Tax Expenditures

This working paper has been drafted by the CIAT International Cooperation and Taxation Directorate in order to disclose the main differences, advantages and disadvantages of the most widespread instruments among Latin America and Caribbean countries, hoping to be useful as a guide for those countries seeking to begin negotiations, update their current network or select the most appropriate legal basis when requesting information abroad, or access mechanisms for cooperation in tax matters.

In our member countries… Jorge Rachid is appointed Secretary of Receita Federal in Brazil He replaces Carlos Alberto Freitas Barreto, who is appointed Chairman of the Administrative Council of fiscal resources (Carf).

The Receita Federal has a new Secretary. Jorge Antonio Deher Rachid is in charge of the organization for the second time, having exercised this function in the period from January 2003 to July 2008. The Decree of appointment was published on Friday, January 9.

Speaking of this new challenge, Mr Rachid said “I am very proud of being a public servant in an institution of excellence as the Receita Federal and believe that managing it require a great sense of responsibility and commitment to the public interest”. Mr. Rachid stressed the excellent performance of Mr. Carlos Alberto

Freitas Barreto, saying that he administered the Receita with great competence and leaves a legacy of administrative efficiency. “To succeed Secretary Barreto makes my challenge greater, and his appointment to the CARF will contribute to a further integration of the tax administration and will bring improvements in this entity’s management.”


Álvaro Omar Franco Chacón, new Superintendent of Tax Administration of Guatemala President Otto Perez Molina has sworn Mr. Álvaro Omar Franco Chacón as Superintendent of Tax Administration. Mr. Álvaro Omar Franco Chacón has a Business Administration Degree from the University San Carlos of Guatemala with a Masters in Tax Administration and Assurance Technologies of Galileo University,

and a Diploma in Senior Management from INCAE. He has 18 years of career experience in the Tax Administration Superintendence, where he held several positions including: Collection and Management Intendant, Deputy Secretary of the SAT Executive Board, Superintendent of Tax Administration

in Functions, Central Regional Manager, Taxpayer Service Deputy Manager, Head of the Collection Legal Department, Collection and Management in Functions Intendant, Accounting and Finance Department Head, in charge of Inventory and Budget at the Directorate General of Customs and Tax Administration Interim Superintendent. Bolivia
 Tax Revenue reach Bs 49.719,7 million revenue in 2014 The National Taxes Service (SIN) closed the year 2014 with a collection close to Bs 50 thousand million. Taxes on domestic market grew by 13%, whereas in the analysis of the direct tax on hydrocarbons (IDH), and the special tax on hydrocarbons and their derivatives (IEHD) the collection grew by 8%, said its Executive Chairman, Erik Ariñez Bazán. He explained that this result marks a new milestone for the SIN, because an additional collection of Bs 3.880,3 million in relation to 2013 hace been achieved, resources that are important for the income of the General Finances of the State, the municipalities, departments and public universities. Dominican Republic
 DGII revenues increased a 10.1% in 2014 The Directorate General of internal taxes (DGII) attained a total revenue growth of 10.1% for 2014. Accumulated collection during the period JanuaryDecember 2014 totaled RD$ 313 billion revenue, for an increase of RD$ 28 billion of the proceeds in 2013. In the same way the DGII reached 97% of the amount budgeted by the government for the last year. Nieves Vargas Collado Correspondent

The Guyana Revenue Authority (GRA) has had a remarkable year, though fraught with obstacles. The task of collecting $135.3B was indeed challenging. However, the GRA is satisfied that it has done exceedingly well it terms of its main goal of revenue collection for 2014, and looks forward to a new year where the citizenry honour their tax obligations more voluntarily.

Tax revenues increased by 24.1% in 2014

New optional regime for individuals with annual sales to the public in general In order to support the development of taxpayers with minimum administrative capacity and to avoid that they operate in the informal economy, the Federal Executive has allowed those who have annual revenues of up to 100 thousand pesos 100% of VAT and the IEPS rebate to be paid during the years in which they pay taxes in the Tax Inclusion Regime. At the end of the year 2014, the SET raised 9.7 billion guaranies, (2,153 million dollars), representing 24.1% more than the total revenue of the year 2013, and implies an increase of 1.879 billion more than what was collected in the previous year.
