The Assistant Finance Director also provides the City Manager’s Office and City Council with a monthly summary budget report.

General Government Functions Tax Rates: All eligible property within the City is subject to assessment, levy, and collection by the City of a continuing, direct ad valorem tax sufficient to provide for the payment of principal and interest on outstanding bonds within the limits prescribed by law, and the payment of operation and maintenance costs as approved by the City Council. The City’s tax rate history as adopted by the City Council is shown below:

Certificate of Achievement for Excellence in Financial Reporting The Government Finance Officers Association of the United States and Canada (“GFOA”) awarded Certificate of Achievement for Excellence in Financial Reporting to the City of Forney for its comprehensive annual financial report for the fiscal year ended September 30, 2020. In order to be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized comprehensive annual financial report. This report must satisfy both generally accepted accounting principles and applicable legal requirements.

A Certificate of Achievement is valid for a period of one year only. We believe that our current comprehensive annual financial report continues to meet the Certificate of Achievement Program’s requirements and we are submitting it the GFOA to determine eligibility of another certificate.

Certificate of Recognition for Budget Preparation The Government Finance Officers Association of the United States and Canada (“GFOA”) presented a Distinguished Budget Presentation Award to the City of Forney for its annual budget for the Fiscal Year beginning October 1, 2020. In order to receive this award, a government unit must publish a budget document that meets program criteria as a policy document, as an operations guide, as a financial plan, and as a communications device.
