African Americans and the Health Care Bill The Affordable Care Act, or ACA, had a huge impact on communities of color, enabling millions of the most vulnerable Americans to access quality healthcare. According to the Center for Progress, in the time before the ACA, nearly 50 million Americans lacked health insurance; more than 16 percent of these individuals were African Americans. As a result of the ACA, nearly 20 million Americans who did not have coverage now do. But, the new American Health Care Act, which is the bill that just passed the House and moves to the Senate, would cut $800 billion from Medicaid over 10 years and result in a loss of at least $40 billion in federal funding for Medicaid in Illinois, according to Chicago Women Take Action. The bill

was a partisan vote -- all seven Illinois Republican House representatives voted for it and the eleven Democrats voted against the bill that repeals key components of the original bill. Obama himself is speaking out. “All the progress that we’ve made in controlling costs and improving how health care is delivered, progress that’s helped hold growth in the price of health care to the slowest rate in 50 years -all that goes away. That’s what repeal means. It would be bad for everybody. And the majority of Americans, even if they don’t know that they’re benefitting from Obamacare, don’t want to see these benefits and protections taken away from

their families now that they have them,” former President Barack Obama said in a statement. Part 1: Five Things You Need to Know about the Affordable Care Act By The Center for American Progress 1. Since the opening of the health insurance marketplaces in 2013, the share of uninsured Black individuals has been significantly reduced. According to a Center for Disease Control and Prevention survey, the share of non-Hispanic Black adults ages 18–64 who lacked health insurance coverage fell from 24.9 percent in 2013 to 15.1 percent between January and September 2016. 2. Black women in particular have received a number of benefits because of the implementation of the ACA. There has been an increase in the share of Black women with a “usual source of care”— meaning a particular doctor’s office, clinic, or health center. In 2010, 83 percent of Black women had a usual source of care. By 2014, the share had risen to 88.1 percent. Furthermore, Black women have experienced a reduction among those who delayed or went without care due to cost. In 2010, 18.6 percent of Black women “had to delay or forgo care because of cost”; by 2014, only 15.1 percent of Black women did so. Lastly, 55.6 million women who are enrolled in private insurance are

able to get preventive care without paying out-of-pocket costs. 3. Partial repeal of the ACA through the reconciliation process will cause the uninsured rate among Black individuals to rise significantly by 2019. According to research, partial repeal of the ACA through reconciliation would result in the uninsured rate among non-Hispanic Black populations to increase to 20 percent from a projected 11 percent under the ACA. 4. Despite the significant gains in coverage under the ACA, many Black individuals still remain uninsured. As of 2015, there were 28.5 million uninsured people in the United States—15 percent of whom were Black. In states that have refused to expand Medicaid under the ACA, 31 percent of uninsured Black individuals fall into what is known as the coverage gap, which includes people who have incomes above Medicaid eligibility but below the lower bound for tax credits for health insurance marketplace premiums. A lack of insurance for these Americans is a direct result of states failing to expand Medicaid. Given the demographic makeup of the states that refused to expand Medicaid, this decision has

disproportionately affected communities of color, particularly African Americans. In states that did not expand Medicaid, 16 percent of Black individuals are uninsured, while the uninsured rate for Black individuals in states that did expand Medicaid is only 9 percent, which is similar across the board for all races in those states. 5. Millions of uninsured Black individuals are not aware of health insurance marketplaces. The ACA could be helping significantly more people—especially communities of color. According to a survey conducted by the Commonwealth Fund from February to April 2016, approximately 42 percent of uninsured Black people were unaware of the marketplaces compared with only 21 percent of uninsured White adults who were unaware. If conservatives in Congress and the White House follow through on their calls to repeal the ACA, millions of families will be left out in the cold. With lower incomes and higher unemployment rates than other demographic groups, African Americans are particularly vulnerable to the impacts of ACA repeal. Part 2: Managing Health Care Costs, Page 3

Part 2: Medical Costs Ranked As One of Americans’ Top Retirement Fears

Because of the medical bills, your life in retirement could be totally disrupted if you or your spouse suffers an extended illness. Your life’s savings could be drained before you even know what happened. Still, financial planners say, even people who have saved a comfortable nest egg for retirement neglect or forget to consider medical costs in their planning, despite the fact that medical expenses are a major reason bankruptcies among people 65 and older have doubled since 1991. “I frame it this way to clients in their 50s,” says Lazetta Rainey Braxton, former president of the Association of African American Financial Advisors and CEO of Financial Fountains in Baltimore. “I start with telling them that medical costs are the biggest cost for retirees and the next is housing. You get this under control and your life is good.” Surveys show that one of Americans’ biggest fear in retirement is being overwhelmed by medical costs and running out of money. The Employee Benefit Research Institute, a nonprofit research institute based in Washington, D.C. , says more than half of retirees in their survey don’t believe that they have saved enough to pay medical expenses in retirement. Fidelity Investments says a 65-yearold couple who retired in 2016 will need $260,000 to cover health care costs in retirement, up 6 percent from 2015 and the highest since the company began calculations in 2002. Fidelity also looked at the costs associated with long-term care, which it says could impact seven in 10 www.chicagodefender.com

Americans who reach 65 in the next five years. Fidelity estimates that a 65-year-old would need an additional $130,000 to insure against long-term care expenses. These startling numbers should be of particular concern to African Americans, who generally suffer more health-related ailments than White Americans. African Americans are more likely to suffer from diabetes and are more likely to die from heart disease, stroke and breast cancer, according to Families USA., a proponent of affordable health care for all Americans. African American also have saved less for retirement. The average White family had more than $130,000 in retirement savings (cash in accounts such as 401(k)s, 403(b)s and IRAs) vs. $19,000 for the average African American in 2013, according to the most recent data available. Braxton says people need to be honest about their own health and family medical histories. “This number (estimated health care costs) can be affected by health conditions like diabetes and other medical conditions,” she says. “A lot of people I meet with for the first time are under the impression

that somehow they will be covered by something at work, even when they have left,” says Brett King, senior vice president at Elite Financial Associates in Tampa, Fla. “Eighty-five percent of companies don’t cover retirees for anything.” Financial planner Nick Abrams at AJW Financial Partners in Columbia, Md., says he makes sure he brings up planning for the costs of medical expenses when he meets with new clients. “Some of them will bring it up because they are going through it with parents or a loved one,” he says. “They are seeing the cost and burden of health care. But some have no idea of the cost of health care and how that can impact their retirement.” Also, Abrams says, one of the biggest adjustments is retirees leaving their jobs and not understanding Medicare – what it covers and what it doesn’t cover. King says people also believe, incorrectly, that Medicare is no cost. “Part A (which covers hospitalization) is no cost,” he says. “Part B (which covers visits to doctors) is a cost and it can be expensive, depending on your income. It can cost $108 to $450 a month. Part D is prescription drug coverage,

and it’s pretty expensive. A lot of drugs aren’t even covered. It really adds up. When you add the costs up, and include a Medigap policy which people will need to cover deductibles, a couple is spending $14,000 to $15,000 a year.” Ultimately, people are just not financially prepared, says Mitchell Katz, financial planner at CA Wealth Management in Bethesda, Md. “Health care costs probably inflate 5 percent to 7 percent (annually),” he says. “People just aren’t ready to cover those costs. At 65 years old, their health insurance alone may be $600 (monthly). That will double in 20 years.” Abrams says you should consider a long-term care insurance policy. They can be expensive, but tend to be cheaper if they are offered at work as an employee benefit. “If you live long enough, one of you will need it, if not both,” he says. “If they don’t have coverage and cannot qualify or cannot afford it, we try to get some kind of coverage,” he says. “It might not be the Cadillac of long-term care, but it will help with costs.” Part 3: Why the sick will face coverage problems, page 4

Part 3: Why the Sick Will Face Coverage Problems By Tom Murphy AP Health Writer The Republican push to replace the Affordable Care Act was revived this week in Congress by a small change to their plan designed to combat concerns over coverage for those with pre-existing health problems. The change helped get the bill through the House of Representatives in a tight vote, but experts say it may make little difference in the hunt for affordable coverage for these patients. The bill proposes setting aside an additional $8 billion over five years to help states cover those who may be subject to higher insurance rates because they’ve had a lapse in coverage. That’s on top of about $100 billion over a decade for states to help people afford coverage and stabilize insurance markets. The problem, experts say, is that the money is unlikely to guarantee an affordable alternative for those who get coverage under a popular provision of the Affordable Care Act that prevents insurers from rejecting people or charging higher rates based on their health. “Many people with pre-existing conditions will have a hard time maintaining coverage because it just won’t be affordable,” said Larry Levitt, a health insurance expert with the Kaiser Family Foundation, which studies health care issues. The ultimate impact on those with pre-existing conditions remains unknown. The bill now heads for the Senate, where it is expected to change, and the plan leaves many important coverage decisions up to the states. Still, it is making some who are now covered by the Affordable Care Act nervous. John S. Williams, an attorney in New Orleans whose multiple sclerosis medication costs $70,000 a year, buys insurance through the Affordable Care Act’s marketplace. Without protections for pre-existing conditions, he fears he would have to close his law practice and find a job that offers a group insurance plan. “We always hear about job growth and business creation — being able to have affordable health care drives that,” Williams said. “I have tremendous satisfaction with

owning a business, but I know that if I can’t get coverage, I would be forced to get a different job. I can’t not have coverage for my multiple sclerosis.” Here’s how coverage may change for those with pre-existing conditions under the plan: WHAT CHANGES? States will be able to get federal waivers allowing insurers to charge higher premiums to people with pre-existing illnesses who have let their coverage lapse. States can then use federal money to fund government-operated insurance programs for expensive patients called “high-risk pools.” HOW DO THESE POOLS OPERATE? Patients who couldn’t get or afford insurance could apply for coverage through these high-risk pools, which existed before the Affordable Care Act was passed. Even

though they were charged far higher rates, up to double the amount paid by consumers with no serious ailments, care for these patients is so expensive that government money was needed to fund the programs. DO THEY WORK? In the more than 30 states that had high-risk pools, net losses piled up to more than $1.2 billion in 2011, the high point of the pools before the Affordable Care Act took full effect. Medical expenses outpaced premiums collected, and losses averaged $5,500 per person enrolled. States used fees and taxes to make up the difference, and states sometimes made it more difficult for some to qualify for care. IS THE FEDERAL MONEY ENOUGH? An analysis by the health care consulting firm Avalere found that the money would only be enough to fund high-risk pools in a few small states. High-risk pools

could fill up fast with patients who have a lapse in coverage. People with pre-existing conditions could lose their insurance if they can no longer work due to their health. The Republican health plan also is expected to raise premiums for older people, who are more likely to have a pre-existing condition. “This gets complicated fast,” Avalere President Dan Mendelson said. About 2.2 million people in the individual insurance market have some sort of pre-existing chronic condition, according to Avalere. WHAT MIGHT THIS MEAN FOR PATIENTS? Because the bill is expected to change, and because it leaves big decisions up to the states, it’s hard to say now what it would mean. Also, federal auditors have not had time to analyze the plan. Proponents of the bill note that people in poor health would still be protected as long as they maintain coverage. If they don’t, the higher premiums they are charged would revert back to standard rates after 12 months, assuming the customer could afford to keep paying. In the past, risk pools have not guaranteed coverage. States have established waiting lists to get into their risk pools or restricted admission to the pools, since they ultimately have to balance their budget and they have no way to predict how high costs will climb. “There is no guarantee in the law that people with pre-existing conditions would get access to affordable coverage,” said Kaiser’s Levitt. Adrienne Standley, the operations director at a start-up apparel business in Philadelphia, is not waiting to find out. Her plan through the Affordable Care Act covers treatment for her asthma and attention deficit disorder, but she’s afraid the Republican plan will mean she can no longer afford doctor’s visits and medication. “I’m looking at stockpiling, making sure I have an inhaler,” she said. “I’m pretty scared to lose coverage.” AP writers Kristen de Groot in Philadelphia and R.J. Professional drummer and Chicago native Darryl Howell is sharing his passion and experience with the next generation of Chicago musicians. Howell has toured with the likes of hip-hop star Nicki Minaj and R&B crooners Avant and Maxwell. The drummer’s musical journey began at two-years-old, the age when his mother told him he first began playing with her dangling earrings as if they were cymbals. Although neither of his parents are musically inclined, they both recognized their son’s natural musical ability and supported it, Howell said. The musician benefited from a variety of musical influencers both in and outside of his home. “My father always had a love for James Brown and George Clinton & Parliament Funkadelic; anything from the funk era, my father loved it,” he said. Howell said he recalls being exposed to drums and an organ while he was in the care of the family of his childhood pastor from ages 3-6 years old. “I had a family at home supporting me and a second family speaking to me musically and doing what my parents couldn’t do,” he said. It was during his formative years that Howell’s love for the drums took full form. He estimated that he practiced over 10,000 hours before the age of 25. “I knew music was my passion, it was all I really loved to do,” Howell said. “Music overshadowed everything, it was all I wanted to do, it was all I was interested in.” After graduating from Thornridge High School, he went to South Suburban Community College before ultimately deciding to pursue his music career full-time. He credits the church for giving him the space to sharpen his skills and perfect his craft. “Church is the best practice there is,” said Howell. “Church is the most difficult art form, gospel is the most intriguing art form to play. That’s the best practice to me, church.” It was through playing in the church that Howell was offered an opportunity to perform alongside Avant - a move that would forever change his career. never auditioned for a gig because he’s always been hired based on word of mouth. To this day, he tells youth he works with to always “be prepared, practice your passion.” “As much as it may seem like a dream sometimes these opportunities do fall in your lap, and if you’re not ready, they will just be taken away from you,” said Howell. “All the practice that I was putting into my passion at a young age allowed me to perform.” Howell said when he’s not traveling or performing, he invites aspiring drummers to his home to play and offers them advice. He said there’s art within everyone even though it may not always be music. “I just want to show those kids that there is another way,” said Howell. “A lot of times our parents say, ’you go to school, you go to work.’ They try to keep us on the straight and narrow for our own good, but sometimes we have to let them know that there’s a gift within us as well. These kids are advanced these days, they need to know dreams come [true].” Howell said he’s all about “inspiring the next generation.” “When I become the old man, they’re going to inspire me,” said Howell. “You’re not going to be hot forever, so you have to reach back.” Howell suggests aspiring musicians perform at open mic nights, work with wedding bands, clubs, and more to get their foot in the door. Howell has advice for musicians on tour too. Performing on tour takes a “strong mind,” he said. He noted that while traveling can be lavish, it’s necessary to save money and plan for the “slow period” when tours typically come to a close during the holiday season and before new tours begin in the spring. He said touring can be taxing on the body, and because of the tight-knit nature of the business, “you have to learn to love everybody.” Howell said he welcomes interested parties to reach out to him if they would like him to speak to youth. Parents, students, teachers and faculty from ITW David Speer Academy filled the blocks in front of 37th Ward Alderman Emma Mitts’ ward office, 4924 W. Chicago Ave., in an attempt to persuade their elected official into supporting the expansion of their school to accommodate more students. The call for Mitts’ support comes with a deadline. In order for Speer to expand its campus located at 5321 W. Grand Ave., Mitts must approve the school’s submission to City of Chicago’s Committee on Zoning, Landmarks and Building Standards by May 17 for consideration before its May 22 meeting. The expansion is slated to be funded by a private philanthropy and no public dollars at a cost of $7 million. The expansion upon completion would accommodate an additional 300 students by school year 2018-2019. Speer is ranked as a Level 1+ STEM charter school within the Noble Network of Charter Schools. It is named after former Chairman of Illinois Tool Workers (ITW) David Speer. Tom Mulder, the founding principal at Speer, said this past year Speer received 2,000 applications and anticipated 3,000 applications will be submitted next year. He said as a parent he would want a voice in Speer’s expansion especially when the school is privately funded. “It’s not in my DNA to be out here doing something that I’m not passionate about,” said Mulder. “I’m not fake. I’m here not only as a principal but as a parent. I’ve got three kids at home and this is a choice, and if there’s an opportunity for more families to have this opportunity then they should.” Mulder said he’s had discussions with Mitts about the expansion proposal and learned, among other items, that the alderman was concerned about the low number of students from her ward that actually attended Speer. “I know her concern is that it may not be what her ward wants, and I just disagree with that. I talked to too many parents on our waitlist,” said Mulder. “I want her to know there’s a lot of parents that will do what it takes to make sure this goes through.” Alderman Mitts responded to the Defender in an email statement that said in part: “The general mood of the community is that this is not the time to squeeze scarce public education dollars for another charter-focused expansion. It’s nothing against Noble Charter School Network, and we’ve worked together on previous initiatives. But right now with all the fiscal budget turmoil facing the Chicago Public Schools and the city’s education system, all of us--parents, teachers, elected officials and community activitsts alike-- are concerned about the continuing impact of possible budget cuts for existing neighborhood schools.” Prancella Minor, the mother of Andrew

School choice, experience with her daughter attending a Noble charter school, and neighborhood proximity are the primary factors behind her support for Speer. Specifically, she mentioned Speer’s STEM school designation as a deciding factor as to what separates Speer from other nearby schools. “I think that if we want our students to compete with future students or when they get to college, they definitely need those components,” said Minor. Minor said although her son will be her last child attending high school, she felt it was important to support the students of other families. She said the protest in front of Mitt’s office was the first she attended in support of Speer. “I hope [Mitts] will at least consider this or at least tell us why she won’t [support expansion],” said Minor. “I think I deserve that as a parent in this community.” Bobby McCorvey, the father of Jayden McKay, a sophomore at Speer, highlighted school choice as the reason he joined the protest. “It’s important to me as a parent to have a choice in the education for my son,” said McCorvey, a CPS graduate. “I realize that the quality of education that I had isn’t as good as I thought it was as opposed to what my son is getting now.” McCorvey said he hopes that Mitts recognizes that parents care about their children’s future and that CPS has let them down in the past. He wondered aloud why not expand Speer to accommodate more students right now. He described Speer as “unique” among other schools. McKay was joined by both his parents as part of the protest. He said Speer was unlike any of the schools his friends attended. “Some of the things I appreciate most about Speer is that it feels like a home away from home; it’s a structured environment, you actually can prepare for the professional settings in the world,”
said McKay.

Alderman Report Card: Jason Ervin By Lee Edwards Defender Contributing Writer

This week’s alderman report shifts its focus to Chicago’s West Side to highlight the accomplishments of 28th Ward Alderman Jason Ervin. Ervin began serving the 28th Ward after being appointed to the position by then Chicago Mayor Richard M. Daley in January 2011 to replace incumbent Ed H. Smith. Ervin would go on to win the election in February 2011 for a full term. Prior to serving as a Chicago alderman, Ervin was the Villager Manager of the Village of Maywood. As alderman of the 28th Ward, Ervin serves portions of Austin, West Garfield Park, East Garfield Park, North Lawndale, Little Italy, Little Village, Pilsen, West Loop, Tri-Taylor and University Village. Currently, Ervin serves the Chicago City Council as vice chair, committee on Budget and Government Operations; vice chair, committee on Human Relations, and is a member on the committee of Committees, Rules and Ethics; committee on Economic, Capital and Technology Development; committee on Education and Child Development; committee on Finance; committee on Pedestrian and Traffic Safety; and committee on Transportation and Public Way. Legislation According to the City of Chicago’s Office of the City Clerk website, Ervin has introduced 100 pieces of legislation since October 2016. Of the legislation introduced, more than 60 pieces of legislation were either passed/adopted with the majority focusing on handicap parking permits and grant(s) of privilege in public way. The City of Chicago defines “public way use” as anything that extends over or is on the public way and therefore needs a permit to be issued by the Department of Business Affairs and Consumer Protection (BACP). Crime The 28th Ward is comprised of four Chicago Police Department districts - 10th, 11th, 12th, and 15th. Given the wide scope of the ward - which extends as far west as Central Ave., as far east as beyond Ashland Ave., as far north as Chicago Ave., and as far south as Cermak Ave.- the overall makeup of the crime statistics presented will vary. The following statistics were collected from the City of Chicago’s Police Department’s CompStats for Week 17. According to CPD’s statistics for the 10th district for the week of April 24-30, there’s been a 14 percent decrease in crime including cases of murder, criminal sexual assault, robbery, aggravated assault, burglary, theft, and motor vehicle theft from 2013-2017. However, during this same time period, murder, criminal sexual assault, and robbery all were slightly worse than in 2013. The 11th District witnessed an overall increase in crime from 2013-2017. In 2013, 999 cases of the recognized criminal offenses were documented compared to 1,064 cases in 2017. During that same time period, there was a 19 percent decrease in burglary and a 29 percent decrease in theft. The 12th District witnessed an overall increase in crime, too, since 2013. In fact, criminal sexual assault has increased by 111 percent in the last four years going from 18 to 38 leading up to the week of April. Motor vehicle theft is down 25 percent over

the last four years from 322 to 243. In total, the district reported 1,303 cases of crime so far in 2017 as compared to 1,108 reported in 2013. The 15th District witnessed increases in crime across the board from 2013-2017 but specifically in the category of murder, which increased by 183 percent from six to 17. Overall, crime saw a 12 percent increase from 631 reported crimes in 2013 to 708 in 2017. Schools Below are the rankings for schools within the 28th Ward based on Chicago Public School’s School Quality Rating Policy. According to CPS’ website, the SQRP measures a school’s annual performance based on but not limited to school culture and climate, student test score performance, student academic growth, attendance, graduation rate, preparation for post-graduation success, and more. CPS’ SQRP ranks schools on a 1+,1, 2+, 2, 3 scale with 1+ being the highest possible score. 1. David G. Farragut Career Academy School, 2345 S. Christiana Ave., Level 2. 2. Helen M. Our View: Oberweis’ Bill Imperils Public’s Right to Know Legislation to allow the dissemination of public notices only on the internet in Illinois is a radical departure from the proven public notice system that all other states use. As a result, the public’s right to know would suffer. The bill should be defeated. Dissemination of information to citizens through publication of public notices protects the public’s right to know. Through public notices, units of government inform the public about what they are doing or proposing which, in turn, helps the pubic effectively engage in the democratic process. The cost for public notices is minimal to each unit of government, usually less than a 10th of a percent of the budget. Legislation that took effect five years ago goes further. The Illinois Legislature unanimously approved a bill requiring newspapers to post all public notices they print on a public, free-access centralized website at no additional cost to government. That website is PublicNoticeIllinois.com. The system works well. Newspapers disseminate public notices and then certify that governments have complied with public notice laws. The public is served efficiently, in print and online. However, some people want to change that. Senate Bill 2032 would allow units of government to bypass publishing notices in local newspapers and, instead, post public notices on their own websites or on a state-run website. State Sen. Jim Oberweis (R-Sugar Grove) introduced the bill in February; a Senate committee is reviewing it. Lt. Gov. Evelyn Sanguinetti is a strong supporter; a task force she headed issued a report in December 2015 that favors the concept of “modernizing public notices.” Frankly, we are appalled by their cavalier attitude toward public notices and government transparency. As a respected, independent third party, newspapers reliably transmit this information in print and online. Newspapers for centuries have played a key role in the legal process of public notices by publishing, certifying and archiving them. It’s a long, proven process. By contrast, government is unreliable. The Citizens Advocacy Center reviewed Illinois local governments’ track record for posting notices online in three basic areas – public meeting notices, public meeting agendas and approved minutes from public meetings – as required by law through the Open Meetings Act. Of more than 750 websites surveyed, only 73 percent of governments complied with posting meeting notices, 57 percent complied with posting an agenda and a mere 48 percent complied with posting approved meeting minutes. That’s unacceptable. What can the public expect if local governments bypass newspapers and post public notices online? The same dismal record of noncompliance and lawbreaking. That would be a terrible blow to transparency. We are unconvinced that public notices, if placed only on government-controlled websites, would have anything close to the same readership they have now. Senate Bill 2032 is a radical departure from the proven public notice system that all other states use. Government would inevitably become less transparent, especially for people who aren’t online. And the public’s right to know, rather than being protected, would be diminished. Politicians like Oberweis and Sanguinetti ought to know better. They should realize that public notices in Illinois were “modernized” more than five years ago through legislation establishing the centralized website, which is PNI. Paying It Forward: First-Generation College Grad Leads South Chicago Charter By Maureen Kelleher Education Post

First-generation college student Vincent Gay started his journey on a wrestling scholarship at Edinboro University, near Erie, Pa. Early on, he got into such difficulty he started looking to transfer. But going back to Ohio would have been “a sign of failure,” he recalls. He looked hard for a better-fitting college elsewhere in Pennsylvania. “I was in my dorm room in the middle of the night on dial-up Internet, looking for schools that take transfers,” Gay recalls. He found 10 that met his criteria. “Temple accepted me but gave me no aid.” He was so desperate to stay far from home he planned to go to Montclair State in New Jersey, where the college gave him aid but his Ohio state grant for low-income college students wouldn’t transfer. Then, a miracle happened. “I got a financial aid package in July out of nowhere. They gave me a ton of money.” Gay thought, “I’ll go there.” He went to Temple, majored in education, and graduated in 2003. Since then, he has been giving back to other first-generation students like himself in a variety of roles: teacher, leader in after-school programming, and now principal of Baker College Prep, a Noble

Network of Charter Schools campus in South Chicago. Previously, he served as an assistant principal at UIC College Prep. Through these experiences, Gay has supported hundreds of high school students to launch their journeys as the first in their families to go to college. In addition to serving as Baker’s principal, Gay leads an advisory group and teaches literature two periods a day to the juniors struggling most with reading. He worked with teachers to create a special literature course just for them. And if they don’t show academic growth, he’ll be the one responsible. “If we’re going to have bad results,” he says, “I want my name on them.” Q. Why teaching? A. As a first-generation college kid, I was dead set on having a job at the end of it. No philosophy major for me! I played sports. I like sports. I like helping people. I thought, “I can be a teacher. I can be a coach.” Q. As a first-generation college student yourself, what is it like to support aspiring first-generation college students today? A. It’s fulfilling, but also draining. It is significantly tougher for kids to be first-gen today than it was when I was a kid. There are so many more distractions now with

social media. On Mondays I tell my advisory, “Whatever you did this weekend, that’s your priority, whether you were on your phone or with your girlfriend. If you didn’t get your homework done, that tells you where your priorities are.” There’s a piece where kids have to want it and that’s really hard. For our kids, I worry they could easily become the prey of for-profit colleges. Q. Do you keep up with your first cohort of graduates from UIC? A. Yes. They’re on Facebook. That group was really strong and driven, but some of them got tripped up. Kids who were compliant told us yes and did what we told them to do. At college, there wasn’t the same level of oversight, so they dropped. Some high-achieving kids burned themselves out in high school and they struggled, too. Q. How well-prepared are Baker’s seniors for college? A. I think their drive is on par with the UIC kids. The two biggest barriers our kids will have are: Did you go to the right school? Do you really want it? Q. What’s the biggest challenge around college advising at Baker? A. We can’t make you do anything. All we’re doing is advising on what’s the best play. Sometimes the issue is to push kids out of their comfort zone, away from plac-

es where they might be under matched. Sometimes we get emotional pushback. Then there’s that disconnect between what’s the brand and what’s a good school for you? We look for schools with strong graduation rates for minority students. Q. What about culture shock? I heard a class discussion at Baker about micro-aggressions. All the students were talking about how they learned to be aware when they might be hurting someone else with a micro-aggression. None of them talked about how to cope when they are on the receiving end. A. I think every kid is going to go through it. I’m looking forward to the kids experiencing culture shock in other ways, like never having to worry about having enough food or being safe. We took a college trip to Marquette and when we went to Starbucks, everyone was leaving their laptops unmanned. My students were shocked. They hadn’t seen that level of unspoken social trust before. I’m looking forward to those kinds of moments. You have to embrace new experiences. You have to go skiing even if you’ve never gone skiing before. Guy Lockard: Chicago The Musical

Datcher Defender Arts & Entertainment Editor No matter how often a signature show is produced, if it is a classic—we anticipate how well the next group of creators will deliver it and pray that they don’t mess it up. This was not the case for the musical Chicago, which premiered at the Drury Lane Theatre in Oak Brook in late April. The book by Fred Ebb and Bob Fosse with music by John Kander is based on the play by Maurine Dallas Watkins. The original Broadway rendition, which is a recipient of six Tony Awards, two Oliver awards, a Grammy and countless accolades, was brought to the big screen with the film winning the Academy Award for Best Picture in 2002. From the beautiful opening act to the end, the Drury Lane production did not disappoint. The theatre’s Artistic Director, William Osetek, along with the choreography by Jane Lanier and the music direction of Tony-nominated Roberta Duchak brought the audience into the fold in the 1920’s. The cast is one of the best assembled group of actors, including lead actresses Broadway veterans Kelly Felthous (“Wicked,” “Grease,” “Flashdance”) as Roxie Hart and Alena Watters (“West Side Story,” “Sister Act”) as Velma Kelly. It was the talents of principal cast member Guy Lockard, who stood out as Billy Flynn, who brought a unique flair to the classic production. The 6-foot-3-inch-tall actor played the clever lawyer who has the golden touch of controlling the narrative of both female murder suspects through the power of the press and the audience. Both an actor and natural born singer, Lockard grew up outside of Washington, D.C., where he got his start being a youth participant on BET’s Teen Summit show. The son of two police officers, he gradually began to audition for various televi-

sion shows and gained a solid reputation as a singer—performing with local Go-Go bands. Once having a recording deal with Interscope Records, he decided to step out and move to New York City to pursue his passion for acting. Some of his acting credits include appearances on “Law & Order,” “Law & Order SVU,” “Blacklist,” “Gossip Girl,” “Feed the Beast,” “The Affair,” “The Mysteries of Laura;” along with a list of theatrical productions of “Jelly’s Last Jam” and “Side Show” at the Kennedy Center. When Lockard is not onstage and screen, he is singing and writing music. His style of Jazz and love for House music has led him to performing his dance Guy Lockard single “Shoulda, Coulda, Woulda” overseas. He’s called New York City his home throughout his adulthood and the Defender had a chance to talk with Lockard, who takes on the lead role as one of the few African American male actors of the hit production. These are some big shoes to fill based on a musical production that has won six Tony awards. How does that feel for you? These are some big shoes to fill but I have big feet. [laughs] I think with due preparation, prayer and focus—I have been giving it my all. More than anything, I’m excited. I’ve always wanted to do Billy Flynn. Billy is the orchestrator of all this madness. I feel like he’s having the most fun in the show. Almost everyone else is fighting for their life—fighting not to be hanged. He’s

in charge of it all. It’s fun to play for two hours onstage because I get to speak to the audience. As Billy, I get to tell it differently every time. It depends on the audience, it depends on what my co-stars are giving me that day. It’s fun. You have a great background. You’re an actor with a list of television and theatre credits to your name as well as a fabulous singer so what is your first love? I can’t say. In one breathe, I can tell you that it’s acting. I love being able to inhabit characters because essentially every character is really an extension of you. Finding something that doesn’t live within you, really finding something to bring forward— something you wouldn’t always bring forward. In the same breath, singing because I feel the same way when I get on stage. I start to sing a song—an original tune or something someone wrote for me. Was there any fear in taking that leap when you moved to New York City? Sure, but at that point I just knew if I was going to do this—I had to. I had sung with many popular bands. Go-Go music was popular in D.C. and I was in the major bands. I even sang with other artists who became famous outside of D.C. I got to a point that I realized the fear of not doing it was bigger than the fear of giving it a try. I literally feared what could happen if I never gave it a try. I could get a job, go to work 8 hours a day, have a family and it’s a beautiful life,

but I knew that it wasn’t going to satisfy me. So, I went up there with very little money. My mom said something that really made me comfortable the night I left, ‘You can always come home and start over, but you can’t stay here long—not because I don’t love you but I can’t do that to you.’ She said I can come back to regroup and try again if it didn’t work out. Sometimes, you need to hear it. I probably wouldn’t change one detail of it. Did you worry about playing a role that was written in the character of Billy Flynn being White? One of the thoughts I had when I was called in to do this role was ‘how do I handle this because I’m Black.’ My Billy is from the Southside of Chicago and had a mentor who got him to go to school. He hustled his way up. Sort of the way Sammy Davis, Jr. did. He was probably arguably better than all the ‘rat pack’ because he had to be. He’s better than Frank, he’s better than Dean Martin, he could do impersonations of all of them. He had his own swag—he was loved. My Billy transcends all of that. How do you make this role fit to your own personality and style? This is 1920’s and there’s moments where I’m preaching. There’s certain things that I do. I asked for a bowl of nuts. We shake the nuts in our hands, pop them in our mouth without looking—that’s not what other people in other cultures do. That’s something that Black men do. My father did it, my grandfather did—African men do it. It’s just something we do when we’re shooting the breeze when we’re thinking. Those little moments are important to me when I develop the character. While my focus is not throwing my ‘blackness’ in one’s face, I don’t have to— I’m 6 ‘3 and very dark skinned. I don’t have to announce it and I’m not going to diminish it—no one has asked me to. It’s been fun playing with that balance and being an educated Black man. www.chicagodefender.com

Adele Givens: Comedy Keeps You Humble By Mary L. Datcher Defender Arts & Entertainment Editor When you think about the West Side of Chicago—people often identify some of the negative outcomes that result from its long history of crime. If you delve deeper, there are just as many success stories than sad statistics. What doesn’t tear us down—can often uplift us up. Adele Givens is a picture of survival, perserverance and determination. The comedian’s journey is powerful and filled with personal and professional curves and bumps in the road. Coming from a big family, she grew up around the Garfield Park community—attending Ryerson and Laura Ward Elementary schools. She went to Westinghouse High School for a brief period—eventually opting out to get her GED. She jokingly laughs, “People thought I went to Orr High School because I hung out there all the time. They were like, ‘Do you go here?’ ‘Yep, every time I want to,’” she said. At the time, Givens didn’t think of herself as funny in the way of becoming a comedian. She worked four days a week for Social Security Administration and parttime as a waitress at a popular West Side nightspot. “I was a waitress at the Rose Cocktail Lounge. I used to go around serving and getting tips. I was telling jokes to people one-on-one and they used to love and tip me.” In her twenties, she began to get phone calls from friends about a comedy search, hosted by the local radio station, WGCI FM. Her personality and charisma rang out her natural ability to bring her sense of humor to the stage but she didn’t realize it. “They were calling me telling me that I needed to do it and if I had heard about it. I thought everyone was crazy. You know how Black folks are—everyone just like to laugh and crack jokes. I thought I was a part of that, even my sisters and mom were calling my phone telling me about the contest. That’s when I realized I was funny when I started getting those calls,” she said. “I knew I was funny but I thought everyone else was just as funny.” The Crown Royal Comedy Search

brought out every local comedian throughout the Midwest competing for a chance to be noticed and win a nice cash prize. With several small venues to choose from to perform in front of an audience to advance to the semi-finals—Givens chose a club outside of her comfort zone. “I called my best friend and they had four options that you could go to—one of them was The Taste Entertainment Center on 63rd and Lowe,” Givens was a bit nervous because her place of employment, The Rose, was also on the list of participating clubs. Givens swept the finals in February 1990—winning the contest and sealing her fate for something beyond her backyard. Working the Chicago stand-up comedy circuit for several months, she decided to make a major move to New York City. “I got my ass on the train. My momma gave me a trunk, they all gave me their best wishes. I went to New York City, got there and was thirsty,” she said. Arriving there with only $200, she quickly ran out of money and was alerted by the hotel she had to leave three days later. During the finals in Chicago, Givens met the comedy duo Arsenal and Mitchell, the opening act for the headliner Sinbad. Givens remembers, “They gave me their information and told me if I was ever in New York City to give them a call.” She gave them a call, but pride wouldn’t let her reveal her status with the hotel—nonetheless, their generous offer to the struggling young comic set the tone to her journey today. “They told me they have four bedrooms and there would be no funny stuff. They knew how it was coming up, they stayed in their car. I was on my way to Western Union to grab money that my mom and Tony (who is now her husband) sent me. I went to Queens where they were staying. They were great, taking me to auditions and clubs.” It was at Club 88s where she met Def Jam Records’ President Russell Simmons, who was looking for fresh and upcoming talent for his new project. “Russell Simmons came up to me and told me he was going to do a new show. I pinched his jaw and said, ‘okay, call me.’ Back then, everyone was jockeying him but I was like, ‘Yeah, okay—everybody has

Adele Givens a project.’ I wasn’t disrespectful. I came home and a couple of months after that, he called me—they sent me a ticket and I went to tape Def Comedy Jam. It didn’t come out until 1992. That was my first television debut.” Since her first appearance on the hit HBO series, giving a renowned platform for Black comics—this led to her becoming one of the reigning Queens of Comedy working alongside fellow African American female comedians—Mo’Nique, Laura Hayes and Sommore. The show was filmed and subsequently shown on Showtime and later released on DVD. Her repertoire of work includes television appearances on “Moesha,” “The Parkers,” “Comedy Central Presents,” “Martin,” “Tracey Takes On ...” and “The Steve Harvey Show” in addition to roles in classic cult films “The Players Club” and “Beauty Shop.” The West Side native currently resides in Lexington, Ky., with her husband, Tony, where she continues to enjoy the tranquility of her family’s Southern roots. “I still have an apartment in Chicago. I can’t not have a place in Chicago. We came to Lexington to raise our sons. You know how it is in Chicago, even if you’re

not [gang] active, you could be a target. Being young, Black men—I didn’t want anything bad to happen so I came to Kentucky. Everywhere has their own little drama—Lexington has it too.” She continues to entertain fans, playing at sold out venues. Givens wears various hats as a writer, a filmmaker and a promoter. Her mind is always coming up with unique and politically “incorrect” concepts and pitches. She also remembers it was a time that none of this seemed attainable— not because she was Black nor because she was a woman in the business. Givens remembers. “I was so in the moment—I came from drug addiction and killings—I’m the heart of the West Side. The comedy turned into my escape. The obstacles weren’t obvious to me at the time. I wasn’t looking to excel and it get on TV. People from the West Side didn’t know I was doing standup until they saw Def Comedy Jam,” she explains. “It’s not like I thought I was better but I was trying to get away from all the devastation and tragedy that we kept experiencing. It was the best escape for me. I didn’t feel the obstacles.” She returns home to produce her own one-woman show during the Mother’s Day weekend at DuSable Museum of African American History. Aside from doing the average 20 minutes on other larger shows, the Queens of Comedy stand-up is excited to give her fans more time and quality entertainment. Givens remembers coming up as a young comic and requires promoters pay featured acts a certain standard rate when they open for her. Offering advice to the next generation, she said: “Comedy can keep you humble but you can be humble yourself. You can come out and everybody can love you, you’re on top of the world and the following week—you’re on a show with five people and a drunk person is heckling you... You should contribute to the art instead of expecting something from the art. You’re there to contribute—not to get some sh*t.”

National Mortgage Servicer Sued for Errors on 1.4 Million Mortgages CHARLENE CROWELL NNPA FINANCIAL WRITER

Families who have assembled the necessary financial resources to apply, qualify, and then purchase a home understandably value that key investment and its accompanying opportunity to build wealth. But buying the home is just the first step of securing the American Dream of homeownership. What many homeowners soon discover is that faithfully paying a monthly mortgage is in some cases just not enough. Although homebuyers choose their lender, they do not choose who services their loan – the company that accepts and processes their monthly payments. Nowadays, very few lenders also service loans made. Instead, a third party receives payments, maintains account records, and serves as the first point of contact should questions arise. Borrowers can also be caught in errors created by servicers whose records may not have been complete, incorrectly posted to accounts and more. Over the life of a loan, multiple servicers from different firms may manage a single mortgage loan. If borrowers discover something amiss on their loan records, they can soon find themselves in a financial maze, trying to decipher who did what and when with their faithful payments. Moreover, while these consumers seek to find out what exactly happened, both fines and fees can be assessed, or even foreclosures filed. Imagine that scenario affecting 1.4 million mortgage loans in all 50 states, with a combined unpaid principal balance of $209 billion. Even worse, imagine this disheartening scenario happening with a firm that specializes in servicing delinquent and subprime loans in years following the enactment of strong federal legislation designed to ensure protections from financial misbehaviors. In late April, the Consumer Financial Protection Bureau (CFPB), along with the Florida Attorney General and the state’s Office of Financial Regulation, filed lawsuits alleging Ocwen Financial Corporation with a litany of ills affecting virtually every phase of mortgage servicing. The Florida lawsuit alone affects more than 125,000 Ocwen borrowers. “Enough is enough,” said Florida Attorney General Pam Bondi. “Florida’s distressed Ocwen borrowers should no longer have to endure costly servicing errors and unfair practices.” “Ocwen has repeatedly made mistakes and taken shortcuts at every stage of the mortgage servicing process, costing some consumers money and others their homes,” said CFPB Director Richard Cordray. “Borrowers have no say over who services their mortgage, so the Bureau will remain vigilant to ensure they get fair treatment.” The lengthy and new allegations against Ocwen include: •Failure to credit multiple borrowers’ pay-

ments, or to correct billing and payment errors; •Mishandled hazard insurance that led to the lapse of 10,000 borrowers’ homeowners’ insurance; •Illegally foreclosing on at least 1,000 people – even though borrowers had been given 30 days to submit information to servicers, servicers instead initiated foreclosure proceedings and sales; and •Deceptive enrollment and charges to borrowers for add-on products. Readers may recall that many of the foreclosures that affected Black and Latino neighborhoods during the housing crisis were highcost, unsustainable adjustable-rate-mortgage loans. As mortgage brokers were paid financial kickbacks called “yield spread premiums” for selling these loans, borrowers were often steered into these higher-cost loans, not knowing that the broker had an additional financial incentive. “In 2013, the $2.1 billion joint state and national foreclosure settlement intended to provide compensation to mortgage borrowers who were harmed during the housing crisis,” said Nikitra Bailey, an EVP with the Center for Responsible Lending. “Dodd-Frank’s Wall Street Reform Act imposed new requirements for mortgage servicers and authorized the Consumer Financial Protection Bureau (CFPB) to implement requirements and adopt new rules, which the Bureau did in 2013.” “At the same time,” continued Bailey, “this new litigation underscores the value that the CFPB brings to consumers. Congress should allow the CFPB to continue to do its job.” In recent weeks, Members of Congress and President Trump have publicly called for regulatory rollbacks in general and for CFPB in particular. On April 26, Rep. Jeb Hensarling, Chair of the House Financial Services Committee, held a hearing on newly-filed legislation, the Financial CHOICE Act. Dubbed the Wrong Choice Act by consumer advocates, the bill would reverse much of what the Dodd-Frank Wall Street Reform Act authorized, including CFPB’s independent governance and funding. Bailey’s concerns were echoed by Congresswoman Maxine Waters. “This is one of the worst bills I’ve seen in my time in Congress,” Waters said. “It’s an invitation to another Great Recession—or worse. This bill is rotten to the core.” Senator Elizabeth Warren testified at an April 28 committee hearing organized by the minority members of the House Financial Services Committee. “Let me be blunt,” testified the Senator. “This is a 589-page insult to working families… This bill would let big banks, and payday lenders, and financial advisors go back to cheating people with no accountability. And it would unleash the same behavior on Wall Street that led to the 2008 financial crisis.” “This bill doesn’t solve a single real problem with the economy or with our financial system; but it does make some big-time lobbyists happy,” concluded Senator Warren. What You Can Do If You Missed Filing Your Taxes By Constant Watson III Defender Contributing Writer Most people who have IRS problems haven’t filed in a few years. It’s a common problem. You are not alone. Don’t be embarrassed. Nearly 10 million people have delinquent tax returns. In all my years of practicing before the IRS, I’ve seen people who’ve had a rough patch in their life that kept them from filing and paying their taxes. IRS problems happen to good people. Someone gets sick and they can’t work; someone loses their job. It’s terrible. There’s no money to pay the taxes one year so the person doesn’t file, and the person is afraid to file after that. He or she doesn’t want to get caught nor does he or she want to end up in jail. But worse than not paying your taxes is not filing your return—it’s against the law. You may be asking, “Is there anything I can do to get my life back?” Yes there is! You can get your life back. First you have to decide that you want your life back. You have to decide that you want to fix the problem. Once you make the decision that you want help, and you no longer want to live in fear or hide from those dreaded IRS notices, phone calls and visits—you will have taken the biggest step in getting your life back on track. Don’t let the IRS bully you into hiding under a rock, in the closet, or under your blankets. There are many options and ways to get your life back—and even better yet, there’s a way to protect your savings and your paycheck, and a way for you to keep your car! The laws have changed over the years—there are laws to protect taxpayers nowadays. Years ago you were just at the mercy of the IRS. But now you have a chance to get your life back. You could opt to represent yourself before the IRS. There is the offer-in-compromise program. Some people do go that route. But representing yourself before the IRS is like going to court without a lawyer. I wouldn’t recommend that. Or, you can hire someone who knows all the ins-and-outs and navigates the IRS maze on a daily basis. You can hire someone who knows how to protect you and your rights. Once you take that first big step and decide you are done with sleepless nights, you need to make the second biggest decision—hire a competent professional who cares about you and is an expert taking on the IRS. Believe it or not, there are new laws that have gone into effect to help financially strapped taxpayer’s today. The IRS announced its “Fresh Start Initiative,” which allows more taxpayers than ever before to settle up with the agency. South Side Native and Celebrity Dermatologist, Dr. Melanye Maclin, Encourages A Creative Approach to Pursuing Your Dreams

All dreams are achievable . . . although the path to success is rarely, if ever, linear. There are twists and turns, but if you’re diligent, creative, stubborn and patient, while keeping your eye on the ball, your goals will be realized. As a 14-year-old, Chicago South Sider Melanye Maclin recognized a void. Some decades ago, before the natural hair craze, Melanye was already socially conscious about the plight of Black women and our hair and wanted to ultimately create products that worked just for us toward the goal of beautiful tresses. Her declared interest in becoming a hairstylist was met with opposition. Melanye is from a prominent family of doctors, and they gave her exactly two options for her future education: she would either pursue her MD, like her mother, or her DDS, like her father. Case closed. Upon graduation from South Side private high school Morgan Park Academy, Melanye went on to Howard University where she would complete her undergraduate studies and medical school degree with high honors. Staying true to her desire to work with hair, she pursued a concentration in dermatology to focus on the health of hair and skin. Melanye knew that she needed to www.chicagodefender.com

deviate from the traditional route of practicing medicine. She wanted to empower and help as many people as possible by being heard and seen in mass media. Still with her teenage goals in mind, Melanye began her parallel efforts as a research dermatologist and media personality. During her last year of residency, newly minted Dr. Maclin was introduced to Viviscal, a company that produced a natural supplement that stimulated hair growth. They were looking for a dermatologist in the U.S. to introduce their brand to the Black community. Dr. Maclin carefully evaluated the product for one year before becoming their official Brand Ambassador. She opened several doors for them and in turn, developed her own reputation. As she learned more about product creation, Dr. Maclin began working on her own improved formula and created a nutritional supplement that addressed anti-aging for skin and stimulated hair growth. BellaNutri was released in 2004. A few years later came the introduction of BeauNutri for men. Concurrently Dr. Maclin – now affectionately known as Dr. Mac -- had been selected as the Medical Director for Hype Hair magazine, where she contributed content from the perspective of a dermatologist. It was the inception of “Ask Dr. Mac,” where Melanye provided consultation on hair and skin issues, designed not to replace, but to be used strictly as a supplement to medical advice given by primary care physicians. In 2007, Dr. Maclin attracted the attention of Steve Harvey, who invited her to WBLS in New York for a radio interview, which unexpectedly turned into a Q&A session with callers. It went so well that Steve decided to add her to the team, which completed her goal of being heard while providing dermatological assistance to a wide audience. Dr. Maclin made appearances on major networks, providing expert opinions, and she served as a television correspondent on Fox News in D.C., where she contributed her expert opinions consistently for two years. And then she got the call from HBO. They were looking to interview dermatologists for a documentary on the

importance of hair in the Black community. After hearing her on Steve Harvey, producers knew that Dr. Maclin would be a necessary addition to “Good Hair,” spearheaded by Chris Rock. After several hours of interviews with the producers and Chris Rock himself, Dr. Maclin’s discussion about the damaging aspect of relaxers on children and how they’re linked to fibroid tumors and early hysterectomies was featured prominently in the 2009 release. Combined with the creation of her own products and her participation in the film, Dr. Maclin received attention and was tapped for opportunities from other large companies to assist in the production of new, topical products and other medical supplements. Having surpassed her teenage goals, Dr. Maclin’s story is far from over. These days, Dr. Maclin, celebrity

research dermatologist, is working on new innovations and mentoring future med school students. Along with marketing her own BellaNutri and BeauNutri, Dr. Maclin consults for other brands. While she remains a Chicagoan at heart, Dr. Maclin now resides in Maryland with her husband of 17 years and two daughters, aged 12 and 14.
