PROGRAM This program is printed on FSC certified paper and is fully recyclable. Our pens made with 40% wheat husk, an agricultural waste product, are supplied by Ethical Swag. We’re proud to support a women-led Certified B Corp based in Canada.

The conference theme Resilient Cities: Planning for an Uncertain Future that we selected in 2018 for what was supposed to be the Vancouver 2020 conference now seems even more fitting and relevant than ever before. It is hard to believe that it has now been three years since CITE last hosted an in-person Annual Conference where delegates could share their technical knowledge, learn new analytical techniques, and meet and reconnect with colleagues from across Canada and the Pacific Northwest. The events of the past two years have definitely taught us that the future is indeed very uncertain, so I encourage you to fully take advantage of this opportunity to enjoy the technical program while reconnecting with colleagues and friends. You will be glad that you did!

Canada’s Community of Transportation Professionals La communauté des professionels du transport au Canada On behalf of the CITE Board of Directors, welcome to beautiful Vancouver, BC. CITE is home to Canada’s largest community of transportation professionals, and our Annual Conference brings together the best and brightest in Canadian transportation to exchange ideas and connect. The QUAD Conference is an annual transportation conference in the Pacific Northwest hosted in turns by the Greater Vancouver, Vancouver Island, Washington State, and Oregon State ITE Sections. We are excited to host the QUAD Conference in conjunction with the CITE Annual Meeting this year. Thank you to Jan Voss and the rest of the Local Arrangements Committee for welcoming us to your home! With the impact of the COVID-19 pandemic being felt around the world in early 2020, the decision was made to cancel our in-person meeting scheduled for Vancouver that year. Fast forward to 2022 and we are thrilled to be able to gather once again in-person and reconnect with our colleagues from across the country. The theme for this year’s conference is Resilient Cities: Planning for an Uncertain Future. Whether it is a public health crisis, climate change, economic volatility, or geopolitical instability, our profession must continue to be resilient and find creative solutions to support safe and accessible transportation for everyone. Part of that journey is a focus on equity, diversity, and inclusion in transportation—a highlight of two unique sessions this year. On Monday, a CITE Listening Session for attendees who identify as Black, Indigenous, or People of Colour (BIPOC) will offer a safe space to discuss issues being faced by those typically under-represented in our profession. On Wednesday, we will open up the discussion to the entire membership through a Diversity, Equity, and Inclusion Primer and Roundtable Discussion. I invite all interested delegates to share your thoughts and help CITE be a champion in this area.

May-June, 2022

A Message from the Mayor On behalf of the City of Vancouver, I am delighted to extend a warm welcome to all those participating in the 2022 Canadian Institute of Transportation Engineers (CITE) Annual Conference, taking place at the Sheraton Wall Centre, on the traditional territory of the Musqueam, Squamish, and Tsleil-Waututh peoples, from May 30th to Jun 1st. This national gathering provides a valuable forum for transportation professionals to convene under the theme of resilient cities. Delegates are brought together in one of Canada’s largest community of transportation professionals to exchange ideas, share experiences, and connect on new ideas, policies, and tools in the transportation field. As Mayor of Vancouver, I want to acknowledge CITE, along with the sponsors, guest speakers and facilitators, for dedicating efforts, expertise, services and resources to the successful planning of this innovative conference. Allow me to offer my best wishes to the participants of the conference, as well as to welcome the visitors for their stay in Vancouver. Sincerely,

As we reconnect with each other, I hope you take the time to enjoy the sights and sounds of Vancouver. I look forward to meeting you while we are here. Feel free to track me down and say hi! Mayor Kennedy Stewart
