EDUCATION-BASEDACTIVITYPROGRAMS
TheNationalFederationofStateHighSchoolAssociationsandtheOklahomaSecondarySchoolActivitiesAssociationrecognizethe numerous potential benefits of participation by students in education-based activities. While education-based activities may differ between the stakeholder groups, all should be centered on optimizing the student’s scholastic activity experience. Students will change,developandexpandabilitiesovertime;coaches,administratorsandparentsshouldnotonlybecognizantofthefluidprocess, but also foster a safe, positive environment in which development can occur. Education-based activities must always be viewed as anevolvingandunpredictablepath.
The NFHS and the OSSAA recognize the influential role played by coaches and directors in all activities, and therefore emphasis should be placed on those individuals to instill and reinforce fundamentals and best practices, not only to minimize risk but also to promote an environment in which a student has the opportunity to reach his or her full potential. The common goal for all the stakeholdersinvolvedwith education-basedactivitiesshouldbetomaketheexperienceenjoyableandrewardingfortheall.
WhileourpositionisnotintendedtosquelchdreamsofachievingacollegescholarshiporprofessionalorOlympicglory,wedoplace emphasis on the student’s entire scholastic activity experience with the goals of enhancing participation, reducing injury risk, and optimizing performance and success (however defined) during the student’s high school career. The ultimate goal; Producing an individual who is competent, confident, connected to his or her peer group and community, and of high character. This essential principleisatthecoreofthescholasticactivityexperienceandisfundamentaltothemissionoftheOSSAAandNFHS.
DIVERSITY,EQUITYANDINCLUSION(DEI)
Promoting education and theunderstanding of groups thathave social and culturaldifferences is an integral part of education-based activities.EverystudentparticipatinginactivitiesatanOSSAAmemberschoolisentitledtoparticipateinasafeschoolenvironment that is free from bias. Any form of bias (including demeaning comments, racial, ethnic, or homophobic slurs) based on social or culturaldifferenceswillnotbetoleratedineducation-basedactivities.
A. EDUCATIONALOPPORTUNITIES
All OSSAA member schools, shall provide opportunities for educating and promoting the understanding of social and cultural differences on an annual basis. Opportunities can include intentional dialogue between groups and/or individuals, groupand/orindividualon-linecourses,speakersandconferences.
The OSSAA Staff and Board of Directors will make resources available to member schools for the purpose of promoting diversity,equityandinclusioneducation.
1. TheOSSAAStaffandBoardofDirectorswillparticipateindiversity,equityandinclusiontrainingannually.
2. Eachschoolyear,eachactivityisrequiredtoengagetherespectiveparticipantsindiversity,equityandinclusiontraining.
B. OSSAABOARDSUB-COMMITTEE
Asub-committee(DEICommittee)oftheBoardofDirectors,willengageannuallywithschooladministration,studentsand coaches/directorsforthepurposeofreviewingtheDEI Policy and toexploreeducationalopportunitiesavailableto create a betterunderstandingofsocialandculturaldifferences.
C. OFFICIALS
Allcontestofficialsshallberequiredtoviewthe Implicit Bias courseannually. ThecourseisavailableatNFHSLearn.com. Othereducationalresourceswillalsobemadeavailableincludingintentionaldialogue,speakers,workshopsandconferences.
D. PUBLICADDRESSANNOUNCERSANDBROADCASTCREWS
Any person or persons making public address announcements at a regular season or post season contest; and any person associated in any manner with a broadcast crew, including but not limited to regular season or post season contests being streamed, televised or broadcast over the radio must provide in writing they have completed an educational opportunity in theformofon-lineclasses,speakerledworkshopsorconferencespriortobeingapartofanyOSSAAactivity.
SPORTSMANSHIPRESPONSIBILITIES
EnsuringgoodsportsmanshipatOSSAAmemberschoolsrequirestheresponsibilitiesofdifferentgroupsbecoordinatedandcarried outateachcontestinvolvingsecondarylevelstudents.
1. SchoolAdministration: Theresponsibilityforfanbehaviorresideswiththeparticipatingschooladministrationsfromeach participating school (combined with the host site security in neutral site contests). School administration must provide adequate supervision at the venue. Negative behavior targeting participants or officials must not be tolerated. Removalof
non-compliant fans shall be managed by the administrative team. A report detailing the circumstances must be sent to the OSSAAanytime afanisremovedfromacontest.
2. Coaches: Head coaches must communicate expectations for fan/parent, and player behavior. Communications should include consequences for unruly fan/parent or player behavior and be shared with each player and the player’s parent/guardian.
3. Officials: Officialsshall,uponarrivalatthecontest,meetwithon-siteadministrationtoensurelinesofcommunicationare open and officials know where to find school administration should a problem arise outside the playing area. Under no circumstancesshouldanofficialdirectlyremoveapersonoutsidetheplayingareafromthevenue. Theadministrativeteam ordesigneewillberesponsibleforremovalofanyfan.
4. Participants: Participants experiencing inappropriate behavior from other participants and/or non-participants during the contest must communicate those issues directly to their coaching staff to ensure identifiable issues are addressed by the administrativeteams.
I. BASKETBALLRULES
A. BeginningandEndingofSeason
1. The basketball season for all non-football playing schools shall open on November 1. The season for all football playingschoolsshallopenforseniorhighschoolsonthethirdweekendinNovemberandtheseasonforjuniorhigh school football playing schools may open on week 19 which will be Monday, November 6, 2023. A weekend is Thursday,FridayandSaturday.
2. FromthecloseofthebasketballseasonuntilOctober1,memberschoolsandschoolcoachesshallnotholdorganized basketballpracticeorinterschoolscrimmages. Organizedpracticeisdefinedasschoolcoachesoranticipatedschool coaches directly or indirectly giving individual or team instruction concerning fundamentals. However, from the opening of school until October 1, and from the close of the basketball season until the close of school, member schoolsmay give basketballinstruction ina physicaleducation classduring theregularschoolday. When thereis no organized physical education class scheduled during the school day, a school may schedule an additional class period immediately after the close of the school day not to exceed 60 minutes, for the purpose of conducting a physicaleducationclass.
3. Boys teams in non-football playing schools, and all girls teams, may hold interschool scrimmages any time after they startorganized practice.A scrimmage isdefined asa contest against another schoolwhere noofficial records are kept, and scores are erased at the end of each period played. There shall be no loss of instructional time for scrimmages,includingtravel.
4. BoysteamsinfootballplayingschoolsshallnotholdinterschoolscrimmagesbeforeNovember1.
5. In addition to the Activities Association sponsored championship tournament series, football playing schools can playeither16gamesand2tournamentsor14gamesand3tournaments. Non-footballplayingschoolsmayplayin 18gamesand2tournamentsor16gamesand3tournaments. 9th gradestudentsmayparticipateonboththejunior highandhighschoolteambutarelimitedto2tournaments. Exception: Highschoolteamsthathavescheduled14 games and 3 tournaments or 16 games and 3 tournaments, may allow a 9th grade studentto participate in no more than3tournaments.Inafestival,ateamwillbechargedwithagameforeachgameplayedinthefestival.
6. Juniorhighteamsarelimitedto14gamesandtwotournaments,andindividualswillbelimitedtotwotournaments. A school could have a seventh-grade junior high team, an eighth-grade junior high team, and a ninth-grade junior highteamoranycombinationofthethree,buteachteamwouldbelimitedtotwotournaments.
7. PriortoDecember1,memberschoolsandindividualstudentsarelimitedtosix(6)interschoolscrimmagedatesfor boysandgirls.
8. VIOLATIONOFCONTESTLIMITS(TEAMSAND/ORINDIVIDUALS)
Generally, if the contest or tournamentlimits for a particular activity have been exceeded,by either a school team orbyindividualparticipantsfromaschool,thefollowingsanctionswillbeapplied:
(a) thecontest(s)thatexceedthelimitationswillbeforfeited.
(b) Theheadcoachinthatactivityshallbesuspendedfromcoachinginanyregularseasoncontest,atthe samelevel,inthesameactivityfortheremainderofthecurrentregularseasonandanychampionship play-offeventsforthatschoolyear.
(c) Theheadcoachinthatactivityshallbesuspendedfromcoachinganyregularseasoncontests,atthesame level,inthesameactivityforone-halfoftheregularseasonthenextschoolyear.
(d) Theschoolwillnotbeallowedto hostanyplay-offcontestsinthatactivityduringtheschoolyear in whichtheviolationoccurred.
(e) Theprogramwillbeplacedon warningforaperiod ofoneyear.
9. When an entire tournament is cancelled due to weather or other unusual circumstances, schools may be allowed to scheduletwoadditionalgames(withOSSAAapproval).
10. Intheeventonegameofaregularseasonscheduledtournamentiscompleted,andtheremainderofthetournamentis cancelled(notpostponed)duetoinclementweatheroranyotheractofnature;aschoolmaysubmitawrittenrequest totheOSSAAStaffseekingpermissiontoscheduleoneadditionalregularseasongame. Thiscontestmustbeplayed priortothebeginningoftheplayoffseries.
11. OSSAARANKINGPROGRAM
The OSSAA has an on-line ranking program for use by school administrators, coaches, and can be viewed by the generalpublic. Theprogramisaccessible attheOSSAAwebsite(www.ossaa.com).
For the sports of Football, Fall Baseball, Spring Baseball, Basketball, Fast-Pitch Softball, Slow-Pitch Softball, Volleyball, Soccer, and Wrestling (all match scores and team results of invitational tournaments) and Golf (team score), it is mandatory that results from each regular season contest be entered into the ranking program within 24 hours of the conclusion of the contest throughout the season. Once any athletic activity, except for Cross Country, Swimming, Trackand Field and Tennis, enterstheplay-offseriesfor thatactivity, those resultsmustalso be entered within24hoursoftheconclusionoftheplay-offcontest.
Anycoachfailingtoreportthescorewithin24hoursoftheconclusionofacontestwillinitiallybenotifiedin writingofhisorherfailuretocomplybyOSSAAStaff. Acopyofthatcorrespondencewillbesenttothecoach’s schooladministratoraswell. Asecondincidentoffailuretoreportwillresultinthecoachbeingplacedonwarning for aperiodofoneyear. Athird,andeachsubsequentfailuretoreportwillresultinthesuspensionofthecoachfor thenextcontest.
II. VIOLATIONSOFCONSTITUTION,RULES,REGULATIONSOROSSAAPOLICIES
WhenaviolationofOSSAA’sConstitution,Rules,Regulations,orPolicieshasbeendeterminedtohaveoccurred,the ExecutiveDirectorisauthorizedtoimposesanctionsorremedies,whichmayincludesuspendingacoachorotherschool personnelfromcoachingand/oractivityprogrammanagementresponsibilities,orimposinglimitsorconditionsonthose coachingand/oractivitymanagementresponsibilities.
III. APPROVALOFTOURNAMENTS, MEETS,ANDCONTEST
A. ApprovalofTournaments,MeetsandContests
Section 1— No member school shall compete in athletics in any interstate tournamentor meet in which three or more schools participate, unless such event has been sanctioned by all interested state associations including the National Federationwhenrequired.AllentriesforoutofstatetournamentsandmeetsshallbeforwardedtotheappropriateState Associationofficeforendorsementandapproval.
Section 2— Contests in grades 7 through 12 related directly or indirectly to any activity in which the Association sponsors a playoff series leading to a state championship should be sanctioned. The responsibility lies with the participating schools as well as the host member school, non-public school host, or any non-school individual host. Whenmorethantwoschoolsorteamsparticipate,thestudentsmaynotbecoveredbycatastrophicinsuranceunlessthe event is sanctioned. All entries for out of state tournamentsand meets shallbe forwardedto the Association office for endorsementandapproval. Allentriesforoutofstatetournamentsandmeetsshallbeforwardedtotheassociationoffice for endorsementandapproval.
IV. SANCTIONING
A. It is the responsibility of the invited school before requesting approval to participate in an out-of-state tournament to determineifthetournamentformatisin compliancewiththeOSSAAtournamentregulations.
B. Membersofotherstateassociationsmaycompete,andtheyshallcertifytheirstudentsaseligibleundertherulesoftheir stateassociation.
C. Private and parochial schools which are not eligible for membership may compete, but they must certify as to the eligibilityoftheirstudentsundertherulesoftheOSSAAineverywaywiththeexceptionoftheresidencerule.
D. InterstatefestivalsortournamentsmustbesanctionedbytheNationalFederationandendorsedbytheexecutiveofficer ofeachincludedstateassociation.
E. A separate division must be provided for junior high teams and be limited to such teams. A junior high team may be composedofseventh,eighth,andninthgradestudents,oranycombinationofthem. Ifninthgradestudentsareincluded, the team may not include students from grades below the seventh; otherwise, such students may be included, provided
they meeteligibility standards. Anystudent who is taking asmuch ashalfofhiswork in the sophomoreyear,orhason recordsixhighschoolsemestercredits,willbeclassifiedasasophomoreandnoteligibleforthejuniorhighteam.
F. A ninth-grade student is eligible to participate on either the junior high or senior high team, but shall not be permitted to participate on both in the same festival or tournament. No student may play on two different teams in the same tournament.
V. CONTESTSLIMITATIONS
A. Team
In addition to the state championship elimination series, teams may participate in two (2) or three (3) tournaments dependingonthenumberofregularseasongamesscheduled.
B. Individual
In addition to the state championship elimination series, students are limited to two (2) tournaments or three (3) tournamentsdependingonthenumberofregularseasongamesscheduled.
C. Quarters
1. Students in the 7th and 8th grade are limited to not more than five quarters per night in double-header basketball games.
2. Studentsingrades9,10,11,12arenotlimitedtothenumberofquarters.
VI. TOURNAMENTSTRUCTUREGUIDELINES
A. Tournaments
Weekendtournamentsorweeknighttournamentsandaretobescheduledandplayedasdefined.
1. WeekendTournament
Allgamesshallbe scheduled and played on Thursday, Friday, and Saturday with no gamesscheduled to begin onThursdayorFridayprior to10:00a.m.orafter9:00p.m.
2. WeeknightTournament
All games shall be scheduled and played at night throughout the week with no games scheduled to begin Monday,Tuesday,Wednesday,Thursday,orFridayprior to4:00p.m.orafter9:00p.m.
B. Tournament Brackets
A maximumof 8teams may beon abracketand no morethan threegamesshallbe permitted If thetournamentisa countytournament(withonlycountyschoolsinvolved)oranestablishedconferencetournament,afourthgamecould beplayedwithapprovalbytheOSSAA.
C. Tournament Weeks
Duringthe2023-24seasonhighschooltournamentswillbeapprovedforweekendsornightsduringthefirstfullweek inDecember;secondweekinDecember;ChristmasvacationDec.26-30(allschoolsincludedmustbedismissed),the firstfullweekinJanuaryandthethirdweekinJanuary. AfullweekincludesMondaythruSaturday.
Non-TournamentWeeks
Effective March 15, 2012, the OSSAA Board of Directors authorized the staff to approve or not approve requests made by member schools to participate in out-of-state basketball tournaments that are played on non-tournament weeks. Consideration will only be given to schools that have made every effort to schedule tournaments during designatedweeks.
D. Contest limit perday
Teamsarenottoplaymorethantwogamesinoneday(aminimumoffourhoursrestbetweengamesshallbegranted).
E. Nojuniorhightournamentsaretobeapprovedatatimethatwillconflictwiththe2023-2024basketballplay-offs.
G. AwardsCeremony
At all tournaments, the teamsmust stay on the floor for thecompletion of the awards ceremony, or the school could besubjecttopenalty.
H. Officials
AllofficialsusedinregularseasonbasketballcompetitionandAssociationsanctionedtournamentswhereparticipants are in 9th-12th grades must be enrolled with the Association. It is strongly recommended that enrolled officials be usedinallcompetitionswhereparticipantsarein7th-8thgrades.
VII. FESTIVALREGULATIONS
A. A festival is to be limited to a one-day event or to two consecutive nights. If boys and girls teams are playing in the samefestival,threeconsecutivenightsarepermitted.
B. Nomorethanfourteamsmayparticipateinafestival.
C. Allgamesmustbescheduledprior tothefestivalbeginning.
D. Eachgameplayedinafestivalwillcountasoneofthegamespermittedfortheseason.
E. IfthefestivaldoesnotmeetallthecriterialistaboveinAthroughD,itwillbeconsideredatournamentandwillapply towardtheindividualstudent’stournamentlimitations.
VIII. NOTHONORINGAPROTEST
OSSAAwillnotconsiderrequeststooverturnthedeterminationsofgame/contestofficialsininterpretingorenforcingrules atgamesorcontests. In agreeing toparticipate ina gameorcontest, a memberschool,and the individualparticipants and the coaches or sponsors representing that member school, accept the risk that game/contest officials may make errors in interpreting or enforcing rules at games of contests. Any errors by game/contest officials should be raised with those officials, in a respectful manner, and in accordance with the rules established for that activity. The decisions of the game/contestofficialsareacceptedasfinal.
An exception to this Policy may be granted if in the case of an ejection of a participant from a contest, the game/contest officialmisidentifiestheindividualwhoshouldhavebeen ejected. Therequest toreview the misidentifiedplayer mustbe submittedtotheOSSAAinwriting.
IX. PLAY-OFFTOURNAMENTCLASSIFICATION
To determine the basketball championships, teams shall be divided into seven groups according to the ADM as shown on theAnnualStatisticalReportcompletedbytheExaminers'DivisionoftheStateDepartmentofEducationforthepreceding year. The ADM for grades 9, 10, 11, and 12 shall be used in determining the schools in classes 6A, 5A, 4A, 3A, 2A, A, andB. The32schoolshavingthelargestADMwillbeClass6A;thenext32schoolshavingthelargestADMwillbeClass 5A;thenext64inADMwillbeClass4A;thenext64inADMwillbeClass3A;thenext64schoolsinADMwillbeClass 2A. The next 96 schools in ADM will be Class A and the remaining schools in ADM will be Class B. Exceptions to classificationmaybemadeinclassB-4Abasketballbasedoncontinuedsuccessinthesameclassification. Co-op basketball teams will be placed in the classification in which the combined ADM of the two schools places them. Classificationofotherschoolscouldchangeduetoco-ops.
X. PLAY-OFFTOURNAMENTFINANCIALINFORMATION
A. FinancialPlan
1. Allteamswillparticipateattheirownexpensewhileattendingtournaments.
2. The winners of the district, regional and area tournaments will have added expense. Therefore, reimbursements willbemadefirsttoteamsattendingthechampionships,thenarea,andregionals.
3. All reimbursements will be made through the Activities Association office in keeping with a reimbursement scheduleadoptedbytheBoardofDirectors
B. Tournament Expenses
1. In tournaments where the host school has a team participating, local expenses of the tournaments will be paid, provided they do not exceed $250.00 per session in district play. District tournament host sites may claim $50.00 per game for security expenses. Regional tournaments in which the host team is participating will be allowed $250.00 per session and may claim $75.00 per game for security expenses. Additional monies for districts and regionalsmaysubmittedforBoardapprovalwhenunusualexpensesarerequired. Anytimeadditionalamountsare claimed,eachclaimmustbedocumented. Allworkers'signaturesshallbeshownalongwiththeitemizedamounts.
2. Intournamentswherethehostschooldoesnothaveateamparticipating,itemizedlocalexpensesofthetournament maybesubmitted.
3. Aftertheexpensesofthetournamentarepaid,thenetreceiptswillgototheAssociation.
C. Passes
1. Playersshouldbeadmittedthroughoutthelasttournamentinwhichtheirteamwaseliminated. Example - Boys and Girls teams eliminated in the first round of regional tournament should be admitted to the remainderoftheregionaltournament.
2. Eachschoolwillbegiven25passesforthestatetournament. Ifadditionalpassesarerequired,documentationmust be presented by the school administration. If the passes are issued to anyone not officially part of the team, the coachcouldbepenalized. Membersofthepressshouldbeadmittedtoallplayoffgamesaswellascheerleadersin
uniform. After the team is eliminated, holders of player passes should be required to identify themselves for free admission. Ifpassesarenotissuedtheplayersmustenterwiththecoach.
3. OnlyOSSAAcomplimentary2023-2024passeswillbehonored.

Incaseoftheneedforatie-breakerinDistrictstandingsmarginalpointtotalswillbekeptforallDistrictgames. Inthecaseofanovertimegame,nomorethanonemarginalpointwillbeaddedorsubtractedfromateamstotal. Incasetwoormoreteamsaretiedinpercentageofgameswon/lostindistrictplay,thehighestavailableposition inthedistrictstandingsandthenexthighestavailableposition(s)inthedistrictstandingshallbedeterminedinthe followingmanner:
1. When two teams are tied in percentage of district games won and lost, the highest position available in the district standings will go to the team that won over the other in district play. (In the event the teams split the gamesplayedbetweeneachotherindistrictplay,theteamwiththehighestmarginalpointtotalinthetwogames played between the two tied teams will be given the highest position in the standings. Marginal points will be the difference in score. The difference in score will be added to the marginal point total of the winner and the differenceinscorewillbesubtractedfromthelosingteam.Noteamwilladdmorenorsubtractmorethanfifteen points in any district game. In the event the two teams are still tied, marginal points from all District will be considered, games and the team with the highest marginal point total will be given the highest position in the standings.
2. 3. Whenthreeormoreteamsaretiedinpercentageofgameswonandlostindistrictplay,andnoteamisthewinner overtheothertiedteamsinpercentageofgameswonandlostindistrictplay,therepresentative(s)forthehighest availableposition(s)inthedistrictstandingsshallbedeterminedby:
a)Theteamwiththehighestwinningpercentageingamesbetweenthetiedteamsshallbegiventhehighest availableposition.Thenexthighestpercentageshallreceivethenextposition.
b) Total the marginal points each tied team had in all games between tied teams. Marginal points will be the difference in score. The difference in score will be added to the marginal point total of the winner and thedifferenceinscore willbe subtractedfromthelosingteam. Noteamwill addmorenor subtract morethanfifteenpointsinanydistrictgame.Theteamwiththegreatestnumberofmarginalpointswill
occupy the highest available position in the district standings. The team which has the next greatest numberofmarginalpointswilloccupythenexthighestavailablepositioninthedistrictstandings.This procedureshallcontinueuntilallavailablepositionsarefilled.Anytime twoteamsaretiedinmarginal points;refertotheprocessforbreakingatwo-teamtie.
c) In the event ties cannot be broken by the criteria above, the highest available position in the district standings shall be determined by lot. After lot has decided the highest available position in the district standingswhenthreeteamsaretiedinmarginalpoints,thenexthighestavailablepositioninthedistrict standingswillgototheteamthatwonovertheothertiedteamindistrictplay.Whenfourormoreteams aretiedinmarginalpoints,thehighestavailablepositionin thedistrictstandingswillbedecidedby lot. The next highest available position in the district standings will go to the team that won over the other twotiedteamsindistrictplay.Ifthenextavailablepositioninthedistrictstandingscannotbedetermined by who won over the other tied teams, then lotwilldetermine the nexthighest availableposition in the districtstandings.Theremainingtiedteamswilldeterminetheirdistrictstandingpositionbywhichteam won over the other in district play. Should it become necessary for a position to be determined by lot, theOSSAAwillcallameetingoftheinvolvedschoolsandconductthenecessaryproceduretodetermine theposition.
4. A forfeiture of a district game will require the forfeiting team to subtract 15 marginal points per game forfeited fromtheirmarginalpointtotal. Theteamreceivingtheforfeitwillgain15marginalpointsforeachgameforfeited. Forfeiture only affects the two teams involved. All other standings for other teams in the District will remain. Any time a team forfeits a game, the team will automatically be placed on probation. Probation status prohibits theteamfromparticipatingininvitationaltournamentsandanypost-seasoncontests. Ateamplacedonprobation hastherighttoappealtheirstatustotheOSSAAStaff.

a) The four schools undefeated in district, regional, and area tournaments will be placed on lines 1-4-5-8 on the statechampionshipbracket. Thehighestratedteamshallbeplacedonline1,thefourthhighestratedteam online4andthethirdhighestratedteamonline5,andthesecondhighestratedteamonline8. Ratingswillbe secured from OSSAArankings.com. Incaseofa tie,thefollowing criteria willbe usedtodetermine thehigher seed: (1) head-to-head competition and (2) win-loss record. If rank and records are the same, the teams (in question)willbeseededbylot.
b) Teams will be cross-bracketed if they met during theplay-offs. The number 1 and the number 2 seeds will be placedagainstthelowestratedrunner-upteams.
XIII. COACHESCONDUCT
A. Acertifiedfacultymemberdesignatedasthecoachshalloverseecontestants. Anyassistancerenderedbypartiesother than a designated coach must be with the approval of the administration and will not relieve the designated coach of his/herresponsibility.
B. When an officialbanishesa coach from the vicinityofthe game or contestandthereis noother designated assistantor facultymemberpresenttoassumefullresponsibilityoftheteamororganization,thegameorcontestmustbeforfeited. Anyschoolinviolationofthissectionoftherulesshallforfeitthegame,meet,orcontesttotheoffendedschoolandthe schoolinviolationshallbeplacedonwarning.
C. Anytimeacoachisejectedfromagame,meet,orcontest,theBoardofDirectors,throughtheExecutiveDirector,will requirethatthecoachnotbeallowedtooccupyhis/hernormalcoachingpositionduringthenextgame,meet,orcontest inwhichthatteamparticipates. NOTE: This includes being in the press box during the game, dressing room after the game begins, and court before and during the game. The coach is to send no instructions to his/her team once the game begins. Any time a coach is ejected from a game, meet or contest for a second time during the same season, the coach will be suspended from coachinguntilreinstatedbythe OSSAA BoardofDirectors.
D. Beforeanyejectedcoachwillbereinstated,theymustcompleteandpasstheNationalFederationTeachingandModeling Behaviorcoursewithinsevendays.
E. Whenacoachremoveshis/herteamfromtheplayingarea,thegameorcontestshallbeforfeited,andtheschoolorteam automatically placedonprobation.
F. Any time a coach who does not hold a valid Oklahoma teaching certificate (lay or volunteer coach) is ejected from a contestforunsportsmanlikeconduct,includingbutnotlimitedtoarguingacall,languageorgesturesdirectedtowarda game official, he or she will be required to complete the NFHS Teaching and Modeling Behavior course within seven (7) days of the ejection, the course can be found at NFHSLearn.com. Additionally, personnel not holding a valid Oklahoma teaching certificate must meet with a representative of the OSSAA prior to being reinstated to coach the schoolteam. Aschooladministratorwillalsoberequiredtoattendthemeeting.
XIV. HAZING
Hazing incidents have no place in the activity programs of our member schools. The OSSAA encourages each member schooltodevelopprocedurestoinformtheirstudentsthatthistypeofbehaviorisnotacceptableandshouldnotbetolerated.
XV. TAUNTING
Anyformoftauntingwhichisintendedordesignedtoanger,bait,embarrass,ridicule,ordemeanothersissubjectto penalty.
XVI. PUBLICCRITICISMOFCONTESTOFFICIALSAND SCHOOLREPRESENTATIVES
Any schoolrepresentative who publicly criticizes a contest official, or members of the OSSAA Staff or Board of Directors andanycontestofficialwhopubliclycriticizesaschoolrepresentative,ormembersoftheOSSAAStafforBoardofDirectors in connection with a contest, meet, or tournament is subjectto sanctions. The member schoolrepresented by an individual who publicly criticizes a contest official may also be subject to sanctions if the school fails to take appropriate action in response to the school representative’s public criticism of the contest official. The sanctions could include warning or suspension.
Public criticism includes, but is not limited to, comments made to the media or during a broadcasted event, and comments madeinapublicforum.
XVII. GENERALINFORMATIONFORREGULARSEASONANDPLAY-OFFGAMES
A. BenchassignmentsandBasketAssignments
1. Regularseasonmatchgames.
Thehometeamshalldesignatethebenchtobeoccupiedbythevisitingteampriortothevisitingteamleavingthe dressingroom. Teamsshallwarm-upforthefirsthalfontheoppositeendfromtheirbench.
2. Tournamentgames,includingplay-offs.
Teams on top line of the brackets are the designated home team and shall sit to the left of the official scorer and shallwarmupthefirsthalfontheoppositeendfromtheirbench. Thatbasketshallbetheirbasketforthefirsthalf.
Exceptions: Whenthehostschoolhasateamparticipating,thetournamentmanagermayalterthebenchesoccupied due to tradition. The color of uniforms to be worn should not be altered unless mutual agreement persists. The participatinghostschoolshallalwaysbethehometeamontheclock,regardlessoftheuniformcolor.
B. Warm-ups
Players, excepttheparticipants of the game, shall not be permitted to warm up athalf timein regular season aswell as play-offs. Teams are to go directly to their end of the floor upon entering the playing area and should circle the floor whereopponentswillbewarmingupforthepurposeoftauntingorintimidating.
C. Scorebooks
ScorebookswillbefurnishedbytheAssociationtonon-high schoolsitesONLY.
D. Balls
1. The chairmanof each tournamentshallfurnish agameballforboysandgirls. TheAssociation will not send balls tothedistrictorregionaltournamentsite. Basketballswillbesenttoallareaandstatetournamentsites.
2. Teams may be asked to furnish their own practice balls at all play-off games. The OSSAA will notify schools in advanceiftheyneedtoprovidetheir ownbasketballs.
E. PlayoffGameOfficials
Officials for the tournaments will be selected and paid by the OSSAA. They will have complete charge of all games, and their decisions will be final. One of the calculated risksthat a coach must accept is that he/she, his/her players, or theofficialsmaymakemistakesduringthecourseofthegame.
F. RadioBroadcasts
The Executive Director is authorized to negotiate annually a contract with the Oklahoma Association of Broadcasters (“OAB”), which provides for local radio stations to broadcast OSSAA member school athletic events via radio in exchange for OAB producing and distributing recorded announcements promoting the OSSAA’s purposes and objectivesforusebyOAB-memberradiostations. ThecontractwithOABshallnotaffectanycontractsthatindividual OSSAAmemberschoolsmayhavewithlocalradiostationsforbroadcastinggames,contests,ortournamentsinvolving
that member school. This contract shall not be valid and effective unless and until approved by OSSAA’s Board of Directors.
G. Communicablediseases

H. Confetti
Confettiwillnotbeallowedatanyregularseasonorplay-offbasketballgames.
I. Music/SoundEffects/ArtificialNoisemakers
Theplayingofmusic/soundeffectsshallonlybepermittedduringpregame,time-outs,intermission,andpost-game.The useofartificialnoisemakersshallbeprohibited.
J. Media
1. Anyone hosting an OSSAA sponsored basketball play-off tournament is asked to phone in the results of the tournament games after the completion of each session to the major newspapers and to any local media outlet to helpincreasecoverageofOklahomaHighSchoolBasketball.
2. TheOSSAArequeststhetournamentmanagementtodesignateareasforthemedia(includingphotographers)and toplacethemediainareasthataffordgoodcoveragewithoutinterrupting thegame.
XVIII. EMERGENCYACTIONPLAN
AnytimeamemberschoolishostingaplannedactivityataschoolfacilitytheremustbeanEmergencyActionPlaninplace. The planmustbe shared withany visitingschool. AnEmergency Action Plan,orEAP, isa formal writtenplan,developed bythehostsite,thatidentifiespotentialemergencyconditionsattheeventsiteandprescribestheprocedurestobefollowed tominimizeorpreventlossoflifeandproperty.
XIX. DISTRICT,REGIONAL,AREA,ANDSTATE A. GeneralPolicies
1. The Activities Association does not select an all-tournament, or an all-star team and members of the tournament committeesandgameofficials,scorers,andtimersarenottoparticipateinanyselection.
2. RegionalandareatournamentsitesforallclasseswillbeselectedbytheOSSAAStaff.
3. ThebasketballseasonclosesforschoolsinclassesAandBattheconclusionoftheAandBStateTournamentand theseasonclosesforclasses6A,5A,4A,3A,and2AattheconclusionofthoseclassesStateTournament.
4. NOISEMAKERS
For indoor activities: Any type ofdevice thatplaysmusic,sounds, or voices, and noisemakersof any kind such as air horns, cow bells, etc. will not be allowed to function/operate. This will also apply to pre-game/contest and post-gamecontestactivities. Thisruleappliesto both regularandpost-seasongames/contests. For outdoor activities: Noise makers are allowed at outdoor activities unless they interrupt the normal game/contestprocedureofannouncers,bands,cheersquads,drillteamsoranyothergame/contestrelatedactivities. The game officials have the authority to stop the use of any noisemakers or disruptions that interrupt the normal game/contestprocedures. Thisruleappliestobothregularandpost-seasongamesorcontests.
5. During the playoff series, nobandsof any size or nature,no noise makers, no confetti, no banners, no emblemsor placards, no signs, no thundersticks, no balloons, no laser lights, no megaphones, or other items that may be a distractiontotheparticipantsinthegameortotheotherfansareallowed.
6. ThelimitonthenumberofSpiritteammembersissixteenforClasses4A,3A,2A,AandB. Twentysquadmembers will be permitted for Class 5A and 6A. Spirit members in uniform who are admitted without charge. Only those sixteenortwentyinClasses5Aand6Ainuniformwillbepermittedin oronthefloorarea.
7. Playerpassesmustbevisibletobeadmittedwithoutchargeunlessaccompaniedbythecoachintheplay-offseries. Ifpassesarenotgiventheplayersmustenterwiththecoaches. Busdrivers,bookkeepers,etc.mustenterwiththe team.
8. Theremustbeaminimumof15minuteswarm-uptimebetweenallplay-offgames

12. Schools are required to have a minimum of two schoolofficials seated with or near the student body at all regular seasonandplay-off games. Theadministratorsshallcheckinwith thetournamentmanageroratthescorer’stable 15minutespriortogametime.
13. Coaches are not to grant interviews with the press until the trophy presentation has taken place at the state championshipgame.
B. Participation
Astudentin uniformwithhisteamshallbeconsideredashavingparticipated.
C. PlayerEjection(RULE4-B)
A student who is disqualified during a game or contest because of a flagrant or unsportsmanlike conduct shall be ineligible untilreinstated by the principal. A disqualified studentshallremain ineligible for atleast one contest before he/sheisreinstatedbytheprincipal. Astudentwhoseflagrantorunsportsmanlikeconductconsistsoffighting(striking another contestant with a fist or other object) or cursing a game official will be automatically suspended from participating in the next two games or contests (regular scheduled) that his/her team plays. This rule applies to both regularseasonandplay-offgamesandtoteamsonthesamelevelofcompetition.
D. FightingRule(RULE4-B)
1. Anysubstituteorteammemberwholeavestheteambench(footballplayerleavingtheteambox,baseballorsoftball player leaving the dugout, basketball player or wrestler leaving the team bench, etc.) and enters the playing area duringafightoranyotherseriousunsportsmanlikeactshallbeejected. Thoseplayersorteammembersidentified bygameofficials, schooladministrators, orvideotapewillbe suspendedaminimumofone gameiftheywerenot involvedin thealtercationandaminimumoftwogamesiftheywereinvolvedinthealtercation. Thisruleapplies to both regular season and play-off games. The suspension applies to individuals/teams on same level of competition,i.e.,varsitytoavarsitygame,juniorvarsitytoajuniorvarsitygame,etc. Anyadditionalpenaltiesby the National Federation Rule Book and the OSSAA Rules and Regulations Handbook would also apply. The rule wouldapplytoallOSSAAsponsoredactivities.
2. Anystudentinvolveddirectlyorindirectlyforfightingoranyotherseriousunsportingactasecondtimeduringthe seasonshallbesuspendedfortheremainderoftheseason.
3. Fightingisdefined,butisnotlimitedto,anyplayerornon-player(benchpersonnel)strikinganopponentwith arm(s),leg(s),foot(feet),or otherobject(s);attemptingtostrikeanopponentwith arm(s),leg(s),foot(feet),or otherobject(s),regardlessifthereiscontactwithanopponent;orinstigatingafightbycommittinganact(s)that causesanopponenttoretaliatebyfightingrelatedtoanOSSAAsponsoredactivityinwhichtheplayersandnonplayersareparticipating. Aplayerornon-playerwhoretaliatesbyfightingisinviolationofthefightingrule. Thefightingrulewillapplytopre-contestandpost-contestsponsoredactivities.
4. It is mandatory that all head coaches remind his/her team that fighting during the post-game hand shaking ceremoniesorconductingthemselvesinanunsportsmanlikemannerafterthegamewillbeseverelypenalized. The head coach and team will be subject to additional suspension penalties beyond the normal penalties imposed on fighting and unsportsmanlike acts that occur during the contest. Injuries have occurred because of fans climbing overwallsandfences,beingtrampled,orpartakingindog-pilecelebrations,etc.attheconclusionofacontest. The celebrationbyfans,players,orcoachesactinginanunsportsmanlikemanner(example: pouringwateronthecoach) afteracontestwillresultinpossiblepenaltiesimposedagainsttheschool. Therefore,schooladministratorsshould beawarethatiftheirstudentbodyandfanscomeontotheplayingareaafteracontest,penaltiesmaybeimposed.
E. Practiceatplay-offsite
Practiceorcompetitioninathleticswillnotbeallowedonasiteafterthesitehasbeenannouncedinanyplay-offactivity exceptfortheregularlyscheduledcontestorthehostschoolmaypracticeatthesiteifthatistheteam'sregularpractice site.
F. InclementWeather
In caseofanticipatedunfavorable weatherconditions,pleasecontactthe tournamentchairman beforeyouleaveforthe site.
G. TrophiesandMedals
1. Atrophywillbeawardedtothewinnerofthedistrict. ThechampionoftheWinnersandConsolationbracketswill receiveatrophyinRegionalandAreatournaments.
2. Inthestatechampionshiptournament,trophieswillbeawardedtothechampionsandrunner-upteams. Individual medalswillbeawardedtofifteenplayersinallclasseswhoparticipateinthechampionshipgame.
XX. OTHERBASKETBALLPOLICIES,REGULATIONS, ANDRESOLUTIONS
A. ReschedulingofGames
Be it resolved that it shall be the policy of the Association in matched games between member schools, in meets and tournaments, and in Association sponsored events, should a team be prevented from reaching the site of the contest on
schedule due to road conditions or unavoidable events, every reasonable effort shallbe made to reschedule the contest toaccommodatesuchateam.
B. All-StarContests–(RULE19)
Students may participate in interstate All-Star athletic contests, including participation in practices, camps or clinics leading up to or associated with a national All-Star contest with approval from theprincipal of the student’s school. A member school, or booster organization for a member school, may assist in paying a selected senior’s necessary travel expensestoenablethatstudentto participateinanational-levelAll-Starathleticcontest.
C. CoachesEducationProgram
TheOSSAABoardofDirectorsauthorizedtheimplementationofaCoachesEducationProgram. Allfirst-yearathletic coaches and any adjunct athletic personnel will be required to complete the NFHS Fundamentals of Coaching course prior to their participation as a coach in any OSSAA regular season contest. The course is available online at www.nfhslearn.com
D. BeginningandEndofSeason
Itistheresponsibilityoftheprincipalandcoachfromeachschooltoappraiseallstudentathletesofeligibilityregulations concerning end of season rules. (All-star games, AAU games, etc.) Please refer to Rule 16 section 2 in the OSSAA handbookforbasketballregulationsconcerningtheendofseasonrule.
E. AcademicAchievementAwards
1. 15 players (include all playerssuiting up the first round of play-offs if number is less than 15). The GPA shall be based on grades from the preceding semester (Non-traditional semester: An approximate 18-week grading period usedtodividetheschoolyearinhalf). ClassesA-BentriesmustbesubmittedbyFebruary16. Classes2A-3A-4A entriesmustbesubmittedbyFebruary23. Classes5A-6AentriesmustbesubmittedbyFebruary23. Therewillbethreelevelsofawardsforacademicachievement.

XXI. OFFSEASONTRY-OUTS
Only students in grades8-11attending schoolin the districtfor which the try-outis heldmay be permitted to participate in a try-out. Try-outs should only be conducted for the purpose of the selection of a school team and may not be used for practicetime. Each day of thetry-outmaybe up to 2 hoursin length. No off-season try-out willbe allowed for morethan three days, and all sessions of the try-out must conclude by 9 p.m. A record of all try-outs should be kept on file at the memberschooldetailingthedates, times,andgrade levelofallparticipants inthetryout. The OSSAAreservestherightto requesttheserecordsfromamemberschool.Exception: Spiritmayconductaclinicofnomorethan4days,eachdayofthe try-outclinicmaybeuptotwohoursinlength. Allstudentsparticipatinginthetryoutmustbeattendingschoolinthedistrict for whichthetry-outisbeingheld.
GUIDELINESANDPOLICIESFORSUPERVISIONOFBASKETBALLGAMES
A. CommonCourtesiesof HostandVisitingSchools
1. The administrators of both schools are responsible for the general organization, management, and supervision of studentbodiesandcrowdsbefore,duringandfollowingeachevent,withthehomeschoolassumingthemajorrole.
2. Communicatepriortodateofcontestconcerningvisitors'parkingareaentranceandexitlocationsforfans,seating sections,etc.
3. Provideadequatesupervisionpriortoandduringeachcontest,tocontinueuntilatleastone-halfhourafterthegame oruntilallgroupshavedispersed.
4. Itisrecommendedthepeoplerepresenting theparticipatingschoolsfor thepurpose ofgame administration and/or supervision (principals, superintendents, etc.) meet prior to the contest. They should introduce themselves to the officials and the tournamentmanager prior to the contest and letthem know where theywill be located during the game. Themanagerandofficialsshouldknowwhomtocontact,shouldaproblemarise.
5. The conductof coaches is the single most important factor in crowd control. They are professional educators and must control themselves under stress to set the proper example for the immature students on their teams, student bodyandtheheterogeneouscombinationofspectatorsinthestands. Itisnotenoughtobeprofessionalonlywhen there is no pressure. Coaches are usually the stabilizing influence in an emotionally charged situation, and they mustassumethisimportantresponsibility. Alsotheymustrecognizethatthefutureofhighschoolathleticsismore importantthanwinningorlosingthegame.
6. Alcoholicbeverages,tobacco,andsmokelesstobaccoareprohibited.
7. Both schools must approve the officials for each regular-season contest prior to the completion of the officials' contracts.
8. Anyperson,school-connectedorotherwise,whocommitsassaultand/orbatteryagainststudents,schoolemployees, or game officials, shall make amends to the offended person or persons, and the Executive Board of the OSSAA shall be satisfied that the public interest does not require prosecution or further disciplinary action. Unless the person or group has made amends to the offended person or persons, then charges should be filed. It is the host school's responsibility to file such charges. Ordinary order and discipline at interscholastic events should be enforcedbyprosecutionandactioninthecourts.
9. Thehostandvisitingschooladministrationandadultsupervisorsshallmakeeveryefforttokeepthecourtclearof spectatorsprior to and attheconclusionof each game. Itistheir responsibility topreventthe playersor fansfrom cuttingdownthenetsafteranycontest.
B. RecommendationsforCrowdAccommodationandMaintainingGoodSportsmanship
Any high school having an interscholastic athletic program should establish a well-planned crowd control program beforethestartoftheschoolyear. Personnelwhoshouldbeincludedindevelopingtheplanare: administrators,athletic director,coaches,supervisorofcheerleaders,banddirector,securitypersonnelandthegameannouncer. Printedcopies of the final statement of the crowd control procedures should be distributed to all personnel involved in any way with theconductofthegame. Theprogramshouldbedevelopedtoregulatethreestages: 1)beforethecontest,2)duringthe contest,and3)afterthecontest.Specificresponsibilitiesshouldbeoutlinedforallinvolved.
1. BEFORETHECONTEST
If the athletic program is to be successfully administered, the athletic director must be concerned with the welfare of the fans and the student body. Since most high schools are in need of the additional revenue from gate receipts for financing the athletic program, all efforts must be put forth to make attendance an enjoyable experience, thus ensuringareturntoother contests. Importantpre-planningstepsare:
a) Makesurethatallfacilitiesarecleanandcomfortable.
b) Staffadequateconcessionstands;ifnecessary,provideoneforhomeandoneforvisitors.
c) Provideticketboothswithadmissionpricesplainlyposted.
d) Make available to visiting schools necessary game information: include directions for game parking, location of ticket booths, seating arrangement chart, ticket prices, game time, directions for reaching the site.
e) Providesupervisedparking,whenfeasible.
f) Designate specific seating areas for students, bands, adults and visitors. If possible, opposing student bodiesshouldbeseparated. Ifareservedseatingsectionisused,makesurethatseatsareclearlydesignated andthatanusherispresent.
g) Discuss with the student body the need for showing good sportsmanship to visitors. An informative presentationofgamerulesandtheirinterpretationsmightbehelpful.
h) Informcheerleadersoftheimportanceofpropertimingofyells,displayofgoodsportsmanshiptovisitors andcooperationwith team,bandandotheractivities. If the athletic is to be successfully administered, the athletic director must be concerned with the welfare of the fans and the student body. Since most high schoolsare in the athletic program, all efforts must be put forth to makeattendance an enjoyable experience, thusensuring areturn toother contests. Important pre-planningstepsare:
i) Arrangeforadequatepolicesupervision.
j) Post in plain sight at the entrance to the stadium or gym a copy of the reasons for expulsion from the contest,e.g.,useofalcohol,drugs,throwingobjects,unrulybehavior.
k) Assign officials to dressing facilities separated from both teams. Provide escorts for the officials when it appearsthatdisturbancesmaydevelop.
Inextremecircumstancesmetaldetectorsmaybeadvisable.
2. DURINGTHECONTEST
a) Provideforadequatesupervisionofstudentsandfacilitiesbythehomeschool.
b) Besurethatvisitingschoolsassume responsibilityforsupervisingtheir students.
c) Plananinterestinghalf-timeprogram.
d) Topreventlonglines,assureextrahelpatconcessionstandsduringhalf-timeandatbreaks.
e) Arrange for security facilities to prevent fans from getting on the field, around the players’ bench areaor directlyintoareasofcompetition.
f) HaveP.A.announcergivethelocationofrestrooms,concessionstandsandlostandfoundstation.
g) Provide a first-aid room for emergencies. Have an ambulance and doctor in attendance at home football games,ifpossible.
3. AFTERTHECONTEST
Planningforafterthecontestisprobablythemostimportantofthethreestagesincrowdcontrol. Mostincidents and encounters occur after the game when the fans are on their way home. Some of the most important considerationsare:
a) Developaproceduralplanfortheexitofteams,officialsandspectators.
b) Direct the route for movement of all visiting school buses and all home team buses. (Include band, pep clubbuses,etc.)
c) UsetheP.A.systemto:1)cautionspectatorsaboutnotwalkingonthefloororfield,2)givedirectionsfor leavingthearea,3)drivesafely.
d) To facilitate orderly movement of traffic lines, provide directive (local police may help) supervision for carsleavingtheparkingarea.
C. RESPONSIBILITIES–ADMINISTRATORSANDATHLETICDIRECTORS
1. Assignanddelegatetotheproperschoolofficialtheauthorityforcrowdcontrolresponsibility.
2. Conveytothedelegatedauthoritytheseriousnessofcrowdcontrol.
3. Reviewwiththeathleticdirectortheresponsibilitiesofthepolicebefore,duringandafterthecontest.
4. Stressgoodsportsmanship. Workwiththestudentbodytobettertheirattitudethroughassembliesandtheschool publicaddresssystem.
5. Insistthatthecoachesconductthemselvesinamannerconducivetogoodsportsmanshipandcleanathletics.
6. Inform visiting school as to where you want them to park their buses and see that the guests are greeted and escortedtothegamesite. Informtheguestcheerleadersandreserveathletestostayatthegamesite(withsecurity) until the varsity athletes are ready to leave. Escort cheerleaders, athletes and coaches to their bus. As the fans leave the game site after the contest, have security move with the flow. After the fans are to their automobiles, seethattrafficflowisorganizedandmovingquickly.
7. Provide separate, clearly marked seating areas for the adults, students and visiting bands. It is strongly recommendedthatthefansfromthetwoschoolsremainintheareadesignatedas“their”stands. Problemsoccur whenever there is a crossover of fans and dialogue takes place, e.g., taunting, name-calling, teasing, and derogatorycheering. Onapositivenote,astudentcheeringsectioncanaddanewdimensiontoyourschoolspirit.
8. Provide for parking and have a host (manager or athletic director) greet the officials and escort them to their dressing facilities. These facilities should be private and include a shower. The officials’ dressing room is off limitstoallplayers,coaches,fansandnewsmediapersonnel.
9. Acknowledge payment of officials prior to the game. As a courtesy to the official, provide soap, towel and refreshment.
10. After the game is over, see that security personnel go on to the playing area and escort the officials directly to theirdressingroom.
11. Remember,ittakesverylittletoinciteanalready“uptight”crowd.
12. Providevisiblepoliceprotection.Thissecurityforceshouldhaveradioequipmentwhichpermitscommunications atalltimes. Securitypersonnelneedtoknowwhatyouexpectofthembefore,duringandafterthecontest. They shouldhavethephilosophyofbeingtheretoprovideaservice–notjusttolookforaproblem. Agentlebutfirm attitudeisveryhelpful.
13. Encourageasmanyfacultymembersaspossibletoattendtheathleticcontests.
14. Insist that unruly spectators be removed from the premises. Take legal action against those who are guilty of assaultorofdisturbingthepeace.
15. Outline to the students what is acceptable behavior at athletic events. Outline what will happen in cases of misconduct.
D. PUBLICADDRESSANNOUNCER
1. The announcer is a key figure and carries a great responsibility. What he or she says and the way it is said will influence the crowd. He/shemay find itnecessary tomakespecial announcements incase ofemergencies. The followingitemsmayassistannouncersindoingtheir jobwithexcellence:
a) Beimpartial. Announcethegamewith noshowoffavoritism.
b) Useproperlanguageatalltimes.
c) Beenthusiasticbutcalm.
d) Don'tanticipateorsecondguesscallsbytheofficials.
e) Be aware of the entire gymnasium area so that calm directions can be given in an emergency. Serious situations can often be avoided if the announcer will caution the crowd against coming onto the court, throwingthings,cuttingdownnets,etc.
f) Let no one, except those in charge of the event, use the microphone. The announcer is responsible for whateverissaidovertheP.A.
g) Donotcriticizeofficials'decisions,directlyorindirectly.
h) Announceconvenientroutesforleavingthegymnasiumandcautionthecrowdtodrivecarefully.
i) Advisethecrowdtostandforthealmamatersasthisisapartoftheprogram.
2. Pre-contestannouncement.
Thepublicaddressannouncershouldbeawarethatgoodsportsmanshipisaveryimportantpartofinterscholastic activities and he/she can play an important role in its encouragement. The following is presented as a possible pre-gameannouncementforanyinterscholasticcontest:
"Activityprogramsat(name)HighSchoolareprimarilyforthestudentparticipants. Thepurposeofthisactivity is to provide positive learning experiences and opportunities for personal growth of the participants. We are pleasedtohostourguestsfrom(name)HighSchool. Thiscompetitionisbeingconductedaccordingtotherules of the Oklahoma Secondary School Activities Association. Cheerleaders, officials and spectators can and are expected to assist in the promotion and achievement of good sportsmanship ideals by taking personal
responsibility for keeping this contest at a high level of fair, clean, wholesome competition. Good luck to both teams."

XXIV. SUMMERTIMEDEADPERIOD
The deadperiod willoccurduring the weekin July that includesthe4thof July each year.The deadperiod willbe nine(9) daysinlengthandbegintheweekendprecedingthe4thofJulyandtheweekendfollowingthe4thof July.
Secondary-level students enrolled or pre-enrolled at a member school may not use any member school’s athletic facilities during the dead period in connection with any athletic activity governed by the OSSAA. Member school coaches, assistant coachesandsponsorsmaynothaveanycontactwithsecondary-levelenrolledorpre-enrolledstudentsinthatmemberschool inanyathleticactivitygovernedbytheOSSAAforthepurposeofcoaching,training,orinstructing.
Summertimepolicies,includingbeginningandendofseasonrestrictions,canbefoundintheOSSAA Administrator’sHandbook.
Violations of the summertime dead period policy will result in the coach or sponsor being suspended from the first half of the regular season in that athletic activity. School personnel not designated as a coach or sponsor in violation of the summertimedeadperiodpolicywillresultintheheadcoachbeingsuspendedfromthefirsthalfoftheregularseasoninthat activity.

A. DEFINITIONSUNDER THISPOLICY
1. Summertime—Summertime begins after the conclusion of the spring semester and continues through the first fullweekinAugustwiththeexceptionoffootballandbasketballwhichmustconcludebyJuly15.(SeeXII-B-3)
2. School team—A school team is defined as a team using school equipment, school uniforms and/or school transportation.
3. Individual camp—An individual camp is an instructional event for a particular activity, at which instruction is focusedonindividualskillsandtechniquesratherthanorganizedteamplay.
4. Team camp—Ateamcampisaninstructionaleventforaparticularsportinvolvingteammembersfromatleast three schools participating as a team during instruction, scrimmages, and/or games. All school team members must be enrolled at the school for which they participate during the team camp. No session of any summertime trainingcampwillbeapprovedformorethantwoconsecutiveweeks.
5. League—Aleagueconsistsofthreeormoreteamsplayinggamesagainstoneanotherandmaintaining standingsaccordingtowinsandlossesandplayedoverthecourseofaminimumofthreeconsecutiveweeks.
6. Tournament—Atournamentisaneventinvolvingsixormoreparticipatingteams,competingfornomorethan threeconsecutivedays.
7. Combine—Acombineisanassessmentofcertainsportspecificconditioningdrillstodeterminespeed, strength,andskilllevel.Noinstructionmaybegiven.
B. SCHOOLPERSONNELANDSCHOOLTEAMS
Schoolpersonnelwhoareservingoraredesignatedtoserveascoachesorassistantcoaches:
1. Maynotconductpracticeforaschoolteam,inadirectorindirectmanner,duringthesummertimeperiod.
2. Maycoachateamthatincludesindividualsthataremembersofaschoolteamduringthesummertimeperiod,in acamp,summer league,orsummertournament.
3. Maycoachanon-schoolteaminbasketballthatincludesnomorethantwostudentswhoparticipateorare expectedtoparticipateonthesameschoolteam.
4. Infootballandbasketballschoolpersonnelwhoareservingor aredesignatedtoserveascoachesorassistant coachesmaynotcoachaschoolteaminaleagueortournamentbeforetheconclusionoftheschoolyearorafter July15.
5. InallotherOSSAAathleticactivitiesschoolpersonnelwhoareservingoraredesignatedtoserveascoachesor assistantcoachesmaynotcoachaschoolteaminaleagueortournamentbeforetheconclusionoftheschool year.
AnexceptiontotheabovelimitationsmaybegrantedbytheOSSAA,butapprovalforsuchanexceptionmustbe requestedandgrantedinwriting,inadvance.
C. SCHOOLPERSONNELANDCAMPS
Schoolpersonnelwhoareservingoraredesignatedtoserveascoachesorassistantcoachesarepermittedtoconduct orprovideinstructionatindividualcampsinaparticularsport,includingcampsinwhichmembersoftheschoolteam inthatsportareparticipating,providedthat:
1. NosessionofthecampisheldbeforetheschoolyearhasconcludedorafterthefirstweekinAugust(exceptin Football,anycampusingOSSAAmemberschoolfacilitiesmustbeconcludedbyJuly15).
2. InCrossCountry,FallBaseball,Fast-PitchSoftballandVolleyball,nosessionofteamcampmaybeheldafter thebeginningoftheseason.(July15)
D. INDIVIDUALSTUDENTS
Anindividualstudentwhoisattendingorwhoisenrolledandplanningtoattend amemberschoolingrades7-12:
1. Mayparticipateonanon-schoolteaminaleagueortournament,includingduringthissummertimeperiodas definedabove,(suchasinAAUcompetition).
2. Mayparticipateinindividualcampsinaparticularactivity,however:
(a) aftertheschoolyearhasbeencompleted,astudentmayonlyparticipatethroughthefirstweekinAugust (exceptinFootball,anycampusingOSSAAmemberschoolfacilitiesmustbeconcludedbyJuly15);
(b) duringtheschoolyear,astudentmayonlyparticipateifapprovedorpermittedbytheschool,andthe campisnotheldatanOSSAAmemberschool.
(c) nofeesorexpensesforthecamp maybepaidbytheschool,orbyschoolpersonnel,orbyanybooster clubororganizationassociatedwiththeschool,orbyanynon-familymember;anydiscountorwaiverof feesorexpensesmustbebasedonfinancialneed,andmustbeavailabletoallparticipantsbasedonthe samestandards;
3. May participate in spring football and no more than one team camp, or 2 team camps and no spring football. TeamcampsmustbecompletedbyJuly15.
4. Mayparticipateinanycombinationoffourbasketballteamcampsorsummertournaments.
5. A student maynotaccept anyaward other thana trophy,plaque,ormedal,etc.,forparticipationor achievement on a non-school team or in any type of camp. A student may accept items commemorating participation in a league, tournament, camp which are given to all participants, such as a T-shirt or a certificate, provided that the costsofsuchitemsareincludedinthefeesandexpenseschargedforthoseevents.
6. Astudentwhoparticipatesinacampinviolationofanyofthesepoliciesshallbeineligibleunlessanduntil reinstatedbytheBoardofDirectors. Acoachwhoviolatesanyofthesepoliciesshallnotbepermittedto engageinanycoachingunlessanduntilreinstatedbytheBoardofDirectors.
E. RESTRICTIONSONSCHOOLSANDBOOSTERORGANIZATIONS
1. Amemberschoolmayconductacampforaparticularactivity,orpermitacamptobeconductedonschool propertyand/orinschoolfacilities,aftertheendoftheschoolyear,providedthat:
(a) thecampisopentostudentsfromallmemberschoolsinthegradelevelorgradelevelsdesignatedforthat camp;
(b) thecampisconcludedpriortotheendofthefirstweekinAugust(exceptinFootball,anycampusing OSSAAmemberschoolfacilitiesmustbeconcludedpriortoJuly15).
2. Feesforcampsconductedbytheschoolorallowedtotakeplaceonschoolpropertyand/orinschoolfacilities maybediscountedforchildrenofschoolemployees,providedthatthesamediscountsareavailabletochildrenof allschoolemployeesonanequalbasis. Inaddition,avolumediscountmaybegiven,basedonthenumberof childrenfromthesamehouseholdseekingto attend,providedthatthevolumediscountisavailableforallfamilies onthesamebasis.
Feesalso maybediscountedforstudentswhoarefinanciallyunabletopaythefeesandexpensesofthecamp. Thestudentmustbeabletodemonstratebyobjectivemeansthatfinancialassistanceisneeded,andallstudents mustbeevaluatedforandgrantedassistancebasedonthesamestandards.
Johnson-O’Malleyfundsavailabletotheschoolmaybeusedtopayoroffsetexpensesassociatedwithcamps conductedonschoolpropertyand/orinschoolfacilities.
3. AmemberschoolisnotrequiredtoobtainOSSAAapprovalinadvancetoholdacamportoallowothersto conductacamp,onschoolgroundsand/orinschoolfacilities. If,however,approvalisnotgiveninadvance,then theeventisnotsanctionedbyOSSAA,andparticipantsinthecampwillnotbecoveredbyanycatastrophicinjury insuranceobtainedbyOSSAA.
4. Amemberschoolmaynotconductacamporallowacamptobeconductedonschoolpropertyand/orinschool facilities,whichislimited,orwhichprovidespreferentialtreatmentto,certainstudent-athletesortostudentsfrom certainschools,orwhichrestrictsparticipationonan"invitation-only"basis.
5. Theschool,oraboosterclubororganizationassociatedwiththeschool,maypayfeesandexpensesofthe schoolteamto attendateamcamp,providedthatallmembersoftheschoolteamhavebeeninvitedtoattend,and feesandexpensesarepaidforteammembersonanequalbasis. Anymoniescomingfromaboosterclubor organizationforthispurposemustbecontributedtotheschoolanddistributedfromaschoolaccounttopay these feesandexpenses.
Neithertheschool,noranyboosterclubororganizationassociatedwiththeschool,maypayfeesand/or expensesforstudentstoattendanindividualcamp.Theschoolmayallowschool-ownedvehiclestobeusedto transportstudentsenrolledattheschooltoanindividualcamplocatedinOklahomaoraborderingstate,andpay thecostoffuelforthosevehicles,buttheschoolotherwisemaynotpayfortransportationexpensesforstudentsto attendanindividualcamp.
6. Amemberschoolconductingacamp orallowingacamptobeconductedonschoolpropertyand/orinschool facilities,mustprovideOSSAA,uponrequest,alistidentifyingstudentsandpersonnelparticipatinginthecamp.
7. Theschooland/orschoolpersonnelmaybepenalizedforanyviolationsofthesepolicies. Ifaboosterclubor organizationassociatedwithaschoolviolatesanyofthesepolicies,thentheschoolmayberequired toendor restricttheinvolvementofthatclubororganizationinschoolactivities.
CAMPQUESTIONSANDANSWERS
1. CanaBoosterClubpayfortheschool’steamtoattendateamcamp?
Answer: Yes,butanymoniesfromaBoosterClubmustbecontributedtoanddistributedfromaschoolaccount, andallmembersoftheschoolteammustbeprovided theopportunitytoattendthecamp.
2. Canaboosterclubpayforstudentstoattendindividualcamp?
Answer: No.
3. Canaschoolfund-raiserbeheldtopayforplayerstoattendanindividualcamp?
Answer: No

8. DoesamemberschoolsponsoringorprovidingfacilitiesforanindividualorteamcamphavetoobtainOSSAA's sanctionforthecamp?
Answer: No. Regardless of whether a camp is sanctioned by OSSAA or not, all member schools and their students in grades 7-12 participating in the camp must still comply with OSSAA rules and policies concerning suchcamps.
In addition, students in grades 7-12 attending a camp sanctioned by OSSAA receive insurance coverage through OSSAAfor catastrophic injury while participating atthe camp. Thiscoveragedoesnotapply if the camp is not sanctionedbyOSSAA.
9. If a member school is allowing its facilities to be used by others who have no connection or affiliation with the school,doesthecampstillhavetocomplywith allOSSAArulesandpoliciesconcerningcamps?
Answer: Yes, if a camp is being conducted at your school's facilities, entirely or in part, then the school is responsibleformakingsurethatthecampisconductedincompliancewithOSSAArulesandpoliciesconcerning camps.
