By Charles Preston Defender Contributing Writer Chicago’s political climate grants a soapbox and a stage for a variety of performers. As students around the city welcome a new school year, the political theatrics dealing with education have shown no signs of slowing down.

This year, Mayor Rahm Emanuel and CPS officials called for Gov. Bruce Rauner to fund public education, megastar Chance The Rapper donated over $2 million to CPS schools, members of the Chicago Teacher’s Union protested furloughs at City Hall, and Black and Brown students of color waged a direct action at the July’s City Council meeting against their approval of public TIF funds from the South Side being appropriated toward the Navy Pier renovation project.

Political activity, particularly dealing with education, is in abundance and quite normal in Chicago. However, out of the constant narratives presented in media, it is difficult to locate student voices that are impacted by the political forces that dominate news headlines daily.

Enter Iris Haastrup and Maxine Aguilar––two friends––who dwell in Chicago’s South Side but attend very different CPS schools.

Iris Haastrup, a senior at Kenwood Academy High School, has had her academic experiences shaped by the city’s decision-makers and attends the neighborhood school. Maxine Aguilar is a senior at Jones College Prep High School.

school in the South Loop.

Haastrup and Aguilar both answer questions about being a Black CPS student in their respective schools.

Can you describe the community in which your respective schools are?

Iris: Kenwood HS sits in the Kenwood-Hyde Park area. It’s an area that has undergone a lot of recent development because of the University of Chicago. Outside investors want to “make the community better,” but the actual student population doesn’t get to engage in the best way that’s possible. The new businesses don’t always hire students from Kenwood or they are not really welcoming towards students as patrons.

Maxine: South Loop. There is couple of colleges in the area like Columbia College. There are a lot of White families in the neighborhood. It’s just south of downtown so we have a lot of access to transportation. It’s an expensive neighborhood because it is in close proximity to the museums, Grant Park, and Lake Michigan.

What is student-life like at your school?

Iris: Kenwood student-life typically surrounds itself with a sports atmosphere. Football and basketball are two very strong pillars. The community at Kenwood is big on “leadership” in a very respectable way. It can be very cliquey at times, but if you don’t want to be in that scene, you can exclude yourself and be your own person.

Maxine: It’s pretty good. We have good course selection. Every school has teachers who are not, but there are few of those at Jones. We have this parent orga-

nization called Friends of Jones. Wealthier schools usually have this because their parents have money to commit to the schools. When CPS was cutting a lot of art funding and teacher salaries, we didn’t have to fire any teachers because the parents donated enough money to supplement the salaries that would’ve been lost.

Do you face any challenges at home that can prevent academic performance?

Iris: I come from a fairly stable family.

But I know Kenwood is a neighborhood high school and a lot of people come with different baggage. Even though the school is predominantly Black, there are very different experiences within the Kenwood community. Some people are middle class. Some people are low-income.

Maxine: The challenges I face outside of school are limited to coming from a single-parent home and being from the South Side of Chicago. Outside of that, my mom does a really good job in equaling out that disadvantage.

Any difficulties you face as a student within the school?

Iris: Dealing with respectability politics within the school. Our school has to present themselves a certain way towards CPS so we get a lot of “Boys don’t sag your pants.” Girls have to dress in specific ways, even when other schools on the North Side have less strict dress codes because their schools are predominantly White.

Maxine: It’s not like overt racist things happen every day but sometimes things will happen on social media. I remember continued on page 3

Life on the South Side Is Good For Two High School Seniors

By Wendell Hutson Defender Contributing Writer Living on the South Side and attending the same high school all four years has been a good experience for two students gearing up for college.

While gun violence continues to plague many urban neighborhoods including Woodlawn, where Jayaln Taylor lives, the 17-year-old senior at Johnson College Prep said he wouldn’t change anything about his school.

“I like Johnson College Prep. It’s a good school and offers hope to every student who goes here,” said Taylor. “There’s no overcrowding at the school, the building is always kept clean and the environment is quiet and friendly.”

And despite his school being located at 6350 S. Stewart Ave. in Englewood, a neighborhood known more for crime than education, Taylor said he has no difficulties going to school on the South Side.

“Don’t nothing really happen around here. I feel safe when I come to school and when I leave to go home,” added Taylor.

Upon graduation Taylor said he plans to attend college and study music with hopes of becoming a hip-hop music producer.

Grammy-award rapper Lil Wayne is among his favorite musicians he listens to every day.

Living with his single mother, Taylor said his home life has not affected his ability to study as some students have said their environment does; Taylor said his home instead serves as a support base for him.

“I can say I’m good when it comes to my home environment,” said Taylor. “I know some students may have a disruptive home life that interferes with their learning, but I do not have any issues at home.”

Reflecting on increased political pressure Taylor said teachers face at CPS, he explained that egos and pride often hinder progress for students.

“Politics has no place in schools, but we know it exists,” said Taylor. “That’s why we have teachers striking and no money for schools. In the end, we [students] are the ones suffering. I just focus on myself and try not to let it bother me.”

when I was a freshman; there was a girl who made a video saying the n-word over and over again. There is a Republican club.

People would put up Trump signs. It’s not common because most of the school believes they are “woke,” but there are same people who don’t stand up for Black issues like they do for sexuality.

Another issue is engaging in activism in the school. Sometimes it is fostered but sometimes it gets pushback from administration who wants their school presented in the best possible way. www.chicagodefender.com

Antonius Finch-Ell, 17, is a senior at Thornton Fractional South High School, 18500 Burham Ave. in Lansing, and aspires to become a professional football player with the National Football League. He currently is a member of the school’s football and track teams.

“There’s a lot of love at my school.

That’s what you will feel when you walk into the school,” said Finch-Ell. “The school has ‘senior ambassadors’ and that’s a certain amount of seniors who help show

the freshmen around on the first day of school. And the teachers are patient with students, especially the freshmen who are new to the school.”

Unlike many public high schools on the South Side where the buildings are more than 60 years old and as a result the exterior has begun to crumble, Finch-Ell said his suburban school is solid and is always clean and looking good.

“The school is updated every two or three years,” contends Finch-Ell, who has attended T.F. South all four years.

What do you think about the political climate you’re in as a student?

Iris: I’m glad that this is my last year.

If I were younger, I wouldn’t want to deal with all of this. Kenwood has lost money from CPS and hasn’t reached its full potential because of it. It’s not Kenwood’s fault. I feel it’s CPS’ fault for not properly funding a school that has a growing reputation. We’re not given as much respect as a Jones because we don’t have the title of “selective enrollment.” As a person who went to a selective enrollment school, I know the education isn’t that different.

Kenwood should be getting more praise.

Maxine: I think it’s extremely unequal how funding is distributed in CPS. All the selective enrollment schools get resources. In order for a student to attend, they have to either test-in or live in a certain neighborhood. It’s very unequal in terms of who has access to the resources. This is where I can get the opportunities. It doesn’t sit well with me.

Is student voice supported?

Iris: Student voice is supported because of the connection you can have with faculty and administration. At Kenwood, I can go into the main office anytime to talk with the principal or administration. Having

But Finch-Ell said he is fortunate because he has no obstacles going to school.

“My school provides transportation for students who need it. And while I know some kids in Chicago have to deal with gangs as they travel to and from school, students out here [in the South Suburbs] rarely have that problem.”

According to education experts, education starts at home and not at school. For Finch-Ell, his home life has not only been conducive to learning but also helpful to growing up as a man.

“My family has always made sure I had everything I need to study and succeed in life. I know all students don’t have this kind of support, but like I said earlier, I am lucky to have a good home life.”

With a goal of studying business in college, Finch-Ell said he has his eye on playing college football and being drafted into the NFL. “I want to major in business because I like math and I know it will help me manage my finances,” said Finch-Ell. “But if I do not end up playing pro ball, I want to be an entrepreneur.”

According to Finch-Ell, the University of Wisconsin at Stevens Point and Northwestern University in Evanston have expressed interest in his football skills, but no scholarship offers have been made yet.

Mayor Rahm Emanuel has long complained that the state’s funding formula for schools was unfair because it provides more money to wealthier school districts over poor districts.

“Gov. Bruce Rauner is doubling down on the failed formula that rewards wealthy children who grow up in elite communities and penalizes poor children in Chicago and across the state,” said Emanuel.

Finch-Ell agreed.

“My school has air conditioners in all classrooms but I know that’s not the case at all public schools in Chicago,” he said.

“I don’t think one school deserves more resources than another one and priority should be given to those schools in need the most.” access to administration is great; if a problem should arise, we can have dialogue about how to fix it.

Maxine: Kind of. If it’s tolerable. The school doesn’t tolerate anything that is too disruptive. They take things seriously if it starts to make them look bad.

Are you excited about the new school year?

Iris: Not really. [laughs] Yes, to get it over with.

Maxine: I’m excited to get into college but not excited to apply.

One-on-One With Mayor Rahm Emanuel: School Funding, CPS Plans and Crime

By Mary L. Datcher Defender Senior Staff Writer Mayor Rahm Emanuel is the mayor Chicago residents love to hate, and at times, hate to love; but begrudgingly, critics of his politics sit on the fence. He has learned some hard lessons in his seat, serving the third-largest city in the U.S. and one of the most historically segregated ones that encompasses race and class.

After inheriting a massive budget deficit in 2011, the former Chief of Staff of President Barack Obama delved in, making significant radical changes. The closing of 52 CPS schools was a hard pill for parents, especially in predominantly Black communities across the city, opening up a duel battle between the mayor and Chicago Teachers Union president Karen Lewis.

Between pension pay-outs, threats of a teacher strike and the growing tension between communities of color and the Chicago Police Department--Emanuel called on community stakeholders for help.

His narrow win in a mayoral runoff against Cook County Board Commissioner Jesus “Chuy” Garcia in 2016 elections would be an “eye-opener” on the concerns of Black and Brown Chicago residents. But, what would follow directly after his victory lap would send tremors throughout the community and put city council and the Chicago Police Department under a microscope. The court-ordered police dashcam video of CPD officer James Van Dyke shooting LaQuan McDonald 16-times was released the week of Thanksgiving in 2015.

What would come next was a barrage of scrutiny and questions centered around the 19-year-old’s murder, the family’s approved settlement by the city council and whether the mayor was aware of the video before the mayoral election.

What followed was a year of administrative turnovers within the Chicago Police Department with the mayor’s appointment of Eddie Johnson as the new department’s Superintendent; a bevy of non-stop community forums; economic development initiatives; anti-violence and youth summer job programs; minority and business meetings and a great deal of behind-the-door damage control.

The changes are evident as construction begins for the new Presidential Barack Obama Center this fall; real estate developers swallow up more land moving South, and Chicago remains a top international tourist destination. For the last 18 months, the mayor and his administration have done lots of overhauls--trying to bridge the wedge between his office and the African American community. With the addition of former Chicago Urban League President and former U.S. Senate candidate Andrea Zopp as his Deputy Mayor, the move has

The Defender sat down with the Mayor to discuss a few key recent issues.

What are your thoughts on the recent School education funding bill signed by Gov. Rauner last week?

It’s historic because the state’s history is one of discriminatory funding. It reverses that. I think you have to the put the finances in the context of academics. In the face of one of the worst funding levels inequitable funding, Chicago children led the country in 8th-grade math gains.

Our fourth graders were one of the leaders in reading gains. Our graduation rate, every year for the last five years, has tripled the national average. Imagine if you didn’t have those type of headwinds financially? That was without the financial support of the state. The funding has finally increased and the equity around the funding has been a creative parody. The state is going to contribute to the Chicago teacher’s pension which they’ve been doing ever since the beginning for downstate and suburban teachers. Our teachers will be treated equally. Our taxpayers, who’ve been paying for other people’s pensions,

are now going to get money back to our teacher’s pensions.

Chicago property owners currently feel the stress of some of the country’s highest property taxes; with this new legislature in place, it comes with an additional increase of 2.5 percent.

I don’t take the $83 property tax increase lightly. Let’s put it this way, why are we here? How did we get here? In 1983, the teachers were given a holiday not to contribute to their pension. What was supposed to be one year has existed since 1983. The state never contributed to our teachers’ pension like everyone else.

Around 2000, the city stopped providing aid--they created a train wreck. We’ve averted that train wreck.

Do you feel moving in this direction will also prevent additional future school closures?

What I do know is that we have a moratorium, but we don’t have a moratorium in increasing our grades and academic performance. We’re going to continue academic gains, and we’re stabilizing the CPS finances.

Will there be any school closures in the foreseeable future? Most of our readers have concerns about the current stability of our neighborhood schools.

There’s no way to answer that. So right now, we don’t have to worry about it. Most people also carve out, will the state create equality? Every mayor before me-- from Richard J. Daley, Jane Bryne, Harold Washington, Richard M. Daley, Mayor Sawyer-have all asked the state to be an equal player in Chicago’s children’s education.

For the first time, on Tuesday that will happen.

Why do you think it has taken so long for this type of school education funding bill to take place among state legislators?

[He laughs] There’s always been a hostile environment from the state to the city. The truth is CPS in the past--the far past--weren’t always honest about certain things. What’s changed is that we’re transparent and our academic performance has changed. The state wants to be a party to continued on page 5

The Illinois Legislative Black Caucus Hold Informative Townhall Forum

By Mary L. Datcher Defender Senior Staff Writer The Illinois Legislative Black Caucus Foundation held a special town hall discussion at Malcolm X College after a ground-breaking vote to pass the School Education Funding bill in Springfield.

Members of the ILBC were on hand to participate on three major panel discussions to outline to the public different parts of the legislation including topics on Budget and Revenue, Healthcare and Education.

Moderated by Chicago Defender’s Senior Staff Writer Mary Datcher, the program opened up with remarks by ILBF Chairman Paul Williams and Assistant Majority Leader Kimberly A. Lightford.

The budget and revenue panelists included Assistant Majority Leader and Appropriations Chair Donne Trotter; State Senator and Senate Revenue Chair Toi Hutchinson; State Representative and House Revenue and Finance Chair Elgie Sims; and Executive Director for the Center on Tax and Budget Accountability Ralph Martire. Both Hutchinson and Trotter did a thorough job explaining where taxpayer’s dollars are allocated for regarding the Illinois State Lottery’s matched funds and gas tax going towards fixing roads and infrastructure.

On the school education funding bill, education advocates and legislators were pleased at the results of their hard work on fighting for more monies for school districts. Representative Lightford, State Rep. and House Elementary and Secondary Education Chair Will Davis; State Rep. Chris “Emanuel” Welch and House Higher Education Chair sat on the Education panel.

the school performance. I’m willing to have them be a part of it. Come and be a part of holding our kids up rather than tear them down.

I understand that you’ve increased your position on holding more unions and constructions accountable for hiring more people of color.

We did a couple of things. A year ago, we raised our numerical goals for minority women-owned businesses for the city--if you’re doing business with the city. About three years ago, we said :”If you’re a private or a non-public sector and can show us you’re a minority woman-owned businesses and it matches what you do with us, we’ll give you credit when you bid on our work. We want you to have minority women business goals not only in the public sector but the private sector.” www.chicagodefender.com

Kimberly A. Lightford Community stakeholders and residents had an opportunity to ask legislators questions regarding the local college status along with MAP grants for students afraid of enrolling in state-operated institutions.

Literature was available for attendees to understand the summary of SB1947, the school funding formula. Although, Democratic legislators are not in favor of everything including in the bill—they all agree—it is a historic victory for school students throughout Illinois.

Discussions cleared up the school voucher backlash for student scholarships to attend private schools. According to the student eligibility, families must have a federal adjusted gross income less than 300

percent of the Federal Poverty Level (FPL) when applying for the scholarships. They must also live within the focus district.

They are granted from February 1 through April 1 for priority groups on a “first-come, first-served” basis.

The healthcare panel discussion wrapped up the evening which included long-time legislator State Rep. and Assistant Majority Leader Mary Flowers; State Rep. and House Black Caucus Chair Camille Lilly; Executive Director of the Illinois Association of Medicaid Health Plans Samantha Olds Frey and State Rep. Sonya Harper.

Concerns of the Medicaid cuts to nearly 750,000 patients and 250,000 customers

on Obamacare—threatened to be repealed by the GOP Senate is real. The legislators explained how they are working through educating their constituents to become vigilant in making their voices known. One of their biggest challenges is bringing attention to the fight in Springfield to maintain social services that are threatened by budget cuts.

The fight is not over and not one to mince his words, Ralph Martire thanked the ILBC for leading the initiative on all fronts from criminal justice, budget and revenue, education and healthcare for all Illinoisans.

Will the goal be to make more CPS schools more trade-friendly like previous years?

We made Dunbar the vocational school for trades. I told all of the building trades--carpenters, electricians, painters, and bricklayers--you have to be a part of the curriculum. You got to get over here.

The good news, for the first time for a long time--those trades are at full employment.

The age of their workforce is older so they have their own self-interest. It’s one thing to badger them into this position; they see down the road unless they start recruiting kids of color--they will have a real hard time. They’re in Dunbar. In two weeks, we’re opening up a new plumber’s training facility--the first one in 40 years in the city. A new electrician training facility. We just opened up the new People’s Energy training facility and Exelon training facility.

Things that never existed in the city. That’s

where the places where kids of color and minority kids will have total access to good paying jobs that you cannot send overseas.

The Chicago Police Department released statistics that show the number of homicides and shootings are down.

There is still lots of concern for residents who deal with high crimes in their neighborhood. What do these numbers mean to the African American communities across the city?

To certain people, it’s esoteric; for other people, it is essential. You can look at the numbers, who wouldn’t be happy if you down 45 or 47 percent for August.

August to August declines. In Englewood at the 7th District, it has seen the biggest decline in the city. Now the city as a whole fell on shootings at 16 percent. Baltimore had a horrible year last year like us, and they’re up. We’re down. When you’re living in Woodlawn, it doesn’t make you feel any

better, but there’s a context to this. Here’s the thing that I think, and it gets another part of public safety. I have been adamant since day one, we’re going to make reforms, and we’re not going to do it to our police department where they have to get defensive.

We have better leadership that’s more attuned to community policing and more attuned from leading from the front to the troop. If our officers are doing well and making significant gains in August in the summer, then I’m going to say, “way to go!” Way to go to our officers. Way to go to our communities, way to go to creating a partnership, way to go working together, our summer job programs. Our community engagement works. At 45 percent it is not an error. Do we have more work to do? Yes, 100 percent we have more work to do. When you’re about to say we have more work to do, you have to ask--what’s working and not working? We made a dent.

St. Bernard Hospital Hosts Chicago Sends Community Baby Shower for Nearly Help To Hurricane 100 Englewood Expectant Mothers Harvey Victims

A happy mother-to-be displays large baby gift she received at St. Bernard Hospital’s Community Baby Shower in Englewood.

St. Bernard Hospital recently hosted its Second Annual Community Baby Shower for expectant mothers residing in the Englewood community. The shower was held in the conference room of the hospital’s new Ambulatory Care Center, 6307 S. Stewart Avenue. The purpose of the event was to educate expectant mothers about the resources available in the community to provide healthy development and lifelong well-being for their children. Lunch was served and all mothersto-be received gifts for their newborn babies.

Nearly 100 women attended the shower and many of them received pre-natal care at St. Bernard’s Women’s Wellness Center, which is open to all women, including those of childbearing age, regardless of their ability to pay. The Center provides medical and social services to promote healthy moms and babies.

Some participants are slated to deliver their babies at St. Bernard Hospital, which offers state-of-the-art labor and delivery rooms, a Level II nursery, as well as maternal-fetal medicine services. The Maternity Center also fosters a private and nurturing environment that supports new families and promotes patient and

newborn safety. While designed to feel like home, each patient room is equipped with high-tech medical equipment and a specialized clinical team stands ready to care for each mother and her baby.

“Hosting the Community Baby Shower is a joy for St. Bernard staff. We know from experience that too many expectant mothers in the Englewood community do not have baby showers or gifts for their newborn babies,” said Evelyn Jones, R.N., vice president of Nursing Services at St. Bernard. “We decided last year that we would help some of our expectant mothers by providing the essentials that newborns need.”

Located in the heart of Chicago’s Englewood community, St. Bernard is the last remaining hospital of four that once served Englewood and its surrounding communities. St. Bernard Hospital represents an essential safety-net community hospital providing high-quality health care with respect, dignity, and compassion for 113 years. More than 80,000 people receive care from St. Bernard annually with over 70 percent being Medicaid recipients.

As we listen to the devastating accounts from Houston and surrounding areas in the wake of Hurricane Harvey, many are left wondering how we can help those who have lost their homes and more.

Several businesses in the Chicagoland area have come together to make it easier for Chicagoans to make donations and ensure resources fall in the hands of those who need it the most. The Power of Black Media

By Carl D. West Defender Contributing Writer The flag has been planted. The Black press in Chicago came together like never before to challenge a formidable grocer and won. Actually, to be transparent, all parties involved have come up victorious.

Not only did six media entities get a win, their opponent, Mariano’s, also got a victory.

Mariano’s openly and respectfully does what most big businesses aim to do-- and that’s to create strategic marketing partnerships to increase their bottom line. The difference between Mariano’s and other big corporate brands is that Mariano’s most times completely ignore Black media in their efforts to invade Black communities and abstract as much discretionary money as possible, without ever giving anything relevant back in return. There is never an even exchange. And most successful business people know that there should always be a mutual understanding.

The Black press is not charity. The Black press doesn’t have their hands out looking for something for nothing. Each of the Black press that got involved in this campaign has a long history in Chicago as credible and respectable news organizations. Most have more than 30 years in business aside from TBTNews, whose place in the media landscape would not have been possible if others hadn’t paved the way-- others like the Chicago Defender, the Chicago Crusader, WVON, the Citizens News, and N’DIGO; each with careers in media spanning as far back as 110 years (the Sengstacke brand).

With that said, never before in recent history has multiple Black media companies in Chicago entrusted some of their future earnings to each other. Not until now.

And they did so in an astounding fashion as they noticed a problem, which is not a new problem, but one nonetheless. With this problem came an immediate solution that each media entity collectively understood was time to act upon. They gathered, discussed and decided this was a fight worth joining forces for.

The journey started with an article that attracted the attention of each media brand in mention. It seemed like a good discussion and from there came some inquiries. Those inquiries proved positive and the rest is history. Meetings were set up between Mariano’s key executives and the joined alliance of Black media cohorts.

From those intense but productive meetings came an understanding that something should be done to forge a partnership.

That decision was unanimousl and the next thing was to determine when and how. Those were simply answered questions for the Black press. And from all accounts, Mariano’s seemed to agree and came to terms on all requested proposals.

The final meeting--exactly one week later-stamped the deal and each person in the room felt vindicated and ready to move forward.

This week is the start of a 17-week promotional AD campaign that will appear simultaneously in each media outlet. Mariano’s commercial will start running on WVON. Inserts will be placed in N’DIGO, the Citizen, the Crusader and the Defendwww.chicagodefender.com

er. A banner AD will be placed on TBTNews. Not only that, each media company was allocated sponsorship money for select events to be used over the next year.

Also, collectively, the media partners will assist in planning Mariano’s signature oneyear anniversary celebration in Bronzeville, scheduled for Oct 25 and 26. This is huge because we insisted that all of their Black vendors be included in tastings or in-store promotions during the two-day event.

This is historic and we felt it was extremely important to highlight and celebrate this small victory. I say small because there are so many more challenges to combat and we’re prepared to take this business model and replicate it against other companies who infiltrate the Black community but refuse to engage in even exchanges with the Black press. That goes directly for these upcoming political elections, especially the Governor’s race, in which those heavy spending campaigns have always been slow and very reluctant to spend significantly with Black media!

Most importantly, we wanted to express to our business community that strategic deals can be done if you have a concerted agreement and great leadership. Black folks know how to lose, something we’re very familiar with in all industries from education, politics, community service, and business. And the one thing we kept discussing was how important this battle is for our community. We wanted to prove that Black companies (media) could go into a room and come out with the groceries. It was priority number one-a win for the community.

We want to thank Mariano’s and their executive team, even though the meetings got semi-hot, they showed a respect for our profession and wanted to find a solution. They did, and for that, we appreciate their sincerity and the opportunity to do good business with them. We also want to thank two aldermen who joined with us to ensure that this challenge would be fair and on neutral territory. Alderman Pat Dowell (3rd Ward) and Alderman Sophia King (4th Ward), your leadership on this particular issue proved invaluable and we thank you both.

Now, to my comrades in the struggle for fairness in AD spending: Dorothy Leavell and Mike House of the Crusader, Hermene Hartmene of N’DIGO, Frances Jackson and Dyanna Knight Lewis from the Defender, Darrell and Janice Garth of the Citizen, and Pierre Cooper from WVON, it has been a joy to work with each of you. These media giants performed professionally and with focus from the very beginning.

We’re committed to being one unit as we prepare to not only execute our designated duties to support Mariano’s but to identify other corporations who’ve been negligent in their marketing and advertising in the Black press. We are armed and ready for battle. But today, we’ll rejoice and celebrate this small victory. But remember, from now on, Chicago’s Black media is unified and watching!

Safe Passage Workers Prepare for Back To School with Rally

Hundreds of Safe Passage workers listened intently at a Back-To-School rally held in their honor at the Jones Convocation Center on Chicago State University’s campus.

By Lee Edwards Defender Contributing Writer Hundreds of Safe Passage workers gathered to support one another and hear from city and school officials before the start of a new school year at a rally held at the Jones Convocation Center on the Chicago State University campus.

Safe Passage is a program facilitated through Chicago Public Schools that hires individuals to monitor designated pathways for students as they travel to and from school. Participating schools craft their own specialized Safe Passage routes based on each school’s individualized plans based on student residences, popular modes of student transportation, arrival and dismissal times, and the school’s community, according to the CPS website.

Chicago Mayor Rahm Emanuel applauded the commitment of Safe Passage workers throughout the year. He said when students see Safe Passage workers, they see someone who cares about their well-being. He said Safe Passage has grown from 35 schools to 145 and from a few thousand students served to 75,000 students.

“Our kids know that they are our kids,” said Emanuel. “The kids know that if there’s a community behind them, I can tell you that, they can figure it out; and if

If they think people care about them and it’s more than their parents, they can sense that, too.”

Forrest Claypool, Chicago Public School CEO, thanked Safe Passage workers for ensuring students will only have to focus on their studies, not their personal safety, when they return to school. He said there hasn’t been an incident of student related violence along a Safe Passage route since 2012.

Dr. Janice Jackson, Chief Education Officer, described the atmosphere inside the Jones Convocation Center as “infectious.” She credited the contributions of Safe Passage workers for making a pos-

itive impact on CPS students both in and out of the classroom. She said since Safe Passage launched, student attendance rates at schools utilizing the program have increased from 86 percent to 94 percent over a six-year period. “[Safe Passenger workers] need to take credit because if it were not for you, our students would not be getting to school feeling safer than they’ve ever felt and doing great things,” said Jackson. “On behalf of every single educator and more importantly every single parent, because I am a parent, I know how important it is to keep your children safe, I want to say thank you.”

Keith Esper, 29, a six-year Safe Passage veteran and supervisor, told the Defender

he was initially inspired to apply to the program after speaking to current Safe Passage workers. He said since being hired, he’s received encouragement from community residents and passersby alike.

“I’ve been doing my thing with Safe Passage, watching over the kids, making sure they get to school safe and sound along the safe passage route,“ said Esper, who “loves” his position. “When people come to Safe Passage, we all work together; we are all a family, just to make sure the kids are safe and sound.”

Esper, who hails from the Englewood community, said he supervises the DuSable HS, Burke Elementary School, and the general Bronzeville area around 52nd & Michigan. Over his tenure, he said he hasn’t witnessed any acts of violence, although, he described his beat as “tough.”

The Chicago Vocational Career Academy product “wished” an initiative like Safe Passage was active when he was coming of age.

“If [Safe Passage] was around when I was going to school, it would’ve been way better, we would have been way safer, we would have been able to play in the parks and do whatever,” said Esper.

Evidence Based School Funding Becomes Law In Surprise Turn

By Lee Edwards Defender Contributing Writer Evidence based school funding advocates scored a victory with the signing of Senate Bill 1947 (SB 1947) by Governor Bruce Rauner on Aug. 31.

Advocates who had previously championed Senate Bill 01 (SB 01), which according to its synopsis, would have amended the School Code to account for evidence based school funding, were forced to switch gears to support SB 1947 after SB 01 failed to override an amendatory veto issued by Rauner on Aug. 1. SB 01 captured only 63 votes, which were several votes shy of the necessary three fifths of the majority to complete the override. According to its latest synopsis, SB 1947 creates the Invest in Kids Act which, among several educational initiatives, will introduce and implement an evidence based funding formula effective immediately.

The benchmark for success for SB 1947 is clearly defined. Specifically, Section 18.8.15 – C of SB 1947 states the goal of that piece of the legislation is to, “eliminate the achievement gap between at-risk and non-at-risk students by raising the performance of at-risk students and not by reducing standards.” For an explanation of the evidence-based model elements visit: http://www.ilga.gov/legislation/100/SB/ PDF/10000SB1947ham005.pdf.

Taylor Beale, a community organizing fellow with Illinois For Educational Equity (ILEE), has been active in the fight for an evidence based funding formula for many, many months. She said, leading up to final vote, ILEE hoped to change the minds of a few elected officials in opposition to SB 01 as the benefits of the legislation were too great to ignore. She said ILEE reached out to State Rep. David Harris (53rd Dist.), State Rep. Steven Andersson (65th Dist.), and other elected officials.

“This is not just a one-time formula, this formula is going to be a long term effect for school funding so we really need them to put the pride aside and look at the whole view from it for all students’ education and not just their district,” said Beale. www.chicagodefender.com

State Rep. Harris, who represents portions of Prospect Heights, Arlington Heights, Mt. Prospect, told the Defender prior to the final vote for SB 01 that he didn’t believe the legislation would have the support necessary to override the veto but he did support an evidence based model for equitable education funding – he voted against both SB 01 and SB 1947, respectively. He said his concern over SB 01 stemmed from the language and the prospective resources earmarked for Chicago Public Schools’ pensions.

State Rep. Andersson, who voted in favor of SB 1947, said he was a co-sponsor of an original version of SB 01 in the House entitled, HB 2808. He said he did not support elements of SB 01 and hoped a middle ground could be found because he did support evidence based education funding. He highlighted a piece of SB 01 that would’ve included Chicago Public School’s bloc grant for educational funding into the educational funding formula as one of his areas of concerns with the legislation. Andersson’s district covers portions of Hampshire, Pingree Grove, South Elgin, St. Charles, and Campton Hills.

Prior to the signing of SB 1949, the Chicago Urban League previously issued the following statement in support of SB 01: “Education is not a Chicago, central Illinois or downstate Illinois issue. We are concerned about all Illinois students, and rather than pit students against each other, we must instead invest in their futures.

If our leaders do not get this bill done, we may lose the only viable chance at an equitable school funding system the state of Illinois has seen in decades.”

“An equitable school funding system is imperative for Illinois students. Our CULtivate research report released in February found that there are a myriad of ways that our current educational system significantly disadvantages low income families, particularly African American students living in poverty,” said Shari Runner, President and CEO of the Chicago Urban League.

“Our poorest districts should not be the ones that have to suffer the most. Our district needs this new formula to finally put an end to over decades of inequity.”

New Family Dollar Location Opens in South Shore

By Lee Edwards Defender Contributing Writer The grand opening of a new Family Dollar at a formerly shuttered Walgreens is the next step in revitalizing a shopping center that was once littered with vacant buildings on the corner of 75th and Stony Island Avenue.

The official grand opening of the Family Dollar, 7544 S. Stony Island Ave., was on Aug. 19, according to store manager Rasheder Franklin. Family Dollar is a national retailer of affordable food, apparel, toys, cleaning products, and more. Family Dollar joins a shopping center which already features a Citi Trends, K&G Fashion Superstore, DTLR and a beauty supply store. Citi Trends, 7554 S. Stony Island Ave., replaced an uninhabited former Staples location in March, is the latest business to come to the center prior to Family Dollar.

Franklin, a store manager at Family Dollar for seven years, shared that local residents she’s spoken to “love” the store.

She noted too that her location is a “new generation” store, which means it has a wide variety of name brand merchandise in stock to match a different store layout.

She said that Family Dollar has prepaid for Cook County’s sugary drink tax on all the beverages so customers’ prices will remain low.

“A lot of people come in because it’s like a family; it’s a great store to add to this community,” said Franklin. “Just opening up new businesses and new Family Dollars in different communities, I think is good.

It gives new opportunities to create new jobs. Jobs are rare, scarce, so I think it’s a good opportunity.”

Family Dollar intends on opening 300 new locations across the nation based on the recommendation and approval by a

proprietary site selection process and real estate committee based on the company’s market demographic criteria, according to a company spokesman.

We have Saudi Arabian, Hispanic, and African American students. Ninety percent of our campus is made up of African American enrollment. We have to engage our students much differently than before.

Are there other character-building lessons you teach to students?

On our campus, one of the things I teach is a leadership course to all freshman males. I pull them away on Thursday night for about 35-40 minutes. We talk about the dynamics of leadership.

Leaders are those who select, train, equip, and influence. What we try to do is take our young people from where they are and teach them and bring them through the character traits of leadership.

That’s important for us, particularly when so many of our young people have raised themselves.

I came from a household where my father moved out when I was in the first grade. I was the youngest of three boys. I had to grow up a little earlier than perhaps I was supposed to. We have young people on our campus who have those same experiences. We try to look at the personal development, athletic development--those things are a part of life skills. If they fail, it’s because they make a wrong decision in some social dilemma.

Not because they can’t hit a curveball. Atlanta has several distrac-

tions outside of the campus, but it’s a great place to be.

What sets apart the new generation of students compared to previous generations you’ve taught?

They want it now, and they want it when they want it. If students are going to complain, they will complain in “real” time. The previous generations would complain to each other; they write a letter or go to the dean’s office.

Not this group. They will Facebook live; they will put it on right now.

What we have to do is use that-that’s important. As an instructor, I know that my students want to engage at 3 a.m. in the morning, so I have to have some resources or something online where they can engage with me. I’m not going to be up at 3 a.m. but I have to have a system in place where they can still interact.

Do you find there’s more pressure on HBCUs to excel as opposed to the Big Ten college programs?

I don’t think there’s so much a trade secret. You still have to beat the bushes to find talent. You have to recruit the same people that Oklahoma, North Carolina, and others are recruiting because everybody is not going to Oklahoma or won’t do well in North Carolina.

You still have an opportunity for these same young people.

Our place in history dictates that we don’t have to prove our relevance anymore. When we sing the Negro Anthem, when we stand--that’s a Clark Atlanta alum who wrote the song and his brother made the music. Across the board, both institutions can provide a history of legacy beyond sports. One of the things that is important for us, our coaches still have to do the same thing as the major teams.

There are so many people that we recruit because our coaches make contact as opposed to getting a letter. If the coach never comes to a practice and tries to close the deal in the wee hours of the morning, it’s probably too late for that.

How do the school’s resources assist young people who are not used to being away from home?

We understand, parents lend us their kids, and we see this as a partnership. You have a responsibility, and I see these young people like my sons and my daughters. For me, it’s a ministry. I have to be able

to embrace and take care of somebody’s kid as I would hope they would take care of mine. That’s number one for me.

What is so powerful about the Clark Atlanta’s influence on Chicago student enrollment?

They talk about the Grambling alums; there’s several HBCUs that can speak about the alumni. We made the Chicago connection at Clark ATLANTA. The school is the second destination that Chicago students come to; number one in Atlanta, Georgia. So, we’ve been in this market. There are several famous alums, but perhaps the one that comes from Chicago is Ms. Marva Collins. She learned her techniques at Clark Atlanta.

We have several VPs here; our alumnus organization is in the 700-member range. Many of them grew up in Chicago.

What are some of the benefits of doing the Classics? There is plenty of them in the Southern region, and it has become a high-profile event throughout the Black community.

For Clark Atlanta, we chose wisely regarding the Classics offered to us. I’ve created Classics before; I was an ADA at Grambling and won three Bayou Classics. I think for us, [Classics] allow us to build a national stage--expanding the brand, expanding our territory of recruiting students. The most important thing for us is the scholarships and other opportunities that other young people experience. The Chicago Football Classic is a natural for Clark Atlanta.

What is your motto and the school’s motto? What do you feel has been something that you live by on a personal level?

Clark Atlanta’s motto is “Find a way or make one.”

In the MIXX: State of the African American Male, Emmett Till’s Cousin Dies

By Mary L. Datcher Senior Staff Writer Folks are still recovering from the Labor Day weekend festivities taking place throughout the Chicagoland region. For the most part, the weather was a bit moody but the sun shined heavily on the 28th Mary L. Datcher African Festival of the Arts for Sunday and Monday’s activities and live performances. Although, Saturday evening’s Reggae concert was interrupted by a brief storm—Wayne Wonder carried over to Sunday night’s line-up, hyping up the park before the headline act.

Founding member of the Grammy-award winning act The Fugees, Wyclef Jean brought out a large audience of hip hop heads and Haitian natives to Washington Park. On Monday, the legendary R&B band Heatwave had everyone from wheelchairs to lawn chairs throwing their hands in the air—wrapping up another successful African Festival of the Arts weekend.

Crazy shout-outs to the board members and committees who help bring this wonderful festival of Black pride and unity together with our cultural heritage and roots. It is a beautiful and family friendly affair welcoming everyone from around the country. A special thank you to talent manager and event producer Allison Jordan for being back onboard and working hard.

There was a continual line-up of labor union parades and picnics celebrating the growth of working class Illinoisans. Several sightings from gubernatorial candidates Chris Kennedy, Daniel Biss and his new running mate, Carlos Ramirez-Rosa, shaking hands. Also walking in the parade were JB Pritzker and his lieutenant governor running mate, Juliana Stratton. Other sightings included Illinois Comptroller Susana Mendoza.

State of the African-American Male Conference For the first time since he held the first State of the African American Male Conference in Washington, D.C. in 2004, Congressman Danny Davis will host another conference in Chicago from September 8-9. In partnership with Sankofa Safe Child Initiative, the two-day event will be held at the UIC Forum, located at 725 W. Roosevelt Rd. The senior ranking congressman felt it was necessary to hold a program on African American males.

Black boys and men are at the bottom of the top when you measure things. The highest drop outs in schools--Black boys.

Earliest deaths—Black men. Highest unemployment—Black young men. Highest incarceration rate—Black men. So, all of anything negative that you can think of relative to social indicators in reference to quality of life--Black men lead the field. We try to figure out what can we do and how can we do it to change the trajectory,” he said.

Currently, nearly 89 percent of African American males are incarcerated at Cook County Jail. Davis, an advocate for ex-offenders making a better way through job training and employment, feels there is a reason why Black males fill the correctional facilities.

He says, “Much of it is determined on how we know what got us here. There is a reason for example that Black boys are out of school more than other boys. I maintain one of the reasons, when Black boys in many communities go to school—they never see a male teacher from K to middle schools. They definitely do not see a Black

man reading books or reading a newspaper—doing these things that would develop an interest in education.”

Despite having fourth grade education, Davis says his father was an avid reader. “I come to that conclusion based on my own experiences on how I grew and developed as a person. He read everything he could get his hands on. I developed traits of reading when I was a little boy.”

The State of the African American Male is a free conference which invites both youth and adults to participate. The Resource Fair and reception takes place on Friday, September 8 from 5-6:45 p.m., followed by an opening session.

The following day, several workshops-centered around economic opportunity, family strength, technology access, mental health, financial empowerment, women, nurturing and many other topics-- will be led by notable speakers.

“The University of Illinois at Chicago is partnering with us and Dr. Rex Tolliver who is the African American Vice Chandler of Student Affairs. He has been working with

us along with Annetta Wilson, Executive Director of Sankofa. Keynote speakers include Dr. David Sanders with Malcolm X College and Thomas N. Todd along with Dr. William Dale with Casey Family programs.”

With the participation of several community organizations, including the Boy Scouts of America, they are expecting nearly 500 youth to participate. There will be a number of public officials from various levels of government including African American mayors from Aurora and Waukegan.

“An idle mind is the devil’s workshop.

No matter how you cut it, if you come up with a way to keep young people motivated and involved with leadership and supervision from adults—in all reality and likelihood--those individuals are going to maintain what they learned,” said Davis.

Condolences and Prayers Our heartfelt condolences and prayers goes out to the family of Simeon Wright, the cousin of Emmett Till. At 74, Wright died due to complications from bone cancer. He was a witness to his cousin being kidnapped and later murdered that night

by White men accusing the 14-year-old of whistling at a White woman. Till was visiting and staying with relatives in Mississippi on summer break from Chicago.

Wright published a book recounting that tragic night that changed the face of Civil Rights around the country.

And, long-time advocate of justice Pat Hill died at 66 last week. The former executive director of Chicago’s African American Police League lost her battle with cancer at Northwestern Hospital. Hill was outspoken on how African American officers are represented and having a voice among their White fellow officers.

Obama Foundation Issues Request for Proposal to Four Construction Management Teams for Obama Presidential Center, Establishing Ambitious Goals for Diversity & Inclusion Major Minority-Owned Firms Tapped to Submit RFP in Obama Foundation’s Ongoing Goal of Bringing Local, Diverse Firms into Development of OPC Last week the Obama Foundation issued a formal Request for Proposal (RFP) to four teams under consideration for the role of construction manager for the Obama Presidential Center (OPC). The RFP highlights the Obama Foundation’s commitment to fostering inclusion and promoting diversity, as well as creating meaningful opportunities and jobs for local businesses, community members, and underrepresented communities in the South Side and throughout Chicago. With projects and initiatives all over the world, the Obama Presidential Center will be based on the South Side of Chicago, a community near and dear to the Obamas.

The Obama Foundation is asking its construction manager candidates to commit to awarding 50 percent or more of its subcontracts to “diverse suppliers,” which in addition to minority (MBEs) and women business enterprises (WBEs) includes businesses owned by veterans, individuals with disabilities, and LGBTQ individuals.

The Foundation is requiring that no less than 35 percent of the OPC’s subcontracts to MBE firms. With these aggressive goals, the Foundation is hoping to set a new precedent for diversity and inclusion in major construction projects in Chicago and beyond.

In addition to contracting practices, the RFP also asks bidding firms to detail new and innovative approaches to maximize diverse participation among the OPC workforce, particularly from underserved communities on the South and West Sides of Chicago, including Woodlawn, South Shore and Washington Park. Candidates are asked to provide not only job recruitment, but also job retention strategies, a sometimes-overlooked element in maintaining diverse workforces. Competing firms will be asked to detail how they plan to work with labor unions to increase the pipeline of talent among underrepresented groups. Competing firms are also being asked to think specifically about engagement among under-employed populations including ex-offenders and minority youth.

The Foundation is further requiring bidding teams to submit a significant amount of detail to demonstrate how the team’s own best practices align with the Foundation’s mission of civic engagement and commitment to diversity in hiring. The CM candidates will also be required to provide: •Detailed spending history with diverse suppliers, including past construction projects and operational spending (e.g. vendors for legal, advertising, communications, banking, etc.); •Breakdown of past philanthropic spending, including those firm’s contribu-

tions to educational, environmental and civil rights causes; and •Make-up of the board of each firm and diversity goals for current internal hiring practices.

“The Obamas chose to develop the Obama Presidential Center on the South Side to give back to the community that has given so much to them. With this RFP, the Foundation has established significant and aggressive goals for diversity and inclusion. We are committed to creating meaningful opportunities and jobs for local businesses, community members, and underrepresented communities in the South Side and throughout Chicago, and using our platform to pioneer new approaches to engaging minority populations in the construction industry to provide not just short-term jobs, but long-term professional opportunities,” explained David Simas, CEO of the Obama Foundation.

The RFP announcement comes after the Obama Foundation issued an open Request for Qualifications (RFQ) in June 2017 to firms interested in the construction manager position.

While construction is not slated to begin until late 2018, the construction manager is expected to join the project team before year’s end to provide pre-construction services such as cost estimating, constructability review(s), value engineering, and logistics planning during the project’s remaining design phases.

The following construction management teams have been selected to submit their proposals to the Obama Foundation: Clark/Smoot Presidential Builders (Clark Construction Group/Smoot Construction Company/GMA Construction Group, LLC/Bowa Construction) Founded in 1906, Clark Construction Group today employs 4,200 people in offices and jobsites across the United States. Celebrating its 25th year in Chicago, Clark has established itself as a premier local General Contractor, Design-Builder and Construction Manager. Clark is corporately headquartered in Bethesda, Md., with other regional offices in California, Florida, Texas and Washington.

Founded in 1946, Smoot Construction is one of the largest minority-owned construction firms in the country and provides comprehensive construction management, general contracting and design-build services.
