Call the DPT tow desk recorded information line at 415-553-1235. It will give you the basic information on what you need to do to retrieve your car. If you are not sure that your car has been towed, call the DPT tow desk directly at 415-553-1239 or 415-553-1240.
white zones White zones are for passenger loading and unloading with a time limit of 5 minutes. The driver MUST remain with the vehicle at all times (limited exceptions apply at preschools and hospitals.) White zones are NOT intended for private parking. Typical establishments that may qualify for a white zone are hospitals, restaurants, hotels, apartment buildings, theaters, churches, or other large places of assembly. The effective time of white zones vary and are indicated by signs or by stencils on the curb. Vehicles can be towed from white zones marked as tow away zones. A processing fee is required with your request. (See fee schedule.) Please do not combine paint and processing fees.
yellow zones Yellow zones are for active freight loading and unloading only by commercial vehicles. Yellow zones are NOT intended for long-term parking of vehicles with commercial license plates. The effective times of yellow zones vary and are indicated by signs on the meter and/or by stencils on the curb. Non-commercial vehicles (those without a commercial license plate) parked in a yellow zone will be cited and can be towed if the sign specifies it is a tow zone. Special Truck Loading Zones are indicated by signs, or yellow and black color curb markings. Such zones shall be enforced as follows: 1. When signed for six wheels or more, only trucks with six wheels or more can use the zone. Six wheel loading zones can typically be distinguished by their red-capped meters in metered areas. 2. In the absence of a six wheel sign, Special Truck Loading Zones are equivalent to yellow zones and can be used by all commercial vehicles whether or not the vehicle is a truck i.e. restricted to commercial vehicles. As with yellow zones, violators can be towed if a sign is posted specifying that it is a tow zone.
blue zones A Blue zone designates parking spaces for persons with a valid disabled parking permit. Blue zones are normally located in areas with high public use, such as in dense commercial areas, and near public parks and playgrounds, where the blue zones can serve a large number of individuals. There is no fee for establishing blue zones.
Where do I go if my car has been towed? Go to AutoReturn, 450 7th Street, between Bryant and Harrison Streets, 415-865-8200. They are open 24 hours a day, seven days a week. Their website address is www.autoreturn.com. If you have five or more outstanding citations that are beyond the period of protest (21 days after the first mailed notice), you will need to pay them before you can retrieve your vehicle. For your convenience, AutoReturn can look up citations and accept payments. If the Police Department authorized the towing of your vehicle, you will need to obtain a release from them before you can reclaim it. You can get this release at Southern Station, 850 Bryant Street, or you can request it from your district police station. Only officers at the Hall of Justice S.T.O.P. Program or the Investigative Detail can grant releases for vehicle tows involving a crime or arrest.
Color Curb Program Public Hearing Process Public Hearings are held twice a month at City Hall to legislate the installation of new colored zones. The zones usually recommended for this process are yellow, green, white and blue. Postings for proposed changes are posted in the vicinity of the proposed zone 10 days before the actual hearing date. Requestors are notified by letter and upon approval, requestors are billed and invoices are mailed. All applicable fees are required. Agendas are also posted on the MTA website at www.sfmta.com/curbs under the color curb public hearing link.

EXAMINATIONS MTA administers a variety of examinations, designed specifically for each job classification, which test the knowledge, ability and skill levels required for successful job performance. Your examination may include one or more of the following components: • Written Examination – Used to test candidates’ technical and/or general knowledge. Written examinations typically include items such as multiple-choice, fill-inthe-blank, and short answer questions. • Oral Examination – A panel of two, three or four subject-matter experts asks each candidate a series of job-related questions. Candidates are rated based on the specific knowledge, ability and skill levels demonstrated when answering the questions. This test is NOT a job interview. Candidates may be asked to prepare a written exercise as part of the oral examination for review and rating by the oral panel members. • Performance Examination – A panel observes and rates candidates as each performs job-related activities. A performance examination may involve exercises such as pulling and dead ending electrical wires, installing or replacing parts in equipment, or identifying tools.

• Assessment Center – This examination method places a candidate in simulated work situations. For example, a candidate may be asked to make an oral presentation, participate in a group discussion, demonstrate writing skills and/or participate in a prioritizing exercise. Asses sment Centers are generally used for administrative and management positions. Reasonable accommodation will be made to facilitate the participation of disabled candidates in the examination process. Please notify the analyst in charge of the examination as soon as possible of any special needs you may have. Follow the instructions on the job announcement and/or the letter notifying you of the date of the examination. GETTING THE JOB After you have successfully passed the examination(s), your name will be placed on a list (eligible list). BUILDING THE TEAM The SFMTA has made several new Division Director appointments over the past few months. I expect to finalize that group soon and appreciate your efforts to welcome them and facilitate their transitions. Some of the divisions have been newly created or restructured in order to maximize our resources, improve the effectiveness and efficiency of executive leadership, enhance our team-oriented approach to customer service, and strengthen management accountability. As we continue to raise the bar and grow the SFMTA to greatness, the Division Directors will serve as a team of key problem solvers and strategic thinkers. They respond to the ideas and concerns of their divisions and work collectively to address them. Their creative collaboration will drive the evolution of our organization. The new division appointments are
Fieldsted, Eleanor “Nell” Childs, Nelson Pino, Willie Fong, Adelaida Julian, Rafael Cabrera, James Waterfield, Claire Zvanski, Barbara George, Yvette Torres, Susie Nakhiengchanh, Sherri Anderson, and LeRay Mecham. Not only did the SFMTA increase contributions by 300%, we also had the most Leadership Givers (contributions over $500) at 113. In addition to this strong new leadership team, I am also proud to announce that the SFMTA has been ranked second in the City for contributions to the Combined Charities Campaign, with a grand total of $161,536. The citywide total was $1,090,000. Approximately every twenty to thirty years, a transit agency has the opportunity to examine the way it provides service. As explained in an article in the MTA Newsletter last March, that kind of examination is what the Transit Effectiveness Project (TEP) is all about. We are now well into the initial stage of gathering data and analyzing service and operations. The goal of this comprehensive effort is to recommend ways to improve service, attract more riders, and increase our efficiency. To do this the TEP, among other things, will recommend ways to reduce delay of transit vehicles and improve schedule reliability. In addition, a market survey of San Franciscans will determine how to attract more motorists to use public transit. The TEP is a partnership between the SFMTA and the Audit division of the City Controller’s Office, which helps City departments evaluate the effectiveness of their services. The TEP project team includes one of the nation’s top transit consulting firms, Transportation Management and Design (TMD). The TEP is also benefiting from guidance by several advisory groups, the public and MTA employees. The first set of public open house meetings were held in early December, with additional meetings planned for 2007. Within the next few months, all MTA employees will be asked to complete a survey and provide suggestions for improvements. One of the first actions of the TEP has been to push forward a long-standing Muni plan for 110 Automatic Passenger Counters for the bus fleet. After data from these passenger counters has been collected the TEP project team plans two rounds of meetings with MTA staff. The first set of meetings will share data, discuss Muni service and operations, and ask for ideas to improve them. The second round of meetings will be to review and comment on preliminary recommendations. For more information about the TEP and its schedule of events, please see the website: www.sftep.com.

The project is a critical upgrade of the overhead-wire system that provides power for the Metro cars in the subway. Phase I will take approximately one year and includes the stations between Embarcadero and Church Street. Phase II, which starts in the winter of 2007, will replace the overhead-wire system between Castro and West Portal stations. Combined, the two phases will take approximately two years.

JANUARY 17TH, 2006
Construction of Phase I requires that the Embarcadero, Montgomery Street, Powell Street, Civic Center, Van Ness, and Church Street stations be closed at 10pm Monday-Friday. Only the Castro Street, Forest Hill, and West Portal subway stations will remain open until about 1 a.m. Monday-Friday. Phase I construction does not include the Castro Street Station and there are no construction-related impacts anticipated.
HOW DOES PHASE I AFFECT THE NEIGHBORHOOD? Muni will provide bus substitution for all Metro riders between the Embarcadero Station and the Castro Street Station. Riders will board shuttle buses along Market Street and transfer to regularly scheduled outbound rail service at Market/Church (for J & N) and at Castro Street Station (for K, L, & M). l

Muni will establish a temporary motor coach stop on 17th just past Market Street, near the subway elevator shaft (just past the gas station), to offload passengers. Establishing a temporary stop at this location will require the temporary removal of a few parking spaces. Signs will designate which spaces are to be removed.

Safety Tips Tracks are for trains, not for kids! Never play on or near the tracks. Remember: trains need lots of room to stop. Even if you see the train, the train Operator may not see you. Only cross the tracks at crosswalk. Before you cross the light rail tracks, always stop, look both ways, and listen carefully for trains.
3.
Never walk, bike or skate on the T Line track way. Walk, don’t ride across the tracks. If you are on a bicycle or skateboard, get off and walk across.
4.
Never walk between two trains or step onto the train’s coupler (the between-train connector). Never try to board a moving train.
5.
Never throw objects at the streetcars or put objects on the tracks. You could hurt the Train Operator, passengers or yourself, and since this is illegal, you could be arrested.
6.
No running, shoving or roughhousing on a platform. Never sit on the edge of a platform.
7.
When riding on the train, hold on to handrails or poles while the train is moving. The train Operator may have to stop suddenly.
8.
Keep your valuables close to you. Remove your backpack, but keep it nearby.
9.
Be aware of everything around you and report anything/anyone suspicious to the Operator.
10. Respect others and the T Line: No eating, drinking or playing loud music while on the train. Please no feet on seats.

WHAT TO SUBMIT? 1. Copy of current commercial lease 2. Business tax registration certificate – (copy of 501c3 certificate for tax-exempt non-profit institutions). 3. Copy of current vehicle registration - Registered owner must be the same individual holding lease and business tax certificate. Vehicles must display commercial license plates.
Special Permits The San Francisco Traffic Code has authorized the following types of exceptions for issuance of RPP permits. The fee for each permit listed below is $60 ($30 if area expiration date is less than six months). • STUDENT PERMITS For full-time students at a San Francisco higher education institution living within a RPP area, submit the following: Current California motor vehicle registration in student or parent’s name (out-of-state vehicle registration will NOT be accepted). Proof of residency – utility bill, current rental document, current vehicle insurance policy, bank statement or pre-printed check with resident’s name and address or lease/rental agreement. Verification of full-time enrollment status – Record of current course enrollment in more than 12 units (7 units if Graduate student) or original letter from institution’s registrar office certifying full-time enrollment (student identification cards will not be accepted). Application and fee. • ACTIVE MILITARY PERSONNEL For individuals on active military assignment in Bay Area, submit the following: Current vehicle registration from any state One proof of residency – utility bill, current rental document, current vehicle insurance policy, bank statement or pre-printed check with resident’s name and address or lease/rental agreement. Proof of active military assignment Application and fee. • MEDICAL CAREGIVERS For individuals who provide essential care on a regular basis to a resident within an RPP area. No more than three permits may be issued to a single address. Submit the following. Valid California vehicle registration of caregiver

Proof of residency of individual receiving care – utility bill, current rental document, current vehicle insurance policy, bank statement or pre-printed check with resident’s name and address or lease/rental agreement. Medical affidavit – Must be signed by resident’s physician and caregiver under penalty of perjury that care is essential to their patient’s well-being. Affidavit must be submitted each year. Other Parking Restrictions: There are several Traffic Code Restrictions associated with your parking permit, listed below. Violation of these restrictions could result in citing and/or towing of your vehicle. SEC: 37(a) No person shall park or leave standing any vehicle on any public street or highway for more than 72 consecutive hours. Vehicles must be moved more than one block (or 1/10 of a mile).

SEC: 37(b) Any person violating the provisions of Section 37(a) of this Article shall be deemed guilty of an infraction and upon conviction thereof, shall be punished by a fine not to exceed $200. SEC: 37(c) No person shall park any vehicle on the side of any street on the days, and between the hours designated by the San Francisco Board of Supervisors for the purpose of street cleaning. Each side of each street shall be posted with signs giving notice of the days, and hours, of the parking prohibition effective on that side of the street. This prohibition shall not apply to a vehicle which, after the mechanized street-sweeper has passed, is then parked on a restricted side of the street during the posted hours. Any person violating the provisions of this Section 37(c) shall be deemed guilty of an infraction and upon conviction thereof shall be punished by a fine of $40.
