Falls Golf Resort sale plan approved Robert Freeman The Progress The B.C. Supreme Court has approved a plan to sell the financially troubled Falls Golf Resort and all its assets to Vancouver-based Pinnacle International Lands Inc. The plan approved last Friday sets out a timeline for the proposed transaction, including a meeting date for creditors, before completion of the sale to Pinnacle on or before Nov. 30. A PricewaterhouseCoopers monitor, appointed by the court when Blackburn Developments president Rick Wellsby applied for bankruptcy protection in early February, selected Pinnacle’s $15-million bid as the “most favourable” offer because it included both the golf course and surrounding development lands and “will provide the highest return to all creditors.” The PwC monitor also recommended the court direct Wellsby and other Blackburn principals to “immediately cease any further efforts to identify an alternative restructuring plan.” Wellsby had hoped to put together his own restructuring plan for court approval. He declined comment Tuesday on the court’s decision until more details of the impact of the proposed sale become clear. “All I can say about the Pinnacle deal for now is that they are the chosen bidder by the monitor, and we will see what takes place over the next six to eight weeks,” he said in an email to The Progress. A Pinnacle official did not return a request for an interview about the company’s plans, if the sale is completed.

‘No significant change’ seen at PRTC if RCMP contract isn’t renewed Robert Freeman The Progress

About 40 to 50 residents who bought properties developed by Blackburn near the golf course are not involved in the bankruptcy proceedings, but some may have made claims as investors in the company. However, the financial health of the hillside golf resort would have an obvious impact on their property values. According to a monitor’s report, the “Landus Group” (consisting of Landus Development Group Inc. and Home Equity Development Inc.) is the single largest creditor with total claims exceeding $23 million.

Blackburn’s total debt had spiralled up to $64 million, according to a monitor’s report, including $125,725 in taxes owed to the City of Chilliwack. The PwC monitor, who has effectively controlled the resort’s operations since February, was tasked with ensuring the company didn’t fall further into debt while a process for the sale was set up. The 162-acre golf course opened in 1996 and included a pro-shop, a restaurant and banquet facilities. The 71 acres of surrounding development lands have been approved for a mix of

commercial and residential uses. Pinnacle’s $15-million offer sets aside $2.85 million for Landau’s secured debt, $2 million for a mortgage registered against the golf course lands and a $10.5-million fund to pay bankruptcy fees, mortgagees and more than 100 unsecured creditors. In an earlier interview, Wellsby said the company’s financial troubles began in March this year when a mortgage holder called in a loan, which sparked a “cash crisis” and his subsequent petition for court protection. Earlier, in September,

2008, Wellsby had announced an ambitious plan to add a 940,000-square-foot sports facility to the golf resort that would house four ice rinks, an eight-sheet curling rink, and a multi-purpose indoor sports field. A 240-room hotel, a luxury spa, plus 90 “high-end” residential units and a 135-room dormitory for a youth sports camp were also included in the plan. There have been several grandiose developments proposed in Chilliwack’s eastern hillsides over recent years, but, so far, only Wellsby’s 1989 vision of The Falls Golf Resort has become a reality. rfreeman@theprogress.com

Federal negotiators have pulled out of contract talks with provincial officials for RCMP police services in B.C. But Chilliwack Mayor Sharon Gaetz says she finds it “hard to believe” the RCMP will withdraw its services. “I can’t imagine the RCMP would give up the kind of resources we have given them,” she said, like the new billion-dollar headquarters for the RCMP’s E-Division now under construction in Surrey, or the RCMP’s Pacific Region Training Centre here in Chilliwack. RCMP Insp. Ken Burton, officer in charge of support services at the PRTC, said he doesn’t expect a “significant change” at the training centre, even if the RCMP contract is not renewed. “There will always be a need for public safety training,” he said. “B.C. is a significant partner in the PRTC,” he said, and training would still be needed for members of a provincial police force replacing the RCMP, and for other agencies like correctional officers, border guards, conservation officers and court sheriffs. Much of the investment in training programs at the PRTC is “provincially driven,” he said, like the PRIME (Police Records Information Management Environment) program, an initiative the legislates all police forces in B.C. to use the same system to record crime events. “It’s not a case of the RCMP leaving and taking funding with us,” he said, and there will “always be a need for an RCMP presence in B.C.” as Canada’s national police force. More candidates appear as nomination opens Jennifer Feinberg The Progress More council candidates are coming forward as the nomination period opened Tuesday in Chilliwack for the Nov. 19 local election. Construction business owner Gerry Goosen said his goal is to get active locally and involved in making Chilliwack “grow successful” with solid business management. Goosen is 53, and married with four children. “I’m willing to listen and discuss Chilliwack best interests with residents,” he said. He supports “traditional” values and wants to promote “responsible” city management with his candidacy, according to his press release. The former dairy farmer also said he favours long-term downtown development and fostering a safe environment for children. The Chilliwack secondary grad was a volunteer firefighter in Rosedale for 13 years. Aside from Goosen, first-time candidates Dick Harrington, Garth Glassel, Ken Popove and Ron Wedel have also announced they are running for city council. Sharon Gaetz confirmed she is running for re-elec-

tion as Chilliwack mayor, and councillors Sue Attrill, Ken Huttema, and Stewart MacLean said they will also stand for re-election. Coun. Pat Clark will not be running again, and Coun. Chuck Stam said he will announce his intentions on Oct. 12. There’s been some speculation that the Chilliwack Chamber of Commerce president might make a bid for a council seat. Jason Lum was publicly seeking the advice of friends and family on Twitter this week about the prospect of his running, but he has yet to declare officially. Nomination packages came out on Oct. 4 for the local election for city mayor, six city councillors, seven school district trustees and five Cultus Lake Park Board commissioners. The nomination period ends on Oct. 14, with the declaration of all the candidates. Oct. 18 is the deadline for challenge of nominations. Nothing was seized at the time, but photographs were taken and reviewed to determine if the permanent court injunction was being obeyed.

Father busted driving with open beer in his hand

A 57-year-old Surrey driver was arrested Sunday on Highway 1 near Chilliwack with an open beer can in hand and his 12-year-old son in the passenger seat. “As a parent you have responsibilities, and this kind of thing is very upsetting to hear about,” RCMP Cpl. Tammy Hollingsworth said in a news release. But thanks to a woman who called police to report the erratic driver, and an off-duty officer who also saw the car “weaving between the slow and fast lane” and “straddling the centre line,” a tragedy was avoided, Hollingsworth said. “Had they not called to report this incident, the stor y could’ve ended very differently,” she said. The white, 2007 GMC Yukon pulling a red-andwhite coloured boat was “all over the road” when it was reported heading westbound on the Trans-Canada Highway near the Lickman Road overpass at about 8 p.m. A Chilliwack RCMP officer located the vehicle and pulled it over. “The driver had an open can of beer in his hand,” Hollingsworth said. The “scared and emotional” boy was taken by police to his grandmother’s house in Abbotsford to wait for his mother to pick him up. The unidentified father is facing several alcohol-related charges.

Worker safety first The details of the tragedy at a Langley mushroom farm on Sept. 5, 2008 have finally emerged, as the owners of the farm were in court after pleading guilty to numerous health and safety charges. Three workers died and two others suffered permanent brain damage. They were asked to go into a confined space to clear the blockage in a valve containing the chicken manure, straw and gypsum, which are used to make mushroom compost. This came after the farm owners had called a plumber to the scene. He was unable to fix the blockage and asked them to call a sewer pumping service. Instead, the job fell to the workers. As outlined in court, they were never given any information on working in confined spaces, nor was there any occupational health and safety training offered. Many of the people who work on such farms, in Langley and elsewhere in the Fraser Valley, are relatively new immigrants to Canada. They often get the jobs because they have limited job prospects and have some connections to the farm owners. They are also willing to work for low wages at jobs which involve hard physical labour. It is absolutely essential that anyone who hires other people to work in a business offer basic occupational health and safety training. It is also important that when there are hazards, such as confined spaces, employees be fully familiar with the dangers involved. They need to know when they can say “no.” The B.C. Federation of Labour has taken a major interest in this case and deserves credit for highlighting the importance of employers following basic safety practices. Farm workers are just as valuable as any employee on any job site. This case points out the need to ensure they fully understand all the risks of any job they are asked to perform. – Black Press

Dumb municipal leaders attack smart meters VANCOUVER – The annual Union of B.C. Municipalities convention spent quite a bit of time talking about new wireless technology. Unfortunately, most of it was wasted on ignorance and fear, fanned by the NDP, Green Party and some like-minded opportunists in local government. A tiny group of protesters gathered outside the Vancouver convention centre each morning, setting up a pile of picket signs wailing about imagined smart meter sins from privacy invasion to human rights violation. One of them allowed that she was wearing “special clothing” to ward off the bad rays. That’s understandable, since BC Hydro calculates that a delegate’s wireless signal exposure from four days at the UBCM convention is equivalent to standing next to a smart meter for 1,147 years. And that’s not even calculating

those other horrible sources of electromagnetic energy bombarding downtown Vancouver, such as traffic lights, spark plugs, and let’s not forget the Sun or Earth’s molten core. It wasn’t all foolishness, however. I attended an economic development panel, at which physician and cabinet minister Margaret MacDiarmid Tom described the conFLETCHER tinuing extension of rural cell phone and internet service underway since the extension of the B.C. government’s contract with Telus. There was not a discouraging word about cell phone towers, the innovation that spawned the antiwireless cult in California many years ago. Quite the contrary.

MacDiarmid was beseeched to get cell service to northern Vancouver Island and un-serviced parts of the Interior, and to cut through the multi-ministry maze still required for routine approval of towers. Cell phones save lives on remote highways. In the main hall, supposedly experienced municipal leaders continued to parrot fear of “microwaves” and such drivel, either because they believe it or because they are pandering to those who do. This continued on talk radio, which stoked the smart meter “controversy” all week, apparently because it reliably generates angry calls. The descent into farce became complete when delegates had a show of hands on a resolution to place a moratorium on a smart meter installation program that BC Hydro has already paid for. The vote was too close to call, so

they had to fish out their wireless voting devices to vote about 55 per cent in favour of the moratorium. Premier Christy Clark was asked after the convention if her government would contemplate a moratorium on meter installation. “No,” she replied. This is not surprising, since the motion effectively asks BC Hydro to waste $930 million. “I’ve spent quite a bit of time talking with the experts about it,” Clark said. “I don’t share those health concerns, because when we’re surrounded by wireless and cell phones, there are a lot of other sources of the problem that they’re concerned about.” I’ve argued with numerous people about this. They often start with an exaggerated claim about the World Health Organization’s risk rating. In fact, WHO acknowledges that people who claim hypersen-

sitivity to electromagnetic signals can’t identify them in controlled studies. WHO also notes that cell phone tower emissions are effectively five times weaker than the FM radio and TV signals to which we’ve all been exposed for decades. Cell base stations reach no more than two per cent of international limits. And smart meter signals are much weaker than that. I’m done arguing with people who make up their own facts. I’ll just address those who haven’t bought into this nonsense. Please, survey your council candidates on smart meters, and on Nov. 19, support only those who have the common sense to understand what a smart grid is. In addition there is a capital budget that presently approaches another $100 million. Re: Shining a purple light on domestic violence I was glad to read the article in the Tuesday, Sept. 27 Progress that states domestic violence is completely unacceptable in Chilliwack and anywhere else. Unfortunately, this was not always the case, and it brought back some very unpleasant memories. In the sum-

mer of 1982, my husband (who is now my ex-husband) was drinking heavily and became enraged at something I said, or maybe I looked at him the “wrong” way, I don’t recall. He grabbed me by the shirt collar and slammed my head into the wall. I’ll never forget the screams of my fouryear-old son who was forced to witness this.

I called the police and explained that my husband had assaulted me and that I was fearful for my own and my son’s safety. The police officer that I spoke to said they would send someone out right away. I hung up the phone and informed my husband that the police were on the way. I then waited, and waited.... No one came.

When I called back to police told me that no one would be coming after all, and that police believed that domestic violence was something that should be resolved privately at home without police intervention. I will never forget the feeling of shame and humiliation that I felt when I hung up the phone.

Love is at the core of true faith Every Sunday I and my wife, Urmil Singla visit church (dera) to attend a satsang (gathering of people) in Surrey. Every time different topics are discussed by different teachers (pathies). It’s a one-hour lesson – half in English, half in Punjabi. It teaches us so many methods to please God, but the main thing is “simpan” (repetition and remembrance). Men are men, whether of the East or of the West, and are all one. No one belongs to a higher caste as there is atma (soul) in each of them, and that is a particle of the Lord. Kabir says:

“The soul is a particle of Rama (God)”. God is never pleased with one who injures the feelings of others. Even though he may perform thousands of rituals and worship. He may observe thousands of fasts and say prayers thousands of times in each fast and may remember Him for thousands of nights; all these are not acceptable to the Lord if he injures the feelings of anyone. You may drink wine, set fire to a holy place, burn the holy book, or whatever, but don’t injure the feelings of another man.

Therefore, unless you make man happy, you can’t win grace of the Lord. If you want the Lord to shower his grace on you, then you should do good to his creatures. We have no right to call the Lord our Father unless we are in a position to call all men our brothers. We earn health and wealth in life, but at the end we leave all these things behind. Nothing will go with us. So please love all the creatures of the creator, be they human beings or animals. Madan Singla

An expanded hotel and academic facilities are also included in a 25-year plan for the PRTC site located in the Canada Education Park. Gaetz said B.C. municipalities have “no voice” in the contract talks, even though cities pay 90 per cent of RCMP costs. Langley City Mayor Peter Fassbender represents municipalities in negotiations, but has no vote. “It’s a little bit frightening for local government not to have a voice,” Gaetz said, pointing out that one-third of Chilliwack’s budget goes to policing costs, and Surrey spends nearly half its budget on RCMP services. She said B.C. negotiators want a number of concessions like restrictions on “unlimited” sick pay and the cost of train-

ing RCMP cadets. The provincial government has reached a “tipping point,” she said, in the costs it bears for RCMP services in the smaller communities and rural areas. Gaetz said policing costs are a major concern for municipalities the get only eight cents out of every tax dollar. “Obviously, all of us want to see police in our communities, we all want to afford that, but there comes a time when we can’t,” she said. The ALC tabled a new strategic vision for the future last November but the proposed new directions are stalled in Victoria because the provincial government has yet to make any decisions. On all nine of the original recommendations, Doyle’s report says the ALC is “awaiting direction from government.” The commission is seeking increased funding for several initiatives. The future foodgrowing productivity of the ALR continues to be damaged by illegal activity such as the dumping of construction material and tainted fill on farmland. Doyle previously found the ALC too often gives violators written or verbal warnings instead of issuing orders or fines because it can’t afford to defend tougher measures if they’re challenged in court. The Lower Mainland has lost eight per cent of its ALR land since the reserve was created in 1973.

Nothing has been done with five recommendations and the rest are only partly implemented. “I am disappointed that the ALC has made negligible progress,” he said in the report.

There are many fans in both cities who remember the early 90â&#x20AC;&#x2122;s when the Chiefs with Joey Potskin and Marc Gagnon, and the Lakers with Scott Longstaff and Dusty McClellan would entertain us with games that ended with scores like 9-8 and 10-7. Fans a little younger will remember the four final series and watching players like Jeremy Jackson, Jeff Tambellini and Gabe Gauthier leading the Chiefs to two final series wins over the Vipers. During the last five seasons, while the Chiefs were absent from Chilliwack, the Vipers were the class of the BCHL. Theyâ&#x20AC;&#x2122;ve won the last three league championships and claimed national championships in 2009 and 2010. The Vipers are also the Chiefs next home opponent on Oct. 14. What was once one of the best rivalries in junior hockey will be rekindled Friday night in Vernon. While it may have never reached the heights of rivalries like Boston Red Sox versus New York Yankees, Montreal Canadiens versus Toronto Maple Leafs, Ginger versus Maryanne or Rosie Oâ&#x20AC;&#x2122;Donnell vs Donald Trump, the Chilliwack Chiefs versus the Vernon Lakers/Vipers was once one of the best rivalries in junior hockey. It goes back to 1990 when the Richmond Sockeyes moved to Chilliwack to become the Chiefs. Chiefs spent their first four seasons in the Interior Division with Vernon who were then known as the Lakers. During those four years the two teams faced off against each other 40 times during the regular season with the Chiefs winning 16 of those 40 games. They also met twice in the playoffs, in 1991 and 1992, with the Lakers winning both of those second round series in six games. Keep in mind back then the games in both cities were played in small arenas where the fans were right on top of the players. If you were there, you know how special it was. The Chiefs then moved out of the Interior conference and the teams met just two or three times during the regular season from that point on. Despite that the rivalry hit new

(Kitson) Norma Kay Alexander passed away on October 4th, 2011 at Chilliwack at age 73 years. She was ALEXANDER born in North Vancouver, BC. Norma is survived by Don and Candie of Port McNeill, Brian and Mardy of Nanaimo, grandchildren Alexandra and Michelle, Megan and Myles, and one great-granddaughter Hailey. She was predeceased by her son Tony Jr. (October 1997). Norma loved the latest fashion styles and she loved to go shopping. She was a member of the Agassiz Curling Club. Norma loved to cook, travel, and she enjoyed spending time in her garden when the sun was shining. She loved to spend time on Vancouver Island with family and friends and she quite liked deep sea ﬁshing. She will be remembered for her bright smile and her fun, loving, nature. She will be missed. A Memorial Service will be held on Saturday, October 8th, 2011 at 2:00 p.m. at Henderson’s Funeral Home, 45901 Victoria Avenue, Chilliwack, BC.

(Art) Dec. 6, 1919-Sept. 30, 2011 Art passed away peacefully in his sleep at the age of 91, just 34 days shy of his 65th wedding an- CANTLON niversary, after a hard and courageous battle with cancer. The third child of Theodore and Flossie Cantlon, he was predeceased by his brothers Ev and Alvin. He is survived by his beloved wife Pat, son Jim (Carol), sisters Aimee (Harold) and Dorothy, brothers Darrel( Jessie) and Lynn, grandsons Seth (Christy) and Brad (Mandy), granddaughter Angie (Kevin), great-grandsons, Jake, Max, Cody and Ryder, and great-granddaughters Lexi, Mya and Taite. In 1941 Art enlisted in the Royal Canadian Ordnance Corps and served in the European theatre for the duration of WWII, rising to the rank of Armament Staff Sergeant. He was decorated with the 193945 Star: Italy Star; France and Germany Star; Defence Medal; Canadian Volunteer Service Medal and Clasp; War Medal 1939-45; The Canadian Forces’ Decoration and Clasp. Upon his return from the war he met Pat Wallace and they soon married and embarked on a long, adventurous and loving journey together. Art got his Electrician’s papers and started working as an electrician, but soon reenlisted in the Army and served in the RCEME Corps until retiring with the rank of Major in June 1969. Upon leaving the army Art put his skills into practice in the forest industry, working as a vehicle and mill maintenance superintendent in Houston, B.C., then Goose Bay, Labrador, and finally in Liberia, West Africa. He left Liberia in the middle of a revolution and said he was retiring. He then started Dart Services and undertook the rather large project of renovating the old Chilliwack Community Arts Centre. Art was passionate about the outdoors and loved hunting, fishing and river running. Art was an avid curler and loved participating in helping the community. He has been a long term member of the Legion and the Elks and became a Mason shortly after he moved to Chilliwack. Art served as Worshipful Master of the Mt. Zion Lodge #120 from 2004 to 2005. He will be missed for many reasons, not the least of which are his many stories, sense of humour, and his song writing and singing. In lieu of flowers, a donation to the Chilliwack General Hospital, 45600 Menholm Road, Chilliwack V2P 1P7 where he was given much care and compassion, would be appreciated. Special thanks to those who visited Art and brightened his days. A Celebration of Life will be held on October 16th at 1:00 pm at the Mason’s Lodge, 45905 Hocking Ave., Chilliwack. Thomas Harry Davies passed away suddenly on September 26, 2011 in his home, at the DAVIES age of 59 years. Born and raised in Chilliwack, he started his career as a car salesman. He tried his hand at running a pub, beer and wine brewing business and an import store. He ﬁnally settled in the jewelry business where he spent the last quarter century. Tom spent his time living life to the fullest. Whether it was challenging the Tamihi rapids, skydiving or racing around on his motorcycle or golf cart, Tom brought spirit and laughter to any room he entered. He will be remembered as a wonderful son, father, grandfather and friend. A man with a boisterous personality. Tom will be sadly missed by his parents; Ken and Ellenor Davies; his daughter Taya (Martin) Whitehead and grandsons Seth and Reece. He will also be remembered by many family members, friends and co-workers. Tom was predeceased by his brother, Mark Davies.
