A
n ambitious plan to develop a Chilliwack-area ski resort was used by the project’s director to bilk investors out of hundreds of thousands of dollars, the B.C. Securities Commission (BCSC) alleges. The commission says Ronald Stephen McHaffie “committed fraud and illegally distributed securities” between August 2007 and January 2012. McHaffie raised about $642,960 from 30 investors by selling shares in BigFoot, which was incorporated in 2003. A website trumpets a plan to build a $300 million ski

that construction or completion of the ski resort was imminent,” the BCSC said in a press release. Instead, the commission says McHaffie used the money for personal items, including gas, meals at restaurants, groceries and retail purchases. BigFoot’s proposal was rejected in September 2010, but the BCSC said McHaffie raised an additional $111,070 after that date. The BCSC says it was illegal for
McHaffie to sell shares to 27 of the 30 investors, who invested a combined $621,960. The allegations have not been proven, the BCSC notes. etired School District No. 33 secretary-treasurer Don Murray had harsh words for the Chilliwack school board last week, taking trustees to task for deficit spending and the frequent turnover of secretary-treasurers in the district. After watching trustees clash over a point of order during a public meeting Tuesday, Murray laid the blame for that turnover with the board. “A dysfunctional board will get fewer good candidates for job openings than a board that works well together,” he told trustees during the public participation segment of the meeting. “I’m embarrassed at your performance tonight; apparently this is not unusual.” Murray, who was district secretary-treasurer for nine years before retiring in 2003, also blasted the board for not having a job description for its secretary-treasurer and for not requiring its CFO to have an accounting designation. “They’re the chief financial officer,” Murray told the Times after the meeting. “You want the chief financial officer to know some accounting practices and principles and how to balance a budget. That’s their job. They’re the head of the finance department and

he trial of a Chilliwack man accused of murdering his roommate will continue after a Supreme Court justice rejected a plea to throw out the case due to a lack of evidence. Steven Kenneth Frederickson is charged with the second-degree murder of Robert-Jan Planje, who disappeared following a disturbance in his Ashwell Road mobile home in December of 2010. Planje’s body was later found off a Hope-area forest service road. The trial, which began in February, was originally scheduled to end in April. But it has taken much longer, in part because of a series of voir dires—hearings during which the defence has contested the admission of the Crown’s evidence. After prosecutors wrapped up their case last week, defence lawyer Ken Beatch began his submissions by asking Justice William Grist to throw out the case for lack of evidence. Beatch argued there was no evidence his client caused the injuries that killed Planje. Were that motion to fail, Beatch said there was also no evidence that Frederickson intended to kill Planje—a requirement for a murder charge to stick. A pathologist had previously testified that sustained blunt-force trauma to Planje’s head had likely killed

the 64-year-old man. The pathologist said the injuries could have been caused either by something striking Planje’s head, or Plajne’s head striking an object. Beatch seized on that, arguing there is no evidence that Planje did not die in an accident or a fall. He also said there was no evidence of when Planje had died. “There is no evidence an unlawful act caused the death,” he told the court. Planje’s disappearance followed an argument between him and Frederickson on EB IRST D e c . 1 2 , 2 0 1 0 , First reported on which concluded chilliwacktimes.com with a call to 9-1-1. Frederickson was arrested as police tried to calm him down. He was later released, and returned to Planje’s home, where witnesses said another fight took place. Frederickson would later tell an RCMP officer that he and Planje later took a ride in the latter man’s car. He said the two got out of the car, Planje fell to the ground, hit his head and appeared “half-dead.” His body then rolled down an embank-

ment, at which time Frederickson said he panicked and fled the scene, after removing Planje’s clothes from the body. “The evidence here is clear,” Beatch said. “This injury could have been caused in an innocent manner. There’s no evidence to dispute that.” Crown counsel Paul Blessin, however, said there was plenty of evidence for the court to infer that Planje had been killed and murdered in his home in the early morning hours of Dec. 13. Blessin said blood found in the home and the significant damage to the house—including holes punched through walls—spoke to a violent fight. The home had previously been in good condition, witnesses had testified. Frederickson also admitted to police that the two men had clashed physically. Blessin pointed out that, while a neighbour saw two men fighting in the home, only one man was seen emerging. And when Frederickson was seen leaving the house—early on Dec. 13— he was seen pulling a large object—which the Crown says was Planje’s body— out of the house and into a car. Blessin said that together, the court had plenty of evidence to infer
Frederickson killed Planje. A murder conviction requires the accused to have either intended to kill his or her victim, or to have intended “to cause bodily harm that he knows is likely to cause his death, and is reckless whether death ensues or not.” It is that “second way,” as it’s known, that Crown said justified the murder charge. Blessin noted that even were the court to believe that Planje had fallen accidentally, the fact that Frederickson removed Planje’s clothing from his body at a time of year—December—when such exposure was likely to lead to death is evidence of the necessary intent. The judge agreed Crown had submitted enough evidence to continue with the trial. Whether or not that evidence is enough to warrant a conviction will not be decided until after the defence rests. And that won’t happen for a while. Beatch plans on calling Frederickson to testify. Frederickson, who is deaf, communicates by sign language. That caused logistical problems Thursday as a video camera was brought to court to record his testimony, in case of a future appeal. Delays setting up the camera led to the adjournment of the trial Thursday afternoon. With the court busy throughout June, the trial is expected to resume in early July, with Frederickson taking the stand.

E
very year, the RCMP holds an annual run and walk to support Special Olympics. On its face, the Law Enforcement Torch Run is just one of the many ways Mounties raise money for non-profit organizations in their communities. But dig a little deeper, and you’ll find all sorts of connections that make the event a highlight both for the athletes and the men and women of the RCMP. Walk into the RCMP’s Community Policing Services office on Wellington Avenue and there’s a decent chance you’ll be greeted by a friendly woman named Betty Colk. Colk is one of community policing’s longest-serving volunteers. For 17 years, she has been answering the phone, shredding paper and staffing the community policing table and display at community events. Colk is also a Special Olympic bowler who will be competing in her first provincial championships this July. And for many new Mounties to Chilliwack, she’s also the face of Special Olympics. Colk, an enthusiastic and eloquent speaker, is often tasked with giving tours of the community policing office to offi-
cers new to Chilliwack. And she beams Cpl. Density is coming: mayor

onstrained by the mountains and the Fraser River, and pinched by the Agricultural Land Reserve, the only thing certain about the future development of Chilliwack is increased density. “Every neighbourhood in our community will at some point in time experience an increase in density,” said Mayor Sharon Gaetz in a city press release that invites the public to open houses this Wednesday and Thursday. The interactive “Community Café” events June 5 and 6 are part of the year-long official community plan (OCP) review. “In order to protect prime valley floor agricultural land, Chilliwack’s growth management strategy will continue to rely on infill redevelopment, densification, and h i l l s i d e d e v e l o p m e n t ,” Gaetz said. “This is a great opportunity for residents to inform themselves and take an active role in shaping our growth policies, before

area was presented in 1988, according to the plan, but it did not proceed because “the conditions for ski development wavered in B.C.” While that plan puts estimated costs to develop the resort at $114.6 million, the initial cost is pegged at $300 million elsewhere on the site, “with complete build-out an additional $800 million to $1.0 billion over the next 5 years.” McHaffie told CBC News that he raised $2 million from investors and spent the money “doing the project.” He also said he would like to give the resort another shot, if he can get more money. “Bear with me; as soon as I’m better, I’ll go right back at it,” he told CBC. “I’m going to need more investors.”

e don’t talk about the real threats to our children Most parents worry when their children begin driving. They warn teens about the risks, and urge them to take care. That’s reasonable. In 2011, despite that care and concern, 291 British Columbians of all ages died in car crashes. In that same year, 526 people took their own lives in the province—80 per cent more than those killed in car crashes. Road crashes don’t come close to taking the toll of mental illness and problem substance use. Why don’t we, as a society, urge parents to have serious talks with their children about those risks? Stigma, in part. No one tells cancer patients or those waiting for hip replacements to buck up and “think good thoughts” to wish their infirmities away. But people with mental illness routinely face prejudice and a dismissive attitude that suggests they aren’t really sick. Public policy reflects our individual attitudes. People who have an obvious illness or physical challenge tend to get help. At the least, emergency rooms are there to provide urgent care. Those with a mental illness and substance use issues face a much tougher reality. Joshua Beharry wrote about his experiences in the Vancouver Sun recently. In 2009, at 22, he went to an emergency ward because months of depression had left him increasingly suicidal. He wondered if he should be admitted to a psychiatric ward for treatment. “I spoke to an emergency room doctor and a psychiatric nurse,” he wrote. “They asked if I had a plan to kill myself.” People are

Be Our Guest only admitted if they have a specific plan to take their own lives, he learned. “I didn’t have a plan so I went home,” Beharry recalled. And a month later, he tried to kill himself. The ER staff aren’t at fault. They send people away because there are no beds or treatment spaces. The community social services sector plays a large role in addressing mental illness and substance abuse. We provide supports, counselling and treatment to help people manage their illnesses, just like others facing health challenges. We work with families and communities so they can better handle the challenge of a parent or child facing a mental illness or substance abuse. Every day, we turn people away who need help, or place them on long waitlists. Budget freezes and cuts and a lack of integrated responses have created a crisis. That’s tragic. Illnesses that aren’t treated or managed frequently worsen. As conditions worsen, people dealing with mental illness or substance use can end up in increasingly perilous positions— on the streets, estranged from family and friends, unemployed, in jail or dead. (In 2011, the official who oversees the federal penitentiary system estimated 36 per cent of male inmates and half of women prisoners have some form of mental illness.) Could access to
services and treatment in a timely manner slash prison populations? The cost to us all is enormous. Estimates vary, but a 2010 study estimated the cost to the economy simply due to lost work days was $50 billion a year. Add the damage to families, the costs of homelessness and health care and the total rises sharply. Why is it then, that we invest so little in support, treatment and prevention? Former senator Michael Kirby, the first chair of the Mental Health Commission of Canada, noted that mental health and substance abuse represent about 35 per cent of the disease burden in Canada, yet receive about five per cent of the resources. Just last month, our Representative for Children and Youth Mary Ellen Turpel-Lafond noted in her report “Still Waiting” that a lack of clear political leadership has left this province with a fragmented, inadequate system of supports for youth facing mental illness, with long waits and little access to care and support. A new government has the chance to address these serious problems, and provide leadership, adequate resources and a strategy that links the health-care system and the community social services sector. discussion at the Chilliwack school district’s last meeting brings up an interesting question about the role of elected officials and senior bureaucrats in all elected bodies at every level of government. Just about anyone can run for elected office, which means we end up with people representing us who have skills and education that run the gamut from high school dropouts to PhD holders. Those in the administrative roles, on the other hand, are more likely to have a high level of education, highly specialized skills and training, and, in larger municipalities and school districts, years of experience. So at times it may seem unusual that at, for example, Chilliwack City Hall, we have highly skilled (and highly paid) senior staff doing mounds of research and coming to important recommendations that are then placed in the hands of people who do things like run funeral homes, chicken farms and tire shops. It may seem unusual but that’s a good thing, nay, a great thing. That is democracy. So when school board trustee Doug McKay says it is his job as an elected official—and not incidentally, a highly experienced ex-teacher—to support district staff (“the experts,” he says) by following their every recommendation without question, he’s missing the point of his job. It is not the job of McKay or Chilliwack Mayor Sharon Gaetz or Fraser Valley Reginal District directors or Cultus Lake Park Board commissioners to ask “how high?” every time senior staff says “jump.” Quite the opposite is true: it’s up to McKay, as part of a team of elected trustees, to tell senior school district staff what are his priorities. And it’s up to staff to implement them.

Lack of EFI is very disappointing
Editor: I am writing about the need for an early French immersion Program in Chilliwack. When my husband and I moved here five years ago we thought it was a wonderful place to raise a family. We still believe it is, in all respects except one . . . the lack of a French immersion program for our young children. My husband and I do not speak french but we had every intention of giving our children the benefit of learning a second language. Unfortunately, when I began looking at elementary schools in March of 2011, I was shocked and saddened to realize we do not have EFI. Chilliwack is the only community I have lived in that does not offer EFI. Even my six-year-old nephew, living in a community of less than 30,000 in the Yukon, is currently enrolled in EFI. I find it extremely disappointing both for my own family and for the Chilliwack community as a whole. When I first found out about our lack of French Immersion, I contacted the school board members and the former superintendent of schools, Ms. Corinne McCabe. I was told there was not enough interest from the public. Ms. McCabe told me the late French immersion met the requests and needs of the community. Now, two years later, the school board has done a feasibility study with the overwhelming majority of respondents in support of EFI. Obviously, we have the necessary interest. Please do not now give the excuse of money. Our children’s education should be made a priority. Please join me in again requesting an early French immersion program for our Chilliwack children. improve the antiquated Last Post Fund, was defeated in the House of Commons May 29. The Last Post Fund is supposedly in place to assist and recognize veterans for their contribution to Canada. In its present form, very few veterans qualify for any benefits it is intended to provide. Yes, Mark Strahl voted “nay” to this Bill on May 29. Hard to understand the rational behind his decision as I recall his personal commitment during his electoral campaign to support veterans in their quest to fix policies that negatively impact their lives. A friend recently lost her husband, a decorated Second World War veteran. She applied to the Last Post Fund for a military grave marker only to be denied because their combined estate (her deceased husband and hers) was more than $12,015. Is an estate of $12,000 the benchmark for assessing her husband’s loyalty/contribution to Canada? Matter-of-Right should dictate his entitlement and not means testing of his assets. Senate is based on population Editor: Re: MP Strahl’s opinion in “Be Our Guest,” May 30, 2013. What doesn’t the MP understand about “representation by population?” He states “the senate is not equal.” Canada’s population is not equally distributed Mr. Strahl, consequently Ontario with a population of 13 mil-
lion, Quebec with a population of eight million have more MLAs, more MPs and more senate representatives than B.C. that has fewer than five million people. Unless Mark Strahl and his ilk lobby to change this particular democratic method of representation, he has to accept that the two largest provinces will have more people in the senate than we in B.C. have. Editor: In Mark Strahl’s article “Our Senate must change,” he wrote: “I am angry that the unelected, unaccountable few have treated the taxpayers with such disdain. . .” He has perhaps forgotten the $16 glass of orange juice claim by an elected MP, not only a MP but cabinet minister to boot. As the saying goes: do not throw rocks if you too are living in a glass house. He notes that a few Senators are involved and I am willing to bet that a few of the current 308 elected MPs would not want a close inspection of their expense account either. Not convinced Bible is credible Editor: Regarding PastorVandop’s article in Faith Today, May 30, 2013.
The piece reads like it is a script from a text book memorized in bible school. Point 1: The Bible should be held to a higher standard than all other historical documents because it makes fantastic claims of magic and miracles. Carl Sagan used to say “Extraordinary claims require extraordinary evidence.” Point 2: The Bible was hand-copied by scribes for about 1,000 years. That leaves ample time to introduce errors, omissions, fakes and forgeries. Point 3: The Gospels are often cited as proof of the historicity of Jesus but it is now known that at least one-third of the Gospels are fakes. Point 4: According to recent scholarship, the New Testament has 19 of its 27 books to contain forgeries. You would not trust your mechanic to fix your brakes if his repair manual had that many faults, why would you entrust your life to a Holy book with that many faults? Point 5: Pastor Vandop says “The Bible meets or exceeds secular standards for credibility.” But how can it when there are no two manuscripts the same. Scribes are human, they have biases and they make mistakes. There is a study of two large manuscripts with many years separating them that has over 10,000 differences between them. Pastor Vandop has not convinced me that the Bible is credible. Ken Baigent Chilliwack

Graham’s senior boys rugby team may have won only one game at the provincial championships last week, but there’s no question the team belonged among the top eight in the province, according to coach Paula Jordan. The Grizzlies kicked off the provincials last Saturday by defeating Kalamalka secondary 15-10 to make it into top half of the tournament. They faced top-seeded Brentwood College next, and despite a 37-3 loss, Jordan called that game the high-
light of the tournament. “GWG played huge,” Jordan said. “There was no question that this team had earned their seat in the top flight of provincial play.” But the Grizzlies were plagued by injuries after the first game and had to settle for an eighth-place finish after a 20-7 defeat to Heritage Park and another 26-7 loss to Rick Hansen—both teams the Grizzlies had beaten during the regular season. Graham’s Anoop Dhillon was named to the tournament’s Commissioner’s 15

hane Kraemer and his South Dakota State Jackrabbits lost 4-3 in extra innnings Saturday to the University of San Francisco as their NCAA tournament hopes came to an end. Kraemer, who hails from Chilliwack, took the mound in the 13th inning but walked the two batters he faced to load the bases. He was replaced, but a subsequent sacrifice fly brought in the go-ahead run for San Francisco.
South Dakota State was unable to muster the tying run in the bottom half of the ending as their tournament hopes came to an end. The Jackrabbits had lost the previous day to the University of Oregon in their first game of the double-knockout tournament. They had qualified a week earlier by winning the Summit League, with Kraemer pitching five and a third scoreless innings.

hilliwack athletes ran, jumped and threw at the B.C. High School Track and Field Championships at Langley’s McLeod Stadium last week. Rosedale middle’s Tasha Willing led the way in the seniors category with seventh-place finishes in girls shot put (9.86m) and hammer throw 38.47m), and an 11th place result in discus (32.13m). Chilliwack secondary’s lone competitor, Caitlin LeBlanc, finished in 21st in girls 1,500metre steeplechase (5:56.17). G.W. Graham’s Ryan Higuchi jumped to 18th in boys triple jump (12.80m), 21st in long jump (5.92m) and 26th in high jump (1.60m). Teammate Jesse MacDuff finished 20th in the boys 800 metres (2:05.53) and 25th in the 1,500 metres (4:28.15) From Sardis secondary, Ashley Heisler came in 15th in the girls 800 metres (2:29.66) and 30th in the 400 metres (1:06.55).
Heisler also ran with the Sardis girls 4x100 relay team (along with Jennifer Wiebe, Michaela England and Caitlin Geary) and the 4x400 relay team (with England, Geary and Lauren Kean), which recorded times of 54.08 and 4:23.48, respectively, but both failed to qualify for the final. Unity Christian runner Katie Procee, meanwhile, competed in the girls 400metre hurdles and finished with a time of 1:19.46. At the junior level, A.D. Rundle’s Noah Bailey came in 20th in boys shot put (9.86m), while teammate Morgan Miller placed 15th in girls shot put (7.46m). From Vedder middle, Tanner Geary ran to 22nd in the boys 400 metres (57.83), while teammate Samir Rehmtulla placed 21st in the boy 1,500 metres (4:41.66) and 22nd in the 3,000 metres (10:14.08). A.D. Rundle’s lone female competitor, Afton Servatius, ran to 18th place in the 80metre hurdles (14.77).

Sardis golfers 5th S
ardis secondary’s senior golf team finished fifth out of 21 teams at the 2013 BC Provincial Championships at Crown Isle Resort in Courtney, May 27 to 29. The Falcons battled very wet, windy conditions on day one and completed the day in sixth spot with a team total of 323. Steven Scurr led the way with a three-over-par 75. Connor McLellan, 81, Tristan Dundas, 83, Grayden Northey, 84, and Mitchell Thiessen, 85, rounded out the Falcons’ first-round
scoring. On day two, Sardis posted a team score of 308 to move into sole possession of fifth place. This time the team was led by Scurr and McLellan, who each posted a 73 (+1). Dundas, 78, Thiessen, 84, and Northey, 88, completed the scoring for the Falcons. In individual scoring, Scurr finished tied for third out of 105 competitors overall, McLellan tied for 14th, Dundas tied for 38th, Mitchell Thiessen came in 66th and Grayden Northey tied for 70th.

That’s what I’ve been saying from the very beginning,” he said. Asked why he voted to approve those deficit budgets every year, McKay said he has voiced his dif-

It’s not the other way around.” The preliminary 2013-14 budget is scheduled to be discussed at the June 11 board meeting, at 7 p.m. at the district office (8430 Cessna Dr.).
