ANNUAL REPORT | FY 2023-2024

A Letter from Our Chair

Thanks to CEDC, we have seen substantial economic growth with new businesses establishing roots in our community and existing enterprises expanding their operations. Our efforts to attract and support diverse industries – such as KYMA – continue to increase employment opportunities and grow wealth in our local economy.

CEDC has continued to strengthen partnerships with educational institutions and community organizations to shore up our talent pipeline. Events like S.T.E.A.M. Night have inspired the next generation of leaders in science, technology, engineering, arts, and mathematics, while initiatives such as our HATCH Idea Pitch Competition have fostered innovation and entrepreneurship.

We have lead the way making significant strides in improving the region's technological infrastructure, expanding access to high-speed internet through our involvement with the local B.E.A.D (Broadband Equity, Access, and Deployment) committee, and enhancing transportation networks. These developments have been instrumental in attracting new investments and supporting the growth of local businesses.

As we help chart the way forward in economic development for the region, I would like to thank the Board of Directors and CEDC Staff for their dedication and service and for giving me the opportunity to serve as your chair of this organization. I look forward to working with you in the next year.

Sincerely,

The CEDC is the only full-time, professionally staffed economic development organization dedicated to promoting talent and capital investment in Chippewa County. We attract companies to the county and help area businesses expand by investing in and creating initiatives that boost the Chippewa Valley's economy.

We link companies and communities with resources that stimulate economic development. We provide site selections, businesses, developments, entrepreneurs and talent with the information they need in their search for exceptional growth.

Our goal is to energize the region's economy by providing a solid economic climate that attracts and retains people, companies, and new investments.

Financial Report REIGNITING OUR PATH FORWARD

At the heart of every successful organization lies a strong foundation, and I am proud to report that CEDC’s financial position remains robust and steadfast. Our resources continue to steer the organization toward growth, opportunity, and innovation.

With the support of Clifton Larson Allen, who performs our annual financial review and tax filings, we remain accountable and transparent in our operations. Thanks to the unwavering contributions of our investors, supporters, and economic development stakeholders, we’ve been able to maintain moderate cash reserves. In 2022 and 2023, the CEDC Board of Directors approved a new initiative - BDO Zone - which resulted in the increase in expenses while revenue continues to be stable.

This year’s theme, "Reigniting the Flame," reflects our commitment to not only sustaining progress but sparking new initiatives, partnerships, and ideas. It is your dedication—through time, resources, and belief in our mission—that keeps the flame of the idea of economic development burning bright.

On behalf of the CEDC Board of Directors, I extend my deepest appreciation for your continued involvement and financial support. Together, let us keep the momentum strong and ignite even greater possibilities in 2024-2025.

Mission

The mission of the Chippewa Economic Development Corporation is to ignite and sustain economic growth in the Chippewa Valley by cultivating a vibrant business environment. Through partnerships, strategic initiatives, and a focus on fostering innovation, we aim to support businesses, empower talent, and drive new investments. Our ultimate goal is to enhance the economic foundation of Chippewa County while elevating the quality of life for its residents.

REVENUE VS EXPENSES

Vision

Driven by a spirit of innovation, collaboration, and community engagement, Chippewa County, Wisconsin thrives as a forward-thinking and ever-evolving region. With a focus on sustainable progress and pioneering ideas, we aim to lead Wisconsin and the Upper Midwest as a hub of diverse opportunities and economic vitality. Our vision is to attract cutting-edge businesses, visionary entrepreneurs, and skilled talent who value a balanced, hometown lifestyle and a prosperous future.

DRIVING GROWTH

IN CHIPPEWA COUNTY

CEDC’s efforts have gained national recognition, with Chippewa County prominently featured in the latest edition of Business in Focus (BIF) Magazine. Reaching over 250,000 business executives across the United States and Canada, BIF Magazine highlights Chippewa County’s rich heritage, cultural diversity, and economic growth, positioning the region as an attractive destination for top decisionmakers.

“These are exciting times for CEDC and Chippewa County,” says Charlie Walker. “We are building on our traditionally strong agriculture and manufacturing base, and the BDO Zone will help us expand even further. It’s terrific to be recognized in this publication.”

The feature showcases Chippewa County’s strategic advantages, including its BDO Zone designation—Wisconsin’s first Bioeconomy Development Opportunity Zone. This designation reflects the county’s readiness for bio-manufacturing, utilizing local resources like corn stover and robust rail infrastructure to bridge agriculture and manufacturing sectors.

CEDC’s Business Expansion and Retention (BEAR) program, certified industrial parks, and opportunity zones provide businesses with unmatched access to highways, rail systems, and skilled workforce pipelines. Initiatives like Farm Technology Days further highlight local industries while promoting agriculture, manufacturing, and trades careers to younger generations.

As Chippewa County garners increased attention from publications like BIF and industry leaders nationwide, CEDC leverages this momentum to attract foreign direct investment (FDI). With a focus on partnerships spanning Canada, Japan, and Germany, the region is emerging as a global hub for innovation, growth, and sustainable economic development.

Recognition in BIF Magazine and Ecostrat reinforces Chippewa County’s strengths, enhancing visibility, sparking interest among young professionals, and attracting new businesses eager to invest in a region ready for the future.

CEDC is proud to position Chippewa County as a competitive, sustainable, and thriving hub for businesses, talent, and investment.

70 YEARS OF FARM

TECHNOLOGY DAYS

A MILESTONE CELEBRATION

In August 2024, the CEDC proudly led the planning efforts for the 70th Wisconsin Farm Technology Days (FTD) in Chippewa County. This milestone event celebrated seven decades of agricultural innovation and community spirit since the show’s inception in 1954.

Previously hosted in Chippewa County in 1968 and 2004, the 2024 event showcased both tradition and cutting-edge advancements. Highlights included drone demonstrations, an interactive drone obstacle course, and exhibits featuring small-scale, affordable technologies for local agricultural operations. Families enjoyed activities such as a petting zoo, tractor pulls, and adventure passbooks, making it a truly engaging event for all ages.

The success of this celebration was made possible by the hard work of CEDC board members—Rob Mooney, Nic Alberson, Ryan Hartzell, Cathy Leibke, Ken Pearson, and past CEDC Chair Lisa Bruhn—who worked alongside CEDC staff and the local FTD committee for the past two years.

The 70th Wisconsin Farm Technology Days was not only a reflection of Chippewa County’s rich agricultural history but also a forwardlooking showcase of innovation and community collaboration. Here’s to continued growth and success for the next 70 years!

B.E.A.R.PROGRAM

Since its inception in 2007, the B.E.A.R. Program has focused on fostering economic growth and sustainability by strengthening the connections between local businesses and the community. Through business visits, events, advocacy efforts, research, and direct engagement, CEDC gains valuable insights into the operations, strategies, and challenges of area businesses. These findings are transformed into actionable solutions, programs, and services to address shared and individual needs. Currently, the B.E.A.R. Program encompasses initiatives like Advocacy, Awards, Discussions, Lunch & Learns, Podcasts, and Business Visits.

LUNCH & LEARNS

Lunch & Learns play a vital role in the success of the CEDC and the broader community by fostering education, collaboration, and growth. These informal yet highly effective sessions create opportunities for local businesses, entrepreneurs, and community leaders to come together and exchange knowledge in an accessible format. By addressing critical topics such as business strategies, workforce development, funding opportunities, and economic trends, Lunch & Learns help attendees stay informed and equipped to adapt to an evolving economic landscape.

Lunch and Learns serve as a powerful tool for networking and engagement. They strengthen the CEDC by

µ building stronger relationships with stakeholders

µ showcasing the organization's commitment to supporting local growth

µ positioning the CEDC as a thought leader in economic innovation

For the community, the benefits include:

µ professional development

µ increased access to expert insights

µ a chance to collaborate with like-minded individuals to solve challenges.

Ultimately, Lunch & Learns spark conversations that drive new ideas, partnerships, and initiatives—helping reignite the flame of growth and opportunity in the region. (smaller and more intimate taking Ginger (our previous year’s keynote speaker’s advice for connecting))

ADVOCACY

CEDC’s Advocacy Committee, chaired by Dr. Lona Cook, is a diverse group of volunteers representing businesses of various sizes and industries. Meeting monthly from mid-January to early June during the Wisconsin legislative session, the committee reviews proposed bills to determine their impact on the local economy and what action may be required. The group also organizes events such as Listening Sessions, Legislative Speed Dating, Wrap-Up Sessions, and Previews of the upcoming legislative agenda. In election years, they host candidate forums, providing a platform for engagement and discussion with policymakers.

HATCH 2023

FOSTERING ENTREPRENEURSHIP & COMMUNITY

In 2023, the CEDC hosted their HATCH Idea Pitch Competition, a sold-out event that showcased the entrepreneurial spirit of the Chippewa Valley. Held at the scenic River Bend Winery & Distillery, the event featured a keynote address by owner Sara Antonson, who shared insights into her business’s success and unveiled a sneak peek at their new branding.

Attendees enjoyed the “Taste of Chippewa”, highlighting local vendors such as Beez Neez Cheesecakes, Big Papa BBQ, Yellowstone Cheese, and Crescent Meats. The evening also spotlighted Our Nawakwa, Inc., a non-profit working to restore Camp Nawakwa to provide a low-cost option for area youth groups, demonstrating HATCH’s commitment to community impact.

This year’s Grand Prize winner was Whitney Stuart of Half Moon Clay, who received $5,000 to expand her community pottery studio in Eau Claire. Colin Bursik of Aqua Garden LLC earned the audience favorite award for his innovative aquaponic farming operation in Rice Lake.

With support from sponsors like M3 Insurance, Everything Summercamp, C&N Manufacturing, and Security Financial Bank, and collaboration with organizations such as UW-Eau Claire, Red Letter Grant, The Coven Eau Claire, Wisconsin SBDC, and Chippewa Valley Technical College, HATCH 2023 celebrated innovation and collaboration.

HATCH continues to strengthen the region’s startup ecosystem, uniting entrepreneurs, investors, and community partners to drive economic growth and opportunity in the Chippewa Valley.

STEAM NIGHT: INSPIRING INNOVATION & COLLABORATION

This year, the CEDC partnered with Chippewa Falls Senior High School (Chi-Hi) to host an impactful STEAM Night, an open-house-style event showcasing the intersection of Science, Technology, Engineering, Arts, and Mathematics (STEAM). With over 1,000 students in attendance and participation from 40 regional employers, the event highlighted career opportunities in STEAM-related fields while fostering creativity and collaboration.

From robotics demonstrations to art installations with technology, attendees explored the real-world applications of STEAM disciplines. The event served as a vital platform for students, parents, educators, and local businesses to connect, learn, and collaborate. By engaging the broader community, STEAM Night not only inspired curiosity but also showcased the innovative initiatives taking place in Chippewa’s schools.

STEAM Night highlighted the power of teamwork, with students and professionals from diverse backgrounds exchanging ideas and exploring new possibilities. Events like this reflect CEDC’s commitment to empowering the next generation, hopes of retaining future workforce, bridging education and industry, and nurturing a culture of innovation and growth in the Chippewa Valley.

HSHS CLOSURE IGNITES COLLABORATION

HSHS St. Joseph's Hospital in Chippewa Falls shut its doors permanently on March 22, 2024 along with its partner Prevea leading to over 800 layoffs. With the closure of HSHS, CEDC collaborated with other local organizations and community members to brainstorm ideas of how to close the gap that currently impacts the community. CEDC Board of Directors met with stakeholders that were forming an alternative solution – which is the Chippewa Valley Health Cooperative. The CEDC assisted them in a community outreach for due diligence on establishing a health cooperative hospital.

In addition, the organization met with existing health care providers Aspirus, Marshfield Clinic, and Mayo to gain information on their response to the closures and to provide them with their due diligence in expanding their healthcare services within Chippewa County.

CEDC staff and board members participated in several task forces established by local chamber of commerce, health care consultants, and state workforce resources and participated in their rapid response activities. Finally, CEDC staff and board members leveraged our entrepreneurial connections to help guide healthcare services, businesses, and entrepreneurs to gain the capital to expand their operations and capture new market opportunities caused by the closure of these organizations. Business planning, mentorship, and use of revolving loan funds were the primary tactics that were used to assist these entrepreneurs in their quest to fulfill these needs.

During this time, the CEDC advocacy team educated and provided input to our elected federal, state, and local officials on policies that would more realistically better position government actions to improve healthcare services in the Chippewa Valley.

Chippewa Valley LEGISLATIVE “SPEED DATING”

In 2024, the Chippewa Economic Development Corporation (CEDC) hosted its second Legislative “Speed Dating” event, bringing together over 40 CEDC investors and multiple state legislators for focused, small-group discussions. Organized in partnership with the Wisconsin Economic Development Association (WEDA), the event facilitated quick, impactful dialogues on key issues such as economic development infrastructure funding, tax reform, workforce challenges, and immigration policy.

Participants included representatives from diverse sectors such as banking, healthcare, agriculture, manufacturing, and construction, as well as State Senators Jesse James and Quinn, Representatives Dave Armstrong, Karen Hurd, and Moses, and a representative for Congressman Derrick Van Orden. Legislators rotated between tables every eight minutes, enabling direct and meaningful conversations with economic development stakeholders.

CEDC extends its gratitude to Chippewa Family Restaurant for hosting the event and to its sponsors for fostering dialogue that connects business leaders with policymakers. Events like Legislative “Speed Dating” demonstrate CEDC’s commitment to advocating for the Chippewa Valley’s economic interests and ensuring that local voices are heard at the state and federal levels.
