Locate Evanston’s 100 Divvy Bikes and 10 bike share stations at DivvyBikes.com/ evanston
During a successful first month of operation, 3,281 one-way Divvy Bike trips started or ended in Evanston and over 300 riders bought 24-hour passes at an Evanston station. Healthy Commuting In June, Northwestern University (NU) won the Active Transportation Alliance’s Bike Commuter Challenge in the category of educational institutions with 5,000+ employees. NU had the greatest percentage of employees who logged rides (1,200 trips). On July 1, Mayor Tisdahl and over a dozen community members welcomed Divvy in a free community ride as part of Downtown Evanston’s Get Healthy Week.
Background The Divvy Bike Share system advances Evanston’s goal of having safe, integrated, and accessible transportation options available to all. The City has already built more than 50 miles of bike facilities, including protected bike lanes, signed bike routes, and off-street bike paths, and continues to expand and improve its system.
Stations are strategically located to provide residents, visitors and students with an additional option for short trips and to quickly get from Point A to Point B. Eight stations are funded through a grant process that the City of Evanston worked on in partnership with the City of Chicago and the Village of Oak Park, along with support from developers and local institutions. Two stations are funded via a partnership with NU.
How to Use Divvy Sign up for a membership at DivvyBikes. com to have unlimited use of the system for individual trips of up to 30 minutes. Members using Divvy bikes for longer periods are charged incremental usage fees. A 24-hour pass option for $9.95 is available for visitors or those using the system occasionally. Learn more at www.bikeevanston.org or call/text 847-448-4311.

REAL-TIME DISPATCH TO ENHANCE RADIO-BASED CALLS Software Upgrade Improves Service and Safety In order to streamline operations, the City is converting to a more comprehensive public safety software suite. In October, an upgraded computer-aided dispatch system will manage and dispatch emergency calls for the Police and Fire Departments. In addition to relying on a traditional radio-based dispatch system, accurate information will be sent to officers in real time via in-vehicle computers. Personnel will be able to directly search internal and external databases, such as checking license plate numbers through the Secretary of State, which will speed up traffic stops and investigations.
TAKE PRECAUTIONS AGAINST WEST NILE VIRUS On June 6, the Illinois Department of Public Health reported the first human case of West Nile virus in Illinois this year. This is much earlier than usual; in 2015, the state didn’t see a human case until August. West Nile virus is an illness that is spread through the bite of an infected mosquito. Most people with West Nile virus may have minor symptoms such as a fever, body aches, joint pain, vomiting or diarrhea or a rash. In rare cases, people may develop a more serious neurologic illness with symptoms such as a high fever, stiff neck, disorientation, coma, seizures and paralysis. Those at highest risk of serious disease are people over the age of 60 and people with medical conditions including cancer, diabetes, hypertension, kidney disease, and people that have received organ transplants.
Voiceless dispatch is a more secure way to transmit sensitive information, such as health data gathered related to medical emergencies. It also will be safer for officers, as criminals won’t be able to monitor police chatter on a radio scanner. The upgrade gives the Police and Fire Departments the ability to attach cautions and special premise information to addresses. First Responders can be alerted to residents with disabilities, health conditions or access needs. Individuals and families can provide data to Police, Fire and EMS personnel by completing and submitting a Premise Alert Program (PAP) notification form. Before arriving, first responders will know an address has been “flagged,” which will lead to more effective and efficient responses during crises. The PAP form is available at www.cityofevanston.org/PAPform or can be completed by calling 3-1-1. Finally, the system is expandable, so modules can be added later as needed.
Following the 3 R’s: • Reduce—make sure your doors and windows have tight-fitting screens without tears or other openings. Eliminate places where mosquitoes can breed by getting rid of standing water in bird baths, flower pots, or other containers or trash outside. Avoid being outside at dusk and dawn when mosquitoes are most active. • Repel—wear shoes, socks and long sleeves and pants to protect yourself against mosquito bites when you’re outside and use an insect repellant with DEET, picaridin, oil of lemon eucalyptus or IR3535 according to the instructions on the container. • Report—call 3-1-1 to report locations such as ditches where you see standing water for long periods of time. Mosquitoes breed in stagnant water. You can also call 3-1-1 to report dead birds, which may indicate that West Nile is circulating in the local bird population.
EMERGENCY DISPENSING DRILL A SUCCESS Evanston’s Health and Human Services Department conducts annual exercises to practice its emergency response plans and identify ways to improve its plans. This year’s exercise was part of a statewide effort led by the Illinois Department of Public Health to stress the system and practice coordination throughout the state.
During the exercise on June 14 and 15, City staff: • Sent out notifications to staff and volunteers • Drafted emergency messages to the public • Picked up supplies from the Cook County Department of Public Health and transported clinic supplies throughout Evanston • Hosted an emergency clinic to dispense simulated medications to over 200 City staff and volunteers Do you want to be a part of our Emergency Planning and become a member of the City’s Medical Reserve Corps? If so, send contact information to EvanstonMRC@cityofevanston.org or call/text 847-448-4311.

Education, Arts and Community AGE-FRIENDLY ACTION PLAN The City of Evanston adopted the Age-Friendly Evanston Action Plan as a roadmap for helping Evanston to be more user friendly for older adults and residents of all ages. The goal of an age-friendly city is to support people throughout the course of their lives. Community volunteers and City staff are working together to improve Evanston’s age-friendliness around eight key action areas: planning, housing, transportation, communication, community support and health services, outdoor spaces and buildings, social and civic participation, and employment and visioning. Volunteers are welcome to join any of the action area working groups. More information can be found at www.cityofevanston.org/agefriendly or by calling 847-448-4311.
HOW EQUITY TRAINING IS LEADING TO A MORE SUSTAINABLE CITY Evanston became the second city in the nation to be awarded a 4-STAR Community Rating for national excellence in sustainability in 2014. Evanston’s 4-STAR certification is effective for three years. STAR Communities stands for “Sustainability Tools for Assessing and Rating” Communities (STAR), which evaluates economic, environmental and social factors to measure sustainability. In the years since the award was presented, the City has been identifying gaps, prioritizing issues, and providing clear steps toward creating a better Evanston. Starting with this issue, City news will be grouped according to the seven building blocks in the STAR system, rather than by department. The building blocks are: Built Environment; Climate and Energy; Education, Arts and Community; Economy and Jobs; Equity and Empowerment; Health and Safety; and Natural Systems. Because equity should be present in all processes, projects and services delivered by the City, on June 1, more than 50 members of management participated in a full-day training on racial equity provided by The Center for Social Inclusion and Government Alliance on Race and Equity. The training taught employees how to understand racial inequities and explored strategies for making changes in the City’s policies and procedures. Over the next year, the City will be reviewing ways to advance equity by using tools available through Alliance members and within the framework of STAR Communities.

News Natural Systems YOUR ACTIONS CAN REDUCE LAKE MICHIGAN POLLUTION What’s storm water and why is it important? Storm water is rain or melting snow that does not soak into the ground. As this water flows to storm drains, it collects and carries pollutants, including fertilizer, grass clippings, leaves, pesticides, vehicle fluids, pet waste, deicing products, sediment, and litter. Some City of Evanston storm drains lead directly to Lake Michigan, which is our source for the water we use for drinking, cooking, bathing and recreation.
Why is it important to manage storm water and runoff? There is a high price to be paid for polluted waters. Evanston uses the surface water of Lake Michigan to serve our community. Polluted water makes treating the water we drink more difficult and more expensive to treat. Wildlife in our creeks, streams, rivers and lakes are hurt by the sediment, litter, fertilizer, and other chemicals that wash away during heavy rains and runoff into our storm sewers. The amount of storm water that runs off is also a problem. Hard surfaces such as roads, parking lots, roofs and driveways cannot absorb water. This leads to an increase of storm water runoff which can cause flooding and back up water into basements.
How can we reduce pollutants and storm water runoff? By sharing the responsibility and making small easy changes in our daily lives, everyone can help to keep common pollutants out of our water and reduce runoff.
Here are a few things you can do • • • • • • • • • •
Do not pile leaves in the street Do not blow grass clippings into the street Pick up litter when you see it and dispose of it correctly Clean up after your pet Use pesticides sparingly and as directed Sweep lawn fertilizer off hard surfaces and back to the grass Check your vehicles for leaks and have them fixed Install rain barrels to use to water gardens and lawns in dry weather Create a rain garden to collect water and pollutants Select native plants to grow to reduce the dependency on fertilizers and pesticides
VISIT THE ECOLOGY CENTER’S NEW CLASSROOM The renovation of Evanston Ecology Center’s classroom space has been completed. Thanks in part to the Evanston Environmental Association’s generous donation of $43,000 to complete funding for the project, the City of Evanston was able to break ground on construction of the former greenhouse in August 2015. The project transformed the greenhouse into an accessible extension of the former classroom space. There is now room for new educational displays, open space for families to enjoy, and it features a tree exhibit that will highlight Illinois native habitats and wildlife. Ecology Center staff has worked to expand and update the enclosures for the “critters” that call the Ecology Center home, as well as expand the educational programs held in the space. Please stop by the Ecology Center at 2024 McCormick Blvd. to check out the new classroom or learn about the guided programs offered by the Ecology Center.
HELP REPLACE FALLEN TREES IN EVANSTON The City’s “I Heart Evanston Trees” initiative has set a 2016 fundraising goal of $10,000 to help replace fallen trees in Evanston. Community members are encouraged to visit www.iheartevanstontrees.org to donate and learn more about the campaign. The City has established three donation levels: • Leaf Level: Donate $25 or more and receive an “I Heart Evanston Trees” mug and sticker; • Branch Level: Donate $50 or more and receive a pack of “I Heart Evanston Trees” blank greeting cards, plus Leaf Level perks; and • Tree Level: Donate $100 or more and receive a copy of Under the Canopy tree planting and caring guide, plus all Branch Level perks. The “I Heart Evanston Trees” initiative was created to raise additional funds to replace trees that have died as a result of the invasive pest Emerald Ash Borer, and diseases, such as Dutch Elm disease. The initiative aims to diversify Evanston’s tree population to improve resiliency, and help community members better understand the value of Evanston’s vibrant urban forest. Every $250 raised by the campaign pays for a new tree in an Evanston park, public space, or parkway. For more information, visit www.iheartevanstontrees.org or call/text 847-448-4311.

YOUTH INDOOR FLAG FOOTBALL LEAGUE
Youth in Evanston public and private schools have the opportunity to play against each other in a safe environment in these very popular leagues. The emphasis is on skill development, teamwork and fun. Teams are formed with the assistance of the PTA and school staff. Practices are arranged by coaches and schools utilizing school field space. Games are played Saturdays, beginning at 8am, at both football fields in Robert Crown Park, next to Robert Crown Center, 1701 Main St. Each team plays at least five games starting Sept. 26. The schedule for the first two weeks will be available in mid-Sept.; the remaining schedule will be available before the second game. Fee: $30 per participant. Note: Volunteer coaches are needed for the league. If you are interested in volunteering, please contact your school’s PTA president, principal or sports coordinator. Questions? Please call Scott Horne at 847-448-8685.
This recreational league will teach flag football fundamentals, while boys and girls learn about sportsmanship and teamwork. The first week, a group clinic will meet; teams will be created by the second week when we will begin the games. GRADE 6-8 COED FLAG FOOTBALL LEAGUES The leagues are ideal for youth who enjoyed playing in our popular 4th and 5th grade football leagues, as well as those who don’t have prior league experience. These fun, organized leagues for middle school students will be perfect for you and your friends. All games will be played as 6 vs. 6. All players will be eligible to go out for passes and we will use a counted rush for the defense. Players will be able to make requests to be on the same team as friends, along with coaches placing the kids on teams to create the most equitable teams. The first day of the 6-7 grade league, players will be split into two groups; the groups will practice from either 3:30-4:45pm or 4:45-6pm. For the 8th grade league, there are only games on Sundays, no practices. Location: Robert Crown Community Center Age: 11-14 yrs. General Information Our tennis programs emphasize fun, fitness and friendship. All programs provide a wide variety of instruction, including stroke development, strategy, court positioning, shot selection, footwork and supervised match play. We’re looking forward to a great season with our tennis vendor, E-Town Tennis. All youth and adult classes will be taught by top area tennis professionals. Please make sure you are dressed in appropriate attire for physical activity; every participant must bring a tennis racquet. QuickStart Tennis offers kids a chance to learn tennis while having fun. This new, better approach to introducing kids to the game uses tennis balls that are bigger and lower in compression, and smaller nets are used, which allow for instant success. Unsure about class levels? If you don’t know which class level is right for you or your child, visit www.cityofevanston.org/chandler.
Prorating, Rain and Make Up Policies Tennis classes will not be prorated. Those who can’t complete a class due to injury/health reasons may receive a prorated refund after submitting a doctor’s note. Missed classes may be made up by attending an equivalent class within the same session; the instructor must be notified in advance by calling E-Town Tennis at 847-498-1360. To find out if your class has been canceled due to rain, call the tennis rain hotline at 847-866-8543. If the message is from an earlier time or previous date and it is one hour or less before your class, then your class has not been canceled. We will always update the hotline at least one hour before the start of a class if it has been canceled–UNLESS there is sudden bad weather and it occurs less than one hour before your class. In that event, we’ll update it as soon as we make a decision. If your tennis class is rained out, you either may attend an equivalent-level class within the same session or the instructor will discuss a make-up with the participants at the next class after the rain out. The class will be made up if the majority of the participants agree that they can attend the make-up class at the time that is being offered. Before attending a make-up class, please call E-Town Tennis at 847-498-1360 to find out which classes are available and to notify the instructors. If you are unable to attend a make-up class within the same session, you will be given a credit for the missed class(es), which can be used toward the registration fee for the next tennis session. 28 Evanston life Fall 2016

Upon completion of the Basic 1-8 levels, skaters will have a basic knowledge of the sport, enabling them to advance to more specialized areas of skating.
Practice Makes Perfect! Practice ice is available every morning, at lunchtime and in the afternoon. More information at the Robert Crown Center office.
Nutcracker Those who enroll in both of the Sept. and Oct. figure skating class offerings receive free particaption in a group number.

Athletics Gymnastics General Information: Please call Michelle at 847-448-8681 for more information about gymnastics classes at either Chandler-Newberger Center or Robert Crown Center. Register online or call Chandler-Newberger at 847-448-8252 or Robert Crown Center at 847-448-8258. Registering your child for the appropriate class is the first step to ensuring success and fun with gymnastics. Beginning classes are for children who have never taken a gymnastic class or who have taken a class for less than one year. Certain skills are necessary before taking the Advanced Beginning, Intermediate and Pre-Team classes. If your child has not mastered these skills, he or she will not be able to learn more advanced skills. Your child would then have to switch to a lower-level class. Therefore, if your child has taken one year or more of gymnastics lessons and you are unsure of class placement, please call Michelle at 847-448-8681. Private and group lessons are also available for those interested in individualized attention or for those who have aged-out of certain levels.
MOM/DAD TOT GYMNASTICS Spend quality time with your child while helping him/her develop motor skills. Your toddler’s movement will be enhanced through free play on equipment, obstacle courses, introduction to various age-appropriate gymnastics skills and a parachute circle time. ADVANCED BEGINNING GYMNASTICS
Bouncing on the bed or rolling around on the couch are just a few signs that your child is ready for gymnastics! Our patient instructors work with children to improve their coordination, balance, flexibility and general motor skills in a fun, safe environment. To create the best learning environment for participants, parents are asked not to stay in the gym during class time. No class Oct 31, Nov 5, Nov 24 and Nov 26. Location: Robert Crown Community Center Age: 3-5 yrs. Fee: $80 R/$84 NR Length: 6 sessions

The benefits of having a preschool in a community center-setting include being able to have students play in the large gym, ice rink, the grassy fields surrounding the facility, and at a variety of outdoor play areas in the neighborhood. We offer early childhood education for children age two to five years.

Leisure & Enrichment Chandler-Newberger Play School (Ages 2-5) General Information The Chandler-Newberger Play School program is designed to offer a warm and supportive atmosphere in which your child will be free to learn and grow. The program’s objective is for children to enjoy themselves and gain a sense of confidence and self-esteem, while being allowed to freely express themselves through a variety of mediums. Our instructors develop class projects and activities that focus on children’s emotional, social, physical and cognitive growth, which will allow them to move more comfortably to the next education experience. Daily class activities include free play, circle time, creative play and organized activities. Payment plans are available for families participating in more than one PlaySchool class. Potty training is required for the 3-5 year old classes. Questions? Please call Michelle at 847-448-8681.
Play School for 2-3 year olds This program gently introduces your child to the preschool experience. Children attend with a parent or guardian, which allows them to explore their classroom, participate in activities and make new friends with the security of having someone they know close by. Children learn about classroom transitions, following directions and how to make new friends. Patti Montgomery is the instructor for the 2-3 year old classes.
Play School for 3-5 year olds This unique program benefits your entire family by giving you those few extra hours a week you need to run errands, schedule appointments or even have some “me” time. Families whose children attend traditional preschool programs can sign up for our classes to supplement their current preschool experience. Children who are new to preschool can ease into a structured program by attending only one to two classes a week. Our intent is to allow parents to give their child an a la carte preschool experience that benefits your family. Liz Stone is the instructor.
Play School Picnic Sign your child up for the morning and afternoon Tuesday and/or Thursday classes, and for an additional fee they can participate in our Play School Picnic. Ms. Liz will supervise your child between the two classes as they eat lunch as a group (please send a lunch and drink with your child) and participate in structured activities as well as free play.

Child Supervision/Pick-up Policies Parents/guardians are responsible for picking up children promptly at the time the program is scheduled to end. Instructors often have other programs to teach and can’t supervise children for an extended period after the program. Parents or guardians who pick up a child more than five minutes late from a program are assessed a late fee of $10 per child per 15-minute time period. For instance, if the program ends at 4pm and you arrive between 4:06 and 4:21, the late fee is $10. If you call and advise staff that you are running late, we’ll allow a 10-minute grace period, followed by the $10 per 15-minute late fee.
Rentals The City of Evanston rents rooms for meetings or parties (some with kitchen facilities), gymnasiums, auditoriums, ice rinks and the “lagoon” building, Sheridan Rd. at Church St. For info., call 311 (847-448-4311).
Photographs and Videotaping Program participants may be photographed or videotaped. These images may appear in future promotional materials. If you do not want to be included, please tell the photographer. If you don’t want your child photographed, please call 847-448-8041.
Americans with Disabilities Act The City of Evanston’s programs, activities and services are subject to all applicable laws regarding non-discrimination, including the Americans With Disabilities Act (ADA). ADA prohibits discrimination on the basis of disability. The City has established a committee to review its programs and policies, and welcomes suggestions from interested individuals. Reasonable accommodations will be made in recreation programs, activities and services to enable participation by an individual with a disability.
