Candidates talk water quality Jennifer Feinberg The Progress Clean drinking water is clearly one of Chilliwack’s best assets. When asked by The Progress how to protect local drinking water quality in an 2011 municipal election survey this week, almost every candidate emphasized the importance of the city’s water monitoring, sampling and groundwater protection program — and some even envisioned expanding it. A total of 15 candidates out of the 20 running for a seat on [more-online city council emailed www.theprogress.com responses by deadline as requested. Some of their ideas included an expansion of the groundwater protection plan to include Promontory Heights, actively seeking new water supply sources, engaging in better water conservation habits, and initiating a curbside pickup for toxic waste like paint and pesticides. The biggest threats to water quality could be coming from agricultural sources, several folks pointed out, since waste and pesticides runoff are a huge concern, and water recycling programs might help. There’s an urgent need for “best management practices” in the agriculture sector, one candidate said. Another said that upstream gravel and logging operations could also have downstream impacts on the Sardis/Chilliwack Aquifer. One said citizens have to “resist the temptation” to allow harmful chemicals and toxic materials to enter the sewer system, and hazardous waste drop-off locations and events have to be easy to fine. A number of the candidates knew that new sources of drinking water are currently being sought, as evidenced by the testing of the water in the East Chilliwack area to see if it would be suitable for water supply to Chilliwack in the long-term. Candidates debate role of school trustee Katie Bartel The Progress The role and responsibility of a school trustee has been a contentious issue amongst the current board of trustees. For three years, Chilliwack’s trustees have struggled to agree on what their role was, whether it was to pass a budget and create policy to guide the district or to take on larger responsibilities within district operations. When asked by The Progress what trustee candidates believed their roles and

responsibilities would be as trustees, several cited community advocacy in their responses, but many also addressed a need for more respect at the board table. (Complete responses from all the candidates who replied to our question can be found on The Progress website at www.theprogress.com.) “I believe that the role and responsibilities of the school board are to represent the community in helping shape the policies and vision of the school district,” said Vern Tompke.

“Unfortunately, we have confused this broad mandate with micromanaging our hardworking trained professionals.” David Russell said an effective board needs to look long term. “If trustees are micromanaging the operations of the district staff, they are losing focus on the overall, long-term performance of the district as a whole,” he said. Jack Bass would like to see teamwork brought to the table. “In participating and contributing as a team, rather than as

an individual, we accomplish more by joining our efforts.” Heather Maahs said you’ve got to be willing to get your hands dirty for the job. “This is not a check-yourbrain-at-the-door job,” she said. “The definition of the word trustee is ‘an individual person or member of a board given control or powers of administration.’ “Trustees need to be engaged and willing to roll up their sleeves for the benefit of the students and staff who are depending on them.” Continued: TRUSTEE/ p10

Limits to power noted by electoral area candidates Robert Freeman The Progress Seven incumbent electoral area directors are vying with challengers to represent rural communities at the Fraser Valley Regional District board. The Progress decided to ask the candidates a series of questions, which will be summarized in the editions leading up to the Nov. 19 municipal elections. The candidates’ full responses will be posted at www.theprogress.com. Because the role of electoral

area directors became an issue with the restructuring of the FVRD, the first question asked candidates what they saw as their role, if elected, and the role of the regional government in general. Most candidates saw the regional government’s role as providing services needed in the rural areas not included in the region’s municipal jurisdictions of Abbotsford, Chilliwack, Mission, Hope and Agassiz. But, as expected, all the candidates had different views on their role as area director.

In Area C (Hemlock Valley/ Lake Errock/Morris Valley and part of Harrison Mills), challenger Mel Waardenburg said his role as electoral area director would be to ensure residents “get what we pay for” through their property taxes. “The services provided to us by the regional district should be reviewed and changed accordingly, with direct input from the communities and residences that are affected,” he said. Putting on the Chilliwack Hospice Gala takes an entire year of intensive planning by organizers, said Geri McGrath, executive director of the Chilliwack Hospice Society. “It’s going to be an extraordinary event,” she said about the 8th Annual November Night Gala event at the Coast Chilliwack on Nov. 5. “Chilliwack has elegant and simple taste. We expect the

very best and that’s what we get.” Everyone is invited to enjoy a fabulous social event, and support a cause in Chilliwack “that’s both necessary and needed,” McGrath said. The glamorous gala will feature an Oriental theme, gourmet dinner, entertainment, dancing, silent auction and live auction. Former MP Chuck Strahl has agreed to be the emcee for the night. “He’s been such a big supporter of hospice and everyone loves him,” she said. “Plus he’s got that voice.”

It’s the biggest single hospice fundraiser of the year, and all proceeds go to offset CHS costs for programs and services. The title sponsor is Prospera Credit Union, which provides an array of volunteers on the big night, and more. Last year the glitzy event raised about $70,000 and officials are hoping for an even better result this year. “Every year the gala provides a considerable portion of our budget,” McGrath said. “It helps pay for everything from our children’s grief group, and adult groups, as well as

our relaxation program,” said McGrath. “It supports our Horse Whisperer Grief Camp for Children as well as pregnancy loss and family support.” The funding derived from generous donors helps cover the volunteer program active throughout the community and at the hospice residence, in addition to special events like the recent Hospice Film Series and the memorial celebration set for Nov. 17. “There are still a few tickets left,” she said. The residential buildout potential of Chilliwack’s Eastern Hillsides subdivision has been cut by nearly 60 per cent in a new area plan which comes before council Tuesday. The Eastern Hillsides Comprehensive Area Plan says earlier projections of up to 5,200 homes or 17,000 people for the area were unrealistic because of the difficult terrain and the necessary infrastructure upgrades. Instead, the draft plan suggests 1,700 homes, or up to 4,000 people, is more realistic. The draft plan is the result of months of in depth research and consultation, the City of Chilliwack said in a press release Friday. It identifies a new vision for Chilliwack’s Eastern Hillsides with environmental, social and economic factors guiding its development. The plan will be presented to council Nov. 1. A public open house will be held in early December, with the OCP amendment to adopt the plan anticipated in early 2012. “We have learned many things about sustainable development and best practices for community building, since the 1994 Eastern Hillsides Area Plan,” said Mayor Sharon Gaetz. “New Terms of Reference and input from residents form the basis of our shared vision for the future of the Eastern Hillside neighbourhood.” In the past, the focus for the Eastern Hillsides has been on individual residential subdivisions, with a projected build out yield of up to 5,200 homes for between 13,500 and 17,000 people. However, with the difficult terrain and required infrastructure upgrades, this scale of development is not considered to be viable. The draft Eastern Hillsides Comprehensive Area Plan provides for cost effective servicing and optimal build out yields of 1,700 homes or up to 4,000 people, while supporting the community’s hillside development objectives, environmental requirements, and geotechnical constraints, the city said. “Most importantly, the plan provides a solid basis for community building in the Eastern Hillsides neighbourhood.”

News ‘Bigger, better’ Valleyhaven opens for Chilliwack seniors Robert Freeman The Progress A bigger and better Valleyhaven seniors housing opened officially Friday with a poetry-reading by Grace McDonald one of the original residents. “The food is wonderful and the care is excellent,” the 88-year-old said before reading her poem to a crowd that included Chilliwack MLAs John Les and Barry Penner, and Chilliwack Mayor Sharon Gaetz. Kevin Svoboda, owner of Kaigo Retirement Communities Ltd. said there were “challenges” in the $16-million redesign of the old facility, particularly keeping 29 residents safely in one half of the building while the other was demolished. “But it’s one thing to build a facility,” he added, “and another to make it a home.” For that he credited Valleyhaven’s director, nurses, care staff, recreation and maintenance staff. “You guys have made this a home,” he said. Penner said the old facility looked nothing like the “bigger and brighter” Valleyhaven that has taken its place on Menholm Road behind the Chilliwack General Hospital. “Clearly, the old (facility) was getting a little long in the tooth,” he said. Privately-owned and operated, the new Valleyhaven has 91 beds, a 40 per odlumbrown.com

The three-storey building is operated on a “neighbourhood” system, grouping together seniors with similar needs. Each neighbourhood has its own kitchen, dining area and activity space. The residents’ rooms are larger, and there is a bistro, general store, wellness room, hair salon and recreation areas for residents. Les said more seniors housing will be needed in the future, “housing that’s clean, comfortable and dignified.” “Increasing the capacity for residential care in Chilliwack allows our seniors to stay in the community they call home,” he said. Heather Cook, the FHA’s executive director of residential and assisted living, said she was “delighted to see how beautiful” the new Valleyhaven is. But she added that the true measure of success is the care seniors receive. “That comes from the staff,” she said. Promises, promises Elections are a great opportunity to explore fresh ideas about the way we’re going to move forward over the next few years. But as Chilliwack voters listen, they should keep three questions in mind: Are these ideas affordable? Are they doable? Are they practical? The first one seems obvious. Except that in every election – federal, provincial and municipal – we are faced with promises that candidates have no practical means of keeping. So here’s a suggestion for candidates who want our vote: Don’t just tell us that you’re going to fix every pothole in Chilliwack, hire additional classroom staff, or put a roof over the downtown. Tell us what it’s going to cost and how it will be paid for. The second would seem obvious, too, except that in every election candidates float ideas that have no chance of success. That’s because some candidates apparently don’t understand the limits of the office they’re seeking. Municipal governments and school boards are creatures of provincial legislation. Their powers are clearly defined. And although those powers continue to evolve, they remain limited. Vision and ideals are important, but they need to be grounded in reality. Which brings us to the third question: Are they practical? Candidates could promise to cut our tax burden in half, or hire twice the number of police officers and firefighters. But they need to demonstrate the implications of these suggestions. Even a freeze on spending implies a budget cut (or the need for alternative sources of revenue) because of factors like inflation. Want to sharpen the scalpel? Then tell us where we’ll bleed, or how the pain will be mitigated. Elections are about ideas and dreams for a better tomorrow. But those ideas need substance, or they become nothing more than empty promises. ~ Greg Knill, Chilliwack Progress

Raise the white flag on the ‘War on drugs’ The Harper government should pay attention to last week’s Angus Reid poll showing that 79 per cent of British Columbians do not support keeping the current marijuana laws and that 81 per cent of them are concerned about increasing gang violence in B.C. Given the federal government’s blind determination to bring in tougher drug laws, more jails, and more prosecutions, they need a reality check that the causes of violent drug crimes are their outdated prohibition drug laws. To defeat crime, legalize and regulate the personal use of marijuana. The poll was commissioned by Stop the Violence BC, a coalition of past and present law enforcement officials, and public health, legal and academic experts concerned about the links between cannabis prohibition and the growth of violent, organized crime. Their goal is to engage people in discussions

to develop new marijuana-related policies. “The public is ahead of politicians in understanding that prohibition isn’t working,” said Evan Wood, director, Urban Health Research Initiative, BC Centre for Excellence in HIV/AIDS, and a professor in UBC’s Department of Medicine. “Cannabis is more available than cigaMargaret rettes and alcohol EVANS and, according to the Fraser Institute, the illegal trade is worth about $7 billion.” Control of that lucrative trade is fought on our streets in gang style turf wars putting everyone at risk. Sixty-nine per cent state that arresting marijuana producers and sellers is ineffective and that B.C. would be better off regulating and taxing marijuana use. More than 75 per cent reject the idea that possession should lead to a criminal record. In the U.S., a Gallup poll this month showed more than 50 per cent of Americans support legalizing marijuana use. Fourteen states have decriminalized its personal use. “These results reveal that British Columbians are clearly dissatisfied with the status quo and recognize the unintended harmful consequences of marijuana prohibition in terms of promoting organized crime and violence,” said Mario Canseco, vice president, Angus Reid Public Opinion. “The majority of British Columbians are ready for new regulations related to marijuana use and possession, and

reject the notion that tough-oncrime measures will be effective.” Support for Stop the Violence BC has attracted some heavyweights in law enforcement and the judicial system, none the least is Vince Cain, retired RCMP Chief Superintendent and former chief coroner for B.C. “In B.C. organized crime is reaping billions from the illegal marijuana industry and increasingly consolidating its hold through violence,” said Cain. “Stiffer sanctions will not reverse these trends, but legally regulating marijuana in B.C. would eliminate a primary source of revenue for these criminal groups, reduce gang violence, and generate tax revenue.” According to the organization’s report Breaking the Silence, an estimated $2.5 trillion have been spent on the ‘war on drugs’ in North America in the last 40 years, yet marijuana is as readily available today as ever. VICTORIA – Two months into a work-torule campaign by B.C.’s public school teachers, the bargaining agent for school districts is seeking an order forcing teachers to provide report cards. Education Minister George Abbott declined to comment on an application by the B.C. Public School

Katie Bartel The Progress What 16-year-old girl wouldn’t want a lifesized birthday cake – all about her? Chilliwack baker Christine Cutajar didn’t hold anything back when planning her daughter Cassie’s sweet 16 birthday cake. For more than a year, Cutajar, worked on drawings and designs, she chose accents and necessar y components, a n d figured out workarounds to bring it all together into one solid birthday cake. The night before Cassie’s party, Cutajar’s shop looked like an episode of Ultimate Cake Off, minus the competitors. There were baking pans and spatulas, flour sacks and cake samples spread all across her counters. And on her cupboards were progressive two-dimensional drawings of the cake’s design. “When you see this cake, you will know what kind of girl Cassie is,” said Cutajar, her arms covered in layers

of dried icing. Cassie is a girly girl who loves sports. She plays volleyball and competes in javelin, relay races, discus, and more. And when she’s not playing sports, she’s shopping, or dressing up in high heels, or listening to her iPod – all of which were featured on her birthday cake. T h e three-tiered cake had four, large, fondant volleyballs, four fondant shopping bags from her favourite stores, and an ipod topper made from a 10-inchby-7-inch Rice Krispie square. The first tier had Cassie’s name in bold, the second had friends and family front and centre, and the third had ‘live, laugh, love’ posted on the front – Cassie’s favourite phrase. The chosen colours were also her favourites – purple, black and silver – as were the flavours. The first tier was a lime cake with toasted coconut butter cream icing, the second was a

spice cake with cream cheese filling and the third was split, half orange cake with orange creamsicle mousse and half chocolate cake with chocolate mousse. “This is completely Cassie’s cake,” said Cutajar. “Ever ything about it is her.” Even the height. “Cassie’s five feet tall, so I wanted to make the cake five feet tall, because what 16-year-

old gets a five-foot-tall cake?” said Cutajar. Making it wasn’t easy. Cutajar has been baking professional cakes for 15 years. She teaches baking at Chilliwack secondary, and operates Christine’s Creative Cakes out of her home. She’s made wedding cakes, birthday cakes, themed cakes, hundreds of cupcakes. She’s made small

cakes, medium cakes, large cakes. But never has she attempted a cake this size. “This is the biggest cake, the most elaborate cake, the most work I’ve ever done on a cake in my life,” said Cutajar. And the night before the party, Cutajar was locked away in her shop for hours finishing it up. She was baking, mixing

colours, icing the layers, adding accents, and figuring out extreme components, like how to make the iPod Rice Krispie square rotate at the top. “When I’m making a cake, I usually don’t think about anything else; sometimes I don’t even eat,” she said. “I usually just turn the TV or music on and zone out.

“I was a terrible artist in school, I hated art, but you give me an icing bag and I’ll create. “It’s a labour of love.” Cassie’s cake was finally completed at 5 a.m. and when it was unveiled 15 hours later, tears filled Cutajar’s sleepy baker eyes. Community The quad community is raising toys for kids in need. On Nov. 5, the West Coast Sasquatch SXS Riders Club is hosting its fifth annual Quads.ca Christmas Toy Drive. Organizers are encouraging members of the quad community to bring their machine and ride or just hang out by the fire and socialize. Several families in Chilliwack rely on the food bank, which doesn’t always have a large supply of treats to offer. This would give them a hefty supply. “This would allow children and adults to have snacks longer throughout the course of the year, versus just one time,” said Reuter. The dental office will also be donating toothbrushes, toothpaste and dental floss to the food bank. The Progress Two more organizational meetings are being held this week by Occupy Fraser Valley, an offshoot of a grassroots movement against corporate greed that started in New York City and has spread to Vancouver and Toronto. A “diverse” range of people - from college students to retirees and representatives from other organizations - met at the first OFV meeting last week in Abbotsford, a spokesperson said. “Currently, we are focussing on actions starting in Abbotsford because we have a lot of Abbotsford members/supporters right now,” spokesperson Rachel Murrell said in a statement. “However, the number reaching out to be involved in Chilliwack is growing quickly, and soon there will be enough to support a Chilliwack chapter of action,” she added. The organizational meetings this week are open to anyone

interested in getting involved in the movement, but a public “general assembly” will be held at a later date. The first meeting this week will be held Nov. 1 at the UFV campus in Abbotsford from 10 a.m.-12 p.m. in room F110. The second meeting will be held Nov. 3 at the Clearbrook Library meeting room from 6 p.m.-9 p.m. Murrell said OFV will support all the Occupy groups eventually established in the Fraser Valley. “We want to see this movement spreading with demonstrations throughout the Fraser Valley,” she said. Chiefs bump slump with weekend wins Eric J. Welsh, The Progress The Chilliwack Chiefs put a five game losing skid to rest and started work on a new winning streak, taking back to back games against the Trail Smoke Eaters and Salmon Arm Silverbacks. The Chiefs (6-5-0-1) and Smokies (2-9-1-2) faced off Friday night at Prospera Centre, with Chilliwack earning a 4-3 win in overtime. The Chiefs got regulation time goals from Derek Huisman, Kit Sitterley and Jeremy Gossard. The overtime winner came off the stick of Trevor Hills, who beat Trail netminder James D’Andrea just 39 seconds into the extra session. Mitch Gillam tended net for Chilliwack, stopping 23 of the 26 shots he faced. Adam Faries and Taylor House beat Gillam in the second period, and Erik Cooper scored with 3:24 remaining to force OT. “We didn’t play well early in this game. We were nervous and tentative, with not a whole lot of energy,” said Chiefs head coach Harvey Smyl. “As the game progressed we got better and better. I thought the kid line of (Garret) Forster, (Jaret) Babych and Gossard brought a lot of energy and created most of our chances.” Chilliwack hit the road Saturday night, travelling to Salmon Arm to face the Silverbacks for the second time this season. The Chiefs beat their Interior conference rivals 6-4 in early October, and handed the Silverbacks a 3-1 loss at the Sunwave Centre. Salmon Arm opened the scoring, with Devin Muller pulling the trigger just 38 seconds into period one. David Thompson knotted the score at 1-1 midway through period one, with Sitterley and Chris Blessing adding second period markers to wrap up the scoring. “Other than the first four or five minutes I thought we did a great job of shutting them down,” Smyl noted. “They didn’t get a whole lot of grade A opportunities, and most of their shots came from the perimeter. It was one of those greasy road victories.” Gillam got another start in goal, stopping 23 of 24 pucks to even his regular season record at 4-4-0-0, with a 2.35 goals-against average and .928 save percentage. After splitting starts with Bryton Udy through the first nine games, the 19-year-old Ontario native has gotten the last three, perhaps an indication that Smyl has arrived at his go-to guy in goal. “Udy’s last two outings haven’t been fantastic,” Smyl said. “He knows that, agrees with that and is working his butt off to get better. He’s working with our goalie guy, Rob Bruni, but right now Mitch is on a bit of a roll.” Chilliwack is home Wednesday

Hutchinson was in the lineup for both of Chilliwack’s weekend games. Before joining the Chiefs, the North Vancouver native logged 89 BCHL games with Surrey, Quesnel and the Express, recording 14 points and 120 penalty minutes. Hutchinson adds size to the Chilliwack blueline, tipping the scale at six-foot-one and 196 pounds. “Matthew takes pride in his defensive play and enjoys the physical part of the game, so he is your prototypical stay at home defenseman,” Smyl said. “We didn’t play that well defensively on the road the weekend prior and felt he could help in that area.” To make room for Hutchinson, 19-year-old defenceman Justin Elliot was released.

Fierce competition at Canada West camp Selection camp wraps up today for the Canada West coaching staff as they try to select their roster for the 2011 World Junior A Challenge. The tournament is being held Nov. 7-13 in Langley, with two Canadian squads (West and East) taking on four international entries from Russia, Sweden, the Czech Republic and United States. There are no Chilliwack Chiefs vying for spots on Canada West, but there is also no shortage of BCHL representation. Powell River goalie Sean Maguire is competing with a pair of AJHL stoppers (Colin Dzijacky, Grand Prairie and Tyler Briggs, Lloydminster). Jayson Argue of the Manitoba League’s Swan Valley Stampeders is also in the mix. Five BCHLers are battling for

blueline spots, led by Vernon Viper defencemen Brett Corkey and Luke Jaha. Powell River’s Jordan Paddock, Penticton Vee Troy Stecher and Merritt Centennial Reece Wilcox are also in the running. The BCHL dominates the forward selection process, with 12 of the 18 invitees hailing from the coastal circuit. The Coquitlam Express (Alex Kerfoot and Alex Petan), Penticton Vees (Curtis Lolk and Travis St. Denis), Powell River Kings (Evan Richardson and Teagan Waugh) Prince George Spruce Kings (Jujhar Khaira and Paul De Jersey) and Surrey Eagles (Brandon Morley and Michael Stenerson) have two players apiece in contention. Others attending the selection camp are Aaron Hadley of the Vipers and Wesley Myron of the

Victoria Grizzlies. The man with final say in selections is Powell River’s Kent Lewis, with input from assistants Dean Brockman (Humboldt, SJHL) and Andrew Milne (Canmore, AJHL). “This was by no means an easy decision just to get down to 34 players,” Lewis said. “We had a tremendous talent pool to choose from.” Four of the players played in last year’s tournament. Five played in last season’s Royal Bank Cup tournament and one, Sam Jardine of the AJHL’s Camrose Kodiaks, was picked in last June’s National Hockey League entry draft. The Chilliwack Lunachicks traveled to South Surrey Friday night for women’s soccer action, losing a close one to the Semiahmoo Supra. Last year’s league finalists opened the scoring 22 minutes into the second half on a flukey strike. Chilliwack keeper Lisa Hiemstra was unable to corral a loose through-ball, deflecting it to the side where a Semiahmoo striker was able to beat a Lunachick defender and tap it into the open net. Dave was born in Calgary, Alberta and moved to Coquitlam in 1972 and on to Chilliwack in 1993.
