Register for New EvanstonAlerts Emergency Notification System What's New

Non-emergency Notifications Residents subscribed to non-emergency notifications for street cleaning, snow removal, crime alerts and other topics will continue to receive these non-emergency alerts, even if no action is taken.

The City of Evanston has transitioned to a new EvanstonAlerts emergency notification system.

Previously Registered Residents

This new system alerts residents of imminent threats to health and safety, such as flooding, gas leaks, critical police activity and more.

Residents who subscribed to emergency notifications previously were imported into the new system; however, all community members are encouraged to register for the new alert system and confirm or update their contact information if they have not already done so.

Emergency Notification Registration The system allows residents to sign up for text message, email and phone alerts for multiple locations, such as their home, workplace, school and more, so that they receive notifications relevant to them.

The information provided will be kept strictly confidential, and will be used for emergency purposes only.

The Fran Randall Memorial Concert Series spotlights music students from local colleges, universities and high schools. All concerts include the Levy Center’s refurbished Steinway grand piano. Jilene VanOpdorp is the performer for this concert. Jilene is a second year graduate student at Northwestern University in the studio of John Thorne. She received her BM in Flute Performance from the New England Conservatory of Music, where she studied with Elizabeth Rowe, Cynthia Meyers, and Fenwick Smith. This past summer, Jilene performed with the Buffalo Philharmonic Orchestra, and is currently a semi-finalist for the New World Symphony. Also an avid piccolo player, she was a winner of the National Flute Association’s Piccolo Masterclass Competition in 2011. Also performing will be pianist Allison Wang. Allison was the Jerome & Elaine Nevenberg Foundation Scholarship winner from the Musicians Club of Women. This program is funded by the Levy Senior Center Foundation. News Built Environment WHAT TO KNOW WHEN IT SNOWS: PARKING From December 1 through March 31, the City may enforce temporary parking restrictions in the form of a Snow Route Parking Ban and/or a Snow Emergency. The declaration of parking restrictions depends on the amount of snowfall, road conditions, timing and other factors. It is illegal to park on the street during restricted times even if plows have been through, as plowing and salting operations may require return visits by City trucks.

SHOVELING Property owners are responsible for clearing sidewalks adjacent to their property within 24 hours after any snowfall. When shoveling a sidewalk, please clear a path that is at least 36 inches wide to allow everyone, including children, people with disabilities and the elderly, to travel freely using the sidewalks instead of the streets. Property owners are also asked to clear the area surrounding fire hydrants. Keeping fire hydrants visible and accessible from the street can save precious time in an emergency. Landlords are responsible for keeping sidewalks, hydrants, parking lots and all common areas, including open stairwells, free from all hazardous conditions at all times. 824 Noyes St. Rendering

PLANNED DEVELOPMENT UPDATE The proposed development at 824-828 Noyes Street, the site of the former Noyes Street Café, was approved at the September 26, 2016 City Council meeting. The development consists of ground floor commercial space and three additional floors for apartments. A total of 44 units with a mix of studio, 1-bedroom, 2-bedroom and 3-bedroom apartments will be provided with 35 parking spaces on the ground floor behind the commercial space. This project is scheduled to start construction in 2017.

NORTH DOWNTOWN PLANNING STUDY City Council has directed staff to amend the 2009 Downtown Plan to create five new subareas within a planning area north of Downtown. In February, the City of Evanston began the process to create a plan for this area north of downtown. Two community meetings were convened to gather feedback for the planning boundary and discuss development scale, types of uses and building materials/design preferences for new development within the boundary area. Protect everyone in your home. Don't Let Your World Go Up in Smoke. Your risk of injury in a home fire changes with age. If you have young children or older adults living in your home, they may need your help to stay safe. Follow these tips to protect your home and your loved ones.

Smoke Alarms Smoke alarms give you early warning of a fire. Every home needs working smoke alarms. Make sure your home is protected. Install smoke alarms on every level. Install smoke alarms inside and outside of all sleeping areas. Everyone must be able to hear the smoke alarm. Special alarms that shake or vibrate are available for those who can’t.

WINTER CYCLING Colder temperatures do not have to keep cyclists off the roads. With proper planning, cyclists can enjoy year-round riding. • Layers: dressing in layers, with thin sweat-wicking layers close to the skin, warm and loose fabrics in the middle, and water/wind resistant fabrics on the outer layers • Extremities: warm boots and non-cotton socks along with well-insulated gloves are necessities • Face: balaclavas are a streamlined option for covering your face • Lights: Illinois law requires that every bicycle when in use at nighttime be equipped with a front lamp capable of emitting a white light visible from a distance of at least 500 feet, and a red reflector on the rear visible from 100 to 600 feet. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to a red reflector • Reflectors: In addition to lights, reflective tape can be added to your bike to help its visibility from all angles. Reflective vests are also a great option for additional visibility Divvy bikes provide a great option for cyclists who wish to keep their own bikes at home to lessen the impact of snow, ice and salt. GET A FLU SHOT TO STAY HEALTHY THIS WINTER! Flu season is here! The City’s Health & Human Services Department encourages all residents to get a flu shot to help keep the community healthy this winter. A list of locations where flu shots are available can be found online at cityofevanston.org/health/fluclinics, or by calling/texting 847-448-4311. To reduce the spread of influenza and other illnesses this winter, the Health & Human Services Department reminds residents to practice the 3 C’s: • Clean—Properly wash your hands frequently • Cover—Cover your cough and sneeze • Contain—Contain your germs by staying home if you are sick

Push the button on the smoke alarm every month to make sure it is working. Replace smoke alarms that are more than 10 years old.

Young Children Children under four years old are at higher risk of home fire injury and death than older children. Here’s how to make your home safer for them: Keep children at least three feet away from anything that gets hot, including heaters, the stove, and candles. Lock cigarette lighters and matches up high, out of a child’s sight and reach. Plan and practice how to escape a fire.

Older Adults Our risk of being injured in a fire increases with age. Make your home safe for older adults. Know two ways out of each room. Keep these exits clear. Make sure everyone is able to get outside if the smoke alarm sounds. Older adults may need your help escaping. Plan for this. Keep wheelchair, eyeglasses, hearing aids, and a telephone next to the bed. Practice your escape plan with everyone.

Test your alarm regularly. Most children who die in fires live in homes without working smoke alarms. Have working smoke alarms in your home.

Athletics Gymnastics Registering your child for the appropriate class is the first step to ensuring success and fun with gymnastics. Our beginning classes are for children who have never taken a gymnastic class or who have taken a class for less than one year. Certain skills are necessary before taking the Advanced Beginning, Intermediate and Pre-Team classes. If your child has not mastered these skills, he or she will not be able to learn more advanced skills. Your child would then have to switch to a lower level class. Therefore, if your child has taken one year or more of gymnastics lessons and you are unsure if he or she should be in the Advanced Beginning or Intermediate class, please call Chandler-Newberger at 847-448-8252 to discuss which class would be best for your child. Private and group gymnastic lessons are also available for those interested in individualized attention or for those who are aged-out of certain levels. MOM/DAD TOT GYMNASTICS Spend quality time with your child while helping him/her develop motor skills. Roller Skating ROLLER SKATING—ALL AGES Join the fun. Most months, adults skate at Fleetwood-Jourdain Community Center the first Fridays of the month from 8-11:30pm and youth skate from 3-6pm on Sundays. ChandlerNewberger Community Center hosts skating for all ages from 6:30-8:30pm on the third Saturday of the month. Please confirm the schedule at cityofevanston.org/rollerskating. Admission and skate rental is free for Evanston* youth. There is a suggested donation of $3 plus $2 for skate rental for ages 18+. PRIVATE ROLLER SKATING PARTIES Each party includes 2 hours of roller skating and up to 3 hours of room time. You supply the treats and tableware. Your party may begin 30 minutes prior to the “open skate” time to ensure guests receive their skate size. You are welcome to bring your iPod to be played during a private party. Full payment is due within 72 hours after party is booked. Athletics Hockey (All Ages) Evanston Hockey House Program The Evanston Hockey house program serves players from Mites through Bantams who are interested in hockey, and typically want to play on weekends. The Evanston Hockey house program emphasizes skill development and fun. Mites have in-house games and practices while Squirts and above compete against other North Shore programs. Evanston Hockey Travel Program Evanston Hockey administers the travel hockey program based at Robert Crown Center. Teams are offered from Mites through High School. Players have a more intense practice and playing schedule geared toward a higher level of competition. The Evanston Hockey travel program offers more ice time, professional coaching and a higher level of competition. The travel teams compete in the Northern Illinois Hockey League, play games throughout the Chicago area against other travel programs and attend tournaments in nearby states. Did you know? RC EDGE HOCKEY PROGRAM

HOCKEY SKILLS

This hockey curriculum is designed to teach the fundamentals of hockey skating. In 4 badge levels, skaters will learn to maneuver faster and be more agile on the ice. Proper skating techniques are the primary focus and all elements with be taught without a stick or puck. Skaters will learn the necessary fundamentals to be successful in game situations. All students will begin at level I, and transfer up to levels II-IV as they complete their badges. Hockey skates can be rented for $2 per pair. Class meets on the Studio Rink. SPEEDSKATING (ALL AGES) The Evanston Speed skating Club provides coaching and direction to youth (age 3+) and adults interested in improving their speed skating skills and/or wanting to compete in the sport. Through the club, competition for all ages and levels is available throughout the season at local skating facilities. Club members are part of the Amateur Skating Association of Illinois. Public Skating and Rink Rentals Come to Robert Crown Community Center, 1701 Main St., kick off your shoes and put on your skates for indoor ice-skating. It’s best to call 847-448-8258 in advance to confirm the schedule.

Upgrade your private rink rental by adding a room on the community side of the building. We have 2 multi-purpose rooms available which can be reserved during your ice time free of charge, as long as you rent the space for at least 1 hour after your ice time. It’s a great way to get the party set up and a space for belongings, or a break time, without having to be charged extra. Rates: AB Room: $75 per hour Room D: $60 per hour

SKATE RENTAL You can rent skates for $3 per public skating session. Figure skates and hockey skates are available in sizes child 7 through adult 13.

SKATE MORE AND SAVE A full-year pass for $90 is valid for public skating sessions. It does not include special public skating events.

HUNGRY AFTER SKATING? Robert Crown Community Center features Evanston Ice Co. Concessions available for food purchase before and after public skate, as well as vending machines for snacks.

SKATING PARTIES DURING PUBLIC SKATE SESSIONS Host an indoor skating party for only $125 at Robert Crown Ice Complex. The Skating party package for up to 20 people includes: ice time during any public skate session, skate rental and tables in the East Lobby. Additional skating tickets may be purchased for $5 each up to a maximum of 30 total for the party. Advanced reservations are recommended and a 50% deposit is required at time of booking to hold your spot. Remaining balance is due the day of your reservation. Knowing each child learns at their own pace and a set week for testing might be different for each child, Robert Crown Skating Program has moved to a more progressive structure. Each child’s progress will be monitored weekly. The instructor will be available to perform an evaluation the week after the child shows they are ready. The skater will move to the next level in sequence the following week after passing the evaluation. Badges are available for purchase at the front desk for a $2 fee.

Which class is right for me or my child? Parent/Tot Intro to Skating Parents who wish to skate with their young children should sign up for the Parent/Tot Playtime. Parents with older children may sign up for a class on Saturdays at Noon, so both of you can skate at the same time. Snowplow Sam Snowplow Sam is for ages 4-5. The Snowplow Sam levels are designed to help the preschoolage skater develop preliminary coordination and strength to maneuver on the ice. Basic Skills The “Basic Skills” are the fundamentals of the sport. These eight levels of the program introduce the fundamental moves: forward skating, backward skating, stops, edges, crossovers, turns and Mohawks. Upon completion of the Basic 1-8 levels, skaters will have a basic knowledge of the sport, enabling them to advance to more specialized areas of skating.

HOME BREWING Join the home brewing craze. You can learn tips and techniques to doing your own home brew. In partnership with Evanston Home Brew Club we will lead you on a step by step journey through home brewing. There will be members of the club available to talk about the science behind the process that changes simple grains and hops into a tasty beverage. We’ll be on hand to answer all your questions around home brewing. We will be doing an extract brew with some steeping grains, to give you a good feel for the entire process. In this interactive session, you will be able to participate in brewing a 5-gallon batch from making the wort, hop additions, boiling, chilling and pitching yeast. We will plan for a 10-14 day primary fermentation, with a bottling session (if you’re available) in a session 2-3 weeks from the initial brew day. Rentals COMMUNITY GARDENS The Evanston Community Garden Recreation Program rents garden plots from mid-March through mid-November to Evanston residents; garden plots are not available for non-residents. There are four community garden sites: James Park Gardens on Oakton St.; Twiggs Gardens on Simpson St.; McCormick Gardens on McCormick Blvd.; and Lighthouse Gardens on Sheridan Road. Each site has water, wheelbarrows and wood chips available. Full plots are approximately 400 sq. feet ($85) and half-plots are about 200 sq. feet ($42.50). James Park Gardens and Twiggs Gardens also have raised beds. Plots not rented by returning gardeners are available to individuals in the spring. Leisure & Enrichment Robert Crown Preschool General Information Robert Crown Center’s preschool and after-school programs are licensed by the Illinois Department of Child and Family Services (DCFS). The Creative Play Preschool at the Robert Crown Community Center has served families of Evanston and nearby communities since 1988. The benefits of having a preschool in a community center setting include being able to have access to the many offerings here at the Robert Crown Center. Students play in our large gym, grassy fields surrounding the facility, access to our ice rink and various outdoor play areas in the neighborhood. We also offer three nutritious meals a day including a hot lunch for full day programs. Families may choose from our various programs to best need their needs which include the Take Two program for 2-3 year olds, the Creative Play program for 3-5 year olds, and our dual enrollment program, which serves children enrolled in District 65 half day programs.

TAKE TWO Our Take Two program is a great first independent experience for any child! Take Two is designed to provide children with a warm, nurturing environment for children 2-3 years old. Our staff members introduce preschool concepts in a caring, cozy environment, supporting a gentile transition from home to school with emphasis on the active development of children’s social, emotional, and cognitive skills. The teachers focus on preschool readiness preparedness such as taking turns, following simple directions, listening, and sharing. Out little ones benefit from individual instruction during center time and an interactive circle time, followed by art, music, and movement, story time, outdoor play and gym games. Potty Training is not required for this program.

CREATIVE PLAY PRESCHOOL This program, defined as “innovative play with a purpose” many years ago, has become the standard for the community center based early childhood program. Our multi-age classroom offers children the opportunity to participate in a variety of age appropriate activities as they develop socially, emotionally, and cognitively through PLAY. Classroom activities are planned to meet the needs of each child, and are focused on the development of each students problem solving skills, peer relationships, and making real life connections through math, literacy, and science activities. Music and movement are a part of every day, as well as various arts and crafts activities. Potty Training is required for this program.

DUAL ENROLLMENT Our Dual Enrollment Program is a unique program designed for those enrolled in District 65 half-day programs. This program is a elective collaborative effort, in which children are greeted and supervised during bus drop off and pick up and escorted to their prospective recreation programs. Our goal is to provide a full day of quality child care and enrichment for children attending Evanston head Start, Preschool for All, and SPAAC programs. We provide outdoor and gym play, as well as introductory figure skating instruction as part of the program. A calendar of service days will be provided at enrollment.

PLAY SCHOOL FOR AGES 3-5 This unique preschool program for children ages 3-5 years will benefit your entire family Our program gives you those few extra hours a week you need to run errands, schedule appointments or even have some “me” time! Families whose children attend traditional preschool programs can sign up for classes to supplement your current preschool experience. Children who are new to preschool can ease into a structured program by attending only one or two classes a week. Our intent is to allow parents to give their child an a la carte preschool experience that helps your family! The Chandler-Newberger Play School program is designed to offer a warm and supportive atmosphere where your child will be free to learn and grow. The program’s objective is for children to enjoy themselves and gain a sense of confidence and self-esteem, while being allowed to freely express themselves through a variety of mediums. Robert Crown Center’s after-school program is licensed by the Illinois Department of Child and Family Services (DCFS). The most important part of the day is “Homework Help,” which provides individualized enrichment and assistance. You can relax with your guests when your party is held at one of Evanston’s community centers. The Levy Senior Center has several rooms available, from the cozy Elm Room to the 300-person capacity Maple Room. The lovely garden courtyard is available, and the kitchen is designed specifically for catered events. Robert Crown Community Center has several rooms ranging from 25 to 120 people capacity. All rentals include 30 minutes before and after for setup and take down as well as tables and chairs. Fleetwood-Jourdain Community Center has rooms for rent and kitchens. The Noyes Cultural Arts Center offers its community room and gallery halls on the first and second floor for fundraisers, receptions, parties, lecture events and more. ICE-SKATING IN THE PARKS Ice-skating rinks are located at; Arrington Lakefront Lagoon in Dawes Park, Sheridan Rd. at Church St.; Baker Park, Forest Ave. at Keeney St.; and Ackerman Park, Central St. at McDaniel. Please be aware that there are no attendants on duty to supervise rinks and shelter houses will not be open. When will ice be ready for skating? Crews will begin flooding rinks when the forecast is for consistent low temperatures, but no earlier than in mid-December. When the ice is thick enough for skating, OPEN signs will be posted at the rink. Until signs are posted, we ask that you DO NOT skate, especially at Ackerman and Baker Parks, where “NiceRinks” will be placed. Skating on thin ice may cause you to break through and cut the plastic liner with your skate blade. A cut liner will leak water. Traditionally, the latest skating takes place is in mid-February. Please register at least a week in advance. Classes which don’t reach a minimum enrollment level are canceled.

Fee assistance is awarded to qualified Evanston residents on a sliding scale according to the number of family members in relation to total family income. Fee assistance is not available for special events or trips. Information regarding the fee assistance application process and the documents needed to verify family income and residency may be obtained at any Evanston Recreation Division community center, the Evanston Ecology Center or the Lorraine H. Morton Civic Center. Facility addresses are listed on page 3. Forms may be downloaded at cityofevanston. org/recreationfeeassistance.

Who is a Resident? To receive the Evanston resident rate for a Parks, Recreation and Community Services Department program, you must live in ZIP code 60201 or 60202.

Class Cancellations In case of class changes or program cancellation, we’ll notify you in advance by telephone or postcard. Generally, refunds are issued within two weeks. If circumstances arise causing us to cancel a class session, every effort will be made to schedule a makeup class.

Payment Deadline Payment in full is required at registration (except for summer camps, which allow a $50 deposit per child per camp #/session to hold a space until the balance due deadline). You (or your child) will be admitted to a class or program after full payment is made. If your family has been approved for fee assistance, your portion of the fee must be paid in full before you (or your child) will be registered in the class.

Insurance The City of Evanston does not carry hospitalization insurance for program participants. Contact your health care provider for details regarding your individual plan.

Refund Policy Unless the program is canceled by the City, a $5 service fee will be charged for refunds. For classes already in session, refunds will be prorated and issued in the following situations: 1. Written proof of illness or medical problem for the participant or immediate family member prior to or during the program or activity. 2. Written proof that the participant has moved or will move out of the service boundaries of the City of Evanston prior to or during the program or activity. 3. Unusual circumstances which fall into the category of “hardship.” No refunds on Daily, Seasonal or Yearly Activity Passes/Programs These include beach tokens, ice-skating passes, extended care coupons, fitness passes, season launch permits, leagues, dog beach passes and the like.

Child Supervision/Pick-up Policies Parents/guardians are responsible for picking up children promptly at the time the program is scheduled to end. Instructors often have other programs to teach and can’t supervise children for an extended period after the program. Parents or guardians who pick up a child more than five minutes late from a program are assessed a late fee of $10 per child per 15-minute time period. For instance, if the program ends at 4pm and you arrive between 4:06 and 4:21, the late fee is $10. If you call and advise staff that you are running late, we’ll allow a 10-minute grace period, followed by the $10 per 15-minute late fee.

Rentals The City of Evanston rents rooms for meetings or parties (some with kitchen facilities), gymnasiums, auditoriums, ice rinks and the “lagoon” building, Sheridan Rd. at Church St. For info., call 311 (847-448-4311).

Photographs and Videotaping Program participants may be photographed or videotaped. These images may appear in future promotional materials. If you do not want to be included, please tell the photographer. If you don’t want your child photographed, please call 847-448-8041.
