Chipstead Sailing Club is committed to the RYA Racing Charter Objectives • To provide the framework for everyone to enjoy the sport of sailboat racing in whatever capacity and to whatever level the individual desires.

• To ensure that the sport of sailboat racing welcomes all people and treats them equally.

• To ensure that those who experience sailboat racing are encouraged to continue.

Principles and Practices The sport welcomes all participants; it relies largely on self-compliance and selfpolicing. Those that deliberately take unfair advantage of this or behave in an inappropriate manner, either on or off the water, can expect action to be taken against them.

Competitors agree to compete in compliance with the rules and behave in accordance with accepted standards of sailboat racing. When involved in a genuine dispute, all parties to the dispute and those deciding the matter will use the established procedures for achieving resolution.

Foul or abusive language, intimidation, aggressive behaviour or lack of respect for others and their property will not be tolerated.

Organizers, officials and other providers of sailboat racing agree to provide the fairest racing possible. This includes encouraging feed-back and facilitating the resolution of genuine disputes (including protests) in a timely and proper manner.

Coaches and other advisers agree to encourage their competitors to compete, and behave in compliance with the above principles and practices.

This Charter applies equally to those who organize, manage, coach, advise, judge, provide services and compete (including those who support competitors) in sailboat racing.

The RYA encourages the adoption and implementation of this Charter, and provides guidance and support to individuals and organizations to assist implementation.

This guidance and support is consistent with the practices of the International Sailing Federation.

CHIPMATES SATURDAY CLUB Supervised sailing and instruction takes place most Saturday mornings for juniors. See calendar for sessions; for more information please email: saturdayclub@chipsteadsc.org.uk

INFORMAL RACING New for 2012 on most Saturday mornings there will be Informal Racing available on a ‘for sailors by sailors’ basis, i.e. the group taking part will set their own course(s) and run their race(s) on a designated part of the lake. Intended as an introduction to racing and race management, as well as an opportunity to practice racing skills.

SATURDAY JUNIOR HANDICAP RACE SERIES An opportunity for Juniors to start racing and practice racing skills on Saturday mornings. Open to any boat. Both helm and the crew must be under 16 as at 31/12/2011.

NOVICES’ CUP HANDICAP SERIES The race should be approximately 45 minutes for the leader.

OPTIMIST POINTS RACE SERIES The Optimist provides the first step into racing for most young sailors, and is the first step on the RYA Junior Pathway.

For novice helms who have not raced previously or who do not regularly finish in the top half of a Points Series. Previous prize-winning helms of this event or other Club events may not participate unless agreed by the Sailing Committee, with the exception of prize-winning Optimist helms who are permitted to sail as Novice helms in another class of boat. This is a joint race with the Commodore’s Cup.

COMMODORE’S JUNIOR CUP RACE SERIES Open to any boat. Both the helm and the crew must be under 19 as at 31/12/2011. No age handicap will be applied and prizes will be awarded in various age bands. The race should be approximately 45 minutes for the leader.

CLASS POINTS FLEET RACE SERIES The race should be approximately 75 minutes for the leader, with the exception of Optimist Points.

SUNDAY JUNIOR HANDICAP RACE SERIES The Junior Handicap is open to all classes of boat for helms who must be aged under 19 yrs on 31/12/2011. Their crews can be any age. Age related prizes will be awarded in the following categories <10, <13, <16, <19 and overall.

Open to members who own a boat registered with the relevant Class (or their nominated helm, where the helm is a club member). The series may be split into a number of sub-series (e.g. A and B) by the classes as they wish.

CHIPMATES SUMMER CAMP Annual three-day ‘camp’ of fun and training on the lake during the summer for junior sailors. Details will be circulated to members and posted on the Club website.

All two-handed boats except Mirror and Firefly should be sailed by the helm and crew. Helms without crews should double up. For certain classes, as prescribed by their class captain, a maximum of 1 boat may be sailed single-handed if no crew is available, in which case its finishing position will be adjusted by +3 but its points score shall be capped at that equivalent of finishing last (N.B. Not applicable to the Handicap class).

JUNIOR & YOUTH SAILORS’ AGES Juniors = under 16 yrs of age on 31/12/2011.

Youths = 16 yrs of age and over but under 19 yrs of age on 31/12/2011.

Subject to sufficient entries the intention is to award Junior/Youth prizes for the main Club Handicap events. To enter any race as a Junior or a Youth it is necessary to tick the relevant box in the Race Management Computer.

Summer Midweek Racing

CLUB HANDICAP RACES The race should be approximately 75 minutes for the leader, with the exception of the Novices Cup and Commodore’s Cup

May to August WEDNESDAY GROUP SAILING Social sailing sessions for those who would like to sail when other sailors are expected to be present.

Wednesday afternoon sailing is organised on a ‘for sailors by sailors’ basis. There will be no rostered patrol boat cover – no volunteers, no patrol craft.

Open to all Classes not having a Points series running at the same time. In the event that a Class without a quorum wishes to sail in the handicap race then this will be permitted provided the OOD is so advised and all helms sign on in the handicap race using the computer. Two-handed boats may be sailed single-handed by indicating SH in the computer. All classes will start at the same time unless otherwise stated and individual corrected times will be calculated in accordance with local yardsticks.

Patrol boat cover is usually available on Thursday mornings when disabled sailing takes place.

WEDNESDAY EVENING HANDICAP SERIES Two series of handicap races for fast and slow fleets as separate races. The slow fleet will be boats of PY 1155 and above; the fast fleet boats of PY 1154 and below. PY adjustments for double handed boats sailed single-handed will not alter the fleet in which the boat sails.

LADIES’ TROPHY HANDICAP SERIES A series of six handicap races - three Saturdays plus three Sundays - with three to count. Run concurrently with the Veterans race. Restricted to lady helms, but crews can be either male or female.

Lady Veterans must additionally ‘sign-on’ in the Veterans race.

Social Sailing Social sailing is permitted when Club racing is not taking place, either during weekdays, or on race days with the permission of the Officer of the Day (OOD). Boats not racing should keep clear of those racing or engaged in other formal Club activities.

There may not be patrol boat cover at all times for social sailing. Social sailing is permitted during club powerboat training sessions with the permission of the Powerboat Instructor in charge.

VETERANS’ TANKARD HANDICAP SERIES A series of six handicap races - three Saturdays plus three Sundays - with three to count. Run concurrently with the Ladies race. Helms must be over 50 on 31/12/2011, but crews can be any age. All helms’ ages must be entered in the Race Management computer when prompted, as an adjustment to the yardstick is applied as shown on page 30. Lady Veterans must additionally ‘sign-on’ in the Ladies race. Peter’s Pot is awarded to the first helm aged 65 and over on 31/12/2011.

Club CrewMatch If you would like to sail, start racing or take part in the racing programme but do not have a boat or are a helm with a boat in need of a crew, CSC CrewMatch may be able to help. Simply email crewmatch@chipsteadsc.org.uk and your message will be sent to all the double-handed Class Captains - Enterprise, Fast Handicap, Firefly, Graduate, Heron, Scorpion - who will be able to put you in touch with helms looking for crews.

ORME’S ORB & MARLEY BOWL ‘EASTER EGG’ A single- and double-handed race series for all Club members on Easter Monday.

CHIPSTEAD PIN PURSUIT RACE A single Club pursuit race in aid of the RNLI with an entry fee of £3.

PURSUIT RACES Open to all junior and/or adult Classes as stated, they have a common finishing time for all Classes, with separate starting times based upon local yardsticks and race duration. Start times for each Class will be posted on the day, with two-handed boats NOT to be sailed single-handed.

New Members Mornings One or more Class Captains (or Class members) will be available for new and prospective Club members to find out more about the Club - see calendar and website for details and dates.

First weekend of November

WINTER POINTS HANDICAP SERIES Club handicap series with am and pm starts. Both the am and pm races will be treated as separate series in their own right. The morning race will have two starts with double-handed boats in the first start and single-handed boats in the second start. Two-handed boats being sailed singlehanded will start with the two handed boats. The afternoon race will have one start.

All members are invited to the Club Championships Weekend (which marks the end of the Summer Sailing Season), either as competitors who ‘qualify’, spectators and/or voluteers to help with teas and socials.

The provisional weekend programme includes: Saturday 3 November YOUNG GUNS PURSUIT RACE A pursuit race in the morning for all Junior helms (and crews) who must be aged under 19 on 31/12/2011.

CHRISTMAS PUDDING PURSUIT RACE A single Club pursuit race for charity with a £3 entry fee.

CLUB LUNCH

BOXING DAY HANDICAP RACE A single Club handicap race.

JUNIOR AGM & PRIZE-GIVING FAMILY SOCIAL

NEW YEAR’S DAY HANDICAP RACE A single Club handicap race.

Sunday 4 November Details of the day’s race format will be published during the season. Please note: no member may sail in both Top Dog and Mongrel’s Bowl events. Open to boats with a handicap of 1390 or less. See Sailing Instructions for full rules.

CHIPSTEAD CHILLER OPEN HANDICAP SERIES A handicap race for club members and visitors.

Visitors will be charged £20 to enter the series. This will be run with a single start for both single and double handed boats. There will be two races run ‘back to back’ with the leader racing for at least 45 minutes in each.

MONGREL’S BOWL RACE A race, restricted to helms who ‘qualify’ by sailing in at least 9 races of their respective Class Points Series, but excluding those who qualify for and are sailing in the Top Dog.

Club Social Events Complementing the expanded training and racing programme, a Social Team has formed to organise a Jubilee Party and the annual Laying Up Supper.

TOP DOG TROPHY RACES A series of races restricted to the top three/four scoring helms who ‘qualify’ by sailing in at least 9 races of their respective Class points series. A team prize will be awarded based on the best aggregate positions of 3 boats from each Class.

Sailing safely at Chipstead Sailing Club The safety of members both ashore and afloat is of primary importance. The guidance notes supplement and repeat some the Club’s Safety Regulations in the Club’s Bye Laws issued to members, and also available via the Club’s web site. Please ensure you are familiar with them. one crew member stays on the c/board to prevent immersion whilst a patrol crew arrives to recover the other person rather than swimming around to help and allowing the boat to invert.

The following are mostly about ‘sailing safety’ – but if you come across anything ‘land side’ that you consider is a hazard or unsafe practice please report it to a committee member, or the OOD for recording in the logbook.

◼ The first priority of patrol boat crews is assisting people – boats won’t go far on the lake and can be recovered later. If patrol crews tell you to leave your boat and be recovered to the shore please obey them. They may have other sailors to assist.

Safety ashore Before going afloat please make sure that: ◼ Your boat is ‘buoyant’

◼ You are confident that you can handle the conditions – both now and likely to arise – without relying on patrol boats or others. If not – don’t sail!

◼ Can you operate a patrol craft competently?

One day you may depend on one of your fellow sailors - and they on you. Before going afloat in a patrol boat make sure you have all the equipment you need. And remember your first priority is to people. If sailors are cold or seem to be suffering some kind of injury or seem unwell – get them ashore quickly and radio ahead for ‘First Aid’ to be available on landing.

◼ Your lifejackets are sound and fitted correctly (i.e. tightly so that they don’t ride up over your face if immersed) and that you have suitable protective clothing. Club regulations mandate the use of wet/dry suits between January and March – but the lake can be cold at other times – especially spring and early summer – and the body loses heat up to 35 times more quickly in water than air – so it may be sunny . . . but . . .

◼ If you haven’t got a ‘power boat’ or ‘safety boat’ certificate please consider taking one of the Club’s courses either the RYA certificated ones (fees payable) or the free Chipstead course which will cover both power boat handling (including the RIBS which can only be used by ‘qualified’ members) and safety and recovery aspects.

◼ Manoeuvring boats on shore and launching and recovering boats has the risk of slipping on slipways, jetties or the shore. And take care when moving boats on trolleys not to hit bystanders.

Safety on the water

◼ Have you got First Aid capability? The Club runs First Aid courses – useful, indeed essential, for your home life as well as sailing. If you don’t have a certificate please consider taking a course.

◼ If conditions deteriorate consider retiring if racing or coming ashore ◼ Even if patrol boats are operating remember that you have an obligation to assist others in trouble especially if patrol boats are not around or are busy with others. If you are racing this still applies – seek redress if you consider that your result has been jeopardised.

First Aid ◼ Many members have First Aid certificates and First Aid equipment is located in the Committee room. If there is an accident, however minor, please record it in the ‘accident book’ in the committee room – which will also indicate that the contents of the first aid box cabinet may need to be checked.

◼ If you do capsize do everything you can to prevent your boat inverting and potentially trapping someone underneath. It is better that

Sailing outside Club sessions ◼ Sailing is permitted on the lake at any time between dawn and dusk – but no patrol boat/ rescue facilities are usually scheduled. Members should be especially careful if sailing in these periods. You should advise someone where you are going, and when you are planning to return.

The advice above about assessing the conditions and your capability (and your equipment, boat’s buoyancy, your gear) is even more critical.

Wednesday afternoons, Thursday mornings and evenings in Summer. Consider using these so that there is likely to be someone else around. There may be volunteers to provide patrol boat cover – if not participants could take turns providing patrol boat cover – see following paragraph.

◼ In the absence of a patrol/rescue boat children under the age of 14 years are not allowed on the water without adult supervision

◼ There is a Club patrol boat available for emergencies locked to a post with ‘Club Key’ padlock (ie the barrier key) adjacent to the West mast shed with an engine and fuel tank in the safe in the shed (both shed and safe open with the same Club Key). If you haven’t got a Club Key then consider obtaining one from Shirley Sinclair.

◼ It is strongly advised that members should sail with ‘Buddies’ so that if someone gets into trouble another is available to help.

◼ The normal rules regarding buoyancy apply and it is even more critical that wet/dry suits are worn as should a capsize occur then a sailor may be in the water for a longer period.

2012 is going to be a momentous year for sport in Kent with Paralympic Road Cycling, Olympic Torch Relay and also Kent’s own School Games. The County will also welcome many visiting countries at the Pre-Games Training Camps, the U17 International Athletics Championships and also the achievements of Kent’s Talented Performers, a Paralympic Road Show in the 17 day gap between the Olympic and Paralympic Games, governing body of sport programmes as well as many other sports events taking place in districts and community sports events. This is truly a great year for sport . . . and sailing in Kent!

□ Helm and Crew must remain in their

designated positions for the full period of the race, the exception being to adjust rigging or equipment or in an emergency. Both persons to resume their correct positions as quickly as possible.

□ Helms are required to sign on using the

Race Management computer. There is normally no need to sign off except for Pursuit races, but helms who retire are required to sign the Retirement sheet to avoid disqualification.

Sailing for disabled people WEALDEN SAILABILITY We know that if someone has a disability a person’s life is not as free as they would like it to be.

Outdoor sporting options in particular seem pretty limited.

Wealden Sailability offers the chance for anyone with a disability to experience the challenge and enjoyment of dinghy sailing. We provide training,support and specialised equipment to enable our clients to learn to sail, to learn to race or simply to get out on the water either alone or accompanied. There is no age or other barrier-everyone is welcome and we try and cater for most types of disability.

HELP THE DISABLED SAIL (HTDS) HTDS has been at Chipstead Sailing Club for over 30 years. Meeting on Thursday mornings from just after Easter until the end of October, sessions start at nominally 10:00 and continue until lunchtime and all have had a sail. The aim is to assist and encourage the disabled to sail.

There are several types of boat: Wayfarers - stable dinghies fitted with seats and crewed by experienced HTDS volunteers; an excellent training boat.

Challenger - two-seat trimaran which can be sailed solo, or with a helper/instructor in front.

WindRider - a trimaran which has a very simple rig (no centre board, single sail, foot-controlled rudder option).

We also have fun--we rely on volunteers and we try to do everything to make the time they give both rewarding and enjoyable.

Oxford hoists and slings enable wheelchair users to be transferred to boats from large pontoons.

A safety boat is always available - useful for ‘rescuing’ those sailors who get blown down the lake or onto a shore!

Although we started a number of years ago, we only moved to Chipstead in May 2011.

We sail every Tuesday from April through to the end of October with occasional sessions on Thursday mornings, and new for 2012, we are offering a Racing Series on Thursday evenings.

Sailing Instructions for Club racing Version 2010 (including August 2010 amendments). Sailing Instructions for Open Meeting are available on the Club website: www.chipsteadsc.org.uk/library/reference.asp 1.

1.8 Boats sailed on the lake must be registered with the Membership Secretary.

GENERAL REQUIREMENTS These Sailing Instructions (SIs) apply to all races at CSC with the exception of Open Meetings , for which there is a separate set of ‘Sailing Instructions for Open Meetings’.

1.9 The boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least £2,000,000.

1.1 Races will be conducted under the current ISAF rules (except where amended by these instructions), the RYA prescriptions thereto, ‘Notes on Races’ in the Race & Social Programme, the relevant Class rules and these Sailing Instructions of Chipstead Sailing Club.

1.10 Actions of the organisers do not reduce the responsibility of the boat nor make the organisers responsible for any loss, damage, death or personal injury, however this may have occurred, as a result of the boat sailing at Chipstead SC. The ‘organisers’ encompass everyone helping to run the race and the event, and include the organising authority, the race committee, the race officers and patrol boat crews.

1.2 Eligible boats shall be entered by completing an entry on the Race Management computer.

1.3 Official communications to competitors will be posted near the course board by the entrance to the clubhouse.

1.11 Everyone engaged in either sailing or on patrol boat duties on the lake shall wear an adequate buoyancy aid. Wet or dry suits do not constitute adequate buoyancy.

1.4 Any changes to these Sailing Instructions will be displayed near the course board and will be clearly headed ‘Changes to the Sailing Instructions’. No change will normally be made within 20 minutes of the start of a race, but if a change after that time is necessary, it will be signaled by breaking out Flag ‘L’ and by three sound signals. Any permanent change to the Sailing Instructions will be posted near or on the course board for 4 weeks and thereafter displayed on the official notice board in the clubhouse.

1.12 Wet or dry suits shall be worn by everyone engaged in sailing on the lake between 25 December and 31 March inclusive. At least one person in a patrol boat must be similarly dressed and be prepared to enter the water.

1.13 Measurement certificates, proof of insurance and valid buoyancy certificates shall be made available, at reasonable notice, for inspection by any club official.

1.5 A boat is entirely responsible for her own safety, whether or ashore, and nothing, whether in the Notice of Race or Sailing Instructions or anywhere else, reduces this responsibility.

1.14 In Club Handicap and Pursuit races the Yardstick number of competing classes will be as determined by the Sailing Committee.

1.15 Supplementary Sailing Instructions (SSIs) may apply to special races as run by the Club or Classes. Such SSIs apply to Pursuit races, as prescribed in the ‘Race & Social Programme’, and these will be displayed near the course board on the day of the race.

1.6 It is for the boat to decide whether she is fit to sail in the conditions in which she will find herself. By launching, the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them.

1.7 The provision of patrol boats does not relieve a boat of her responsibilities as set out in 1.5 and 1.6

starting sequence. The restart will take place 5 minutes after the last start in the original sequence, except for a recall of the last race.

2. COURSE 2.1 The course and the number of laps will be displayed on the course board not less than 20 minutes before the start of racing.

(a) For a 5 min. recall sequence:The First Substitute flag will be lowered 1 minute before the last start in the original sequence, with the Class and Black flag raised at the last start time (the P flag stays up) (b) In the event of a recall of the last race the restart will be 10 minutes after the originally scheduled start, with the sequence. The First Substitute flag will be lowered 4 minutes after the last start in the original sequence, with the Class, P, and black flags being raised one minute later.

2.2 Unless otherwise indicated on the course board all marks of the course will be orange buoys painted with a letter, A to K, in black.

2.3 The standard ISAF three boat-length rule at marks will apply to all Club races.

3. STARTING 3.1 The starting times (or the warning signal time of the starting sequence) of races will be shown on the course board and in no circumstances will they be materially earlier than advertised.

Starting penalties

3.2 The starting procedure will for all Club races will be as shown in the Notes for Races of the CSC Race Programme (the 10; 5; go. sequence)

3.7 After a general recall the ISAF ‘Black Flag Rule’ 30.3 will apply to the recalled boats. In the case of start lines with no distance marks, any boat on the course side of the starting line within one minute of the starting signal will be disqualified.

3.3 Starting and finishing lines will be as indicated on the course board and will be either: (a) Club line: The transit of a line through a black and white post and the mast of the race box/starting platform. Inner distance and/or outer distance marks may be laid (b) A line between a mark and a mast or staff on the committee boat or shore clearly identified on the course board. In either case the course board may also prescribe that a mark will be laid at or near the inner end of the line, in which case the boats shall pass between it and the outer mark or limit.

4. FINISHING 4.1 The finishing line will be as defined in 3.3 above.

4.2 Grand Prix (GP) finish.- After the leading boat of a race has finished all boats will finish when they next cross the finish line at the end of a lap irrespective of whether they have finished the full course. Boats in non-handicap races completing fewer laps will be scored behind those completing more laps. Boats in handicap races will have their times adjusted based on their average lap time.

3.4 A boat will be deemed as starting if crossing the start line correctly and within 10 minutes of its designated start time having past. Late starters must keep clear of boats preparing for the next start.

4.3 If the race is shortened the race will be finished either: (a) All boats:- at the next crossing of the prescribed finishing line by the leading boat when continuing to sail the prescribed course (with subsequent finishers completing the course), and in the same direction as the start. Flag S will be flown. (b) By Class:- as (a) but at the next crossing of the prescribed finishing line by the leading boat of a Class. Flag S and the Class flag will be flown.

Starting: recalls 3.5 Individual recalls will be made displaying Flag ‘X’. The “Round-an-End” rule ISAF 30.1 will not apply. Recalled boats shall sail completely to the pre-start side of the starting line before starting.

3.6 General recalls will comply with ISAF rule 29.2 except that the start for the recalled boats shall be moved to the end of the current

Appendix A, except that: for Club series the “declared entry” for a race will equal the number of boats racing; the points for a retirement will be the declared entry plus 1; the points for a disqualification will be the declared entry plus 2. Any boat that does not start (DNC; DNS; OCS ) shall not be awarded a score.

Time limits 4.4 At the discretion of the Race Officer, if no boat has completed the course within 2 hours of the starting signal of the relevant class, the race will either be deemed void or results will be calculated on the positions at the end of the previously completed lap.

4.5 Boats which have not finished within 30 minutes of the first boat of the relevant Class crossing the finishing line may not be finished and will receive retirement points. The Race Officer can exercise discretion in applying this rule.

7.3 Ties will be broken using ISAF rule A8.1 and, if scores remain level, in favour of the boat with the best discard. Successive discards will be examined until the tie is broken: if not then by the results in the last race sailed by both helms. Boats tied will be scored equally at the position they would have been given in the absence of the tie(s). ISAF Rule A7 will not be used. If a tie exists between two boats that have not sailed together in a series, a tie will be scored.

PROTESTS In addition to conforming to the requirements of ISAF rule 61, those wishing to protest must notify the Race Officer of their intention at the earliest opportunity or immediately on coming off the water and confirm the protest to the protestee. A verbal notification is sufficient. The formal protest form shall be lodged within 30 minutes of the last boat of the relevant race to finish. The protesting boat is responsible to ensure that the Race Officer records the time & date, and signs the protest form on receipt within the prescribed time limit. Any forms received without this validation will be deemed to have been submitted outside of the prescribed time limit. Protests will be decided by a Protest Committee appointed by the Race Officer or Sailing Secretary. There is no deposit. Any protest should be heard within one month and deemed to have lapsed by declaration deadline time for the Top Dog.

7.4 For CHIPS High Point Scoring, positions in each race will be converted to a series points score as specified in the “Definition of CHIPS”, which provides details of the system.

7.4.1 Activation of the heavy weather (HW) provision within CHIPS is entirely at the discretion of the Race Officer and can only be activated following a request by a Class competitor at least 30 minutes before the start of the race. HW is defined as having gusts in excess of 20mph. This can be measured with the hand-held anemometer or from the Clubhouse weather station. To activate the provision click the HW box in the results sequence of the Club computer.

DECLARATION Retiring boats should sign the declaration sheet

7. SCORING 7.1 The scoring system for any Club series will be either (i) the ISAF Low Point Scoring System, or (ii) the CHIPS High Point Scoring System as selected by the Classes at the beginning of the sailing season.

7.2 For ISAF Low Point Scoring, points will be awarded as recommended in ISAF rules

OBSTRUCTIONS The following constitute obstructions at which ISAF Part 2 Section C rules apply: (a) An imaginary straight line between the buoys laid on the south side of the lake adjacent to the boat park to protect anglers.

Boats must not cross this imaginary line nor pass between these buoys and the shore; (b) An imaginary circle of radius 10m centred on any angler present anywhere on the lake; (c) An imaginary line 10m from the waterline of the island, which is situated to the west of the pontoons;

in the Top Dog Race (for whatever reason) then the helm that is next in position in the Points Series shall be offered the opportunity to sail as a replacement but he/she shall not be obliged to accept that offer. The offer shall not be extended by more than two positions below the allowed number of boats unless the Class has lost one or more helms to another Class through the application of the above criteria (in which case the number of offers may be increased by the number of boats lost to other Classes).

(d) An imaginary circle of radius 10m centred on the buoy at the area of shallow water situated at the western end of the lake.

9. ELIGIBILITY TO RACE 9.1 Only monohull boats of overall hull length of 15 ft or less and with a RYA PY rating of 1014 or more shall be permitted to race. Trapezes are disallowed.

9.2 In a race series spanning more than one day a helm may count races sailed in more than one boat. In a one-day series any change in boat shall be restricted to the same type/ class.

9.7 Any helm qualified to sail in the Top Dog Race in accordance with Rule 9.3, or is competing as a substitute in the Top Dog, shall not participate in the Mongrel’s Bowl in any Class even if not participating in the Top Dog.

Top Dog & Mongrel’s Bowl races 9.3 For any Class with 7 or more Points Series qualifiers then the top 4 helms are permitted to sail in the Top Dog Race. For any class with 6 or less Series qualifiers then the top three are permitted to sail in the Top Dog Race

9.8 Any crew competing in the Top Dog shall not participated in the Mongrel’s Bowl in any Class, as it is not permitted to sail in both the Top Dog and Mongrel’s Bowl.

9.4 If a helm qualifies in a Class Points Series but is ineligible to sail in the Top Dog Race according to Rule 9.3 then he/she is permitted to sail in the Mongrel’s Bowl Race.

9.9 All helms in the Top Dog or Mongrel’s Bowl are required to have qualified in the relevant Points Series by having sailed 9 or more races (including up to four Open meetings counted for the purpose of qualifying in the series).

9.5 If a helm qualifies in more than one Class for the Top Dog Race in accordance with Rule 9.3 then he/she shall be permitted to sail in the Top Dog Race as a member of the Class determined as per the “Notes on Racing” section of the Racing Programme.

9.10 The position of the first three boats of a class participating in the Top Dog shall count in determining the winning team.

9.6 Pursuant to 9.5, the Sailing Secretary may decide on behalf of the helm as follows: (a) To sail in the Class for which he/she has achieved the highest place or, if the same position is achieved in more than one Class, then (b) To sail in the Class for which he/she has completed the greatest number of races or, if the same number of races has been sailed in more than one series, then (c) To sail in the primary class for which he/ she is registered within the Club (NB this will be the class for which the helm undertakes duties).

10. NOTES TO COMPETITORS 10.1 Boats not racing (which includes boats awaiting their preparatory signal) shall keep clear of boats racing.(The following do not form part of the Rules, but should be observed nevertheless) 10.2 Boats that have finished shall sail clear of the finishing line without delay.

10.3 Sails shall not be left hoisted on boats moored to the pontoons or standing on the foreshore, which could impede the Race Officer’s view of the sailing area.

10.4 Competitors and club members should make themselves aware of the Club’s bylaws and safety requirements. (2-20).

9.6 If following application of the above criteria, a Class is left with less than the allowed number of boats (Rule 9.3) to participate

Helpful hints on race duties These notes are intended as an aid to safe and efficient running of races and as a checklist of the more important items that may make your duty a little easier. One or Two Weeks Before Race-day OOD to contact (phone or e-mail with confirmation) the race team, patrol and tea persons checking that they or their substitutes, will attend and remind them of need for adequate clothing and buoyancy aids. At least one member of each patrol crew should be prepared (with wet suit/dry suit) to enter the water if necessary.

On the Day Before leaving home ensure you have the names and phone numbers of all persons on duty. Remember to bring your spectacles, ballpoint pen, watch, etc.

Make a list of the races and start times.

Check the weather forecast.

At the Club – Before the Race Keys for OODs are stored in the key safe in the committee room or are hanging on the key rack.

If safe is not unlocked, seek assistance from Duty Unlocking person (or Shirley).

Open computer cabinet (in Clubhouse), start computer and the Race Management Computer system and set up race session in readiness for competitors to sign on electronically. Seek assistance if uncertain how to do this.

Open the Race Hut and unlock cabinet containing race clocks and race computer start/timing computer. (If power in Race Hut is ‘off’, power switch is inside \clubhouse door.

Hoist large Club Burgee at mast head.

Open and check the fuel store: if there is not enough for the duty, buy more fuel (Tesco’s Riverhead is closest, but get a VAT receipt) for later reimbursement from Treasurer/bar/ Shirley.

Check in the Duty Team as they arrive and ensure that everyone knows what to do.

Sort out flags for starts, attach them to halyards. Check sound signal and microphone.

Set up Race Start/Timing computer system in Race Hut following instructions on the screen, setting up requisite number of races, start time for first race and synchronising the computer to the ‘master’ digital clock.

Collect Binoculars, Radios, Voice Recorder, pens, Log Book and backup clock(s) from grey cabinet in Committee room if not in Race Hut. Check you know how to use Voice Recorder and delete any old recordings.

Check wind direction and strength at the club.

Ask patrol boat crews to check that all marks are in place and be prepared to move them if necessary.

Go to the headland and re-check wind, look for calms at marks (to determine whether this impacts on choice of course or whether buoys should be re-located.

If a Race Hut start is intended, refer to the standard courses and determine which one is appropriate to the wind conditions, choose a starting line and a finishing line. If a nonstandard course is chosen then seek approval of the Sailing Secretary or Class Captain.

Consider whether use of a committee boat will give a better race.

Set the course on the Course Board and the number of laps for each class. AOOD should check that all is OK. (N.B. For Wed. evenings the number of laps for the slow fleet should normally be one less than for the fast fleet, aiming for a duration of about 1 hour for the leading boat in the slow fleet). Course must be set at least 20 minutes before the start.

Ensure that the same line is used for starting and finishing in any race for which some boats may be required to complete less laps.

Brief Patrol Crews on: preferred positions, radios, remind everyone that safety is paramount, people first boats second.

Patrol Crews – Before the Race Remember to bring: buoyancy aid and warm clothes including dry/wet suits as required since you may need to enter the water.

Put outboards on the Patrol Boats in Boat Shed. Check the fixing screws are tight and the safety chain is attached between the engine and the PB. Fill fuel tanks from fuel cans in the fuel store if necessary.

Collect a radio from the committee room for each patrol boat.

Check that each PB has a paddle, rope for towing, ladder for “swimmers”, anchor.

The RIBs are available for use only by authorised helms who have either completed the RYA Power Boat Level 2 or the CSC Power Boat Training course. Exchange your ‘Rib Ticket’ for the Rib keys from the Duty Officer (or Shirley) – remember to collect after your duty.

Launch 2 patrol boats/Ribs using the winch to launch and recover boats, and check availability of a third in readiness for emergencies.

Check engines, ensure they start and run smoothly.

Report to OOD that all is ready, also check radios and race course, agree positions on the lake, go afloat 15 minutes before the first start.

Check buoys are as required by OOD, adjusting positions if necessary.

Postponements Races must not be started before advertised times (the only exception being the second part of a back to back race) but may be started late (due to no wind, insufficient patrol facilities, etc). If it is necessary to delay race times by more than say 10 minutes then use the postponement sequence: To Postpone: Make one sound signal. Raise answering pennant ‘AP’.

To restart: Make one sound signal. Lower ‘AP’.

1 minute later: make one sound signal, raise appropriate class flag as 10 minutes signal.

Races not started within 45 minutes of the scheduled time may be cancelled by agreement between the OOD, the relevant Class Captain(s) and the Sailing Secretary.

Starting Races Decide who is to check time, raise/lower flags, make sound signals, watch the line.

Ensure all are aware of the race starting sequence from your list, which could be compiled as follows:

Recalls Individual Recall: When you can identify all the boats over the line at the start then: - Sound signal.

- Raise Flag ‘X’.

- Write down numbers of early starters.

(Competitors will hear 2 signals including the start signal) - Tick-off early starters as they return and re-cross line.

Mark non-returning starters on race sheet as “OCS” (on course side), they are disqualified.

4 minutes later, or once all OCS boats have re-crossed the start-line; lower ‘X’ (prepare for next start).

General Recall: If you cannot identify all the premature starters then: 2 sound signals.

Raise “First Substitute” (‘FS’).

(Competitors will hear 3 signals including the start signal).

NB. One minute rule will apply to the restart, with disqualifications.

The recalled class restarts “at the end of the queue” 5 minutes after the last normal start.

Note that the restart sequence starts one minute before the last normal start, also that the recalled-class flag is raised only 5 minutes prior to the new start. The restart sequence is: Last start minus 1 minute: Sound signal.

Lower ‘FS’.

Last start: Sound signal. Lower class flag for normal start. Raise recalled-class flag and Black Flag. (NB. Leave ‘P’ flag flying. These actions become the combined warning & preparatory signals).

Last start + 4 minutes: Sound signal.

Lower Black flag, record “OCS” for boats on course side of line until the start, they are disqualified (i.e. “One Minute Rule” applies).

Last start + 5 minutes: recalled-class 2nd start. Sound signal. Lower class flag and ‘P’.

If another class starts prematurely and another general recall sequence is necessary, dip ‘FS’ to half mast (approx 30 seconds) and then raise it again.

Record the start time for the general recalled fleet and record the lap times for all competitors in the recalled fleet.

Shortening (Remember leader should race for approx 75 minutes. There is no requirement to shorten a race because of heavy weather) Selective Shorten Course: for specific classes only, then: 2 sound signals. Raise ‘S’ and class flag(s).

Leading boat in each fleet will finish at the next crossing of the finishing line in the starting direction when continuing to sail the prescribed course (although handicap fleets may be required to complete a full lap).

General Shorten Course: for all classes racing, then: 2 sound signals. Raise ‘S’.

Race can also be shortened to finish between a committee boat (flying flag ‘S’) and a mark.

Finishing As boats pass through the finish line, note winner’s times and finish order against the respective sail numbers. For Handicap Classes race time in seconds must be recorded for all boats.

In the event of a protest the protesting helm must advise the OOD of his intention to protest immediately on coming ashore and complete the protest form within 30 minutes of the last boat finishing the race. The OOD is responsible for assigning someone to organise the protest hearing but this does not mean he/she has to sit on the committee.

During the Race Return to the main computer to print off lap sheets immediately after the race has started. These should not be printed until the 5-minute signal for the race. They may be printed one at a time or all together. A retirement sheet should also be printed.

For pursuits the computer will print out a Signing-off sheet.

As each boat completes a lap, note positions/ times on lap sheets. If you have “lost” a boat, radio the patrol boats and check foreshore for retirements.

Check weather, wind and lap times. Estimate finishing times for race leaders and tail-enders.

Consider need for additional patrol cover and need to shorten course.

Return to the main computer to enter and score the results by clicking “Produce RACE RESULTS”. The computer will ask you to enter times/positions in the same order as on the lap sheets. Enter the times exactly as recorded – you do not need to adjust manually to allow for offset start times.

General recalled fleets will require manual calculation.

View the results of each race in turn, check you are content that the data entered is accurate, in particular check the number of laps. Print out the results.

When scoring has been completed, use the “Go Back” facility to return the Race Management System to the Welcome screen for the next sailing session. Normally leave the computer running at the end of the day so that the results can be downloaded. Seek assistance if you are uncertain how to do anything.

General Advice Help the dinghy crew to help themselves before taking over. Prompt action such as “walking the mast up” may be all that is required. Once you take over, get the crew into the Dory / RIB before dealing with the capsize. Keep a lookout for others in trouble.

Abandoned boats should be retrieved after the race.

The health and safety of the Patrol Crew is vital to the safety of those racing. If cold request flasks of hot tea/coffee from those on tea duty.

11. After the Race ◼ Record names of duty absentees in the Log Book. ◼ Record state of patrol boats/engines/radios/ computer, etc, noting all faults, in the Log Book. ◼ Ensure that all is cleared away and that race hut, engine safes and boat shed are locked securely, and arrange for the alarms to be set. ◼ There is an ‘End of Day’ check list for both the OOD and the Patrol Boat Crews, that for the OOD is in the Race Box and the list for the Patrol Boat Crews is attached to the inside of the Patrol Boat shed door.

10. Patrol Boats on the Water ◼ Look out for boats in trouble. Should you see a capsize, observe how they are recovering the situation and be prepared to go to their assistance should difficulties continue. ◼ Your main concern is for people. If they are recovering themselves, OK. But if not, get them into the patrol boat as safely and quickly as possible. The water can be very cold and people tire very quickly when cold. ◼ If in any doubt, leave the capsized boat – get the injured back to shore, radio the OOD for call-out of medical/emergency assistance.

Don’t take chances. Hypothermia is a potential killer. If necessary you may need to enter the water to provide assistance. ◼ Always prevent injury to those in the water by contact with the propeller. Where the patrol boat approaches a boat with either people or trailing ropes, keep the engine in neutral and consider turning off the engine. Approach from downwind with propeller further from people/ropes, etc. Always turn off engine during recovery of people. Keep an eye on the rest of your area for others in trouble.

12. Operation of the Winch The electric winch should always be used for pulling the Patrol boats out of the water. It also helps for more controlled launching, particularly of the RIBs, which are significantly heavier than the Newmatic 400 Patrol boats or Dories.

Mains power to the winch is on only when the Clubhouse is open To Launch; i) Attach one end of the winch rope to the boat trailer. ii) Take a single turn clockwise around the winch drum. iii) Untie painter from trailer and unhook trailer winch hook from boat. iv) One person steers trailer whilst second uses winch rope to act as a brake as boat is manoeuvred into the water.

Tension the tail-end of the rope, operate the foot switch and haul the boat up. Ensure no one is in the vicinity of the rotating capstan and advise people to stand clear of the rope. vi) After use the winch can be isolated by depressing the red emergency button if desired vii) At ‘end of day’ cover the winch with the green cover, rope inside and then the plastic sheet

To Recover; Check that the winch is ready by pressing the foot-switch on the concrete plinth located about six feet to the right of the winch - if the capstan does not rotate, check that the small red emergency stop button on the top of the cabinet is in the ‘Up’ position.

(The winch power is normally ‘on’ with the Clubhouse power but there is a winch switch (rotary red) and RCDs in the winch switch box. If necessary obtain the key to the winch switch-box from the Committee Room key rack (orange ribbon), turn the red rotary switch to on and/or reset the RCD (s) breaker.

Re-lock the switch box and return the key) ii) Attach the winch rope to the boat trailer and position the trailer for recovery iii) Wind the other end of the rope clockwise round the capstan with three turns. iv) Float the boat onto the half -submerged trailer and secure with the trailer winch hook.

Check that the jockey wheel is free to rotate. i)

BUOYANCY, WET/DRY SUITS & SAFETY REGULATIONS CSC Bylaws state that buoyancy aids must be worn at all times on the water and that wet/dry suits must be worn between January 1st and March 31st. Note that wet/dry suits do not constitute personal buoyancy.

RACE MANAGEMENT TEAMS .Members are reminded that AM duties must overlap PM duties with a change-over at 13.15 on Sundays to ensure that a patrol boat is manned at all times during the hand-over period.

All members of Chipstead Sailing Club - boat and non-boat owners - are expected to ‘volunteer’ for at least 4 half-day Race Management Duties to ensure the quality of racing is maintained throughought the season.

On some Sundays, lunchtime races need to be started by the AM crew and finished by the PM crew. See the Race Note 3 on page 20 regarding events run by individual Classes.

Race Management Duties will be allocated by Class Captains.

Members are reminded to check the duty rota issued by their Class Captain and note the dates for their duties. It is a Member’s responsibility to turn up on time for duties, or to make arrangements for an exchange of duty with another suitably qualified Club member, and to notify the relevant OOD’s and Class duty administrator of such exchanges. Members are advised that their club membership may be jeopardised if they do not carry out their duties.
