1.1. Local Character Statement This Local Character Statement comprises a Local Character Area Statement (Section 5.0) and a Snapshot on a Page (over page) of the future vision for the Kings Bay Local Character Area (LCA). The Statement describes the Desired Future Character for a LCA in which the character will undergo significant change. It is based on an assessment of the existing area, plus the community’s views about what they want the precinct and residential areas to be like in the future.
Local Strategic Planning Statements (LSPSs) are the 20-year vision for managing land use change and the special character and values for a Local Government Area (LGA) Relevant to Local Government Areas (LGAs)

"Kings Bay is envisaged as a new mixed use urban village with a Parramatta Road address. It will have a dense network of streets and an identity built on its proximity to Parramatta River." 1 The Kings Bay Precinct Local Character Area is located to the north of Parramatta Road and is focused around the central spine of Spencer Street which runs between Parramatta Road and Queens Road, between Walker Street and Courland Street. The majority of the precinct is located to the south of Queens Road but part of the precinct is located to the north, on either side of Kings Road. The precinct will include a diversity of building uses and heights, including commercial, educational and residential uses. The commercial and mixed use areas will evoke an industrial character to reflect and respect the precinct’s history as an industrial area. The precinct benefits from the nearby employment centres of Burwood and Rhodes and the attractions of the local centre of Five Dock. It is near regional open spaces and facilities including St Lukes Park, Concord Oval and the Bardwell Park Golf Course, Bicentennial Park and Sydney Olympic Park. The precinct is also close to Canada Bay which lies within Hen and Chicken Bay.

Spencer Street will form the basis of a new and compact local centre providing an east-west axis for local shops and services, and a new address for medium and high-density residential development. Taller residential buildings will mark the centre of the precinct at the corner of Parramatta Road, William Street and Spencer Street. The scale of development will gradually decrease towards adjacent residential areas and Rosebank College. The area is popular with families with children and is anticipated to become more popular over time as it is located between Five Dock and Burwood which will be transformed by the arrival of new metro stations. A new green corridor will be created along William Street to reinforce connectivity to Barnwell Park Golf Course and the foreshore, while providing a green marker along Parramatta Road at the centre of the precinct. Other new features include a series of active transport connections across blocks, and the extension of Spencer Street to the east and west.

2.1. Integration
This Local Character Statement has adopted a methodology designed to determine the community’s aspirations for future neighbourhoods within the planning framework set by PRCUTS, which Council is required to deliver.
It follows a process which is consistent with the methodology established in the Local Character and Place Guideline (February 2019) by the Department of Planning, Industry and Environment (DPIE).

2.2. Methodology
Character, Culture and Context The process starts with an understanding of the existing character, culture and context of the place. It includes what the community told us about themselves and an understanding of the local character and history. It also considers the physical and strategic context of the location including the framework established by the Parramatta Road Corridor Urban Transformation Strategy (PRCUTS). The following headings have been used to help explain the existing character of the place; History, Social Characteristics, Economic Characteristics, Environmental Characteristics and Strategic Context.
Community Feedback and Values The next step involves summarising feedback on the community’s aspirations for the future, using the Local Character and Place Guideline to assist in identifying the community’s preferences for how an area could change while retaining its unique character and the extent of change that an area can accommodate. Change, Enhance, Maintain. The character assessment informs whether character areas should change, be enhanced or be maintained. The Guideline has special considerations for recognising local character in areas identified for growth and change.
Local Character Area Statement This section outlines the desired future character, which is informed by community feedback and aligned to the vision of the neighbourhood they would like to see created. This section includes the following: • Character Precincts - Within the precinct there are separate Character areas based on community feedback and the existing characteristics and specific features in the locality. • Character Principles - The Principles have been grouped into five themes: Character and Culture, Landscape, Built Form, Land Use and Activation and Movement, and cross reference key components of character as identified in the Local Character Wheel. • Key Priorities

3.0 Character, Culture and Context
3.0 Character, Culture and Context
3.1. History
Prior to the European settlement in 1788, the Wangal clan of the Eora Nation were the original occupants of the area that became the suburb of Five Dock, where this precinct is located, and had occupied the land for over 10,000 years. Five Dock is one of the suburbs that surround Hen and Chicken Bay, which was traditionally a meeting place for Aboriginal people from Port Jackson and the wider Sydney Region and serves as a significant cultural and historical site.
European Settlement
A growing population of Italian immigrants through 1900 to the 1930s established restaurants, food stores and numerous market gardens, which helped shape the character of the area and provide employment. Rosebank College, established in 1867, is a heritagelisted item within the City of Canada Bay, for its local significance as an example of a 1850s Victorian Gothic chapel and a 1876 school building designed by Australian Architect, George Allen Mansfield.
The entire bay, including the current suburbs of Five Dock, Abbotsford, Drummoyne, Chiswick, Russell Lea and Rodd Point; was granted to military surgeon John Harris who named it Five Dock Farm. Due to the inadequate means of transit, Five Dock was sparsely inhabited until the installation of a tramway system in 1890. The land adjacent to Kings Bay, which was once a mangrove covered mud flat, with Parramatta Road skirting the swamp, has been reclaimed and now predominantly consists of open spaces leading to the foreshore.

Council has undertaken several programs of wide community engagement within the last few years that highlights and captures what the existing community values and their future aspirations for their centres, including higher density, mixed-use centres. Engagement programs were delivered to inform: • Council’s Local Strategic Planning Statement (LSPS) in 2019; and

Of the population above age 15, 31.5% have a Bachelor Degree level and above, compared to 28.3% of the Greater Sydney population. The CCBC Social Infrastructure Strategy 2019 found that the area of the Five Dock-Canada Bay catchment: • is a family area with higher proportions of children and young people, pockets of socio-economic disadvantage and a high non-English speaking population.
The Lucas Gardens School is located along Queens Rd and provides educational programs for students with high and moderate support needs
• has inadequate provision of Council owned community floor space when compared with the future projections for the area.

The Kings Bay Precinct is located within the City of Canada Bay but adjoins the Burwood and Inner West LGAs Wangal Park
The precinct covers approximately six urban blocks defined by Queens Road and Kings Road to the north, Parramatta Road to the south, Walker Street to the west and Harris Road to the east. The land falls between two ridgelines with a natural valley forming along William Street towards the Parramatta River foreshore. N
The urban structure displays a rectilinear grid with varying block sizes and a diverse range of lots sizes. Large-sized lots contain light industrial and school buildings, while smaller lots facing Kings Road are predominantly residential dwellings. The precinct lies on the edge of the City of Canada Bay LGA boundary with the Burwood LGA and Inner West LGA located on the southern side of Parramatta Road. Community facilities within the precinct include Lucas Gardens School, Rosebank College and several childcare centres. The precinct is surrounded by places of interest such as the Charles Health Reserve, Five Dock Leisure Centre and Barnwell Park Golf Club to the north, which connect the precinct to the foreshore of the Parramatta River.

3.4. Economic Characteristics
Large commercial development located at the corner of Queens Rd and Harris Rd
There are some significant commercial, community, retail, light industrial and car based uses within the Kings Bay Precinct and within close vicinity, which provide jobs for local residents and workers from the wider metro area. The precinct is also in close proximity to the Five Dock local centre and Burwood Strategic Centre. With Parramatta Road located along the southern boundary, the precinct is highly accessible by car and well serviced by buses. The proximity of this busy road also creates challenges including noise and air pollution and restricted access.

Along Parramatta Road there are large showrooms and services (often car based). Small shops are located on either side of Queens Road however the amenity of these shops is impacted by traffic and limited parking.

4.1. Local Strategic Planning Statement Engagement Engagement feedback
Council’s Local Strategic Planning Statement (LSPS) is the community’s vision for future land use and character for the LGA centres and neighbourhoods over the next 20 years. It was adopted by Council on 15 October 2019 and granted formal Assurance by the Greater Sydney Commission on 25 March 2020, confirming that it is consistent with the State Government’s Eastern City District Plan for Sydney.
Feedback that relates to existing higher density and mixed use centres Feedback was used to determine the aspects and features that the community likes most about their existing neighbourhoods. The best aspects and features of these centres can therefore be used to inform the aspirational qualities for the future PRCUTS Precincts.
In 2019, Council undertook wide community and stakeholder engagement to inform the LSPS. The community engagement included focus / interest group sessions, an on-line survey, pop-ups and numerous notifications, including postcards sent to all households and businesses in the LGA. The engagement strategy was designed to capture the community’s values and future aspirations for their neighbourhoods and centres. In addition to finding out what local centres residents use and why, questions were asked to capture the properties and features that the community likes, as well as does not like, about our current higher density and mixed use centres, in order to inform our future higher density, mixed use centres. The sorts of questions asked included: • What words would you use to describe the character of your local centre? • As Canada Bay changes, what would you like to see in your local centre?

For example, the words most commonly used to describe the existing centres include ‘convenient’, ‘multicultural’, ‘friendly’ and ‘busy’. These are graphically illustrated in Figure 8, in which the most frequently used terms appear as largest text and the least frequently appear as the smallest text. Residents have said that they primarily use the existing higher density, mixed use centres for shopping, to access services and to visit cafes and restaurants where they socialise with family and friends. Generally, the community found that the services they wanted to access were available in these centres. However, requests were made for a greater diversity of hospitality venues, including late night venues such as bars. The community also expressed relatively strong views about what additional services and facilities are needed or desirable in these centres. Most residents said there needs to be more place-making features, such as trees, benches/tables and public art. More respondents chose wider footpaths to create vibrant local centres (68%) over more car parking (32%). More residents also chose dedicated lanes for cyclists (57%) over maintaining the current road width and number of lanes (43%).

Key findings Key findings from the LSPS community consultation that relate to the community’s aspirations for higher density, mixed use centres include: • Local centres are liked for their village atmosphere. • Development of new dwellings around current and proposed public transport hubs, such as Parramatta Road and the future Metro Stations, is supported. However there is a strong expectation that new housing and density should be compatible with the character of existing neighbourhoods. • Whilst car parking is desired in local centres, walkability and safe cycling is highly valued and wider footpaths should be prioritised over on-street parking. • Trees in centres, along the streets and in parks are highly valued. Also highly valued are other placemaking features, such as seating and public art. • There is a desire for urban services such as car repairs and home improvement outlets close to home.

4.2. Community Strategic Plan Engagement Council’s Community Strategic Plan (CSP) – 'Your Future 2030' identifies the social, environmental, economic and civic leadership (governance) aspirations and priorities for Council and the community over the next 10 years. It was adopted by Council on 12 June 2018. In 2017-18, Council undertook wide community and stakeholder engagement to inform the CSP. The community engagement included focus / interest group sessions, a survey (both on-line and in hard-copy), pop-ups and numerous notifications, including postcards sent to all households in the LGA. The engagement strategy was designed to capture themes, goals and strategies to provide direction for the delivery of outcomes from 2018 until 2030.
Engagement feedback Feedback that relates to existing higher density and mixed use centres Whilst the CSP did not ask tailored questions that relate to the community’s aspirations for their existing higher density, mixed use centres, much of the feedback describes the properties and features that the community likes or aspires to having in their higher density, mixed use centres. For example, the words most commonly used to describe what the community’s vision for their local area include ‘environmentally sustainable’, ‘easy to get around’ and ‘open space’. These are graphically illustrated in Figure 9.
However, many participants expressed concern with the scale and quality of new developments. The community felt that ensuring new developments are well designed, sensitive to the existing local character, made from high quality materials and of ‘innovative design’ should be key priorities for higher density centres. The community most valued access to open space, feeling safe, feeling a sense of community, having access to a variety of community facilities, and an urban environment that is attractive and vibrant.
Residents have said that access to local restaurants and cafes, al fresco dining options, and entertainment are important qualities for their centres and that encouraging new businesses that would support the local night life is a priority.

4.3. PRCUTS Engagement The State Government undertook community engagement to support the development of the PRCUTS. The following summarises the feedback provided by the community in surveys and submissions that is relevant to the Kings Bay Precinct.

• 25 storeys is too high for the area, particularly in areas adjacent to single storey residential dwellings. Building heights should not exceed 8-12 storeys.
• There needs to be more open space for the Precinct. • Construction of the GreenWay’s missing links could be prioritised.
• Pedestrian and cyclist pathways need to be improved with a focus on safety.
Public Transport - 9% of comments:
• There was concern about the impact of new development on existing residential areas.
• Public transport improvements are needed to support the projected population increases.
• New developments should be well designed.
Traffic - 16% of comments:
• Higher density development around train stations was generally supported. • New development should provide affordable housing.
• Concern about increased population compounding existing congestion, particularly on Queens Road, Lyons Road, Bayview Road, Regatta Road, and Walker Street.
• Development should include commercial, retail and business areas.
• WestConnex will not reduce traffic along Parramatta Road.
Character and Amenity - 9% of comments:
• Detailed traffic studies and road improvements were requested.
• There is potential that future developments will have negative impact on the local character and heritage. • Urban Amenity Improvement Program is supported, including a community BBQ area, swimming facilities, and more street landscaping.
Social Infrastructure - 11% of comments: • More schools, day care, aged services, and health services are needed to support population growth.

It should be read in conjunction with the Snapshot on a Page, to inform and direct the desired future character of the Kings Bay Precinct LCA. These capture the key points from section 3.0 Character, Culture and Context and section 4.0 Community Feedback and Values. For detailed information refer to these sections.

Currently this Sub-Precinct comprises a mix of large format retail and commercial uses including car dealerships, petrol station and drive-thru food outlets.
Spencer St Core Parramatta Road Interface (east) Kings Road Residential LCA Precinct boundary
This area is predicted to increase in height and density with future residential development (and some mixed uses), however proposed built form and height will be responsive to the Lucas Gardens School and surrounding low scale residential dwellings.

Spencer Street Core
This Sub-Precinct currently has a car dominant character with vehicle servicing and warehouses which contribute to an unfriendly pedestrian experience. A future local neighbourhood hub will be focused around Spencer St which will become a pedestrian priority, civic heart for the precinct. Spencer St is proposed to be extended eastwards with fine grain shops and outdoor dining to encourage town centre activation to spill into adjacent blocks.

Parramatta Road Interface (east)
Rosebank College is a prominent heritage item in this Sub-Precinct and its amenity and character is to be protected. The existing commercial and light industrial character to the east of Harris Rd and along Parramatta Rd is proposed to develop into medium density residential apartments focused around a new centralised open space interconnected with through-site links and generous landscaped setbacks to facilitate additional street trees.

Kings Road Residential
Currently, development facing Queens Rd is predominantly light industrial in nature while dwellings facing Kings Rd are primarily detatched residential houses. This Sub-Precinct will create a transition between the future high density development and activity to the south, and the low scale neighbourhoods in the surrounding areas to the north and east. It is envisioned to include a mix of terrace housing and smaller apartment buildings with a maximum height of 5 storeys. A generous landscaped setback will facilitate additional street trees and contribute to creating a green and attractive streetscape. Page

5.3. Key Priorities
The proposed Kings Bay precinct will improve access for cyclists and pedestrians, with shared and dedicated travel lanes.
Taller residential buildings will mark the centre of the precinct at the corner of Parramatta Road, William Street and Spencer Street. Higher density development will have deep upper-level setbacks to improve the pedestrian scale at street level.
Spencer Street will form the basis of a new and compact local centre − an east-west axis for local shops and services with open space and activated frontages.
The scale and height of development will transition and gradually decrease towards adjacent residential areas and Rosebank College.
Friendly frontages with an industrial character and finishes will encourage activity within the precinct and contribute to creating vibrant laneways and lively streetscapes.
The precinct design will enhance the extent and connectivity of Kings Bay’s green grid.

Public spaces will be developed as vibrant community hubs, featuring outdoor dining, public art, seating and social activities.
Shared slow zones will enable comfortable pedestrian priority connections within the precinct, defined by street treatments such as flush kerbs and paved road surfaces.
New streets and pedestrian/ cycle links will integrate water sensitive urban design (WSUD) treatments where possible.
