Mayor Georgia Lord
My husband, retired U.S. Air Force Colonel Ronald Lord, traveled around the world on various assignments for almost 30 years, and I was alongside him more often than not. We frequently discuss our memories from each station we lived at, and both he and I never would have predicted our lives would cross paths with individuals that I coincidentally interact with today as mayor.
This past June was no different. A special family friend made his way back to the West Valley to accept the responsibilities of Luke Air Force Base. Brigadier General Todd D. Canterbury took command of the 56th Fighter Wing to carry out the mission to build the future of airpower, and to lead the Air Force in developing and training fighter pilots.
Brig. Gen. Canterbury is very familiar with the base and his new role – not only because of his Arizona roots and military background, but because his father, retired Major General Henry D. Canterbury, also served as commander at Luke Air Force Base.
The father-son legacy is a first for the base, and I am grateful to have the opportunity to represent Goodyear on the Luke West Valley Council, a regional effort to promote its success, during this historic transition of command. It is because of Major General Canterbury and his wife Lyn that Colonel Lord and I decided to retire in Arizona following a visit to their home. We immediately fell in love with the Valley of the Sun and specifically the city of Goodyear. Our longstanding friendship began while my husband served at the Pentagon at the same time as Major General Canterbury, and we continue to remain friends to this day. As former neighbors, Lyn and I became tennis partners for many years and hosted each other for family nights, where the adolescent Brig. Gen. Canterbury would socialize with my three daughters and son. I am honored to represent a city that is supportive of the Luke Air Force Base mission, and I am eternally thankful for the service of our veterans, the men and women currently dedicating their lives to our country each day, and for those who have made the ultimate sacrifice while in the line of duty. Additionally, the families of our active, retired and fallen military men and women deserve recognition for their commitment to their loved ones and their chosen career – it is a service in itself. I sincerely hope you join us for our Veterans Day Tribute on Nov. 11 at Goodyear Ballpark to show appreciation for our service members and stay to enjoy complimentary barbecue.
Council Corner As the calendar turns to November and we begin gearing up for the holiday season, it is a great time to reflect on all of the changes and economic growth that have occurred this year. The Goodyear Economic Development team works tirelessly to attract new development to our city, and Council Member Brannon Hampton our Development Services and Engineering Departments work to bring the projects to realization as quickly as possible. As a result, Goodyear has seen remarkable growth in 2018! In the commercial sector, the Ball Corporation investment of $240 million is the largest initial capital investment by a company in Goodyear’s history and will create 130 high wage manufacturing jobs. UPS is planning to open its regional logistics center valued at $180 million and will eventually employ 1,500 workers; Chewy just opened a warehouse and distribution center and will create 700 jobs. This development activity shows no signs of slowing, as Andersen Windows just announced plans to build a 546,000 square foot manufacturing plant, with more expected activity to come. Goodyear is one of the fastest growing cities in the nation and continues to attract world class companies, establishing Goodyear as the manufacturing and technology hub of the West Valley.
Although all of this commercial and industrial growth is impressive, I realize that residents are anxious for additional retail and entertainment options. Goodyear is well positioned for progress, and our continued commercial and residential growth offers ideal conditions for future retail development. In 2019, we expect Babbo Italian Eatery, Cheddar’s Scratch Kitchen, EoS Fitness, and Urban Air Adventure Park. In addition, TRU by Hilton and Springhill Suites by Marriott are expected to open new locations in Goodyear, with many more shops and restaurants to follow. Goodyear is an amazing city in which to live and do business, and 2018 has been an amazing year, but I believe this is just the beginning.

The holiday season is fast approaching and the Goodyear Police Department wants the public to be safe and merry during this festive time of year. Here are some tips for personal and property safety.

SHOW SUPPORT FOR LUKE AIR FORCE BASE In January, the Arizona Department of Transportation launched three new specialty license plates to celebrate some of the state’s unique organizations – Luke Air Force Base (AFB), the Arizona Science Center, and the Barrett-Jackson Auto Auction. Specialty plates typically cost $25 annually. Of that, $17 is committed to the supported organization. In the most recent fiscal year, sales of these plates generated more than $10 million for charitable causes statewide. Proceeds from the Luke Air Force Base plate will support Fighter Country Foundation programs and services geared towards morale and well-being, culture, tradition and mission sustainability at the base. Foundation spokesman Ron Sites said, “We are incredibly excited to launch our new specialty plate. These programs support all military members at Luke Air Force Base, to include Air Force Reserve, Navy, Marines and Army Corps of Engineers. We have always used the phrase ‘The Sound of Freedom’ when educating residents what Luke AFB is, and to now actually have that phrase as well as an F-35 on an Arizona license plate is amazing.” For more information, visit ServiceArizona.com

If you spend any time outdoors in Goodyear, you’ve probably seen – and heard – the U.S. Air Force jets flying overhead. Flight operations are typically from 7 a.m. to 11:30 p.m. Monday through Friday, but pilots may fly outside of this window, to include weekends, due to mission requirements. The Air Force reserves the right to maintain operations 24 hours a day, 365 days a year. Luke Air Force Base (AFB) is home to the 56th Fighter Wing – the largest in the country. Both the F-16 and F-35 fighter aircraft fly out of Luke Air Force Base (AFB) - an international training destination near Camelback and Litchfield roads for 90 percent of F-16 pilots. At the time the Air Force began operations at Luke AFB in 1941, the base was surrounded by endless miles of untouched desert. Today, there are entire cities dotting the landscape. Luke AFB officials work closely with communities like the city of Goodyear in the planning stages to make sure developments are compatible with a working military base. The hot weather has finally broken, and the skies over the West Valley are dotted with white clouds – and the roar of a United States Air Force fighter jet. ‘The sound of freedom’ is how many residents describe it, and the personnel at Luke Air Force Base (AFB) know this sentiment is unique to Arizona.

Homecoming Brig. Gen. Todd Canterbury knows a lot about moving every two to three years. His father, Major General Henry D. Canterbury, also served in the United States Air Force. In fact, Maj. Gen. Canterbury was commander at Luke AFB from 1982 to 1984. The younger Canterbury’s childhood was filled with traveling across the world, but he distinctly recalls living in the West Valley. “I attended eighth grade at Litchfield Park Elementary, and one year at Agua Fria North (Millennium) High School,” said Canterbury. “It’s been quite the homecoming for me. My parents live in the West Valley, and this is where I plan to retire…someday.” Brig. Gen. Canterbury was assigned to Luke AFB in June. Since then, he’s stayed busy, meeting with local leaders and state officials to ensure the mission of the base is still a welcomed one by the community.

Mitchell explains the state statute helps residents and developers understand where they can and cannot build. It puts both the base and its neighbors on the same page. “It’s not a stretch to say that without this statute, we wouldn’t have been able to bring the F-35 training program to Luke,” said Mitchell.
His work with the city of Goodyear is especially gratifying – his family and that of Mayor Georgia Lord’s goes back decades.
The F-35 is the military’s newest fighter jet, which will eventually replace the F-16.
“She puts Goodyear first, as do I the base,” said Canterbury. “To work with Mayor Lord means a lot.”
Because of the community’s overwhelming support for Luke AFB, the Department of Defense was comfortable bringing the F-35 to the West Valley. This translated into investing millions of dollars in infrastructure to stay in Arizona for the foreseeable future.
Community preserves the mission This balance – to ensure all of the parties have their needs met – did not happen by chance. The base’s Community Initiatives Team (CIT) works hard to educate the public and its neighbors about its mission and requirements. In the early 1990s, the state of Arizona passed a state statute identifying compatible and incompatible growth in the vicinity of military installations, including Luke AFB. “This is huge,” said CIT Director Rusty Mitchell. “There aren’t many states that agree to protect an Air Force base from development.” Prior to then, the base would conduct a noise study every two years, which potentially could change the defined area for compatible development.
In May 2015, Luke AFB’s 56th Fighter Wing conducted a change of mission ceremony, officially including the F-35.
All in the family “We’re a complete military family,” said Mayor Lord. “With my husband being a retired Air Force pilot, and my daughter in the Navy, we are 100 percent supportive of Luke.” The Lord family isn’t the only retired military personnel in Goodyear. The city estimates more than 7,000 of its residents – roughly 10 percent of its population – are either active duty or veterans. It makes sense since the nearby base is a city in and of itself, offering food, dry goods, and medical services to military personnel, retired and present. Several types of housing are available to Air Force active duty personnel, with daycare, parks, and even a gas station. “I consider Goodyear, and myself as a defender of the Southern Departure Corridor,” said Mayor Lord. The term is used by West Valley cities to describe their full support of the base – a critical component to the mission of the Barry M. Goldwater Range in Gila Bend.
Support from all When asked what he’d like the residents of Goodyear to know about Luke AFB, Brig. Gen. Canterbury replies, “Luke would not be capable to conduct its mission without your support. Thank you.” And city of Goodyear officials and employees want to thank all of the military men and women, retired and active, for their incredible service – because of them, all Americans can enjoy listening to the roar of the jets and the sound of freedom. Miles Morell and Lex Lockett assist veterans at the success center
Military and Veterans Success Center Most Americans would agree we can’t do enough for our veterans: the brave men and women who volunteered to sacrifice their lives for our freedom. There are thousands of organizations dedicated to helping veterans, and Goodyear is proud to be part of the solution. The city joined 12 other West Valley cities to fund the creation of the Military and Veterans Success Center (MVSC). Located just outside the front gate of Luke Air Force Base, the center is celebrating its first anniversary this month. Steve Yamamori has overseen the creation of the MVSC from the ground up. The former director of Fighter Country Partnership – a foundation supporting Luke Air Force Base – has a passion for veteran assistance. As Director of Military and Veteran Programming for Maricopa Community Colleges, Yamamori has a deep knowledge of many of the nation’s 40,000 veteran service organizations. He has created a network that makes the MVSC a one-stop shop for a wide array of pathways to free help for all military members and veterans, as well as their spouses and children. This includes everything from helping aging veterans find out if their Veterans Administration (VA) benefits might cover their healthcare needs to making the transition from active duty to civilian life easier for the young enlisted persons returning from Afghanistan. 8

The services available at the MVSC include employment aid, education, housing assistance, mental health counseling, financial training, legal advice, spiritual counseling, benefits advice, and family support. The MVSC does everything possible to make it easy for veterans: ample parking, not having to get on base, a simple intake form and bringing the services to the client instead of sending him or her on a scavenger hunt. “We hire success coaches who sit down with people, and in a longer interview, understand exactly what they want. Then the coach will make calls and referrals. We have very good connectivity throughout the community.” A computer center and workshops are part of the program on-site. This includes bringing a VA benefits claims officer in four days a week. Getting an appointment used to take months; now, it could just take a day or two. “He [claims officer] has a great love for what he’s doing, and probably sees 150 to 180 veterans every month,” Yamamori says.
Miles Morell and Lex Lockett are the boots on the ground for most initial interactions, and they have special skills that make them effective.
Yamamori says that as recently returned veterans themselves, they understand all too well the obstacles facing others in that situation. Lockett says that as a former infantryman who enlisted early, he had to battle a certain culture of active duty, at times feeling good just for grunt work. “I skipped a lot of things in young adulthood; I didn’t even know what a pay stub was when I came home,” he says. “In the service, we saw using benefits as something to be ashamed of and mental health as weakness. So getting out and getting PTSD therapy helped me; it completely switched my mindset.”
Support for veterans and military personnel There are many local and national agencies dedicated to providing various types of support for our military personnel and veterans. Below are just a few, but more can be found at goodyearaz.gov/ residents/veterans-support.
Morell agrees. “It’s like he said: it’s hard to transition from grunt work. I was an MP [military police], and there’s no civilian equivalent except law enforcement, which I didn’t want. I also found out about PTSD and came here to get a mindset of how business works, get in touch with the community more, and open my eyes to the resources available to vets that a lot of us don’t know about.” Estimates are that only one in 10 veterans utilize the Department of Veterans Affairs, and that 80 percent of veterans need remedial courses before they continue their education. The two young men employ a wall-sized map developed to walk a veteran through transitioning to a successful life. Called “Close the Gap,” it shows each step along the route from active duty to a fully realized civilian existence. Yamamori says, “They can give the tough love that someone who is not a vet can’t. They give vets the straight story about exactly what they have to do.” Morell plans to open a gym that will focus on veterans, while Lockett wants to enter the field of cyber security. “That’s the new battleground,” he says.
Yamamori credits a great working relationship with Goodyear city government and business leaders for helping the program succeed. “Our vision is that someone can say, ‘We have this many job openings,’ and we will send 15 resumes for those jobs. We’ve got wonderful testimonials from the folks that come through here. Ball Manufacturing in Goodyear wants to hire vets, so the synergy is incredible.” Rob Bohr, who is government relations manager for the city of Goodyear, says the mayor and council approved the initial $30,000 donation to help found MVSC, and it’s proven an effective partnership. “They send regular updates, whether it’s a job fair or particular business. There’s a distribution list of partners, members, and supporters for us. Steve Yamamori is also a school board member, and has a great staff. I think it was overwhelming how many services are out there, and MVSC takes care of that. This has been a great opportunity for Goodyear veterans.” The city estimates there are approximately 7,000 veterans living in Goodyear.

The Goodyear Branch Library is part of the Maricopa County Public Library system. There is a dedicated children’s area with age appropriate activities and four computers just for kids. Teens also have a space just for them with an area to be with friends, or enjoy the selection of teen materials. The library offers nine public access computers for adults and teens; a SMART Table and two early literacy computers for the kids; and a 30-minute fast track computer for visitors without library cards. The library offers programs for people of all ages in the large Community Room.

City of Goodyear sewer service customers are required to obtain a pool drain permit. The application is online and takes one business day. The Goodyear Municipal Court is part of the integrated judicial system and has concurrent jurisdiction with the Justice Court on orders of protection, injunctions against harassment, and search warrants.
