December 31 First Night Evanston Back by popular demand, First Night Evanston is relaunching this New Year’s Eve festival! First Night Evanston features live music, dance and entertainment. This community favorite returns from a seven-year hiatus to close out the City of Evanston’s 150th anniversary year. Families, teens, grandparents and children will find something to love among the 30 musical and theatrical performances including dance bands, bluegrass, harmonica, folk music, a poetry slam and a flea circus for children. Programming for children will start in the early afternoon at the main Evanston Public Library with Cowgirl College, Storybook Mom, Joel Frankel, Showtime Tony the Balloon man and a flea circus. Even a chilly New Year’s Eve will enliven the evening, as participants will enjoy just a short walk between the seven indoor venues around Raymond Park, at Chicago Avenue between Grove and Lake Streets. Outdoors, there will be ice sculptures, food trucks, a laser light show and a midnight chorus of bell choirs to ring in the New Year. News In Honor of Evanston’s 150th Anniversary: Recognition of Evanston’s City Council Members The sesquicentennial of Evanston’s founding has been celebrated throughout the year with a variety of community-wide events and initiatives. A special celebration honoring all current and former Evanston City Council members will be held on December 9, 2013 at 6pm in advance of the City Council meeting. Evanston residents are invited to join neighbors and friends as the City recognizes the important and lasting contributions our Mayors and Aldermen have made to the City of Evanston. The celebration will be held at the Lorraine H. Morton Civic Center, 2100 Ridge Ave.

100 Years of Safe Water Water filtration in the City of Evanston will mark its 100th anniversary in 2014. While the City built its first pumping station and began distributing water in 1874, treatment in the form of removing harmful particles using a sand filter did not begin until 1914. Although they have been upgraded with new filter media and under drain systems, the City is still using the same filters today to provide safe, reliable, high-quality drinking water to the 360,000 residents of Evanston, Skokie, Arlington Heights, Buffalo Grove, Palatine and Wheeling.

Water plant mechanics and field crews are on call 24/7 to respond to any emergencies, either at the treatment plant or out in the distribution system. Other City staff provide support in regulatory compliance, customer service and capital improvements. And our award-winning laboratory works with treatment plant and field staff to provide constant testing of the treatment process and to verify that all improvements and connections to the water distribution system are safe and clean before they are put into service. Seasonal Flu: What You Should Know for the 2013-2014 Influenza Season Flu seasons are unpredictable in a number of ways. Although epidemics of flu happen every year, the timing, severity, and length of the season varies from one year to the next. Locally, we expect the flu season to peak in January or February, but flu activity can begin as early as October and continue as late as May. The single best way to prevent the flu is to get a flu vaccine each season. There are two types of flu vaccines; “flu shots” which are inactivated vaccines (containing killed virus) that are given with a needle and the nasal-spray flu vaccine, which is made with live, weakened flu viruses. Flu vaccines help your body to develop antibodies that protect against influenza virus infection. Flu vaccines will not protect against flu-like illnesses caused by non-influenza viruses. Flu vaccination clinics have begun in Evanston and it is recommended that everyone 6 months of age and older get their yearly flu vaccine. This season’s flu vaccine will protect against the three influenza viruses that research indicates will be most common during the season and includes an influenza A (H1N1) virus, an influenza A (H3N2) virus, and an influenza B virus.

Part of Evanston’s early growth was based on a plentiful supply of water distributed to homes and businesses throughout the City. Prior to 1914, residents occasionally would fill their bathtubs and have muddy water come out. Even on days with clear water, grains of sand might settle to the bottom of the cooking pot. Yet Evanstonians were among the lucky ones – they had water piped directly to their houses, and it was readily available to fight fires (a significant threat to any urban area in 1900). Even today, providing high-quality drinking water is far from effortless. Experienced operators licensed by the State of Illinois monitor the treatment and distribution process around the clock.

Certain people are at greater risk for serious complications if they get the flu. This includes older people, young children, pregnant women and people with certain health conditions (such as asthma, diabetes, or heart disease), and persons who live in facilities like nursing homes. Protect yourself and our community by getting your seasonal flu vaccine. Beat the Winter Blues Don’t brush off that yearly feeling as simply a case of the “winter blues” or a seasonal funk that you have to tough out on your own. Seasonal affective disorder (SAD), also known as winter depression or winter blues is a recognized type of depression with a seasonal pattern that occurs at a specific time of the year and fully remits otherwise. Symptoms of SAD may consist of


difficulty waking up in the morning, morning sickness, tendency to oversleep and over eat, which leads to feelings of depression. Take steps to keep your mood and motivation steady throughout the year. For treatment of SAD you should consult your primary care doctor. Those facing mild symptoms of winter blues can take these simple steps to keep your spirits high: exercise, eat a healthy diet, get some sun, avoid binge drinking, stay active, and be social! It’s Winter Now, But Spring Is Just Around the Corner… And with spring, comes lawn irrigation. Before you put your lawn irrigation system into service, know the code! The Illinois Department of Public Health and the Illinois Environmental Protection Agency require that any lawn sprinkler system connected to a potable water supply shall be equipped with a reduced pressure principle backflow preventer assembly (RPZ). This device must be certified annually before putting your sprinkler system into service in the spring. Remember – these devices are critical in protecting the City’s water supply from herbicides, fertilizers, bacteria, and anything else that might be present on your lawn. But be aware – the first place the contamination will show up is in your home’s drinking water supply. Protect your family and make sure your system operates properly by getting your device tested BEFORE you begin watering! City Code requires the certification must be performed by a City of Evanston licensed C3 Plumbing Contractor between January 1 and May 15. Christmas Tree Pick-ups Christmas tree pick-ups will start the week of December 30 and will occur on the same day as normal refuse and recycling pick-up. Pick-ups will continue for 5 weeks, with the final pick-ups taking place the week of January 27. As in previous years, the trees must be placed on the parkways adjacent to the street (not in alleys) and all decorations must be removed.

Firewood Sale Under Way The City of Evanston’s annual firewood sale started Saturday, November 9, 2013 at 2310 Oakton St. (between the Recycling Center and the Animal Shelter). Hours are 8:00 a.m. to 1:00pm on Saturdays through the end of February 2014, or until supplies are exhausted.

Prices are: (4'x4'x1.5') x 2: $150 4'x4'x1.5': $80 2'x4'x1.5': $50 1'x4'x1.5': $30 Payment by personal check is preferred. Payment also can be made with cash; exact change is appreciated. Credit cards are not accepted. Employees will be available to assist with loading firewood into your vehicle, but the city cannot deliver firewood. For more information, please call 3-1-1. Do you need woodchips for your fall clean-up? Free woodchips are available at the base of the hill in adjacent James Park, accessible by the drive at 300 Dodge Avenue (at Mulford). Residents are welcome to take as much of the woodchips as they like.

What Residents Need to Know When it Snows

Curbs, driveways & alleys

The City of Evanston snow regulations are in effect from December 1, 2013 through March 31, 2014.

Mounds of snow left along the curb by city plows are unavoidable. Please understand that work crews cannot stop to clear driveways as this occurs. Though the city does not plow alleys, the city continues to remove garbage and recycling. Please clear snow to allow access to your containers so crews can empty them. To have an alley plowed, ask neighbors about sharing the cost of one of the many private plowing companies.

Snow Route Parking Ban after an accumulation of two inches of snow Main thoroughfares in Evanston are designated as Snow Routes and are cleared first. Permanent red, white and blue signs are posted to indicate that parking is illegal on these streets between 11pm and 6am after the accumulation of at least two inches of snow. The city’s emergency sirens will sound at 8:15pm on nights when snow route parking bans are in effect. Keep in mind that snow plows may need to make multiple passes, therefore continue to abide by the signs. Violating the snow route parking ban can result in a fine plus towing and storage charges. Snow route parking bans can be in effect for one night or more, depending on the snowfall and clean-up operations. If you move your car to a nearby side street, be sure to follow the snow clearing regulations for that side street.

Sidewalks & parking lots Homeowners & businesses are responsible for clearing sidewalks adjacent to their property within 24 hours after ANY snowfall. If snow is packed and difficult to remove, please use salt or sand to make sidewalks passable. Landlords are responsible for keeping sidewalks, parking lots and all common areas, including open stairwells, free from all hazardous conditions at all times. Sidewalks should be completely cleared to allow everyone, including people with disabilities and the elderly, to travel freely using the sidewalks instead of the street. Removal of snow and ice from the sidewalks, curb cuts and parking lots can help to prevent needless accidents and injuries. Also be aware of elderly or disabled neighbors that cannot shovel their own walks and offer to help.

Snow Emergency, side streets after an accumulation of four inches of snow Snow emergencies apply to streets with parking on both sides which are not posted as Snow Routes and are plowed over a two-day period; however, Snow Emergencies may be extended if conditions require it. DO NOT PARK ON: the even numbered side of the street on even days; or odd numbered side of the street on odd days from 8am to 6pm on most residential streets. The city’s emergency sirens will sound at 7:15am and 12:15pm. on Snow Emergency days. Cars parked illegally are subject to ticketing and towing. If towed, your car will be returned to the vicinity from which it was towed. Residential snow removal operations are conducted in accordance with the date even if a snow emergency is not in effect. Please help us by moving your car accordingly.

2014 Evanston Vehicle Registration Goes Stickerless December 16 Purchase Deadline All vehicles registered through the Illinois Secretary of State to an Evanston address are required to pay an annual wheel tax. Traditionally, residents who paid the tax were provided a city vehicle sticker to affix to the vehicle’s windshield to serve as a receipt. However, the City of Evanston’s vehicle registration system is going “stickerless” starting this fall. Compliance will be checked by the License Plate Recognition (LPR) technology, which stores the license plates of all vehicles registered to an Evanston address. Preprinted renewal notices with an online renewal ID and


instructions were mailed to residents in late October. City of Evanston wheel tax and residential parking permits for the 2014 year are being sold now. Residents are highly encouraged to submit the wheel tax payment early either online or by mail. The deadline to pay the wheel tax and purchase parking permits is December 16, 2013. Residents who wish to pay in person but did not receive a preprinted notice or the information was not current/correct on the notice may pick up an application in the Revenue Office at the Lorraine H. Morton Civic Center, 2100 Ridge Avenue. The application also is available online at cityofevanston.org/sticker with instructions regarding documentation that will be required for verification and processing. In-person payments of the wheel tax may be made at the Levy and Fleetwood-Jourdain Centers, Evanston-based currency exchanges and the Morton Civic Center’s Revenue Office. The Levy Center is located at 300 Dodge Avenue. Office hours are Monday through Friday, 8:30am to 5:00pm Fleetwood-Jourdain Center is located at 1655 Foster Street. Office hours are Monday through Friday, 9:00am to 7:00pm The Morton Civic Center’s Revenue Office will be open for extended hours as follows: Mondays and Wednesdays, 7am to 7pm, November 4-25 and December 2 and 9; and Saturdays, 9am to 1pm, November 16 and December 7. The cost for a regular passenger car vehicle sticker is $75. A penalty of 50% of the fee may be added to all applications received or postmarked after December 16, 2013 (a passenger car vehicle sticker will cost $113 rather than $75). For rates on other vehicle types, call 3-1-1 or go online to cityofevanston.org/sticker.

Discounts for Seniors - Evanston Benefit Card Residents fulfilling eligibility requirements may receive a 50% discount on one vehicle sticker per household by obtaining an Evanston Benefit Card. Residents who do not have a current Evanston Benefit Card may apply for one at the Levy Senior Center, 300 Dodge Avenue. Disabled Veteran and Active-Duty Military Personnel In 2013, Evanston’s City Council amended the City Code so any disabled veteran or an active-duty service member of the U.S. Armed Forces who makes application for a wheel tax license for a motor vehicle that he/she owns shall not be required to pay the usual fee for one such wheel tax license.

Please note that if your vehicle is registered to an Evanston address, through the Illinois Secretary of State, you are required to pay an annual wheel tax regardless of where you park the vehicle. How to Purchase Residential Parking Permits There are over 25 different Residential Parking Districts established in areas where there is high demand for on-street parking. For a fee, residents are able to purchase a permit that exempts them from the residential restrictions in their neighborhood. Preprinted renewal notices with an online renewal ID are being mailed to previous holders of a combo city vehicle sticker/residential permit. Purchase options are online, by mail and in-person only at the Morton Civic Center. It is important that the information provided by residents is current and accurate. If a resident has a change in address and/or vehicle information, the application must be mailed or presented in person at the Morton Civic Center with a copy of the updated registration information along with proof of current address. New applications for the wheel tax/residential permit combo are available online through the City’s web page at cityofevanston. org/sticker. There will instructions regarding the documentation that must be attached for verification and processing.

Gymnastics General Info Registering your child for the appropriate class is the fist step to ensuring success and fun with gymnastics. Our beginning classes are for children who have never taken a gymnastic class or who have taken a class for less than one year. Certain skills are necessary before taking the Advanced Beginning and Intermediate classes. If your child has not mastered these skills, he or she will not be able to learn more advanced skills. Your child would then have to switch to a lower level class. Therefore, if your child has taken one year or more of gymnastics lessons and you are unsure if he or she should be in the Advanced Beginning or Intermediate class, please register for one of the evaluation sessions listed below.

Fencing En garde! Are you looking for a new and exciting activity? Diana Unger will teach you the basics of fencing! Fencing requires patience, concentration, discipline, and self-awareness. Half-court games are played in the beginning league to allow players the opportunity to get used to game play and referee calls. Cats Basketball (Grades 2-3) New! Our Cats Basketball Program teaches players the fundamentals of the game of basketball. Dribbling, passing, shooting and defense will be covered as well as the rules of the game. The ChandlerNewberger League will work with players to put their skills and knowledge into play, while the Fleetwood-Jourdain Clinic will reinforce the basic fundamentals that are the building blocks to a successful basketball career. Sportsmanship and teamwork is also emphasized! Score is kept in the Cats league using a unique scoring system that reinforces to the players there are important fundamentals to the game other than just scoring points. For the first two weeks of the Chandler League, players will work on learning the basic rules of the game and practicing the fundamentals they are learning in the Cats Clinic at FleetwoodJourdain. Bulls Basketball (Grades 4-6) New! The Bulls Basketball program is designed to begin preparing your player for Evanston feeder programs and high school play. The program continues to focus on skill building and perfecting basketball fundamentals, but adds conditioning, strength training and concepts of the game such as: defenses, plays and positioning. Using the rules of the school-based 4th and 5th grade league that runs in the winter, the Chandler-Newberger Bulls League will give players the opportunity to play full-court with substitutes. Our coaches/referees will tighten up on their calls, allowing players the opportunity to sharpen their game. The Fleetwood-Jourdain Bulls Clinic will reinforce the concepts and skills and drills, while adding the component of strength training and conditioning required for play at higher levels. Bulls After-school Basketball League Players in the Bulls League will focus on developing their basketball skills through full-court game play. Combining skills and drills with game play, players will focus on the concepts of basketball such as man-to-man or zone defense, inbounding plays, lining up for free throws and more. Each week, players are divided up into different teams. This allows them to learn to work with different teammates, fosters communication on the court, and challenges everyone to step into the leadership role. Bulls Basketball Clinic The Bulls Clinic challenges players to sharpen the fundamentals of basketball that will make them successful on the court, while adding a component of conditioning and strength training necessary for that success. Do you want to improve your volleyball skills, while also playing matches? Are you interested in playing volleyball without the travel? If so, our volleyball league is a great fit for you! The first three weeks, all players receive instruction and coaching on the fundamentals, including passing, setting, spiking, overhand serving, and team positioning. The remaining four weeks, players are split into teams and play matches. The league is limited to 32 players to ensure everyone gets the opportunity to succeed. Following the NFL strike, sports fan realize the importance of correct calls by officials. High school boys and girls who are of legal working age will be taught the rules and regulations of basketball by an IHSA-certified official. Adult Broomball League

Roller skating for all ages is offered year-round. Some sessions are reserved for specific age groups, while other sessions are open to all family members. Skating is held at Fleetwood-Jourdain Community Center and Chandler-Newberger Community Center. Monthly schedules are posted at cityofevanston.org/rollerskating.

Broomball is Booming!

Admission is free for Evanston* youth. There is a suggested donation of $2 for ages 18+. Participants are allowed to bring their own helmets and pads and own roller skates (if compatible with the floor surface). Admission fees include skate rental, if needed. * Note: youth who reside in ZIP code 60203 are considered Evanston residents for this program. Adults must reside in ZIP codes 60201 and 60202. Roller Skating Parties Private Skate Party Each party includes 2 hours of skating and up to 3 hours of room time. Fee: $315 Evanston res. only; max. 45 pairs of skates Roller skating birthday parties for children 14 years old and younger are being offered at Fleetwood-Jourdain Community Center and Chandler-Newberger Community Center. Participants are allowed to bring their own helmets and pads and own roller skates (if compatible with the floor surface). A birthday party rental includes three hours in a party room; two hours of roller skating to music in the gymnasium; the set-up of table and chairs in the party room; and clean-up. You supply the treats and tableware. Your party may begin 30 minutes prior to the “open skate” time to ensure guests receive their skate size. Speedskating — All Ages Evanston Speedskating Club The Evanston Speedskating Club provides coaching and direction to youth (age 3+) and adults interested in improving their speedskating skills and/or wanting to compete in the sport. Through the Club, competition for all ages and levels is available throughout the season at local skating facilities. Club members are part of the Amateur Skating Association of Illinois. The club meets from 6:15-7:15pm on Tuesdays, and 6:00-7:00pm on Thursdays, through March 13 at the Robert Crown Ice Complex. The drop-in fee is $15. Hockey — All Ages House League Program The Mite program is administered as an in-house program emphasizing skill development and fun. Squirts and above compete against other North Shore rinks. The regular season began with fall registration and was followed by team selection and practices, which run through February. Martial Arts Taekwon-Do For over 25 years, Grandmaster Connelly and his community have provided a safe, welcoming environment for both beginning and advanced martial arts students. Every class is guided by the traditional Taekwon-do values of mutual respect, responsibility and doing ones best, as students support each other in training and learning. Young people at all skill levels are engaged both physically and mentally, achieving success through sustained effort and learning leadership skills. Biker Buddies and “Walk with Me” Fitness Programs You’re invited to engage in active physical activity while you participate in one or both fun competitions. For a fee, participants will receive a one-year Fleetwood-Jourdain Center Fitness Room membership. Then, you’ll come to the Center to use one of the exercise bicycles and record your distance “traveled,” or walk on a treadmill and record your steps. The participant who goes the farthest in each competition will receive a reward. If you don’t come in first place, you’ll still be a winner, because you will have improved your fitness level! Birthday Parties with Ecology Themes-New themes! The Evanston Ecology Center, offers a 90-minute to 2-hour party program for ages 4 and older (15-child maximum). A staff member leads nature-oriented games and hands-on activities for 45 minutes, then the room is open for treats and activities of your own. You supply decorations and treats. Topics include: Animal Party, Birds of a Feather, Bugs, Rocks, Fossils and Dinosaur Bones, Reptile romp, Turtle Shellebration, and Ssssnakes. Snowshoe Rentals New! Snowshoeing has been around for thousands of years and now it is considered one of the fastest growing winter activities or sport! Snowshoeing is a great recreational, leisure and fun activity for the winter months. Come try out snowshoeing by renting a pair and exploring the Ladd Arboretum, or take them to a different park to explore the great outdoors! Stop in to the Ecology Center and staff will help you with the basics of snowshoeing. Fleetwood-Jourdain Center’s School Holiday Program This program provides supervised care for youths in grades K-8 on most School District #65 holidays. It includes a full day of activities, three hours of extended care if needed (7-9am and 5-6pm), an afternoon snack and craft supplies. The benefits of having a preschool in a community center-setting include being able to have students play in the large gym, the grassy fields surrounding the facility, and at a variety of outdoor play areas in the neighborhood. We offer early childhood education for children age two to five years. Families may choose pre-kindergarten enrichment, cozy toddler “play with purpose” or classic multi-age classes with creative and unique curriculum tailored to the interests of each student. Tempo Time Special Recreation’s music and movement program focuses on “aut-erobics.” This sensory integration program uses music and movement to connect the right and left sides of the

Outdoor Sports and Skating Parites

Outdoor Sports Ice-skating in the Parks Ice-skating rinks are located at Ackerman Park, Central St. at McDaniel; the lagoon at Dawes Park, Sheridan Rd. at Church St.; and Baker Park, Forest Ave. at Keeney St. Please be aware that there are no attendants on duty to supervise rinks and shelter houses will not be open. When will ice be ready for skating? Crews will begin flooding rinks when the forecast is for consistent low temperatures, but no earlier than in mid-December. When the ice is thick enough for skating, OPEN signs will be posted at the rink. Until signs are posted, we ask that you DO NOT skate, especially at Ackerman and Baker Parks, where “NiceRinks” will be placed. Skating on thin ice may cause you to break through and cut the plastic liner with your skate blade. A cut liner will leak water. Traditionally, the latest skating takes place is in mid-February. Ridgeville Park District Ice-skating Ice-skating in the parks is also offered by Ridgeville Park District in Kamen East Park, which is located east of Barton Avenue on South Boulevard. Children’s Parties at the Levy Center A birthday party rental includes 90 minutes of party time (45 minutes of entertainment), set up of table and chairs in the party room and clean up. The Ecology Center rents its beautiful and eco-friendly multi-purpose room for meetings, conferences and retreats for up to 112 people. The Levy Senior Center has several rooms available, from the cozy Elm Room to the 300-person capacity Maple Room. The lovely garden courtyard is available, and the kitchen is designed for catered events. Robert Crown Community Center and Fleetwood-Jourdain Community Center have rooms for rent and kitchens. Pooch Park and Dog Beach

Pooch Park and Dog Beach The Cook County Animal and Rabies Control Ordinance requires written proof on file with the Dog Park/Dog Beach operator of an examination within the past year for any communicable diseases including current vaccinations or titers (antibodies) for Rabies, Distemper, Hepatitis, Parainfluenza, Parvovirus and Bordetella (kennel cough), as well as internal parasites as confirmed by stool sample. The dog must be currently licensed in Evanston or proof is required that the dog is licensed by the local government where the dog’s owner lives. Pooch Park The Skokie Park District and City of Evanston jointly developed this 2.7-acre off-leash fenced dog recreational facility. It is located on the east bank of the North Shore Channel, between Main and Oakton Streets, on the Skokie/Evanston border. There are separate “agility” and puppy/small dog areas. Drinking fountains for both people and dogs are provided. The park is open 5am10pm daily, year-round. Pooch Park fees for Evanston or Skokie residents are $45 for the first dog, then $15 for each additional dog. The nonresident fee is $85 for the first dog and $15 for each additional dog. Local code determines the number of dogs allowed in a household. Before purchasing a membership, your dog(s) must have the appropriate shots and up-to-date paperwork must be turned in at the time of registration. Dog Beach Evanston’s Dog Beach is located north of the Church St. boat launch facility, 1631 Sheridan Rd. Admission is restricted to owners/handlers with a dog beach pass. Passes are $60 per dog owned by an Evanston resident (60201 or 60202) and $120 per dog owned by a nonresident. A pass is valid for the 8-month period of April 1 through Nov. 30. Starting Aug. 1, fees are half-price. In case of class changes or program cancellation, we’ll notify you in advance by telephone or postcard. Generally, refunds are issued within two weeks. If circumstances arise causing us to cancel a class session, every effort will be made to schedule a makeup class.

Payment Deadline

Payment in full is required at registration (except for summer camps, which allow a $50 deposit per child per camp #/session to hold a space until the balance due deadline). You (or your child) will be admitted to a class or program after full payment is made. If your family has been approved for fee assistance, your portion of the fee must be paid in full before you (or your child) will be registered in the class.

Insurance

The City of Evanston does not carry hospitalization insurance for program participants. Contact your health care provider for details regarding your individual plan.

Refund Policy

Unless the program is cancelled by the City, a $5.00 service fee will be charged for refunds. For classes already in session, refunds will be prorated and issued in the following situations: 1. Written proof of illness or medical problem for the participant or immediate family member prior to or during the program or activity. 2. Written proof that the participant has moved or will move out of the service boundaries of the City of Evanston prior to or during the program or activity. 3. Unusual circumstances which fall into the category of “hardship.” No refunds on Daily, Seasonal or Yearly Activity Passes/Programs These include beach tokens, ice-skating passes, extended care coupons, fitness passes, season launch permits, leagues, dog beach passes and the like.

Camp Transfers & Refunds

How to Initiate a Refund

To initiate the refund process, please mail or drop off written notice of your request, along with written proof of illness, moving or hardship (see refund policy), to Lorraine H. Morton Civic Center or the community center where the program is held. Questions? Please call us at 3-1-1 (847-448-4311).

Fee Assistance (Scholarships)

Fee assistance is awarded to qualified Evanston residents on a sliding scale according to the number of family members in relation to total family income. Fee assistance is not available for special events or trips. Information regarding the fee assistance application process and the documents needed to verify family income and residency may be obtained at any Evanston Recreation Division community center, the Evanston Ecology Center or the Lorraine H. Morton Civic Center. Facility addresses are listed on page 3. Forms may be downloaded at cityofevanston. org/recreationfeeassistance.

Child Supervision/Pick-up Policy

Parents/guardians are responsible for picking up children promptly at the time the program is scheduled to end. Instructors often have other programs to teach and can’t supervise children for an extended period after the program. Parents or guardians who pick up a child more than five minutes late from a program are assessed a late fee of $10 per child per 15-minute time period. For instance, if the program ends at 4pm and you arrive between 4:06 and 4:21, the late fee is $10. If you call and advise staff that you are running late, we’ll allow a 10-minute grace period, followed by the $10 per 15-minute late fee.

Rentals

The City of Evanston rents rooms for meetings or parties (some with kitchen facilities), gymnasiums, auditoriums, ice rinks and the “lagoon” building, Sheridan Rd. at Church St. For info., call 3-1-1 (847-448-4311).

Photographs and Videotaping

Program participants may be photographed or videotaped. These images may appear in future promotional materials. If you do not want to be included, please tell the photographer. If you don’t want your child photographed, please call 847-448-8041.

Americans with Disabilities Act

The City of Evanston’s programs, activities and services are subject to all applicable laws regarding non-discrimination, including the Americans With Disabilities Act (ADA). ADA prohibits discrimination on the basis of disability. The City has established a committee to review its programs and policies, and welcomes suggestions from interested individuals. Reasonable accommodations will be made in recreation programs, activities and services to enable participation by an individual with a disability. To aid staff in making accommodations, please contact them no later than two weeks in advance of the program by calling one of the phone numbers listed below, by writing or in person (three weeks’ notice is even more helpful). The timeline for summer camps is no later than 10 days in advance of a program. As a participant (or as a parent of a participant under 18 years of age), I recognize and acknowledge that there are certain risks of physical injury and I agree to assume the full risk of any injuries, including death, damages, or loss which I may sustain as a result of participating in any and all activities associated with the program(s).
