It is with great sadness the CIF Southern Section office shares the passing of long-time historian and former council president, Dr. John S. Dahlem. Dr. Dahlem was 81 years old. Dr. John Dahlem had been involved with high school sports since the 1960’s and part of the CIF Southern Section since the 1980’s. He was president of the organization from 20042006. Following his tenure, he became the CIF-SS voluntary historian and devoted thousands of hours to preserving the rich history of this organization and the athletes and leaders who have been a part of it. He was also part of the CIF State hearing panel. Dahlem grew up in Santa Monica, California, and went to Santa Monica High School. He was a proud Class of 1961 Samohi graduate. He attended the University of Oregon for a Bachelor’s degree in History, completed a Master’s degree in Latin American History at UCLA and received his Doctorates in Human Behavior and Leadership through United States International University. Dr. Dahlem is a decorated U.S. Army veteran who served as a first lieutenant and commander in Vietnam. He received a U.S. Armed Service Bronze Star for Meritorious Unit Commendation and the Vietnam Service Medal. Upon returning from military service, he became a teacher, wrestling coach and later a principal at Kennedy, Loara and Western High Schools in the Anaheim Union High School District. He was a very beloved teacher, coach and administrator for close to 40 years. He retired in 2006.
Dr. Dahlem is well-known and admired in the wrestling community for his years of commitment to the sport. He served on the CIF-SS wrestling committee for decades, helped organize all events, including the Masters meet, and advocated and pushed for girls’ wrestling to become a sanctioned CIF-SS sport. Dr. Dahlem started and finished his coaching career at Loara High School from 1969 to 1984. During his coaching years, his team won 233 matches, while losing only 36. His teams won 10 league championships and had a league record of 53-1, including four undefeated seasons. He was awarded the Lifetime Service to Wrestling award by the National Wrestling Hall of Fame in 2000 and was inducted into the California Wrestling Hall of Fame in 2007 . He was also the first coach inducted into the Orange County Wrestling Hall of Fame. Dr. Dahlem was a family man. His wife, Sioux, his sons, Shawn and Ryan, and his grandchildren were the world to him. One of his favorite things to do was travel the world with his wife. He was also an avid mountain climber who became the oldest American to complete the Explorer’s Grand Slam, climbing the Seven Summits and pulling a sled to the north and south poles. He tackled Mount Everest with his son, Ryan , which made them the oldest Father-Son combination to ever do so. Dahlem also ran the Los Angeles Marathon fives time, the Long Beach Marathon three times and participated in several 5k’s with Sioux. The CIF Southern Section office staff greatly admired Dr. Dahlem not only for his contributions to the organization and its history, but because of the care and love he gave to us all as individuals. The CIF Southern Section would not be what it is today without him.
Dr. Dahlem passed away peacefully at home, Friday, November 8th, with his family by his side, after battling a long illness. His family asks that in lieu of flowers, donations be made to the John S. Dahlem Digital Collection – Memorial Fund

A. Call to order by Dr. Paula Hart Rodas, President of the Council
The meeting was called to order at 1:00 p.m. Dr. Rodas welcomed everyone to the first meeting of the new school year.

Roll call was handled by everyone introducing themselves around the table All members of the Executive Committee were present with the exception of Ann Fitzgerald, Mary Jane Hibbard, and Rob Dearborn.

B. SOUTHERN SECTION ACTION ITEMS
1. Proposed Bylaw Revision – 3400.2
Badminton Playoffs
President Dr. Paula Hart Rodas reviewed the proposed revision of Bylaw 3400.2 which is requesting the institution of playoffs for Badminton although the sport falls below the 20% participation minimum. It was noted that the proposal stated there would be no fiscal impact but there would be a cost to to the Section to hold such a championship event. This would open the door for sports not meeting the 20% Bylaw to request championships. There was a motion and a second to approve the proposal. The question was asked how teams are qualifying now for the State Badminton tournament. There is a qualifying tournament that is not sanctioned by the office and is run by HL Corporation. It was brought up that the number of schools participating in badminton is decreasing instead of increasing. The motion failed 0- 18-0
2. Proposed Bylaw Addition – 1222.7
671 Officials Fees
President Dr. Paula Hart Rodas reviewed the proposed revision of Bylaw 1222.7 which is requesting to prohibit donations to officials’ associations as a means to circumvent the approved officials’ fees structure or to procure specific officials for games. There was a motion and a second to approve the proposal. After discussion, the motion carried 18-0-0.
A. 2024-2025 CIF Southern Section Goals Non-Action 5A
Commissioner of Athletics, Mike West reviewed the 2024-25 CIF Southern Section Goals, which can be found at the end of these minutes. The format of the goals was revised and now there is a section that reflect ongoing goals and then a section listing the new goals for the 2024-25 school year. Mr. West reviewed the new goals with the Committee. On a side note, Terry Barnum expressed he contacted the State CIF Office and that if a school has solid evidence that the school may be in the wrong category for the heat index, bring it to the attention of the State Office, and they may be open to moving a school to a different category or adding an additional category.

Financial Report
Mitch Carty Chief Financial Officer, Mitch Carty distributed handouts regarding the 2023-24 school year to the committee and highlighted various items. The handouts appear at the end of these minutes.
C Communications Report
Thom Simmons
Communications Coordinator, Taylor Martinez joined the meeting to give the Communications report in connection with the Marketing report. The slide show that was presented for both reports can be found at the end of these minutes. The Section is looking to monetize the broadcasts (i.e CIFSS Sit Down) we are now producing in an effort to continue to expand our visual to our constituents along with the general public. This is to help fill the gap being left from the lack of news coverage in recent years by media outlets We are also looking to get more involved with the student broadcast teams at our member schools and want to integrate their footage into our programs
D. Marketing Report
Jacqulyn Gibson
Marketing Coordinator, Briana Sutrisna continued the presentation by talking about our social media platform and ways content is being gathered and posted. Ms. Sutrisna went on to discuss what the summer looks like in the Marketing department and concluded her portion of the presentation by asking President Hart-Rodas to spin the wheel and choose the Girls Flag Football game of the week that Ms. Sutrisna would attend and highlight on social media
Director of Marketing Jacquelyn Gibson concluded the presentation by first recognizing the many contributions Ms. Sutrisna and Ms. Martinez make to their departments. The creativity of these ladies and their hard work is putting the Southern Section in a great light to as many people as possible!
Lastly, Mrs. Gibson handed out a sample of the new CIF Southern Section Planner to members of the Committee for their review The booklet was well received

Treasurer Rich Imbriani stated it was an honor to be invited and it was a tremendous meeting. A gentleman from Kansas discussed best practices employee retention which included ideas such as letting people work from home, flexible workdays, team work, and gave advice on the hiring process.
Past President, Jim Perry attending the Board member meeting where a discussion on paying attention to high quality programs in your area, who is in charge of those programs, then making connection in those people took place. Next was a session on playoff classification with various states represented. After listening for an hour, it was realized there was never any discussion regarding team records or scores in creating playoff groupings from these other states. Went to an NIL meeting and it appears that anything goes in the NCAA, who claim it is out of their hands. Our state office leadership got us out in front of this hot topic issue.
A. NFHS Summer Meeting Reports (Cont.)
Dr. Paula Hart Rodas President Paula Hart Rodas discussed the NFHS has a playbook to work through hate speech/actions and to eradicate it from our programs. Also talked about was how AI is used to create hate throughout our society. Another workshop was regarding officials and the work being done to recruit and retain officials. Some states hold yearly recognition lunches/dinners for their officials with awards presented for longevity sportsmanship, etc. If anyone is interested, the NFHS Summer meetings presentations are posted on their website.
B. President’s Report

President Paula Hart Rodas stated her platform for her presidency is Providing Opportunity for Students. This was one of the reasons she was instrumental in pushing for flag football as a CIF sport. What our kids get out of the experience reaches much further than just the games. These are life lessons that are learned and we need to create positive experiences for these studentathletes.

Mike West Commissioner of Athletics, Mike West announced to the Committee that Financial Assistant, Erin Courtemarche will be on maternity leave August 19 Receptionist, Laura O’Sullivan will take over the duties of the desk and the office has hired Alrene Gandara will fill in at the front desk through early December Attended the NASO conference in Atlanta Many states are finding ways to allow high school seniors to officiate freshman games Something worth looking into There is a curriculum in place that could be followed to allow for seniors to officiate Fraudulent documents on the rise and there is a product out called Resistant AI that can scan documents and indicate if that document is fraudulent. Mt. SAC invitational course is being amended to end in the stadium as our finals did last season. There was a distribution of a sample emergency plan card for the committee to see and review.
D. Executive Committee Member Reports
Past President, Jim Perry commented that perhaps at the beginning of the year when dues are paid, in addition to mailing out courtesy cards, the athletic director could receive the planner. He also mentioned that the Huntington Beach Union High School District had many Olympic athletes representing in Paris this year. Small Schools Representative, David Parkes asked where information regarding the ranking systems for each sport could be found and was informed that the information is contained in the sport season previews for each sport CSBA Representative, Alex Vara conveyed a situation from his district and asked for feedback on be way to handle it

1. Weighted Voting Revision 2024-25 Informational Only
3A1 President Elect, Dr Alexis Barile, presented the changes in the State Federated Council weighted voting indicating the number of votes for the Section for the 2024-25 school year The Sac-Joaquin section is receiving 2 additional votes due to an increase in both their number of schools and number of athletes to a total of 19 votes The Southern Section is allocated to have twice as many votes as the next largest section. Therefore, the number of votes the Southern Section has at the Federated council increased from 34 to 38 for the 2024-2025 school year.

B. SOUTHERN SECTION ACTION ITEMS
1. Article 350 Edits Regarding New Playoff System Language Approved
SS 672 President, Dr. Paula Hart Rodas, presented the proposal to update the language in Article 350 asking for updates to the language, bringing it in line with the playoff bylaw changes approved for this school year. The changes in the language addressed the first round seeding in the playoffs, wild card entries, league representatives and the entry deadline. There was an explanation as to why the wild card entry information in the language remained when irrelevant and was explained that is would remain in case it becomes relevant in the future. This proposal would take effect immediately after the Council vote on September 26. There was a motion and a second to approve the proposal. The motion carried 18-0-0.
A. Financial Report
Mitch Carty Chief Financial Officer, Mitch Carty, presented his report via a presentation that appears at the end of these minutes. President, Dr. Paula Hart Rodas praised Mr. Carty on the excellent job he does maintaining the Section’s financial sovereignty with such accuracy and transparency
B. Communications Report
Thom Simmons Assistant Commissioner, Thom Simmons, presented the Communications Report beginning with the announcement of a new 30-minute show on Spectrum Sports to be produced by Communications Coordinator, Taylor Martinez. It is the hope that this program will become the “Mini Sports Center” of high school athletics We are starting out with 20 episodes and looking

to sell a title sponsorship plus advertising to help offset the costs. The first mock show should be ready on October 17. Beginning on September 25, we will be filming our first on-camera Commissioner’s Message to coincide with the written Commissioner’s Message. The office is moving to begin live streaming the Council Meetings in as effort of transparency of process and to educate the general public regarding how the organization is run and bylaws are created. The next Southern Section Sit Down is being released today featuring Assistant Commissioner, Rich Shearer.

Marketing Report
Jacqulyn Gibson Director of Marketing & Corporate Sponsorships, Jacqulyn Gibson, started her presentation with a review of the ceremony held at Angels Stadium this past Tuesday for the CIF Southern Section Players of the Year for baseball and softball for the 2024 season. Each player received a customized bat courtesy of Rawlings. Next was announced the signing of the official Flag Football ball with Wilson Sporting Goods, beginning in the 2025-26 school year. After a review of the numbers attending this year’s Athletic Administrators Summit (almost 600), each member received the exclusive Summit gift of the new CIF Southern Section Planner. Kudos to Jacqulyn and especially her assistant, Brianna Sutrisna, for the creation of this planner that has been in the works for over two years.
OLD BUSINESS
A. 2024-2025 CIF Southern Section Goals Approved

school year which were presented at the previous Executive Committee meeting. There was a motion and a second to approve the CIF Southern Section Goals. Motion carried 18-0-0.
A. President’s Report
Dr. Paula Hart Rodas
President, Dr. Paula Hart Rodas, talked about her experience at the recent Section 7 & 8 Conference held in Whitefish, Montana. Found this was a great time for networking, connecting with other states, and finding out what others are facing around the country. There is the sharing of best practices and hearing the highlights from other states. It is interesting to learn that things the other states are excited about or just now tackling with things our section already has procedures in place or have addressed in the past. Dr. Hart Rodas is proud of this body and the team in the office, both containing those who are forward thinkers with the best for our studentathletes in mind. Dr. Hart Rodas closed asking everyone to join us at the Champions for Character Dinner on Monday, the Athletic Administrators Summit on October 7, and the Hall of Fame/Distinguished Service Luncheon on October 16.
B. Treasurer’s Report

Treasurer, Rich Imbriani, gave his report on the current state of the finances and that report appears at end of minutes.
C. Commissioner’s Report
Mike West Commissioner of Athletics, Mike West, announced Jacqulyn Gibson’s new title as Director of Marketing and Corporate Partnerships, which better reflects the nature of her position. He then reviewed the Area Placement process with the group and their role in that process. See the timeline sent to each school for more details. There was a question regarding adding an additional area and was answered that it could be brought forward with the rational as to why an additional area was needed and that the proposal needs to go through the normal process and be voted on at Council. State CIF has created a commission on strategic priority. This group will be working on and creating goals for the next five years and beyond. A survey of the membership along with leadership will be forthcoming to help determine the needs of the sections and school that require attention now, two to three years from now, and five years and beyond. Areas of focus include sportsmanship, officials, mental health, athletic trainers, competitive equity, transfers, multi school agreements, and student representation. The Athletic Trainer title bill has made its way to the governor’s desk for signature. This bill is to recognize certified athletic trainers with the proper title He ended with the same reminders of the upcoming events and to RSVP to his assistant, Sharon Hodge, if planning to attend
D Executive Committee Member Reports
Small Schools Representative, David Parkes, discussed his experience at the Section 7 & 8 Conference This was his first time being able to attend one of these meetings It was great to see how much the NFHS supports the organizations The community of the people in the room and willingness to help each other was evident and our student-athletes are in good hands President Elect, Dr. Alexis Barile discussed her experience at the Section 7 & 8 Conference. This was her first time being able to attend one of these meetings. She feels an overwhelming gratitude to serve in a leadership role and was reminded that there are people out there that are good for kids. The experience reinforced how awesome high school athletics is and the impact we have on lives now and in the future. Past President, Jim Perry discussed his experience at the Section 7 & 8 Conference. The host state of Montana made great effort to bring their culture to the event. It was their association’s goal to take a road trip to all 182 schools in the state association. The Arizona Association uses pre- determined tag lines and preprinted newspapers to add excitement to their championship events. One statement made that stuck was, “Do we deliver bad news or do we deliver good solutions.” Elders from the Blackfoot Nation came and performed native dance and music. They were also football officials and felt it important to support the conference. Commissioner of Athletics, Mike West, informed the Committee of the opportunity to purchase Purple Air monitors to assist in the determining of air quality. Montana has the worst air quality in the nation, and this is a platform Mondana is using to evaluate Air Quality throughout their state.
