Presentation For the fifth consecutive year, CHS Alternativo leads the preparation of the Alternative Report. A balance of Civil Society on the situation of Trafficking in People in Peru. This first five years coincides with the end of the validity of the National Plan of Action to Combat Trafficking in People (PNAT) 2011-2016, a policy instrument that, although with inconsistencies and limitations, raised for the first time the objectives and goals of the State in the matter.. As every year, the report identifies the progress as well as the pending challenges in the implementation of the Plan, now with the perspective that it is an additional input for the construction of the management instruments for the implementation of the new PNAT 2017-2021. The V Report is published in two versions: a summarized version and a full version, containing the processing and analysis of all the information sent by 10 ministries, 3 OCAs, 20 regional governments and 155 local governments (of which 48 are provincial municipalities). ) that answered the requests for access to information by civil society (1 regional government and 35 local respondents after the deadline). This process was complemented by the invaluable support of the Ombudsman's Office, in the exercise of its constitutional powers and the diplomacy of persuasion that characterizes its work. This document, called Principal Findings, constitutes the abbreviated version of the V Alternative Report, and its purpose is to share the most important advances of the State's action regarding the prevention of risk situations and the confrontation of structural causes, prosecution of crime, protection and assistance to victims affected by the crime of trafficking in people, as well as the budgetary resources allocated. Some of the findings of the V Report confirm governance weaknesses shared by the State itself, as has been expressed in the conceptual model of the new PNAT 2017-2021. However, as in each edition, several conclusions stand out that continue to contribute from civil society to improve the action of the State. The first conclusion concerns the instability of the budget. In this period, the current government made a significant increase in the budget for 2017 (to 11 million soles, approximately), but the projection for 2018 reduces the budget to almost half (just over 5 million soles). This situation that has also been observed in previous years. Efforts to achieve an adequate budget continue, and in spite of several advances, paradoxes remain such as: The increasing responsibilities of the actors, in the face of a decreasing budget; the efforts of some sectors to strengthen or maintain their budgets, while others do not allocate specific budgets; or, that, despite the increased responsibilities for local and regional governments, investment is largely limited and focused on awareness-raising activities. In the interventions by axis of the PNAT, some contradictions are also worrying. For example, regarding the prevention axis there has been an increase in the number of trained teachers (more than 30,000 in this period, compared to 2,319 in the last period) and in the number of educational centers reached with prevention actions (from 745 to 4001); However, a decrease in the number of students who have been informed (from 48,000 to 31,000 students approximately) has also been detected.

Informe Alternativo
In the axis of prosecution of crimes, it has been reported that these have reached 1,395 operatives or mega-operatives, but only 375 cases of trafficking in the judiciary have been registered; although it must be recognized that the impunity index has improved (6 out of every 100 defendants are sentenced). Regrettably, achieving consistency of information is still pending. Regarding the axis of protection and attention, there is concern about the stagnation of actions against the reintegration of the victims, since the guide for the elaboration of individualized plans for reintegration nor the development of specific educational or labor programs have been approved. Again no specific information is provided on the access of victims to mental health programs. CHS Alternativo hopes with this V Report to continue collaborating with the State, from a position of social audit of the State actions. This effort would not be possible without the renewed support of the United States Agency for International Development (USAID); from the Konrad Adenauer Foundation, from the Down to Zero Alliance and ICCO Cooperation, in the preparation and publication of this report. Through Supreme Decree No. 017-2017-IN, the National Plan against Trafficking in People (PNCTP) was approved in June 2017 to guarantee a safe environment for people at risk of trafficking in people, the integral protection of the victims, respect for human dignity and the restoration of their rights. To this end, a series of scenarios are proposed that will make it possible to address this situation, taking into account inter-institutional work. The National Plan against Trafficking in People 2017 - 2021 proposes a decentralized approach for the development of preventive work, highlighting the importance of the role of regional governments and municipalities as management bodies that can strategically plan actions that lead to the prevention of the crime of human trafficking in their respective jurisdictions, especially in those where there is a greater number of cases..

To date, there is no budget table for the sectors and regional and local governments.
The PNAT 2011 - 2016 set itself the mission of designing a policy that integrates, in an orderly manner, the actions necessary to achieve the PNAT vision. This in addition to strengthening the State's capacities to seek commitments from government actors to fight against the crime of trafficking in people in Peru, as well as leading the concertation of actions and wills with all the actors: Government, society, agencies of international cooperation, companies and the media.
The PNAT 2017-2021 emphasizes the construction and dynamization of a model of institutional articulation. Its vision is as follows: "Peru by 2021 guarantees a safe environment for the population at risk of human trafficking and the comprehensive protection of its victims, with respect for their human dignity and the restitution of their rights."
State efforts were initiated to have a national response to trafficking in people.
It is expected that inter-institutional coordination will increase for the construction of a National System against Trafficking in People that articulates the national, regional and local authorities.

Annual State budget for the fight against trafficking in people
»
El The specific budget allocated by the ministries, Constitutionally Autonomous Bodies (OCA) and regional and local governments for the implementation of PNAT during the year 2017 reached S/ 11,000,035.00, which represents 0.0077% of the General Budget of the Republic assigned this year.
Budget
»
If a comparison is made with last year in relation to the allocated budget, according to the sectors and the regional and municipal governments, that figure represents an increase of the amount by 197%. This shows progress in the fight against trafficking in people, especially if the amount foreseen by MININTER in 2017 is taken into account, as well as regional and local governments.

This shows the commitment to the prevention and care of this crime; However, we are concerned about the sustainability of the budget because, according to the inquiries, what would be allocated for 2018 would be a lower budget, which constitutes a setback and goes against the current offer by the former president of the Council of Ministers, Fernando Zavala. This year’s 2017 budget for PNAT actions has been assigned by four ministries (MININTER, MIMP, MRREE and MTPE). Most sectors have indicated not to count on a specific budget allocation.
MININTER and the MIMP are the ones that report each year a greater budgetary allocation, due to the fact that, according to the PNAT, they are responsible for the responsibility and functional competencies in three areas of intervention, in accordance with the Regulations of the Trafficking in People Law. However, other sectors such as MINSA and MRREE have a lower budget allocations even though they also intervene in the 3 axes. MININTER informed that S / 499,115.00 was requested for the current year and S / 4,372,791.00 was assigned, which represents an increase of 876%. This budget is currently being executed.

To this figure we must add what the MININTER transferred to the PNP, which was just over three million soles. This is an achievement, since in November of last year, through the Law of the Budget of the Public Sector for 2017, it was assigned the sum of only S / 602,115.00.
»
The MIMP reported that in 2016 it requested S/ 310,406 for the implementation of PNA, and was assigned S/ 2,887,345. Of this amount, they executed S/ 2,896,804.3, achieving an execution of 100.32%. It should be noted that the majority of the budget reported by the MIMP corresponds to INABIF (S / 2'607,145.00 in 2016 and S/ 2'013,143 in 2017) and refers to the maintenance of their three Residential Care Centers.
»
For its part, in 2016 MINJUS reported an expenditure of 73.13% from its budget but in 2017 did not indicate the budget amount assigned, only referring to an execution progress of S/ 79,218.67, even though it has responsibilities in the three axes of PNAT. The General Directorate of Public Defense and Access to Justice reported that during 2016 it spent the sum of S / 50,566.00 for carrying out campaigns and informative talks in the district directorates.
»
MRREE reported the same as last year in terms of the budget allocated; that is to say, the sum of S / 568,820.00, which corresponds to the annual budget for the Humanitarian Assistance Program (PAH). This program provides technical assistance and information on cases that refer to foreign and national victims abroad, as well as economic subsidies to nationals abroad who are in conditions of extreme poverty and need.
»
There, the evaluation of applications for trafficking situations are included. In 2016 it utilized 33.3% however this year the state of progress is unknown.
»
In 2017, the MTPE requested a budget of S/ 248,768.00 and informed that that amount was assigned to them. They reported an advance in the first half of S / 53,351.00, which represents 21.44%. This sector has responsibilities in the areas of prevention and protection of victims3.
»
For its part, MINCETUR did not report on the budget allocated, only indicating that during 2016 it spent S/ 196,104.00 in terms of prevention and the combating of commercial sexual exploitation of children and adolescents in the field of tourism.
»
The sectors of Health, Transport and Communications, Education, Foreign Trade and Tourism, Energy and Mines, as in every year, have not considered specific budgets for antitrafficking activities, like the Public Ministry, the Judiciary and INEI, whose activities are in the PNAT as part of the axes of intervention.
»
This lack of budget creates serious limitations for the priority sectors in the fight against human trafficking and the protection of victims preventing the execution of the responsibilities which as a rule corresponds to them.
»
The Health sector continues to report its involvement in the issues of mental health activities, assisting victims of family, domestic violence or other condition, but not the allocation of a specific budget for trafficking in people.
Apparently, this budget corresponds to trafficking in people, because in item 00590 of the General Budget Law 2017 there is a total training budget of S / 727,188.00 that includes awareness for forced labor and other vulnerable groups. 3

»
As for the budget of the Judiciary, this institution indicated that during 2016 they did not have a specific budget and had to appeal to other units to carry out the activities; for an estimated total amount of S / 91'668,387.29. For 2017, they indicated that they requested as budget of S/ 101,550.00; However, they have not yet officially defined the allocation of this item, which comes from the ordinary resources of the Judiciary.
the necessary budget for the implementation of the PNAT. It is expected that in the period 20172021 this situation will change, in the follow-up to objective 1.4 of the Plan.
»
From the reading of table N ° 3 there are two concerns: a) Very important actors in the fight against crime and impunity, such as the Judiciary and the Public Ministry, do not have a stable budget that allows them to plan activities and / or fulfill the responsibilities assigned at the national level; and, b) According to the level of State responses, the ability to obtain and deliver budget information is very limited, despite the demands that the Law of Transparencia demands it.

The situation in Lima is especially worrying. As a regional and provincial government, it has a great responsibility in the assistance to victims and in the prevention of crime, as well as in the control of possible places where situations of labor or sexual exploitation may occur. Lima represents 30.59% of the cases of trafficked people.

Prevención
Awareness activities
»
»
As in previous years, prevention activities focused on informing and generating knowledge about the problem of trafficking in people in Peru4. In the 2011-2016 Plan, six goals were established that State entities, including the Constitutionally Autonomous Organizations (OCA) and regional and local governments, had to adopt and execute according to their established responsibilities.
»
On the other hand, the PNAT 2017 - 2021 includes four objectives and twelve concrete actions that should show results by 2018. For example, it states that "at least 30% of teachers in the national education system are trained to deal with trafficking in people and their forms of exploitation and to replicate that knowledge in regular basic education programs". How can this goal be met if the Education sector does not report a specific budget for its fulfillment?
»
Although prevention and awareness actions have been increasing in recent years by public entities and local and regional governments, it has not been possible to define a specific number of actions and a total number of beneficiaries, since not all subnational governments reported their progress uniformly.
»
The most worrisome is that prevention continues to apply to a wide range of publics, without prioritizing those at risk that could be identified based on the regions, formal or informal economic sectors, transfer routes, among other information detected by the authorities dedicated to prosecuting the crime.

Generation of specialized information
»
To date, a national diagnosis of trafficking in people has not been fulfilled (activity 1 of goal 1), which is serious since a new Plan has been prepared without a comprehensive diagnosis. Likewise, these initiatives have not been received in the past that have promoted research "teachers and universities" (activity 2, goal 2). On the other hand, it can be highlighted that the State has directly developed investigations. In this case, MINJUS, together with CHS Alternativo, published the book "Trafficking in People in Peru. Criminology of actors and prison profiles "; and the MIMP, the study "Knowledge and perceptions of motorists on trafficking in people with purposes of sexual exploitation.

Also, in many cases the information is not renewed, as is the case of the number of victims of human trafficking, which remains unchanged since 2014. A similar problem has been presented the newsletter on trafficking in people from various institutions and the document "Reports of trafficking in people 2010 - 2016 ", published in March of this year. This time due to inconsistencies in the information from the National Police.
»
The INEI is supporting the interconnection between the RETA and SISTRA systems with the purpose of having a single record this year. Currently, it is in the technical improvement phase for its adaptation and interconnection. It will also provide technical assistance to determine the variables of information that are required on the crime of trafficking in people. the PNAT as an important action because it involves the investigations of the cases and the planning of the intervention and prosecution of those responsible, as well as the identification of cases outside of the country and effective collaboration. Despite its importance and the time that has elapsed, it is still necessary to strengthen various aspects of the persecution, especially the information that is published. Eleven concrete actions and four verifiable objectives form the axis of Persecution and Control in the PNAT 2017 - 2021. The main groups responsible for its execution are MININTER, PNP, Public Ministry, Judicial Power, SUTRAN, SUNAFIL, regional governments and local governments, among others.
Complaints received and legal guidances
»
According to information obtained, in 2016, 96 complaints were registered to line 1818, option 1, and 56 in 2017 (first semester). This shows a tendency to reach a figure similar to that of the previous reported period. Of the regions, Lima is the one with the most complaints, with 50 and 32, respectively. It is followed by Callao, Junín, La Libertad, Madre de Dios, Piura, Loreto and others. Among the purposes that are presented most are sexual exploitation first, followed by, labor exploitation. In 2016, the 96 registered complaints allowed the rescue of 34 victims.
» »
It highlights in this period that nine denunciations were sent to the National Police from the100 line of the MIMP. In the case of the MINJUS free guidance line, 9,791 legal guidelines were registered in 2016, within which consultations on trafficking in people were cleared. From January to April of the current year 2017, this figure reached 4,969 calls. This is the number of calls that generated reports of cases and whether they were reported to the National Police and / or the Public.

It is important to point out that since 2016 the MININTER has referred the cases that are registered in line 1818 to the DIRCTPTIM PNP, responsible for incorporating them into the RETA system, in order to avoid duplication of information.
»
A total of 263 possible cases of human trafficking were reported in 2016 by the Specialized Unit of MININTER to MP - FN and 174 in 20175.
04 Persecution
»
Meanwhile, MININTER refers to the incorporation in 2016 of 764 operatives and mega-operatives in Lima, Iquitos, Madre de Dios, Puno, Tacna, Ayacucho, Cajamarca, Cusco, Huancayo, Piura, Tingo Maria, Ica, Trujillo and Chiclayo. In the first half of 2017, 276 similar activities were recorded in Lima, Loreto, Cajamarca, Cusco, Madre de Dios, Tingo Maria, Huanuco and Áncash.
»
In 2016, 1,134 presumed victims of trafficking were rescued (1,847 women and 83 men), of which 281 were girls, boys and adolescents. In addition, 427 alleged perpetrators were arrested. In the first semester of 2017, 312 victims rescued from trafficking in people were registered (280 women and 32 men). Of this total, 111 were girls, boys and adolescents (79 women and 32 men). In addition, 119 alleged perpetrators were arrested. This information is based on the operations carried out in Lima and in the interior of the country, by both the DIRCTPTIM (formerly DIRINTRAP) and the DEPINTRAP.
This information is inconsistent with the information published by the INEI on the basis of the same RETA - PNP system, which indicates that 467 cases were registered. 5

»
Despite the advances, no information has been reported on the coordination between the PNP and the MP - FN, in relation to the interventions and operations against trafficking networks in the country.
»
About the complaints of trafficking cases that have been registered in the RETA system, in 2016 there were a total of 347 complaints5. In 2017, 160 complaints were reported, although there were no cases from the same number of regions as the previous year. In these complaints, no networks or criminal organizations of trafficking in people have been registered (a limitation that, apparently, corresponds to the system itself). However, information is recorded on the alleged victims and perpetrators of the operations carried out by the DIRCTPTIM and the DEPINTRAP at the national level, according to the MININTER.
»
The statistical module of RETA does not report information on foreign victims. Neither the registration of victims during the initial investigation process received free legal assistance from MINJUSDH. However, according to the MINJUSDH, the DGDPAJ have register 879 cases in 2016, according to the Case Monitoring System (DATAMART - DGDP of the MINJUS). From all of these, 390 are victims and 489 are accused. The victims were attended by public defenders (new sponsorships). So far in 2017, they do not have a figure.
Operability and interconnection of case registration systems
»
The RETA - PNP system is in the process of reformulation and interconnection with other information systems. A planned tracking mechanism for victims is under consideration.
»
Regarding the implementation of the new common system INTERTRATA, initiated in May 2016, the MININTER indicated that it is in the first stage of the adaptation and technical improvement of the RETA and SISTRA systems for their interconnection. The National Plan of Action against Trafficking in People 2017 - 2021, approved this year, establishes the maximum interconnection period of the RETA and SISTRA systems for the year 2020. For this, the previous step is the reformulation of both systems by 2018. However, we must insist, as we have done in the previous reports, that the SISTRA and RETA interconnection is an issue that has been dragging on from the previous Government and the Peruvian State has not yet been able to articulate a common response to this deficiency.

The RETA - PNP system does not have a monitoring module for the process of registered victims or protective measures issued in favor of the witnesses. It also does not have the registry of victims who received psychological assistance from the Ministry of Health, nor those registered in the homes of the dependent shelter of the MIMP.
»
The PNP identified 427 perpetrators of trafficking in people in 14 cities in 2016 (no information is given on the entire region) and 119 in 2017; while the DIRCTPTIM informed that in 2016 it carried out 33 operations against the smuggling of migrants, in which 417 victims, 356 men and 61 women were rescued and seven suspects of TIM6 were arrested. While in 2017, 5 operations were carried out against the TIM in which a total of 17 foreign victims were rescued.
»
During 2016, 337 police officers were specially highlighted in the fight against trafficking in people. This year, the number of police increased to 380. Of these, 44 police officers have access to the RETA - PNP system, although it has been repeatedly mentioned that the system should be accessible in all the police stations of the country for the registration of cases.
»
In this regard, in 2016, 09 deconcentrated units have been trained in human trafficking investigation and access codes to the RETA system have been delivered. In 2017 the same was done in 6 specialized units in Tacna, Moquegua, Tarapoto, Chimbote, Huaraz, and DEPINCRI in Moyobamba. Regarding the police stations, the system has been implemented in eight police stations in jurisdictions with an incidence of human trafficking, such as in Tacna (two police stations), in San Martín (two police stations), in Áncash, four (two in Chimbote and two in Huaraz) ). The first two, in fact, have an incidence of 21 cases in 2016. The third has registered 10 complaints, being surpassed only by Lima and Loreto.
»
While it is positive that police station personnel are trained in places with a high incidence of the crime of human trafficking, it is very important to extend this training to the rest of the police stations in the country.
»
In that sense, eight police stations that have been trained is a very insignificant figure compared to the more than 1,470 police stations that require training at the national level.
»
Regarding the perpetrators of trafficking in people, the PNP reported that it identified 546 alleged traffickers nationwide (427 during 2016 and 119 in the first semester of 2017).
»
During this year they have managed to capture five wanted criminals for the crime of trafficking in people thanks to the rewards program. These aprehensions occurred in the regions of Piura, Lima, Callao and Puno. The capture of a wanted foreign criminal was also achieved.
»
MINJUS has a case tracking system in which public defenders of victims' defense send their monthly reports to the General Directorate of Public Defense and Access to Justice (DGDPAJ), in which they report cases of trafficking in people that were taken care of.
»
In 2016, 70 public defenders of victims' defense participated in 390 sponsorships of human trafficking, of which 192 were minors and 198 adult victims. Amongst the localities served are Amazonas, Áncash, Ayacucho, Callao, Cañete, Cusco, Huánuco, Ica, Junín, La Libertad, Lambayeque, Lima, East Lima, North Lima, South Lima, Loreto, Madre de Dios, Moquegua, Piura, Puno, San Martin, Tacna, Tumbes and Ucayali. From January to August 2017, 394 sponsorships were registered. This means that more than twice as many cases have been sponsored in the first semester than in 2016.
»
It should be noted that 100% of these cases have received free legal attention, no matter what status they are in, which is positive. However, the question arises as to why it is still not possible to provide legal assistance to 100% of the victims, whether those identified by the PNP or the Public Prosecutor's Office.
The information that is consigned corresponds to the operations carried out by the Directorate against Trafficking in People and Illegal Trafficking of Migrants of the National Police. The RETA system does not statistically report information on migrant smuggling. It should be noted that in the reformulation of the RETA System, the inclusion of a module for the TIM cases has been considered, according to information provided by the MININTER. 6

Regarding the persecutory work of the MP - FN, there are prosecutors specializing in trafficking in people, which during 2016 covered 786 victims7, of whom 213 were men and 573 were women; whereas in the first semester of 2017, 697 were registered, of which 101 were men and 596 women.

In total, the INEI has identified a total of 1,114 complaints during 2016, of which 350 belonged to Lima, 88 to Callao, 69 to Madre de Dios, 65 to Cusco, among other regions. Among the results highlighted by the MIMP during 2016, are: the proposal of a protocol for intervention, inspection control and referral of alleged cases of trafficking in people and sexual exploitation of children and adolescents in river transport8; systematization of the information of registered cases at the national level of the problem of the sexual exploitation of minors, during the period 2014 - 20159; and two technical instruments to identify situations of sexual exploitation of minors and the protection factors against the concurrence of the crime.

According to the DIRCTPTIM, 26 cases of trafficking in people in 2016 and 14 in 2017 were detected as a result of prevention inspections carried out in local establishments under suspicion of promoting and allowing these cases. 56 preventive operations were carried out together with the SUTRAN of the MTC in 2016 and 29 operations in 2017, in order to detect points where these crimes of trafficking in people were being carried out.

The Judiciary developed processes in the crimes of trafficking in people and other related crimes in 33 judicial districts during 2016. However, the Judicial Branch's obligation to develop a system of registering trafficking cases is still pending. This obligation is maintained in the PNAT 2017 - 2021, but with the budget restrictions expressed by the Judiciary, it seems difficult to comply.
It is necessary to indicate that there is a difference of four cases between the information received and that which is included in the statistical information of the INEI. Likewise, the information published by the INEI indicates that 623 cases corresponded to female victims, compared to 573 reported. In the case of the information from 2017, it is not possible to do the control , because it does not appear in the official information. 8 This was already approved for the Loreto region, according to Regional Decree N ° 001-2017-GRL-P, of June 17, 2017. The GR of Piura reported that two awareness-raising operations were carried out in the city of Piura, as well as in El Cercado, against child labor and begging. Similar activities were also carried out in the province of Huancabamba and in the headquarters of various transport companies to prevent the crime of trafficking in people. They were in charge of a trafficking report of a 17-year-old girl in the Chulucanas police station, to verify if this was a matter of human trafficking or abduction. It was not reported on how this situation ended.
Note: This information has been sent by the Regional Governments, however it is not clear if these operations were already reported by the PNP or the MP - FN; by overseeing bodies such as SUTRAN or SUNAFIL; or refers to joint operations developed by one or more institutions.

Protection and assistance to victims
The
strategic objective of this axis is to assist victims of human trafficking and facilitate their recovery and reintegration into society10, since their goals are linked to achieving the following: that 100% of victims are treated according to the procedures of the protocol for assistance to victims and also their families; that they be in the care of specialized health teams; that the victims have free legal assistance; that there are temporary reception centers; to promote actions of labor reintegration and entrepreneurship, among others and in addition, assistance to victims of both national and international trafficking, guaranteeing their rights and facilitating their voluntary return or repatriation.

In the Lima region there are three preventive centers, one in the Callao region and one in the Arequipa region. In 2016, in the preventive center of Salamanca, a total of 13 victims of trafficking in people were registered. The other preventive centers have not reported the entry of minors who are victims of trafficking in people. This information is worrisome, because these centers are designed to serve minors who are delinquents of the criminal law. Therefore, it is extremely serious that this environment be shared with victims of human trafficking and demonstrates the lack of shelters. The victims of trafficking in minors must be included in other specialized centers.

In 2016 and the first semester of 2017, the Judiciary held 12 workshops for the prevention of cases of trafficking in people with the participation of 1,755 people, including magistrates, jurisdictional and administrative personnel. The MINJUSDH in 2016 had 214 public defenders of victims' defense specialized in trafficking in people. In the first semester of 2017 they reached 225, which have served 784 victims between 2016 and August of this year. The DGDPAJ has reported that in 2016 it assisted 390 victims, as well as 394 victims between January and August of 2017. It is important to point out that the MINJUSDH has a follow-up registry of cases, which includes cases of trafficking in people, in which the data of the victims are recorded and the procedural activities carried out are reported.
According to the information received, to date none of them have been referred to the specialized services of the Ministry of Health, despite the fact that the protocol so indicates. 12

Regarding the implementation of the plan to reintegrate victims of human trafficking by the MIMP, they have indicated that a guide has been prepared and that it is in the process of being validated for subsequent implementation. The same was reported last year and so far there has been no progress for this management. It should be mentioned that this process was initiated at the beginning of the year and has not yet been completed.

The MINSA has implemented community mental health centers in the first level of care (1-3 and 1-4 specialized) in Lima and 8 regions of the country, whose main function is to provide specialized mental health care, support and support to the networks and microgrids of the health system in a given territory. These centers should also deal with cases of trafficking in people. However, again the MINSA still does not report the number of people served, which makes it difficult to monitor the scope of his intervention.

In addition, MINSA has reported:
• The implementation of 15 units of hospitalization of psychiatry and short-stay addictions (up to 60 days), dependent on the general hospital. • Creation of two day hospital units for mental health and addictions (in Lima and Tacna) as a specialized ambulatory service for part-time stays (6-8 hours per day). At the end of daily attention, the user returns to his home. • The operation of seven protected homes (five in Iquitos, one in Moquegua, one in Lima - Carabayllo) as medical support services that provide temporary residential protection for patients in hospital discharge conditions, requiring minimal care of nursing assistants, for not having family protection and / or are at family risk. • Human resources specialized in mental health have been strengthened, primarily in the first level of care with 66.6% of the total number of MINSA psychologists.

It is known that by 2018 the State budget against trafficking in people will be less in 0f that in 2017, which is a setback and contrary to what was promised by the expresident of the Council of Ministers, Fernando Zavala. Regions: Amazonas, Cajamarca, Madre de Dios, Loreto, Huancavelica and Tumbes.
Of the 100% of the budget allocated to human trafficking of six regional governments, only 17% was executed. The interconnection between the RETA and SISTRA systems, in order to have a unique registry of victims and cases of trafficking in people in Peru in 2017, remaines pending. Suggested questions
¿¿¿ Below are some initial questions that make up the question station suggested to the Congress of the Republic, when the President of the Council of Ministers presents themself before the Plenary. A more complete version will be presented in the extended version of the V Alternative Report.
47
BUDGET The Ministry of the Interior this year saw its budget increase by 908%; That being the case, why have not they reported the progress of execution for the first half of 2017? If the activities of the Ministry of Justice and Human Rights are very important within the PNAT because their actions are related to access of justice for the victims, why not the activities of the General Directorate of Criminal and Penitentiary Policy, as well as those of the Directorate of Criminological Affairs? As seen in the information received for Transparencia, few regional and local governments have indicated budget allocation. Why don´t regional and local governments allocate budget for the execution of activities in their respective localities?
48
Alternative Report
PREVENTION ÂżWhy are the efforts of state agencies and regional and local governments dispersed in terms of working with the media to be the disseminators of preventive messages? Despite the progress that has been made in interoperability, the registry and the lack of consistency regarding human trafficking are still maintained. Since all the organs of the State recognize that this is a vitally important issue, why does the problem of registering information on human trafficking in the RETA system and INEI, whose figures differ among themselves, persist? As shown above, unlike the central bodies and the OCAs, regional and municipal governments do not request a specific budget for the fight against trafficking in people. What is being done to get these governments to determine budget for activities against human trafficking in their respective localities? In the previous period it was reported that 2,034 police officers were trained. Why this year were only 1,516 trained despite the fact that the budget of the Interior sector has increased and that the total police force is approximately 124 thousand? From the information received, through the regional and local governments of the Amazonian regions of the country, an important effort is seen to sensitize and inform the population; however, there is no indication of efforts to develop informational materials with an intercultural approach. Why, for example, to date has there not been a report on the production of informational material for indigenous peoples and native communities whose languages have been officially recognized as Quechua, Aymara, Ashaninka, among others?
49
PROTECTION AND ASSISTANCE TO VICTIMS
Despite the efforts of regional and local governments to implement Residential Reception Centers, the number of shelters is still insufficient. Why doesn´t the MININTER Multisectoral Human Trafficking Commission support these efforts and provide assistance for their achievement? Why hasn´t the registration of victims who received psychological assistance by the MINSA, or those registered in the shelters of the MIMP, been implemented? Why are there no Residential Reception Centers or shelters for males or LGTBI in Peru, taking into account that there are also men or people of sexual diversity that are victims of trafficking or smuggling of migrants in the country? Why doesn´t the Ministry of Health implement a budget for the treatment of trafficking cases so that victims can receive health assistance directly?

PERSECUTION
Why hasn’t progress been made in the adaptation and implementation of the RETA and SISTRA system if the PNAT decided that this would be achieved in 2018, but the INEI informed that it will be for the year 2020 and for the year 2021 the Judiciary will be included? Is it true that the lack of budget, ignorance of the existence of the RETA system and lack of will of the responsible officials in the MININTER have been obstacles to the correct functioning of this mechanism? The fight against trafficking in people has not been decentralized, so it can be seen that there is no monitoring and monitoring of actions within the country. What is being done to achieve it by the Multisector Commission? Why hasn’t a system for tracking cases of human trafficking in the country been implemented to date to know if those affected have been able to return to their homes or have been reintegrated into society? Why is there a delay in the interconnection of the RETA - PNP system with the information system of the Judiciary and those systems that have victim care and protection information?
