Evanston Streets Alive!

Evanston Streets Alive! This year’s open streets event is expanding to feature the Evanston Green Living Festival and the Hispanic Heritage Month Kick-off Celebration. One mile of Main Street between Hinman Avenue and Robert Crown Center will be closed to motorized traffic on Sunday, September 13 between 1pm and 6pm. Main Street will be open for arts activities, games, sports, and more. This year’s theme is “Just Move—Walk, Run and Bike to a More Sustainable Life!” See page 14 for more information or visit evanstonstreetsalive.org.

Bike the Ridge Bike the Ridge returns on Sunday, September 27 between 9am and 1pm. Ridge Avenue will be closed to all motorized traffic from Howard to Church Streets to allow bicycle traffic. Family-friendly activities can be found along the route. For details, see page 6 or visit cityofevanston.org/biketheridge.

Zombie Scramble Run for your life! During the 2nd annual Zombie Scramble on Saturday, October 24, waves of participants age eight and older will try to finish the race while dodging “Zombies” grabbing for their “lives” (represented by flags hanging off a belt). Maya Angelou’s passing on May 28, 2014 created a cultural, intellectual, artistic, and maternal void in our world; where once there was a brilliant light, a solemn darkness has fallen. However, Maya left us with many things to nourish ourselves with, including her magnificent poetry. This play takes an incredible leap and asks the question…now that Maya is in heaven, what conversations is she having with God? And as she seeks to write again from there, how will this glorious conversation influence the words she chooses? Why Mosquitoes Buzz in People’s Ears is an old folktale that tells the story about a mosquito who fibs to a lizard, who, as a result of hearing the fib, puts sticks in his ears and ends up frightening another animal, which causes a panic down a long line. In the end, the owl’s eggs are accidentally crushed, and the owl is too sad to wake the sun. The animals hold court and the mosquito is eventually found out. The mosquito hides in order to escape being reprimanded and constantly buzzes in people’s ears to find out if everyone is still angry. The mosquito learns that it is not good to spread untruths and rumors. Performed by the cutest young thespians ages 5-7 you will ever encounter. News Community Development ZERO PERCENT INTEREST RATE HOUSING REHABILITATION LOANS AVAILABLE FOR QUALIFYING RESIDENTS The City is dedicated to promoting safe and sanitary housing for its residents. As part of this effort, the City launched its Residential Rehabilitation Program to help fund repairs for owner-occupants of condominiums and one- and two-unit buildings, in addition to investorowned residential buildings that are at least 51% occupied by low- to moderate-income tenants. The program addresses standard projects, including housing code violations, life safety concerns, and accessibility and energy efficiency improvements. Community Engagement UNITED WAY DAY OF CARING Evanston Community Members Encouraged to Participate in Second Annual Evanston Day of Caring Event Sept. 19 Community members are invited to join the fun while helping various organizations throughout the city as part of the second annual United Way Evanston Day of Caring volunteer event on Saturday, September 19, from 8:30am to Noon, or until projects are completed. Last year, more than 200 volunteers came together to give back to the Evanston community. Volunteers of all ages are encouraged to sign up for one of the many projects available that day to assist our community and Evanston organizations, such as School District 65, YWCA Evanston/North Shore, PEER Services, Childcare Network of Evanston, and the City of Evanston. Earlier this year, the City Council approved two Transit Oriented Development (TOD) projects at 1571 Maple Avenue and 1620 Central Street (see below for details). TOD is the latest trend in real estate for “empty nesters” and millennials looking for housing that allows them to walk, bike or use public transit to get to work or other daily destinations.

It will consist of 101 rental apartments, commercial space at the southwest corner of Davis Street and Elmwood Avenue, and 10 on-site parking spaces. This upcoming development will replace a vacant two-story office building across from Northwestern University’s Ryan Field. It includes 47 rental apartments and 54 parking spaces. The development will offer two free electric vehicle charging stations, one free Divvy bike share membership for each unit for three years, and one free CTA or Metra transit pass for each unit for one year. The developer anticipates that demolition and construction will start in late summer/early fall.

CONSTRUCTION UPDATES The Chicago + Main 9-story mixed use development, located at 835 Chicago Ave., is currently under construction. The building will feature retail space, office space, and 112 residential units. Construction of E2, located at 1890 Maple Ave. and 1881 Oak Ave., is complete and currently accepting applications to lease its residential units. The mixed-use development features ground-floor retail space and 356 residential units. PROTECT YOURSELF FROM WEST NILE VIRUS AND OTHER MOSQUITO-BORNE DISEASES The City’s Health & Human Services Department wants you to enjoy your time outdoors and be safe. Be aware of the following illnesses that are carried and passed on by insects, and follow tips to avoid them.

West Nile Virus & Chikungunya Mosquitoes transmit West Nile virus through their bite. The virus is a form of encephalitis (inflammation of the brain). Most people do not experience any symptoms if bitten by an infected mosquito. Those that do, typically people over 50 years old or those with compromised immune systems, develop body aches, disorientation and may develop more severe symptoms. The best way to avoid West Nile virus is to avoid mosquitoes, especially at dawn and dusk. Wear long sleeves and long pants when outside at these hours. It’s also important to inspect your yard regularly for containers that hold water (toys, pet bowls, etc.) and make sure they’re emptied.

Health & Human Services HELP MAKE EVANSTON A HEALTHIER PLACE TO LIVE, WORK AND PLAY The City’s Health & Human Services Department, in partnership with the Evanston Health Advisory Council, has launched a five-year strategic planning process to improve the effectiveness and efficiency of the public health system in Evanston. As part of the planning process, community members age 18 years and up are encouraged to complete the department’s 2015 Community Health Survey, at cityofevanston.org/healthsurvey. The survey is available through September 2015, and will help identify local health trends and determine how resources should be distributed. All responses are anonymous. The Community Health Survey is part of a larger planning process called the “Evanston Project for the Local Assessment of Needs (EPLAN): Creating a Healthier Evanston,” which brings residents, public health officials and community leaders together over a period of 18 months to assess and determine ways to improve the health of Evanston. The Evanston Health Advisory Council will review the results of the EPLAN, vote on health priorities, and develop an action plan that will be implemented from September 2016 through September 2021. Chikungunya is also carried by mosquitoes and is considered an emerging or new disease for Illinois. Lyme Disease Lyme disease is transmitted to humans through the bite of infected deer ticks. People with Lyme disease can experience fever, headache, fatigue and a rash that looks like a bull’s-eye. EVANSTON SUSTAINABILITY HIGHLIGHTS 2014 The City of Evanston is a national leader in sustainability, and continues to make strides in addressing the social, environmental and economic needs of the community. Many of the programs and initiatives coordinated and implemented by the City in 2014 are included in the “Evanston Sustainability Highlights” annual report, available online at cityofevanston.org/sustainability. A few highlights are included below.

Stormwater management has been a challenge throughout Evanston’s history. Most of the city was originally marshland, and some areas that are now developed used to be underwater for part of the year. Even with the construction of drainage ditches and a modern stormwater reclamation system, Evanston and the greater Chicagoland area are still affected by heavy storms. As extreme weather events become more frequent, Evanston not only has to find creative solutions to manage large rain events, but also must address the quality of the water that enters sewers. Below are a few simple steps to decrease the contaminants from your household:

The Mexicanthemed eatery, La Principal, will take over the former Lupita’s space at 700 Main Street this fall. Cultivate Urban Rainforest and Gallery recently opened at 704 Main Street. In the end, the owl’s eggs are accidentally crushed, and the owl is too sad to wake the sun until the animals hold court and find out who is responsible. The mosquito is eventually found out, and hides in order to escape being reprimanded. So now it constantly buzzes in people’s ears to find out if everyone is still angry. The mosquito learns that it is not good to spread untruths and rumors.

Soccer SOCCER–YOUTH INDOOR LEAGUE These recreational leagues teach soccer fundamentals, while boys and girls learn about sportsmanship and teamwork. Once games begin in the second week, two teams will meet for the first half of the program and the other two teams will meet for the last half of the program. KITS BEGINNING AND INTERMEDIATE BASKETBALL The Kits Basketball League is designed to introduce children to the sport of basketball through the development of the fundamental skills of shooting, dribbling, passing, and defense, while the intermediate level is designed to challenge these skills. Fair play, sportsmanship, and teamwork are reinforced during refereed practice and games. We do not keep score in the Kits League. Players are divided up into teams of four after the first few weeks of play and parents are emailed a schedule by the third week. CATS BEGINNING AND INTERMEDIATE BASKETBALL The Cats Basketball League and clinic teaches players basketball fundamentals, while offering challenges to help them develop into better players. Basic skills are covered, as well as rules of the game. Throughout the program, simple strategies will also be introduced to the players that will help them begin to understand play calling and game structure. Score is kept in the league using a unique scoring system that reinforces the fundamentals, fair play and teamwork. BULLS BASKETBALL The Bulls Basketball League for 4th-6th graders begins to prepare players for the Evanston feeder programs and high school play. It continues to focus on skill building and perfecting fundamentals, but adds conditioning, strength training (clinic only), and concepts such as defenses, plays, and positioning. Using the rules of the 4th/5th grade school-based league run in the winter, the league gives players an opportunity to play full-court with substitutes. Our coaches/ referees tighten up on calls, allowing players the opportunity to sharpen their game. Players in the league are divided into different teams each week allowing them to learn to work with different teammates, foster communication on the court, while it challenges everyone to step into a leadership role. Youth in Evanston public and private schools have the opportunity to play against each other in a safe environment in these very popular leagues. The emphasis is on skill development, teamwork and fun. Teams are formed with the assistance of the PTA and school staff. Practices are arranged by coaches and schools utilizing school field space. Games are played Saturdays, beginning at 8am, at both football fields in Robert Crown Park, next to Robert Crown Center, 1701 Main St. Each team plays at least five games starting Sept. 26. The schedule for the first two weeks will be available in mid-Sept.; the remaining schedule will be available before the second game. Fee: $30 per participant. GRADE 6-8 COED FLAG FOOTBALL LEAGUES The leagues are ideal for youth who enjoyed playing in our popular 4th and 5th grade football leagues, as well as those who don’t have prior league experience. These fun, organized leagues for middle school students will be perfect for you and your friends. All games will be played as 6 vs. 6. All players will be eligible to go out for passes and we will use a counted rush for the defense. Players will be able to make requests to be on the same team as friends, along with coaches placing the kids on teams to create the most equitable teams. The first day of the 6-7 grade league, players will be split into two groups; the groups will practice from either 3:30-4:45pm or 4:45-6pm. General Information Our tennis programs emphasize fun, fitness and friendship. All programs provide a wide variety of instruction, including stroke development, strategy, court positioning, shot selection, footwork, and supervised match play. All youth and adult classes will be taught by top area tennis professionals from our tennis vendor, E-Town Tennis. Please dress in appropriate attire for physical activity and bring a tennis racket. QuickStart Tennis offers kids a chance to learn tennis while having fun. This new, better approach to introducing kids to the game uses tennis balls that are bigger and lower in compression, and smaller nets are used, which allow for instant success. Prorating, Rain and Make Up Policies Tennis classes will not be prorated. Those who can’t complete a class due to injury/health reasons may receive a prorated refund after submitting a doctor’s note. Missed classes may be made up by attending an equivalent class within the same session; the instructor must be notified in advance by calling E-Town Tennis at 847-498-1360. To find out if your class has been cancelled due to rain, call the tennis rain hotline at 847-866-8543. Join the fun. Most months, adults skate at Fleetwood-Jourdain Community Center the first Fridays of the month from 8-11:30pm and youth skate from 3-6pm on Sundays. ChandlerNewberger Community Center hosts skating for all ages from 6:30-9pm on Saturdays. Please confirm the schedule at cityofevanston.org/rollerskating. PRIVATE ROLLER SKATING PARTIES Each party includes 2 hours of roller skating and up to 3 hours of room time. You supply the treats and tableware. Your party may begin 30 minutes prior to the “open skate” time to ensure guests receive their skate size. Registering your child for the appropriate class is the first step to ensuring success and fun with gymnastics. Beginning classes are for children who have never taken a gymnastic class or who have taken a class for less than one year. Certain skills are necessary before taking the Advanced Beginning, Intermediate and Pre-Team classes. If your child has not mastered these skills, he or she will not be able to learn more advanced skills. Your child would then have to switch to a lower-level class. Hockey (All Ages) YOUTH HOCKEY LEAGUES Evanston Youth Hockey Association (EYHA) provides an affordable, diverse, and quality program for youth in Evanston and neighboring communities. Youth learn to play ice hockey at competitive levels. Our program includes the house program and the travel program. Our house program meets two days a week and serves those players who are interested in hockey, but only want to play on weekends. Our travel program competes in the Northern Illinois Hockey League. EYHA travel programs have won state titles– most recently in the Under-10 Girls Division and NIHL Championships. Did you know? EYHA is a member of the NHL Diversity Family. The hockey curriculum is designed to teach the fundamentals of hockey skating. In 4 badge levels, skaters will learn to maneuver faster and be more agile on the ice. Snowplow Sam Snowplow Sam is for ages 3-5. The Snowplow Sam levels are designed to help the preschoolage skater develop preliminary coordination and strength to maneuver on the ice. Basic Skills The “Basic Skills” are the fundamentals of the sport. These eight levels of the program introduce the fundamental moves: forward skating, backward skating, stops, edges, crossovers, turns and Mohawks. Upon completion of the Basic 1-8 levels, skaters will have a basic knowledge of the sport, enabling them to advance to more specialized areas of skating.

Practice Makes Perfect.

Located within the Ladd Arboretum and housing a variety of resident live animals, the Evanston Ecology Center is an ideal place for your Girl Scout or Cub Scout troop to explore. Our educational and interactive programs will engage your troop and meet most or all of the badge requirements. Rentals BIRTHDAY PARTIES WITH ECOLOGY THEMES The Evanston Ecology center offers two-hour birthday party programs on every Saturday and Sunday of the year. A staff member leads a nature or outdoor oriented party that includes games and hands-on activities for 45 minutes. The rest of the time is open for treats and activities on your own. The parties are for ages 4 and up for a 15-person maximum. The renter is responsible for decorations and treats. 2015 Fall Semester Aug 24-Dec. 18 Robert Crown Center’s preschool and after-school programs are licensed by the Illinois Department of Child and Family Services (DCFS) The Creative Play Preschool at the Robert Crown Community Center has served the families of Evanston and nearby communities since 1988. The benefits of having a preschool in a community center-setting include being able to have students play in the large gym, the grassy fields surrounding the facility, and at a variety of outdoor play areas in the neighborhood, as well as the availability of ice-skating, music, art and other recreation programs available at the center. We offer early childhood education for children age two to five years. Families may choose prekindergarten enrichment, cozy toddler “play with purpose” or classic multi-age classes with creative and unique curriculum tailored to the interests of each student.

Registration Information Registration packets include enrollment forms, a child health form and payment policy. Please be advised that it is the parent’s responsibility to ensure that all forms, including the child health form, are completed and returned to the preschool office prior to a child’s first day of attendance in Creative Play. Parent handbooks, a calendar and further curriculum information will be provided. A $75 non-refundable registration fee is due at enrollment and a $165 tuition deposit is due two weeks prior to the start of the program. Tuition is billed monthly on the first of each month. Tuition is due by the 15th of each month. Fee varies monthly dependent upon the number of service days. There is no refund for hours/days missed due to illness or vacation.

TAKE TWO (ALL DAY) For those families whose first preschool needs include a full day of child care, we now offer extended care. Our morning enrichment program for twos is combined with relaxing, ageappropriate afternoon activities as well. Our little ones will benefit from a quiet rest time, followed by art, music and movement, story time, outdoor play and gym games. Nutritious snacks and a catered hot lunch are included. Sensory Parties A custom designed party for young creatives who like a total arts experience.

Parties range from teeter-tottering preschoolers to teens spiking volleyballs. Chandler-Newberger Community Center, 1028 Central St., is the place to make memories for a lifetime. We provide the space and equipment; you provide the cake and decorations. All party packages include the simultaneous use of a multipurpose room for two hours (for gift opening and treats). Pooch Park and Dog Beach The Cook County Animal and Rabies Control Ordinance requires written proof on file with the Dog Park/Dog Beach operator of an examination within the past year for any communicable diseases including current vaccinations or titers (antibodies) for Rabies, Distemper, Hepatitis, Parainfluenza, Parvovirus and Bordetella (kennel cough), as well as internal parasites as confirmed by stool sample. The dog must be currently licensed in Evanston or proof is required that the dog is licensed by the local government where the dog’s owner lives. POOCH PARK The Skokie Park District and City of Evanston jointly developed this 2.7-acre off-leash fenced dog recreational facility. It is located on the east bank of the North Shore Channel, between Main and Oakton Streets, on the Skokie/Evanston border. There are separate “agility” and puppy/ small dog areas. Drinking fountains for both people and dogs are provided. The park is open 5am-10pm daily, year-round.

Pooch Park fees for Evanston or Skokie residents are $45 for the first dog, then $15 for each additional dog. The nonresident fee is $85 for the first dog and $15 for each additional dog. Local code determines the number of dogs allowed in a household. Before purchasing a membership, your dog(s) must have the appropriate shots and up-to-date paperwork must be turned in at registration. DOG BEACH Evanston’s Dog Beach is located north of the Church St. boat launch facility, 1631 Sheridan Rd. Admission is restricted to owners/handlers with a dog beach pass. Passes are $60 per dog owned by an Evanston resident (60201 or 60202) and $120 per dog owned by a nonresident. A pass is valid for eight months: April 1 through Nov. 30. Starting Aug. 1, fees are half-price. Fee Assistance (Scholarships)

Please register at least a week in advance. Classes which don’t reach a minimum enrollment level are canceled.

Fee assistance is awarded to qualified Evanston residents on a sliding scale according to the number of family members in relation to total family income. Fee assistance is not available for special events or trips. Information regarding the fee assistance application process and the documents needed to verify family income and residency may be obtained at any Evanston Recreation Division community center, the Evanston Ecology Center or the Lorraine H. Morton Civic Center. Facility addresses are listed on page 3. Forms may be downloaded at cityofevanston. org/recreationfeeassistance.

Who is a Resident? To receive the Evanston resident rate for a Parks, Recreation and Community Services Department program, you must live in ZIP code 60201 or 60202.

Class Cancellations In case of class changes or program cancellation, we’ll notify you in advance by telephone or postcard. Generally, refunds are issued within two weeks. If circumstances arise causing us to cancel a class session, every effort will be made to schedule a makeup class.

Payment Deadline Payment in full is required at registration (except for summer camps, which allow a $50 deposit per child per camp #/session to hold a space until the balance due deadline). You (or your child) will be admitted to a class or program after full payment is made. If your family has been approved for fee assistance, your portion of the fee must be paid in full before you (or your child) will be registered in the class.

Insurance The City of Evanston does not carry hospitalization insurance for program participants. Contact your health care provider for details regarding your individual plan.

Refund Policy Unless the program is canceled by the City, a $5.00 service fee will be charged for refunds. For classes already in session, refunds will be prorated and issued in the following situations: 1. Written proof of illness or medical problem for the participant or immediate family member prior to or during the program or activity. 2. Written proof that the participant has moved or will move out of the service boundaries of the City of Evanston prior to or during the program or activity. 3. Unusual circumstances which fall into the category of “hardship.” No refunds on Daily, Seasonal or Yearly Activity Passes/Programs These include beach tokens, ice-skating passes, extended care coupons, fitness passes, season launch permits, leagues, dog beach passes and the like.

Child Supervision/Pick-up Policies Parents/guardians are responsible for picking up children promptly at the time the program is scheduled to end. Instructors often have other programs to teach and can’t supervise children for an extended period after the program. Parents or guardians who pick up a child more than five minutes late from a program are assessed a late fee of $10 per child per 15-minute time period. For instance, if the program ends at 4pm and you arrive between 4:06 and 4:21, the late fee is $10. If you call and advise staff that you are running late, we’ll allow a 10-minute grace period, followed by the $10 per 15-minute late fee.

Rentals The City of Evanston rents rooms for meetings or parties (some with kitchen facilities), gymnasiums, auditoriums, ice rinks and the “lagoon” building, Sheridan Rd. at Church St. For info., call 311 (847-448-4311).

Photographs and Videotaping Program participants may be photographed or videotaped. These images may appear in future promotional materials. If you do not want to be included, please tell the photographer. If you don’t want your child photographed, please call 847-448-8041.
