Children’s Pavilion, the centerpiece of CHKD’s mental health initiative, stands 14 stories high on our Norfolk campus and provides inpatient, outpatient, and partial hospitalization care.

Building Better Mental Health Care

As Virginia’s only freestanding, full-service children’s hospital and our region’s trusted leader in pediatric care, CHKD has evolved over the decades to meet the changing needs of those we serve. After learning of our community’s critical need for pediatric mental health services, CHKD’s board of directors made a transformational decision: Our commitment to provide the care our children need must include services to address their mental health. Since then, we have embarked on a journey to build a comprehensive mental health program from scratch – an enormous undertaking. While we still have a great deal of work before us, we have created the essential framework of care our children need with the goal of providing that care in the least restrictive environment possible. Our commitment to fully develop each component of that framework, outlined below, remains unwavering.

Primary Care

All care begins in the medical home with each child’s pediatrician.

Outpatient Services

Building skills and reducing symptoms through assessment, individual and group therapy, and psychiatric care.

Emergency Care

Providing urgent mental health evaluation and care in a safe environment.

MedicalPsychiatric Care

Delivering inpatient medical care that also addresses mental health needs in CHKD’s main hospital.

Intensive Outpatient Program

After-school program for teens with needs greater than weekly therapy sessions can address.

Inpatient Care

Acute care in Children’s Pavilion for those at imminent risk of harm or those experiencing severe dysfunction.

Partial Hospitalization Program

Intensive day treatment for patients with significant needs who do not require inpatient care.

Fellowship Training

Training the next generation of child psychologists and child and adolescent psychiatrists.

Starting Points

For most children, mental health care begins in the office of their primary care pediatrician or in CHKD’s main hospital.

Primary Care Pediatrics

The primary care pediatricians of CHKD Medical Group and others are on the front lines of the pediatric mental health crisis. As trusted resources for our region’s parents, they’re the first providers that families turn to for help. In 2023, 27,453 appointments with CHKD Medical Group pediatricians were solely for mental health concerns.

Emergency Department

Patients with mental health concerns who arrive in the emergency department have a six-bed space designed to meet their unique needs. Built with safety and privacy in mind, the area is staffed by a child and adolescent psychiatrist, nurses, mental health coaches, and mental health technicians who work alongside the emergency medicine providers. In 2023, children made 2,895 visits to CHKD’s emergency department for mental health concerns, a 200% increase since 2018.

Medical-Psychiatric Unit

This seven-bed inpatient unit is designed to provide a safe environment for patients whose physical conditions need to be stabilized while their mental health needs are being addressed. In 2023, there were 511 admissions to this unit.

Every day, children in acute need of mental health care arrive in our emergency department, where we have created a dedicated space to meet their unique needs.

Outpatient Mental Health Services

Outpatient services are designed to manage symptoms and promote recovery in the least restrictive setting, with a goal of preventing the need for crisis care. Outpatient services are provided at Children’s Pavilion and CHKD’s Health Center, South Campus, in Norfolk, as well as CHKD Health Center at Tech Center in Newport News, CHKD Health Center at Landstown in Virginia Beach, and via telehealth.

Clinical Needs Assessment

Mental health clinicians assess the specific concerns of each child and their family to determine urgency of needs and provide referral to the most appropriate level of care for each child’s specific situation.

Outpatient Therapy

CHKD’s mental health team provides individual and group therapy throughout the region. Because there is an extremely long wait list for individual therapy, children who do not require urgent intervention are encouraged to enter group therapy to begin the process of building skills and reducing symptoms. Once group therapy is complete, patients who need additional care may be offered other services. Children attended 23,071 outpatient therapy appointments in 2023.

Psychiatric Care

Board-certified child and adolescent psychiatrists and psychiatric mental health practitioners at CHKD offer psychiatric evaluations and treatment planning, including medication management and psychotherapy. Our psychiatrists, psychologists, and nurse practitioners use biological, psychological, and social factors to deliver care that is evidence-based, patient-centered, and familyfocused. In 2023, children made 22,951 outpatient visits to our department of psychiatry and psychology.

Psychological Testing

Our pediatric and clinical psychologists provide psychological diagnostic assessment and testing to answer specific questions regarding diagnosis, to clarify strengths and weaknesses, and to determine pre- and post-intervention needs. Our psychologists pay special attention to genetic, medical, developmental, educational, social, and family factors to assess and provide the best treatment plan for each patient.

Intensive Outpatient Program

CHKD’s intensive outpatient program is a structured after-school program for teens whose mental health condition or behavioral needs are beyond what can be addressed in weekly outpatient therapy sessions. The goal of the program is to improve quality of life and reduce symptoms by providing patients with tools to help manage and regulate their emotions. The program includes individual and group therapy, skill building, family engagement, and medication support as appropriate. Upon successful completion of the program, patients will transition back to outpatient care with new skills and an enhanced understanding of how to take charge of their emotions. Children made 2,081 visits to this program in 2023.

Inpatient Care and Partial Hospitalization

Acute inpatient and partial hospitalization programs at Children’s Pavilion provide care in a safe, structured setting for children who need more continuous support to reach stability.

Acute Inpatient Program

Our acute inpatient psychiatric program is for children and adolescents experiencing mental health emergencies, including imminent risk of harm to self or others, or severe disruption of the functions of daily living. This highly resourced program provides the greatest level of structure and safety for patients using evidence-based and proactive treatment approaches. Patient care teams work collaboratively with families to develop and implement an ongoing individualized plan for success. Acute inpatient treatment is relatively brief. Length of stay varies by patient, averaging several days. As part of discharge planning, patients will often transition to step-down services that will support their continued progress toward better health. There were 777 admissions to Children’s Pavilion in 2023.

Partial Hospitalization Program

The partial hospitalization program provides intensive day treatment as a step-down from acute inpatient care or a step-up from outpatient services for children and adolescents who have high but not imminent safety concerns or a significant disruption to emotional, behavioral, or social functioning. Patients attend this program each weekday during school hours in a structured, therapeutic environment that offers individual, group, and family therapies as well as psychiatric management. Families are also provided support from program clinicians to work through challenges that may exist in the home environment. Discharge planning includes coordination of outpatient services to support each child’s continued progress toward goals and improved health. Children made 1,062 visits to this program in 2023.

Research and Academic Training

As we work to meet the current need for quality mental health care for the children of our region and beyond, we must also plan and prepare for the future. At CHKD, we’ve established programs to train the mental health professionals of tomorrow, and we place a strong focus on research to identify the most effective treatments and interventions.

CHKD’s Mental Health Academic Research Center

Through funding from the Children’s Health Foundation at CHKD and support from the EVMS Department of Pediatrics based at CHKD, our mental health team has established the CHKD Mental Health Academic Research Center. This program is dedicated to studying the quality and outcomes of the mental health care we offer, promoting prevention and early childhood mental health, and implementing state-of-the-art research in collaboration with other national experts in pediatric mental health. The center is contributing to health, healing, and hope for all children with an intentional focus on ensuring access to care and eliminating disparities. This research will ensure our patients receive rigorously evaluated, evidence-based care. And, through dissemination of our findings, we will contribute to defining best practices and ensure that CHKD remains a leader in children’s mental health care.

Child and Adolescent Psychiatry Fellowship

With approval from the Accreditation Council for Graduate Medical Education, CHKD established a child and adolescent psychiatry fellowship. This fellowship is training the next generation of child and adolescent psychiatrists to promote the mental health of all children through a full continuum of clinical care. The two-year program, developed with a focus on meeting the needs of today’s youth and attention to population health, family-centered care, and the integration of physical and mental health care, accepts two psychiatrists each year.

Child Psychology Fellowships

CHKD also offers two psychology fellowships for postdoctoral psychologists. Our pediatric psychology fellows develop the clinical skills necessary to provide care for diverse pediatric populations by working within multidisciplinary teams in a variety of medical specialties including inpatient pediatric rehabilitation, pain and palliative care, gastroenterology, neurology, hematology/oncology, intensive care, and trauma. The CHKD Child Advocacy Center offers a separate fellowship in clinical psychology with a goal of preparing fellows for the professional practice of psychology with a specialty in childhood trauma. Training includes assessment, consultation, and therapeutic interventions, with an emphasis on using evidence-based practices.

Inside Children’s Pavilion: A Healing Environment

Children’s Pavilion provides a beautiful environment for healing, and was a 2023 winner of the International Interior Design Association’s Award for Healthcare. Every facet of Children’s Pavilion has been tailored to respect the needs, privacy, and dignity of our patients as they undertake very important therapeutic work. Our inpatient and outpatient spaces offer calm and relaxation, as well as opportunities for creative exploration, learning, and development.

Atrium and Lobby

Healing begins the moment our patients and families enter the doors of Children’s Pavilion. The first floor is not only home to a full-service café, but it is also the entry point for the important work that takes place on our inpatient floors, which are accessed through a discreet elevator entrance off the atrium lobby. To keep our hospitalized patients safe at all times, families visiting the inpatient floors pass through a safety screening area as they enter. The first floor indoor and outdoor spaces introduce visitors to CHKD’s use of art to enhance our environment of healing. Rooftop Recreation Center

Children need time to play, and regular exercise is proven to reduce stress, elevate mood, and contribute to a child’s overall sense of well-being. The Pavilion’s top floor features our rooftop recreation area, which offers fresh air, sunlight, and a chance for children to play safely outside, as well as expansive views of downtown Norfolk and the Elizabeth River. Here, therapy occurs while playing basketball on our outdoor court, dribbling a soccer ball on the grassy turf area, or enjoying a game of four square. Patients can also play giant puzzle games and benefit from horticulture therapy using rolling planters.

Art that Elevates the Human Spirit

From the artistry of the building’s architecture to the beautiful works of art created especially for the facility, Children’s Pavilion is designed to bring comfort, inspiration, and healing to all who enter through its doors.

Art enhances and humanizes the hospital experience for patients, families, and staff. Growing evidence shows that infusing the arts into places of healing can improve both body and spirit. The arts can be particularly important in

mental health treatment by healing emotional injuries, helping patients understand themselves and others, and developing capacity for self-reflection that can lead to changing behaviors and thinking patterns.

The art here not only elevates the human spirit but the mission of mental health treatment. It brings a sense of joy and extends the idea of healing beyond these walls to the community that rallied to build it.

Our Community Lights the Way

To support the creation of Children’s Pavilion and the expansion of mental health programming, CHKD launched the Lighting the Way Campaign for mental health. From the family of employees who make up Team CHKD, to the generous philanthropists who made children’s mental health a priority, our community responded with unprecedented generosity and compassion. The progress of our mental health initiative is due to their efforts, dedication, and perseverance.

An Escalating Need

The mental health needs of our children continue to grow at an unprecedented rate. The programs that CHKD provides at Children’s Pavilion, and throughout our community, are just beginning to meet this demand. We must do more, but we need your help.

The compassion and generosity of our community allowed us to create the beautiful and therapeutic space at Children’s Pavilion that serves as home to CHKD’s mental health initiative. Now, our programs, services, and staffing must continue to expand to ensure we are able to help the growing number of children in crisis.
