Infrastructure Improvement Projects in 2012

T

he City of Evanston’s Engineering Division contributed to the quality of life and the safety of citizens by spearheading the following projects:

•R esurfacing of over 3.5 miles of neighborhood streets and 1.3 miles of arterial streets, and paving of five alleys. •C ompleting the construction of the Chicago Avenue streetscape project, from South Boulevard to Main Street. • I nstalling new water mains on 22 streets. •M odernizing and interconnecting six traffic signals on Sheridan Road from Chicago Avenue to Central Street. • I nstalling a new traffic signal at Sheridan Road and NorthwesternPlace. •R eplacing 55 street light power centers, which are the power sources for about 50 street lights each. With these upgrades,

the city has now completed work on about 80% of the city’s 109 power centers operating about 5,800 street lights. •A dding street lights to Darrow Avenue (Simpson Street to Payne Street). •C ompleting the general maintenance at 101 signalized intersections. • I nstalling bus shelters at nine locations through a private-public partnership. •A dding 24 pedestrian countdown signals, eight microwave pedestrian detections and 23 audible pedestrian devices for the visually impaired. • I nstalling 47 bike racks in the central business district. •R eviewed civil engineering plans and assisted in building permit approval. process for 180 commercial and residential developments.

In 2012, the city completed many pedestrian safety improvements centered around the safe walk routes to school crossings, as well as ten additional locations, including LED blinkers and the installation of push button signs to call additional attention to student crossings.

Pedestrian Safety Update Last fall, the city teamed up with District 65 to encourage students and parents to follow safety precautions when going to or from school. On the first day of school, the Evanston Fire Department greeted students walking and provided them with pedestrian safety information. As part of the effort, a pedestrian safety stencil was created and painted on the pavement at school crossings and reproduced on stickers. These pavement markings provide a more child-friendly approach to pedestrian safety and children can use their stickers as a reminder of which crossings are safe for them to use. At uncontrolled pedestrian crossing locations (intersections with no traffic signals), the city installed “Stop for Pedestrians in Crosswalk” signs and refreshed the pavement markings. Additionally, at 44 pedestrian crossings where traffic signals are present, the city installed pedestrian countdown signals.

The following are some tips which everyone should keep in mind to keep our roads safe for all modes of traffic: If you are a pedestrian, please: • L ook both ways and wait for a gap in the traffic before stepping off the curb. •S chool children should use the designated walk routes to school and cross at locations where crossing guards are present. •C reate a “walking school bus” with other children in the neighborhood for going to and from school. •W henever possible, cross the road at a traffic signal, stop sign or intersection with

marked crosswalks and signage. •A lways walk on sidewalks. •W hen crossing a street, be aware that you can be in the driver’s blind spot and that he/she may not be able to stop quickly. When possible, make eye contact with drivers before stepping onto a street. •N ever dart out from behind parked cars, as drivers may not see you. •S ay no to distracted walking by not talking on the phone or texting. •B e safe and seen. Make yourself visible by wearing bright colored or reflective clothes.

If you are driving, please adhere to the following: • I llinois law requires drivers to stop for pedestrians in a marked crosswalk. The city has installed signs throughout the city as a reminder. •A lways be alert and look for pedestrians. You can find pedestrians crossing anywhere, any time at the intersections and in the middle of a block. •S low down in school zones and residential neighborhoods, as children may be present. •O bey the crossing guards for their safety and the safety of school children. •W hen approaching a crosswalk, slow down and be prepared to stop for pedestrians. •D o not pass a car that is stopped at a crosswalk; there could be pedestrians crossing that you do not see. •W hen turning and waiting for a gap in traffic, be careful as pedestrians may have walked into your intended path. •D o not use a handheld cell phone or text while driving; it’s the law. cityofevanston.org 3

For faster service, it is best to call the contract service providers directly. However, residents can call 3-1-1 or 847/448-4311 and the city will contact the contractor for you.

Yard Waste Collections The city’s weekly yard waste pick-ups begin on Monday, April 1 and continue on residents’ regular refuse collection day through December 5.

The city offers three options to dispose of yard waste: 1. Place yard waste in paper yard bags, such as 30-gallon kraft paper waste bags, available at local stores. A yard waste sticker must be affixed to each lawn waste bag. Plastic bags will not be collected. 2. C ompost and mulch to recycle the earth’s nutrients. For more information, call the Ecology Center at 847/448-8256, 3-1-1 or visit: cityofevanston.org/compostguide. The city also has a limited number of free compost carts available to assist in creating usable compost products. Contact 3-1-1 for details.

3. F ill a 90-gallon yard waste cart (available for purchase). These reusable carts do not require the use of bags. To order a yard waste cart, complete the order form online at cityofevanston.org/yardwaste and return it with your payment to the City Collector’s office. A cart costs $82.50. Residents can buy yard waste stickers at all Evanston Dominick’s and Jewel grocery stores, Whole Foods, Lemoi Hardware, Harold Hardware, Home Depot, the Levy Senior Center and the City Collector’s office. Brush must be bundled and no longer than four feet in length and two inches in diameter. Raking or blowing yard waste or leaves into the streets is illegal. Violators will be fined. Special pick-up fees for yard waste collection will be assessed after 48 hours for bags without stickers. Three bags will be charged at a rate equal to $25. Each additional three bags being charged $10.

Fleet Services Did you know? • T he Fleet Services Division provides routine and comprehensive maintenance on over 350 city vehicles and equipment. • F leet Services completed 867 preventive maintenance work orders in 2012, ensuring all city vehicles are running in the most fuel-efficient manner with the least emission output. • F leet Services utilizes “recapped tires” for replacements. They require 30% less energy and 66% less oil to produce than new tires, in addition to costing 30% to 60% less. • I n 2012, the city purchased a new Fire Engine, #325. The new Fire Engine was received in early 2013 and is being prepped for service. 4 Evanston life Public Works | Spring 2013

• T he city purchased a new salt brine maker and blender to create its own blends of anti-icing liquids. The benefit to residents is anti-icing takes place before snow fall. This eliminates the bonding of snow and ice to the pavement. Creating our own salt brine liquid is not only cost effective ($0.75 per gallon in-house vs. $1.95 commercial), but it will also allow the city to blend custom liquids to meet the everchanging winter conditions. • T he Public Works Department is developing a car sharing program for municipal employees at the Morton Civic Center. The goal of the program is to “right size” the city’s fleet and increase city vehicle usage.


Recycling

Recycling Fair & Equipment Display July 13 The City of Evanston will be hosting its third annual recycling fair from 9 a.m. to noon on Saturday, July 13 at Evanston Township High School, located at 1600 Dodge Ave. The fair provides residents an opportunity to recycle a variety of items, securely shred documents, obtain recycling education materials, learn about construction projects, visit with “green” vendors and get a close and get a close look at some of the Streets and Sanitation heavy equipment.

The city’s 2012 fair collected 55,000 pounds of electronics and shredded and recycled 30,000 pounds of paper. Electronic Recycling: The following electronic materials will be accepted at the event: televisions; computer monitors; cell phones; computers: PCs and laptops; VHS players and DVD players; printers & scanners; fax machines; mp3 players and PDAs; mice and keyboards; and video game consoles.

If you are going to bring items to recycle or shred, please follow the signs and remain in your car; we will unload the items for you. Electronic recycling and document destruction are open to residents of all SWANCC communities.

Document Shredding and Recycling: Residents can bring up to five banker’s boxes of paper documents to be shredded on site. Documents should be placed in a box or brown paper bag and large metal clips and binders should be removed ahead of time. More details on this event will be available this summer at cityofevanston.org.

2012 Paint Evanston Plow Winners The Public Works Department would like to give a special thanks to all of the schools that participated in the 7th Annual Paint Evanston Plow Contest. This season, there were 10 participating schools: Kingsley, Haven, Dawes, Willard, Chute, St. Athanasius, Oakton, Roycemore, Lincolnwood and Nichols. The 2012 theme was “Biking, A Pollution Solution,” for which Oakton School won the Best Theme Spirit Award (pictured). Additionally, St. Athanatius won the Evanstonian’s Choice Award, Roycemore won the City’s Vision Award and Lincolnwood and Nichols Schools won the Mayor’s Choice Award.
