The CIAT Executive Secretariat has been for some time devoting speedy and active efforts for reinforcing its strengths and re-orienting its strategies. It is worthwhile to highlight, in this respect, the Human Talent Program. It is aimed at supporting our member TAs in important aspects required for their modernization and, especially, for increasing their levels of efficiency and effectiveness by attributing value and training their staff which constitute an essential success factor. The newsletter which is being made available on this day, is another step forward in endeavoring to provide relevant information on such topics as development, ethics, administrative career, performance evaluation, among other key aspects in HRM.We hope that it will be a support tool and source of innovation for all. Verdi As part of the implementation of its Human Talent Development Program, the CIAT Executive Secretariat makes available to the tax officials of its member countries a new communication tool for disseminating Human talent issues that are so relevant, but at times so underestimated in the organizations’ management. The current status of HT best practices, the results of activities of our training program, innovations of the TAs, their requirements and needs in relation to this matter will be given utmost consideration in our T Time. Its existence, life span and validity will be nourished with the effort, participation and contribution of all those who, like us, share the passion, motivation and admiration for HT as key aspect in the success of any organization. Whether they are called Teleconference, Video conference, Call Conference, Virtual Conference or by the name of the application used (Skype Conference), all private or public organizations use more or less sophisticated tools to organize meetings and save time.

Is it Fad or Effectiveness? Is it Good or Bad? Probably it is effective because participants do not have to travel. There is also savings in time, weariness and money in transportation and accommodation costs. As for the environment, it is a practice that reduces contaminating gases. A U.S. court authorized the dismissal of a dental assistant for being too "irresistible". The case involved Melissa Nelson, dental assistant who worked for dentist, James Knight, for more than ten years. Both are married with children, but Knight’s wife insisted on Nelson’s dismissal because she considered her a “threat” to her marriage. The Supreme Court of Iowa has rejected the complaint filed by the attendant stating that she had been dismissed on the grounds of being "too attractive". The woman denounced the case on considering it a violation of her civil rights, but the court has accepted the dismissal for being an “irresistible attraction”. The court itself admits that this may not be a fair dismissal, but it does not involve an infringement of the Civil Rights Law.

In spite of these basic elements, the practices and opinions of entities in relation to the organization of meetings are quite strange. For example, some find it paramount to prepare and publish a decision report, while others show limited interest and do not formalize it. Likewise, some companies favor reflection and participation, thereby forbidding the presentation of slides (PPT. files) and preferring the use of the flipchart which is filled out directly during the meeting. For others, collective participation is not necessary and their notion of an effective meeting, in this case, is that wherein a record is kept of everything presented. Almost everyone shares the idea that all should contribute to the preparation of the meeting. Thus, urging the participants to prior reflection guarantees a good meeting. Eventual confusion and “hassle” resulting from the expression of opinions are unimportant, as long as they are significant and constructive. It is better to have a hassle than silence which symbolizes paralysis due to hierarchical pressure or lack of interest. Last recommendation: the venue of the meeting is important. 6 tips for organizing a Meeting The Tips: 1. Do not call meetings for just about anything; 2. Begin on time, and deny admittance to whoever is late; 3. Specify the topic, objectives, duration and role of each participant; 4. Practice the intermediate synthesis to sum up the elements; 5. End on time, to abide by everyone’s agenda; 6. Make a self-diagnosis
of the meeting in order to improve the next meeting.

Basic Course on Customs 3rd. The third edition of the basic course in Customs was held on October 8 to January 11, with the participation of 26 officials from the Tax Administrations of Brazil, Mexico, Ecuador, Paraguay and Germany. During these weeks the students learned the conceptual elements of the customs system, in order to acquire an integral view of the importance of taxation of foreign trade operations and its relation with internal taxation; the evolution of customs administration from a mere supervisory to a facilitation organization, as well as the role of customs in today’s world. We congratulate Mrs. Flor Marina Burga, from the SUNAT of Peru, for achieving the highest score in the group and thank the tutor, Silvia Anzola de Gonzålez, for all the support given us.
Transfer Pricing Course
The fifth edition of the Module II Course on Transfer Pricing was successfully held, involving 55 officials from the Tax Administration of Argentina, Brazil, Chile, Ecuador, El Salvador, Panama, Paraguay, Peru, Dominican Republic and Bolivarian Republic of Venezuela. The main purpose of the course is to provide officials who work in the control field with knowledge of the most important aspects related to the procedures and applicability of transfer pricing in operations performed by the taxpayers. We avail ourselves of this opportunity to congratulate JosĂŠ Nelson Menjivar, from the Ministry of Finance of El Salvador for his outstanding performance in Module II and for which reason he obtained the highest average. We also wish to thank the tutors Alfredo Sosa, Solange Lizewski and Diego Osternann for all their support during the development of the Module.

Tax Audit Fundamentals The fifth edition of the Basic Course on Control was held from November 05 to January 11, with the participation of 177 officials from the Tax Administrations of Argentina, Bolivia, Bolivarian Republic of Venezuela, Brazil, Colombia, Ecuador, Paraguay, Peru, Dominican Republic, Uruguay, Paraguay, Barbados, Jamaica and Kenya. This course has been developed by the CRA of Canada. During these weeks, students learned about the basics of the tax control of a company, through a detailed description of the steps to follow.
