A Fight for the Right to Sing

S

outheastern High School is one of many institutions in the Detroit Public Schools suffering from a critical lack of funding. Things have become so bad in the DPS that the entire system is being run by an emergency financial manager, Robert Bobb, who was appointed by the state government in 2009. Tasked with reducing the DPS’ gaping financial deficit, Bobb has made many unpleasant and unpopular decisions, including initiating cuts to music, drama, JROTC, and a host of other programs at Southeastern High School, while shuttering other schools altogether. In February of this year, the accompanist in the SHS choral department was let go and, several weeks later, the lone choral director was re-assigned as a substitute at another school, leaving the Voices of Southeastern – a high school choral ensemble that had been around for some 90 years – without a director. As word of this school choir’s plight got around, funds to attend the MSVMA choral festival were donated (by the president of the School Board), the director of a middle school choir volunteered to conduct the group, and they eventually made their way to the festival site, in spite of threats from administration and a steadfast refusal by festival organizers to allow the students to perform. In the end, this group of proud, resourceful, and woefully underserved students essentially forced their way onto the stage and sang the songs they had so desperately fought to perform – even though the festival adjudicators were persuaded to leave the room as the CHS students began to sing. As two Voices of Southeastern choir members declare in an article published on www.defendpubliceducation.com, “Even though we were not officially a part of the competition, that did not matter so much. We still achieved a great victory because by singing, we asserted our power. We proved that we can persevere as a result of our determination and desire to fight for what is great about us and about our city.” Southeastern High School will almost certainly be without an officially sanctioned choral department next year. The good news, however, is that the battle for the arts in the Detroit Public School system is far from over.

HeadLines NAMM Foundation announces “Best Communities for Music Education”

I

n a year that saw budgetary crises and partisan conflict at all levels of government, the NAMM Foundation has announced the results of its 12th annual Best Communities for Music Education (BCME) survey, which acknowledges schools and districts across the U.S. for their commitment to and support for music education in schools. In all, 179 communities out of 279 that submitted surveys were recognized, including 172 school districts and seven schools. 2011 marks the first year that individual schools received this impressive designation. The announcement came as a part of NAMM’s National Wanna Play Music Week, (May 2-8) a weeklong promotion designed to encourage people of all ages and skill levels to experience the proven benefits of playing music. The BCME survey is a nationwide search for communities whose programs exemplify a strong commitment to music education. Established in 1999, BCME recognizes and celebrates schools, their administrators, teachers, board members, parents and students for their support of music education and their efforts to assure access to all students as part of the core curriculum. The announcement of the 2011 Best Communities for Music Education campaign comes at a crucial time, as school districts nationwide finalize their budgets. According to the NAMM Foundation, the designation exemplifies a distinction worthy of pride, but also a call to action for local music education advocates to help preserve – and in some cases, save – their current music education programs. Each school receiving the “Best Communities” designation scored in the 80th percentile or higher in the survey’s grading process. Participants in the survey answered detailed questions about funding, graduation requirements, music class participation, instruction time, facilities, support for the music program, and other relevant factors in their communities’ music education programs. The responses were verified with district officials and advisory organizations reviewed the data. The 2011 survey was conducted between January 14, 2011 and March 14, 2011 in collaboration with The Institute for Educational Research and Public Service (www.ku.edu/~ierps/cgi-bin) of Lawrence, Kansas, an affiliate of the University of Kansas. Each school district or school was allowed to fill out one survey, completed by a school administrator and/or teacher with access to school and district demographic and budgetary information. The GRAMMY Foundation’s 2011 GRAMMY Signature Schools

T

he GRAMMY Foundation has announced that 36 schools nationwide have been selected as GRAMMY Signature Schools for 2011. Created in 1998, the GRAMMY Signature Schools program recognizes top U.S. public high schools that are making an outstanding commitment to music education during an academic school year. GRAMMY Signature Schools are made possible in part through the generous support of Best Buy, Campbell’s Labels For Education program, the Ford

Motor Company Fund, Gibson Foundation, and the Hot Topic Foundation. Each of the 36 GRAMMY Signature Schools will receive a custom award and a monetary grant to benefit its music program. The top seven schools are designated Gold recipients. The best of the Gold recipients is named the National GRAMMY Signature School. The National GRAMMY Signature School will receive $15,000, and the six remaining Gold schools each will receive $5,500. Two remaining GRAMMY Signature Schools recipients will receive a grant award of $2,500 to benefit their music programs. In the Enterprise Award category, which recognizes efforts made by schools that are economically underserved, 27 schools will receive a grant of $5,500 each. Pioneer High School in Ann Arbor, Mich. was named the 2011 National GRAMMY Signature School and awarded $15,000. The 2011 GRAMMY Signature Schools Gold, awarded $5,500 each, were Allen (Texas) High School, David Douglas High School (Portland, Ore.), Flower Mound (Texas) High School, Neuqua Valley High School (Naperville, Ill.), Plano (Texas) West Senior High School, and Waubonsie Valley High School (Aurora, Ill.). The selection process for GRAMMY Signature Schools begins each year in August when the GRAMMY Foundation mails notification to more than 20,000 public high schools from districts large and small, urban, suburban and rural, requesting information about each school’s music program. Applications are completed and submitted online in October at www.grammyintheschools.com. After the applications are scored, finalists are identified and asked to submit additional documentation, such as recordings of school concerts, sample concert programs and repertoire, which is then reviewed by an independent blue ribbon committee of top music educators and professionals to determine the schools that merit GRAMMY Signature School status. Tennessee Introduces License Plates for Music Ed

D

r. Tim Lautzenheiser has joined Music for All as senior educational advisor, Music for All recently announced. As Senior Educational Advisor, Lautzenheiser will advise and support Music for All’s educational programming. He will also work closely with Music for All leadership and staff on creating and providing programs for high school and middle school bands and orchestras, teachers and students. Lautzenheiser was the executive director of Music for All’s predecessor Marching Bands of America, and he has been a regular presenter at MFA programs. 2010 National Medal of Arts Recipients

P

resident Barack Obama has presented the National Medal of Arts to 10 recipients for their outstanding achievements and support of the arts. The National Medal of Arts is a White House initiative managed by the National Endowment for the Arts. ennessee unveiled a new vanity license plate, to commemorate the state’s contribution to music and benefit music education. The “State of American Music” plates are available now for pre-order. They’ll set you back $35, with a $3 service fee, and proceeds will be distributed by The Gibson Foundation towards music education initiatives led by Tennessee music museums and charities. The state that is home to Music City, USA has developed the plate because it “properly promotes Tennessee as the most musical state in the nation,” said John Doyle, Executive Director of the Memphis Rock ‘n’ Soul Museum, which received authorization for the plate from the Tennessee State Legislature. To ensure production, 1,000 plates must be pre-ordered. If they do not garner enough interest within 12 months, the plates will be cancelled and all orders will be refunded.

CDReport: 2011 ACDA National Conference

Singing in the Windy City

O

ver 5,000 educators, students, exhibitors and choral music lovers gathered from March 9-12 in Chicago, Illinois for the bi-annual ACDA National Conference. Four days of concerts, information sessions, exhibits, showcases and networking made clear that the world of choral music is as strong as the people who intend to keep it that way – and that’s a good

thing! Even as widespread school budget cuts and other ongoing concerns were regular topics of discussion, there was agreement among attendees that the large turn out at this convention – reportedly its biggest attendance since 2003 – is evidence that choral music and vocal music education continue to be a critical pillar in the music and arts world, and won’t be going away any time soon. One attendee, Bob Anderson of Linn-Mar High School, sums up what was a common sentiment at the 2011 ACDA National Conference. He notes, “This convention is something that I’ve come to for years as a choral director. It’s an opportunity on many levels. The networking is unbelievable – being able to talk to colleagues about the solutions to the very problems we’re all facing. It’s also an opportunity to get exposed to new literature and new ideas for teaching – it’s just invaluable in refreshing what I do.”

“Getting kids to be interested and stay interested in choral music is a big challenge. Kids are overscheduled and it’s hard to get them to make commitments to extracurricular activities. I also think expectations of being in a vocal group are hard to meet – especially with ‘Glee’ being such a major player now. On the exhibit hall floor, Choral Director spoke with a handful of educators in attendance to get a feel for the most significant challenges currently affecting their program. “Money probably. We’re just being very frugal. We are recycling lots of music that we’ve used before.” Mary Susan Whaley Northeastern Oklahoma A&M Miami, Okla. “Managing a large program schedule and continuing to try to find ways to fund it is always a challenge. Funding is a huge issue and it’s becoming bigger all the time across the country. We hear about it constantly, every day. The losers are the kids when cuts start to happen. In some cases, people just want to make cuts and there seems to be no logic to the way we’re moving.

That’s the scary part – I don’t know how to counter-attack except by educating. A conference like this could help people see what’s going on: how important it is to educate our entire culture to what’s going on in music and the arts, and how vital it is to our society. “The main challenge for us is funding, just like everyone else I would think; budget cuts; trying to get enough faculty to run our program. Our school just got bigger – we went from a department to a school of music – and with that comes needed resources for funding and faculty lines and adjuncts.
