CELEBRATE AMERICA JULY 2 AT VETS PARK Kingwood Church, in partnership with the City of Alabaster and the Parks and Recreation Department, is once again hosting "Celebrate America," an evening of fun and fireworks in celebration of Independence Day. The event will take place at Veterans Park on Saturday, July 2 from 6 p.m. to 9:30 p.m. This is the second year that Kingwood has organized the event at Veterans Park, and organizers said that last year's event was a great success. "We got a lot of positive feedback from it," said Education Pastor Benny Cunningham. "We've heard from everybody in the community how huge of a success it was, and we have had people ask us if we're doing it again." The night will feature

games and inflatables for the kids, plus a familyfriendly movie ("Yogi Bear"), live music by the Perry Combovers, and a massive fireworks show to finish things off. "We work with Pyro Productions, which is an Alabama-based company that does a lot of large fireworks venues. We were so happy with them last year and have been in the past. They did a tremendous job. It was a long fireworks show. It was choreographed with music, which we'll do again this year. Last year we got tremendous feedback from folks as to what a fantastic display it was," said Clark White, the administrative pastor at Kingwood. There will also be plenty of food vendors on hand selling a variety of tasty foods and beverages. The

expected vendors include Jim 'N Nick's Bar-B-Q, Guthrie's of Alabaster, Wing King, Moe's Southwest Grill, Little Italy's Pizza, YaYa's Burgers & Dogs, Kona Ice, and Publix Deli. According to police estimates, last year's event drew an estimated 8,000 people, and organizers said they're anticipating a large crowd again this year. "We are hoping for a crowd similar to or larger than last year," said White. "I think now that people have seen the event, I think there's a good chance we could see a similar turnout this year." In anticipation of a big crowd, organizers are coordinating with the Alabaster Police Department to help with the traffic flow and parking. "We've already met with

the police department," said Cunningham. "Lt. Jones is giving us some training in traffic coordination, and they'll have more personnel out there as well." frings@cityofalabaster.com I hope that all of you are having a great summer! As park ball wound down, the events of summer arrived very quickly. CityFest was another great success and it was good to see all of you enjoying the food, music, and games. I want to thank the Alabaster Arts Council for coordinating the event for the city along with all of the volunteers, city employees, and sponsors. If you enjoy this event, please take note of the sponsors and frequent them for shopping and services. The City of Alabaster is the major financial supporter for the event but the event would not be presented at the same level without the sponsoring businesses. Movies in the park began the weekend after Cityfest. These are very relaxing and fun evenings with family and friends. The games that are offered for the kids are just the right touch to occupy time and use up energy prior to movie time. Everything is always free so bring a chair or blanket and relax. We continue to actively work on recruiting businesses to Alabaster. In the past few months, we have had multiple developers looking at the possibility of several new retail businesses in various parts of the city. These are still very much in the infancy stages but in this economy, it is great to just have serious inquiries in business development. These coupled with the activity we are seeing in the light commercial realm are very exciting. If we are successful, these will not only bring much needed revenue but also jobs. Our current revenues are still down and now flat from the high of 2008 but they appear not to be decreasing more. I do not need to tell any of you that our U. S. economy is still very fragile. We will continue to look for additional developers and businesses to expand our revenue base and job availability. July is budget preparation time for the City of Alabaster. With the flat revenue statistics that I mentioned above, we will again propose a very conservative budget to the City Council. We are continuing to review our expenditures in order to identify areas where we can conserve. We already know that some of our expenses will increase and that means that we will have to make corresponding cuts in other areas to balance the budget. Some of these will not be popular but I still believe that a reduction in expenses is a priority rather than raising taxes. I am confident that we will be able to propose a balanced budget without reducing services and raising taxes. We are making some of the consolidations in departments that I reported several months ago as well as implementing new technology that allows for better efficiencies. We will also have several employee retirements before the end of this budget year that we will not replace in order to take advantage reduced expenditures. I want to thank all of our city employees for their hard work and ideas on maintaining a fiscally sound Alabaster!

If you didn’t get a chance to visit it this year, make plans for next June. You’ll be glad you did. An event like CityFest is a massive team effort, and I want to thank the sponsors, the vendors, city employees, volunteers, and the fans for a wonderful event. Crowd estimates were upwards of 60,000 for the event, and it’s a great plus for the city. One party’s over and it’s time to plan another one. I like that! On Saturday night July 2nd Celebrate America returns to Veteran’s Park. It’s a great time with music, movies, food, fun, and, of course, FIREWORKS! The fun starts at 6 pm. We want to thank the fine folks at Kingwood Church for sponsoring the event and helping to bring a great fireworks display back to the city. While you’re out, you might stop by the new Senior Center and check out the “senior playground”. It was dedicated at the recent Senior Event held at the center. It features a variety of exercise machines to build different muscle groups and it’s all outdoors. Check it out! Congratulations to the Thompson Middle School Soccer Team who completed the season undefeated. I guess we need to add a “Red Alert” to the soccer stands. As you know, we’re looking at the possibility of creating a citywide school system; we have a consultant looking at the options of the program. A group of citizens have formed a non-profit group to help explore the question of a new school system and you can find an article about that in this newsletter. There’s still time to enjoy the summer reading program at the Albert L. Scott Library. There are separate programs for younger readers and teen readers, and they offer a great way to beat the heat with a good book and a lot of presentations and programs that are fun. The programs, like our books, are free for the asking. As they say in library circles, “Check it out!” Don’t forget about the Movies in the Park. You’ll find the schedule on the Park and Rec page. It’s a great way to celebrate the sundown with your family and see a fun, free movie. Have a great Summer!

Alabaster CityFest presented by Regions was a major success! Thank you to the Alabaster Arts Council, all the volunteers, and the sponsors! Without the support of the sponsors CityFest would not be a free event. The hard work and dedication of the Alabaster Police and Fire Departments, Parks and Rec, and many other city employees is truly appreciated. We are looking forward to celebrating the tenth annual CityFest next year! The school system feasibility study results are expected to be complete around August. Until that time, several town hall meetings are being scheduled around Alabaster to get community input on this issue. Look for these scheduled meetings in the Alabaster Reporter or the website www.alabastercityschools.com where you can get the latest facts and information about progress regarding an Alabaster City School System. CityFest was once again a great party, and thanks to all those who worked so furiously to make it a success. The Arts Council, park employees, public safety, the incredible volunteers, the gracious sponsors and countless others all put their best efforts up to give us a day to unwind with family and friends. Alabaster is glad to be able to provide quality entertainment to our residents to allow play time with very little pay time. Kudos to all for an outstanding, safe and cost-free mega-party. I would like to take a second to give thanks to our public safety teams for the awesome job they did in the aftermath of the mammoth tornadoes that damaged our neighbors. Police teams as well as fire and rescue teams, having made sure Alabaster's residents were safe, headed out to several badly torn up areas to provide assistance to our hurting brothers and sisters. Please feel free to contact either department to learn where and how much Alabaster was at the ready to lend a hand. You will be amazed at how God's grace and mercy flowed to those in need. Happy Fourth of July!! Thanks to all the men and women who have served this country. By the time you read this, we will be half way through the Summer and school will be just around the bend. We will also be closer to getting a draft report on the school study. I have had some great discussion with neighbors and parents who are interested in the future of our schools in Alabaster. I have also been surprised at the rumors and misconceptions that are out there. I invite you to go to www.alabastercityschools.com where there is a FAQ sheet with some of the questions that are out there. I also invite you to call or e-mail me or anyone on the education committee including Scott Brakefield and Sophie Martin. We do not have all the answers yet, but we can shed some light on the rumors that may exist. Until the final report comes out, we will not know all the answers. Finally, Thank you to all the volunteers who came out and gave their time to make CityFest a success. I also want to thank the City employees who gave up there Saturday to lend a hand. I hope everyone enjoyed CityFest this year. Despite the heat, the turnout was great for the main acts. Once again I would like to thank all the volunteers, the Alabaster Arts Council, Park & Recreation, Public Safety and Public Works Departments for all their hard work. I also wish to thank all the residents of Alabaster for your hospitality. You create the friendly atmosphere that make people want to come back year after year. Last month the final touches were being put on the Well #3 filtration plant and it should be fully operational by the end of this month. Water usage is up considerably and even though we seem to be heading towards another dry year, the Alabaster Water Board continues to keep the water flowing. If you see a leak please call the AWB at 663-6155. The Council has voted to change the days of our meetings. Beginning with the second meeting in July, we will meet on the first and third Monday of the month instead of the first and third Thursday. If you have any questions about anything going on in our city you don't have to wait for a meeting - just call or e-mail us at your convenience. Wherever and however you choose to celebrate the 4th, please take time to reflect on the great sacrifices our men and women in uniform have made for this Country and its Independence. On another front, we have gotten many questions regarding the potential of an Alabaster City School System. Please visit the Alabaster City web site for a FAQ document that addresses some of the more common questions that have been submitted. I said this last year but it's worth repeating, thanks again to the Alabaster Arts Council for a great CityFest. This event has now become one of the largest in the State. I wasn't familiar with most of the folks in the lineup but, as usual, I was thoroughly entertained. As I've mentioned before, the idea for CityFest came from Councilman Moseley. Although the Arts Council runs the production now, Councilman Moseley is still very involved, along with dozens of other volunteers. The City kicks in about 20% of the funding with the rest coming from sponsors. The big tent and fenced off area is the "Sponsor Tent and area". This is part of what the sponsors are paying for and gives them an opportunity to bring guests and clients to the festivities, and, just as importantly, hopefully makes them want to sponsor again next year . Without sponsors, CityFest can't happen. The Arts Council picks the musical acts. The idea is not to spend more money on the event than is collected from the City and Sponsors. Following this philosophy should keep the event from pulling a "City Stages" and going into debt it may not recover from. The event is great for the city in that it gives the residents some fun activities, it’s great PR for the City, and, according to the Shelby Chamber, it brings in about $400,000 in revenue to the area. As I mentioned last year, if you know someone on the Arts Council or a CityFest volunteer, please give them a big thanks; that's about all the reward they will get for their hard work. I N T H E S P O T L I G H T. . . RALPH TOWNER

Philosopher, historian, biologist, theologian are the words that come to mind when talking with Ralph Towner of the Alabaster department of Environmental Services. Ralph Towner began work for the city of Alabaster 12 years ago when he was hired as a truck driver for the Department of Environmental Services. Ralph had worked as a commercial truck driver for several years so he was more than prepared for the job with the city of Alabaster. Then with the downturn in the economy the city began to tighten its belt, and he was given the additional responsibility of sludge press operator. Ralph likes to talk about

the science behind his work and the theory that all the water currently on earth was here at creation and is continuously being recycled. Ralph grins as he says, "You know, when people go to buy a new home, they are always concerned about the fire department and the police department and they do not stop to ask about the sewer system, and we are the most important because when you cannot flush you are in a lot of trouble! We are the ground troops for growth in the community." After putting in eight hours a day at the wastewater treatment plant, Ralph goes to work for him-

He is currently reading a couple of books on the apostle Paul and marvels at Paul's letter to Timothy, a man imprisoned, staring at the gallows writing a letter of encouragement to his young disciple. MAKING IT HAPPEN... Dr. Stephen R. Stricklin , D.M.D For folks in the market for a new dentist, Dr. Stephen R. Stricklin has been taking care of people's dental needs in Alabaster for 30 years. Stricklin, who is originally from Birmingham, first opened his practice in the Jessup Building on Highway 31 in 1981. In 1984, he moved his practice to its current location near City Hall, and he's been keeping teeth clean there ever since. For Stricklin, he knew at the time that Alabaster would make a good location to set up a dental office. "This was the place I wanted to come," said Stricklin. "Alabaster's really made up of really nice people." Stricklin received his BS degree in 1969 from Jacksonville State University, where he was a member of the ROTC. He spent the next three years in the military, including one year in Vietnam. In fact, he applied to dental school while he was serving in Vietnam. "I served three and a half years in the military and did one year in Vietnam," said Stricklin. "I applied for dental school while I was in Vietnam and then I finished in 1977."

CITYFEST BIG SUCCESS WITH 60,000 ATTENDEES CityFest had another great turnout again this year as festival-goers braved the heat to take in a day of fun at the park and a great night of music featuring headliners Craig Morgan and Vertical Horizon. Organized by the Alabaster Arts Council, CityFest has become one of the biggest events in Shelby County thanks to its familyfriendly atmosphere and fun activities. This year's attendance was estimated at between 55,000 and 60,000 people. "I think it turned out great," said Emily Sykes, the vice president of the Alabaster Arts Council. "I was in the KidsFest area, and we had tons of kids come through and do the Lowe's workshop and come through and paint. The kids just seemed to have fun. They ran around and played. They looked like

they were having a blast." Despite temperatures in the mid-90s, everyone seemed to be having a great time throughout the day, from the kids playing on the inflatables to the parents in their chairs listening to the tunes from the main stage. Even the vendors seemed to be having a good time interacting with the crowd. Angela Owens, with Heads or Tails custom hair bows, traveled all the way from Conyers, Ga. to take part in CityFest. She said she was having a great time in spite of the heat. "It's been going great," Owens said. "The show is great. People have been stopping by. They have a variety of people here, so it's been great. The food has been good too." Local vendors were happy with the experience as well. Jennifer Jaye Strickland with Boresha Fat-Burning Coffee is an

Alabaster resident who said she'd attended CityFest in the past but was taking part as a vendor for the first time. "This is our first time at CityFest and we already plan to come back. I've had a lot of interest in the products, which is surprising with the heat," said Strickland. "But when you say fat-burning coffee, it is amazing how many people line up. It's been great." As usual, the festival's main attraction was its great musical lineup, and fans showed up in droves to enjoy this year's acts. "The later it got in the evening, the more the crowd came for the headline acts," said Sykes. "We had a good crowd throughout the day, but you could definitely tell starting in the evening that the crowds were picking up and people were coming out and enjoying themselves. So I thought the music turned

SUMMER READING PROGRAM A summer of cultural exploration and reading continues for Alabaster's children of all ages at the Albert L. Scott Public Library where they can become reading champions. Adults can register children any day until July 8 for the Challenge. Kids pick a reading goal, check out and read our library books, and get prizes along the way to their goal. When they reach their goal, ending their challenge, they receive a certificate and can enter Finale prize drawings. The Summer Challenge ends with a Finale on Wednesday, July 13 from 10:30 a.m. to 12 noon. CITY SCHOOL DISTRICT INFO NOW ONLINE A group of local parents is in the process of creating a nonprofit organization to help facilitate communication about a possible city school district. The group has already created a website and Facebook page that will provide information about the issue and encourage discussion among residents and other parents. The web address for the new group is alabastercityschools.com. The Facebook page can be found by visiting Facebook.com and searching for "Alabaster City Schools." Councilman Scott Brakefield, who is on the City Council's Education Committee, assisted the group with its informational display during CityFest.

"They had a booth out there at CityFest, and I had an opportunity to stand out there with some of them throughout the day, just trying to answer a few questions," said Brakefield. "We had the opportunity to interact with a lot of parents and to ask questions and address concerns." In April, the Alabaster City Council voted to fund a feasibility study to explore the creation of a city school district. The study, which is being conducted by consultant Ira Harvey, will investigate the benefits of a city school district, along with a number of financial scenarios associated with the issue. Several common concerns are addressed in a Frequently Asked

TMS SOCCER TEAM UNDEFEATED CHAMPS Hard work and determination are paying off for Thompson Middle School Soccer. Under the leadership of Coach Michael Wilbanks, the team has just completed their second undefeated season by winning the Montgomery Catholic tournament. Coach Wilbanks brought the first TMS soccer team together eleven years ago at which time the players came up through teams at the YMCA or Alabaster Park and Recreation. Over the years, the improvement has been consistent. TMS has won a lot more in the last few years than the first seven years. This year, they eclipsed the 100-win plateau, is a pretty good measure of accomplishment and a source of pride. As soccer has increased in popularity, the majority of players on the team have played at the division 2

club level. Wilbanks states, "Those players come into the program with more than just the basic skills needed to succeed. Furthermore, players with that kind of drive in them are already driven to succeed, and therefore are very competitive." TMS plays middle school teams from this area including Riverchase, Helena and Montevallo as well as annual rivals Auburn, Alexander City, Wacoochie (Smith's Station) and Montgomery Catholic. This year they also played Oxford and Pleasant Grove who have just started their programs again. Wilbanks said that the support from parents and administration has always been very good, and he feels that the partnership with the high school, which has always been good, has grown even stronger. "Being able to participate in team functions with them

this year was especially helpful." When asked how he had changed over the last eleven years, Wilbanks responded, "I assure you I'm nothing special; the boys do all the real work! I guess I've grown enough as a coach to learn what works and when it does. Still, I am always looking for new ways to instruct the boys. The bottom line is still the same: How do I make these boys be the best they can be?" Coach states that it is his strong desire that some more local schools can get a program started. Coach Patrick McDonald (Riverchase Middle School) and Wilbanks have been banging their heads against

the wall over the last few years trying to figure out a way to get a metro-league started. "If schools in north and south Alabama can get their leagues going as strong for as long as they have, there is no reason why we can't have that here." This year's team was divided almost evenly between seventh and eighth graders, leaving a good base upon which to begin next year's soccer season.

MCKINNEY SIGNS WITH UM On May 12th, Jared McKinney signed his letter of intent to play for the University of Montevallo Falcons Men's Soccer Team in Montevallo, Alabama. Jared has lettered for 4 years in Thompson High School's Men's Varsity Soccer program. He is the son of Robin and Glen McKinney. Jared has achieved a record high of 50 goals in his four year career while completing 36 assists and 14 goals alone this season. An impact player in the midfield, Jared has had the ability to create opportunities while controlling the flow of the game. He, along with the rest of his senior class, is responsible for the buildup of the program that has just completed its most successful season to date by making it through to the second round of Alabama state playoffs. STUDENT STRIVES FOR A SPORTS CAREER One of Alabaster's own, Brooks Webb, has just completed a successful four years at Birmingham Southern. Not only is he leaving Birmingham Southern with a major in Accounting and a minor in Business Administration, but Brooks has also laid the foundation for a career as a play by play sports announcer or as part of a college athletic department. Son of Robert and Courtney Webb, Brooks's interest in sports began with the Alabaster YMCA. Brooks shares some of his early history, "I began playing ball at age four for the Alabaster YMCA, and from there for Alabaster Parks and Recreation. My big break came early on with the Parks team when I was

moved from outfield to third base. I HAD to play every inning and my mom likes to tell the story of me complaining about having to play every inning, but that is when I began to become a better player." Later, while playing for Kingwood Christian School, where he was a two-sport standout in baseball and basketball for the Lions, Webb also volunteered as announcer for his younger brother's baseball games. While at Birmingham Southern, Webb was named Editor of the Year by Birmingham-Southern College for the second straight year for his work with the student newspaper, The Hilltop News. He served as Sports Editor for the last two years at

Southern, after being named Staff Writer of the Year in 2009. He also spent the past two years as President of the StudentAthlete Advisory Committee, where he helped draft a new constitution for the organization, as well as organize numerous charity events. Webb was also a relief pitcher for the Panther Baseball team, which finished 30-9 and won their third straight SCAC Eastern Championship in 2011. He finished his career with a 1.95 Earned Run Average and opponent's hit just .192 against him, while his senior class won a total of 112 games, finishing 6th in the NCAA Top 25 in 2010 and 9th in 2011 despite being unable to (CON’T ON PAGE 31)

CITY INTRODUCES NEW “SENIOR PLAYGROUND” At the Shelby County Senior Picnic, which was held May 19 at the Alabaster Senior Center, the City of Alabaster took the opportunity to introduce the community to its brand new exercise area. The new "senior playground" as it's called includes a variety of outdoor workout equipment that's durable and easy to use. Located behind the new Senior Center, the playground offers seniors a unique way to get their exercise. Stations include a recumbent stationary bike, two-person vertical chest press, and a two-person cross air walker. Officials said they believe it may be the first of its kind in the state. Like the Senior Center itself, the new playground required a team effort to be completed. Part of the fund-

ing was provided by State Sen. Cam Ward and State Rep. Mike Hill. Shelby County played a role as well, contributing the foundation and also building the new walking track. "Our part was tied into connecting it to Buck Creek Trail," said County Manager Alex Dudchock. "The County was able to do the hardscaping because of our ties to making the Senior Center connect to Buck Creek Trail." In recognition of the County's contributions to Alabaster's seniors, Alabaster Mayor David Frings presented Shelby County with a plaque that will hang in the Alabaster Senior Center. "We have a lot to be proud of," said Dudchock. Parks and Recreation Director Ricky Nance highlighted the work put in by

the Parks and Recreation staff, including Senior Activities Manager Alicia Walters and former Parks employee Carol Reddoch. The facility also welcomed a beautiful new gazebo that was built by Boy Scout Cody Smith as part of his Eagle Scout project. Smith is an Alabaster resident who is a member of Boy Scout Troop 2 in Helena. The picnic itself was a success as well, as seniors from all over Shelby County converged on Alabaster to participate in the fun. The Shelby County Senior Picnic changes location from year to year, and this year was Alabaster's turn to host the special event. It featured food, music, and a host of

RESIDENT PUBLISHES CUBAN MEMOIR Alabaster resident Conchita Hernandez Hicks has authored a new book entitled "Leaving Havana" that details her childhood in Cuba and subsequent immigration to the United States. Hicks grew up in Cuba in the late 1950s and moved to the United States following the Cuban Revolution that saw Fidel Castro rise to power. "My family came over from Cuba because of Castro," said Hicks. "We were very well off in Cuba. I was a little girl and had everything basically. But once Castro took over, the whole world as we knew it changed." Hicks originally decided to write the book as a way of preserving not only the stories of her childhood but also those of her parents. After her parents passed

away, she committed herself to writing their stories so they wouldn't be lost. "I said, you know, I've got to write this down. I don't know as much as they do, but I have to put down what I do know because if I don't it's all going to be lost. Because I wanted my children and their children to know the story of what they went through starting over in a new country," said Hicks. Once she finished the manuscript, she decided to actually have it published. "I'd had two or three people proofread it for me and help me with different things, and they said, you know you really ought to get it published," said Hicks. "I thought, well, I've spent this much time on it. If nobody else reads it, at least I'll have a book done

right for my children." The resulting product is a handsome hardback book that features an old photo of her and her parents on the cover. Hicks was just six years old when her family left Cuba in 1961, but her memories of Cuba are still vivid. "We were very well off. We had a chauffeur. I had a nanny. My dad worked for an accounting firm. My mom was a professor," she said. "It was a fairy-tale life for a little girl. It really was. I had my family. I had everything." When Castro came into power, much of that idyllic life changed, and her family was forced into making the difficult choice to leave their home and resettle in the United States. "The hardest thing from my standpoint coming here was one set of my grandparents came with us but the other stayed behind,"

said Hicks. Since the book's publication in February, Hicks said she's been pleasantly surprised with the attention. "There has actually been a good bit of interest. I've heard from people I don't even know that have contacted me through Facebook and things," said Hicks. "Leaving Havana" is available online from booksellers Amazon.com and Booksamillion.com.

NEW ADULT EDUCATION CLASSES OFFER VARIETY For adults in the area looking for something fun and educational to do, the Shelby County Community Education program may have just the thing. The program offers a wide variety of adult classes ranging from genealogy to jazz improvisation. And because classes are based on recent survey results, they're all subjects that local residents are interested in. "We did an adult survey, and we're putting classes out based on what the survey said. There are recreational things and educational things. We do computer classes and digital photography, but whatever people want, that's what we're going to do," said Enrichment Manager Janet Gulledge.

Some of the program's best classes have included ballroom dancing, organic gardening, an introduction to Disney, and a writing boot camp called "Average to Amazon" taught by author Bob Kuykendall. "He's a wonderful teacher," said Gulledge. "Everybody bounces their ideas off of him and shares their thoughts. It's a really fun class." For July, Gulledge recommends a class that should be fun for parents and kids to do together. "In July, Krissy McCoy is going to do a class for parents and children to learn to decorate cakes together. She's really wonderful with the children," said Gulledge. "It's just some-

thing fun for mommas and daughters or families to do together." McCoy owns Flower Cakes Bakery in Alabaster and makes beautifully-decorated cupcakes. Another fun class to check out is Zumba, which is an exercise class that's actually fun to do. And it's very affordable at only $5 per class. In addition to being fun, many of the program's classes also offer practical information that might be helpful in the job market. "There are a lot of adults, and we're trying to figure out what they would like to take," said Enrichment Manager Kay Dummier. "We're trying to set up a welding class and a land-

scaping class, things that people could get a job with or just want to know how to do." Absent: Bob Hicks. MEETING OPENING Council Member Moseley made a motion to approve the minutes of the April 7, 2011 meeting as read. Council Member Ryals seconded the motion. Voting - Ayes: Sophie Martin, Rick Walters, Tommy Ryals and Adam Moseley. Nays: None. Scott Brakefield and Jim McClain abstained due to their absence at the last meeting. Motion carried. Council Member Martin made a motion to approve the agenda for tonight's meeting as presented. Council Member Moseley seconded the motion. Voting - Ayes: All Ayes. Nays: None. Motion carried. MAYORS COMMENTS Mayor Frings said the independent auditor's report for fiscal year 2010 has been received and they reported the best audit standard you can receive. Bound copies of the report were presented to each council member. Mayor Frings gave his six month financial review and stated the City is in good financial standing, especially in today's economy. Mayor Frings presented Council with twenty-one mid-year budget amendments to review and stated that all would be lateral moves of funds from other budget line items in each department and not new money added to the existing approved 2011 budget. These included money for the catastrophic loss insurance for the Promenade, funds for redistricting project and $32,000 for the school feasibility study. However, fuel expense line items may have to be adjusted before year end due to fuel prices. Mayor Frings also went over cash account balances from several funds. RESOLUTION NO. 042111-A 1. MID YEAR REVIEW/BUDGET AMENDMENTS. Council Member Walters introduced Resolution No. 042111-A accepting the 2011 Mid-Year Financial Report and budget amendments as presented previously by Mayor Frings. Council Member Walters made a motion to approve Resolution No. 042111-A accepting both reports which include twenty-one budget changes and two additions, the costs for the redistricting project and the loss prevention insurance. Council Member Moseley seconded said motion. Voting -Ayes: Sophie Martin, Adam Moseley, Rick Walters, Scott Brakefield, Tommy Ryals and Jim McClain. Nays: None. Motion carried. RESOLUTION NO. 042111 2. FISCAL YEAR 2010 AUDIT REPORT. Council Member Moseley introduced Resolution No. 042111 accepting the 2010 Financial Independent Audit Report prepared by Till, Hester, Eyer & Brown, PC as presented by Mayor Frings to the Council earlier in the meeting under his comments. Council Member Brakefield introduced and read in full Resolution No. 042111-B authorizing the Mayor to enter into a service contract with Decision Resources, LLC to provide a study of the financial feasibility of a separate municipal school system for Alabaster. Council Member Brakefield made a motion to approve Resolution No. 042111-B allowing Mayor Frings to enter into said contract with Decision Resources, LLC. Council Member Ryals seconded said motion. RESOLUTION REGARDING SERVICE CONTRACT ON REDISTRICT PROJECT. Council Member Walters introduced and read in full Resolution No. 042111-C authorizing the Mayor to enter into a contract with Alabama State University for technical and professional advice on a proposed redistricting project. Due to the 2010 Census numbers, the city may have to look at changing their district lines to comply with the 5% deviation required in district size. Council Member Walters made a motion to approve Resolution No. 042111-C allowing Mayor Frings to enter into said service contract. Council Member Moseley seconded said motion. Conference State Softball Tournament and City Fest 2011. Grant funds of $15,000 for the girls softball tournament and $2,000 to the Alabaster Arts Council for City Fest. Council Member Brakefield made a motion to approve Resolution No. 042111-D allowing Mayor Frings to enter into said contract with Council Member Walters seconding. letes, while assisting with writing season recaps, previews and feature stories. In addition to his activities in the Birmingham area, Brooks also writes for the Auburn Eagle, an online message board and is a devoted fan of the Atlanta Braves. When asked what he would like to do with this varied experience, Brooks states that he is exploring a couple of opportunities with college athletic departments and would one day like to be an athletic director of a post secondary institution.
