evanston life community connections Summer 2015

Evanston’s sustainability efforts have gained worldwide attention since the city was named the 2015 U.S. Earth Hour City Capital in the World Wildlife’s Fund’s (WWF) Earth Hour City Challenge in March. The competition’s 11-member jury, composed of renowned leaders in urban sustainability, noted Evanston’s impressive commitment and demonstrable progress toward fighting climate change. As a part of the Earth Hour City Challenge, the WWF launched an eight-week “We Love Cities” campaign, from January 26 to March 27, as a way to encourage community members from each of the 46 participating cities worldwide to vote, tweet and Instagram reasons why they love their city. With a total of 14,365 votes, Evanston landed in 4th place behind Paris, Edmonton, Canada, and this year’s winner, Balikpapan, Indonesia. The City would like to thank Evanston residents, visitors, organizations and local businesses for showing great pride in our city during the #WeLoveEvanston campaign. Additionally, a special thank you to everyone who participated and attended We Love Evanston Day events on March 7, 2015. To view the “We Love Evanston Day” video, please visit cityofevanston.org/weloveevanstonday.

AUGUST 8–23 MAYA’S LAST POEM Maya Angelou’s passing on May 28, 2014 created a cultural, intellectual, artistic, and maternal void in our world; where once there was a brilliant light, a solemn darkness has fallen. However, Maya left us with many things to nourish ourselves with, including her magnificent poetry. This play takes an incredible leap and asks the question…now that Maya is in heaven, what conversations is she having with God? And as she seeks to write again from there how will this glorious conversation influence the words she chooses? News Citywide OPEN DATA In February, the City of Evanston launched a new open data portal, openEvanston.org, providing residents and community stakeholders with convenient access to historic and real-time information about City services. Using the portal, residents can quickly look up the condition and species of a parkway tree; find out how many gallons of water the City’s Water Treatment Facility pumped in a given month; check for recent crime activity, and much more. Fewer than 15 percent of cities with populations under 500,000 have enacted similar open data initiatives. PUBLIC WORKS DEPARTMENT AWARDED BY APWA Evanston’s Public Works Department was the winner of several awards recently, including “Project of the Year,” at the American Public Works Association’s (APWA) Suburban Branch and Chicago Metro Chapter annual awards ceremonies.

Public Works RECYCLING FAIR & EQUIPMENT DISPLAY ON JULY 11 The City of Evanston will host its fifth annual recycling fair from 9 am to Noon on Saturday, July 11 at Evanston Township High School, 1600 Dodge Ave. The fair provides residents an opportunity to recycle a variety of items, securely shred documents, obtain recycling education materials, learn about construction projects, visit with “green” vendors, and get a close look at some of the Streets and Sanitation Division’s heavy equipment. Electronic materials accepted for recycling include televisions, computer monitors, cell phones, computers, VHS and DVD players, printers and scanners, DVR/Cable boxes, fax machines, mp3 players and PDAs, mice, keyboards, drivers, and video game consoles. Other items accepted include clothing and shoes, clothes hangers, household batteries, Compact Fluorescent Light bulbs (CFLs), ink cartridges, and plastic grocery bags. For guidelines or more information, please call or text 847-448-4311.

BIRD SANCTUARY RESTORATION PROJECT The City’s Public Works and Parks, Recreation & Community Services Departments are working with community members to restore the bird sanctuary at Clark Street Beach in 2015. The goal for the project is to restore the area by developing a suitable environment to support and enhance use by migratory birds. About 280 species of birds migrate through the Chicago area annually, and Evanston’s lakeshore location is a critical stopping-off point. This spring, public input regarding the sanctuary’s design, plant and tree species, and volunteer recruitment was gathered at community meetings, through comment cards at the Evanston Public Library, and via an online survey. Final design, bidding and contractor selection will take place this summer, with project implementation planned for the fall. For updates, visit cityofevanston.org/birdsanctuary or call/text 847-448-4311.

MORTON CIVIC CENTER PARKING LOT REHABILITATION The City’s Public Works Department has begun a project to rehabilitate the Lorraine H. Morton Civic Center parking lot, located at 2100 Ridge Ave. A Metropolitan Water Reclamation District grant will cover nearly half of the project’s $1.5 million cost, and is intended for projects that provide a significant storm water improvement and use sustainable construction methods. The parking lot will include sustainable features such as porous pavement and rain gardens, which will substantially reduce storm water runoff and increase storm water quality. In addition to rehabilitating the existing parking lot, a new access drive will be constructed on the south side of the Morton Civic Center, connecting the main parking lot with Simpson St. The drive will include 20 parking spaces, low-level pedestrian lighting, two electric vehicle charging stations, and secure bike lockers. This multi-phased project is expected to be completed in September 2015. For more information, please call or text 847-448-4311. 14 Evanston life Summer 2015

All four of the City’s submitted award applications were selected as winners in their respective categories at the APWA’s Suburban Branch Awards ceremony, and the first three projects listed below went on to win at the larger Chicago Metro Chapter Awards regional event.

Project of the Year Evanston’s Arrington Lakefront Lagoon Renovation project was recognized as APWA’s “Public Works Project of the Year” in the category of Historical Restoration/Preservation for projects of less than $5 million. In 2014, the City and its contractor, Clauss Brothers, Inc., completed a major renovation of the lagoon, a beloved Evanston lakefront destination host to a variety of community festivals and celebrations throughout the year. The project included pavement reconstruction, masonry repair, stone waterfall and stair reconstruction, plumbing and mechanical improvements, lighting and electrical system improvements, and Americans with Disabilities Act (ADA) improvements. The Arrington Lakefront Lagoon will be formally dedicated on Saturday, June 6, at 3:30pm. The festivities will be followed by the season’s first free Starlight Concert at 4pm, featuring Velocity. The Arrington Lakefront Lagoon is located in Dawes Park, Sheridan Rd. at Church St.

Community Involvement Award Evanston Public Works Director Suzette Robinson was the winner of the APWA’s “Community Involvement Award,” which recognizes outstanding community leadership. Robinson was recognized for her contributions to the Mayor’s Summer Youth Employment Program, which in 2014 helped connect more than 500 Evanston youth with summer jobs, many in the City’s Public Works Department.

Award of Merit Public Works Equipment Operator II Stephen Walker was recognized with the APWA’s “Award of Merit,” which is given to an individual at the operational level “who performs his/her responsibilities in an exceptionally efficient and courteous manner.” Walker was recognized for going above and beyond his normal duties. He developed cost-saving techniques for the City’s street sweeping operation that resulted in $40,000 in savings; designed a workout facility for field employees and secured an equipment donation valued at more than $25,000; provided equipment operation and concrete training to junior staff members; and served as a mentor to youth in the Evanston community.

Contractor of the Year A. Lamp Concrete Contractors, Inc. was selected as APWA’s “Contractor of the Year.” The City nominated A. Lamp for its work performing emergency patching and street resurfacing in the wake of last year’s harsh winter weather, in addition to adhering to a rigorous schedule to complete other major water main, streetscape and resurfacing projects.

Utilities EVANSTON WATER QUALITY LAB RECEIVES PERFECT SCORE FOR 10TH CONSECUTIVE YEAR The City of Evanston’s Water Treatment Plant Water Quality Laboratory received a perfect score from the Illinois Department of Public Health for meeting all requirements for water quality testing. This is the fifth time in a row that the plant has received a perfect score, which represents ten straight years of 100 percent compliance. This is an accomplishment that is virtually unheard of, and it is the first time it has been achieved by the City of Evanston. The Arrington Lakefront Lagoon Renovation project was named “Public Works Project of the Year” by APWA; see facing page for details.

Sustainablilty DISPOSABLE PLASTIC SHOPPING BAG ORDINANCE TAKES EFFECT AUGUST 1 Starting August 1, 2015, large Evanston retailers will no longer provide point-of-sale disposable plastic shopping bags to customers as the result of an ordinance passed by the Evanston City Council in 2014. Evanston’s shopping bag ordinance impacts stores larger than 10,000 square feet that are part of a chain or franchise. Dine-in and take-out restaurants, as well as non-chain stores, are exempt. A list of impacted stores can be found at cityofevanston.org/bags or by calling or texting 847-448-4311. The ordinance does not prohibit customers from using bags of any type brought to the store for their own use. Additionally, point-of-sale paper bags and plastic bags used to package products in-store, such as produce, are not affected. To help ease the transition away from disposable plastic shopping bags, the City is working to make reusable bags accessible to all Evanston residents. Individuals and organizations can drop off or pick up reusable bags at Evanston community centers as part of a new “Share-a-Bag” program. Plastic film and bags can also be dropped off for recycling at the same locations.

Police EVANSTON POLICE DEPARTMENT NOW ACCEPTS TEXT MESSAGES TO 9-1-1 The Evanston Police Department’s (EPD) 9-1-1 Communications Center reports that 70 percent of all 9-1-1 calls received are made on cellular phones, which is why it now accepts incoming text messages for emergencies, as well as for crime tips. Evanston is the first North Shore community to implement Text-to-911 service, and the fourth in the state of Illinois. The new service is intended to be used by those who need emergency help and are unable to place a voice call. For example, this new service will help residents with speech or hearing impairments, or domestic crime victims who are in a situation where speaking may increase their danger. Cell phone users with a text or data plan served by AT&T, Sprint, T-Mobile or Verizon are now able to text 9-1-1 in an emergency within Evanston, or in an area where Text-to-911 is available. If Text-to-911 is not available in the area, major cell phone carriers will send an auto reply message that states, “Make a voice call to 9-1-1. Text service is not supported at this time.” Although texting 9-1-1 is an option, community members are encouraged to follow the motto, “call if you can, text if you can’t.” To learn more, visit cityofevanston.org/textto911 or contact EPD’s 9-1-1 Communications Coordinator Perry Polinski at 847-866-5070 or ppolinski@cityofevanston.org.

Missed classes may be made up by attending an equivalent class within the same session; the instructor must be notified in advance by calling E-Town Tennis at 847-498-1360. To find out if your class has been canceled due to rain, call the tennis rain hotline at 847-866-8543. If the message is from a earlier time or previous date and it is one hour or less before your class, then your class has not been canceled. We will always update the hotline at least one hour before the start of a class if it has been canceled–UNLESS there is sudden bad weather and it occurs less than one hour before your class. In that event, we’ll update it as soon as we make a decision. If your tennis class is rained out, you either may attend an equivalent-level class within the same session or the instructor will discuss a make-up with the participants at the next class after the rain out. The class will be made up if the majority of the participants agree that they can attend the makeup class at the time that is being offered. Before attending a make-up class, please call E-Town Tennis at 847-498-1360 to find out which classes are available and to notify the instructors. If you are unable to attend a make-up class within the same session, you will be given a credit for the missed class(es), which can be used toward the registration fee for the next tennis session.

Robert Crown Center’s PRESCHOOL AND TODDLER PROGRAMS Robert Crown Center’s preschool and after-school programs are licensed by the Illinois Department of Child and Family Services (DCFS). The Creative Play Preschool at the Robert Crown Community Center has served the families of Evanston and nearby communities since 1988. The benefits of having a preschool in a community center-setting include being able to have students play in the large gym, the grassy fields surrounding the facility, and at a variety of outdoor play areas in the neighborhood. We offer early childhood education for children age two to five years. Families may choose prekindergarten enrichment, cozy toddler “play with purpose” or classic multi-age classes with creative and unique curriculum tailored to the interests of each student. There also is a parent-tot playtime program.

Registration Information Registration packets include enrollment forms, a child health form and payment policy. Please be advised that it is the parent’s responsibility to ensure that all forms, including the child health form, are completed and returned to the preschool office prior to a child’s first day of attendance in Creative Play. Parent handbooks, a calendar and further curriculum information will be provided. Note: Fees are due monthly, and registration is ongoing. Schedules for these programs are currently being determined and will provide flexibility in full and half day offerings. A healthy snack is provided and for those registered in a half day program; there will be an option to participate in a healthy hot lunch at an additional cost. The hot lunch will be included for any full day program. The fees will vary by program based on the length of time and will be processed on a monthly basis.
