/4 cup each: milk, prepared Marinara sauce (from a jar) 2 eggs, beaten 2 ounces smoked Spanish chorizo, thinly sliced Heat the oven to 450 degrees. Stir the flour, cornmeal, sugar, baking powder and baking soda in a medium bowl. Set aside. Heat 2 tablespoons of the butter in a 12-inch cast iron skillet over medium-high heat. Add the celery, onion and bell pepper pieces to the skillet. Cook, stirring, until the vegetables begin to soften, about 3 minutes. Stir in 2 more tablespoon of butter, stirring until melted. Add the garlic and shrimp; cook, stirring, until the garlic begins to soften, about 1 minute. Stir in the paprika, thyme, cumin, onion powder, garlic powder, mustard and peppers, stirring until mixture is well combined. Remove the skillet from heat. Set aside.
In a large bowl, whisk the milk and marinara sauce together. Whisk in the eggs. Stir in the reserved cornmeal/flour mixture. Stir in the sautéed vegetables, shrimp and seasoning from the skillet. Wipe out the skillet with a cloth; add the remaining 2 tablespoons of butter. Transfer the shrimp cornbread mixture back into the skillet. Stir in the sausage slices, if using. Bake 5 minutes. Reduce the oven temperature to 400°. Bake until golden brown and the edges begin to crisp, 20 to 25 minutes. (Cover the top with aluminum foil after 10 minutes if the cornbread begins to brown too quickly.) 7. Remove from the oven; transfer to wire rack to cool 8 minutes. Cut into wedges.
